Lower majority age urged b y Dave D u s t i n Michigan G o v e r n o r William G. Milliken r e c e n t l y released the r e p o r t of his Special Commission on the Age of Majority, which r e c o m m e n d e d t h a t t h e age of m a j o r i t y be l o w e r e d f r o m 21 t o 18.

APPOINTED IN September 1970, the commission was charged with reviewing existing s t a t e laws c o n c e r n i n g t h e rights and responsibilities of young p e o p l e of t h e s t a t e a n d r e c o m mending any changes necessary to facilitate the coordination of those rights and responsibilities.

The six-member commission, u n d e r t h e c h a i r m a n s h i p of District J u d g e F r a n k M i l t n e r of C a d i l l a c , unanimously r e c o m m e n d e d that t h e age of m a j o r i t y be l o w e r e d t o 18, " g r a n t i n g o u r y o u n g c i t i z e n s full r i g h t s a n d r e s p o n s i b i l i t i e s a n d the o p p o r t u n i t y to participate fully in o u r s o c i e t y . " IN A L E T T E R t o t h e G o v e r n o r p r e f a c i n g t h e r e p o r t , M i l t n e r stressed t h e fact t h a t t h e c o m m i s s i o n had d o n e its " u t m o s t t o g a t h e r and analyze carefully the reasons f o r a n d against a l t e r i n g t h e age of m a j o r i t y in t e r m s not o n l y of y o u n g p e o p l e , b u t of s o c i e t y at la r g e . " T h e report notes the historical origin of t h e s e l e c t i o n of 2 1 as t h e age f o r majority: "It is t h e c o n s e n s u s of legal h i s t o r i a n s that this rise in ( t h e age of m a j o r i t y ) is a t t r i b u t e d t o t h e g r e a t i n c r e a s e in the weight of a r m s , k n e e - l e n g t h

mail s h i r t s , shields, a n d mail c o i f s . . . . " T h e i m p l i c a t i o n is t h a t t h e m e a s u r e of a y o u n g m a n ' s m a t u r i t y in a n c i e n t t i m e s was his a b i l i t y t o b e a r t h e weight of a man's armor and weapons. Theref o r e , i n c r e a s e d size a n d s t r e n g t h g a i n e d t h r o u g h a d d e d y e a r s of g r o w t h ( u n t i l 2 1 ) , w o u l d be a prerequisite for m a n h o o d .

B E C A U S E O F this c o n s i d e r a t i o n , the c o m m i s s i o n c o n c l u d e d " t h a t if t h e age of m a j o r i t y never w a s based o n m a t u r i t y , we are not compelled to answer the question of w h e t h e r y o u n g p e o p l e t o d a y are m o r e m a t u r e t h a n b e f o r e . T h i s c o n c l u s i o n logically f o l l o w s since it is o b v i o u s t h a t t h e q u e s t i o n e r r o n e o u s l y p r e s u m e s t h a t t h e age of m a j o r i t y at s o m e p o i n t in t i m e r e f l e c t e d t h e age at w h i c h most people were considered mature.

T h u s , it is o u r o p i n i o n t h a t a b e t t e r a p p r o a c h is t o i n q u i r e as to t h e m a t u r i t y of y o u n g p e o p l e today without comparison to their a n c e s t o r s . " The commission considered v a r i o u s a s p e c t s of t h e q u e s t i o n of t h e p r o p e r age of m a j o r i t y . T h e s e included d e v e l o p m e n t and matur i t y , legal p r o c e e d i n g s , c o n t r a c t u a l a g r e e m e n t s , v o t i n g a n d t h e use of alcohol.

IN D E A L I N G w i t h t h e quest i o n of w h e t h e r y o u n g p e o p l e are e m o t i o n a l l y s t a b l e at age 18, t h e commission noted that " e m o t i o n al s t a b i l i t y is p r e s e n t in s o m e i n d i v i d u a l s at early a d o l e s c e n c e , a n d o t h e r s d o not s e e m t o r e a c h it even at ages 2 5 - 3 0 . T h e C a m p u s Life Board v o t e d F r i d a y not to a d o p t t h e s t r u c t u r e proposal concerning extra-curricular p r o g r a m c o m m i t t e e s .

INSTEAD, the board made a formal recommendation that Dean of S t u d e n t s R o b e r t De Y o u n g establish " a c o m m i t t e e o n a trial basis f o r o n e y e a r t o carry o u t the f u n c t i o n s specified o n page f o u r " of t h e p r o p o s a l .

The recommendation ended C L B d e l i b e r a t i o n on t h e p r o p o s a l and related questions after three sessions a n d i n s u r e d t h a t , alt h o u g h the p r o p o s a l in its original f o r m has not yet been passed t h r o u g h the c o m m i t t e e s t r u c t u r e , s o m e of its o b j e c t i v e s may be realized by t h e e x p e r i m e n t a l c o m mittee which D e Y o u n g is t o establish.

T H E F U N C T I O N S w h i c h De Y o u n g ' s c o m m i t t e e will p e r f o r m are t h e r e s p o n s i b i l i t i e s of t h e Social a n d C u l t u r a l D e v e l o p m e n t S u b - c o m m i t t e e s of t h e L x t r a - c u r ricular Activities Committee d e s c r i b e d in t h e p r o p o s a l . T h e y include the planning and administ r a t i o n of t r a d i t i o n a l social e v e n t s such as t h e Pull, N y k e r k a n d May Day as well as " p r o g r a m s of e n t e r t a i n m e n t a n d o t h e r intere s t s " such as musical g r o u p s , weekend film programs and lectures.

T h e s u b - c o m m i t t e e s also were t o " b r i n g t o g e t h e r t h e social a n d c u l t u r a l a s p e c t s of e x t r a - c u r r i c u l a r a c t i v i t i e s t o t h e e n d of p r o d u c i n g w e l l - b a l a n c e d a c t i v i t i e s " and plan " e v e n t s utilizing college r e s o u r c e s a n d f a c i l i t i e s " such as t h e DeWitt S t u d e n t C e n t e r , t h e Kletz a n d Kollen basement.

D E Y O U N G stressed t h a t t h e n e w c o m m i t t e e will not m a k e policy. "It will be strictly a w o r k i n g g r o u p - it'll c o n c e n t r a t e on the planning and implementat i o n of s p e c i f i c social e v e n t s , " he said. He w e n t o n t o e x p l a i n t h a t a major reason why the c o m m i t t e e s p r o p o s a l was originally d r a w n u p was t o p r o v i d e a vehicle t o assist t h e d e a n of s t u d e n t s in a d m i n i s t e r i n g social e v e n t s .

At t h e t i m e t h e present c o m m u n i t y g o v e r n m e n t was set u p , he said, m a n y social activities were t a k e n care of o u t s i d e t h e c o m m i t tee s t r u c t u r e , by o r g a n i z a t i o n s

A L T H O U G H t h e new c o m m i t tee, t o be called e i t h e r t h e " S o c i a l A c t i v i t i e s " or t h e " S t u d e n t C e n t e r C o m m i t t e e , " will give s t u d e n t s a voice in p l a n n i n g a n d c a r r y i n g o u t social e v e n t s , it will have n o n e of t h e b u d g e t a r y r e s p o n s i b i l i t i e s that w o u l d have b e e n h a n d l e d by the proposed Extra-curricular App r o p r i a t i o n s C o m m i t tee.

A s k e d w h a t he t h o u g h t he w o u l d d o w i t h t h e idea of an a p p r o p r i a t i o n s c o m m i t t e e designed t o a l l o w s t u d e n t s t o help plan the extra-curricular budget, D e Y o u n g said, " I ' m n o t sure what I'll d o . 1 t h o u g h t s t u d e n t s w o u l d be m o r e i n t e r e s t e d t h a n t h e y have b e e n so f a r . 1 m a y t a k e t h e part of t h e p r o p o s a l d e a l i n g with t h e A p p r o p r i a t i o n s C o m m i t t e e back to t h e C L B w i t h r e v i s i o n s . " THE CLB's recommendation came after extensive debate on t h e q u e s t i o n of w h e t h e r t h e b o a r d w o u l d serve any real p u r p o s e in d e l i b e r a t i n g o n t h e p r o p o s a l . Early in t h e m e e t i n g , D e Y o u n g , w h o co-authored the proposal, explaine d , "I b r o u g h t it h e r e t o get y o u r i n p u t . If it d i d n ' t get by this g r o u p , I w o u l d n ' t t a k e it t o t h e Administrative Affairs Board."

He w e n t o n t o say t h a t he c o u l d have e s t a b l i s h e d a new c o m m i t t e e u n d e r his o f f i c e , b u t t h a t he " f e l t t h e legal w a y t o d o it w o u l d be t o b r i n g it i n t o t h e c o m m i t t e e s t r u c t u r e . " He a d d e d , h o w e v e r , t h a t even if t h e p r o p o s ed c o m m i t t e e s w e r e e s t a b l i s h e d through the committee structure, h e " w o u l d still have t h e u l t i m a t e responsibility for t h e m . " S E V E R A L b o a r d m e m b e r s rea c t e d t o this by q u e s t i o n i n g t h e w o r t h w h i l e n e s s of e v e n considering t h e p r o p o s a l . E l i z a b e t h R e e d y , assistant p r o f e s s o r of Fr.ghsh, e x p r e s s e d h e r belief t h a t it w o u l d ultimately make no difference what t h e C L B did with the proposal. The m o n e y for the a c t i v i t i e s of t h e ad h o c c o m m i t t e e still have t o c o m e f r o m s o m e w h e r e , a n d that s o m e w h e r e in t h e e y e s of t h e a d m i n i s t r a t i o n is still t h e b u d g e t of t h e C u l t u r a l A f f a i r s Committee.

T h e p r o b l e m is t h a t t h e C A C d o e s not w a n t t o give u p t h e SI 1,()()() t h e a d m i n i s t r a t i o n w a n t s to redesignate toward student social activities, at least not w i t h o u t having its s t a t e d f u n c t i o n as t h e a d m i n i s t e r of t h e s t u d e n t activities f u n d s changed.

T h i s year t h e B o a r d of T r u s t e e s i n c l u d e d the fee in the S75 S t u d e n t A c t i v i t i e s F e e . Five of each SI 5 c o l l e c t e d was t o go for the student entertainment series u n d e r a c t i o n t a k e n by the Board of T r u s t e e s in t h e s p r i n g of I I he first y e a r t h e a p p r o x i m a t e ly S I 0 , 0 0 0 f r o m t h e fee was available f o r t h e s t u d e n t e n t e r t a i n ment series the congress fulfilled its o b l i g a t i o n a n d s u b m i t t e d a list of p r o p o s e d e v e n t s to c o v e r t h e e n t i r e s u m of m o n e y . l or t h e last two y e a r s c o n g r e s s has been d e l i n q u e n t in p r o p o s i n g an e n t e r t a i n m e n t series. As a result the C A C lias h a d m o n e y left over in t h e s t u d e n t e n t e r t a i n m e n t series budget.

AS H A R R I S O N R y k e r , chairm a n of t h e C A C , sees it, " W e c o u l d be c r i t i c i z e d f o r t h e lack of student entertainment events, b u t 1 d o n ' t k n o w w h a t m o r e we c o u l d h a v e d o n e to d r e d g e u p s t u d e n t i n - p u t . " R y k e r said the C A C h a s sent t h e c o n g r e s s t h r e e l e t t e r s t h i s y e a r asking f o r a proposed entertainment series w i t h o u t h a v i n g a series p r o p o s e d .

Not h a v i n g a list of p r o p o s e d events f r o m the S t u d e n t Congress, the Cultural Affairs C o m m i t t e e went ahead and spent the m o n e y .

Out of last y e a r ' s S t u d e n t E n t e r tainment Series budget came f u n d s f o r P a u l i n e O h v e r o s , poet William F v e r s o n , a n d Jesse J a c k s o n , w h o will be o n c a m p u s in April.

Having scheduled these e v e n t s , R y k e r feels he has f u l f i l l e d t h e f u n c t i o n of t h e C A C , using l e g i t i m a t e C A C f u n d s . If t h e r e was n o t s t u d e n t e n t e r t a i n m e n t series it w a s b e c a u s e the S t u d e n t C o n g r e s s never s u g g e s t e d o n e , R y k e r said.

Student C o n g r e s s has i n d e e d b e e n s o m e w h a t lax in t h e a d m i n i s t r a t i o n of its d u t i e s this p a s t y e a r . C o n g r e s s c o u l d h a v e t a k e n a m u c h s t r o n g e r s t a n d o n t h e issue of c u r r i c u l u m r e f o r m . Congress c o u l d ha ve

p r o p o s e d a s t r o n g s t u d e n t a c t i v i t i e s prog r a m . C o n g r e s s c o u l d have r e c o g n i z e d a n d taken a definitive position on the housing p r o b l e m . T h e y d i d n o t d o a n y of t h e s e t h i n g s , a n d c o n s e q u e n t l y failed in their responsibility to the student body.

T h e c a n d i d a t e s w e r e c o r r e c t in their a p p r a i s a l s of S t u d e n t C o n g r e s s . H o w e v e r , it is e x t r e m e l y d o u b t f u l t h a t a c h a n g e in t h e c o n g r e s s ' l e a d e r s h i p will m e a n a c h a n g e in t h e c o n g r e s s ' a c t i o n s . E n t h u s i a s m ran high at t h e start of t h i s y e a r ' s session, a c h a n g e was anticipated under Anstandig, congress would b e c o m e a d y n a m i c force on t h e c a m p u s . But t h e e n t h u s i a s m s o o n e b b e d , t h e c h a n g e s b e c a m e t i e d - u p in c o m m i t t e e s , and congress settled into complacency.

It is t i m e t h e l e a d e r s h i p of c o n g r e s s realize that to wait u p o n the e n d o r s e m e n t of t h e s t u d e n t b o d y is t o w a i t f o r e v e r .

H o p e ' s s t u d e n t s h a v e n o t a n d will n o t b e motivated b y a n y t h i n g less t h a n t h e apocalypse.

T h e f a c t is a m p l y d e m o n s t r a t e d b y t h e lack of student interest in S t u d e n t Congress. Meetings have been i n f r e q u e n t , a t t e n d a n c e h a s b e e n s p o r a d i c , a n d participation has been limited to a few i n d i v i d u a l s . While it m a y be c o n c e d e d t h a t u n d e r t h e c o m m i t t e e s t r u c t u r e of t h e c o l l e g e t h e a c t u a l p o w e r of S t u d e n t C o n g r e s s is l i m i t e d ; t h e c o n g r e s s still r e m a i n s t h e o n l y v o i c e exclusively a f f o r d e d students.

W h y did s t u d e n t s n o t use t h a t voice f o r

ignore S t u d e n t C o n g r e s s in their r e q u e s t for Jesse Jackson to appear on c a m p u s ?

Students who have been notoriously d e v o i d of c o n c e r n a r e c e r t a i n l y n o t g o i n g to propose programs. S t u d e n t s w h o have voiced c o n c e r n s are n o t going to let t h e i r p r o g r a m s b e c o m e b o g g e d d o w n in an i n s t i t u t i o n t h a t d o e s n ' t care.

T h e lesson f o r t h e n e w c a n d i d a t e s s h o u l d be o b v i o u s . T h e y m u s t s u g g e s t , e n d o r s e a n d p u r s u e n e e d e d p r o g r a m s n o t at t h e d i s c r e t i o n of t h e s t u d e n t b o d y b y as their o w n i n c l i n a t i o n s as s t u d e n t l e a d e r s decrees.

T h e o t h e r s t a t e m e n t of t h e c a n d i d a t e s , that being their i n t e n t i o n s to open c h a n n e l s of c o m m u n i c a t i o n b e t w e e n t h e S t u d e n t Congress a n d t h e s t u d e n t b o d y , is an e c h o of s t a t e m e n t s s e e m i n g l y m a d e every year by c o n g r e s s c a n d i d a t e s . Y e t those channels remain closed, the s t u d e n t b o d y r e m a i n s o b l i v i o u s t o t h e a c t i o n s of c o n g r e s s . H e r e again t h e c a n d i d a t e s m a y learn a lesson.

But such is t h e n a t u r e of t h e E u r o p e a n s y s t e m - it is u p t o t h e s t u d e n t t o w o r k on h i s o w n . We w e r e all m a d e a w a r e of that b e f o r e leaving the States.

C R E D I T H O U R S , as it was e x p l a i n e d in t h e o r i e n t a t i o n class, a n d again in S e p t e m ber, are d i v i d e d i n t o a ten h o u r b l o c k of g r a m m a r c r e d i t p l u s six h o u r s of c r e d i t in c o u r s e o p t i o n s of a r t , h i s t o r y a n d literat u r e . T h e students simply do not want t h e m o p e n e d .

T h e i r c o m p l a c e n c y , t h e i r lack of m o t i v a tion h a s a c o m f o r t a b l e h o m e in an a t m o s p h e r e w h e r e n o t h i n g is h e a r d t h a t may disturb them.

The incoming officers should not concern themselves with being the p a t r o n s of t h e s t u d e n t b o d y . If t h e y t r u l y b e l i e v e in their p r o g r a m s , if t h e y are c o n f i d e n t of t h e l e a d e r s h i p abilities t h e y p r o f e s s t o have, if t h e y d o n ' t s p e n d all their t i m e working to remove student apathy, they may offer the progressive leadership S t u d e n t Congress needs. A good leader never l o o k s back t o see w h o ' s f o l l o w i n g .

D o u g N e u m a n gives a s t r o n g a n d v e r s a t i l e p e r f o r m a n c e in his p o r t r a y a l ot Brian. H e has a g e n t l e c o m m a n d of t h e p a r t ' s subtleties, and a firm c o n t r o l over its i n t r i c a c i e s . B r i a n ' s d e s p e r a t i o n compels a haunting uncertainty a n d N e u m a n e v o k e s this t h e m e in a p e r l o r m a n c e as c o n v i n c i n g in its s t y l e as it is in its a u r a .

NEUMAN SHIFTS through the manic-depressive p e r s o n a l i t y of his c h a r a c t e r w i t h e x t r e m e ease.

He e n a c t s t h e p l a y ' s d i f f i c u l t transitions with genuine dignity, never a l l o w i n g t h e a b s u r d i t y of situation to detract from the s t a t u r e of his c h a r a c t e r .

B r i a n ' s c o u n t e r p a r t in t h e play is S h e i l a , a w i f e w h o " e m b r a c e s all living t h i n g s , " a n d f i n d s t i m e f o r her husband between "the budgengan and the stick-insect."

She n e e d s i n v o l v e m e n t in a sphere which is c o n s i d e r a b l y larger t h a n Brian. Brian in t u r n , needs only her. T h e needs conflict, a n d B r i a n , t o p r e s e r v e his h u m a n i t y , e s c a p e s . Sheila, o n e feels, will c o n t i n u e e x i s t i n g , filling the vacancy he created with a n o t h e r pair of legs, a n o t h e r set of games.

T h e e f f o r t reveals g e n u i n e insight into both the f r a g i l i t y of r e l a t i o n s h i p s a n d t h e p o w e r of t h e a t r e .

An exercise m futility?

by B o b B l a n t o n With t h e racial i n c i d e n t s at H o p e d u r i n g 1 9 6 9 - 7 0 a n d their dangerous potentialities, Hope College o f f i c i a l l y began t o recognize t h e e x i s t e n c e of racial animosity on c a m p u s . Racism, however, e x i s t e d at H o p e l o n g b e f o r e 1 9 6 9 - 7 0 . But l e t ' s be c o n t e n t that Hope finally entered into the t w e n t i e t h c e n t u r y in it's o u t l o o k o n race.

H A V I N G r e c o g n i z e d t h e exist e n c e of racial a n i m o s i t y , H o p e College f o r m e d several c o m m i t tees t o deal w i t h p r o b l e m s of race.

O n e such c o m m i t t e e . T h e C o m mittee on the 1-ducat ion of M i n o r i t y G r o u p S t u d e n t s at H o p e , r e c e n t l y m a d e p u b l i c its f i n d i n g s and r e c o m m e n d a t i o n s for policy g u i d e l i n e s in t h e area of m i n o r i t y students.

S e r v i n g o n this s i x t e e n - m e m b e r committee were "outstanding" m e n in t h e a d m i n i s t r a t i o n a n d f a c u l t y , m e m b e r s of t h e B o a r d of T r u s t e e s a n d s t u d e n t s . T h e stud e n t s p l a y e d little part in t h e p r o c e e d i n g s of t h e c o m m i t t e e .

T h o u g h b e i n g c o m p o s e d of " o u t s t a n d i n g " men, the c o m m i t t e e basically c a m e o u t w i t h s o m e outrageous statements.

F O R E X A M P L E , " S h o u l d mino r i t y s t u d e n t s be at H o p e ? " was one of three basic q u e s t i o n s discussed by this c o m m i t t e e . O n e w o u l d t h i n k t h a t such a c o m m i t tee w o u l d a d d r e s s itself t o m o r e i m p o r t a n t q u e s t i o n s since it is a fact t h a t m i n o r i t y g r o u p s t u d e n t s are a l r e a d y at H o p e C o l l e g e .

T h e c o m m i t t e e states: "We do sense, h o w e v e r , t h e d i f f i c u l t y the minority group student (particularly the black a n d c h i c a n o ) has in f i n d i n g a c c e p t a n c e a n d a socially c o m f o r t a b l e life on o u r c a m p u s .

S u c h d i f f i c u l t y w a s m a n i f e s t e d in several i n c i d e n t s on t h e H o p e c a m p u s d u r i n g t h e s p r i n g t e r m of the 1969-70 academic y e a r . " L E T ME H E R E B Y inf o r m t h e m e m b e r s of t h a t c o m m i t t e e that black s t u d e n t s d o not seek "acc e p t a n c e . " A c c e p t a n c e is m e r e l y a

t e r m used by w h i t e s t o d e s c r i b e w h a t b l a c k s w a n t . S e c o n d l y , let m e say t h a t t h e racial i n c i d e n t s d u r i n g a n d b e f o r e 1 9 6 9 - 7 0 were t h e result of racist acts p e r p e trated against us by certain e l e m e n t s of t h e w h i t e c o m m u n i t y , p a r t i c u l a r l y f r a t e r n i t i e s . So if o n e w i s h e s i o f i n d o u t w h y b l a c k s are n o t socially c o m f o r t a b l e on this c a m p u s o n e m u s t n o t look t o w a r d the blacks but toward the white c o m m u n i t y in g e n e r a l .

T h e c o m m i t t e e g o e s o n : "It is i m p o s s i b l e t o be k n o w l e d g e a b l e ol t h e p r o b l e m s of m i n o r i t y g r o u p s t u d e n t s u n l e s s t h e s e s t u d e n t s are consulted and brought into the forefront of decision-making w h i c h a f f e c t s t h e i r lives."

1 D O U B T T H E s i n c e r i t y of such a s t a t e m e n t since this c o m m i t t e e w h i c h had only t w o black m e m b e r s a n d no c h i c a n o s m a d e little attempt to consult the minority s t u d e n t s they sought to assist. If t h e y h a d , m a y b e m o r e i m p o r t a n t q u e s t i o n s c o u l d have b e e n raised.

H o w e v e r t h e c o m m i t t e e did t o u c h o n t w o i m p o r t a n t areas.

T h e s e are t h e a d m i s s i o n of m i n o r ity s t u d e n t s a n d w h a t can be d o n e for minority group students who are a l r e a d y e n r o l l e d at H o p e .

THE COMMITTEE suggests t h a t black a n d c h i c a n o s t u d e n t p o p u l a t i o n s s h o u l d be i n c r e a s e d o n H o p e ' s c a m p u s , t h u s giving t h e individual minority student a c h a n c e at an a d e q u a t e a n d h e a l t h f u l social life. A l s o t h e c o m m i t t e e s u g g e s t s t h a t c e r t a i n s t e p s he t a k e n to b r o a d e n the perspective of white s t u d e n t s as t o t h e " f e e l i n g s " a n d w a n t s of m i n o r i t y groups.

Recruiting more blacks and c h i c a n o s is m o s t d e f i n i t e l y a p r a c t i c a l idea. As of yet H o p e has made no sincere effort to recruit chicanos f r o m the Holland comm u n i t y at large. T h e A d m i s s i o n s Office has ceased recruiting blacks f r o m t h e big c i t i e s of t h e east a n d n o r t h . I n s t e a d H o p e College has

increased us e f f o r t s to recruit blacks f r o m the south.

I W O U L D LIKE to speculate o n t h e r e a s o n s f o r this. G e n e r a l l y s p e a k i n g , b l a c k s f r o m t h e s o u t h at H o p e are p o l i t i c a l l y a p a t h e t i c a n d t h e r e f o r e pose no threat to Hope's so-called c o m m u n i t y . The A d m i s sions O f f i c e is p u r p o s e l y r e c r u i t ing blacks ot the "southern m e n t a l i t y " w h o b o t h e r no o n e a n d m i n d their o w n b u s i n e s s . S o what we have n o w is an i n e l t e c tual, c o n t e n t a n d n o n - p o l i t i c a l l y minded black c o m m u n i t y , simply because H o p e f e a r s politically m i n d e d blacks.

The committee also s t a t e d other suggestions: " T h e faculty must t a k e full e d u c a t i o n a l res p o n s i b i l i t y f o r all s t u d e n t s . E v e r y effort should be made t o discover curriculum content and teaching a p p r o a c h t h a t is m e a n i n g f u l t o t h e m i n o r i t y s t u d e n t as well as t o t h e majority student. Faculty should seek t o i n c o r p o r a t e t h e c o n t r i b u t i o n s a n d t h i n k i n g of m i n o r i t y g r o u p s . . .in t h e i r r e s p e c t i v e disciplines."

SUCH A P R O P O S A L would r e q u i r e a great c h a n g e in a t t i t u d e a n d p r a c t i c e , which is not likely to c o m e about because faculty m e m b e r s are least s u s c e p t i b l e t o change. A faculty member once r e l a t e d an e x p e r i e n c e t o me a b o u t the q u e s t i o n i n g he received f r o m a f e l l o w p r o f . He was a s k e d , " W h a t is t h e i m p o r t a n c e of t e a c h i n g black h i s t o r y an w a y ? " This committee does attempt, m o r e or less, t o d e a l with s o m e s p e c i f i c issues o n race r e l a t i o n s o n H o p e ' s c a m p u s . W h e t h e r or not their r e c o m m e n d a t i o n s will he c a r r i e d o u t r e m a i n s t o he seen.

T h e c h a n c e s are h i g h t h a t this r e p o r t , like so m a n y o t h e r s , will p r o b a b l y be r e l e g a t e d i n t o s o m e o n e ' s file and f o r g o t t e n .

However time will reveal whether such words can be transferred into practice or whether this c o m m i t t e e comp l e t e d an e x e r c i s e in f u t i l i t y .

W h a t d o y o u f o r e s e e as t h e k e y issues facing Hope s t u d e n t s next year?

T h e m a i n issue w o u l d be that of h o u s i n g . I've t a l k e d t o D e a n D e Y o u n g a n d 1 believe his ideas are p r e t t y g o o d . T h e p r e s e n t p r o p o s a l may d e s t r o y t h e f r a t e r nities, a n d 1 t h i n k t h a t it w o u l d really h u r t t h e f r a t e r n i t y s y s t e m . 1 t h i n k the p r o p o s a l c o u l d be e f f e c t i v e if it were altered a bit.

T h e f r a t e r n i t i e s c o u l d help t h e c a m p u s in a lot of ways. I t h i n k that is t h e m a j o r issue f a c i n g H o p e s t u d e n t s n e x t y ea r . T h e s e c o n d i m p o r t a n t issue is the c a l e n d a r issue. 1 s u p p o r t t h e 4-1-4 especially b e c a u s e t h e J a n u a r y t e r m s e e m s to be a m o n t h w h e n s t u d e n t s let t h i n g s drag. 1 t h i n k t h a t m a y b e a p r o g r a m like t h e 4-1-4 w o u l d o f f e r more activities during J a n u a r y which m i g h t have a b e t t e r e f f e c t t h r o u g h the rest of t h e y ear.

Again it s e e m s t h a t review involves a lot of red t a p e . I ' m not saying that we should • entirely

e l i m i n a t e f a c u l t y review, b u t I t h i n k we s h o u l d r e d u c e it so t h a t t h e p r o p o s a l s t h a t pass c o m m i t t e s are s t u d i e d b y s t u d e n t s as well as f a c u l t y .

It is t h e r e s p o n s i b i l i t y of the vice-presid e n t not o n l y t o get ideas a n d p l a n s p a s s e d , but to m a k e sure t h a t there's good c o m m u n i c a t i o n in p r o m o t i n g t h e i r ideas t o the a d m i n i s t r a t i o n a n d t h e c o m m i t t e e s .

I t h i n k t h a t p r o b a b l y the best way is through questionnaires. However, to date t h e s e q u e s t i o n n a i r e s have b e e n e x t r e m e l y general in n a t u r e a n d d o n ' t really get student reactions to the real issues.

S t u d e n t s m u s t be p u t o n t h e s p o t . Also, I'd like t o w o r k t h r o u g h t h e c o m m u n i c a t i o n s c o m m i t t e e w i t h W T A S a n d t h e anchor.

1 believe t h a t a lot of t h i n g s can be learned t h a t w a y . Besides, 1 believe it w o u l d be a g o o d idea t o p u b l i c i z e a n y t h i n g t h a t goes o n in S t u d e n t C o n g r e s s . S t u d e n t s must b e given a c h a n c e t o react t o c o n g r e s s ' a c t i o n s , e n c o u r a g e d to a t t e n d c o n g r e s s m e e t i n g s and w r i t e l e t t e r s t o their s t u d e n t r e p r e s e n tatives.

H o w d o y o u see t h e c o l l e g e ' s r e l a t i o n t o the church and the c o m m u n i t y ?

T h e c o l l e g e ' s r e l a t i o n t o t h e c h u r c h is on t h e d e c l i n e . H o w e v e r , a n d 1 agree with Dean D e Y o u n g in t h i s , n o m a t t e r w h a t t h e o u t c o m e of such p r o p o s a l s as t h e o n e c o n c e r n i n g h o u s i n g m a y be, H o p e will r e m a i n a c h u r c h - r e l a t e d college. 1 believe in an active C h r i s t i a n i t y , s o m e t h i n g t h a t is d o n e as well as b e l i e v e d . C h r i s t i a n i t y is n o t merely church attendance, but must involve a d y n a m i c , a c t i v e r e s p o n s e t o t h e issues.

T h e p r e s i d e n t is r e s p o n s i b l e f o r m a k i n g t h e s t u d e n t c o n g r e s s f u n c t i o n . He m u s t c o o r d i n a t e all t h e p o l i c i e s a n d activities of t h e g o v e r n m e n t . H e m u s t m a i n t a i n an o v e r v i e w of e v e r y t h i n g . H e m u s t see oversights and conflicts a m o n g committees.

He m u s t also be w i t h s t u d e n t s a lot of t h e time to appraise their feelings and find out their opinions.

T h e real r e l a t i o n s h i p t h e college has t o work on is its r e l a t i o n s h i p to the c o m m u n i t y . T o o o f t e n we f o r g e t that w e have p o o r S p a n i s h A m e r i c a n p e o p l e living right w i t h i n o u r m i d s t . T h e college has t o gel o u t and a c k n o w l e d g e all t h o s e p e o p l e that are b e i n g i g n o r e d right n o w .

T h e r e h a s t o b e an i n c r e a s e d link w i t h s o m e of o u r c h u r c h e s . Right n o w t h e f e e l i n g is t h a t this really isn't a R e f o r m e d C h u r c h c o l l e g e , as s o m a n y of t h e s t u d e n t s are f r o m d i f f e r e n t religious b a c k g r o u n d s .

But t h e r e still e x i s t s t h a t c h u r c h - r e l a t e d tie, and I believe it s h a p e s a g r e a t a m o u n t of the f e e l i n g of H o p e College. T h e student government deserves some t y p e of r e c o g n i t i o n f o r its a c c o m p l i s h m e n t s . S t u d e n t s m u s t be m a d e a w a r e , t h r o u g h i n c r e a s e d p u b l i c i t y , of c o n g r e s s a c t i o n s . M a n y s t u d e n t s view c o n g r e s s as o p e r a t i n g altogether apart f r o m the school, and congress should take measures to d e s t r o y t h i s illusion. S t u d e n t C o n g r e s s m u s t be o u t s t a n d i n g in s o m e t h i n g , t h e y m u s t t a k e a s t a n d o n issues.

T h e college is sort of u n d e r g o i n g a gradual change away f r o m the d e p e n d e n c y on the church and the Dutch R e f o r m e d c o m m u n i t y t o a m o r e b r o a d e r base of s u p p o r t , t y p i f i e d by t h e g r a n t s f o r t h e science p r o g r a m s a n d o t h e r p r o g r a m s .

Anti-war groups mobilize (CPS) The nation's two major anti-war coalitions reached a g r e e m e n t last w e e k e n d o n a series of j o i n t n a t i o n a l p r o t e s t s this s p r i n g , signaling n o t o n l y a b e g i n n i n g of renewed activity a m o n g a n t i - w a r g r o u p s , b u t also t h e first signs of u n i t y in a m o v e m e n t split by d i s s e n s i o n f o r nearly a y e a r .

H o p e ' s a v e r a g e g r a d e p o i n t f o r t h e fall of 1 9 7 0 was 2 . 7 7 .

Ihe Administrative Affairs Board d i s c u s s e d the relative m e r i t s ol t h e 4-1-4 p l a n p r o p o s e d by t h e Ad H o c C a l e n d a r C o m m i t t e e a n d a s i m i l a r 4-4-1 plan d u r i n g its first m e e t i n g to c o n s i d e r t h e p r o p o s a l last M o n d a y .

T H E B O A R D agreed t o p o s t p o n e a n y a c t i o n on t h e p r o p o s a l until its m e m b e r s had s t u d i e d t h e r e a c t i o n s of a p p r o x i m a t e l y 15 f a c u l t y m e m b e r s to t h e Ad H o c Calendar C o m m i t t e e ' s proposed plan. T h e s e f a c u l t y r e a c t i o n s h a d been collected by Dean for Academic Affairs and AdAB chairman Morrette Rider.

Dr. C o t t e r I h a r m , c h a i r m a n of the g e o l o g y d e p a r t m e n t , s u g g e s t e d that t h e b o a r d s t u d y t h e f a c u l t y reactions belore today's meeting.

A n s t a n d i g said this r e q u i r e ment would prevent students f r o m a t t e n d i n g p r o g r a m s at o t h e r schools.

It w o u l d be easier t o a d j u s t r o o m and b o a r d to handle a limited s t u d e n t b o d y at t h e e n d of t w o f o u r - m o n t h s e m e s t e r t h a n in t h e m i d d l e , h e said.

T H E AD HOC Calendar Committee's proposal states, ' T h e January term of in-residence s t u d y will be r e q u i r e d in each of t h e first t h r e e y e a r s of full t i m e a t t e n d a n c e at H o p e C o l l e g e . " The proposal continues, ' i n i t i ally, t h e J a n u a r y s e m e s t e r w o u l d be c o n f i n e d in large part t o o n - c a m p u s c o u r s e s t o be o f f e r e d by o u r p r e s e n t f a c u l t y , s u p p l e m e n t e d by s e l e c t e d o f f - c a m p u s p r o g r a m s again u n d e r t h e full s p o n s o r s h i p a n d d i r e c t i o n of H o p e College.

No students will be p e r m i t t e d to a t t e n d t h e J a n u a r y t e r m s e s s i o n s o f f e r e d by o t h e r i n s t i t u t i o n s , a l t h o u g h in t i m e a n d with complete approval^ such c o u r s e s will be a u t h o r i z e d . Alvin V a n d e r b u s h s u g g e s t e d that t h i s p r o b l e m m i g h t be e l i m i n a t e d u n d e r a 4 - 4 - 1 .

CONGRESS treasurer Bob S c o t t n o t e d t h a t u n d e r a 4-4-1 t h e r e w o u l d be a " l a m e d u c k p e r i o d " a f t e r s p r i n g b r e a k . At p r i o r m e e t i n g s of t h e S t u d e n t Congress and the faculty c o m m i t tee of t h e w h o l e , t h e c o n s e n s u s h a d b e e n t h a t o n e of t h e m a j o r p r o b l e m s u n d e r t h e p r e s e n t semest e r s y s t e m is t h e " l a m e d u c k period a f t e r Christmas. Under the proposed 4-1-4 spring break w o u l d c o m e near t h e m i d d l e of the second four-month semester.

A c t u a l l y , at t h a t t u n e he was m a i n t a i n i n g r e s i d e n c e in a shack w i t h o u t hot w a t e r , h a v i n g a b a n d o n e d his earlier h o m e - a p u p tent in a p a s t u r e - a f t e r t h e c o w s p u l l e d u p t h e t e n t s t a k e s in the m i d d l e of t h e night o n e t i m e t o o many.

The most remarkable thing a b o u t the c a m p a i g n is that G e o r g e R a l p h w o n . He c a r r i e d 6 0 per cent of t h e v o t e in an e l e c t i o n t h a t d r e w t h e highest v o t e r t u r n o u t in Stanford's history.

The antiestablishment man became the head of t h e s t u d e n t e s t a b l i s h m e n t .

U N F O R T U N A T E L Y he f o u n d it t e c h n i c a l l y i m p o s s i b l e t o m a k e g o o d all of his c a m p a i g n p r o m i s e s .

Student government would simply not abolish itself.

So, R a l p h i g n o r e d t h o s e p a r t s ol t h e s t u d e n t g o v e r n m e n t in w h i c h he had n o i n t e r e s t . He a p p o i n t e d s t u d e n t ad h o c c o m m i t t e e s ( t h e a d v a n t a g e ol an ad h o c c o m m i t t e e b e i n g t h a t the c o m m i t t e e (lies w h e n interest dies) to s t u d y s t u d e n t p r o b l e m s ; he o r g a n i z e d f a c u l t y / s t u d e n t ret r e a t s ; he got s t u d e n t s involved in t h e p l a n n i n g of t h e new s t u d e n t union.

by Mark Van O o s t e n b e r g Major league baseball has started its s p r i n g training in F l o r i d a , b u t H o p e College has had its o w n version of m a j o r league baseball g o i n g f o r a m o n t h .

Strat-O-Matic Baseball is a g a m e t h a t so c l o s e l y a p p r o x i m a t e s m a j o r league b a s e b a l l t h a t it captivates the participant, int r i g u e s t h e causal o b s e r v e r , a n d is ignored by o n l y t h e m o s t calloused b a s e b a l l - h a t e r .

T H E G A M E allows y o u to m a n a g e a n y of last y e a r ' s 24 big league t e a m s . Y o u c h o o s e t h e lineup, decide on a pitching rotation, and utilize virtually every b a s e b a l l s t r a t e g y i m a g i n a b l e .

T h e best f e a t u r e s of t h e g a m e are its s t a t i s t i c a l a u t h e n t i c i t y and its e m p h a s i s o n f a s t - m o v i n g act i o n . S t r a t - O - M a t i c issues a card tor each m a j o r l e a g u e p l a y e r .

Everything from a player's batting average t o t h e n u m b e r of t i m e s he s t r i k e s o u t is s t a t i s t i c a l l y w o r k e d o u t o n his c a r d . E a c h p l a y e r is also given a r a t i n g in a c c o r d a n c e with his f i e l d i n g , s t e a l i n g a n d base running ability.
