CHAIR, CONSTRUCTION COUNCIL OF VANCOUVER ISLAND I would like to welcome all the participants: owners, consultants, and contractors. We have a very progressive agenda, with captivating presenters and panelists. Thanks to the very generous sponsors! Our tagline this year is, “Construction leaders working together.” This is a very genuine and reasonable target. Ultimately, the Council’s objective is to open up communication, engagement, education and the sharing of ideas, with the end goal of improving the building experience for all involved. The forum today goes a long way to realizing our goals. I would like to remind everyone that we all share similar concerns and experiences. We are all more alike than different. ABOUT THE CONSTRUCTION COUNCIL OF VANCOUVER ISLAND Created in 2014, the CCVI brings together the stakeholders of the island public construction community, creating collaborative forms to share perspectives and develop and communicate potential solutions to support a triple bottom line approach to project delivery and capital asset management. CCVI desires to create a cohesive professional construction community built on shared values that contribute to the prosperity of Vancouver Island.

VANCOUVER ISLAND UNIVERSITY Dr. Nilson is the President and Vice-Chancellor of Vancouver Island University. An advocate for public engagement, Dr. Nilson is committed to supporting life-long learning and growth through post-secondary education. He believes partnerships are essential in
post-secondary education and strives to foster collaborative relationships with the communities served by VIU. He also emphasizes the importance of VIU’s international outreach in bringing a global connection to the local region through international dialogue.
KEVIN RICHTER
MINISTRY OF TRANSPORTATION & INFRASTRUCTURE Since joining the Ministry of Transportation in March 2015, Kevin has worked in many communities throughout rural British Columbia and has had the opportunity to be involved in a diverse array of engineering, operations, and management experiences. Relationships
fostered during this time have made a dramatic impact on his perspective and understanding of issues across British Columbia and deepened his appreciation for the incredible contributions of contractors and consultants throughout British Columbia.

ARIZONA STATE UNIVERSITY
John Savicky is a Lecturer and the Director of Sourcing Research at the Simplar Institute, at Arizona State University (ASU). John has integrated with private, public, government, and international organizations to enhance the procurement and delivery of IT systems, business services,
and construction and design services worth over $2 Billion. He has published over 30 articles and has taught graduate courses on value based sourcing and project managment.
MICHAEL ASNER
PROCUREMENT CONSULTANT Michael Asner is recognized as one of North America’s leading speakers, consultants, and authors dealing with public sector procurement and the Request for Proposal process. He helps government entities improve their RFP practices and documents. He acts as
an RFP Advisor or Fairness Officer on high-risk, high-value procurements. Michael has published extensively about the RFP Process. His textbook, The Request For Proposal Handbook, now in its fifth edition, is in use in more than 5000 organizations.
BOB KEEN
REVAY & ASSOCIATES CONSULTING Bob has assisted numerous contractors, subcontractors, and project owners in either preparing or evaluating claims arising from a broad range of new construction and renovation/retrofit projects, including: correctional facilities, courthouses, hospitals, schools, sewage treatment plants,
subway stations, highways and bridges. He played a major role in evaluating and quantifying contractor claims on the $4.4 billion Airport Development Project at Toronto Pearson International Airport and assisted in resolving construction disputes.

REVAY & ASSOCIATES CONSULTING Bill has extensive experience in design and construction project management, construction contract administration, and the development and implementation of project controls. He has delivered numerous major projects as well as multi-disciplinary programs comprising projects in the both
the road building/heavy civil and building construction environments. Bill has assisted facility owners, contractors, sub-contractors and their legal counsel in quantifying claims and resolving disputes on an equally wide range of projects being undertaken in Canada, the United States, and overseas.
JONATHAN SMALLWOOD BIDCENTRAL
Jonathan oversees development, operations, and sales for the BCCA’s BidCentral online tendering application. Working closely with BidCentral technology partners and executive team, Jonathan is augmenting the sizeable BidCentral network and tools by building strong relations with contractors, owners,

government and associations throughout the province. Jonathan has shown his ability to develop untapped potential, through project management for Olympic Village developments, business development for several growing BC family owned businesses and management of multiple business units at Telus.
NATIONAL EDUCATION CONSULTING INC. Maureen has been with issues. Sullivan also updates National Educaiton Consulting the Public Sector Procurement Inc. since 1995. In 2009, Program and Signature Seminar she assumed ownership of curriculums. She holds her NECI. Tyler practices in the areas of construction and commercial litigation. He has appeared before all levels of court in BC and has been involved in several appeals, trials, arbitrations and mediations. He has acted in numerous builders lien and tender cases, disputes arising from delays, defective work,
contract termination, bond claims and insurance coverage. He is a member of a variety of construction and legal associations and has lectured to them on construction related matters. Author of numerous construction law articles and other publications, he focuses on tender and builders liens issues.

Mike has worked in law for over 25 years. He has experience in specialized areas such as heavy civil and industrial projects, hydroelectric projects, earthworks, and large commercial developments. From the negotiation and drafting of construction contracts, guiding tendering and other procurement issues, providing
ongoing project advice during construction and dispute resolution once the paint is dry, Mike works shoulder to shoulder with his clients every step of the way. Mike has been involved in a great many mediations, arbitrations, lien disputes and court cases, including some of BC’s leading construction law cases.
