bout 12 per cent of York Region’s homeless are Aboriginal residents, although they make up less than 1 per cent of the population, according to a new report. “Aboriginal peoples are over-represented in homeless populations across the country and, as the data suggests, this is the case in York Region as well,” according to the report, Understanding the Numbers: Working Together to Prevent, Reduce and End Homelessness in York Region, a joint document from York Region and the United Way of Toronto and York Region. “Research has shown that many personal issues facing Aboriginal peoples experiencing homelessness can be linked to various types of historical traumas.” In addition to challenges experienced by the general homeless population, such as limited education and unemployment, First Nations residents may also face struggles such as transitions from reserves to urban living, systemic racism and landlord discrimination, the report said. Pefferlaw’s Suzanne Smoke, a member of the Alderville First Nation and an advocate for missing and murdered Aboriginal women, agreed the root causes of homelessness of Aboriginal people are based on issues ranging from unemployment, low wages and lack of housing to colonization, racism, discrimination and cultural and geographic displacement of the reserve system. We need to acknowledge the problems and address overlapping crises in education, health, housing, infrastructure and resources, she said. “Government and Canadians need to take emergency action to address structural discrimination, especially the over-representation of Indigenous children in care, murdered and missing Indigenous women and girls and the See page 22.

fter losing out on yet another bidding war, this time when a house they loved sold last month for almost $200,000 over the asking price, Meredith Blunt’s family will soon be leaving the York Region community they have grown to love. “I’m really sad to leave. We’ve made really nice friends in Aurora. It’s a nice town. We’re really disappointed. The conversations we will have with our friends here will be tough. I’m not looking forward to telling them that we’re moving,” said Blunt, an artist and stayat-home mom, who lives in a semi-detached rented home with her husband, Matt Clark, and their children Bronwyn, 8, and Elliott, 5. “But we definitely can’t afford $800,000 to $1 million for a detached house and $700,000 for a townhome sounds insane to me.” The family moved to Aurora from Nova Scotia four years ago so Blunt, a native of Richmond Hill, could be close to her parents in Markham and take advantage of employment opportunities for Clark, a software developer. They have been left shocked by housing prices in Aurora, where the average price is now $941,068 and requires a household income of $162,741, according to a report released last month by Toronto-area webbased realty service TheRedPin Brokerage. It’s a stunning change from Halifax, where in 2007 they bought a two-bedroom-plusden condo for $117,000 and later purchased a three-bedroom century home in Dartmouth for $180,000. They now pay $1,700 plus utilities for their rented home. About 13 months ago, the family, which has an annual household income of more than $100,000, became serious about buying a house in Aurora. Working with a realtor, they have seen more than 30 homes and put offers in on nine detached and semi-detached houses. They were outbid every time, even though their budget climbed from $500,000 to $700,000. Last month, they stretched themselves even further in an attempt to buy a house they fell in love with, a 35-year-old bungalow listed for $625,00. They were one of 16 bids, hopeful their offer of $720,000 would be enough. But a Toronto investor secured the deal with a bid of $800,000. “We were in tears, saying we love this house enough that we’ll try, we’ll do $720,000,

Now it’s empty and up for lease.” Clark blames soaring prices on a combination of low interest rates and increasing foreign and domestic investment. The market has left him wondering whether he and Blunt made a mistake moving their family here. “We made a decision that would make sense in a normal market but things aren’t normal right now,” he said. “It’s terribly hard (to leave Aurora). It’s what we don’t want to do. It’s our last resort
but it’s the only rational choice left.” They are thinking of moving to the Kitchener-Waterloo area, where they can buy a detached home downtown on a new light rapid line in the $450,000 range and which offers a technology hub for Clark, future employment opportunities for Blunt and appealing post-secondary options for when their children grow up. Families in York Region, both first-time buyers and those trying to move to larger homes to accommodate their growing families, are struggling in today’s over-heated market, real estate broker Kate Carcone with Aurora’s Re/Max Hallmark Group Realty said. “In my eight years of real estate, I have never seen a faster, more furious pace of movement in the single-family home market. It is a market that for the last 18 months has suffered from a shortage of inventory,” she said. “York Region has been at the centre stone of a buying frenzy as it becomes more and more popular to young early-stage families looking to move out of the downtown core. Toronto has now become Manhattan in that it is no longer possible to purchase a house in downtown Manhattan, Toronto has followed suit, building skyscrapers for a younger generation.”
Be prepared Realtor Kate Carcone offered a number of tips: • Hire a real estate agent who has the inside track on listings before they hit the market; • secure your financing well ahead of house shopping; • be prepared to have your home inspector look at the house immediately to make your offer more enticing; • be prepared to make a bid the same day you view a property you want to purchase; and • be prepared to write a deposit cheque quickly. Deals have fallen through when potential buyers can’t produce a deposit cheque within 24 hours.
Experts worry that housing prices in York will continue to skyrocket as foreign investors looking to escape a 15 per cent tax in Vancouver turn their eyes to the GTA and as the provincial government pushes for more intensification to accommodate four million new residents moving to the Greater Golden Horseshoe by 2041. The market is taking its toll on families, Carcone said. “Multiple offers are the norm. The days of a typical house-buying experience are sadly behind us,” she said.

No excuse for recent hockey brawl
W
hile hockey has always had a roughand-tumble reputation, there’s simply no excuse for what allegedly occurred at Milliken Mills Rink in Markham earlier this month. Following a feisty match between bantam A teams from Markham and Orillia, things apparently turned uglier when parents, coaches and players began “chirping” back and forth after the game. According to reports, players from the Orillia side, perhaps carried away in celebration of their 4-1 victory, began to hurl insults at some of their opponents’ mothers, which led to a melee involving parents and the players who were around 14 years old. When the dust from the donnybrook cleared, one player was injured and one dad required six stitches after sustaining a cut from a skate blade. Markham Waxers president George Schnarr said about 10 people were involved in the fight.
A message must be sent that this kind of behaviour isn’t welcome on or off the ice. “This is not a small little incident,” Schnarr told yorkregion.com. “We will be doing an investigation. Thankfully, it’s very rare, I have been doing this more than 10 years and it’s a stretch to remember something of this nature. Sometimes you see parents shoving and shouting. With players, 95 per cent of it is done on the ice.” In addition to the Waxers, York Regional Police, the Ontario Minor Hockey Association and the Orillia Minor Hockey Association plan on probing the fight. Whatever these inquiries find, one thing that is not in dispute is the fact that this kind of conduct is simply unacceptable. Our local hockey rinks should be spaces where youngsters work on improving their skills, while also learning the importance of good sportsmanship, not venues to showcase the kind of antics that wouldn’t be out of place in the 1977 film Slap Shot. Those responsible for the dust-up should give their heads a shake and, more than that, they should be held to account for their actions. Not only does the brawl set a very poor example for others who may have been present — younger players and fans especially — but someone could have been seriously injured. It’s also troubling that the taunts were apparently aimed at the mothers of the Markham team’s players, suggesting some misogyny may also have been on display. In any event, a message must be sent that this kind of behaviour isn’t welcome on or off the ice. These two teams are scheduled to meet again next month in Orillia, so one can only hope the re-match will serve as an opportunity to make amends.

Liron Menahem has won several competitions singing other people’s songs, now the Thornhill teen hopes to make a splash with her original song debut. Menahem released I Love the Feeling on YouTube Aug. 30 and within two weeks, it racked up
more than 25,000 views. As of Monday, that number climbed to more than 30,000 views. “I’ve never put anything out or sang an original,” Menahem, 18, said in an interview last week. “The fact that everything is going this crazy is kind of insane.” Menahem started singing when she was three years old. At 14, she hit the competition circuit and chalked up several wins during the next couple of years. When she stopped improving, Menahem decided to focus on writing and singing her own
songs. She entered her first songwriting contest last year and won, with a song called 2 a.m. After that, Menahem says, she penned 200 songs including I Love the Feeling. But it wasn’t until she met Toronto rapper Alex Maciel, who is featured on the track, at a show in July that she felt ready to record and release her first original song. “I felt more comfortable having Alex on it,” Menahem said. “Having your friend there - someone who supports you, someone you can support - the

The latter show is part of an initiative called Music Fills the Soul. “This (releasing a song) was a big step for me career-wise,” she said. “I want to start focusing on broadcasting live, growing my audience, making sure a bunch of people see me and hear me. What a sports car was meant to be Story and photos by Lorne Drury Metroland Wheels It’s loud, it’s cramped inside, getting in and out requires the flexibility of a gymnast and it only comes with manual steering. But wow is it blast to drive! I’m talking about the 2016 Alfa Romeo 4C Spider, an open-top, carbon fibre sports car, handcrafted at a special sub-section of the Maserati factory in Modena, Italy. This is truly a vehicle that takes you back to the days when sports cars were sporty yet simple. And while it has superb exterior looks with a “wow factor” that’s hard to beat, it’s not a sports car like, say, the Jaguar F-Type that has the luxury touches that many upper-crust drivers both appreciate and demand these days. No, this is a go-kart on steroids that is aimed squarely at the driving enthusiasts amongst us. The 4C Spider, and its sibling the 4C Coupe, are sports cars to the core. They may very well be the least practical cars on
the market today, but boy can they deliver fun for weekend runs into the country or for those who enjoy track days with their high-performance toys. After a nearly 20 year absence, the Italian automaker Alfa Romeo is making a push back into the North American market with the 4C models and a handful of other vehicle offerings. The dealer network is limited, however, with three in Ontario and a couple each in British Columbia and Quebec. Our test vehicle, the 4C Spider is a transversemounted mid-engine two-seat roadster, powered by a turbocharged all-aluminum 1.75-litre inline four-cylinder engine, making 237 hp and 258 lb/ft of torque. A six-speed twin-clutch automatic transmission delivers power to the rear wheels. Those power numbers may seem relatively miniscule when compared with some of the supercars out there today that boast 600-700 hp, but it’s all about the weight with the 4C Spider that tips the scales at just 1,128 kg (2,487 lb). Every component comes with weight and balance in mind. The latest in high-tech materials are used.

That racing heritage is evident in 4C Spider of today that will do the 0-100 km/h run in a spirited 4.1 seconds in race mode with a top speed of 258 km/h. Those are pretty good numbers from an engine with only 237 hp, but that performance and the handling prowess of the 4C Spider are what the car is really all about. It’s certainly not about practicality… in fact getting in and out is an art best left to a contortionist. To get in you have to step over an elevated doorsill, twist your body around and sort of fall into the seat,
all the while trying to get your left leg bent enough to squeeze it through the door opening. The seating position itself leaves you feeling like you’re sitting on the ground, or at least a go-kart seat. From a practical standpoint, there is a small, and I mean small, trunk in behind the engine. However, if you take the soft convertible roof off and place it in the trunk, that’s pretty well it as far as cargo space is concerned. Up front, the hood does not open, so there is no storage space there either. Continued on page 16

York Regional Police arrested a man suspected to be part of car theft ring stealing vehicles in Vaughan and Toronto after responding to a report of an impaired driver in Newmarket. Police received a call Friday, Sept. 16 around 7:40 p.m. about a possible impaired driver in the parking lot of a plaza in the area
of Davis Drive and Lundy’s Lane in Newmarket. Officers arrived and located the suspect vehicle. A male passenger fled on foot and was not found, but the driver remained and was investigated. He was not impaired, but provided false identification, police said. As the investigation continued, police allege, investigators determined the vehicle he was driving had been reported stolen and had sto-
len licence plates. Found inside the stolen vehicle were keys to 30 other vehicles, tools that could be used for stealing cars, multiple debit and credit cards with different names on them and a pellet gun. As investigators worked to determine which vehicles were linked to the recovered keys, police allege it was discovered that the accused had been working with additional suspects, still to be identi-
fied, stealing cars from residential underground parking garages on Townsgate Drive in Vaughan as well as multiple locations in Toronto. Investigators also determined the credit and debit cards the accused had in his possession were either stolen or fraudulent, police allege. Two Vaughan firefighters took on the “toughest two minutes in sports” and set a new world record en route to being crowned Canadian champions in a mixed team relay event. Billy Carlisle, 29, and Victoria Myddelton, 26, competed in the FireFit Canadian National Finals in Calgary, Alberta from Sept. 14 to 19. The competition, formerly known as the Canadian FireFighter Combat Challenge, sees competitors tackle a series of firefighting tasks in full bunker gear. It’s so gruelling, the challenge is billed as the “toughest two minutes in sports”. Carlisle and Myddelton competed together in the Mixed X3 Relay and won in a world record time of 1:47:18. The previous record time of 1:47:20 was set by another duo days prior. “It felt like a good race,” said Myddelton, a Barrie resident, who has served on the Vaughan fire service for a year. “I was happy with it. Then we watched the last race go so we knew we had won nationals, at that point. It was just another added bonus hearing that we won the (world record). It couldn’t get any better.” The Mixed X3 Relay features two-person teams - one male, one female - completing a series of firefighting tasks in full gear including an air cylinder, which teammates exchange at the halfway point, according to the FireFit web page. Each team member completes half the course. The first half sees one teammate climb a fire tower, hoist a 45-lb. hose up the side of the tower and over the railing then chop a forcible entry simulator. After that, the team members complete an air cylinder exchange
so that the cylinder worn by first competitor ends up on the second competitor’s back, properly connected. The second teammate sprints 140 ft. through a row of hydrants, grabs a fire hose filled with water, drags it 45 ft. then shoots at a target. The final task is to pull a 165lb. rescue dummy while running backwards 100 ft. to the finish line. “We’ve always known we were going to put down a really good time, it was just a matter of cleaning up our run and making sure we just execute the plan and do what needs to be done to have a clean run,” said Carlisle, an Orangeville resident who has served on Vaughan fire service for three years.

Vaughan Fire Chief Larry Bentley praised the young firefighters for their achievement. “They’re just excellent role models for our organization and what we’re trying to achieve here in terms of health and wellness,” he said. “It’s our goal to be the fittest fire service in the province of Ontario and the healthiest.”

Annual report shows spike in staff ‘inquiries’, but personnel are reluctant to file formal complaints Adam Martin-Robbins

City staffers are turning to Vaughan’s ethics watchdog in record numbers to bring forward concerns about potential wrongdoing by council members, but they continue to fear backlash if they file an official complaint. Integrity Commissioner Suzanne Craig’s latest annual report, presented to councillors last week, says she received 80 “inquiries” about issues related to Vaughan’s code
of ethical conduct for members of council from city staff in 2015. That was up from 52 inquiries in 2014. “I haven’t broken it down in the report, but they deal with issues of improper use of influence,” Craig said in an interview. “The allegation has been: Councillor x has improperly used their office to influence this decision. They (also) deal with conduct respecting staff... and they deal with business relations (such as): I think councillor so and so has a business relationship with such and such a person and is improperly having this individual lobby or is being lobbied by this individual.” Craig noted while city staff are coming forward with concerns they often stop short of filing formal or informal complaints, which would trigger a fullblown investigation.
According to the report, she received just four formal complaints and 14 informal complaints last year. “There is a concern about the levels of trust,” Craig said. “(Staff are asking,) ‘If I bring forward a concern as it relates to me as a staff person as this goes through the complaint process how protected am I from reprisals?’ Whether or not it is the case, certainly it is the perception of staff there is a lack of protection for them.” The same issue was highlighted, earlier this year, in an auditor’s review of the city’s anonymous tip line and last year in a governance survey, which found “fewer than 50 per cent of respondents agreed with the statement that ‘prompt communication of mistakes, bad news and other related information is given to those who need to know without fear of
reprisal.’” Craig also noted in her report staff residents are coming to her in large numbers with issues or concerns beyond her jurisdiction to deal with. In 2015, Craig saw 320 inquiries about such matters. The bulk of those, 263, came from members of the public, while 57 came from staff. She concludes since the city is using the provincial ombudsman to investigate complaints about matters beyond her jurisdiction, residents and staff lack a “local channel” through which to raise their concerns, so they’re coming to her instead. “The city may have complaint processes in place, but why are people not using those complaint processes? It’s not sufficient to say, ‘We’ve got them in place, they’re right here,’” Craig said. “Well, if you’ve got them in place,
and they’re right here, and people continue to come to my office (with complaints) you have to ask yourself, council, why is that?” Maple/Kleinburg Councillor Marilyn Iafrate finds these trends disconcerting. “Members of the public and staff continue to seek, and I think the key word was, a reprisal-free process and that’s what we really need to make sure we get across to our staff. Has it been well articulated? ... I don’t think so because everybody’s going to the integrity commissioner because they feel it’s their greatest sense of security,” she said. “That’s a huge one and it still concerns me because we worked really hard, at least since I’ve been on council it’s been my focus, to try and change the culture at city hall. That openness and transparency all
adds to the culture change and we’re just not there yet.” But Mayor Maurizio Bevilacqua takes a different view, saying the city has come a long way in the last few years. “If people are coming forward, I view it as a positive thing, I don’t view it as a negative thing, because people are indeed feeling comfortable to express their point of view,” he said. “It’s an ongoing process and you need to embrace that. I’ve never seen an organization that is perfect and I think you always have to work toward perfection and try to give people as many tools as you possibly can. I think we’re adding the right pieces to the equation of city building as it relates to a transparent, an open government.” The integrity commissioner’s full report is available on the city’s website.

OPP lay charges in medical device fraud investigation Richmond Hill and Thornhill residents are facing fraud charges following a lengthy probe by the Ontario Provincial Police anti-rackets branch health fraud investigation unit. They are two of seven people charged. Since March 2014, the OPP have been investigating a complaint from the Ministry of Health’s assistive devices program regarding a registered vendor of mobility aids and several registered autho-
rizers, police said. Police allege the vendors and authorizers were colluding to prescribe and supply mobility aids to clients who did not meet the eligibility criteria. Police are still working to determine the extent of the financial loss to the provincial government. And government and Canadians need to understand and emphasize the growing crisis of poverty and discriminatory treatment of Indigenous peoples,” she said. “The historical introduction of foreign systems such as education, justice, health and child protection have left Aboriginal peoples in a cycle of economic dependency, including high rates of poverty and unemployment.” The disproportionately high number of homeless Aboriginal residents is just one finding in the homeless report, which is finally putting numbers on a growing issue in York that has been discussed in recent years, but has had little data to substantiate it. At the same time, the report isn’t a complete picture because there are many invisible homeless, including people who couch-surf where they can find a temporary bed, Cordelia Abankwa, the region’s general manager of social services, said. “When people think of homelessness, they tend to think of street homelessness. And I think one of the things that we’re very fortunate with in York Region is that we have a real opportunity to prevent homelessness, to keep it from turning into the sort of on-the-street homelessness we see in other jurisdictions,” she said, adding it is almost impossible to reverse street homelessness once it reaches a critical point. “When we started having conversations in
a really serious way about homelessness, the focus was on prevention.” The report’s data was pulled from the region’s first point-in-time count Jan. 20 and 21, which tallied the homeless found in shelters and on the streets, and from the Homeless Individuals and Families Information System, which collects and analyzes data on the use of emergency shelters in Canada. “Our data reveals that in York Region, homelessness is caused by no single factor and exists across all demographics,” the report said. “It is not an issue exclusive to a particular group or demographic and could happen to anyone. While homelessness in York Region is most often a one-time temporary situation, for some, it is a more chronic issue with individuals cycling in and out of homelessness or staying homeless for lengthy periods of time.” Findings include: • In 2015, 1,103 people used emergency shelters or transitional housing in York Region, although regional officials acknowledge demand may be higher as they are often at capacity. • Twelve per cent of people using emergency shelters are children aged 16 and under. • More than three-quarters of people accessing homeless supports in York were born in Canada. • Males and youth aged 16 to 24 are overrepresented in the homeless population.

hen Pat Carefoot dated Kenneth McDowell in the mid-1950s, she might have expected romance. But more often than not, four of her younger siblings tagged along, to drive-in movies or to Port Dover Beach. This was thanks to McDowell, who was prone to inviting his date’s three younger brothers and a sister to join them. “They would refer to him as the kindest man they ever knew. He could give love unconditionally,” said daughter Kim Carretta. The kids would show up to McDowell’s baseball game when he was playing for the Brantford Red Sox, knowing he would invite them for ice cream after the game. Pat’s brother, Marty, told a story at McDowell’s Celebration of Life Sept. 17. He talked about the time they were all playing crokinole at the Carefoot family home and Pat was waiting to go out with Kenneth on a date. McDowell kept saying “yep...just finishing the game” and kept playing. Carretta tells the rest: “Guess my mom lost it and hit him over the head with a broom to get him moving.” The couple met in Brantford through mutual friends and were married in 1957.
Kenneth McDowell But back in Kenneth’s childhood ,really in his late teens, he had a huge baseball opportunity. At 18, he was invited to the New York Giants training school in Sanford, Florida. It was spring training 1951/1952 and he was trying out for the farm team. He ended up breaking his leg while sliding into homeplate. Kenneth went onto play left field for
the Brantford Juveniles. At 19, he returned to the Giants’ school in Melbourne, Fla. in 1952. He was asked to tryouts again and so he went, but the Korean War had started and Pat says since they were drafting Canadians in the USA and McDowell did not want that, he came home. Kenneth built a house on Birch Avenue in Richmond Hill. The family moved there in 1970. “He did love Richmond Hill. He was drawn to the open spaces,” Carretta said. Kenneth coached hockey. During the mid to late 1970s, he was president of the Richvale Minor Hockey Association. Richvale eventually became part of Richmond Hill. Kenneth’s father Ernest always thought his son would be a minister. After all, he was religious, caring and always had a Bible. “He had an inner peace, calm about him” Carretta said. “He had a love of people in his own quiet way. He loved and accepted people for who they were.” He had the patience of Job, she said. “I don’t remember dad ever raising his voice,” Carretta said. Kenneth was also a handyman and an electrician with a sense of humour. He made a sign that said: “Never trust an electrician with scorched eyebrows.” He put his carpentry skills to use, build-
ing both a dream home and a cottage for his family. In his early years, Kenneth worked with his father, who ran the local Electrohome store in downtown Brantford. He also had a long career as a teacher at various North York Board of Education. After retiring, he enjoyed summers at his cottage in Southampton on Lake Huron. Kenneth died on Aug. 9, 2016 after a lengthy illness, at the age of 83. The longtime Richmond Hill resident leaves behind three children, nine grandchildren and two great-grandchildren. He and Pat were married 59 years. “He enriched anybody’s life he crossed paths with with his kindness and inner calm – you felt it,” Carretta said. At Pro Image, which is located in Upper Canada Mall in Newmarket, nearly half the store is decked out in Jays shirts, hats, bobbleheads and other paraphernalia. They don’t expect much. People in here are more vocal and it’s all positive. They’ve been ahead in every (playoff ) game. It’s been a positive experience.” Even The Cove’s takeout service is climbing lately, Benson said. “They make an event out of it,” he said. “People have really done up their homes and they invite their buddies to come over and watch the game. For a big game like this, we notice an increase. People call in and take it home.”
