A c o m m o n misconception a b o u t "student g o v e r n m e n t s " in general is that they are either power h a p p y or ineffective. Student Congress at H o p e College strives to b e neither. W h e n asked w h a t plans were in the works for S t u d e n t Congress this year, Vice President Elyse T h o m p s o n ('14) said they aim t o plan m o r e Student C o n g r e s s activities. T h o m p s o n wishes Student Congress could have m o r e visibility, as well as m o r e involvement f r o m the student population. "I w a n t people t o k n o w that they can approach us with ideas or email u s with c o n c e r n s or questions. We're s u p p o s e d to be the link b e t w e e n t h e s t u d e n t s and the r u n n i n g of the school," said T h o m p s o n . Student Congress features a sustainability task force responsible for the stickers bearing the phrase "Consider Using Less," which appeared on p a p e r towel dispensers

t h r o u g h o u t c a m p u s last year. They also influenced the decision t o switch to singles t r e a m recycling in the h o p e s that recycling will b e c o m e m o r e w i d e s p r e a d at H o p e . This year t h e r e could b e sustainability initiatives such as a recycling competition between living u n i t s or a repeat of last year's successful energy c o m p e t i t i o n b e t w e e n cottages. This year t h e y are considering including a redistribution of residence districts d u e to t h e significant change in living situations in the p a s t couple years as the n u m b e r of f r e s h m e n has soared. They h o p e to m a k e representation fairer. "We're thinking that m a y b e a p a r t m e n t or cottage districts are being underrepresented," T h o m p s o n said. A n o t h e r item on their t o - d o list is r e c o n s t r u c t i n g the Student Congress constitution, a task that surfaces every five years. Every m e m b e r of Student Congress is voted into office, except for the secretary, w e b m a s t e r and parliamentarian.

Residence representatives are voted for d u r i n g the fall semester. Voting for class representatives is in the spring. Student Congess consists of 40 people. The executive b o a r d includes President Ashley Fraley, Vice-President T h o m p s o n , a n d controller Nick Roen. The controller, similar t o a treasurer, leads a s u b - c o m m i t t e e of Student C o n g r e s s called Appropriations, w h i c h allocates half a million dollars to s t u d e n t organizations. In addition to the executive board, there are t w o representatives f r o m each class, o n e male and o n e female. The f r e s h m a n representatives are c h o s e n later in the year to allow for t h e m to develop relationships with their peers. There are also representatives f r o m residence halls, cottages and other living units. The size of the d o r m d e t e r m i n e s representation. For example.
