Grad,Job Deferments The J o h n s o n A d m i n i s t r a t i o n h a s a b o l i s h e d all g r a d u a t e school and most o c c u p a t i o n a l deferments. The s w e e p i n g decision, recommended by the N a t i o n a l Security Council a n d implemented b y G e n eral Lewis H e r s h e y , will shift between 4 0 0 , 0 0 0 a n d 6 0 0 , 0 0 0 men into the 1A c a t e g o r y . E X C E P T E D FROM the new ruling were g r a d u a t e s t u d e n t s in medicine, d e n t i s t r y , o s t e o p a t h y , opt o m e t r y , a n d v e t e r i n a r y medicine. These s t u d e n t s will be subject to a special medical draft w h e n they graduate. T h o s e s t u d e n t s in g r a d u a t e school w h o completed at least a y e a r of s t u d y last October will also retain d e f e r m e n t s . Most directly affected are seniors and those p r e s e n t l y in their first y e a r of g r a d u a t e school. Dr. C l a r k realized w h a t the c o m motion was about and removed his pipe, b u r n i n g his h a n d in the process. The g r e a t m a j o r i t y of s t u d e n t s , a l t h o u g h not all o p p o s e the Vietnamese w a r , were q u i c k to indicate that they

" I think t h a t they ought to find better q u a l i f i e d d r a f t e e s f o r the m i l i t a r y t h a n the a l r e a d y well-trained college g r a d u a t e s w h o k n o w how to t h i n k . " Many echoed his o p i n i o n s a c r o s s the c o u n t r y last week. E v e n m i l i t a r y officials were not o v e r l y e n t h u s i a s t i c a b o u t the new m o v e , n o t i n g that d i s c i p l i n a r y difficulties are encountered with college dniftees.

T h e seven s t u d e n t s w h o received letters o f s u s p e n s i o n f r o m the D e a n of S t u d e n t s last week f o r f a i l i n g to c o m p l y with the spirit of their c h a p e l cut e x t e n s i o n h a v e all been reinstated b y the D e a n a n d the Chapel Board. E a c h student h a d either prev i o u s l y been g r a n t e d a n e x e m p tion, w a s eligible f o r a n e x e m p tion, or c o u l d d o c u m e n t a m e d i c a l a i l m e n t for the first week of the second semester. IN A RELATED development, the Executive C o m m i t t e e of the Western M i c h i g a n c h a p t e r of the A m e r i c a n Civil Liberties U n i o n e x a m i n e d the incident a n d p a s s e d on i n f o r m a t i o n to its state a n d nat i o n a l l e a d e r s h i p . T h i s action c o u l d lead to the e v e n t u a l use of H o p e College a s a test case to det e r m i n e w h e t h e r p u b l i c aid to c h u r c h - a f f i l i a t e d colleges is a viol a t i o n of the principle of s e p a r a tion of c h u r c h a n d state. Dr. J o h n B a r l o w , a m e m b e r of the A C L U , e x p l a i n e d that the College m i g h t be c o n s t r u e d to h a v e a p a r o c h i a l s t a t u s s i m i l a r to t h a t of the H o l l a n d C h r i s t i a n s c h o o l s , a n d t h u s be ineligible f o r f e d e r a l funds. T H E ACLU had considered l e n d i n g its legal a d v i c e to the seven s t u d e n t s in a legal attempt to have them reinstated on g r o u n d s that they were s u s p e n d e d without due p r o c e s s . T h i s w a s d r o p p e d w h e n the D e a n of Students a n d the C h a p e l B o a r d reinstated the seven. T h e A C L U is a l s o specifically e x a m i n i n g the legality a n d legal precedents of whether a c h u r c h affiliated s c h o o l which accepts s t a t e a n d f e d e r a l f u n d s m a y req u i r e its s t u d e n t s to attend a wors h i p service. T H E W O R L D - F A M O U S legal organization became involved with H o p e C o l l e g e ' s chapel situa t i o n when Dick K o o i , c h a i r m a n of the M i c h i g a n Region of the National Student A s s o c i a t i o n , w a s a m o n g the seven s u s p e n d e d f r o m the s c h o o l b y the Dean.

Kooi c o n t a c t e d the n a t i o n a l headq u a r t e r s of NSA, a n d their legal counsel p r o v i d e d the link with the ACLU. T w o of the seven s t u d e n t s w h o received letters f r o m the D e a n were able to p r o d u c e c h a p e l exemptions which h a d been a p p r o v e d by the C h a p e l B o a r d at the end of the first semester, but which h a d never b e e n entered into the c o m puter's c a l c u l a t i o n s . D e a n Robert De Y o u n g i m m e d i a t e l y reinstated these t w o students. S E N I O R M I K E F i t n e y , one of .he seven i n v o l v e d , told the Dean that he h a d applied f o r a n exe m p t i o n o n the g r o u n d s that he is a R o m a n Catholic. T h e Chapel B o a r d h a d never received the required letter f r o m his priest, however, a n d t h e e x e m p t i o n h a d never been c o n s i d e r e d . Dean De Y o u n g o b s e r v e d t h a t Fitney w a s eligible f o r a n e x e m p tion, a n d reinstated h i m p e n d i n g his a p p l i c a t i o n f o r t h a t e x e m p tion to the C h a p e l B o a r d . A F O U R T H student, s o p h o m o r e J o h n Witzel, w a s reinstated by D e a n De Y o u n g w h e n he produced m e d i c a l e v i d e n c e that he h a d b e e n b e d r i d d e n with b r o n chitis d u r i n g the first week of the second semester. All of the s t u d e n t s h a d been sent letters w h e n c h a p e l r e c o r d s showed that they h a d not g o n e to chapel m o r e t h a n once d u r i n g the first week of the new semester, t h u s f a i l i n g to c o m p l y with the t e r m s of their e x t e n s i o n s . C h a p e l cuts a r e e x c u s e d by the Chapel B o a r d when s t u d e n t s c a n offer e v i d e n c e t h a t their health prevented them f r o m a t t e n d i n g the 8 a . m . service. It w a s o n this b a s i s that Witzel w a s r e i n s t a t e d . T H E R E M A I N I N G three m e n who received letters a l s o a p p e a l e d the s u s p e n s i o n o n g r o u n d s of health. Their a p p e a l s were considered at a m e e t i n g of the C h a p e l Board on M o n d a y afternoon. K o o i told the B o a r d t h a t he h a d been ill d u r i n g the latter p a r t of the first semester a n d the first week of the new semester. Enrollment Rises to 1 9 0 0 N e x t Fall By L a u r a M u m f o r d anchor Reporter As a result ol the Profile Committee report r e c o m m e n d i n g a n i n c r e a s e of the full-time s t u d e n t e n r o l l m e n t to 2 , 6 0 0 - 2 . 7 0 0 , the number of students at H o p e College is expected to increase to 1,900 s t u d e n t s next fall. T o meet this f i g u r e , the Office of A d m i s s i o n s is h o p i n g to enroll a c l a s s of 600 f r e s h m e n . U n l e s s there are m a n y m o r e s t u d e n t s t r a n s f e r r i n g out of instead of into H o p e at the c k ^ e of the y e a r , the 1 9 0 0 a n d 6 0 0 f i g u r e s w o u l d seem to be in conflict. Full-time e n r o l l m e n t at m i d y e a r totalled 1 , 6 8 8 students, 2 7 0 of w h o m were s e n i o r s . If the p r o jected class of 6 0 0 were to be e n r o l l e d , it w o u l d seem to project total full-time e n r o l l m e n t to 2 , 0 1 8 - well over the 1,900 fulltime s t u d e n t p r o j e c t i o n . T H E P R O F I L E C o m m i t t e e of the H o p e College B o a r d of T r u s tees h a s suggested t h a t the " g r a d u a l and controlled" growth of t h e e n r o l l m e n t s h o u l d beeffected b y a n a p p r o x i m a t e y e a r l y inc r e a s e of 5 per cent. President C a l v i n A. VanderWerf stated, h o w e v e r , t h a t "since 1960, o u r r a t e of g r o w t h h a s been the slowest of the accredited f o u r - y e a r liberal a r t s colleges in M i c h i g a n . " T h e facilities t h a t would result f r o m the 1 0 - y e a r Master P l a n , h o w e v e r , w o u l d a l l o w for g r e a t e r expansion.

What, then, are the i m p l i c a t i o n s of this p l a n n e d increase of enrollm e n t ? J u s t w h a t c a n s t u d e n t s expect this f a l l ? T H E G R E A T E S T c o n c e r n lies with the s t a n d a r d s of the college. President V a n d e r W e r f asserted that the e n r o l l m e n t increase w o u l d not lower a d m i s s i o n s t a n d a r d s . S i m i l a r l y , Roger Rietberg, Director of A d m i s s i o n s , noted t h a t the q u a l i t y of new s t u d e n t s w o u l d not d i m i n i s h a s a result of recruiting m o r e students. " T h e 6 0 0 figure is flexible," Rietberg a d d e d , " a n d the college will not t a k e u n q u a l i f i e d s t u d e n t s to r e a c h it." At present, 600 s t u d e n t s h a v e been accepted. About 3 5 0 h a v e sent in a deposit. These f i g u r e s are c o m p a r a b l e to those of last y e a r , yet o n l y 514 f r e s h m e n enrolled last fall. A L T H O U G H MORE a p p l i c a tions h a v e been received since J a n u a r y , student r e c r u i t m e n t is still a p r o b l e m . This y e a r there are not as many potential students. T h u s , the c o m p e t i t i o n is keen a m o n g colleges, Mr. Rietb e r g e x p l a i n e d . The n u m b e r of a p p l i c a t i o n s b y m e n is slightly u p o v e r past y e a r s , however. The College h a s m a d e a " c o n s c i o u s d e c i s i o n " to o p e r a t e the s u m m e r p r o g r a m on a l a r g e r scale, a d d e d Mr. Rietberg. T h e trial p r o g r a m will now be a v a i l a b l e to t h i r t y or f o r t y students. L a s t y e a r , twenty s t u d e n t s were e n r o l l e d in the p r o g r a m . l i a m V a n d e r L u g t , D e a n f o r Acad e m i c Affairs, stated t h a t t h e r e a r e n o l a r g e - s c a l e p l a n s to i n c r e a s e the faculty. He a d d e d that " a s yet, there is n o s t r o n g e v i d e n c e ol a need f o r m o r e i n s t r u c t o r s . " P R E S I D E N T VanderWerf added tli at during the period t r o m 1 9 6 5 to 1967 there h a s b e e n a s t e a d y i n c r e a s e in the f a c u l t y . Last y e a r a l o n e , twenty new m e m b e r s were a d d e d . At the s a m e time

there h a s been a s t e a d y decline in f r e s h m e n e n r o l l m e n t , f r o m 5 5 2 in 1965 to 5 1 4 in 1967. As a result, the student-faculty r a t i o at H o p e is p r e s e n t l y 14.4- 1, as c o m p a r e d to the r a t i o of 1 6.7 1 at H o p e in 1 9 6 5 .
