Dr. Weller Will Give Last Chance Talk Tonight Dr. K e n n e t h Weller h a s b e e n c h o s e n b y M o r t a r B o a r d to p r e sent the a n n u a l L a s t C h a n c e T a l k tonight i n D i m n e n t M e m o r i a l Chapel. His t o p i c will be " T h e A n a t o m y of C h o i c e . " O r . Weller will s p e a k u n d e r t h e traditional a s s u m p t i o n that this is his " l a s t c h a n c e " to s a y w h a t he d e e m s m o s t i m p o r t a n t to t h e s t u d e n t s of H o p e C o l l e g e .

In a d d i t i o n to Dr. W e l l e r ' s s p e e c h , the c h a p e l will be the site f o r the Blue K e y h o n o r f r a t e r n i t y ' s a n n o u n c e m e n t of new m e m b e r s f r o m the c l a s s of 1 9 6 9 .

Dr. Weller r e c e i v e d his B . A . deg r e e f r o m H o p e a n d h i s Ph.D. f r o m the U n i v e r s i t y of M i c h i g a a He has taughtat Hopesince 1949, d u r i n g w h i c h time he h a s s e r v e d a s A s s i s t a n t to the P r e s i d e n t , a s sistant football coach and coordin a t o r of the l o c a l M a n a g e m e n t Institute.

D r . Weller s p e n t the s u m m e r of 1 9 6 5 t e a c h i n g in the g r a d u a t e p r o g r a m of t h e I n t e r a m e r i c a n U n i v e r s i t y of P u e r t o Rico. In a d d i t i o n , he h a s w r i t t e n a b o o k entitled " S e l e c t e d R e a d i n g s in t h e E c o n o m i c s of E n t e r p r i s e . " T h e m e m b e r s of Mortar B o a r d w h o c h o s e Dr. Weller as the s p e a k er, feel that his m o s t o u t s t a n d i n g q u a l i f i c a t i o n is that "he is a stimulating professor and a concerned human being."

The Western M i c h i g a n chapter of the A m e r i c a n Civil L i b e r t i e s U n i o n h a s received no response to its letter to the A d m i n i s t r a t i o n of H o p e College r e q u e s t i n g a meeti n g a n d p l a n s to s e n d a n o t h e r in the next few d a y s , a c c o r d i n g to S t a n l e y J u n a s , c h a i r m a n of the chapter Church-State committee.

" A c c o r d i n g to b o t h the f e d e r a l a n d state constitutions, the g o v e r n m e n t c a n n o t e n g a g e in the p r o m o t i o n of r e l i g i o n . T h i s , h o w e v e r , is w h a t t a k e s p l a c e w h e n s t u d e n t s a r e f o r c e d to w o r s h i p at a n institution partially supported by public f u n d s . Mr. J u n a s , h o w e v e r , a s s e r t s t h a t c h a p e l is o n l y a s m a l l p a r t of the A C L U o b j e c t i o n " H o p e College is a r e l i g i o u s l y - o r i e n t e d c o l l e g e a n d t h e r e f o r e is not entitled to p u b l i c f u n d s , " he s a i d . H e cited religious courses as addit i o n a l e v i d e n c e of H o p e ' s r e l i g i o n orientation.

"IT SEEMS," said Mr. Heimer, " t h a t the A d m i n i s t r a t i o n f e e l s t h a t t h e Blue R i b b o n C o m m i t t e e ' s p l a n r e m o v e s the necessity f o r a meeting. T h a t p l a n m i g h t t a k e the c u r s e off the r e q u i r e m e n t . But it still d o e s not t a k e the p r e s s u r e off freshmen and s o p h o m o r e s . " Mr. J u n a s a g r e e d . "I d o not think that the 2 1 0 0 P l a n conf o r m s t o the l a w of the l a n d . T h e e l e m e n t of c o m p u l s i o n is still present."

" I t follows t h e n a t i o n a l t r e n d . " P l a n s f o r the p r o p o s e d Student C u l t u r a l - S o c i a l C e n t e r c a l l f o r ext e n s i v e new facilities f o r d r a m a t i c s . " T h i s will p u t a new emp h a s i s o n t h e a t e r , " s a i d Dr. V a n d e r W e r f . " W e will h a v e a d e q u a t e facilities for the first t i m e . " F a c u l t y f o r t h e new d e p a r t m e n t will i n c l u d e D o n a l d F i n n , G e o r g e Ralph and J a m e s Malcolm.

Mr. M a l c o l m is c u r r e n t l y o n e a v e to c o n c l u d e w o r k f o r his d o c t o r a t e . H e will r e t u r n to H o p e in the fall of 1 9 6 9 .

EPC Passes Course Changes

In the new t h e a t e r d e p a r t m e n t , six credit h o u r s of c o m p l e t e l y newcourses will be offered.

In addition, 17 c r e d i t h o u r s of c o u r s e s f o r m e r l y t a u g h t b y the s p e e c h d e p a r t m e n t will n o w be in the t h e a t e r d e p a r t m e n t . S i x t e e n c r e d i t h o u r s in t h e new d e p a r t m e n t will be r e v i s i o n s of speech department courses.

Student Senate Tables Parietal Hours Motion

By Tim Liggett anchor Reporter T h e Student Senate tabled a motion on April 1 which would a l l o w p e r i o d s of o p e n h o u r s in m e n ' s d o r m s u p o n the a p p r o v a l of the i n d i v i d u a l d o r m g o v e r n ments. T h e m o t i o n was referred to a c o m m i t t e e f o r f u r t h e r s t u d y .

B R U C E W H I T E p r e s e n t e d the p r o p o s a l to the S e n a t e s t a t i n g t h a t this p l a n w o u l d m a k e it poss i b l e f o r the v a r i o u s d o r m s to set u p h o u r s , r e s t r i c t e d b y the Senate, in which w o m e n c o u l d visit m e n ' s d o r m s . This p l a n would include m e n ' s d o r m s o n l y , a c c o r d i n g to White's p l a n .

Bel i e v i n g t h a t " w h a t we w o n w h e n all o u r p e o p l e u n i t e d m u s t not n o w be lost in s u s p i c i o n , d i s t r u s t , a n d s e l f i s h n e s s a m o n g a n y of our people," J o h n s o n concluded t h a t he c o u l d n o t p e r m i t t h e pres i d e n c y to b e c o m e i n v o l v e d in the " p a r t i s a n d i v i s i o n s that a r e d e v e l o p i n g in t h i s p o l i t i c a l y e a r . " At t h i s p o i n t , J o h n s o n w i t h d r e w his n a m e f r o m the p r e s i d e n t i a l race.

Naturally, both militarily and p o l i t i c a l l y , t h e r e w e r e m i x e d reactions a b o u t President J o h n s o n ' s p r o n o u n c e m e n t s . T h e r e a c t i o n of military leaders varied from t h e y ' l l b u r y u s " t o " w e ' l l be going home faster." Similarly, s o m e p o l i t i c i a n s like T e x a s Sena t o r J o h n B. C o n n e l l y felt " s h o c k a n d d i s p l e a s u r e " o n h e a r i n g of the President's w i t h d r a w a l , while o t h e r s like F r a n k C h u r c h ( D - I d a h o ) billed it a s J o h n s o n ' s " f i n e s t h our."

J O H N S O N S ADDRESS was o n e of t h e m o s t m e m o r a b l e p r e s i d e n t i a l m e s s a g e s to t h e n a t i o n in A m e r i c a ' s h i s t o r y . It w a s d i r e c t , forceful, emotion-packed, and m o s t of a l l . s i n c e r e . J o h n s o n w a s not " p l a y i n g p o l i t i c s , " if f o r n o o t h e r r e a s o n t h a n he d o e s not h a v e t h e o r a t o r i c a l skill t o b i l k the p u b l i c . T h e s t r e n g t h of J o h n s o n ' s m e s s a g e relied o n t h e sinc e r i t y it c o n v e y e d .

W h e n the s p e e c h w a s o v e r , J o h n s o n no longer was p o r t r a y e d as the c r u d e T e x a n w h o b a r e d h i s a b d o m e n o n national television, w h o m a n - h a n d l e d h i s pet d o g s , a n d w h o s h u f f l e d a l o n g w i t h his ill-fitting t r o u s e r s g a t h e r i n g a b o v e his s h o e s . A g a i n , in s t r i k i n g s i m i l a r i t y , foll o w i n g the riot Illinois G o v e r n o r F r a n k Lowden appointed a study c o m m i s s i o n to r e p o r t o n the c a u s e s of t h e riot a n d the g e n e r a l t o n e of r a c e r e l a t i o n s in C h i c a g o .

T h e v e r d i c t of the riot c o m m i s s i o n w a s a s u r p r i s e to n o one.

It b l a m e d the o u t b r e a k u p o n the exiMt-nce of a s h a r p l y d e f i n e d ghetto, a s e p a r a t e b l a c k c o m m u n i t y with its o w n b u s i n e s s e s , political o r g a n i z a t i o n s , a n d civic, s o c i a l , and religious institutions, almost all of w h i c h were i n f e r i o r to their c o u n t e r p a r t s in the white c o m m unity.

BLACK CHICAGO was char acterized b y h o u s i n g facilities t h a t were i n a d e q u a t e , o v e r c r o w d e d , a n d d e t e r i o r a t i n g , a s h o r t a g e of g o o d j o b s , political c o r r u p t i o n , a n d the p r o b l e m s of p o v e r t y , crime, b r o k e n h o m e s , a n d delinq u e n c y . Within the g h e t t o lived a q u a r t e r of a m i l l i o n b l a c k Chic a g o a n s , c o n f i n e d b y a n insur mountable wall of discrimination a n d segregation. The prospects f o r f u r t h e r r a c i a l v i o l e n c e w o u l d r e m a i n a s l o n g a s the b l a c k m a n w a s f o r b i d d e n to l e a v e the ghetto.

In m a n y w a y s . Dr. S p e a r p o i n t s out, little h a s c h a n g e d in the 4 5 y e a r s since the C h i c a g o Race Re-

lations C o m m i s s i o n report. The 1 9 6 8 r e p o r t of the N a t i o n a l Adv i s o r y C o m m i s s i o n o n Civil Diso r d e r s fixed the b l a m e f o r the r i o t i n g of the s u m m e r of 1 9 6 7 o n m u c h the s a m e c a u s e s as t h o s e cited in the 1 9 2 2 C h i c a g o r e p o r t : discrimination and segregation, p o v e r t y , u n e m p l o y m e n t , a n d inadequate housing.

B L A C K C H I C A G O is a n e x a m i n a t i o n of the f o r m a t i o n of the C h i c a g o g h e t t o a n d the f o r c e s w h i c h led to the c o n d i t i o n s cited b y the riot c o m m i s s i o n . T h e a u t h o r sees the y e a r s 1 8 9 0 - 1 9 2 0 as t h e c r y s t a l l i z a t i o n period i n t h e d e v e l o p m e n t of the ghetto. T h e r e w a s , t o be s u r e , a b l a c k c o m m u n ity in C h i c a g o b e f o r e this p e r i o d , b u t it w a s not c o n f i n e d to a g h e t t o .

N e g r o e s lived in c e r t a i n a r e a s of Ihe city, f o r the m o s t p a r t , but n e i g h b o r h o o d s were m i x e d .

Between 1 8 9 0 a n d 1915, how^ever, t h e ulatn. p o p u l a t i o n m o r e t h a n tripled a n d the ghetto w a s formed. This increase meant a need f o r m o r e h o u s i n g , but white hostility c o n f i n e d the m a r k e t to the g h e t t o a r e a . Most of the r e m a i n ing whites m o v e d o u t a n d Ihe n e i g h b o r h o o d s b e c a m e a l m o s t totally black.

The b l a c k c o m m u n i t y d e v e l o p e d , out of necessity, its o w n l e a d e r s h i p , its o w n c h u r c h e s a n d civic a n d s o c i a l org a n i z a t i o n s , its o w n b u s i n e s s e s a n d political m a c h i n e s . T h e g r e a t m i g r a t i o n of the F i r s t World W a r s t r e n g t h e n e d the i n d e p e n d e n t dev e l o p m e n t of b l a c k C h i c a g o .

T h e w a r y e a r s s a w Ihe rise ol the l a b o r u n i o n as a power a m o n g b l a c k w o r k i n g m e n a n d the realiz a t i o n o n the p a r t of white polit i c i a n s t h a t they c o u l d no l o n g e r i g n o r e the g h e t t o vote. On the c o n t r a r y , they b e g a n to c a t e r to it, m u c h to the d i s l i k e of white v o t e r s . A n d a m o n g the black l e a d e r s h i p there was a n ideological shift.

T h e first of these, b l a c k n a t i o n a l i s m . exemplified b y Ihe e x t r e m e ly p o p u l a r G a r v e y m o v e m e n t , called f o r intense r a c e p r i d e a n d total s e p a r a t i o n f r o m Ihe o p p r e s sive while society.

T h e s e c o n d new g r o u p , the " N e w N e g r o e s , " a g r e e d with the n a t i o n a l i s t s o n Ihe i m p o r t a n c e of r a c e p r i d e b u t rejected the s e p a r a lionist d o c t r i n e . T h e y c o m b i n e d the old m i l i t a n t protest with a n economic radicalism which urged the u n i t i n g of b l a c k s a n d p o o r whites a g a i n s t their c o m m o n enemies, - political c o r r u p t i o n a n d economic exploitation. Professor S p e a r sees them as the closest c o u n t e r p a r t s in their t i m e in tht N e g r o Revolt of the 1 9 6 0 ' s a n d he p o i n t s u p m a n y s t r i k i n g similarities.
