n January 19, 2014, Delta State Governor, Emmanuel Uduaghan, while receiving an award in recognition of his leadership role and vision of ‘Delta Beyond Oil’ from a multicultural newspaper ‘METRO EIREANN’ in Dublin, Ireland, held an interactive session with Nigerians in the Diaspora. At this event, he had to respond to questions about government not taking advantage of the skills and experience of Nigerians living abroad, who would like to contribute to the advancement of the country. Responding, Governor Uduaghan called out Ken Okpara, a commissioner in the state since July 4, 2013, who now wears two caps in his cabinet: Commissioner for Economic Planning and Finance respectively. He told the audience that he never knew of or met Mr. Okpara physically prior to his first appointment as Economic Planning Commissioner. His first contact with Okpara was via the Internet, when Okpara wrote to congratulate him on winning the governorship election. That was the beginning of back-and-forth correspondence that led to him joining the government. With his background in the World Bank, the governor thought Okpara could very well be an asset. But, would he consider coming home to Delta State to serve and allow his state to enjoy the benefits of all that experience garnered from working with the World Bank? The governor made the offer to Okpara [all this by e-mail]; Okpara accepted. The governor went on to say that he had done so well as Commissioner for Economic Planning that he decided to add the Finance Ministry to his portfolio, leaving him totally in charge of the treasury of the state. Indeed, Ken Okpara is Delta State’s own Ngozi Okonjo-Iweala. Hon. Ken Opara, a chartered accountant, has a profile of achievements that is a mile long. Prior to the current assignment he was a Senior Financial Management Specialist of the World Bank, responsible for the financial management implementation support and supervision of The World Bank funded and multi-donor trust fund investment projects in South Asia. He also performed financial management assessments of new projects’ funding proposals and gave advice for the World Bank’s board consideration, on the adequacy of the arrangements to meet the funding requirements and support the client (government) to build and strengthen the financial management capacity and governance system to ensure transparency and accountability. This is just to mention a few of the numerous projects anchored for the World Bank. In this interview with Remmy Diagbare, he tells of his returning home to serve.

This has brought about increased focus on results and emphasis on performance rather than compliance. Government in most developing countries are bedeviled by the “capability gapâ€?; they lack the organizational or institutional capability to execute projects that will ensure that economic growth as indicated by the gross domestic product (GDP) is UHĂ HFWHG DQG VHHQ LQ WKH OLYHV RI WKH SHRSOH L H gainful employment, putting food on the table, etc. The term used in the development world to describe this is “isomorphic mimicryâ€?. In order to ensure we achieve the “Delta Beyond Oilâ€? vision of the Delta State Governor, the Ministry of Economic

Planning and Finance is implementing a performance management and monitoring tool called the Economic Dashboard, where each ministry, department and agency (MDA) is measured quarterly by how much it has achieved its Key Performance Indicators (KPIs). What this means is when you see a footballer in an advert etc he is responsible for brokering the deal and looking after them on Twitter, Facebook and the like. Being a clever chap while watching a football game in a hotel in Lagos he observed, that like himself, most of the viewers were busy typing away on their phones while the game was in session. Breast cancer is still a leading cause of death among women in Nigeria and I know from my hospital pharmacist days that the treatment options can be gruelling and exhausting even with the best medical care available. Palliative care is expensive both monetarily and emotionally so as a community we really must get involved. It was glitz, glamour recently when Oseoghene Okpurhe, a UK based lawyer, set aside her wig and gown and adorned a lovely wedding dress to go wed her Engineer heart-trob, Olayinka Adeoye. The colourful event which took place at the Civic Centre, Victoria Island, Lagos, brought together the families of Chief Sonny Odogwu Okpurhe from Delta State and that of Pastor Adeoye from Kwara State who were gaily attired in sweet pink the colour of the day. Reception followed at the Grand Banquet Hall of the Civic Centre with popular artist May D providing live entertainment. Captured here are some faces that graced he occasion.
