Firm hired to guide development of non-hospital lands The city on Tuesday approved hiring a firm with expertise in managing health-care projects to oversee development plans for the land around the future hospital. Prism Partners Inc. will guide the development of a plan for the non-hospital portion of the city-owned, 82-acre site at the northwest corner of Major Mackenzie Drive and Jane Street. Prism,

according to its website, has done work for Princess Margaret Hospital, The Hospital for Sick Children, and many others. It will tackle a number of tasks including overseeing and monitoring the work of consultants preparing detailed development and servicing plans for the site. It will also represent the city in ongoing land negotiations with Cedar Fair Entertainment Company, owners of Canada’s Wonderland, and in discussions with Mackenzie Health (formerly York Central), who is charged with planning and developing

Vaughan’s hospital. The city is pressing ahead with plans for the land adjacent to the hospital despite the fact that the Vaughan Health Campus of Care, which was carrying out similar work until this spring, has vowed to soldier on with its mandate to bring ancillary health-care services to Vaughan. That group is now operating under the leadership of a small, tight-knit board of directors headed by influential local developer Michael DeGasperis. —Adam Martin-Robbins

The City of Vaughan Official Plan (VOP 2010), adopted by Council in September 2010, designates a Natural Heritage Network (NHN) which is made up of significant natural features such as valleylands, wetlands and woodlands. PURPOSE OF THIS PUBLIC CONSULTATION MEETING: The Public Consultation Meeting #2 provides an opportunity to obtain feedback from the public on the work completed to date. Presenters will provide an overview of: information from additional public consultation sessions held after the Public Consultation Meeting #1; the compilation of a GIS database; criteria and decision-rules to support the NHN boundaries; the approach to identifying ecosystem targets; and a comparison of the biodiversity contribution of the existing NHN against the identified ecosystem targets. The general approach to the Study deliverables will be described. City hopes to give teens something to do By Adam Martin-Robbins

The city could launch a pilot project aimed at curbing the number of bored youth hanging out in Vaughan parks late at night. The year-long program dubbed Open to You(th), if approved in next year’s budget, will run at the Dufferin Clark Community Centre in Concord starting in 2013. Youth will be able to drop by the community centre to play pick up basketball, ball hockey, volleyball or some other type of activity between 9 p.m. and midnight. Woodbridge West Councillor Tony Carella and Thornhill Councillor Alan Shefman are leading the charge to implement the program. Mr. Carella said city councillors hear a lot of complaints about teenagers hanging out in parks late at night, especially on weekends during the summer, but unless they’re doing something illegal or are there after 11 p.m. there is little police can do about it. “Kids, it’s hormonal, they want to hang out when they reach a certain age. They don’t want to be home watching television with their parents,” Mr. Carella said. “And the question is, is there more productive activities that they might be engaged in, playing pickup basketball or something at a community centre, rather than just hanging out?” The councillors advocated for the pilot project after hearing about the success of a similar program during a recent trade mission to Israel. During a visit to Vaughan’s twin city, Ramla, Mr. Carella and Mr. Shefman met with several municipal officials including the director of education who shared details of a highly successful program that city had implemented. “She was talking about how they were dealing with this issue of young people with nothing to do on a Friday or Saturday night and she mentioned that they keep their recreation centres open until midnight,” Mr. Carella explained. “We thought that’s an interesting idea, why don’t we try that (in Vaughan) and see what happens?” The exact details still have to be determined by city staff. If the program proves successful, the city will consider offering it at other recreation centres starting in 2014.

A Maple man has been fined $3,500 for illegal moose hunting near the Northwestern Ontario town of Antikokan, which in Ojibwe means caribou bones. Salvatore Verduci pleaded guilty to hunting without a licence and was fined $2,500. He also pleaded guilty to discharging a firearm from a roadway and was fined $1,000. The court heard that on Oct. 31, 2011, in response to a complaint from a member of the public, conservation officers from the Natural Resources Ministry contacted Mr. Verduci at a resort where he and his hunting party were staying. An investigation

revealed that Mr. Verduci shot and killed a moose while standing on a road off Ann Bay Road near Atikokan, in a wildlife management area he was not licensed to hunt in. He dragged the moose down the road and later used a trailer to move it. He then gutted the moose and affixed his valid game seal. The conservation officers used DNA testing in their investigation. Mr.Verduci was banned from hunting in Ontario for two years and his firearm was seized at the Aug. 28 hearing. The firearm will be returned once his fines are paid. When Luigi first read that Vaughan was considering bringing a casino to town, he said he considered it one of the most “irresponsible ideas” he had ever heard from a group of local politicians. Almost instantaneously, the past 14 years of his life, during which he spent his days and nights lying and cheating his loved ones to feed his gambling addictions, came rushing back to him. It was during these years that the “regular” son, father and brother, who had never been addicted to anything but cigarettes, stooped to levels he never thought imaginable. Thankfully, he says he is now recovering and in counseling for his obsessions. He said he brought his story to The Citizen as a

warning of the evils of gambling and casinos. “No amount of money could justify bringing this sort of misery to the people of Vaughan,” said the 49 year old. His first encounter with the one-armed bandit (slots) came very innocently, along with some friends at Mohawk casino in 1994. “At this point, Woodbine hadn’t opened yet,” said the local businessman. “It was right at the beginning of gambling in Ontario, there was a buzz, the thrills the lights, the excitement. I enjoyed it, maybe too much.” On that night he went home “the big winner”, claiming a prize of $1,500. Despite desperately wanting to return the very next day, he decided to wait one day before going back. The wait was excrutiating. “It (the win) was so easy, I just wanted to try it again,” said the married father of two. “I just couldn’t stop thinking about it.” When he eventually did return, he lost $800. That same weekend he found himself in front of the

flashing lights once again. Over time the cash he dealt with during work became his piggy bank. “I would stay until I had nothing left in my pockets,” he said. As addiction tends to do, the problem escalated until he found himself in the casino on a nightly basis. In the first year he estimates he lost $20,000. Soon after, it became a “real problem” at both his home and work, where it was becoming obvious that something was awry. “The bills and mortgage all started getting behind,” he admitted. “But you find a way around it, you become a genius at innovative ideas of how to acquire money.” By the second and third year he already owed his employer $12,000, but the problem was, the employer didn’t know this until it was too late. When they found out, he was let go. “It’s a progressive sickness, it gets worse little by little,” he said. “One thing it never does is get better.” By the end of the third year he had lost about $60,000, See ‘I abandoned’, page 35.

A Powerstream customer is questioning the green credentials of the electricity firm, which has been known to trumpet its commitment to the environment. Guido Masutti, a longtime Woodbridge resident, says municipally-owned Powerstream is charging him almost as much in delivery as he pays for the actual power he uses. And his latest bill from the company backs up his claim. It shows that despite only using $48.96 worth of electricity over two months the summer, he was charged $42.29 in delivery charges, for a total of $91.25. In percentage terms, the delivery of energy accounts for almost half the bill or 46 per cent. After some investigation on his street, Mr. Masutti discovered that one of his neighbours, who uses almost seven times the amount of power he and his wife use, only pay two times his delivery charge. Two other neighbours, with $326.71 and $246.57 worth of consumption respectively, paid $95.20 in delivery charges or 23 and 28 per cent of their bill, Mr. Masutti said. “This makes me feel like the system is not equitable,” the 74-year-old added. “They (Ontario governments and Powerstream) are trying to

But I am asking them, what’s the point of saving when they’re just going to double my cost with a delivery charge?” A Powerstream spokesperson said the exact figures on the neighbours’ bills doesn’t match the figures in their computer system. Mr. Masutti, however, said that if the company were “truly green” it would charge a fixed percentage of the consumption bill for delivery, not only to reward conservationists but to also reflect the reduced pressure they cause on the system. In short, it should cost

more to deliver more, he said. “They say they are so green, they say they are publicly owned, but it doesn’t seem they are serving the public,” he added. The company disagreed, saying that it has “fixed delivery costs” that run all customers $13.41 per month (or in this case $27.26 for a 62 day bill), which is used to pay for its customer service department, while the rest of the bill is variable. “The fixed portion of Mr. Masutti’s bill is a significant portion when you compare this amount to the total bill amount,” Powerstream’s director of customer relations Linaf Medelif said. “However, the more electricity any customer uses, the greater the variable portion of the delivery charges will be, as well as the other components of the bill.” Specifically, Mr. Medelif said by using less energy, he does save on the distribution charge that is used to maintain infrastructure. For example, he said, Mr. Masutti, who used about 640 kw/hours, was recently billed for $8.45 for a distribution charge, but if he had used double that amount he would have been asked to pay $16. Another factor the company pointed to is that Mr. Masutti is so good at conserving energy that it would be hard to get his bill any lower. “For someone who uses so little electricity, it becomes difficult to find even more opportunities for savings,” added Mr Medelif. Mr. Masutti said he doesn’t think the savings constitute a large enough portion of the bill, adding that he hopes the company reviews its billing policies in future to make the system “fairer and greener”.

Pat Robinson was an 84-year-old wife, mother and grandmother who adored her family and loved life in equal measure. In 2010, her precious life was snuffed out in a split second after she was struck by a catering truck east of Main Street in Markham. Ms Robinson was one of 10 pedestrians killed on

York Region’s roads that year. Throughout the province, there were 95 pedestrians killed in 2010, a statistic that prompted the Ontario Chief Coroner to complete The Pedestrian Death Review. In the document, Deputy Chief Coroner Dr. Bert Lauer points to data that shows 36 per cent of the deaths are senior citizens, even though they only make up 16 per cent of the population. It also showed 67 per cent of the deaths occurred on roads with posted speed limits beyond 50 km/h and

charges were laid in 30 per cent of cases. In all, the report contains 26 recommendations, including reducing traffic speeds around Ontario, creating roads that better accommodate all users — drivers, riders and walkers — and creating walking strategies to reduce fatalities by half by 2022. It added 40 km/h, instead of 50 km/h, should be the default speed limit and municipalities should have the power to reduce limits. Mr. Lauer even suggested lowering areas heavily populated with children from 40 to 30 km/h. His motivation may have been data recently published by the World Health Organization that shows pedestrians have a 90-per-cent chance of survival when struck by a car travelling at 30 km/h, but less than a 50-per-cent chance when struck at 45 km/h. The report comes only months after York Region completed its own review of speed limits in which feeder roads, such as Hwy. 7, Major Mackenzie Drive and Bathurst Street had their speed limits dropped to 60 km/h in urban areas, while maintaining 70 km/h limits on border roads and 80 km/h in rural areas. Not everyone agrees with the report’s findings, including Staff-Sgt. Brad Bulmer, the head of York Region Police’s traffic bureau. Of the 385 pedestrians struck in 2011, the majority were the result of pedestrian mistakes rather than those of the driver, he said. “When we look at collisions, usually it’s a case of pedestrians crossing against the signal or crossing midblock,” he said. “I am not saying they (speed limits) should not be changed, in some cases lowering might be justified, but not in all.” Some of the other causes of pedestrian accidents include pedestrians wearing dark clothing at night, using handheld devices or walking on the road. As for drivers, he said problems usually occur during “turning” movements. He went on to reiterate the health organization’s statistics, saying the main premise behind lowering speed limits is reducing victim injuries. “But how low do we go?” he asked “Lowering speed limits from 40 to 30 km/h would make a difference, but lowering rural roads from 80 to 70 would not, for example,” he added. Although he admitted to not having read the report, he said arbitrarily lowering all speed limits across York Region would not be a good idea. Newmarket Regional Councillor John Taylor, meanwhile, said, in government, risk and risk tolerance need to be weighed along with any economic detriments that might come along with lowering speed limits. “In government, it’s not always as easy as if one life is saved then (lowering all speed limits) is worth it. It’s not that simple.” Despite this, he is in favour of doing “plenty of research” on the recommendations in the report, he said, adding he would be more open to the idea if he had statistics and results from other areas around the world that have tried a similar strategy. Although the transportation committee, on which he sits, has yet to look at the report, Vaughan Regional Councillor Gino Rosati agreed “in principle” with the idea of reducing default 50 km/h zones to 40 km/h and some residential neighbourhoods to 30 km/h. However, any lowering of speed limits would need to be done in conjunction with pedestrian and driver strategies. “Pedestrians need to be educated about the dangers of traffic and drivers need to be more alert,” he said. “Reducing streets from 40 to 30 may be part of the solution, but likely not the entire one. I would definitely keep that in mind, but I still need to be convinced that doing that would reduce fatalities.” Another impact he would worry about is drivers getting frustrated by the low rate of speed they are being asked to travel. “People could be distracted even more because they feel they are going too slow,” he said. “Items still need to move on our roads and people still need to get to work.”

Yes, we still have greed and corruption, but there are now just as many examples of genuine sharing and selflessness as well. I guess beauty, as they say, is in the eye of the beholder. Many times we can get trapped in viewing our world as either the way it is or how things have always been. But rather than look at which view is right or wrong, wouldn’t it better serve us to look at which way we would ultimately like it to be? If we could have it either way, which one would we want to experience? Given the growing population in our world and the limited resources we have in it, if our natural way of being doesn’t include sharing, we had better learn to do so, and very quickly. The math will not support a world of “mine” for very much longer. For our collective growth and survival, each of us must take a look inside ourselves and rediscover that place of love and kindness, where we instinctively want to share with others, despite our past conditioning for individuality and greed. If we learned it, we can unlearn it and in doing so, we will collectively create the kind of world that we all long for.

They’re still grappling with how to put their feelings into words, but Christina Gorman and Katy McNabb were deeply affected by their recent trip to Kenya. Since returning to Canada, they’ve experienced reverse culture shock and, at times, find themselves bursting into tears. “I actually felt depressed,” Ms Gorman said. “It’s so weird coming back. … (Kenya) is a home away from home; it’s family. I’m definitely going to go back.” “I’d go back there right now,” Katy added. The Vaughan teens travelled to the east African country for three weeks in August with 41 others as part of Adventure Learning Experiences’ Kenya Study and Leadership Program. While there, they trekked to the tiny village of Pimbiniet — five hours north of Nairobi — to help build three classrooms and teach children as well as to deliver medicine, school supplies and other items to people in need. They also went hiking, did weapons training with Maasai warriors, ventured out on a safari and took part in leadership activities. The group stayed in a compound

A visit to Pimbiniet primary school also had a profound impact on the girls. “They have such big dreams when it comes to education,” Ms Gorman said. “They’re whole community the number one thing they’re passionate about is education.” “They’re so happy to go to school every day,” Ms McNabb said. “There they work so hard just to have a chance to go to university. They might not go but they work so hard just because they might be able to go.” Dropping in at a local health clinic proved enlightening too. “They have a very small, small staff,” Ms Gorman said. “All their medication is donated. It’s from people’s cupboards. … We just take that for granted. It’s like ‘Oh I’m sick, I’ll just go to the pharmacy and get some meds.’ There they barely have enough.” But more than anything else, it was the people they met that affected them most profoundly. “You gain that feeling that you’re so welcome and everybody loves each other and everybody’s always willing to help you,” Ms McNabb said. “Their community is so

The horror of waiting for your killer is unfathomable, Immaculée Ilibagiza said. Hiding from rampaging murderers is a fear and suffering few people experience, let alone survive. Yet, for 91 days, with six other women in a cramped, concealed 12-square-foot room, Ms Illibagiza endured as Hutu Interahamwe soldiers slaughtered more than 800,000 Tutsis during the 1994 Rwandan genocide. Ms Illibagiza entered the secret, room in a local pastor’s house as a vibrant, 22-year-old, 115-pound university student with a loving family. She emerged weighing just 65 pounds to find most of her family had been murdered. The New York Times best-selling author credits her survival mostly to prayer and a set of rosary beads given to her by her devout Catholic father. Anger and resentment about her situation were eating her alive and destroying her faith, but rather than succumbing to rage, she turned to faith and forgiveness. Her book, Left To Tell, is required reading in some high school classrooms and is being made into a film. She is the 2007 recipient of the Mahatma Gandhi International Award for Reconciliation and Peace, was a 2006 finalist as one of Belifnet.com’s Most Inspiring People of the Year and received of the American Legacy’s Women of Strength’s Courage Award. She has been featured on CBS’s 60 Minutes. This summer, the author, who also penned Led by Faith: Rising from the Ashes of the Rwandan Genocide, had an audience with Pope Benedict XVI at the Vatican.

“We met privately and he said he was happy with my work and he blessed me,” she said, her voice lilting during a telephone interview from her Manhattan home. “It was a dream come true.” Ms Ilibagaza will share her harrowing and inspirational journey from genocide survivor to internationally acclaimed motivational speaker at Marylake Shrine in King City Sept. 28 and 29. She’s looking forward to her York Region visit as she does every opportunity to share her unique story and wisdom. “My message is about forgiveness,” Ms Ilibagaza said. “For so long, I confused anger with hurt. It’s a waste of time. If I can let go, anyone can let go. “I want people to know God is real. When you pray, he listens. He will come through. You are not alone and no matter how bad things can be, God will help.” Her faith was surely tested. She remembers when the genocide began. It was extremely low tech, just machetes, spears, clubs, knives and a few guns, wielded by Hutus, the majority ethnic group, as they tried to wipe out the minority Tutsis. Tutsis were slaughtered in their tracks, wherever they were found. The killing fields grew. When it was over, three out of every four Tutsis in Rwanda had been killed. Ms Ilibagaza’s father told her to run to a minister’s house three miles away and beg him to hide her. The minister was a Hutu, but he had been a friend of the family. He put her and six other women in a tiny, rarely used bathroom in a remote corner of the house, the door hidden by furniture. The women sat with their backs against the wall. They couldn’t all move at the same time. They took

turns standing and stretching. The marauding Hutus lurked outside the home constantly, she said. After a few days, the suspicious hoard stormed the house, but never discovered them. She had never experienced dread of that magnitude. “It was the worst,” she recalled. “We were so scared. The pain and

fear of waiting for someone to kill you — it’s terrible.” The woman ate little, usually beans infested with insects. After time passed and their hunger grew, the bugs, too, were devoured. They had no changes of clothing, could not bathe and could only flush the toilet when the home’s main water was running.

Ways to lower car insurance rates at any age Drivers should look for more savings regardless of driver profile. Auto insurance is a major expense in a household budget. While it’s mandatory to have insurance, overpaying is not necessary. There are simple ways of getting a more affordable auto insurance rate, regardless of age or driving experience. plus the entirety of his winnings, which included, among others, $30,000 in one sitting. “This is the thing with a compulsive gambler,” said the Vaughan resident. “When you’re a compulsive gambler you never have any money in your pocket. That’s the great illusion, because no one ever really wins.” By 1997, his family had convinced him to seek counselling. Problem was, he hadn’t admitted to himself that he had a problem. After six months in the program he relapsed, and fell into a self-described “spiral” for the next 11 years. “Between that decade, I was home physically, but mentally and emotionally I was not, I was in a gambling spiral,” he said. “I abandoned family. I don’t remember any kid’s birthdays or functions from that time.”

Damage deep This time around the financial damage was so deep that he almost lost his home, family and friends, after borrowing plenty of cash and losing approximately $180,000. At this point he was visiting the casino every night, often returning home at 5 a.m. or 6 a.m. Often times he would binge, spending three days in a row in a 24-hour casino, only taking periodic breaks to rest in his car. “I have done things as an adult, a father and a spouse

that would astonish people,” he added. “What was my low point? I would have to say sneaking into my kid’s room to take $20 or $30 to feed my habit.” He didn’t stop there. He also took from his parents when they would give him money to “buy something for the kids”. In times of desperation he would “take from the streets”, explaining, that meant, borrowing from loan sharks, whom he thankfully always paid back on time, he said. Soon his life went from one lie to the next, getting countless calls from banks, bill collectors and utilities. He then retold a story he said he often thinks about. “I remember being at the casino, it was in the early morning,” he said. “I remember seeing a woman that I knew from Vaughan, sitting beside me. She was restless, nervous, sweating and wiping it away with one hand while playing slots with the other. “I looked at her and said, ‘Signora, is everything OK?’ She looked at me and said, ‘My husband was snoring in bed when I left at 2 a.m. I snuck out of bed, put my

clothes on and now here I am gambling, sneaking around just trying to keep it from my husband’.” That, among other experiences, scared him stiff, although the final straw came, as it often does, through the long arm of the law. It finally came time to face the music when he was charged for theft. “I finally admitted it and surrendered,” he said. “I was powerless, my life had become unmanageable. I stopped the lying, the cheating. That was my first day of recovery.”

Cautionary tale Luckily for Luigi, his wife stood by him and he was able to get his life back on track. Many, including people from all walks of life, lawyers, accountants, priests, teachers, have not been so lucky, he said. Since the day he rejected gambling two years ago, he’s been clean and, although he didn’t want to come forward with his cautionary tale, he said he felt compelled after reading The Citizen article on the recent talks of a casino in Vaughan. “Alarm bells went off. I had to come in and share my story,” he said. “I just can’t believe they’re even considering this. There are over 50,000 compulsive gamblers in Ontario. Those are the ones that have admitted it. There are thousands more going through it right now. I wouldn’t wish that on my worst enemy.”

The Holland Marsh Soupfest will have to be cancelled if more community soup makers can’t be found, organizer and farmer Avia Eek said. “If we don’t get our soups, I’m afraid we are going to have to cancel it and that’s disappointing because it’s a great community event,” farmer Ms Eek said. Soupfest needs to register 15 more soups or organizers will seriously consider cancelling the event, she said. Soupfest, which is Oct. 13, usually has crowds of 1,200 to 1,500 people and sees entrants from the local restaurants and community battle it out for broth supremacy.
