Hello, and welcome to... the first ever issue of Vapourclip. This magazine is for the vaping community, with news from around the world. We’re committed to bringing you, the reader, the content which matters to you.

The process of the UK leaving the European Union will of course have a significant effect on the majority of industries within the UK. Some positive, some negative and some much more significant than others, but how could it affect the vaping industry? The British vaping industry is regulated by the Tobacco & Related Products Regulations 2016 (TRPR), which is the UK’s implementation of the Tobacco Products Directive (TPD). The current version of the TPD was published by the European Union in 2014, so as an EU Member State the UK was obliged to bring these national regulations into force. Tank size, e-liquid bottle size, nicotine strength and advertising laws are amongst the restrictions in place. This legislation has been heavily criticised since it came into force and Brexit could present an opportunity for it to be reviewed.

For travellers looking forward to their summer holidays, what to pack can be a source of stress. But did you know that taking an e-cigarette with you to countries such as Thailand could land you with a fine - or even time in jail? Countries including the Seychelles and Brazil have also banned the sale of e-cigarettes, but spending on them globally is going up. The e-cigarette market is expanding, as the number of vapers rises. The global vapour products market is now estimated to be worth $22.6bn (£17.1bn) - up from $4.2bn just five years ago. The United States, Japan and the UK are the biggest markets. Vapers in the three countries spent a combined $16.3bn on smokeless tobacco and vaping products in 2016.

Will the TRPR be reviewed?

Vaping campaigners are keen for the TRPR to be reviewed as soon as possible after Brexit to create a proportionate regulatory regime. Policy makers have agreed to review the legislation on a number of occasions.

E-cigs “almost twice as effective as NRT” says new study

Why a vape pen appeared on the forth bridge in January

The study* was a simple one. A total of 886 participants all adults attending National Health Service smoking cessation clinics were randomly divided into two groups. Members of one group were given a conventional Nicotine Replacement Therapy of their choice (including combinations of products if they wanted it) while the other group were given a second-generation e-cigarette, a bottle of 18mg/ml liquid and advice on buying more juice. Both groups were also offered behavioural support. After one year the participants were assessed for smoking status, including biochemical tests to ensure that those who claimed to have quit smoking really had. The NRT group had a 9.9% abstinence rate at one year – surprisingly high, as previous studies have found NRT to be only 5-7% effective. However, the e-cigarette group were almost twice as successful, with an abstinence rate of 18%.

Edinburgh-based vaping company Vaporized have rebranded as VPZ, and marked the relaunch with huge projections of vape pens and information about cigarette amnesty day on the Forth Bridge, the Scottish Parliament, Chancelot Mill in Leith, and Newhaven lighthouse.The company wanted to raise awareness about National Cigarette Amnesty Day, took place on 14 January. VPZ launched the initiative to help more smokers across the country quit. Doug Mutter, director at VPZ, said: “We were born in Leith and Edinburgh is very much where our roots lie, however we are now significantly expanding across the UK. & quote;The rebrand gives us a stand-out presence on the High Street as we continue to help smokers understand the evidence based public health opportunity of vaping products through more available locations.” The average smoker of 20 cigarettes a day will save close to £3000 a year if they switch to vaping. It also boats a high success rate of helping you quit as 90 per cent of VPZ customers reported that using a vape has helped them either dramatically cut back or quit smoking altogether.


Number of Smokers in Ireland ‘still quite high’ The number of Irish people who smoke is still quite high, according to a consultant in public health medicine. Dr Paul Kavanagh, who is an adviser to the HSE’s Quit programme, said more than one in five people aged 15 or over in Ireland are smokers. Dr Kavanagh said people who use medication to support their quit attempt, something such as a stop smoking medication or nicotine replacement therapy, can increase their odds of becoming smoke free by three to fourfold. He acknowledged that nicotine replacement therapy is a lot more expensive in the Republic of Ireland than it is in Northern Ireland. However, he said that someone who is smoking 10-20 cigarettes a day is spending around €2,000-€4,000 a year, so the investment upfront in something like nicotine replacement increases their likelihood of becoming smoke-free and saving moneylong-term.

Altria purchases a 35% stake in e-cigarette giant Juul Fresh off a $1.8 billion investment in Canadian cannabis company Cronos Group (CRON), Altria purchased a 35% stake in e-cigarette maker Juul, worth $12.8 billion. The investment is the largest in Altria's history, and it values Juul at $38 billion dollars. It pairs a company that controls half of the American tobacco market with startup Juul which sells more than 70% of the cartridge-based e-cigarettes in the United States. The marriage allows Altria to broaden its customer base. Altria is a US-only business, spinning off from Philip Morris International in 2008. Juul sells its e-cigarettes in Canada, Israel, Russia and the United Kingdom, in addition to the United States. It could give Altria, a leader in a US cigarette business in slow decline, a window into the rapidly growing market of e-cigarettes. The deal could give Juul access to Altrias massive distribution network and top-shelf space at stores. And Altria will advertise Juul products in cigarette pack inserts and mailings, the company announced.

Government to review vaping regulations after Brexit The government has committed to reviewing how its regulations on e-cigarettes could be changed after the UK leaves the EU, as scheduled for March 2019. In its response to the House of Commons Science and Technology Committee’s report on e-cigarettes, the government agreed with recommendations for a review of e-cigarette regulation “to identify scope for change post-Brexit”. The committee had recommended in its e-cigarettes report, published in August 2018, that the regulations, “which are currently applied under EU legislation”, should be changed as “part of a wider shift to a more risk-proportionate regulatory environment”, in which restrictions, advertising rules and taxes “reflect the evidence on the relative harms of the various e-cigarette and tobacco products available”.

Vaping should be allowed in offices and enclosed public spaces in order to “maximise” access to safer alternatives to smoking, a Government plan says. Announcing a vision to create a “smokefree generation,” ministers set new targets to cut smoking rates by one quarter in adults & to stamp out the habit among younger generations. The Tobacco Control Plan pledges to “maximise the availability of safer alternatives to smoking” and to support smokers turning to nicotine substitutes. In particular, it reminds employers that e-cigarette use is not covered by smokefree legislation so should not be included in policies which ban smoking. “The evidence is increasingly clear that e-cigarettes are significantly less harmful to health than smoking tobacco,” the plan notes. “The government will seek to support consumers in stopping smoking and adopting the use of less harmful nicotine products.” The Department of Health also pledged to monitor evidence about the safety of nicotine delivery products, to be published on an annual basis, with messages about the relative safety of e-cigarettes included in stop-smoking campaigns. Health officials said it was down to individual organisations to choose their own policies, but highlighted Public Health England guidance which stresses that laws banning smoking in the workplace and enclosed public spaces do not cover e-cigarettes. The plan sets out new targets to cut smoking. Six years ago, more than 20 per cent of adults smoked, which is now down to 15.5 per cent the lowest level since records began. The new target is to cut this to 12 per cent or under by 2022, with a target to cut smoking among 15 year olds from 8 per cent to 3 per cent or less.

VAPING ETIQ To vape or not to vape, that is the question: Whether ’tis nobler in the mind to suffer the slings and arrows of outrageous restrictions, Or to take a stand against a sea of misinformation and by opposing it? Vaping is invariably lumped with “tobacco-free” initiatives in the eyes of the law and rules governing public use vary greatly by location. Posted policies that expressly declare that vaping is prohibited are becoming more common but often such signage is lacking. As a result of this ambiguity, the life of a vaper is fraught with potential conflict. Always keep in mind that there are still plenty of people who wrongly assume vapor clouds are equivalent to cigarette smoke. Indoor smoking has been banned in many states for over a decade and in these areas you can expect people to become quite alarmed if you start throwing clouds in a public setting. Uncouth behavior harms the rights and interests of vapers in the long term. The best policy is to abide by basic rules of etiquette. Public Ignorance Most people don’t know much about vaping. Unless cloud chasing, it is a discrete activity that is most often confined to cars, closed offices, outdoor smoking areas and the comfort of one’s own home. Another factor is that plenty of people will have no idea what you are vaping and may be suspicious. THC and nicotine are the usual suspects. Vaped vitamins, CBD oil and nic free e-juices are not on most non-vaper’s radar. This will inevitably change as time goes on, but for now, try to be understanding of the general

QUETTE public ignorance over vape devices. As a general rule, vaping is going to get lumped in with smoking. It can be frustrating, but you should always ask before vaping in an area that doesn’t allow smoking, even if vaping is not mentioned specifically. If there is no one to ask, just refrain altogether.

Around non-vapers and non-smokers Etiquette and personal responsibility come into play when you are surrounded by people who don’t smoke or vape. This is the majority of the population, and our freedom is largely dependent on our ability to operate within societal norms. There are still many areas where restaurant and business owners can make their own rules about vaping. There is no faster way to get vaping banned than to generate complaints from the other customers. If you are in an area where vaping ordinances do not exist or it is not banned by law, please keep abide by these simple rules. Don’t blow vapor in anyone’s face Let us start with obvious rule first. Defiantly blowing clouds into the faces of others isn’t an “alpha move”. Yes, there is a movie trope where the domineering boss blows cigar smoke in the face of his underlings, but keep in mind that in the real world people take their personal space very seriously. Make sure that they are not going to get assaulted with your scented vapor cloud, which is probably stronger smelling than you realize. As good as the puff may have tasted on the way in, it is not going to smell nearly as pleasant on the way out. Many people are sensitive to fragrances so avoid this boorish behavior.

So, Interview what part of Australia are you from, what was it like growing up there? Im from south australia, mostly grew up around the adelaide hills. and its awesome, lots of forrest to explore and only 30 minutes from the big smoke of the city.

As you have traveled across the planet, where has been the best country to visit?

I have been lucky enough to travel a lot, New Zealand is probably the raddest place ive been.

What are your top three films of all time?

Beer! You love it, we love it...what’s your go to brew? Haha at moment my everyday beer is coppers session ale or Victoria Bitter. but go to craft would probably be elvis juice or Kaiju Krush

Snatch, Pulp Fiction and probably Step Brothers.

What is your favourite genre/band, and of course, your favourite song of all time. Punk. NOFX and probably the decline - by NOFX

Just looking at you, it is pretty easy to see you really like your tattoos. Of all of the work you have on you, which piece is your favourite, or most significant? Oh I dont think I could have a favourite they're like children. but probably the skull on my shoulder

What is your favourite native animal? hmmm probably the red kangaroo!

I’m curious, where did the name The Vaping Bogan come from? It definitely stands out from the crowd, how did it come about? It’s pretty simple, a bogan is like an aussie redneck, I just had a funny idea to combine boganism with vape reviews and it kinda snowballed from there.

OK, now we’ve learned a bit about the man behind the cap. What about vaping? When and how did you get into it? I just wanted to quit smoking for years, failed many times and then I found vaping via youtube and surprise surprise it worked!

The tpd/trpr regulations - How badly do you think they have affected the industry in europe? Have they damaged the image of vaping, in your opinion? I think it has had some negative effects but overall your doing a lot better than australia. the UK especially is really doing a pretty great job even with a few dumb regulations I think your going in the right direction.

What was your first Vaping device ? Joytech Ego Twist with a Kanger Protank Mini 3.

How did you get into vlogging? Did you sort of drift into it, or was it a conscious decision to become a vlogger? just started as a joke and then people keep wanting more and well, here i am nearly 5 years later lucky enough to be doing it for a job.

What can you tell us about your work as a vape advocate? It seems like it could be a very interesting field of work to be involved in?

I wouldn't say I work in the field of advocacy I just feel it my responsibility to advocate for the community that supports me.

How can the person “in the street’ get involved with promoting vaping as an alternative to tobacco? What can you tell us about the state of the industry down under?

Educate the general population, the misinformation out there is one of the most damaging things we face as an industry. Also tell your politicians you vape and you vote.

Then there is various states like south australia which have really screwed the industry by throwing everything vaping in with tobacco legislation.

Thank you for taking the time to be a part of the very first Issue of Vapourclip. What would you like to see in the next issue?

There are no flavour bans as yet but australia still cant sell liquid with nicotine so we are stuck ordering from overseas and adding it to our local liquids.

Its very worrying time for aussies. our hope is the federal government brings in some common sense laws that will supercede these archaic state regs.

NHS: HOSPITALS SHOULD SELL E-CIGARRETTS, SAYS GOVERNMENT AGENCY

Hospitals should stock e-cigarettes for sale to patients and permit “vaping” in private rooms as part of the NHS ”smoke free” efforts, according to health chiefs.

Smoking shelters should become "vaping lounges" for less risky e-cigarette use, NHS bosses said.

The call comes from Public Health England, as part of an evidence update on the safety of tobacco alternatives which it says should be used more widely as quitting aids. Meanwhile, Government officials should help manufacturers licence e-cigarettes as medical quitting aids.Such a move would allow GPs to prescribe the devices to their patients who are trying to stop smoking. In the independent review, which updates 2015 guidance, experts concluded that vaping only poses a small fraction of the risks of smoking and could be particularly helpful in mental health hospitals. These patients are often on a long-term stay, and have high levels of smoking and tobacco related harm which could be mitigated by promoting vaping. E-cigarettes could be contributing to 20,000 new quits each year, they estimated. But the number of people using the products has “plateaued” and now stands at just under three million people in the UK, according to the review, which was conducted by experts from King’s College London and the UK Centre for Tobacco and Alcohol Studies, the University of Stirling and Cancer Research UK. One reason behind the stall in uptake could be misconceptions about the levels of harm linked to the devices. Researchers found that thousands of smokers “incorrectly” believe that vaping is as harmful as smoking and two in five smokers had not even tried an e-cigarette. In a linked editorial, published in The Lancet, experts from PHE said: “Although not without risk, the overall risk of harm is estimated at less than 5% of that from smoking tobacco; the risk of cancer has been calculated to be less than 1%.” PHE officials also warned about the risks of tobacco industry efforts to promote “heat not burn” tobacco products as a safer alternatives to regular cigarettes. It warns that while these combustion-free alternatives currently

Smoking appear to have some reduced risk, the majority of the research has been conducted the tobacco industry. Following the review, PHE has made a number of recommendations about e-cigarettes, including a call for the Medicines and Healthcare products Regulatory Agency to support manufacturers to license the products as medical quit aids so they can be made available on the NHS; encouraging any smoker to switch to using e-cigarettes, and calling on NHS trusts to be “truly smoke free”, and as part of this, ensuring e-cigarettes are for sale in hospital shops. Martin Dockrell, tobacco control lead for PHE, said: “We are saying no smoking anywhere on the grounds [of hospitals], no smoking in the smoking shelter – that shelter becomes a vaping shelter. “There are two parts to being a smoke-free hospital, one is not allowing smoking on the premises, the other is helping every smoker to quit. “Some hospitals will decide, especially with their longer-term patients or patients who don’t have a choice whether they are there or not, where it will be appropriate to have spaces indoors to have spaces where vaping is permitted.

Vaping “It would be tragic if thousands of smokers who could quit with the help of an e-cigarette are being put off due to false fears about their safety.” Ann McNeill, lead author and professor of tobacco addiction at King’s College London, said: “It’s of great concern that smokers still have such a poor understanding about what causes the harm from smoking. “People smoke for the nicotine, but contrary to what the vast majority believe, nicotine causes little if any of the harm. However pro-smoking groups argued PHE’s endorsement could be enough to keep people smoking tobacco, by making e-cigarettes “just another smoking cessation aid”. “If that happens they will almost certainly lose their appeal to independent-minded smokers who don’t want the state dictating their behaviour,” said Simon Clark, director of the smokers’ group Forest.

“The strongest case for that is psychiatric hospitals because [these patients] have got the highest prevalence of smoking and the highest levels of smoking related harm. “Single occupancy rooms are quite common in mental health trusts so that makes it very easy for people to vape in a single occupancy room without any annoyance to anybody else.” On acute hospitals he added: “It is going to be for each hospital to make their own policy but yes, we would certainly encourage them to make at least some single occupancy rooms where people can vape. News Hong Kong to Impose Full Ban on E-cigarettes and Other New tobacco products Carrie Lam Cheng Yuetngor, Chief Executive of Hong Kong has announced plans to ban e-cigarettes and other new smoking products to protect public health. Carrie Lam said in an annual policy address that her government was drawing up proposed legislation to forbid the import, manufacture, sale, distribution and advertisement of products used in the pastime known as vaping. E-cigarettes typically contain the stimulant nicotine and there is little research on their long-term effects, including whether they help smokers quit. The rise in teenagers using e-cigarettes has alarmed health officials in the United States who worry users will become addicted and be more likely to try cigarettes. The use of vaping devices has been widely criticised and more than two dozen countries have already banned them. Numerous local governments in the US have also sought to limit their availability, concerned especially about the possibility that young people will become addicts and begin using tobacco. Worldwide, the market for cigarettes is declining, although mainland China remains the largest producer and consumer of tobacco products, with more than half of the country’s men regular smokers. In Hong Kong, bans on smoking in public places have significantly reduced consumption and the mainland has followed in recent years by forcing smokers outdoors.

“It’s unfortunate that the government decided to reverse its earlier balanced decision to allow and regulate these products in line with the international trend,” Philip MorrisInternational Inc. said in a statement“We firmly believe that concerns regarding youth access can be better addressed through appropriate regulation and education.” Tobacco makers were looking to Hong Kong as a potential market for alternative devices. Philip Morris said it doesn’t sell any of its new tobacco alternatives in Hong Kong, while Japan Tobacco Inc. said it only sells paper cigarettes in the territory. “A full ban of e-cigarettes will only make black market business more popular, not help to protect teenagers under 18 years old and consumers,” the Coalition onTobacco Affairs, an industry group, said in a statement. It added that none of its members is selling e-cigarettes or heat-not-burn devices in Hong Kong. Lam’s speech focused on improving quality of life in Hong Kong, where education, health care, youth employment and

the high cost of housing are key concerns. Among the new policies announced is a plan to build new housing units that could provide homes for more than 1 million people. Lam did not touch on controversial political issues in the territory, where Beijing has increasingly tightened its grip since Hong Kong’s handover from British to Chinese rule in 1997. There is a fundamental illogicality here! If vaping is just as bad or almost as bad as smoking tobacco why on earth has the sale of tobacco products not been banned? If e-cigarettes present a particular threat to the health of young people, why is nothing being done to eliminate much greater, proven health risks involving products targeted at young people that are full of carbohydrates and unsaturated fats – not forgetting the menace of monosodium glutamate that is heavily used in Hong Kong? The answer is that these productshave not


been banned because their use is backed by the companies producing and selling them, and that this stuff is wildly popular with consumers. If there is a scintilla of doubt about this assertion, just pay a visit to your local McDonald’s, KFC or any other fast-food outlet that gives the health lobby the jitters. Consumption of food and other products abounds with health risks, and governments who take their responsibilities seriously make efforts to alert the public to these risks. In the case of tobacco products, a mandatory labelling system spells out the health risks but, strangely, no such label is put on, say, a can of sugarinfused, fizzy drink with proven harmful effects. There is always the option of using taxation to deter consumption of harmful products. This method is commonly applied to tobacco products and there have been attempts in the United States to levy taxes on those wretched fizzy drinks. Taxation at least has the virtue of making consumers think again about their purchases and adding to the public coffers. In principle, there is nothing wrong with the government citing the public interest as a motive for intervening in the free markets. It happens all the time, and with regard to specific products that present an unequivocal danger to the public, such as guns. There is also a case to be made for banning products derived from endangered species. However, the ban on e-cigarettes is in an entirely different category and undermines Hong Kong’s fundamental capitalist ethos that stresses choice, self-reliance and firm opposition to government control of markets. The validity of this ethos is most certainly open to debate but it would be far better if it came through the front door rather than the back door. The slippery slope towards control of markets starts with bans on products that fall out of favour with government officials. If every product carrying a health risk were to be banned, businesses would enter an era of regulatory overreach and uncertainty. In the case of e-cigarettes, the bulk of medical opinion supports the notion that they are considerably less harmful than cigarettes, which are not being banned.

Scottish prison services’ investment of £150,000 in vaping equipment for prisoners hailed as a positive step. Prisons in Scotland have distributed around 7,500 starter kits in a bid to improve physical and mental health among inmates.

A nationwide prison smoking ban was brought in November, but Scotland still had to contend with a high rate of nicotine addiction in prisons. In August 2018, the Scottish Prison Service (SPS) strengthened its commitment to going smoke-free by announcing it would provide inmates with starter kits. Prominent vape company JAC Vapour stepped up to provide the kits. The investment by SPS totals £150 000, averaging £14 each. Though some have criticised the cost, the SPS insist that this is a worthwhile investment in the long and short-term health of both prisoners and staff. At the time of the ban, a study found that prisoners in Scotland had a 72 percent smoking rate, significantly higher than any demographic in the general public. They also had a second-hand smoking rate comparable to a public bar in Scotland prior to the 2006 ban. It is too early to get a full measurement of how this will affect the prison smoking rate, but staff have praised the changes already. Scottish Prisoner Services spokesman Tom Fox said: “It’s a very positive step for the well-being of the people in our care and the people who work for us. I think it’s money well spent. The health benefits for our staff and those in our care greatly outweigh any initial cost we have introducing the programme.” Both prison staff and inmates have also reported a noticeable improvement in air quality, with the SPS claiming it to be 80 percent cleaner. JAC Vapour is one of the only independent companies outside of China to design and create mainstream vaping devices for people who want to give up smoking. The SPS Smoke Free Prisons initiative went live at the end of November and the company has been working closely with the SPS and its smoke free team to design products that meet the specific requirements of prisoners and the service. As a result of the collaboration they have created a device called the Wee VIM, which was based on one of their newest e-cigarette designs, the VIM. Both hardware devices are available to prisoners alongside specially formulated Nic-

Positive Futures, which campaigns for the rights of prisoners, said a black market had already developed within Scottish prisons. “There seems to have been quite a high take up of the vaping devices supplied by the SPS and, for some people, the ban represented an opportunity to give up smoking,” he said. “But there are reports that tempers seem to be a bit shorter for some and that the black market price of tobacco, papers and lighters has rocketed. “A half-ounce of tobacco is now reported to be on sale for over £100, papers for £15 and lighters around £50.”
