Lower majority age urged b y Dave D u s t i n Michigan G o v e r n o r William G. Milliken r e c e n t l y released the r e p o r t of his Special Commission on the Age of Majority, which r e c o m m e n d e d t h a t t h e age of m a j o r i t y be l o w e r e d f r o m 21 t o 18. APPOINTED IN September 1970, the commission was charged with reviewing existing s t a t e laws c o n c e r n i n g t h e rights and responsibilities of young p e o p l e of t h e s t a t e a n d r e c o m mending any changes necessary to facilitate the coordination of those rights and responsibilities. The six-member commission, u n d e r t h e c h a i r m a n s h i p of District J u d g e F r a n k M i l t n e r of C a d i l l a c , unanimously r e c o m m e n d e d that t h e age of m a j o r i t y be l o w e r e d t o 18, " g r a n t i n g o u r y o u n g c i t i z e n s full r i g h t s a n d r e s p o n s i b i l i t i e s a n d the o p p o r t u n i t y to participate fully in o u r s o c i e t y . " IN A L E T T E R t o t h e G o v e r n o r p r e f a c i n g t h e r e p o r t , M i l t n e r stressed t h e fact t h a t t h e c o m m i s s i o n had d o n e its " u t m o s t t o g a t h e r and analyze carefully the reasons f o r a n d against a l t e r i n g t h e age of m a j o r i t y in t e r m s not o n l y of y o u n g p e o p l e , b u t of s o c i e t y at la r g e . " T h e report notes the historical origin of t h e s e l e c t i o n of 2 1 as t h e age f o r majority: "It is t h e c o n s e n s u s of legal h i s t o r i a n s that this rise in ( t h e age of m a j o r i t y ) is a t t r i b u t e d t o t h e g r e a t i n c r e a s e in the weight of a r m s , k n e e - l e n g t h
mail s h i r t s , shields, a n d mail c o i f s . . . . " T h e i m p l i c a t i o n is t h a t t h e m e a s u r e of a y o u n g m a n ' s m a t u r i t y in a n c i e n t t i m e s was his a b i l i t y t o b e a r t h e weight of a man's armor and weapons. Theref o r e , i n c r e a s e d size a n d s t r e n g t h g a i n e d t h r o u g h a d d e d y e a r s of g r o w t h ( u n t i l 2 1 ) , w o u l d be a prerequisite for m a n h o o d . B E C A U S E O F this c o n s i d e r a t i o n , the c o m m i s s i o n c o n c l u d e d " t h a t if t h e age of m a j o r i t y never w a s based o n m a t u r i t y , we are not compelled to answer the question of w h e t h e r y o u n g p e o p l e t o d a y are m o r e m a t u r e t h a n b e f o r e . T h i s c o n c l u s i o n logically f o l l o w s since it is o b v i o u s t h a t t h e q u e s t i o n e r r o n e o u s l y p r e s u m e s t h a t t h e age of m a j o r i t y at s o m e p o i n t in t i m e r e f l e c t e d t h e age at w h i c h most people were considered mature. T h u s , it is o u r o p i n i o n t h a t a b e t t e r a p p r o a c h is t o i n q u i r e as to t h e m a t u r i t y of y o u n g p e o p l e today without comparison to their a n c e s t o r s . " The commission considered v a r i o u s a s p e c t s of t h e q u e s t i o n of t h e p r o p e r age of m a j o r i t y . T h e s e included d e v e l o p m e n t and matur i t y , legal p r o c e e d i n g s , c o n t r a c t u a l a g r e e m e n t s , v o t i n g a n d t h e use of alcohol. IN D E A L I N G w i t h t h e quest i o n of w h e t h e r y o u n g p e o p l e are e m o t i o n a l l y s t a b l e at age 18, t h e commission noted that " e m o t i o n al s t a b i l i t y is p r e s e n t in s o m e i n d i v i d u a l s at early a d o l e s c e n c e , a n d o t h e r s d o not s e e m t o r e a c h it even at ages 2 5 - 3 0 . T h e C a m p u s Life Board v o t e d F r i d a y not to a d o p t t h e s t r u c t u r e proposal concerning extra-curricular p r o g r a m c o m m i t t e e s . INSTEAD, the board made a formal recommendation that Dean of S t u d e n t s R o b e r t De Y o u n g establish " a c o m m i t t e e o n a trial basis f o r o n e y e a r t o carry o u t the f u n c t i o n s specified o n page f o u r " of t h e p r o p o s a l . The recommendation ended C L B d e l i b e r a t i o n on t h e p r o p o s a l and related questions after three sessions a n d i n s u r e d t h a t , alt h o u g h the p r o p o s a l in its original f o r m has not yet been passed t h r o u g h the c o m m i t t e e s t r u c t u r e , s o m e of its o b j e c t i v e s may be realized by t h e e x p e r i m e n t a l c o m mittee which D e Y o u n g is t o establish. T H E F U N C T I O N S w h i c h De Y o u n g ' s c o m m i t t e e will p e r f o r m are t h e r e s p o n s i b i l i t i e s of t h e Social a n d C u l t u r a l D e v e l o p m e n t S u b - c o m m i t t e e s of t h e L x t r a - c u r ricular Activities Committee d e s c r i b e d in t h e p r o p o s a l . A L T H O U G H t h e new c o m m i t tee, t o be called e i t h e r t h e " S o c i a l A c t i v i t i e s " or t h e " S t u d e n t C e n t e r C o m m i t t e e , " will give s t u d e n t s a voice in p l a n n i n g a n d c a r r y i n g o u t social e v e n t s , it will have n o n e of t h e b u d g e t a r y r e s p o n s i b i l i t i e s that w o u l d have b e e n h a n d l e d by the proposed Extra-curricular App r o p r i a t i o n s C o m m i t tee. A s k e d w h a t he t h o u g h t he w o u l d d o w i t h t h e idea of an a p p r o p r i a t i o n s c o m m i t t e e designed t o a l l o w s t u d e n t s t o help plan the extra-curricular budget, D e Y o u n g said, " I ' m n o t sure what I'll d o . 1 t h o u g h t s t u d e n t s w o u l d be m o r e i n t e r e s t e d t h a n t h e y have b e e n so f a r . 1 m a y t a k e t h e part of t h e p r o p o s a l d e a l i n g with t h e A p p r o p r i a t i o n s C o m m i t t e e back to t h e C L B w i t h r e v i s i o n s . " THE CLB's recommendation came after extensive debate on t h e q u e s t i o n of w h e t h e r t h e b o a r d w o u l d serve any real p u r p o s e in d e l i b e r a t i n g o n t h e p r o p o s a l . Early in t h e m e e t i n g , D e Y o u n g , w h o co-authored the proposal, explaine d , "I b r o u g h t it h e r e t o get y o u r i n p u t . If it d i d n ' t get by this g r o u p , I w o u l d n ' t t a k e it t o t h e Administrative Affairs Board." He w e n t o n t o say t h a t he c o u l d have e s t a b l i s h e d a new c o m m i t t e e u n d e r his o f f i c e , b u t t h a t he " f e l t t h e legal w a y t o d o it w o u l d be t o b r i n g it i n t o t h e c o m m i t t e e s t r u c t u r e . " He a d d e d , h o w e v e r , t h a t even if t h e p r o p o s ed c o m m i t t e e s w e r e e s t a b l i s h e d through the committee structure, h e " w o u l d still have t h e u l t i m a t e responsibility for t h e m . " S E V E R A L b o a r d m e m b e r s rea c t e d t o this by q u e s t i o n i n g t h e w o r t h w h i l e n e s s of e v e n considering t h e p r o p o s a l . In t h e m i d - f i f t i e s , t h e c a m p u s scene w a s q u i t e a bit d i f f e r e n t f r o m the s i t u a t i o n w e f i n d t o d a y even at a relatively c o n s e r v a t i v e college like H o p e .
