A girls only group is accepting new members. Youth Assisting Youth is running a third and fourth round of the group in Vaughan, which has been popular so far. The group is run out of the Maple Community Centre, 10190 Keele St., where they now have a permanent home. The group is for girls aged between 12 and 15. Vaughan firms face bureau probe at the Ontario Superior Court in Toronto March 23. Bureau senior communications advisor Gabrielle Tasse said the length of the investigation will depend on the evidence gathered before and after the raids. “This (investigation) is particularly related to pouring concrete for private residences in the locations mentioned (Vaughan),” she added. As for penalties for crimes related to price-fixing, Ms Tasse said if any alleged crimes happened before March 2010,

Canada’s Competition Bureau is investigating alleged price-fixing among a number of Vaughan concrete forming companies involved in the city’s home building industry. Although investigators are tight-lipped about the probe, The Citizen has learned that offices in Woodbridge, Concord and Vaughan have been searched as part of an investigation that began in earnest after a warrant was obtained

those found guilty could face up to five years in prison and up to $10 million in fines. If the alleged crimes occurred after that, penalties are much stiffer. Fines now can be as high as $25 million, including imprisonment up to 14 years, handed out at a judge’s discretion. The bureau, which resolved three cases last year, said the one conviction earlier this year resulted in a $12.5 million fine for two companies participating in a pricefixing cartel for polyurethane foam.

NOTICE OF STUDY COMMENCEMENT VAUGHAN METROPOLITAN CENTRE – BLACK CREEK RENEWAL MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT VAUGHAN, ONTARIO The City of Vaughan recently completed the Black Creek Storm Water Optimization Study Master Plan Class Environmental Assessment. The study identified a range of alternative solutions to reduce flooding and flood damages, improve water quality and limit stream bank erosion in Black Creek. The preferred solution to address flooding was determined to be the reconstruction and renewal of Black Creek between the Edgely Pond (north of Highway 7) and Highway 407. The Vaughan Metropolitan Centre (VMC) – Black Creek Renewal Class EA will consider different potential alignments and physical forms for Black Creek within the study area and establish a plan for the renewal of Black Creek that satisfies all applicable regulatory criteria.

Measures brought in by the city just last year to curb the pace of urban sprawl in north Vaughan are likely to be scaled back. The Region of York last Thursday supported a change to Vaughan’s official plan, which guides how the city will grow until 2031, to reduce to two from five the number of secondary plan studies that must be “substantially complete” before the approval process gets under way for new development on a massive swath of land between Teston and Kirby roads, on both sides of Hwy. 400.

STUDY AREA The study area is primarily located east of Jane Street, from just north of Highway 7 to just north of Highway 407 as highlighted on the Map (above). SCHEDULE ‘C’ CLASS EA The City of Vaughan has selected The Municipal Infrastructure Group Ltd. to complete the Municipal Class Environmental Assessment Study. The Study is being carried out in accordance with the planning and design process for Schedule ‘C’ projects as outlined in the Municipal Engineers Association Municipal Class Environmental Assessment document (October 2000, as amended in 2007 & 2011). Phases 1 and 2 of the Environmental Assessment were addressed in the Black Creek Storm Water Optimization Master Plan. The VMC Black Creek Renewal Class EA will fulfill the requirements of Schedule ‘C’ Phases 3 and 4 and will address alternative designs, their impacts and all mitigating measures. The preferred design(s) will be determined based on engineering requirements, environmental considerations, public input and information gathered during the study. CONSULTATION Opportunities to provide input to the planning and design process are provided throughout the Study. This Notice of Study Commencement is being issued to notify the public of the project and to invite comments. To further facilitate public input, we encourage those with an interest in the study to provide their input at any of the scheduled Public Information Forums held by the City. Two Public Information Forums (PIF’s) have been proposed as part of the Study. The first PIF will be held later this year to present alternative designs and receive public input prior to evaluating the alternatives. The notices of the PIFs will be published in local newspapers with details of the location and time. At the completion of the Study, a comprehensive Environmental Study Report will be filed for public review. The region is recommending the change be approved by the Ontario Municipal Board, which has the final say on the matter. Should that happen, as expected, construction of about 9,600 mainly singlefamily homes will go ahead more quickly than originally expected. The region signed off on the change after the majority of city council voted in favour of the controversial move last Tuesday. “I think, at the end of the day, we, as councillors, have a
responsibility to the residents to make a decision based on all of the information in front of us. When I put all of the relevant information in front of me, I have no choice but to support this recommendation,” Woodbridge East Councillor Rosanna DeFrancesca said at Tuesday’s meeting. “I need to protect the residents of Vaughan. We need to keep our options open. We have a volatile market now and we need to be cognizant of that.” She was joined in supporting the move by all members of council except Regional Councillor Michael DiBiase, who declared a conflict of interest as his children own land in the area, and Regional Councillor Deb Schulte, who spoke out against changing the phasing-in measures.
Knee-jerk reaction Ms Schulte argued that it means the city is now plowing forward with the same type of development that created Vaughan’s current traffic woes. “We’re in a deficit position (as far as infrastructure). I don’t know how we got there. I don’t how you get out of it. But you don’t get out of it by continuing to go forward in the same way you were dealing with it in the past,” she said. “I can’t defend this approach to our residents and I’ll be voting against what I believe is a knee-jerk reaction to the region’s need for development charges and the development industry’s desire to keep their business going full steam ahead. We need a different way forward
if we’re going to get ourselves out of this box and this is not the way to do it.” The decision to speed things up marks a dramatic turn-around from last year when city council, after a hard-fought battle, introduced more stringent phasing-in measures into the city’s official plan, something the previous council opted not to do. The latest move was sparked by a presentation from York Region staffer Paul Bottomley two weeks ago. He appeared before the city’s committee of the whole, warning about a potential shortage of single-family homes, including detached, semi-detached and row houses, in the region’s southern municipalities, including Vaughan. Some of the city’s most high-profile developers — including Jim DeGasperis, Alfredo DeGasperis, Carlo Baldassarra and Marco Muzzo — own land in the area and have repeatedly made the same argument.
Environmentalists oppose Local environmentalists and opponents of urban sprawl, meanwhile, have staunchly opposed going ahead with developing the northern areas of Vaughan outside the current urban boundary. They argue that building thousands of single-family homes in the city’s north end will only add to already pressing infrastructure woes by putting even more vehicles on overburdened roads.

Consider it your roadmap to the future, a time machine owner’s manual and it is yours for the asking. Groundbreaking Vision 2051, a document two years in the making and designed to guide us four decades hence, is a fascinating vision for York Region’s future containing a number of bold and innovative actions that promotes our health and wellbeing and the liveability and sustainability of our communities. The 32-page report, endorsed by regional council, has special meaning for head of Strategic Initiatives Karen Antonio-Hadcock who led the four member in-house research and production team. “We’re incredibly proud and excited for the region,” she said, referring to recently retired Long-Range and Strategic Planning director John Waller, planner Trish Elliot and graphic desiner Ingrid Roberts.” This is probably the most rewarding project I’ve completed in my professional career.” Distilling input from more than 2,000 residents, community organizations, regional government and businesses, the document expresses what people want York Region to be like in 40 years. A living document, Vision 2051 updates Vision 2026 as the region’s primary long range plan and will influence regional staff decisions while guiding council, Ms Antonio-Hadcock said. The new survey is a companion to the region’s strategic plan, which is set up in four-year horizons corresponding with the terms of regional council. A view to the future required a look to the past for the research team. Offering a retrospective to 1971 when the region was created, Vision 2051 documents York’s spectacular growth to date. In 40 years our population grew from 169,000 to almost 1.1 million. By 2051 it’s estimated York will have 1.8 million residents. Of this citizenry, 23 per cent will be older than 65 and six out of 10 residents will be newcomers to Canada. The 322,000 households today will double in 40 years, the report predicted. The majority will be located in Vaughan, Richmond Hill, Markham and Newmarket along main corridors including Hwy. 7 Yonge Street and Davis Drive. Our current 516,000 jobs will grow to more than one million in 2051. Technology will play a critical role in daily lives, water and waste will be critical resources and our native and nature green spaces will be preserved, the report foreshadowed. Amongst the myriad of findings and projections, Ms. Antonio-Hadcock found it interesting that issues facing the region 1971, including growth and diversity, continue to challenge planners today and into the future. Vision 2051 positions York Region well to embark in new partnerships and collaborative efforts to address the biggest trends and issues facing the region in the years to come, York Region chairperson and Chief Executive Officer Bill Fisch said. “How we approach issues such as community design, climate change, transportation, waste management, demographic changes, economic vitality, housing

Italy may have lost the Euro 2012 final to Spain Canada Day, but that didn’t dampen the spirits of the thousands of families and music fans who make their way to Mackenzie Glen District Park in Maple for Vaughan Celebrates. There were no sad faces to be found, just people ready to wave red and white maple leaf flags and dance their proverbial pants off. Luckily for them, the city put together a sweat-inducing lineup to match the gorgeous day of weather, topped off by the return of a truly pioneering Canadian band. The festivities kicked off with two young local bands, Bridge 6 and Talk. Both did a great job getting everyone’s feet moving with similar pop rock rhythms that also showed a great deal of potential. Original material was interspersed with excellently done covers from Red Hot Chili Peppers, Adele, Lady Antebellum, Cheap Trick, and even Prince. Bridge 6 vocalist Venessa Bandiera was particularly impressive, so much so that she was invited back to sing“O Canada by Rogers TV daytime host Jeff Moore. While it was breathtaking, a DeLorean would have been more fitting, as singer Mark Holmes, guitarist Sergio Galli, and new members Dan Todd (drums) and Rob Laidlaw (bass) took us back to the mid-’80s, when Back to the Future was in theatres and Platinum Blonde ruled the airwaves. It was awesome to see kids who weren’t even born when Standing in the Dark or Alien Shores first came out react so positively and sing along so enthusiastically with New Wave classics Situation Critical, Hungry Eyes, Sad Sad Rain, Not in Love, Doesn’t Really Matter, and Crying Over You. Holmes was visibly enjoying himself and his band’s reunition that at one point he emphatically declared, “We are Platinum Blonde, and we are back”. I don’t think anyone who was at Vaughan Celebrates would argue with that statement.

A long-serving Canadian senator from Vaughan has resigned his post one year before he was set to retire. Consiglio Di Nino, 74, who served in the Senate for almost 22 years, was born in Italy in 1938. After a long career in the banking industry, Mr. Di Nino was in 1990 appointed to the post by thenprime minister Brian Mulroney. Mr. Di Nino sat as a Progressive Conserva-
tive member of the Senate until he joined the Conservative Party of Canada in 2004. His interests while in office included the status of Tibet and he remains a strong proponent of boycotting China because of its ongoing occupation of that country. So far, no official reason for his early departure has been named, according to the Senate’s communications department.

A new high-rise development at one of Vaughan’s busiest intersections is going ahead despite concerns the area cannot possibly handle any more traffic. City council last week approved official plan and zoning bylaw amendments that pave the way for Liberty Development Corporation to build two residential high-rise towers — 30 and 33 storeys respectively — as well as a 9-storey office building and a six-storey residential “podium” at the northeast corner of Weston Road and Hwy. 7, former home of the Al Palladini car dealership. In total, more than 780 units will be part of the project. Local residents have repeatedly raised concerns about adding more people to an area already choked by heavy traffic. But the majority of council, with the exception of East Woodbridge Councillor Rosanna DeFrancesca,
voted to approve the proposal. Many council members called the development a model for the type of mixeduse projects — with residential, retail and office components — the city envisions for the Vaughan Metropolitan Centre (VMC) being planned farther east along Hwy. 7. “This building will actually be part-and-parcel of the gateway into the Vaughan Metropolitan Centre and I am confident that, working with the developer, who has a great track record in building top-quality products, as well as the residents’ associations that are very active, not to mention the representation at the local and regional level,” Mayor Maurizio Bevilacqua said. Regional Councillor Deb Schulte was not quite as optimistic. She voiced concerns about the impact it will have on traffic in the area, but voted to support the development because it is a high-quality
project with an office tower component. Regional Councillor Gino Rosati, meanwhile, said he supported the development for a number of reasons, including the fact staff endorsed it and the city would likely not be able to win should the developer take the matter to the Ontario Municipal Board. “I do agree that this is a great development,” he said. “I am also appreciative of the developer providing funding for the community as well as for the hospital. I am appreciative of the quality of the development. My only concern is the density of the development and the impact in the community that this project, together with others, will have.” Liberty Development Corporation, to mitigate the impact of its project, agreed to make a $600,000 contribution that will go toward a yet-to-be-determined community project in East Woodbridge.

A professor specializing in municipal politics has reacted with surprise to the news that Vaughan is refusing to release the severance packages of the four executives who were dismissed last week. Andrew Sancton, a political science professor at the University of Western Ontario, in London, said not releasing the information may point to a problem with transparency within the city. “How much did it all cost?” he asked. “That has to be made public. It’s very common for this type of detail to be released. Because there are so many of them (dismissed directors), the total amount must be very high and I would guess that would be a concern for the people in Vaughan. If substantial amounts of money are being paid out, it’s a matter of local transparency.” Although he would not speculate on how much severance he thought the four bureaucrats would receive, he did say he has heard in the past of town and city executives receiving one-and-a-half times their annual salaries as severance. tuted in Vaughan, the cost could reach almost $1 million for the four employees whose combined pay was $626,428. The city deemed the severance packages to be confidential, however. There has been a number of new hires in Vaughan in the past two years: 10 new commissioners and directors, including a commissioner of planning and commissioner of engineering and public works.
At least two of the 10 positions mentioned above were to replace retiring staff. Other new roles recently created at city hall include executive director of innovation and continuous improvement, director of internal audit, and a re-jigged position now known as commissioner of strategic and corporate planning. As of last week, the city is also looking for a new legal and admin-
istrative services commissioner, director of corporate communications, director of enforcement services and human resources director. By the time the last of the hires occur, 10 out of the 25 directors and commissioners at the city will have been appointed since the mayor and new council took the helm in 2010. The city is also creating a new role by ushering in a commissioner of strategic and corporate services. Mr. Sancton said that often times, when communities such as Vaughan grow at such a rapid pace, city managers must take the appropriate steps to bring in new people who can handle the increased pressure that a city, as opposed to a town, brings with it. “Vaughan has had a huge amount of growth,” he added. “It must have been one of the fastest growing places in Canada. It makes sense that some people (staff) might not have been able to adapt to the growing municipality. “If the same people have been around for plenty of years, especially when the community was smaller and they didn’t keep up with the latest way of doing things,
then the city would have been falling behind and not working efficiently and effectively.” In terms of how this could effect the inner workings of the city, he added that the move could have both benefits and drawbacks. “This is likely to be a good thing, but occasionally it can backfire,” he said. On one hand, by bringing in new and perhaps more skilled people, the city could benefit with new ideas as well as fresh possibilities and thinking, he said. However, Mr. Sancton also said that if too many staff members are dismissed, Vaughan could get a reputation as a city with a high turnover rate, which could hurt its future efforts to recruit skilled staff. Meanwhile, city manager Clayton Harris said that “attracting and retaining skilled staff is very important at the city in providing service excellence. “Whenever we have a vacancy at the director or commissioner level, we often use search firms to find the best people we can. In any growing and evolving organization, there are staff changes, whether through retirements, restructuring or individuals pursuing other careers.”

Blanketed by unrelenting heat, students turned out to grieve at St. Brother Andre Catholic High School in Markham this morning. Sometimes in small groups, but most often alone, they filed quietly into the school many had left behind only a few days before. Some wore black. Others carried flowers. A few wiped tears. But, the students were all united in their purpose: to mourn the death of classmate Sara Nicole Girard and show support for Meghan Timewell and Allison Neville, both hospitalized at Sunnybrook Health Sciences Centre in Toronto. The public show of support followed a fatal crash on Hwy. 11 in Armour Township, just south of Burk’s Falls Monday. Ms Girard, 17, of WhitchurchStouffville was killed, while Ms Timewell, 18, also of Stouffville and Ms Neville, 17, of Markham were critically injured when the 2003 Pontiac Montana in which they riding veered off the highway and rolled. Stephen Vizl, was among Friday’s graduates, who arrived at the school with a couple of friends, also mourning the loss of the young women. “I can’t really say anything bad about them,” Stephen said, his voice halting. “They’re just really nice people who were part of our lives.” He has spoken to some of the other students since the crash. “They’re probably doing the same as me — I’m not doing too well, myself but we’re managing, I guess.” Student Patrice Bigaignon
remembered seeing the young women, smiling and happy, walk on stage during graduation. “The news was unexpected, really sudden,” he said. “It really hit home. It’s really shocking.” Brother Andre principal Dan Zaroski read a prepared statement in front of the school today, just steps from the flagpole, which flew the Canadian flag at halfstaff. Administrators opened Brother Andre to provide a place for the school community to grieve, talk and pray, he said. The school has heard from several Catholic school board executives and Education Minister Laurel Broten since the crash, Mr. Zaroski added. Father Dominic Barber, pastor of St. Patrick’s Parish in Markham, expressed support for the young women involved in the collision, their families and Brother Andre students. “We are a faith community and we are here to pray together and to be a presence, a faith of Christ to all those who are gathered here this morning,” he said. “It’s a tragic loss, it’s a sudden loss and, at the best of times, we’re never prepared for this, but as people of faith we believe in God’s care and God’s mercy and God’s love for us and for the victims and their families and all those involved.” On his way into the school, student Troy Lawrence noted how sad it is the tragedy struck the young women just a short time after they graduated and were celebrating. “It’s just been depressing really,” Troy said. “Now that someone who you know is gone, it makes you realize you’re not really invincible. Everyone has a time and it’s just unfortunate that (Sara’s) came now.”
SHOP.CA, a new online marketplace, is promising Canadians a better way to shop on the Internet. Torstar, parent company of Metroland Media Group, publisher of The Citizen, has invested in the new site, which launched this spring. “SHOP.CA will connect Canadian retailers and Canadian shoppers in a way no other website can,” said Ian Proudfoot, vice-president and regional publisher of Metroland Media Group -Central Divisions. “I’m confident our readers and advertisers will see the value in SHOP.CA.” SHOP.CA offers millions of products in categories such as clothing, house and home, baby and child, electronics, books and e-books, movies and music. And all are sold and shipped within Canada. “When Canadians come to SHOP.CA, it’s going to be about selection, service and rewards,” CEO and founder Drew Green says. Shoppers can access customer service online or over the phone and earn reward dollars by joining the site’s social network and sharing their shopping experiences. SHOP.CA will fill a gap in the Canadian retail land-

Although Canadians are among the world’s top Internet users, we’re lagging behind when it comes to buying and selling online. “Canadians love the Internet, Canadians love to shop but, paradoxically, e-commerce has never really taken off in Canada and there’s a reason: The Canadian e-commerce experience is not a good one,” Mr. Tapscott said. “There are increased costs. There’s lack of choice.
There’s awful shipping… and don’t even think about trying to return something across the U.S. border.” SHOP.CA will eliminate those hassles and make online shopping easier for Canadians, Green says. During a yearlong development phase, the SHOP.CA team worked closely with partners such as IBM and Bell to ensure the site’s platform is on the leading edge of e-commerce. SHOP.CA will also help local businesses access the Canadian online shopping market, where sales are expected to reach $33 billion by 2016. Retailers and manufacturers can use the site to sell their products, on a costper-order basis, to customers across town or across the country. “Metroland has strong relationships with thousands of local businesses and we think SHOP.CA will be an attractive way to support them in tapping into the growing trend of online shopping,” Metroland president Ian Oliver said.

TransCanada has recently received approval from the National Energy Board, for the Eastern Mainline Expansion project, which includes a 12.9 kilometer pipeline which will parallel, in two sections, TransCanada’s existing pipeline in the communities of Brampton and Vaughan. TransCanada has been engaging with landowners, residents, local community organizations, Aboriginal communities, agencies and municipal, regional, provincial and federal representatives about this project since May, 2011 and will continue to engage with directly affected landowners and residents as we prepared for construction. We remain committed to ensuring that our neighbours are aware of our plans and have access to the team throughout the course of construction through the summer and fall. We will be hosting the community at two open houses in Brampton and Vaughan prior to the commencement of construction, which is expected to kick off in mid-July. Brother inspiration for one-woman play, Stamped by Adam Martin-Robbins

Sarah Magni was an only child for the first five years of her life, so when her little brother Steven came along there was some serious sibling rivalry. “I always wanted to be the star. In every home video I’m jumping in front of the camera,” explained the 24-year-old Woodbridge native. “He had special needs and from the beginning he spent a lot of time at Sick Kids Hospital. He needed a lot of attention so that was really tough for me.” But now, 19 years later, everything has changed. She no longer considers Steven, who has high-functioning autism, the pesky kid brother who stole her spotlight. Today, Ms Magni sees him as a major source of inspiration. So much so, in fact, that she’s written a one-woman play called Stamped, based on his life and their relationship. “He’s such a go-getter and he joins every team and he’s always getting involved in a lot of stuff,” she said. “What’s interesting about autism is it’s such a social disorder. It interferes with social action so at the same time he’s always trying to fight against that and trying to get involved socially. His understanding of what he has and his way of

But in her teens, as a student at Cardinal Carter Academy School for the Arts, she decided to pursue a career in musical theatre instead. During that time, Ms Magni performed in numerous community theatre productions. Then, at 18, she enrolled at the American Musical and Dramatic Academy in New York where she studied for two years. After graduating, Ms Magni spent the next year working in professional theatre before returning home to teach theatre programs at the City Playhouse in Vaughan and in Brampton with Great Big Theatre Company, among others. She ventured back to Manhattan to study at The New School university, which she graduated from in May. It was there, while enrolled in a solo theatre class, that she developed the idea for Stamped. “Originally, I was going to write a show about me and all the gay men that are in my life,” explained Ms Magni, who is founder and artistic director for Thatz Showbiz Theatre
Project, a summer musical theatre day camp for children. “I was so committed to writing this story. It was in my head and it just didn’t come out on paper. It is looking like a summer of gridlock with several road construction projects across York Region including this one on Hwy. 7 in Markham.
Traffic gridlock on Hwy. 7 in Markham and Richmond Hill is no laughing matter these days, but road constructions there and across the region will proceed full steam ahead this summer. “We know it’s messy and disruptive,” Paul May, chief engineer for York Region Rapid Transit Corporation (YRRTC), said of the Hwy. 7 rapidway currently under construction. However, “We think the end result will justify the disruption”, Mr. May added. The $235-million vivaNext project to transform Hwy. 7 into a rapidway for Viva buses is “a very large and complex project to undertake”, with “a lot of anticipation of the end product”, Mr. May said. “It will be unique in York Region,” he said. While works being done have impact to nearby businesses, there are positive feedbacks, too, said Dale Albers, YRRTC’s chief communications officer.

“They recognize the need for rapid transit,” he said. Once complete, Viva will travel 40 per cent faster in its own dedicated rapidway lane, while regular traffic will continue to be in gridlock, Mr. Albers said. “They’ll have the same condition as before,” Mr. May added. While similar works are being done on the Davis Drive rapidway in Newmarket, where construction began recently, other road improvements are happening as a part of York Region’s 30-year transportation master plan. Several are growth projects aimed to increase capacity for all users, including transit, cyclists and pedestrians, said Brian Titherington, the region’s director of roads. Mr. Titherington said while local residents are always concerned with road constructions and the potential disruptions that come with, the objective is to create a footprint that is multi-use and will increase mobility. For example, on Ninth Line in Markham, sidewalks and a cycling facility are being added, he said. He said a project typically takes between five to seven years to complete and involves working with conservation authorities to take into consideration of the existing wildlife. Both Mr. Titherington and Mr. Albers encouraged residents to join them on Facebook and Twitter for construction updates and notices of possible road closures. “We want to be very open and transparent,” Mr. Albers said.

he best way to end the Ontario school system’s reliance on fundraising is to pour more money into public education, parents, teachers and critics say. “We are getting increasingly (to be) a two-tiered education system,” NDP education critic Peter Tabuns said. “That speaks to the need for adequate funding of the education system so parents don’t feel compelled to raise money.” Fundraising Fever, a Metroland Special Report, shows that concerns about overuse of fundraising — and the disparities it creates — are growing provincewide. Potential solutions also include a proposal by the advocacy group, People for Education, which wants a provincial Equity in Education grant created to reduce inequities triggered by fundraising. School boards are pushing for an evaluation of provincial education funding to determine if the current model is fair to all students.
The McGuinty government is starting consultations this fall to cut $10 million from school board administration budgets by 2013-14. “The pressure to fundraise will only grow as boards try to meet the austerity measures of provincial governments,” said Catherine Fife, president of the Ontario Public School Boards’ Association. “We can’t go to our parent councils or school councils and keep asking for money.” There’s no question money is tight. There is a lot of waste in the system and boards don’t always spend their funding appropriately, Progressive Conservative education critic Lisa MacLeod said. “They’ll claim they have no money, but are they managing the money effectively?” she said. Some groups, including Social Planning Toronto, believe fundraising should be banned outright, except for raising dollars for external charities. “I’d rather not have it,” said Chris Ellis, who sits on four school councils in Ottawa. “I’d like for schools to not be able to raise funds for their own use so then parents in those affluent areas might become involved and speak up for greater funding for the education system.” The Coalition Against Public School Inequality suggested a cap on school fundraising. A percentage of each school’s profits, above and beyond the limit, would go into an equalization fund to help disadvantaged schools. But the Ontario Federation of Home and School Associations stated a limit would be too restrictive. “We actually don’t want somebody to say you have to stop here. It’s up to the parents to decide how much they want to do or whether they’ve had enough,” group president Lee Gowers said. Raising property taxes would be a controversial solution, but “that’s how you address inequity, unpopularly, through taxes,” said Annie Kidder, executive director of People for Education. “At some point, we have to bite the bullet and go, ‘That’s what taxes pay for.’ If we want our kids to have books in their libraries, we have to pay taxes.” Critics say the province should outline exactly what materials, activities and programs should be available — at no cost to parents — in all Ontario schools. Currently, it is OK to raise funds for library books, gym equipment and musical instruments. “You need to start with the policy and the vision and laying out concretely what should be there in schools,” Ms Kidder said. “Then you start talking about how you fund it to ensure it’s fair and equitable.” There is also interest in a boardwide mentorship program where successful fundraising schools partner with those that need a hand, helping to reduce the gap in funds raised. “To me, that’s how successful fundraising can be done, really See page 35.

The province wants to know how you want your child care system improved. The government admits aspects of the system are out of date and, as a first step, has released a discussion paper, Modernizing Child Care. The 16-page paper focuses on funding, consistency of quality of programs, laws and accountability and capacity, outlining the challenges each present and posing questions that need answers from those working the field and families using the facilities and services. The discussion is long overdue, according to Family Daycare Services CEO Joan Arreda. The non-profit organization operates many day care centres across York Region and the rest of Greater Toronto Area.

Although the discussion may be lengthy, the end goal is the same for all involved — to create a system that is accessible to all families that need the service. The Day Nurseries Act, which sets out the minimum standards day care providers must meet, hasn’t been reviewed in three decades, she pointed out, adding this means anyone
can open a day care if they meet some very basic standards. “It begs us to question what the quality of the programs are and the consistency across the province,” she said. With so much emphasis on early learning enhancing a child’s development, evident by the implementation of the full-day kindergarten program, it is important for children in day care to be receiving educational programing through play. The province suggests increasing data collection, evaluation and reporting to ensure programs are keeping up and benefiting the child. “It’s no secret that bad child care is bad for children,” Ms Arreda said. “We especially need to make sure those day-care facilities receiving public money have measures of quality control.” Since full-day kindergarten has been put in place, day cares have struggled with funding, since four and five-year-olds no longer require this service. This age group previously offset the cost of operating a day-care facility as younger children require a great staff-to-child ratio. As for home child-care operators, the paper states its goal is to improve safeguards and communication in the informal sector. The province seeks feedback on creating a registry that could help it communicate with caregivers to provide them with information about program quality and health and safety. “People who have been in the field for a long time have been asking for this discussion for 30 years,” Ms Arreda said. “I’m pleased to be seeing this paper circulated to open the window.” The five guiding principles in the province’s long-term vision for early learning and child care include support and choice for children and families, commitment to quality programs, efficient funding formula, supportive legislation and regulations and evidencebased decision making and reporting, the paper states.

A proposed Taoist temple from the Fung Loy Kok Institute of Taoism will be built in Markham, the Ontario Municipal Board ruled this week. The institute’s application for a rezoning and site plan approval to permit a place of worship was rejected by Markham council last fall based on a built form many area residents said would be incompatible with the neighbouring residential area. However, OMB member Mary-Anne Sills outlined that the proposal is “sensitive” to the surrounding neighbourhood and will not result in the creation of unacceptable impacts. The building has been designed by award-winning architect Brigitte Shim in a “tasteful manner” that’s considerate of the abutting properties and the neighbourhood as a whole, Ms Sills stated. While the town-hired lawyer argued at the OMB hearing that more parking is needed
than what was approved under to the flawed bylaw, “It is worthy to note that at the time of this hearing, the impugned bylaw remained in force,” the ruling stated. “Despite the error having been identified in about August or September of 2011, it was not until February 2012 that council approved a resolution to go forward with changing/correcting the bylaw.” Because the temple doesn’t expect to have more than 15 to 20 people attend at the site at any given time, the OMB is satisfied that 30 parking spaces are sufficient to accommodate a maximum capacity of 120 persons. In terms of transportation and traffic issues, the board cited that both Markham and Toronto transportation experts have evaluated the site and concluded the location is satisfactory. “The traffic impact is benign, the access onto Steeles Avenue is satisfactory, and a second access is neither warranted nor desirable,” the ruling states.

Education foundations across the province continue to play a role, helping to reduce inequities in opportunity between well-off and disadvantaged schools. There is no severe pressure on schools to raise funds for things like field trips because many foundations will cover those costs. “Having a central education foundation completely changes the landscape for children in a city,” said Jane Fulton, executive director of the Education Foundation of Ottawa. “We make sure that no student is left out.” Small businesses and large corporations continue to work to bridge the gap by providing donations and incentive programs. “That’s what we are counting on, businesses in the community,” said Luce Paradis,
principal at Assumption Catholic School in Ottawa. The school is in a low-income area and doesn’t usually host fundraisers. Without corporate donations, it wouldn’t be able to reach its goal of $50,000 for a new play structure. “We have to outsource a little bit.” The Campbell’s Labels For Education program, for example, invites schools to collect labels from Campbell’s products such as soup cans and Goldfish crackers and redeem them for educational resources from books to gym equipment. A number of other companies such as Chapters, Boston Pizza and McDonald’s host special events that encourage parents to purchase their products and then give a portion of sales back to schools. Others, such as the Elementary Teachers’ Federation of Ontario, believe businesses don’t belong in public schools. “It’s a tempting road because it’s a quick fix to the funding situation,” said Kawartha Pine Ridge ETFO president David Wing.
