I

I cannot tell y o u how very pleased a n d h o w very, very honored I a m to be here as y o u r convocation speaker this morning, a n d to have been selected to receive a n h o n o r a r y Doctor of Humane Letters degree f r o m H o p e College. I k n o w that I need not tell any of you here of the distinguished reputation which this really fine liberal arts college has, obviously not only in the state of M i c h i g a n , but throughout the entire country. A n d it is a particular honor a n d a pleasure for me to have the o p p o r t u n i t y to a p p e a r before you t o d a y . I always enjoy visiting college campuses, because they are g r e a t repositories of learning. H a r v a r d President A . Lawrence Lowell once e x p l a i n e d this tradition by saying, "Universities are full of k n o w l e d g e . The freshmen bring a little in, the seniors take none a w a y , so k n o w l e d g e accumulates. This may perhaps be drollery, but there may be some accuracy in that statement as well. A n d I think it's a n interesting notion, nevertheless. W h e n I was invited to speak here t o d a y , some time a g o , I was t o l d that this might be a g o o d opportunity for H o p e students to hear directly from the G o v e r n o r the issues w e face t o d a y a n d the opportunities for y o u n g people to be involved in the mainstream of national life. That's a rather b r o a d topic. But I think there is something very specific which I can say a b o u t it, something that has to d o with w h a t you all are doing here at a small, distinguished, privately s u p p o r t e d liberal arts college. The issues we face t o d a y as a state a n d a nation are incredibly, almost impossibly complex. W e all r e a d the newspapers a n d watch televised news reports a n d we all k n o w w h a t those issues are. As British member of Parliament M a r g a r e t Thatcher said, in a recent speech in W a s h i n g t o n before the N a t i o n a l Press Club, W e are in the midst of a struggle for human dignity a n d for the human spirit." Never b e f o r e in the 2 0 0 - y e a r history of this nation, a n d p r o b a b l y not in the 1 200year history of Mrs. Thatcher's n a t i o n , have the forces that o p p o s e our mutual constitutional system of f r e e d o m under law been stronger. Never before has the challenge f r o m governments w h o negate human dignity, w h o oppose a governmental a n d economic system based upon individual choice been so g r e a t . I agree with Mrs. Thatcher w h e n she said, " I t is not the job of a n y politican to offer people salvation.

But nations a n d states have to be

governed. So w h a t is it exactly that w e in g o v e r n m e n t can o f f e r to justify that authority that is given to us by our constituents? Let me quote statesman Edmund Burke w h o said in a speech in 1 7 7 4 , " Y o u r representative owes you not his industry only, but his judgement. " That is as simple and accurate a description of the role of g o v e r n m e n t officials as I have ever come across. It is our job to provide g o o d judgement as we make the infinite number of small a n d large decisions necessary to the p e r f o r m a n c e of our constitutional responsibility. If you are seeking a career in g o v e r n m e n t , y o u m a y ask " W h e r e d o I g o to get g o o d judgement? M y answer to the students of Hope College is, " Y o u are a l r e a d y t h e r e . " I believe that a g o o d , generalized liberal arts education is the very best f o u n d a t i o n upon which to build a career in government or any career, for that matter. It may seem p a r a d o x i c a l , but as the w o r l d becomes more c o m p l e x , I'm saying that we in fact need more generalists. But that is exactly the case, I think. There is a very great o p p o r t u n i t y for y o u n g men a n d w o m e n like those in this audience t o d a y to become involved in the mainstream of national life. W e need your vision, your idealism, your g o o d judgement of what this nation should become in its third century. It's easy, I k n o w , to become cynical a b o u t g o v e r n m e n t , especially t o d a y . You have seen a President resign in disgrace, a n d many of his close advisors convicted of crimes. You have seen A m e r i c a persistently w a g e a tragic a n d horribly wasteful w a r . You've seen many institutions misused. But as John G a r d e n e r w r o t e in his b o o k , " S e l f R e n e w a l , " a m o o d of wise a n d w e a r y disenchantment may seen w o n d e r f u l l y mature, but it does not account f o r much of the g r o w t h a n d movement, a n d vital action in the w o r l d . The capacity of our people to believe stubbornly a n d irrepressibly that this is a w o r l d w o r t h saving, a n d that intelligence a n d energy a n d g o o d will might save it, is one of the most enduring a n d bracing of A m e r i c a n traits. BHBk • ..i u My former teacher, the late W h i t n e y G r i s w o l d w h o became president of Yale University, w r o t e an exciting book entitled Liberal bducation A n d The Democratic I d e a l . " I'm g o i n g to q u o t e f r o m that b o o k , t o o , but even before I d o , perhaps I have made the author s point just by noting the title, " L i b e r a l Education A n d The Democratic I d e a l . " It was out of the liberally educated mind that the democratic ideal was born, and it is the responsibility of the liberally educated mind t o d a y t o understand to preserve that ideal. In his book Mr. G r i s w o l d w r o t e , "The ideal of the liberal e d u c a t i o n lies at the very roots of A m e r i c a n History. For centuries this t y p e of education has been esteemed throughout Western civilization as the education of the ideal citizen. But the political a n d social structure o f that civilization h a d den.ed access to such an education to all but a privileged few. The educational rout to ideal citizenship should be o p e n to all w h o were able to travel it. Such was the educational philosophy of the founders of our c o u n t r y . " He also said that there is no country that owes so much of its existence to liberal education as the United States. Certainly w e need, a n d w e need very b a d l y our highly specialized professionals to help us combat economic instability, energy dependency, w o r l d hunger a n d the many diseases that continue to p l a g u e us. But w h a t w o u l d a nation or a w o r l d that has solved those problems be, if it h a d f a i l e d to preserve the democratic ideals of Truth a n d Beauty a n d the states of mind that these ideals imply: that we are all created e q u a l , that inhumanity, racism, a n d abuse of our natural w o r l d is w r o n g , that the only w a y w e can all live together, and that each one of us has a responsibility to believe in a n d to w o r k for the c o m m o n g o o d ? Those are Democratic ideals, ideals which are best grasped by the liberally educated mind. In m a n y totalitarian societies, a liberal education is considered wasteful a n d is discouraged. It is not coincidental that these societies are d r a b , even t h o u g h they may be technologically successful. It is not coincidental that there is a part of the human mind that rebels against this drabness to this lack of f r e e d o m a n d of governmental compassion for the individual. It is not coincidental that these societies f i n d they must erect walls a r o u n d them: not to keep the rest o f us o u t , but to keep their o w n citizens in. It must be obvious to the leaders of these societies, that given the chance, their citizens w o u l d choose our culture, not their The french writer a n d e d u c a t o r , August DuCloise, in an article in the " M o d e r n Language J o u r n a l " of January, 1 9 3 5 , p r o v i d e d a definition of what a liberal arts education is all a b o u t . In an article entitled " T h e French conception of e d u c a t i o n / ' he w r o t e Perhaps the best definition w o u l d be to say that culture is w h a t remains w h e n y o u have f o r g o t t e n e v e r y t h i n g . " W h a t is it that remains. M a n y things. The unaer standing, quickened, a n d d e e p e n e d , a b r e a d t h of o u t l o o k catholicity of sympathies, a refinement of feeling, a sense of measure, a modesty of judgement, a critical habit of m i n d , that habit of taking nothing for g r a n t e d , of thinking for one s self, that hab.t which is the very sou o liberty, the habit of sincere, unbiased a p p r o a c h to any p r o b l e m a n d of the u n d a u n t e d pursuit of its ultimate solution in a real scientific spin . A proper and a b a l a n c e d conception of the various uses of life of its graces as well as its utilities. Those are some of the thmgs that remain, some of the elements of that full a n d r o u n d e d life for which w e endeavor to prepare our students. . . . W h e n I am asked to discuss the i m p o r t a n t issues that face us t o d a y , I like to say that there are many problems o f the moment, as there always have been, as there always will be. But there is only one basic issue: W i l l this nation continue to produce the kind of men a n d w o m e n who f o u n d e d it, men and w o m e n of vision, of great idealism, a n d of great judgment? If the answer is yes, a n d I think the answer is yes, en we will continue to endure. W e will continue to prevail in the struggle for human dignity a n d the human dignity a n d the human spin . — Governor William G. Milliken November 13, 1975
