ancouver businessman, family patriarch and philanthropist Joe Segal has died at the age of 97. The Second World War veteran is survived by his wife of more than 70 years, Rosalie Segal, as well as four children, 11 grandchildren and great-grandchildren. He received honours such as the Order of B.C. and the Order of Canada. He also spent six years as chancellor of Simon Fraser University (SFU), as well as 12 years on the school's board of governors. His involvement at SFU included helping to establish the university's Harbour Centre campus, and he chaired a campaign to create SFU's Morris J. Wosk Centre for Dialogue, which he also helped finance. SFU's Segal Graduate School of Business was named in his honour. His philanthropy included large donations, such as the $12 million gift that he and his wife donated to help build an $82 million mental health treatment facility at Vancouver General Hospital, helped build his reputation for philanthropy.

In his 90s, Segal remained one of Vancouver’s most successful and respected businessmen. Real estate investor and former longtime Army and Navy proprietor, Jacqui Cohen, told Glacier Media that in the past year

she visited Segal to ask what he thought of a real estate transaction that she was going to be involved in. "He was a mentor to me," she said. "I just wanted to see if he thought it was a good idea, and he did." She noted how impressive it was that he commanded such respect in the community when he was in his late 90s. Indeed, in recent years, his wit as sharp as ever, and he was often ready to crack a quip.

He told Glacier Media in 2015 that he owed his physical agility to resistance training in the pool of his Point Grey mansion and his mental quickness to his continuing involvement in business. "You can’t vegetate," he said. "The mind controls the body." Segal arrived in Belgium after the Allies' 1944 D-Day landing in France, and he spent a year in the Netherlands and Germany, helping

Germany transition after the war, he told Glacier Media during an interview. "We were responsible for reinstalling a democratic process in Germany," he said. When he returned from service in June, 1946, he opened an army surplus business in Vancouver, which he built into the Fields department store chain. It was then that he met Rosalie. One memory he said he’ll never forget is how he persuaded bankers in 1976 to lend him $50 million so his then-100-store Fields chain could buy the much larger Zellers. He called it “a case of the mouse swallowing the elephant,” but it set him on track to make a fortune in the retail sector. When he doubled Zellers’ sales within three years of buying the company – all without opening any new stores – he explained in 2015 that it was because he “lifted the Saran Wrap and let the company breathe.” By that, Segal said he meant that he let people tell him what was wrong with the company and allowed them to disagree with what were CONTINUES ON PAGE 5

sacred corporate tenets. “When I arrived on the scene at Zellers, anybody who ever walked by their superior virtually stood at attention,” he said. “It was like I was back in the army.” Segal implemented a policy of accessibility. “If the door is open and you listen, you learn,” he said. “If the door is closed, you’re never going to hear anything.” Segal asked for insight from floor clerks, who would tell him what customers said they liked and what they requested but was out of stock. He then instituted a process whereby customer feedback could be relayed to the person responsible for the store, so the situation could be corrected. Segal created property owner and developer Kingswood Capital after he sold Zellers to the Hudson’s Bay Co., in 1979, and made enough of a profit to kick-start a career as a real estate developer and dabble in other ventures, such as Collegiate, which he eventually sold and morphed into FGL Sports – the Calgary-based venture that owns Sport Chek and other brands. Segal’s diversified his holdings enough to include companies such as cribmaker Stork Craft Manufacturing Inc., steel shelving manufacturer E-Z-Rect Manufacturing Ltd. and hot water tank maker Allied Engineering Co. His grandson, Adam Segal is Storkcraft's CEO, and he told Glacier

Media last year that his grandfather was in good health. Segal's business holdings also included significant stakes in various public companies. Real estate, however, is the sector that he is most identified with. He bought Block Brothers Realty in 1988. His success in real estate comes in part from applying one of the lessons that he learned as a retailer: buy out-of-favour products that have intrinsic value.

That lesson was drilled home in his early military-surplus business. “The only thing I could buy with the little amount of money I had was what nobody else wanted,” he told Glacier Media in 2015, referring to the army supplies. “If anybody else wanted the goods, I couldn’t compete [because they would be too expensive].” His decision around that time to buy what was then a tenantless Anvil Centre in New Westminster followed a similar principle.

The widow, he said, had been struggling since her husband’s death and lived on a modest pension in a house on a 25-foot lot in East Vancouver. “Taxes were $400 per year, but now they’re $8,000 per year because the land value has gone up,” Segal said.

“If the Anvil building was sitting on West Georgia Street, it would be leased in a minute,” he said. “I will be disappointed if that building isn’t leased in the next six to eight months.” Indeed, the structure soon found tenants. His approach to philanthropy was contained in a story that he told Glacier Media in late 2015, when Facebook

Segal's message: philanthropy is not a matter of the total amount of the dollars given, it is how much you can give within your means. He then launched into a compelling story. He described a “little old lady living on a pension whose husband, a longshoreman, has died.”

“She wants to live there until she dies. So, there’s a knock at the door. It’s near Christmas and it’s the Salvation Army. She starts to say ‘No,’ but then says, ‘Just a minute.’ She goes to the cookie jar that has a grocery list and money. She takes money out and goes to the door. ‘Here’s $20.’ Then, she crosses items off her grocery list. Giving is not always measured by the size of the gift.” Segal, who in recent years has been called a billionaire, said his long-held philosophy for giving is to provide "what I could afford to give. Opinion: Chef Wasabi must become a lovable villain once again

F

ull disclosure, I openly boo “Chef” Wasabi during the Sushi Race(s) at the Nat. Don’t get me wrong. I love the Sushi Race(s). For the uninitiated, The Sushi Race(s) I’m referring to is a foot race between mascots, representing different sushi-related (or sushi adjacent) characters, that happens during an inning break at a Vancouver Canadians baseball game.

Those characters are Kappa Maki; Ms. BC Roll; Sadaharu Soy (named after Japanese Baseball Hall of Famer Sadaharu Oh); the chopstick twins I can never remember the names of; and, of course, "Chef” Wasabi. I always told myself if I ever had a platform to talk about baseball, I would do a certified hit-piece on “Chef” Wasabi. Well, here’s my chance, and I’m not holding back.

First off, what makes him a chef? He’s a living, breathing hunk of wasabi, isn’t that enough? He also needs an occupation? What’s next? Dr. Kappa Maki? The Right Honourable BC Roll? Professor Sadaharu? Sheriff The Two Chopsticks I can Never Remember the Names of!? Calling him a chef implies a backstory I, as a fan, have never been privy to. If he’s an actual

chef, I want to see credentials. Or at the very least, release a video of him putting together a fairly complicated dish. But that’s not why I boo him. I boo him because he used to be a cad. A certified heel. He had antics and bits! Where did his malevolence go? When I was a boy (and by “boy” I mean “in my late 20s and early 30s”)

I remember “Chef” Wasabi as a trickster. A charlatan. A cad. Whether he was diverting racers to a fake finish line, or taking a nap after gaining a large lead, he was insufferable and always up to something. And that’s what made him a star. His arrogance. His disdain for the rules. His laissezfaire attitude. Over the last few seasons, that

And if it gets me cancelled, so be it! Let the vitriol flow! But I truly believe the youth of today need to be treated to Wasabi’s cavalier attitude and creative rule-breaking. So, what do you think? Kids and teens will soon have free admission to the Vancouver Art Gallery

one-million-dollar gift from the April 1 Foundation of Vancouver will allow children and youth to enjoy the Vancouver Art Gallery free of charge starting on July 1, 2022. The initiative will remain in place for five years until the Gallery makes moves to a new building, planned to open in 2027. Free admission for kids and teenagers pairs perfectly with the recently launched exhibition, Kids Take Over. Running until September 11, Kids Take Over features paintings, prints, photographs, and sculptures from the Gallery’s collection accompanied by written and drawn responses from local students, ages five to eighteen. Whimsical, spirited, curious, and often funny in nature, Kids Take Over encourages imagination for young families with a play area, touch wall, activities booklet, and colouring space in the rotunda. “Learning and community are among our core priorities. With this initiative and the launch of our new exhibit Kids Take Over, the Gallery is playing an active role in

improving accessibility and fostering creative thinking and problem solving for all ages and backgrounds,” says Director & CEO Anthony Kiendl in a press release. The Gallery plans to continue its dedication to children and youth at its future location at the intersections of West Georgia, Cambie and Beatty streets. The new facility will serve over one million visitors from across the globe every year, including 100,000 youth in educational programming. The Vancouver Art Gallery plans to announce further changes to its current membership programs in the near future. “We can’t wait to welcome even more of our youngest visitors to the Gallery.” says Kiendl. Which Canuck should be next to go in the Ring of Honour?

ast week, Kevin Bieksa mentioned in an interview in The Athletic that there were plans to sign a one-day contract with the Vancouver Canucks so that he could officially retire from the NHL as a Canuck. That plan was derailed first by the COVID-19 pandemic, then by the change in management this past season, but he still hopes that he’ll get the chance with the new management regime to officially retire in Vancouver. What might make sense is combining his one-day contract with another event: adding Bieksa to the Ring of Honour. The Ring of Honour was first introduced in the 2010-11 season and was designed to celebrate players who made a lasting impact on the Canucks. The first four players added in the 2010-11 season were Orland Kurtenbach, Kirk McLean, Thomas Gradin, and Harold Snepsts. Pat Quinn was added in 2014 and Mattias Öhlund in 2016. The last player to be inducted into the Ring of Honour was Bieksa’s teammate from 2006 to 2015, Alex Burrows, who took his spot in the ring in 2019 before Daniel and Henrik Sedin’s jerseys were retired two months later. Does Bieksa belong with those noteworthy names? He has a case. Bieksa played 10 seasons with the Canucks and, if his affable personality didn’t endear him to every Canucks fan, his willingness to play a physical game and drop the gloves when necessary certainly did. With three seasons of 40+ points, Bieksa likely could have racked up a lot more points if he didn’t take on shutdown duty alongside Dan Hamhuis, regularly playing against the best players the opponents had to offer. On top of his longevity, his leadership, and his stellar on-ice play, Bieksa scored the stanchion goal that sent the Canucks to the Stanley Cup Final in 2011. The best argument against Bieksa, however, is that other players might deserve the honour more. Gino Odjick is one of the most beloved players in Canucks history and is still the all-time franchise leader in penalty minutes, with over 2000. He may not have racked up points CONTINUES ON PAGE 12

Point, with the area now known as Vanier Park still partially forested and only a handful of houses in the now popular neighbourhood. The photo looking east along West Georgia is interesting as well, with the second Hotel Vancouver dominating the far skyline. Few structures challenge it for height, though the Sun Tower isn't far off. Another intriguing shot is from above Prospect Point, where the Lions Gate Bridge now comes straight out of the forest. At the time of the photo, it's just a lonely lighthouse and a platform up on top of the cliff. What adds to this shot is the ship steaming into the port below, with smoke billowing up towards the plane. The photos from North Vancouver show a sparsely populated area, but the photo of the Capilano Valley (pre-damming) looking towards the Lions is pretty spectacular. The swanky urban park at Smithe and Richards in Yaletown with a budget of over $13 million broke ground over two years ago and was in the planning stages for years prior, finally opening to the public on April 29. Vancouver's own Kafka's Coffee has partnered up with the Vancouver Board of Parks and Recreation to operate the cafe space at the Smithe-Richards park. Kafka's in the Park is located at the southwest entrance to the park and was designed to blend into the space with a folding window that will be opened up to the plaza area on sunny days. Inside, guests will find Kafka's locally-roasted coffees along with house-made sandwiches and pastries. It will be the only Kafka's location to offer soft-serve ice cream. “We’re thrilled to welcome Kafka’s on board

to run the café in our new park,” explains Octavio Silva, Manager of Business Development at the Vancouver Board of Parks and Recreation in a media release. “Kafka’s is a Vancouver-bred success story, aligned with the values of the Park Board and our mission to create community hubs. We couldn’t be happier to co-create this fresh new space and work together to foster neighbourhood connection in the downtown core.” The park was designed to be an inviting space for anyone working, living, or playing in the area, and boasts dynamic walkways and seating areas, a children's playground, and lots of landscaping. ood industry judges from across Canada have determined that Vancouver's Published on Main is the best restaurant in the country. That restaurant ranked No. 1 in the 2022 edition of the foodie guide Canada's Best 100 Restaurants, which was released last week. The owner and editor of the guide, Jacob Richler, told Glacier Media that his annual guide involves 100 judges who are based across Canada in rough proportion to the country's population. Each of the judges provide lists of their 10 top restaurants based on their own criteria. A point system then takes over, and an algorithm determines the restaurants' spots on the list. Published on Main, which opened in December 2019, ranked No. 47 on the 2021 list of Canada's top restaurants. "The food is original, distinct, and beautifully plated – every dish I had there has had very clearly assertive, individual flavors making up a coherent whole," Richler said. "They were imaginative. They made great use of local ingredients. They put that front and centre. Those are the kinds of things people with a little expertise in matters culinary really look for."

Combine that with the impact he’s made on First Nations communities across Canada and it seems like an obvious choice to put Odjick in the Ring of Honour. Tony Tanti is one of the forgotten stars in Canucks history. His eight seasons with the Canucks may not have been the greatest years for the franchise but Tanti was a bright spot, averaging 40

goals per season from 1983 to 1988. He’s 6th all-time in goals as a Canuck and 8th all-time in points. He still lives in Vancouver and is a member of the BC Hockey Hall of Fame. Perhaps he belongs in the Ring of Honour as well. If Alex Edler wasn’t still playing, he’d be a shoo-in for the Ring of Honour as the franchise leader for games played, goals, assists, and points from a defenceman. As is, one of the players he passed for those records, Dennis Kearns, deserves some consideration. He’s 10th all-time in games played and all the players ahead

of him either have their numbers retired or are in the Ring of Honour. Then there’s the difficult question of Roberto Luongo. The argument for Luongo is less about whether the future Hall-of-Famer belongs in the Ring of Honour and more about whether his number ought to be retired to the rafters. Labourers newly arrived in Vancouver seeking employment, would visit the owner Yonekichi Aoki for lodging and information on forestry logging contractors. Yonekichi started logging in 1895 before working at the Hastings Sawmill on Burrard Inlet. He eventually progressed to being a Canadian Pacific Railway contractor and the Aoki Rooms acted as a hub for those with questions about the employment office, ticket handling, and consular procedures. Yonekichi’s son George Tameo Aoki was also well known in the community as a player on the Asahi baseball team which is also highlighted on the tour. he Powell Street corridor in Vancouver was once home to 8,000 Japanese Canadians and over 400 Japanese-owned businesses and was given the name Paueru-gai from the 1890s until 1942 when the Canadian government forcibly displaced the entire community. The Vancouver Japanese Language School and Japanese Hall (VJLS-JH) is hosting walking tours of the Historic Powell Street area this summer to explore the abundance of remaining history and architecture that tells the story of the Japanese community that thrived in the area. The tours last between an hour and 90 minutes and are done in groups of four to eight people, visiting 20 historic locations along Alexander Street, Gore Avenue, Powell Street, and Princess Avenue. The stops include former sites of Japanese Canadian-owned businesses such as Maikawa Nippon Auto Supply on the southwest corner of Alexander and Gore. The building, next door to Burrard Iron Works, is newly renovated but some of the original elements can still be seen. Nippon Auto Supply was run by Sadakichi Maikawa who was one of five brothers that owned other businesses in the neighbourhood like the Maikawa Fuji Chopsuey restaurant and the Maikawa Fish Store. Sadakichi turned what started as a transportation business in 1913 using automobiles instead of horses into the largest garage and storage for automobiles at the time. It was given the name Nippon Auto Supply in 1926.

Heritage Designation: 347 West Pender St. (Hartney Chambers) To bring forward for enactment a by-law to designate the retained historic street façades of the existing building (listed in the Vancouver Heritage Register in the ‘B’ evaluation category) addressed at 347 West Pender Street, also known as the Hartney Chambers, as protected heritage property. 2. CD-1 Rezoning: 1332 Thurlow St. and 1065 Harwood St. To rezone 1332 Thurlow Street and 1065 Harwood Street from RM-5A (Residential) District to CD-1 (Comprehensive Development) District, to permit the development of a 33-storey residential building, with 279 secured rental units, of which 20% of the floor area is secured as below-market rental units. A height of 91.4 metres (300 feet) and a floor space ratio (FSR) of 12.61 are proposed. 3. CD-1 Rezoning: 1066-1078 Harwood St. To rezone 1066-1078 Harwood Street from RM-5A (Residential) District to CD-1 (Comprehensive Development) District, to permit the development of a 33-storey residential building, with 278 secured rental units, of which 20% of the floor area is secured as below-market rental units. A height of 91.4 metres (300 feet) and a floor space ratio (FSR) of 12.55 are proposed. 4. CD-1 Rezoning: 495 West 41st Ave. To rezone 495 West 41st Avenue from C-2 (Commercial) District to CD-1 (Comprehensive Development) District, to permit the development of a 14-storey mixed-use development, with commercial space and 99 secured market rental units, over three levels of underground parking. A height of 45.7 metres (150 feet), with additional height for a rooftop amenity, and a floor space ratio (FSR) of 6.37 are proposed. 5. CD-1 Amendment: 809 West 41st Ave. To amend the existing CD-1 (34) (Comprehensive Development) District at 809 West 41st Avenue to permit the development of an 18-storey mixed-use development, with ground-floor commercial space and 131 secured-rental residential units, with 20% of the residential floor area secured as Moderate Income Rental Housing Units, over three levels of underground parking. A height of 60.6 metres (199 feet), with additional height for rooftop amenity, and a floor space ratio (FSR) of 7.11 are proposed.

CD-1 Text Amendment: 500-650 West 57th Ave. (Pearson Dogwood) To amend CD-1 (696) for 500-650 West 57th Avenue (Pearson Dogwood) to permit additional rental housing floor area which would include 216 market rental units and 99 below-market rental units. Height increases ranging from 2.0 metres (7 feet) to 28.0 metres (92 feet) and a floor space ratio (FSR) of 3.08 are proposed. C. CD-1 Rezoning: 524-526 Granville St. To rezone 524-526 Granville Street from DD (Downtown) District to CD-1 (Comprehensive Development) District, to permit the development of a 24-storey strata-titled commercial office building. A height of 97.4 metres (320 feet), and a floor space ratio (FSR) of 21.5 are proposed. D. CD-1 Rezoning: 450-496 Prior St., 550 Malkin Ave. and 1002 Station St. To amend CD-1 (761) By-law No. 12833 for 1002 Station Street and 250-310 Prior Street and to rezone 450-460 Prior Street, 550 Malkin Avenue and 496 Prior Street from CD-1 (761) (Comprehensive Development) District to a new CD-1 District, to permit the development two 19-storey mixed-use buildings containing commercial space, cultural amenity space, and secured market residential units. A height of 64 metres (210 feet), and a floor space ratio (FSR) of 4.68 are proposed.

Public Hearing: June 28, 2022 Tuesday, June 28, 2022, at 6 pm to be convened by electronic means Vancouver City Council will hold a Public Hearing to consider zoning for these locations: i. Rezoning: 156-180 West 2nd Ave. To rezone 156-180 West 2nd Avenue from I-1 (Light Industrial) District to I-1C (Light Industrial) District, to permit the development of a building with light industrial and office uses. A building height of 46.5 metres (152.5 feet) and floor space ratio (FSR) of 6.0 are proposed. ii. CD-1 Rezoning: 2970 Kingsway To rezone 2970 Kingsway from C-2 (Commercial) District to CD-1 (Comprehensive Development) District, to permit the development of a six-storey mixed-use building, with 127 secured market rental units and commercial space at grade. A building height of 24.6 metres (80.7 feet) and a floor space ratio (FSR) of 3.96 are proposed.

iii. CD-1 Rezoning: 2086-2098 West 7th Ave. and 2091 West 8th Ave. To rezone 2086-2098 West 7th Avenue and 2091 West 8th Avenue from RM-4 (Residential) District to CD-1 (Comprehensive Development) District, to permit the development of a 13-storey residential building containing 129 social housing units. A building height of 47.1 metres (155 feet) and a floor space ratio (FSR) of 4.4 are proposed.
