A new technology may hit your child’s classroom this fall. Educators from York Region’s public, Catholic and French school boards were the first in Canada to test drive the new AcitvTable by Promethean in Aurora this week. The new technology features a 46-inch touch screen promoting interactive learning designed to drive student engagement, participation and creativity.

Vaughan to impose new caps on towing fees by Adam Martin-Robbins

The city’s new caps on towing rates will cripple local business owners, according to one tow truck industry insider. But the Canadian Automobile Association (CAA) says the move is necessary to protect consumers. “It will hurt everybody’s business,” said Rob Mileto, owner of Streetpro Roadside Assistance, who ran unsuccessfully for council in the 2010 municipal election. “We’re spending over $15,000 to $20,000 a year on insurance per tow truck, how do you justify that? It’s going to put a lot of people out of business.” Councillors recommended going ahead with new rate caps at a committee of the whole meeting Tuesday, but the recommendation still requires council approval.

Should that happen, as it likely will, tow truck operators would only be allowed to charge a maximum of $125 for a non-collision tow and that includes the use of dollies and other equipment used to assist in towing. The maximum storage fees would be set at $55 per day for outside storage and $60 per day for indoor storage, over a 24-hour period. The city is also moving to limit the amount that can be charged for waiting at the Collision Reporting Centre to $67 per hour, after the first hour. But the city also proposes to boost the rate for travel time outside city limits to $3.58 per kilometre, up from $2 per kilometre. The new rate caps would be added to the existing bylaw, which

Bill 13, the Liberals’ anti-bullying legislation, passed third and final reading today with a vote of 65-36. Thanks to the NDP’s support, the Accepting Schools Act is the first bill to become law for the minority government this session. The Progressive Conservatives voted against the controversial new law that enshrines students’ right to form gay-straight clubs in all publicly funded schools.

Opponents, who included the newly formed Anti-Bullying Coalitions of Ontario and religious and family-focused groups, instead wanted the Tories’ anti-bullying Bill 14, a bill two years in the making, to form the basis of the new law. Parents as First Educators, formerly Ontario Catholic Parent Advocates and Ontario Catholic Parent Association, collected more than 10,000 names on a petition to try to persuade the Assembly to vote against the bill. Cardinal Thomas Collins, archbishop of Toronto and president of

the Assembly of Catholic Bishops of Ontario, also spoke out against the bill but released a statement this morning that Catholic partners will recognize that the act is now law and “will seek, as we have always done, in a way that is in accord with our faith, to foster safe and welcoming school communities”. Karen Sebben, a member of the Ontario anti-bully coalition and founder of York Region’s anti-bully group, expressed disappointment after this morning’s vote at Queen’s Park. It was a display of Liberal arro-

gance, she said, by a minority government focused on maintaining political power and gain. “I predict a fall-out from this piece of legislation. It has a very poor definition of bullying, it lacks accountability and there is a continued lack of oversight,” she said. “Bill 13 is an exclusive approach to an issue that should be inclusive. The legitimacy of our government should be called into question ... It turned into nothing more than provincial government bullying and I am disgusted.” Sam Hammond, president of

Elementary Teachers’ Federation of Ontario, lent his support to the new law, saying it strengthens anti-bully policies and strategies. “For example, the legislation requires more diligence on the part of principals to investigate and report back on such incidents.” But he warned that funding would be needed to ensure the new law’s requirement of professional development for classroom teachers and school staff to learn about bullying prevention.

The Ontario Junior Hockey League has made revisions to its divisional alignment for the 23 teams preparing to ice entries for the upcoming season, the Jr. A league announced yesterday. Part of those revisions will be in the divisions as the Buckland Cup champion Stouffville Spirit will

be part a five-team North Division with the three other returnees from York Region, the Markham Waxers, Newmarket Hurricanes and Aurora Hurricanes. New to the North division will be the Lindsay Muskies, who last season played in the East Division. The Orangeville Flyers, who were a part of the North last season, move to a six-team Western

Division. OJHL governors used Yonge Street as a general guideline for dividing the conferences. The new layout will see the North and East Divisions form one conference and the South and West Divisions the other. With an odd number of clubs slated to begin the 2012-13 season, each team will play a 55-game

schedule with each team playing 27 home and 27 road games plus one Governors’ Showcase match up against a conference opponent. The schedule, the league added, will be unbalanced and based solely on conference alignment with no weight given to divisional opponents. Also restructured for 2012-13 is the league playoff format, which

will now see the top eight clubs in each Conference continue on to postseason play. The No. 1 and 2 seeds in each conference will be given to the first place finisher in each division. The best-of-five preliminary round and first-round byes from past seasons have been eliminated and all series will be a best-of-seven format.

Vaughan councillors want to put a stop to election sign “anarchy” in the city. “This is a real pet peeve of mine,” Concord/Thornhill North Councillor Sandra Yeung Racco said. “I really think that it’s a disgrace in our city with the way signs are being put up, especially at intersections and corners. ... People just keep piling up signs. (The bylaw is) quite specific that it’s supposed to be one sign (per candidate) on each corner and yet you can find probably about five in each corner of the same candidate.” Ms Yeung Racco was reacting to a city staff report, presented at Tuesday’s committee of the whole meeting, showing a total of 12,021 illegally erected signs were pulled down during the 2010 municipal election. City staff removed 6,016 signs erected in violation of

Vaughan’s sign bylaw, which prohibits placement of signs on municipal road allowances and on city property. York Region staff, meanwhile, hauled away an additional 6,005 signs that contravened regulations governing the placement of signs at regional road intersections where signs are permitted with tight controls, according to the report. And it wasn’t just municipal election candidates who flouted the law. City staff removed 1,676 signs in last fall during the provincial election, 1,245 in the spring federal election, 204 during the York Catholic District School Board byelection last January and 350 during the federal by-election in November 2010. Several councillors took issue with the report for not recommending changes to the bylaw and how it is enforced. Regional Councillor Gino

Rosati said the removal of signs was haphazard and that staff frequently removed signs only to see them pop back up, in the same spot, very quickly. “We should try to achieve a level-playing field in the administration of the removal of signs or any other violation,” he said. “I know in the past it has been hit and miss, sometimes they get removed, sometimes they don’t. Staff have a hard time coping with the signs they’re removing going back up again. .... Last election was a total disaster.” Mr. Rosati suggested the city and region work together to “harmonize” their respective bylaws. Regional Councillor Deb Schulte also took issue with the report. “There are numerous things that need to be addressed,” she said. “I actually had caught staff removing everything off the corners, See FORUM, page 19.

It may not be around-the-clock lacrosse, but 12 hours of continuous play still sounds like a lot of work. The marathon match is the focal point of the fifth annual DOVE (Determined to Oppose Violence Everywhere) charity lacrosse game starting Friday at the Aurora Community Centre. Designed to raise awareness and funds for charities, play on the floor starts at 7 p.m. with a chance to collect autographs from professional players expected to participate in the event. “We realized it is not so much about quantity as quality,” said organizer Jim Zacher of the Aurora Masters Lacrosse Leagues, who plans to be on the floor for a large chunk of the segment. “The first few years it was about getting into the Guinness Book of Records, that sort of thing, but the real reason we’re here is for the charities. Their shift never ends in providing protection for those who need it and the aftermath.” Proceeds raised go to the Canadian Centre for Abuse Awareness and Spirit of the Stick. “This just reminds people there are things in life that are not very pleasant to look at. It’s

We have a core of guys who come out and play and add a few new people each year. “We’re at the point where we don’t want to be competitive, but for people to realize this is about more than just lacrosse. It grounds us and it’s why we’re here.” Scheduled events include autograph opportunities with NLL players, a post-game barbecue Saturday at 11 a.m., raffles and a skills competition.

Julian Manno has joined some select company. The 11-year-old Maple resident was one of 12 youths between 10 and 12 who were chosen to play for an Eastern Canadian soccer team that will face a Western Canadian entry at BMO Field in Toronto July 14. The winner of that match will represent Canada at the upcoming 13th Danone Nations Cup in Warsaw, Poland Sept. 7-9. The Canadian entry will be among 40 countries to field teams at the Danone Nations Cup. Manno was among some 5,000 youths who were identified starting last fall through a series of provincial selection camps. The Danone Nations Cup coaching staff’s goal was to identify 24 upand-coming talented players and divide them into two teams; the East that was comprised of players from Quebec and Ontario, and the West, comprised of players from Alberta and British Columbia. Currently playing with the Vaughan Soccer Club’s Vaughan Battlecats, Manno is excited in making his debut with the Eastern Canadian team which also includes fellow Maple resident Stefen Yeates. “It’s like a dream come true to represent my country. This means a lot to me because going to play at BMO Field for the second time with a chance for me to be able to go to Poland to play what will be my first time playing for a national team,” Manno, a left back, said of his selection to the Eastern Canadian entry. With the first auditions taking place last October in which close to 500 candidates were on hand, the camp was then whittled down to 40 players from the Toronto and

Ottawa areas. This past April, another tryout was held and between four and five players were chosen. Among those was Manno, who enjoyed the camp and was confident he would be one of those selected to earn a spot on the 12-man Eastern Canadian team roster. “The trials kept me moving on my toes and ready for anything to happen and they were really fun,” he said. “I gave it my all and followed all the rules and steps the coaches gave me.” A Grade 6 student at St. James Catholic Elementary School, Manno did not know his fate until one day when he was in class and his parents contacted him during lunch hour. “I was really surprised and felt happy as I wasn’t expecting my parents to call me if I had made the team,” he said. Playing competitive soccer for the last four years, Manno was quick to credit his father Frank, who introduced him to the sport through his participation in the game at a competitive level, along with his soccer idol Francesco Totti. “This all started one day when my dad was watching a soccer game on television and asked me if I wanted to play house league in the summer of 2007,” Manno recalled. “Obviously my answer was ‘yes’. I’ve always had a passion for the sport and finally got to play in 2007.” Acknowledging that making the Eastern Canadian team is definitely the highlight thus far in his aspiring career on the pitch, Manno hopes his determined performance will lead onto bigger things. For the time being, that would be to help his team win and represent Canada overseas at the Danone Nations Cup.

I think it would be inappropriate to say it’s OK, just leave it as it is. Residents were really ticked off at the litter all over the place and I think this needs to be managed better.” Ms Schulte also took issue with the report’s implication that enforcing the bylaw came at a minimal cost. “This is a huge cost to our staff during this period of time,” she said. “You pretty well have a couple of crews driving around full time for that whole period trying to deal with this.” Ms Schulte recommended holding a forum with past candidates, residents as well as city staff and regional staff to try to find ways of addressing the myriad issues. Ms Yeung Racco also pointed to a number of problems with the city’s current sign bylaw and a lack of enforcement. She said the bylaw should be amended to limit the size of election signs. “If we’re supposed to playing a fair game, not everybody can produce humongous signs. I think we should not have that allowance for people. We should have everybody to be able to have signs they can afford, which is the standard size signs,” she said. Ms Yeung Racco also noted there are spots around the city where you still see signs that were erected during the municipal election more than two years ago, despite the fact the bylaw requires that they be taken down 48-hours after an election. “What’s the point of having that bylaw, if we’re not penalizing the people that actually have (signs) up after the 48 hours?” Ms Yeung Racco said. She noted Richmond Hill appeared to have a better handle on these issues and suggested Vaughan city staff look to the neighbouring municipality’s bylaw for guidance. “Somehow their intersections looked wonderful and ours looked like World War III just came through our city,” Ms Yeung Racco said. “It’s disgusting and it’s a disgrace.” The committee of the whole passed a resolution asking city staff to organize a forum to discuss election sign issues and prepare a report outlining ways to address those issues.

Lyme Disease FIGHT THE BITE! What is Lyme disease? Lyme disease is an illness caused by the Borrelia burgdorferi bacteria that is spread through the bite of an infected blacklegged tick (deer tick). Lyme disease does not spread from human to human.

What are the symptoms?

Locations with established blacklegged tick populations infected with the Lyme disease agent, include: Long Point Provincial Park, Turkey Point Provincial Park, Rondeau Provincial Park, Point Pelee National Park, Prince Edward Point National Wildlife Area, Wainfleet Bog Conservation Area and in the St. Lawrence Islands National Park area. While the risk is low, it is possible to be infected with Lyme disease from the bite of an infected blacklegged tick, almost anywhere in Ontario.

A circular rash referred to as a “bull’s-eye” rash could be one of the earliest symptoms of an infection. If you develop a “bull’s-eye” rash, fever, chills or extreme fatigue or feel like you have the flu, see your health care provider. Be sure to tell them if you have been camping, fishing or have been active outdoors. If left untreated, it could lead to more serious symptoms affecting the central nervous system, brain or even the heart.

� Wear long pants and long sleeved tops that are light coloured to help spot ticks

Lyme disease can be treated with several antibiotics. Getting treatment in the early stages of the disease is critical for full recovery. Lyme disease can develop into chronic illness that can be difficult to treat if it is not recognized in the early stages.

� Wear closed footwear and tuck your pants into your socks

What are ticks?

� Pay special attention to the groin, scalp, underarm areas and back

Ticks are small bugs, the size of a sesame seed, which feed off the blood of animals and humans. They can be found on tall grasses and bushes and can attach themselves to people or animals. Ticks do not fly and move quite slowly. Most tick bites are painless. Ticks feed slowly and will attach themselves for 24 to 72 hours. They are most likely to spread infection after being attached for 24 hours or more. Not all ticks are infected with the Borrelia burgdorferi bacteria, therefore, not all tick bites will spread Lyme disease.

Where infected ticks are found in Ontario In Ontario, blacklegged ticks are more commonly found in areas along the north shores of Lake Erie, Lake Ontario and the St. Lawrence River.

It is important to protect yourself each time you are in an area where infected ticks have been found. When traveling to areas with infected ticks, follow these simple tips to protect yourself:

� Use an insect repellent containing “DEET” and apply according to manufacturer’s directions � Search your body for ticks � Remove attached ticks from your body as quickly as possible

Removing a tick � Remove it by grasping the tick with a set of tweezers as close to the skin and pull it straight out, gently but firmly � Do not squeeze the tick as this may cause the infection to be introduced into your body � Do not put anything on the tick or try to burn it off � Disinfect the infected area with rubbing alcohol � Place the tick in a moistened paper towel and place in a screw top container such as a plastic pill bottle � Store the container in a refrigerator or freezer until the tick can be submitted to your local health unit for testing � Call York Region Health Connection at 1-800-361-5653

MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY WEST VAUGHAN SEWAGE SERVICING City of Vaughan The Regional Municipality of York (York Region) completed the Water and Wastewater Master Plan Update in November 2009. At that time, the need for additional sewer servicing capacity for the West Vaughan area (the Project) to meet the future anticipated growth demands until the year 2051 was identified. York Region has initiated a Municipal Class Environmental Assessment study (Class EA) under Schedule C of the Municipal Class Environmental Assessment document (October 2000, as amended in July 2011). The Class EA study will identify and evaluate feasible servicing alternatives for the West Vaughan service area, illustrated on the map below, including a sewage servicing plan. A Notice of Study Commencement inviting initial public input was published in March 2011 and the first Public Consultation Centre (PCC) was held on April 27, 2011. York Region will host a second PCC to provide a project status update and present results from the evaluation of the short-listed servicing solutions carried forward from the first PCC. The short-listed sewer routes are shown on the map below. A recommended servicing solution(s) with a recommended sewer route(s) will be presented at the meeting.

Basement apartment task force gets OK from city The city is striking a task force to provide input on the legalization of basement apartments in Vaughan. The committee of the whole gave staff the green light Tuesday to move ahead with previously approved plans for a task force comprised of housing experts, social service providers, citizens and rate-

payer association representatives to provide recommendations on how to deal with the hotly contested issue. The committee also approved a staff recommendation Tuesday to seek out a consultant to assist in preparing a study on legalizing basement apartments, also know as secondary suites or second

suites. As of Jan. 1, municipalities are required to establish official plan policies and zoning by-law provisions to allow second units in detached, semidetached and row houses, as well as in ancillary structures. That’s due to provincial legislation, known as Bill 140 the Strong Communities through

Affordable Housing Act, approved last May. The legislation amended various sections of the Planning Act to allow second suites in communities across the province. —Adam Martin-Robbins

The more than 20 residents who gathered with signs in front of Newmarket-Aurora MP Lois Brown’s office felt their message got through as drivers honked and pedestrians gave a thumbs up. The issue? The omnibus bill, known as Bill C-38 or Growth, Jobs and Long-term Prosperity Act, includes finances, but also changes to more than 70 current laws, all in one document. There’s too much crammed into one 421-page bill for everything to be discussed, debated and consulted on properly, protesters said. The crowd joined groups across the country in a movement organized by leadnow.ca, known as the stand against the blackmark budget. In all, there were 74 gatherings outside Conservative MP offices, with as many as 200 protesters at each. “Considering we only gave two days notice for the rally, I think we did well,” Newmarket-Aurora event organizer Andrew Porter said. “These were just everyday people speaking from the heart.” Protesters shared their personal concerns about the bill through a megaphone. They spoke about the elimination of environmental laws, which could permit industry to destroy lakes, further harm the environment and be a step backward for those who have fought to get the environmental laws we have today, Mr. Porter added. “My personal agenda is to get the funding for Katimavik back. The changes in the bill prevent charities from speaking up against government policies for fear of losing their charitable status,” he said. More than one person expressed concerns regarding the changes to unemployment insurance and the Canadian Pension Plan the will force seasonal workers to seek lower paying jobs and seniors to work past retirement. Fellow participant Andrew Slonetsky felt the action would have attracted more people with a little more notice but all in all felt it was a worth while event. “The largest issue is the lack of debate and using the Omnibus bill as a tactic to push forward the agenda,” he added. “It would take months and months to debate all of these changes properly.” His fear is the democratic system is being weakened by moves like this which will further disengage the people from the democratic process and policies being made by their politicians. Mr. Slonetsky finds it ironic that Prime Minister Stephen Harper went after the Liberal government in the 1990s for trying to pull the same stunt and now is doing it himself. While Ms Brown didn’t make an appearance to open the lines of communication during the peaceful rally, Mr. Porter admits he failed to invite her to the event that was scheduled on rather short notice. “That was my one regret,” he said. “But she has agreed to have an open dialogue with us now.” For more information or to see a video of the event, visit YouTube and search stand against the blackmark budget in Newmarket.

sad to leave street festival NOTICE OF PUBLIC INFORMATION CENTRE NO. 2 MASTER PLANS FOR URBAN WATER INFRASTRUCTURE IN VAUGHAN The City of Vaughan is conducting studies to direct the ongoing development of the City’s urban water infrastructure systems that support our communities. These systems include water distribution, wastewater collection and storm water management. These studies are following the Municipal Servicing Master Plan Class Environmental Assessment (MPCEA) process and will support the City’s new Official Plan which was adopted by Council in September 2010. The studies will consider the vision for Vaughan to the year 2031 with sustainability as a key underlying theme. MASTER PLAN CLASS ENVIRONMENTAL ASSESSMENT PROCESS The City has awarded contracts for the following Master Plan studies to be undertaken concurrently: • City-Wide Storm Drainage / Storm Water Management Master Plan (Cole Engineering Group Limited); and, • City-Wide Water / Wastewater Master Plan (The Municipal Infrastructure Group Ltd. and Fabian Papa & Partners Inc.). The MPCEA process includes public and review agency consultation, an assessment of the problem and opportunities (Phase 1), evaluation of alternative solutions, assessment of potential effects on the environment, and identification of reasonable measures to mitigate the adverse effects. The preferred solution(s) will be determined based on engineering requirements, environmental considerations, public input and information gathered during the studies (Phase 2). Subsequent Municipal Class Environmental Assessment work will be required at a later time for the ultimate implementation of the preferred solutions. PUBLIC INFORMATION CENTRE DETAILS A second joint public information centre (PIC) has been scheduled to present the selection of the preferred solutions for water servicing, wastewater servicing, and storm water management. n an affluent neighbourhood in the nation’s capital, a school the prime minister’s children once attended is flush with cash. The money comes from serious fundraising that brings in $60,000 just in pizza lunches and a well-attended book fair. Rockcliffe Park Public School — a kindergarten to Grade 6 school with a large proportion of children from area embassies — does not disclose the total it brings in through fundraising by its heavily involved parents, students and teachers. But school council minutes show it had more than enough to spend $12,000 on hiphop and drumming sessions for the arts program, a cricket skills tune-up and new equipment for the gym. Funds from the book fair covered the $5,000 for this year’s author workshop. It brings writers such as Alphabeasts sensation Wallace Edwards, a Governor General’s Award winner, to the school See CONCERN, page 44.

Born in Toronto, Oscar winning writer/director David Cronenberg (Eastern Promises, Crash, The Fly) has delivered numerous critically acclaimed films making fellow Canadians proud…until now. His latest film, will undoubtedly have most people asking, “has he lost his mind?” In Cosmopolis, we follow a 28-year-old billionaire as he ventures through a large city meeting with a plethora of unusual people, in the comfort of his high-tech limousine. It is simply baffling that Cronenberg could deliver such a load of mindless trash

to the viewing public. The adapted screenplay of Don DeLillo’s novel is completely void of any kind of cohesion. The character’s motivations and actions are senseless, but does it really matter when we are unable to relate to them anyway? Any fan of his past work will most likely be staring at the screen thinking this is a convoluted mess, that is, if they haven’t already decided to walk out of the theatre. Ontario may have shown strong leadership in passing anti-bullying legislation Bill 13 this week, but Bill Belsey, founder of one of the world’s top anti-bully organizations, says that’s not enough. “The government of Ontario could come along and write a cheque to York Region for a million dollars, but that by itself won’t change anything. In addressing bullying, small is big. It’s the small stuff that makes a difference.” And by small stuff, he means students not politicians — those on the front lines of the bully battle, the ones who can make little dayto-day changes in behaviour, can think before they speak, can stand up for victims and spread the word that bullying is not the norm. Mr. Belsey, a Calgary middle school teacher and founder of the internationally recognized bullying.org website, was the keynote speaker at yesterday morning’s Our Voice student-led conference in Richmond Hill, bringing together more than 500 students from 197 York public schools. While the rest of the province was distracted by controversy over the passing of Bill 13 and the ensuing debate over Catholic funding and gay-straight alliances in schools, these students were talking about what’s really happening and what they think can be done about it. The students, chosen because they have had direct experience with bullying, spent the day in workshops at the Richmond Hill conference offering suggestions

for the school board’s antibullying strategy. Despite the media headlines focusing on gay victims, these students came from all walks of life, many bullied for a variety of reasons — for learning or physical disabilities, size, hair colour, glasses, braces, social skills and gender identity. Director Ken Thurston, wearing a symbolic pink shirt along with one of the pink bracelets distributed to participants, told the students they are a “major force of change. “As students you have an essential perspective to share. I know that you are full of the big ideas.” Students were encouraged to switch on their digital devices during the conference to tweet their thoughts into cyberspace because, as Mr. Belsey said, “we want movement and momentum and a critical mass of like-minded people and that means we need to share the conversation beyond the walls of this room”. Most bullying — about 85 per cent — occurs when adults are not around, Mr. Belsey said. “That’s why symposiums like this are so important. Students are on the front lines. That’s where the rubber hits the road.” But, he added, it takes guts to stand up to bullying. James Koehler and Shahram Aghar, two participants from Langstaff Secondary School, who spoke to York Region Media during a break, agreed. They were one of several witnesses who watched a student being bullied at the local basketball court over a bus ticket recently. They did not intervene, even though they

wanted to. They’re not sure now why they didn’t speak up — maybe, they said, they were afraid they’d be bullied, too, or thought someone else would step in. Emma Huang, who was bullied through social isolation during Grades 7 and 8, told The Liberal stopping bullying takes courage. Now a student at Langstaff, she said she was alone against a group of bullies in elementary school, but if a few strong classmates had come to her aid, that balance of power could have shifted. Mr. Belsey said all school staff needs to be trained in dealing with the problem. His own four years of teacher training at the well-respected Queens University did not include one class in bully training. “It’s like having nurses and doctors who aren’t trained to help you with the flu.” Making students feel safe and welcome, should be schools’ top priority, he said, and it begins with listening to students — students such as Shabbir Kanchwala, who has seen the issue from both sides. The Richmond Hill teen, who has been both aggressor and victim, took part in yesterday’s event because, he said, adults need to “get a feel for what’s happening, to get into students’ heads. Even the smallest voice makes a difference.” But as the region’s youth were coming together over the issue, adults elsewhere remained deeply divided over the recently passed Bill 13, the Accepting Schools Act. ...To continue reading this story in full, visit yorkregion.com.

ometime when I was still in grade school, my parents sat down me, my two brothers and two sisters for one of those family chats we had every once in a while that usually involved something momentous. Like we were buying a camper trailer and trekking cross-country to South Dakota to see Mount Rushmore. Or someone important to our family had died and our parents were breaking it to us, gently, all together. Or my grandmother from Timmins was moving in – taking my bedroom – and we were having the basement finished and I would sleep down there. Or we were getting a new car. Or the cat had died. Or you name it. Usually it was pretty big stuff, or so it seemed, subjects that merited a tribal powwow with all present. One of those big conferences involved my parents’ announcement of their attempt — it was more like a mission — to adopt two

Bernie O’Neill brothers who had been featured in our church bulletin as being in need of a home. Everyone seemed excited. I personally was excited because it said they liked sports and I liked sports and was always looking for someone to play catch with or road hockey and the two brothers I had just weren’t that into either. Our house was big and, even with all the kids, it always seemed to be clean and in order with lots of food in the fridge and lots of activity.

For my father, who himself was one of seven children, I think he thought he easily had the means to support more children and it seemed a shame these brothers didn’t have a permanent home. Somebody needed to step up and do something. I don’t know how to put it other than that my parents both felt they had a lot more to give to the world. People who were involved with the adoption visited our home, talked to my parents, took references, asked to see their bank statements and so on. My father didn’t seem to enjoy the grilling, follow-up phone calls, a visit to his office, or questions about his personal life, how much beer he drank, who his friends were, what he read or watched on TV, what he did in his spare time. I think they were almost offended they had offered to adopt without reservation and were being put through a grilling worthy of a CSI episode (or in those days it might have been Starsky and Hutch). But they just smiled and hoped for the best.

I don’t really know what the reason was in the end, other than the obvious, that they already had five kids and on some days that seemed like three or four too many. And even if you did own a “big” house, you can never have enough bathrooms. (Never mind the Queen’s Diamond Jubilee — if you’ve ever waited for your turn with all those brothers and sisters, the words “60 years on the throne” take on a whole new meaning). My parents were hurt, but respected the decision of the powers-that-be and assumed things would get better for the boys – that something was being done to improve their situation. It was several years later my parents brought home a similar bulletin, featuring the same two boys, still living in foster care and seeking a permanent, adoptive family. The boys looked decidedly older now, in their early teens. We all just shook our heads and wondered what could have been. Ontario announced this week it will provide more financial help to families that adopt children who

are age 10 or older. As it stands, very few children in this age category are adopted. What astonished me about the report was that there are thousands of children out there who are candidates for adoption in Ontario, meanwhile people travel to China or Eastern Europe to adopt. I am sure people are working in earnest to find homes for these kids and always do what’s best for them. But clearly something is wrong with this picture, whether it is restrictions on adopting a child who is not of your own cultural background — something I’ve never understood or agreed with, we are a multicultural society after all, we can have multicultural families, too. Or it is financial challenges, or red tape or simply lack of awareness. I’m sure we can do better. Anything we can do to give these children a family, stability and a loving home is a step in the right direction.

directly involved with are schools that all struggle to raise funds,” Mr. Ellis said. “They’re dealing with communities that don’t have the capacity to raise funds, which is the irony of it; the schools that are most challenged — and you could arguably say have the greatest need for additional resources — are the very schools that find it hard to raise funds.” Similar disparities exist across Ontario, where the top 10 per cent of fundraising schools bring in the same amount of money as the bottom 75 per cent combined, according to People for Education’s 2012 report on Ontario’s publicly funded schools. “You can see in that way how big the gap is,” said Annie Kidder, executive director of the parent-led organization. Society, not just parents, needs to be concerned with the gap. “It’s the next generation of society that’s being educated,” she said.

But in many schools, fundraising isn’t just for the frills. It’s for classroom basics such as air conditioning and books or breakfast programs. It also underscored how firmly money from bake sales, car washes and other fundraising has become entrenched in the education system. their 788 schools. The remaining 17 boards provided only a broad figure that includes fundraising, but is mixed in with other revenue. In boards that provided schoolby-school breakdowns, there are significant gaps in money raised. In Halton’s public board, $500,000 separates White Oaks Secondary in Oakville, which raised $511,000 last year, from Acton District High School, which took in just $8,000. There’s a significant difference in the size of the schools (2,100 at White Oaks; 546 in the small community of Acton), but the Acton school took in proportionally less. In York, more than $125,000 separates two elementary schools within the same board. Woodbridge’s St. Clare Catholic School brought in $131,000. In a less affluent area in Markham, St. Francis Xavier Catholic Elementary School raised just $4,000.

Many boards don’t want to say. Metroland surveyed 28 English public and Catholic school boards and found more than half were reluctant to provide financial information. Fundraising is a sensitive issue, especially when disclosure of inequities is possible. In Waterloo, a public school board representative declined to provide a breakdown of funds raised, saying it would allow the public to see disparities.
