Months before he took his last breath, the 87-yearold German immigrant made his way to Newmarket courthouse to declare his little girl deceased. His dream of finding her, or catching the person
responsible for her disappearance, remains very much alive, according to the two men tasked with finding out what happened to Ingrid. It may be 44 years, eight months and 28 days since she vanished, but Det. Bill Courtice and Det. Bob Athwal, the two members of York Regional Police’s cold case unit, admitted something they never have before publicly — tips are still coming into the service, the latest, just five years ago.

It was on Aug. 16, 1972, that the striking blond long-haired girl — fresh home from her cottage in Thornbury where she’d been pinning for her childhood sweetheart Larry Teeple, 14, — would begin her well trodden journey toward his Pine Grove home, about six kilometres away. "I’ll be home by 10:30," she reportedly told Oscar before she left around 9:30 p.m. One of the last people to see her was her big brother, Brent Bauer, 61, a paralegal, who now lives in Maple. "She was there waiting (on Islington Avenue) for a drive her south," he said, recalling how he ran out to grab some milk for his cereal and a package of cigarettes. "It was a different time back then, there was no public transit and ’mom and dad’s taxi’ was reserved when it was really needed, not for casual socializing." Unwritten rules involving hitchhiking were simple, you don’t go if the person looks scary or there are too many people in the vehicle, he said. "It was normal to walk miles and not have any cars pass you, or have two or three come by and not pick you up," he added. "But parents would often pick you up, because they’d want their own kids picked up in return." One more reported sighting occurred soon after, Terry Bell, then 18, saw Ingrid walking south on the west side of the road about 9:45 p.m. It was only when Larry called their home looking for Ingrid

Oscar and Gisela Bauer reacted differently to their daughter going missing, but it was equally devastating to them both according to son, Brent. Oscar passed away in 2016 while Gisela remains alive. Oscar spent plenty of time helping to create posters (right) and billboards of Ingrid in hopes he’d one day find her. that Oscar and Brent began searching outdoors for Ingrid, immediately worried that something was very wrong, Brent said. After a frantic hunt that night, volunteers came out of the woodwork, some 200, according to an old Toronto Star article, who helped scour the 20-square miles surrounding the Bauer home. It went on to say that police officers waded into the Humber River for eight kilometres, Scuba divers plunged 40 feet underwater into an old gravel pit, coming up with nothing. It was Det. Sgt. Bill Hay who was assigned the case. For the first 45 days, he reportedly worked 12-, 14-, and 18-hour days to locate Ingrid, travelling to Ottawa, Parry Sound, Hamilton and all over what’s now the GTA during his search. His son Bill Hay Jr., who fatefully met Brent through the paralegal community, said his father took the case personally and missed many dinners trying to find Ingrid.
"He was always talking about this young girl," he said. A buyer at Kodak Canada, Oscar put up $3,000 of his own money toward a reward for details on her whereabouts, creating a billboard campaign in 13 Canadian cities. "Until the day he died, he blamed himself," said Brent, drawing heavy on his cigarette. "He didn’t say ’no, don’t go, wait until tomorrow,’ he didn’t drive her himself. My mom was just stressed, frantic. It affected them both deeply." After all the publicity from the missing person case — an extremely rare occurrence in York Region or Toronto at the time — Brent said the family home became an attraction for late-night gawkers. "The curious would drive by, and that happened at all hours of the day and night," he said. He said the tips flooded in, Oscar manning the phone, a police recording device attached. There were reports from across Canada and as far as the United States, ac-
cording to that same Star article: Ingrid had been seen walking on the side of the road near Lindsay headed for Pembroke with a guitar and a boy, about 18; she was seen hitchhiking in Scarborough; spotted in a blue Thunderbird; held in a North York apartment. There were 44 in all, each one having to be painstakingly investigated, but still nothing. Courtice and Athwal, who make up the only full-time cold case unit in the country, won’t discuss any of the information received, but say the most recent tips were investigated and turned up nothing. Larry Teeple said he still thinks about the case all these years later, still believing, as he did from the moment he discovered Ingrid was missing, that the case was somehow not random. "It never made sense to me that they would be able to conceal their crime for 45 years if it was totally random," he said from his Tottenham home.

Di Biase used his influence to help developer: report ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Vaughan’s ethics watchdog has released a damning report stemming from yet another investigation into allegations of misconduct against embattled former regional councillor and deputy mayor Michael Di Biase. In an interim report, posted on the city’s website June 13, In-
tegrity Commissioner Suzanne Craig lays out her preliminary findings that suggest Di Biase tried to improperly influence decision making at city council and the Toronto and Region Conservation Authority (TRCA) to help a developer get the necessary approvals to build homes on an environmentally sensitive parcel of land in Maple.
The developer, Cam Milani, isn’t named in the report and there’s nothing in the report to suggest he did anything wrong. Reached for comment, Di Biase said the allegations "are totally unfounded and untrue" and that he will fully explain his side once the integrity commissioner releases her final report, including his response to the preliminary findings.
The integrity commissioner’s latest report regarding Di Biase’s conduct comes while the city is in the midst of a process to appoint a member of the public to fill his vacant local and regional council seat. Di Biase, who served on council for nearly 30 years, including a stint as mayor from 2002 to 2006, stepped down May 19 following the release of an explo-
sive report by Craig that found he sexually harassed a city employee for several months last year. He has vehemently denied the allegations and said, in announcing his resignation, that he’s innocent, but stepped down because he did not want "to be a distraction from the important work" that council will be undertaking.

Not our story to tell

In last week’s Metroland Central report, we explored something of what it’s like to be an Indigenous person at this time in our history. The scathing results of the Truth and Reconciliation report along with the lack of clean water on reserves and the national disgrace that is the gruesome number of murdered and missing Indigenous women across Canada, are top of mind at the same time our country is celebrating 150 years of Confederation. We all celebrate Canada, we’re proud of our county and all of its people. But the Europeans who claimed an already populated land made and broke countless treaties and conspired to destroy the myriad cultures of First Nations people were guilty of betrayal, murder, rape, cultural annihilation and genocide. Many will argue Canada would easily have lost the war of 1812 without the support of Tecumseh and the fear his warriors instilled in the hearts of the American troops. They won that war for Britain and the deals made to assure this were defaulted on. It is high time we faced these truths and worked toward reconciliation. So when we approached this piece we did it in the knowledge that we could not carry our colonialist viewpoint into the report. Our jobs are usually going out, getting information, and then writing and publishing what we learned. But in this case we were loath to take the words said to us by Indigenous people and put it through our own lens, thus distorting it with our views. The voices had to come directly from Indigenous minds. Our first step was to send three reporters into communities to talk with Indigenous people and ask them what we should write about and who to talk with. We brought that information back and it was clear the authors of our the bulk of our pieces had to be the ones living the experience. The result was two opinion pieces, one from a woman who will not be attending the fireworks celebrations this month, and the other from a woman who believes education is the answer to growth and healing. We spoke with Indigenous people in Toronto and on reserves; with families, young professionals and artists looking toward a bright future while honouring a dark past. There is inspiration in their stories and lessons to be learned about the similarities and differences we share. And we have photos. Spending a day with folks, letting the camera’s eye capture the experience rather than put it into our words seemed most honest to us. • LETTERS TO THE EDITOR • Impact of climate difficult to predict Re: Climate change: It’s here and not going away, so we must adapt, says expert, May 18. The report states that experts "predict we’ll see increased severe weather events due to climate change." Focusing on the current rise in water levels, the article quotes experts who insist that climate change is "here and it’s not going away," and insist that the government must adopt standards to reflect the new realities. The writer tells us that some York Region schools are now providing environmental studies to prepare students and to raise their levels of climate change awareness.
However, if we go back a mere 14 years much of the same hang-wringing in Ontario was taking place, but because water levels were drastically low; this continued right up to only a few years ago. News reports at the time quoted Environmental Canada citing studies which predicted decreasing water levels in the Great Lakes ranging from an additional loss of 40 to 100 cm over the next 20 - 40 years. Yet here we are, 14 years on and the reverse has occurred, dramatically so. More revealing, if we go back to 1987, water levels were so drastically high, probably higher than the current levels, that the In-

ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Those anxious to learn the fate of the proposed 400series highway linking Vaughan to the Milton area could be waiting a lot longer than originally expected. The province has extended the term of the three-person advisory panel looking at alternatives to the future highway - known variously as the GTA West Corridor and Hwy. 413 - until next spring, yorkregion.com has confirmed. "The GTA West Corridor EA is a complex project, and it’s important that we get it right," Ministry of Transportation (MTO) officials wrote in an email Monday, June 12. "On March 29, 2017, an order-in-council extended the three-person GTA West Advisory Panel term by up to a year (April 20, 2018). This extension is providing the panel some additional
time to complete the report." MTO officials say an update on the project will be provided once the panel’s report and recommendations have been reviewed. After two years of environmental assessments and public consultations to identify a preferred route between Hwy. 400 in Vaughan and the Hwy. 401/ Hwy. 407 interchange near Milton, the province suspended work on the project in December 2015. Months later, the province posted on the project’s website that a panel had been formed and was being "tasked with conducting a strategic assessment of the alternatives to meeting future transportation demand and other transportation infrastructure needs for passenger and goods movement in the GTA West corridor." Several municipalities including Vaughan, York Region, King Township, Ca-
ledon and Peel Region - have been urging Queen’s Park to complete the environmental assessment and choose a preferred route quickly. Those municipalities have argued the highway is needed to reduce congestion on local road networks and to provide a connection between employment lands and the provincial highway system. Affected developers also want the studies completed and a final route determined so they can get on with development plans. Local environmentalists, however, oppose the highway and are calling on Queen’s Park to invest in public transit instead. They argue, among other things, the highway will cut through protected Greenbelt lands in Vaughan and pave over prime farmland in other areas while doing little to relieve traffic congestion. - With files from Torstar News Service

In 2001, the Province of Ontario introduced the Vacant Unit Rebate Program to owners of vacant commercial and industrial buildings. The program provides a property tax rebate for commercial or industrial buildings that are entirely or partially vacant during the taxation year. In November 2016, the Province released its Fall Economic Statement which provided municipalities with broader flexibility to tailor the Vacant Unit Rebate program to reflect community needs and circumstances. The City of Vaughan, the City of Markham and the Town of Richmond Hill are evaluating the Vacant Unit Rebate Program and soliciting program feedback from local commercial, industrial and residential property owners. By Sam Potter There are many different terms used to describe spinal disc problems and associated pain, such as “slipped disc”, “herniated disc”, “pinched nerve”, and “bulging disc”, and all are used differently by doctors but essentially all are very similar in nature. Unfortunately, because healthcare professionals use different terminology in describing disc problems people suffering with the problems may be frustrated when they hear their diagnosis referred to in different ways. A variety of interchangeable terms (ruptured disc, torn disc, slipped disc, collapsed disc, disc protrusion, disc disease, black disc, dehydrated disc) can add to the confusion. While the terminology does lead to confusion the important thing is not what the condition is called but rather how it is properly solved... Rather than worrying about which term is used, it is far more important to gain a clear understanding of the precise nature of the problem. In this sense the specialist diagnosing your condition must not be confused about the exact cause, or the possibility of solving the real issue is greatly diminished. This is an area where the usual diagnostic methods fail to produce satisfactory information. People often
report that their specialist has got them to “bend over” or they’ve been diagnosed by simply lying on their back and having the specialist “lift their leg”; both of these tests are know as orthopaedic tests, but while “orthopaedic” may sound clever these tests are known to be very poor diagnostically. As you might have guessed these types of tests have been demonstrated to have very poor accuracy and diagnostic value in scientific research. Furthermore, while the current reference test for disc problems is regarded to be an MRI, they are nearly always taken lying down which makes them virtually useless diagnostically since no accurate picture of what is happening to the discs under load can be made. This all makes getting the right treatment difficult because disc problems are generally not fully understood due to these poor diagnostic methods. The consequence of being left with a non-specific diagnosis is that you’re left to struggle with your health long-term... However, with appropriate diagnostic testing it is possible to accurately define what is wrong and more importantly devise a programme for curing the disc problem naturally without needing to rely on medications, injections or surgery.

September, according to the ManpowerGroup. Its employment outlook survey suggests 16 per cent of York employees plan to hire workers, while only 3 per cent anticipate handing out layoff notices, Maple Kyriacou of Manpower’s Markham office, said. The vast majority, 81 per cent, expect they will keep their
workforce at current levels. Nationally, the tone for the employment outlook for the third quarter is "cautious optimism," especially in urban areas where there will be slow, but steady, job growth, Darlene Minatel, vice-president of Manpower Canada operations and strategic accounts.

Hwy. 427 extension requires 11 road closures ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com The exact timing for construction of the longawaited Highway 427 extension is unknown at this point, but it’s clear there’s going to be traffic chaos in Vaughan’s west end once work gets underway: There will be nearly a dozen temporary road clo-
sures as part of the project over the next few years. LINK 427, the consortium hired to carry out the $616 million highway expansion, will be closing 11 roads at various times during the construction period, MTO representative Dean Kemper told Vaughan councillors June 6. Roads to be closed include Regional Road 99,
which is the temporary extension of Highway 427 from Highway 7 to Zenway Boulevard built nearly a decade ago. Also slated for closure are McGillivray Road at Rutherford Road, which is being realigned, as well as Huntington Road at Major Mackenzie Drive and Major Mackenzie Drive east and west of Huntington.

TERESA LATCHFORD tlatchford@yrmg.com Seasonal allergy sufferers could be in for a long haul this year. ’Tis the season for stuffy noses, sinus congestion, itchy eyes and the rest of the symptoms associated with seasonal allergies triggered by pollen. While many enjoyed the abnormally warm days in February this year, those who suffer from pollen allergies are now paying the price. According to AccuWeather senior meteorologist Alan Reppert, that warm air gave a head start to the growing season, triggering allergy symptoms earlier than normal.
It’s also possible the allergy season will be longer than usual. "The ragweed and pollen season is predicted to be a month longer because of environmental drivers," York Region’s health protection manager Helen Doyle said. "There are several drivers such as warmer weather, a milder winter, increased carbon dioxide levels and more frequent thunder storms." She added that the region is currently conducting a climate change and health vulnerability assessment that will further examine the impacts of climate drivers and how they impact residents’ health.

Experts are saying it is going to be an extended season for those who suffer from seasonal allergies due to the rain, warmer temperatures that are increasing pollen counts.
Pollen will be one of many targets in the assessment along with other priority issues such as air quality, extreme heat events and flooding. It could take years to complete the study fully and as more data becomes available it will be included in the assessment. Currently, the region is looking at data from other organizations, such as Health Canada. City of Markham parks manager David Plant said tall grass and weeds also contribute to seasonal allergies. Rain is also a factor. From April 1 to the end of May, the city recorded 254 millimetres of rain compared to 79 mm last year over the same two months. "The wet conditions make it very difficult for large equipment to operate without leaving ruts and damage which can be a safety issue for the public," Plant said. "We’re a little bit delayed. We’re facing the same challenges we face every spring with the fresh growth that the rain and the heat bring on. We’re working very actively to have first cut completed by end of this week." Southlake Regional Health Centre’s family medicine chief Dr. Paul Cantarutti said this is typically the time of year when people with tree and grass pollen allergies visit doctors and clinics seeking relief.

NOTICE OF PUBLIC INFORMATION CENTRE #1 Environmental Assessment Study Kirby Road Extension between Dufferin Street and Bathurst Street City of Vaughan Rizmi Holdings Limited (RHL) authorized by the City of Vaughan is undertaking an Environmental Assessment Study (EA Study) to establish the preferred alignment and design for the extension of Kirby Road between Dufferin Street and Bathurst Street. The EA Study is conducted as a Schedule ‘C’ Municipal Road Project in accordance with the current Municipal Engineers Association Municipal Class Environmental Assessment process. The EA Study takes into account findings of the City of Vaughan Transportation Master Plan (2013) and the Regional Municipality of York Transportation Master Plan (2016). Both plans completed Phases 1 and 2 of the EA process and confirmed the need for Kirby Road extension. The approximate study area limits are shown on the map to the left. The EA process adapted for the EA Study includes: consultation with public and review agencies; screening and evaluation of alternative road alignments and design concepts; assessment and mitigation of potential effects of the proposed Kirby Road extension on the environment; preparation of an Environmental Study Report (ESR) that will document the study process and identify the preferred alignment and design for the extension of Kirby Road. At the conclusion of the EA Study, the ESR will be provided to the City of Vaughan. The City will then determine whether or not to issue a Notice of Study Completion as a co-proponent and file the ESR for public review. York paramedic wins bravery award for rescue

Last July 18, York Region paramedic Anna Rybalko risked her safety to treat an injured worker who was trapped in a partially collapsed trench on a construction site in Markham. The man was buried to his waist and was pinned against a large concrete drain. The unstable overhanging soil risked further collapse at the site in the John Street and Bayview Avenue of Thornhill. Rybalko treated the worker while two firefighters fought to extricate him. On May 31, she was one of eight Ontario presented with a provincial bravery award at Queen’s Park. "Each of the honourees went above and beyond to provide care in dangerous circumstances and demonstrated their exceptional commitment to keep communities safe," Health Minister Eric Hoskins said. Rybalko was not the only regional employee to win an award in May. Chief of staff, Lina Bigioni, won a York Regional Police Service civic leadership award "in recognition to her outstanding commitment to community giving." York Region Rapid Transit Corporation chief engineer, Paul May, was named to the American Public Works Association’s 2017 Top 10 public works leaders of the year. The region also received 11 International Association of Business Communicators’ Toronto Ovation awards. This is the second consecutive year the region has been recognized as communications department of the year.

NOTICE OF CONSTRUCTION COMMENCEMENT Highway 400 Widening from Major Mackenzie Drive to King Road Region of York, City of Vaughan and Township of King Ministry of Transportation - Contract 2017-2001 The Ontario Ministry of Transportation (MTO) is undertaking widening and reconstruction of Highway 400 from Major Mackenzie Drive to King Road in the City of Vaughan and Township of King within the Regional Municipality of York. The project site is identified as Contract 2 on the accompanying Key Plan. Contract 1 (King Road Interchange Reconstruction) was completed in November 2010. Contract 2 will overlap with the Contract 1 area because it includes lighting modifications in the Highway 400/ King Road Interchange area by introducing high mast illumination and removing temporary concrete barrier left in place after reconstruction of the interchange. The work includes: • Widening of Highway 400 from the existing 6 lanes to an interim 8 lane cross-section, and re-alignment of the on and off ramps at the northbound and southbound Service Centres and at the Teston Road Interchange. • Replacement of the Underpass bridge structure at King-Vaughan Road to accommodate the future expansion of Highway 400 to its ultimate ten (10) lane configuration. • Widening and repair of the Kirby Road Overpass bridge to accommodate the future expansion of Highway 400 to its ultimate ten (10) lane configuration. • Extension of the existing concrete arch culvert at the East Humber River as well as other existing non-structural culvert crossings under Highway 400. • Installation of a new high mast lighting system on the median tall wall concrete barrier throughout the full length of the project. • Replacement of the existing median tall wall barrier and median storm sewer and outlets and construction of two new stormwater management ponds.

The construction contract has been awarded to Dufferin Construction Company. The construction is expected to start in June 2017 and be completed by Fall 2020. Note that during the construction period there may be periodic night time and possibly weekend construction work outside the permitted hours in the City of Vaughan Noise By-Law and Township of King Noise By-Law to avoid substantial traffic disruption if conducted solely during the hours specified in the by-laws. For construction work conducted outside the permitted hours, MTO has secured an exemption from the subject municipal by-laws, where required. Construction noise levels will be based upon a variety of factors such as time and location of operation, size and concurrent use of equipment and staging of construction. Standard noise mitigation measures pertaining to equipment maintenance and operation will be implemented as part of the contract. To facilitate construction, Kirby Road and King-Vaughan Road will be closed sequentially between Weston Road and Jane Street. The exact timing of these closures will be confirmed at a later date.

City moving to regulate Uber, other ridesharing firms ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Vaughan is heading down the road travelled by several other cities by rolling out new rules for Uber and other ridesharing services that pick up passengers within city limits. Council, June 6, gave city staff the green light to implement regulations and licensing fees for ridesharing services - such as Uber, Lyft and Curb - aimed at increasing public safety, protecting vulnerable consumers and fostering "effective, economical" transportation options. The new rules, expected to be in place by October, include the following: • Drivers must undergo a criminal-background check and provide a driver’s abstract, annually; • Drivers can only pick up passengers who’ve pre-arranged a ride through an app or other method, they can’t pick up people on the street trying to hail a taxi; • Vehicles must 10 years old or younger, but that can be extended to 12 years subject to an annual inspection; • Vehicle owners must have commercial insurance and submit an Ontario Safety Certificate annually; • Vehicles must be equipped with an identifying decal or hanging tag displayed while in service. As for licensing fees, ridesharing companies will pay a flat fee based on the size of their fleet plus a per ride fee of 11 cents. Similar rules have been adopted by municipalities across Ontario including Barrie, Innisfil, London, Mississauga, Ottawa, Toronto and Waterloo Region. In an effort to try and level the playing field, Vaughan also plans to change the current bylaw regulating taxi cab and limousine companies. Those changes include: taxi cab owners no longer have to belong to a brokerage; taxis and limos can set their own fare rates, but must file them with the city and owner plates will be made available to taxi cab drivers who have at least a five years working as a licensed operator in Vaughan. City staff intend to review the regulations within two years to see if any changes are needed, according to Rudi Czekalla-Martinez, Vaughan’s manager of policy and business planning. The regulations are expected to boost the revenue Vaughan gets from licensing the industry to $189,000 this year and as much as $260,000 by 2018, up from $142,000 in 2016.
