WEEKLY NEWSLETTER What is the National Constituent Assembly convened by President Maduro? On 1st May 1, 2017, the President of the Bolivarian Republic of Venezuela, Nicolás Maduro signed the decree of convocation to begin the process of N IAN O I forming a National AR UT TIT LIV NS E BO O Constituent AssemC TH IC LA OF PUBL ZUE E E bly, as a democratic, R VEN OF participatory and protagonist alternative to guarantee the peace of the country, against the violent threats of sectors of the opposition and of some international hegemonic powers. Where is its legal and political foundation? The call to Constituent Assembly is embodied and specified in the current Constitution approved in the year 1999. It is in the 347, 348 and 349 articles that we will quote next: Article 347: The people of Venezuela are the depository of the original constituent power. In the exercise of this power, a National Constituent Assembly may be convened with the purpose of transforming the State, creating a new legal order and drafting a new Constitution. Article 348: The initiative of convening the National Constituent Assembly may be taken by the President of
the Republic in the Council of Ministers; The National Assembly, by agreement of the two thirds of its members; The Municipal Councils in town hall, by the vote of two thirds of them; Or fifteen percent of the voters registered in the civil and electoral registry. Article 349: The President of the Republic cannot object to the new Constitution. The constituted powers may in no way impede the decisions of the National Constituent Assembly. Once the new Constitution has been promulgated, it will be published in the Official Gazette of the Bolivarian Republic of Venezuela or in the Gazette of the National Constituent Assembly. How will it be chosen? The convocation to the National Constituent Assembly is a popular, democratic process. It will be formed by universal, secret and direct vote. It will take into account the sectoral and territorial representation. Example 1: Entrepreneurs, indigenous people, trade union movements and students can choose their own representatives. Example 2: it will be possible for each municipality to choose nominally their representatives. According to the decree signed by President Nicolás Maduro, the Assembly will consist of 500 constituents.

What are its goals? The Venezuelan Head of State said on 1st of May: "I call upon the people's original constituent power, it is the time, it is the way, they left no alternatives, here we have the daughter of Chávez (the Constitution), here we have the pioneer, our Commander Chavez wanted to perfect it in 2007 but the conditions did not allow, I convene the original constituent power to achieve the peace needed by the Republic, to defeat the fascist coup so that the people, with their sovereignty, be the ones to impose peace , harmony and true national dialogue ".

Venezuela meets UN’s Candidate to solve Guyana border dispute dispute between the Caribbean nation and the Cooperative Republic of Guyana took place at the "Antonio José de Sucre" Yellow House, home to the Ministry of People’s Power for Foreign Affairs (MPPRE, Spanish initials), located in the city of Caracas. The meeting follows the fact that on 11th April of this year, President Nicolas Maduro held a meeting with Nylander in the Palace of Miraflores, a visit on which the UN announced that the diplomat was following an agenda in which he would visit the capitals of both nations "to interact with the governments of Guyana and Venezuela with a view to considering the next steps in the mediation efforts."
On Wednesday the 3rd of May 2017, the Chancellor of the Bolivarian Republic of Venezuela, Delcy Rodriguez, received the Candidate for Good Officiant of the United Nations (UN) in the territorial dispute on Guayana Esequiba , Dag Nylander.
The Secretary General of the UN, Antonio Guterres, appointed the lawyer as commissioner for this task last February.

International attacks: US Senators petitioned 19.5 million US dollars to fund Venezuelan opposition attacks
A bipartisan group of senators yesterday introduced a new bill in the US High Court to impose new sanctions against Venezuela and demand that the State Department coordinate a regional effort to support terrorist groups.
These kind of attacks have already killed 29 Venezuelans and wounded more than 400 people in April, figures that have continued to rise during the past 48 hours . Maduro said that the armed insurrection is being controlled, but admitted that there are still many steps to be taken so that these groups can be overcome. A preliminary report set more than 100 billion bolĂvares to be the figure of losses that the country has incurred after the attacks.
The bill calls for providing $ 19.5 million to finance internal actions that will immediately destabilize and the government and presidency of NicolĂĄs Maduro.

President Maduro hands the National Electoral Council (NCE) the Decree that initiates the Constituent Assembly
It is foreseen that the election of at least 500 constituents through direct, secret and universal voting shall take place. The time that will take the Constituent Process has not yet been specified. Yesterday, the Presidential Commission in charge of starting off the Constituent Assembly process met with the Public Powers.
The President of the Republic NicolĂĄs Maduro, delivered yesterday the Decree of convocation of the National Constituent Assembly to the National Electoral Council (NCE). The members of the Constituent Assembly will be elected in sectors of different areas, under the rectory of the National Electoral Council. The electoral bases of this process are being defined through national consultation, with the various political and social factors of the country.

National Electoral Council: “Venezuela lives another crucial and historic moment” The President of the National Electoral Council Tibisay Lucena, said that Venezuela is once again living in a crucial moment in its political history. The highest authority of the NCE received yesterday the presidential decree that calls for a National Constituent Assembly. The initiation of the Constituent process represents a great opportunity for a national debate, explained Lucena. The Constituent process will unite the Republic and lead the country to peace, which we all deserve, he said. Venezuelan state-owned oil and Natural Gas Company PDVSA wins another case in US courts
The Venezuelan Minister of Interior Néstor Reverol denounced the use of armed groups and criminal gangs, by sectors that seek to overthrow President Nicolas Maduro.
The Federal Court of the state of Delaware in the US ruled in favor of the Venezuelan state-owned PDVSA in a case that was brought to the court by the transnational corporation Crystallex International Corp.
Reverol blamed the President of the National Assembly (NA), Julio Borges, as one of the authors of the intellectual plan. These groups ambushed and wounded five National Guard troops, one police force and two civilians.
The company was requesting for payment of dividends from CITGO Petroleum Corporation, a Venezuelan subsidiary that operates in the United States. Crystallex challenged the payment of dividends of 2,800 million dollars, on the basis that the transaction prevented the execution, by that company of an arbitration award against Venezuela.
Terrorist bands placed obstacles in some of the main roads of Caracas and other Venezuelan cities, causing several fatal accidents. At least two people died and more than a dozen people were injured in one of the accidents caused by these sectors in Carabobo (central region of the country).
Despite the lawsuit filed by Crystallex, the Delaware Federal Court ruled that PDVSA enjoys immunity from jurisdiction under the Sovereign Immunity Act of the United States, the state prosecutor said. This is the second case that PDVSA wins in less than a week, in US courts.
Authorities confirmed that the attacks have mainly been carried out at night. Dozens of official vehicles have been set on fire, including a gasoline truck from PDVSA, the state oil company. chavezvive.info.ve

South Engineering Company clinches Sh1.7 billion deal for a petroleum loading facility
A local firm has floored six international companies and clinched a contract to put up a petroleum products loading facility in Kisumu.
