CD-1 Amendment: 809 West 41st Ave. To amend the existing CD-1 (34) (Comprehensive Development) District at 809 West 41st Avenue to permit the development of an 18-storey mixed-use development, with ground-floor commercial space and 131 secured-rental residential units, with 20% of the residential floor area secured as Moderate Income Rental Housing Units, over three levels of underground parking. A height of 60.6 metres (199 feet), with additional height for rooftop amenity, and a floor space ratio (FSR) of 7.11 are proposed.

A height of 97.4 metres (320 feet), and a floor space ratio (FSR) of 21.5 are proposed. D. CD-1 Rezoning: 450-496 Prior St., 550 Malkin Ave. and 1002 Station St. To amend CD-1 (761) By-law No. 12833 for 1002 Station Street and 250-310 Prior Street and to rezone 450-460 Prior Street, 550 Malkin Avenue and 496 Prior Street from CD-1 (761) (Comprehensive Development) District to a new CD-1 District, to permit the development two 19-storey mixed-use buildings containing commercial space, cultural amenity space, and secured market residential units. Iconic motel gets second life and city’s largest mural

T

he Vancouver Mural Festival (VMF) has set its eyes and paintbrushes on an iconic Vancouver motel for its biggest project yet. The historic City Centre Motel in Mount Pleasant (built in 1954) has been transformed by David Duprey's The Narrow Group into a 75-room low-cost artists' studio for underrepresented and marginalized artists. The motel has been renamed to The City Centre Artist Lodge and is set to also be

home to the city's largest mural to-date (30,000 square feet!) wrapping around the building exterior. “The project will support low barrier access to a public stage for emerging artists, curators and community partners through a variety of upcoming VMF events,” says Nickolas Collinet, VMF Senior Project Manager. To celebrate, VMF is hosting a free weekendlong party with entertainment, open artist studios, food trucks and a bar. There will be

live music and dance performances by Public Disco on the first day and a drag brunch and afternoon Tea Dance by By Felicia on the next day. The City Centre Block Party is open to all ages and will take place at the revamped motel from June 25 to 26. City Centre will also be the hub for VMF's 10-day summer mural festival which will have live entertainment and mural tours from August 4 to 14. However, this community landmark will only

ith the traditional, unceded territory of the Sḵwxwú7mesh Úxwumixw (Squamish Nation) as a backdrop, the First Nation signed a memorandum of understanding with the City of Vancouver for a service agreement, intended to provide utilities to a planned 6,000-unit housing development on reserve land near Burrard Street Bridge. At a press event on May 25, Squamish council chairperson Khelsilem and Vancouver Mayor Kennedy Stewart penned the deal, which will sit in escrow until details are finalized. The agreement, when completed, should detail how services like electricity, water and sewage will connect to the Sen̓áḵw development. It also includes significant upgrades to pedestrian, cycling, transit and road improvements in the area, many of which will blend into the surrounding city land. The timeline of getting shovels in the ground appears to be delayed slightly, with an initial start date of late last year being pushed to sometime later this year. Squamish Nation spokesperson Sxwíxwtn, Wilson Williams said a completion date in 2027 is the current target. While Stewart and other members

of local government are praising the landmark project, there has been pushback from some in the surrounding Kitsilano neighbourhood. Residents in the area have historically resisted tall residential towers. The tallest buildings in the Sen̓áḵw plan reach 56 storeys or higher. Concerns have also been expressed about a potential service road going into the development. At Wednesday's event, Nation spokesperson Syexwáliya, Ann Whonnock reminded the audience that the traditional name of the region is Xats'alanexw, the name of a Squamish chief. Before settlers came, the area had been home to the Squamish people for thousands of years, sharing the territory

with xwmə0kwəy̓əm (Musqueam) and Səlílwəta (Tsleil-Waututh) peoples. And as the parcel in question is reserve land, the development doesn't have to conform to typical city rules, like a formal public consultation process. "The truth is that because it's an onreserve development, there isn't a lot of required engagement pieces," Khelsilem said. "But I think what this means is that there's actually a lot of opportunity for the Nation to be innovative and take different approaches." He explained that there would be more public outreach, both within and outside the Nation, when more design and development specifics are available. By Nick Laba

NPA party goes law and order for 2022 election

ancouver's Non-Partisan Association is going with a law and order theme for its slate unveiled during a May 24 Italian Cultural Centre fundraiser. The John Coupar-led party has recruited three candidates for city council from the policing sphere: Ex-Canadian Border Services Agency intelligence officer Cinnamon Bhayani, South Vancouver Community Policing Centre executive director Mauro Francis, and Vancouver Police Department crime analyst Arezo Zarrabian. They join lone incumbent Melissa De Genova on the NPA’s Oct. 15 ticket. De Genova is seeking her third term at 12th and Cambie, and her spouse is a member of law enforcement. Three of the other four councillors elected in 2018 left the party in April 2021 when Coupar was appointed the mayoral candidate last year by the party board. Other NPA candidates running for city council are Skills Canada-B.C. CEO Elaine Allan and Dunbar Theatre operator Ken Charko. Incumbent Tricia Barker is one of four candidates for Park Board. Sports management consultant Ray Goldenchild, InTech Environmental president Dave Pasin and photographer and travel consultant Matt Pregent round out the team. NPA candidates for school board are to be announced. In a prepared statement, Coupar says incumbent Mayor Kennedy Stewart has put Vancouver in trouble. “It has become unaffordable for too many young people and new arrivals,” Coupar said. “Homelessness is worse than ever and so is crime. The city is dirty and doesn’t work for our residents. And meantime, the Mayor and his allies on council seem clueless about what to do on any of these issues.”

uring the last homestand at The Nat, our beloved C’s won 4 out of 6 games against the Tri City Dust Devils in a series that featured TWO walk-off wins. After that they were on the road to Hillsboro, Oregon, where they spent the 2021 season in pandemic exile. And while the Baseball Department at this humble publication doesn’t quite have the budget to send me on the road with the team (though I’m sure a few angry letters from you folks might make them rethink that policy) I thought a fun use of this column would be to do a little homework on what we can expect at the current homestand at Nat Bailey Stadium. And, yes, I do realize I just referred to homework as “fun.” Believe me, it’s on brand. So, in what I hope will become a running topic over the course of the season, here’s what to expect at the current homestand at The Nat. A series preview, if you will.

Rutherford on analytics: ‘You have to be willing to change with the times’

J

im Rutherford is about as old school as it gets. The Vancouver Canucks’ president of hockey operations started his playing career in the 60’s and first stepped into a management position in the mid-80’s. The 73-year-old Rutherford has had a front office job in hockey for nearly four decades. While Rutherford may be old school, the reason he’s lasted so long is because he doesn’t get locked into old-school thinking. “One of the things in my situation, where I've been around the game for a long time, is you have to be willing to change with the times,” said Rutherford in an interview with Don Taylor and Rick Dhaliwal on Chek TV. “If you are, then you get the opportunity to stick around longer.” For Rutherford, that means embracing analytics. When he was with the Carolina Hurricanes, Rutherford relied on Jason Karmanos, his assistant general manager, to oversee the team’s analytics and, when he was hired by the Pittsburgh Penguins, he brought Karmanos with him. In Vancouver, however, there was already an analytics team in place, put together by former analytics director Jonathan Wall, who was fired by Canucks owner Francesco Aquilini shortly before Rutherford was hired. That team has been kept in place, with Wall’s righthand man, Aiden Fox, promoted to head of the department, which includes Ryan Biech, Miles Hoaken, and the newly-hired Rachel Doerrie. “We have a very good analytics department with the Canucks and I like what they do,” said Rutherford. What they do is manyfold, from working directly with the coaching staff to providing input on free agent signings and trades to identifying players of interest for the amateur scouting department. “I use it as a checkpoint,” said Rutherford. “I don't make final decisions based on analytics but you have to have a good analytics

department. Anytime you can have more information about something, it's going to give you a better chance to make the right decision.” One of the things that frequently gets missed in the debate between “eye test” and “analytics” is that the two seemingly-opposed sides agree far more than they disagree. The points of disagreement, however, get the most attention. It’s also why analytics are useful. There would be no point in engaging in analytics if the conclusions of analytics perfectly lined up with the eye test. “Where I really use [analytics] a lot, is when we have people that are in-person watching players, watching the team, watching the game, watching our future draft picks — they have an opinion and then I look at analytics and the opinion is totally opposite,” said Rutherford. “That's when you really have to drill down. “That's when you go back to the people that are out there in the field and they're watching these games in person, you say, 'Why is this?' and then you get in a long conversation. And eventually it gets to a point that you're comfortable with what the analytics are saying and what the people are saying.” Rutherford keys in on the most important question when it comes to analytics: why. Armed with new information from analytics, a scout might notice something that he previously missed and realize that he was wrong in his initial assessment. Or, he might be able to tease out why the data disagrees and be able to explain the discrepancy. Either way, more knowledge has been gained and a better decision can be made. After the previous regime, which only paid lip service to analytics, it will be intriguing to see how analytics might shape the decisions that Rutherford and general manager Patrick Allvin make this offseason. amsy Yu, 14, spelled his way to victory at the recent Canada Regionals Spelling Bee by mastering tongue twisters like “accelerometer” and “acquiescence.” Now, as the intermediate category winner, Yu will represent B.C. at the 35th Annual Championship in Toronto on Sunday, June 12. A first-time competitor and Vancouver College student, Yu says learning new words is the best part of the spelling bee process. “I stare at the words and practice with my tutor,” he says, when asked about his training regimen. His favourite word so far? Cryosphere, an all-encompassing term for places on Earth with frozen water. This year's championship, held in person for the first time since 2019, features 14 competitors per category from across the country. Yu says he most looks forward to meeting his fellow participants. When it comes to the far-off future, he aspires to a career in technology. “I’d like to design new hardware for computers.” In-person competition tickets are reserved for parents and children, but other spelling bee fans can tune into the event’s live-stream on CBC Sports beginning at 7 a.m. on June 12. As for one final shout-out, Yu wants to recognize his mom, Sara, for encouraging him to participate. “Thank you to my mom for signing me up!” he says.

ancouver is considered one of the world's best cities for sushi (we're obsessed) thanks in no small part to our geography. We're also very into plant-based eating here, so it only makes sense that the two genres should meld - and beautifully at that - thanks to a restaurant called Cofu that specializes in vegan pressed sushi. And to take it one step further, Cofu is also home to a fully non-alcoholic bar menu, too. Cofu didn't begin as a mecca for plant-based sushi, mind you. The restaurant had operated as a take-out sushi spot - with seafood - since its launch in the fall of 2021, but as the new year got underway, Cofu shifted its focus and re-launched with an all-vegan food and "sober bar" menu. The reason for the change was to answer what Cofu CEO Akiko Otsuka says was a demand for health-focused restaurant fare. Capitalizing on the popularity of sushi in Vancouver, Otsuka created a menu that marries the deep-rooted traditions of pressed sushi with modern components, like fully plant-based ingredients that parallel seafood in texture and taste with a line-up of creative and colourful sauces not typically found in sushi bars.

he Pacific National Exhibition (PNE) has released the lineup for its 2022 PNE Summer Nights concerts, featuring a range of diverse talent spanning several musical genres. This year's live performances include everything from iconic Canadian rockers Blue Rodeo and Barenaked Ladies, and many more. Other acts include Nelly, the Beach Boys, Chicago, TLC, and Shaggy. You can get your classic rock, old school R&B, or throwback nostalgia on, big time. In addition to an epic concert series lineup, the PNE will also provide a variety of entertainment and attractions. From Stars of the Peking Acrobats, SuperDogs, Flying Fools High Dive Show, Dueling Pianos, and the "For the Love of Drag" tribute show, there are countless things to see and do at the Fair. This summer marks the triumphant return of the PNE Fair in full format, after two seasons of significantly scaled-back pandemic-era programming.

What's on the menu at Cofu? The Cofu menu is centred on the pressed sushi experience, with a list of set combos being the most popular draw. Customers can also order pressed sushi as individual orders, and a menu of plant-based appetizers round out the food options - things like a fried mock fish or chicken made using a soy protein, served with a vegan dipping sauce. The sushi is machine-pressed to ensure a uniform result, and the combos are arranged attractively on large black slates with sauces for dipping. The eggplant is chewy and smokey, evoking unagi (eel), while Cofu has created vegetable iterations of both tofu and salmon for its sushi, using plant ingredients like jackfruit, carrot, and konjac. The pressed "salmon" sushi does evoke the gentle, velvety texture of salmon, though the flavour overall is more mild and gentle than its aquatic counterpart. Otsuka says the food is meant to be not just beautiful to look at, but also nutritious. For one, Cofu uses black rice - and a little less rice per serving than at the average sushi

An ingredient like carrot is beneficial for eyesight, attests Otsuka, while the karaage-style appetizers get just a quick dunk in deep-fry oil before being sent to the air fryer to crisp up further. Meanwhile, patrons can order mocktails from the "sober bar," featuring non-alcoholic spirits or beers. The Akutagawa, made with Lyre's Malt (a zero-proof bourbon-style spirit), is like a booze-free scotch and soda that gets its zip from the addition of dried chili. Brews come

from familiar makers like Sober Carpenter and Partake, among others. The small eatery, which is located steps from the entrance to Granville Island, offers dine-in seating (while popular anime films are projected on the wall) as well as take-out. Although Otsuka herself doesn't follow a plant-based diet, she's keen to show Vancouver sushi's plant potential, while demonstrating that a vegan version of the wildly popular Japanese category of food is much more than plain cucumber or avocado rolls.
