LETTER FROM THE CEO Michelle Weaver

Welcome to the 16th edition of the Staying Connected in VET eZine which I hope continues to Educate, Inspire and Empower the VET community. I take this opportunity to pass on my heartfelt thanks to our article contributors and advertisers for their input into and support of, this publication. I also hope that 2021 has started smoothly for you all. We work in an industry that is as ever-evolving as it is critical to the economic future of Australia. Embracing the future with a fresh outlook has never been more important. It is so incredibly encouraging to see that RTOs have adopted a nimble and adaptive approach to offering the highest quality vocational training and assessment practices. It is equally as heartening to see the commencement of the roll-out of the Australian Skills Quality Authority’s (ASQA) new regulatory approach strategies, including an update to their Regulatory Risk Framework and Operating Model and their approach to compliance and reviewing decisions. Their commitment to collaboratively working with stakeholders to articulate and inform us of their expectations under the new approach seems to be invigorating the sector. Their increased education and engagement activities are certainly complementing their approach. The Velg Training team began 2021 with a rejuvenated sense of positivity, as a more slowly paced and stable environment lent itself to a return to ‘business as usual.’

We celebrated our ‘wins’ from 2020, particularly our success in the online professional development offerings. We could not believe that we hosted 110 individual webinars, which equated to the professional development of over 11,000 attendees. Additionally, our 12 x Members Lunchbox Webinars saw over 4,300 members access these free events across the year. Based on demand, we repeated our popular TAE PD week in November and collectively across the two weeks in 2020 trained over 2,100 attendees. We were surprised that reports showed we had responded to over 4,500 live chats! With renewed excitement this year, we have been able to move full steam ahead with our 2021 National VET Conference. I am delighted to have been able to work with the venue on our biggest and best annual event to ensure we can deliver a conference experience of the highest quality that holds the health and safety of all delegates, presenters and exhibitors in the highest regard. We were, of course, mindful that due to the unpredictable nature of the pandemic, and the uncertainty around border closures and maximum event sizes, we needed to take a proactive approach to be prepared for partial or complete lockdown. So, this year we offer both a face to face and virtual attendance ticket option (for those who are unable to attend the event in person for whatever reason).

The #2021NVC is designed to assist anyone who works in VET to proactively focus on their Vision for the Future by attending insightful and thought-provoking sessions from our Program that was carefully built to specifically respond to feedback from previous years’ attendees. The Velg Training team are excited to see you at the Gold Coast in September! In March, we were particularly pleased to also be able to host our 2021 VET CEO Conference, online. We were conscious that CEOs of RTOs had been waiting for some time to have the opportunity to take time for themselves, to reflect on the year that had been, what they do and how they do it. It was wonderful to provide a platform for CEOs, in a time when the future seems more uncertain than usual, to celebrate how incredibly courageous and adaptive they have been and need to continue to be. We showcased some fantastic presenters who focused on business acumen, operational efficiencies and innovative approaches, encouraging participants to Take Charge: of their vision, their purpose and their intentions. March was also the month that saw our ever-popular Speed Training webinar event take place. With a focus on competence and currency essentials, it professionally developed 149 attendees in understanding the requirements of clauses 1.13-1.16, providing hints and tips on how to gain, maintain and record trainer and assessor competency and currency. Our momentum continued in April with the release of our Advanced TAE PD Week, our second instalment in collaboration with MRWED Training and Assessment, aimed at providing targeted PD designed to supercharge training and assessment practice. Again, we celebrated with gusto, the 600+ attendance of trainers and assessors who were looking for PD that aligned directly with the TAE Diploma level units.

Along with our standard webinar offerings, our Virtual Training 3-hour interactive online workshops continue to be well received and off the back of the success of this content-rich event format in 2020, we recently launched our next offering: The ABC of CBA. We also ramp up for our 2021 Queensland Schools VET Conference in August, specifically designed for schools that are RTOs in Queensland. We look forward to bringing together both leading experts and industry bodies to educate, inspire and empower VET practitioners from QLD schools, via three streams of learning: Future Vision, RTO Management and Training & Assessing. . It’s been a busy start to a year that is set to be filled with progressive approaches as we navigate unexplored terrain. May your 2021 be a fruitful one that bears much success in your endeavours. I feel very optimistic about the future and look forward to continuing to support the VET community with information, professional development, products and services that help make life easier.

WORKING TOGETHER FOR BETTER REGULATION Christina Bolger, Deputy Chief Executive Officer, ASQA

I am pleased to update you on our ongoing regulatory reform journey, which will ensure we continue to deliver a world-leading VET system in Australia. We are now a year into our reform program and are extremely grateful to all of the training providers, industry and sector partners who have been instrumental in providing input as part of this process. Our new Regulatory Risk framework, launched in April 2021, outlines how we are focused on embedding a best practice regulatory approach. It describes how we operate and use gathered intelligence to apply integrated, contemporary approaches across all of ASQA’s regulatory processes, and how we seek to understand the outcomes of our actions. This includes added focus on improving the culture and capability of providers to self-assure the outcomes of their training. A pivotal piece of the regulatory reform agenda is a change in the way we will assess the performance of training providers. When it comes to performance assessment (audits), early engagement will give us a better

sense of your organisation prior to meeting, placing less pressure on staff during a site visit. Our assessors will focus more closely on how you are systematically monitoring, evaluating and continuously improving your training and assessment strategies and practices. We look forward to engaging more throughout the performance assessment process with trainers, assessors and students to ensure quality training at this important time of reform across the VET sector. We have more clearly distinguished the functions of performance assessment from our response where non-compliance is identified. This will enhance procedural fairness and proportionate decision making by ASQA. We have also introduced ‘agreements to rectify’ to encourage providers to address identified areas of non-compliance in a systemic way, and established an internal review function that provides earlier opportunities for dispute resolution. During this period of ongoing reform, we’ve increased our education and engagement activities. We will shortly be consulting on our refreshed Engagement Strategy. There are many stakeholders in this work, including Velg Training, collaborating to build the capacity and capability of providers to improve skills across the sector. Our most recent ‘Spotlight On’ education series has had huge interest with its first round highlighting

trainers and assessors, including online resources designed to assist providers in recruiting and developing their trainers. Our latest webinar had over 2400 registrations, with more than 200 questions posed during the interactive session. If you haven’t had a chance to see it yet, I invite you to explore the various resources we’ve shared on our website. The series recognises the need for trainers and assessors to regularly develop skills and knowledge to ensure ongoing relevance for their students and the ever-changing workforce, complimenting the important work that organisations such as Velg Training do to support quality VET. We will continue to work together with you to promote quality and accountability for continuous improvement of outcomes. USI VET TRANSCRIPT SERVICE – BENEFITS FOR YOUR STUDENTS AND FOR YOU Student Identifiers Registrar You probably already know that all students undertaking nationally recognised VET training require a USI to receive their qualification or statement of attainment. However, did you know that the USI Registry System gives students access to an authenticated online transcript of their training? Information in VET transcripts is based on a record of a student’s nationally recognised training completed through a Registered Training Organisation. Student can access their authenticated VET transcript via the USI Registry System, using their USI account, which collates their training outcomes since January 2015 into a single record. Whilst VET transcripts do not replace the qualifications or documentation issued by a Registered Training Organisation, it can make the enrolment processes, credit transfers, and entitlement assessment easier for students and training providers. A VET transcript can be used by a student as a useful back up if their original documentation is lost or cannot be replaced, such as when a training provider is no longer operating.

The USI VET Transcript Service allows the student to choose who can view their VET transcript and how it is viewed. The student can give permission to a third party (such as a potential employer, employment agency or licensing body) to view an extract or their full transcript. Choosing a VET transcript extract allows the student to select exactly which training to display – a great option to present relevant qualifications when going for a job interview.

For providers of nationally recognised training, gaining permission from the student to view their VET transcript can help with:

Giving permission to their training provider or a third party to view their VET transcript is an option for students that they can exercise at any time, including removing or modifying permissions already granted and for how long for.

The Student Identifiers Registrar is responsible for administering the USI initiative nationally and manages the USI Registry system which creates and stores USIs; and helps students and education or training providers access the USI Registry System to create, find, verify and update USIs securely.

SUPPLY CHAINS TO THE RESCUE Paul Walsh, CEO, AIS Supply chains are all around us and are fundamental to how we live. From the clothes you put on every morning or the food you had for lunch; we interact with multiple supply chains daily. In today’s digitally driven marketplace, almost nothing moves without a supply chain, but supply chains are more than just moving things. They are about e-commerce and big data – new technology that is changing the nature of supply chains and evolving the job roles and skills of workers across a range of industries. There are some big challenges facing Australia. Supply chains that are supported by a skilled workforce have a central role in tackling these challenges. Like their role in economic recovery and moving vaccines across the world, and throughout the country. And the role of digital supply chains in tracing the provenance of goods, so that consumers can make ethical and sustainable choices about their food, clothing or furniture. We have also seen supply chains supporting our communities after recent natural disasters like floods and fires. Following extensive consultation with a broad range of industries across Supply Chains, 10 new Supply Chain Skill Sets and Units of Competency have been developed as part the Cross Sector Supply Chain Project, which was commissioned by the Australian

Industry and Skills Committee. Oversighted by the Transport and Logistics Industry Reference Committee, Australian Industry Standards (AIS), provided technical expertise and project management. The new Skill Sets recognise the commonality of supply chain skills and enable those working throughout the many types of supply chains to be skilled to the same world class standards. This will increase the efficiency and productivity right across those industries whilst ensuring that Australia’s supply chains are highly efficient and are seen as critical partners in global trade. This approach further supports portability and mobility of a skilled supply chain workforce domestically and globally. As part of the project, a range of resources for each skill set and unit of competency have been developed. The target learner audience is existing workers or job seekers in skill areas of the supply chain in high demand and those looking for career progression. The ‘mix and match’ incremental nature of the skill sets enables employees to upskill at a pace appropriate to the supply chain challenge. For Registered Training Organisations, the project assists trainers and assessors deliver training and assessment with appropriate contextualisation to make the units of

competency meaningful for different industry sectors. It also adds new training products and access to compliant resources to support high quality delivery and assessment. These skills standards support careers, lifelong learning and support business and workforce capability – which ultimately enables a highly skilled, agile and job ready workforce. 2021 VET CEO WRAPUP Melanie Alexandra, Velg Training We did it! After a year of postponed events, we took the plunge and said, hey, we will not let this pandemic keep us down! And what an event it was! I am referring, of course, to Velg Training’s first conference of 2021 and the first since the pandemic hit our planet. This year’s VET CEO Conference was also a first for us offering this to all of you in an online capacity. Hosted from our much-loved recording room at the Velg Training office and linking virtually across the country and beyond to our array of prestigious presenters, it all worked very well indeed! CEOs have been naturally feeling heightened levels of insecurity in not being able to strategically plan their offerings in the familiar ways. Having been through the same experiences ourselves, Velg Training recognised and understood that, this conference was not only about equipping CEOs with an understanding of best practices moving forward but also providing a platform across which CEOs could network with each other, celebrate their courage and adaptability and realise that they are not alone. After all, there is no better time than now to pull together as best we can to share our experiences, failures and successes as we take those step-by-step approaches through unchartered terrain.

This event allows us to stop and breathe.” Responding to your feedback and building the content on what CEOs asked us for, our wonderful presenters delivered a range of topics relevant to running an RTO in today’s environment: Marc Ratcliffe from MRWED, whose focus was to supercharge the CEO’s RTO operational perspectives; Ed Mallet from Employsure who gave some excellent advice on managing the RTO’s employees during difficult times; Matthew Dale from Audit Express who looked at how we can potentially adopt

the increasingly popular micro-learning and credentials concept; and Maciek Fibrich who really got us thinking about how these changes are affecting us on a mental health level. We were also honoured to have the Australian Skills Quality Authority deliver a very timely session in the midst of their changing approaches to performance assessment and the National Skills Commissioner, Adam Boyton, present to us the current state of the market and specifically the skill needs required as we move through a recovery phase post pandemic. COVID-19 AND ONLINE LEARNING IN THE VET SECTOR Knowledge Management Branch, National Centre for Vocational Education Research (NCVER) The COVID-19 pandemic, and resulting social distancing measures and ‘lockdowns’, has greatly impacted the provision of vocational education and training (VET) internationally. Like other education sectors, VET has had to be agile and innovative to ensure continuity of learning for students. The team that brings you VOCEDplus, the National Centre for Vocational Education Research’s (NCVER) international tertiary education research database, have dived into the recent research on VET’s switch to online learning in their latest edition of Focus on. Almost overnight, due to COVID-19, teaching and training in-person ceased and had to be delivered online to students in their homes, forcing VET training providers to act quickly and be innovative in their training delivery. The International Labour Office report Skills development in the time of COVID-19: taking stock of the initial responses in technical and vocational education and training, highlights the main challenges faced by international VET training providers and identifies emerging innovations in switching from face-to-face to online teaching and learning.

Both the Australian TAFE Teacher article ‘Agile TAFE’ and the TAFE Directors Australia report The power of TAFE: the COVID story, explore how quickly TAFE teachers and staff have adapted during the pandemic, particularly through online learning. For example, TAFE NSW hospitality teachers developed an innovative way of engaging students’ learning from home with the ‘Hello TAFE boxes’ concept. Inspired by popular ‘meal-kit’ companies, the boxes include fresh ingredients delivered to the students who then join an interactive online cooking demonstration using the ingredients from the box. In Victoria, the William Angliss Institute turned anticipated networking events online, enabling students a chance to talk to key hospitality and events industry professionals from their homes. The Canberra Institute of Technology extended an existing online training platform to support plumbing apprentices and their employers, reorganising and adapting resources and units to online and remote training delivery. In The power of TAFE: the COVID story report, the authors surveyed TAFE staff and students from

March to June 2020 to discover approaches undertaken to adapt to the extraordinary circumstances. This included the everyday experience of students and teachers within these new approaches. Some students valued at-home learning, while others found it difficult, citing challenges such as technical issues, balancing study with other commitments at home, isolation, and the difficulty to engage. While TAFEs are valued for their face-to-face training, and the strong feedback from students was that they preferred this method of training delivery, the development of new capabilities during the COVID-19 disruptions may result in hybrid delivery methods in the future Read the rest of the Focus on article to learn more about the switch to online learning in the VET sectors in Asia, Europe, and the UK. THE FUTURE OF NAVAL SHIPBUILDING Naval Shipbuilding College Australia’s Naval Shipbuilding Enterprise will employ over 15,000 people across the nation – from Trades to PhDs – to design, build, integrate and sustain the Royal Australian Navy’s future fleet. The Naval Shipbuilding College (NSC) is an Australian Government initiative established in 2018 to work closely with government, industry, and education and training providers to build this future workforce and ensure the Naval Shipbuilding Enterprise has the skilled Australian workforce required. NSC has identified demand for workers in operations and tradesbased roles are increasingly required as work ramps and builds start from 2023. Areas in particular demand include: • Heavy Fabrication • Mechanical Operations • Welding Operations • Electrical Operations • Designers Jobseekers with these qualifications will have a unique opportunity for

a diverse, challenging and longterm career in the Australian Naval Shipbuilding Industry. To ensure industry has access to a pipeline of workers with the relevant skills and qualifications, the NSC has partnered with Australia’s leading training and education providers to build a suite of endorsed programs that are aligned with specific naval shipbuilding industry skill requirements. Through an extensive training needs analysis across more than 200 roles, the NSC has identified the most appropriate programs that will produce employment-ready graduates and open the door to employment pathways within the shipbuilding industry. This growing catalogue of education and training courses complements the NSC’s suite of specialist courses including the recently launched Introduction to Shipbuilding. The Introduction to Shipbuilding course provides supplemental training for individuals to address the critical skills and knowledge needs of the current and future naval shipbuilding

workforce in Australia. 2021 is the first year this course has been delivered officially by TAFE SA, South Australia’s largest VET provider.

The course material has been reviewed and endorsed by industry and this approach ensures content delivered is relevant to Australia’s Naval Shipbuilding Industry, allowing employers to access employmentready job seekers that are better prepared for shipbuilding jobs as roles become available.

DIGITALLY UPSKILLING AUSTRALIA Patrick Kidd OBE OAM, CEO, Digital Skills Organisation While the effects of COVID-19 have been devastating, new opportunities for economic growth have been accelerated and the need to cultivate innovation across all industries has been exposed. Department of Employment, Skills, Small and Family Business (2019) predicts that more than 90 per cent of the Australian workforce will need to use some level of digital skills within the next five years, whilst 2.7 million Australian workers (21% of the workforce) are predicted to be displaced by automation by 2034 (FAETHM, 2020). Developing a workforce with the right digital capabilities is a core requirement of the Government’s ambition for Australia to become a world-leading digital economy by 2030. As part of the Australian Government’s $585 million Delivering Skills for Today and Tomorrow package, the Digital Skills Organisation (DSO) has been set up to take an evidence-based and industry-led approach to inform the Government’s agenda as we help make world-leading digital training more accessible and create a training system

that is fast, relevant and responsive to the needs of employers.

“We are excited at the opportunity to enhance Australia’s digital skills...” The DSO looks to build conversations and partnerships with and between industry, employers and training bodies to develop fresh and agile approaches to upskilling new learners and existing members of the workforce. We are focused on all organisations from across different industry sectors, with the recognition that we must actively reach out and connect with Boards, Executives, Managers and Teams if we are to deliver change. This is a whole business challenge, too important to be left only to HR, Learning and Development Managers. As one of three industry-led Skills Organisation pilots designed to inform broader improvements to the national training system, the DSO will deliver change through the Digital Skills Development Model which aims to align our community on common language, purpose and priorities.

In doing so, our model aims to unify the sector around priorities, engage employers in a meaningful way, and put in place a process that meets the needs of the industry and creates a more digitally skilled workforce better aligned to the current and future digital skill requirements of the workforce. To help drive this change, we will continue to work with and alongside employers, peak bodies, governments, and RTOs to create pathways that respond to Australia’s current digital skills deficit. As we aim to simplify digital career pathways, align with employers on the necessary skills proficiency, and develop the pathways to meet recognised needs, we are excited at the opportunity to enhance Australia’s digital skills capability and create better outcomes for learners, employers and the digital sector in Australia. Patrick Kidd commenced as the CEO of the DSO in October 2020. He brings substantial experience in training, stakeholder management and leading complex change programmes following a career in the British and Australian Armys’, a strategy and operations consultant with Deloitte, the CEO of the Invictus Games Sydney 2018, and the Programme Director delivering a large digital programme into Federal Government.
