The week of the m o r a t o r i u m begins on S u n d a y with a special S t u d e n t C h u r c h service in D i m n e n t Memorial C h a p e l at 1 1 a.m. Dr. David Clark, a c t i n g c h a i r m a n of the h i s t o r y d e p a r t m e n t , will speak on " P e a c e . " A discussion of the sermon will be held in T h e G r o u n d s at 2 : 3 0 p . m . T h e film The Hat will be s h o w n in the c o f f e e h o u s e at 4 p . m . with a discussion f o l l o w i n g . An all-night prayer vigil f o r p e a c e in V i e t n a m begins at 6 p . m . On Monday and Tuesday, m o r n i n g c h a p e l services will be led by s t u d e n t s t a l k i n g on peace. The G r o u n d s will be o p e n these evenings f r o m 8 to 11.

THE COLLEGE Judiciary B o a r d , w h i c h r e p l a c e s the S t u d e n t C o u r t as t h e C o l l e g e ' s p r i m a r y judicial b o d y , is c o m p o s e d of five students, two faculty members and o n e r e p r e s e n t a t i v e of t h e D e a n of S t u d e n t s ' o f f i c e . T h e S t u d e n t C o u r t was c o m p o s e d of seven u p p e r c l a s s s t u d e n t s . T h e c o m p o s i t i o n of t h e new College J u d i c i a r y B o a r d , a p p r o v e d S e p t . 12 by the C a m p u s Life B o a r d , is essentially t h a t w h i c h a p p e a r e d in t h e 1 9 6 9 - 7 0 s t u d e n t h a n d b o o k w i t h o u t being a p p r o v e d by any c a m p u s c o m m i t t e e . T H O U G H T H E C L E has a p p r o v e d t h e c o m p o s i t i o n of t h e new j u d i c i a r y b o a r d , no s y s t e m of a p p e a l s has yet b e e n a p p r o v e d . T h e r e are n o e s t a b l i s h e d m e a n s of a p p e a l i n g d e c i s i o n s of t h e B o a r d to a higher j u d i c i a r y b o d y . T h e C L B r e j e c t e d S e p t . 22 t h e a p p e a l s s y s t e m s u b m i t t e d by D e a n of S t u d e n t s R o b e r t De Young and asked t h a t the D e a n ' s o f f i c e prepare another appeals policy. T h e m a k e u p of the College J u d i c i a r y Board has b e e n criticized by s t u d e n t s w h o feel t h a t s t u d e n t s s h o u l d be tried o n l y by o t h e r s t u d e n t s . O n e s t u d e n t said, "1 think s t u d e n t s are c a p a b l e of assessing t h e a c t i o n s of t h e i r fellow s t u d e n t s a n d d e t e r m i n i n g

guilt or i n n o c e n c e . " S t u d e n t s w h o criticize the new set u p also feel that t h e p r e s e n c e of the f a c u l t y members and administrator could inhibit f r e e d i s c u s s i o n and c o m plete p r e s e n t a t i o n of i n f o r m a t i o n . T H O S E WHO S U P P O R T the new s t r u c t u r e a r g u e t h a t it is m o r e in line with t h e new c o m m u n i t y g o v e r n m e n t c o n c e p t , which stresses participation by students, f a c u l t y and a d m i n i s t r a t o r s . T h e s e s t u d e n t s feel that t h e p r e s e n c e of f a c u l t y will a d d m o r e weight t o the B o a r d ' s d e c i s i o n s and bring about more t h o r o u g h consideration ot cases. NSA faced with bankruptcy By Jo A n n e Myers College Press Service T h e N a t i o n a l S t u d e n t Association. faced with threatening financial i n d e b t e d n e s s , has o p t e d t o f o l l o w t h e latest t r e n d s in s t u d e n t government independence in o r d e r t o m a k e up a $ 1 2 0 , 0 0 0 deficit in o p e r a t i n g f u n d s . P o t e n t i a l l y c o n t r o v e r s i a l proj e c t s have a f f e c t e d N S A ' s ability t o get f e d e r a l g o v e r n m e n t a n d f o u n d a t i o n g r a n t s this past y e a r . Anti-racism work, drug studies and s t u d e n t legal r i g h t s are a m o n g t h e p r o g r a m s n o w sought by m e m b e r s of t h e a s s o c i a t i o n , b u t a NSA N a t i o n a l S u p e r v i s o r y Board report states, "These foundations, c a u t i o u s in t h e p a s t , are even m o r e so t o d a y as a result i n v e s t i g a t i o n s a n d p e n d i n g leg'slation by c o n g r e s s i o n a l c o m m i t tees."

T h e o f f i c e of F c o n o m i c O p p o r t u n i t y , also a m a j o r s o u r c e of p r o g r a m f u n d s , t i g h t e n e d its belt in 1968-69 with an eye to avoiding subsidies to "radical f o r c e s . " T h i s past y e a r , t h e s e f o r c e s have i n c l u d e d NSA s t a f f m e m b e r s in a T u t o r i a l A s s i s t a n c e C e n t e r a n d the P e n n s y l v a n i a Proj e c t , an a t t e m p t t o o r g a n i z e stud e n t s t o b e c o m e involved in t h e war o n p o v e r t y . Deficit s p e n d i n g has b e e n app r o v e d w i t h i n NSA since large a m o u n t s of secret m o n i e s received f r o m the CIA w e r e c u t - o f f by t h e a s s o c i a t i o n in 1 9 6 7 . A c c o r d i n g t o last y e a r ' s NSA President Bob Powell, t h i s now p u t s t h e association s o m e w h e r e near SI 2 0 , 0 0 0 in d e b t for its activities o v e r the past several y e a r s . O n e NSA m e m b e r said that it 5 2 5 , 0 0 0 isn't raised within t h e next f e w w e e k s , t h e n NSA c o u l d go b a n k r u p t . New NSA o f f i c e r s , t h o u g h , feel b a n k -

r u p t c y is not in sight f o r NSA at least f o r a while. T h o u g h the situation appears desperate to some members, o t h e r s feel t h a t a n e w l y - f o r m e d c o r p o r a t i o n , t o be called t h e Acad e m i c Services C o r p o r a t i o n , will t u r n over e n o u g h m o n e y t o N S A each year t o clear up past d e b t s and s u p p o r t new p r o g r a m s . T h i s c o r p o r a t i o n will have t h e exclusive right to m a r k e t NSA services and must t u r n over a m i n i m u m of $ 2 0 0 , 0 0 0 plus a p e r c e n t a g e of t h e p r o f i t s each year t o t h e association. In a d d i t i o n , t w o special p e r i o d icals p u b l i s h e d by NSA have bec o m e s e l f - s u p p o r t i n g . T h e College Law Bulletin a n d the Drug Law Bulletin are e x p e c t e d n e x t year t o c o n t r i b u t e f u n d s t o their respective p r o g r a m s .
