By Bob Donia N o w t h a t the new H o p e College M a s t e r P l a n h a s been r e v e a l ed, t h e m o n u m e n t a l t a s k of a c q u i r i n g the n e c e s s a r y f u n d s lies with the Hope College Development Office, h e a d e d b y W i l l i a m H e n d e r . M I t H E N D E R s t a t e d t h a t the p l a n ' s cost e s t i m a t e , $10 m i l l i o n , s h o u l d be r e g a r d e d a s v e r y tentative. T h e e s t i m a t e s w e r e b a s e d o n building costs n o w a n d " s o m e b u i l d e r s tell m e t h a t b u i l d i n g c o s t s m a y rise a s m u c h a s 11 p e r cent per a n n u m , c o m p o u n d e d a n n u a l l y , " he s a i d . A l s o , the i n t e r i o r p l a n s of the buildings remain tentative a n d m a y be c h a n g e d b y t h o s e m a k i n g the f i n a l d e c i s i o n s a b o u t w h a t t h e y will c o n t a i n . Mr. H e n d e r a l s o n o t e d t h a t the C o l l e g e is c o n s i d e r i n g the p o s s i bility of i n c r e a s i n g e n d o w m e n t b y an amount approximately equal to the cost of the b u i l d i n g s constructed. M r . H e n d e r s l a t e d t h a t the m a s ter p l a n is not a f i n i s h e d a r c h i t e c t u r a l p r o p o s a l . Its p u r p o s e is to g i v e a g e n e r a l idea of " w h a t

R.C.A. Fourth in Average Donations per Member According to a study released by the National Council of Churches, the Reformed Church in America ranks fourth a m o n g 44 of the largest Protestant denominations in per capita giving during 1965. The mythical " a v e r a g e " American Protestant contributed $77.75 to his church last year, while the average m e m b e r of the Reformed Church in America donated $131.57. With a membership of over 232,000. this g a v e the Reformed churches a working capital of approximately $30.5 million dollars. In the 1966-1967 a c a d e m i c year, Hope College anticipates receiving approximately $160,000 from the Board of Christian Education of the R.C.A. and from individual churches. This represents about five per cent of the total projected operating cost of the college, estimated to be $3.3 million. This figure of five per cent represents a continuance of the downward trend of R.C.A. support. Twenty years ago the church supported 19 per cent of the operating budget. Since then the figure has steadily dropped until the previous low last year of s e v e n per cent w a s reached.

The project calls for a $6 million d e n o m i n a t i o n wide Capital F u n d s D r i v e , of which Hope College m a y o b t a i n a m a x i m u m of $ 2 m i l l i o n . T w o weeks a g o , a motion w a s p r e s e n t e d to the S t u d e n t S e n a t e w h i c h r e c o m m e n d e d t h a t the c o m p u l s o r y c h a p e l p o l i c y n o w in f o r c e at H o p e be d o n e a w a y with. Since t h a t time, the s u b j e c t h a s b e e n the t o p i c of s t u d e n t , f a c u l t y , a n d Administrative discussion. THE SENATE recommendation s t a t e d t h a t s i n c e c o m p u l s o r y c h a p e l " f o s t e r s a s p i r i t of g r u d g i n g c o m p l i a n c e with a r i t u a l t h a t h a s lost its m e a n i n g t h r o u g h c o m p u l s i o n , " all f o r m s o f c o m p u l s o r y chapel should be abolished. It w a s i n i t i a l l y t a b l e d s o t h a t s e n a t o r s c o u l d d i s c u s s the i d e a w i t h their c o n s t i t u e n t s . It w a s b r o u g h t b a c k on the floor, a n d after m u c h debate, w a s defeated. A r g u m e n t s a g a i n s t the resolution t o o k m a n y f o r m s . It w a s s a i d t h a t t h e a s s e r t i o n of c h a p e l h a v i n g lost its m e a n i n g w a s a b s u r d , a n d t h a t the r e c o m m e n d a t i o n d i d not a c c u ratel y reflect s t u d e n t opinion. M \ m S E N A T O R S also were c o n c e r n e d a b o u t the effect s u c h a p r o p o s a l m i g h t h a v e o n Adm i n i s t r a t i v e c o n s i d e r a t i o n s of t h e policy. Another proposal was also b r o u g h t b e f o r e the b o d y . It u r g e d t h a t t h e R e l i g i o u s Life C o m m i t t e e c o n s i d e r the r e v i s i o n o r e l i n i n a tion of c o m p u l s o r y c h a p e l . T h i s was also defeated. While the S t u d e n t S e n a t e d e b a t ed the q u e s t i o n , the R e l i g i o u s Life Committee a l s o b e c a m e c o n cerned.

T h e r e h a v e b e e n a great m a n y ideas expressed a n d s o l u t i o n s p r o p o s e d f r o m the s t u d e n t b o d y at l a r g e . A considerable number agree w i t h Rev. H i l l e g o n d s ' p o s i t i o n . T h e College, they s a y , was f o u n d ed o n C h r i s t i a n p r i n c i p l e s a n d s h o u l d d o e v e r y t h i n g p o s s i b l e to m a i n t a i n them. This i n c l u d e s m o r n i n g chapel. O N E S T U D E N T n o t e d t h a t bec a u s e c h a p e l is m a n d a t o r y , he g o e s a n d often f i n d s m e a n i n g , w h e r e a s , he p r o b a b l y w o u l d sleep in w e r e he n o t f o r c e d to a t t e n d . The opposite position, however, is a l s o w i d e l y h e l d . M a n y feel t h a t if a s t u d e n t is g o i n g to sleep t h r o u g h the s e r v i c e , he m i g h t j u s t a s well n o t be t h e r e . C o m p u l s i o n

C o m m e n t i n g o n this o n e s o p h o m o r e a r g u e d t h a t the R.C.A. r e a l l y isn't n e e d e d o n Hope's campus. "Their meager c o n t r i b u t i o n c a n e a s i l y be rep l a c e d . T h e r e is n o r e a s o n w h y c h a p e l s h o u l d be kept for s u c h a s m a l l s u m of m o n e y . " Many solutions and comp r o m i s e s h a v e been p r o p o s e d . O n e is a g r a d u a t e d r e q u i r e m e n t u n d e r w h i c h f r e s h m e n w o u l d attend c h a p e l t h r e e times a week, s o p h o m o r e s two, j u n i o r s o n e a n d s e n i o r s w h e n they d e s i r e d . M o r e c o m m o n , h o w e v e r , is the idea t h a t f r e s h m e n a n d s o p h o m o r e s c o n t i n u e u n d e r the p r e s e n t s y s t e m w h i l e r e q u i r e m e n t s be lifted f o r u p p e r c l a s s m e n .
