U.S. Department of State condemns Venezuela’s National Constituency Assembly
U.S. Department of State on the 18th August 2017 through their spokesperson Heather Nauert issued a statement condemning decisions of Venezuela to form the National Constituent Assembly (NCA). The Bolivarian Republic of Venezuela categorically rejects the statement issued on August 18, 2017 by the Spokesperson of the United States Department of State regarding the sovereign decisions of the National Constituent Assembly (NCA), the legitimate representative of original constituent power, arising from the popular will of the Venezuelan people, in free and universal elections, which is clearly a new act of interference in Venezuelan internal affairs by the US administration, in violation of the purposes and principles of the Charter of the United Nations and the rules of international law. Venezuela denounces to the international community the campaign of disinformation imposed by international mass media in order to undermine once again the peace and social stability of the nation, recovered after the democratic election and the establishment of the National Constituent Assembly, after more than 100 days of violence and terrorism promoted by the Venezuelan opposition, with foreign support. Venezuela strongly repudiates the new threat of the US empire regarding the imposition of new economic and diplomatic sanctions on Venezuela, which add to the aberrant threat of President Donald Trump on August 11, 2017, regarding a military intervention against our people, our sacred soil and our democratic government.

Venezuela denounces to the international community the pattern of systematic and planned American aggression, which is clearly detrimental to the principles governing peaceful relations and the spirit of dialogue and political understanding that must prevail among States. The Government of the United States of America intends to break any possibility of establishing relations with Venezuela based on equality, cooperation and mutual respect. Its policy of threats, insults and imperial orders does not correspond or belong to this historical time, and represents the main risk for the peace and stability of Venezuela and Latin American Region. Venezuela warns the world about the new excuses of the Government of the United States of America to continue moving forward to its expansionist plan of military aggression and intervention against our homeland. The Government of the United States of America intends to recolonize the independent peoples of the continent using as an executing arm a minority of countries conjured up in the self-styled Lima Group, whose function is to justify the sad history of the Monroe Doctrine, now called in the 21st Century "America First". Venezuela calls on the international community and the free peoples of the world to collectively and unequivocally condemn the outlaw and irresponsible behavior of the main weapons producer at the global level and of the country with the highest military expenditure worldwide. The Venezuelan Government rejects intervention by the Lima Group
On 19th August 2017, a group consisting of Latin American foreign ministers held a meeting in Lima where they attacked the sovereign decisions and internal affairs of Venezuela which violates the purposes and principles of the Charter of the United Nations and the rules of international law. The Bolivarian Republic of Venezuela categorically rejects the pronouncement issued on 08/18/2017 by the self-styled Lima Group in relation to the sovereign decisions of the National Constituent Assembly (NAC), a legitimate representative of the original constituent power, which clearly constitutes a new act of interference in the internal affairs of Venezuela by the governments of Argentina, Brazil, Canada, Chile, Colombia, Costa Rica, Guatemala, Honduras, Mexico, Panama, Paraguay and Peru, in violation of the purposes and principles of Charter of the United Nations and the rules of international law. Venezuela strongly repudiates the threat of the Lima conspiracy to implement the OAS Democratic Charter, which implies the use of blackmail, state pressure and terrorism, as in MERCOSUR, to try to twist the arm upon countries worthy of the region that have not been part of their failed campaign of isolation against Venezuela. These actions are consistent and necessary to create the conditions that justify the American empire to carry out a military intervention against our people, our sacred soil and our republican and democratic form of government. The Lima conjuration does not only have the intention to break any pattern of possible relations of height, equality, cooperation and respect with Venezuela, but to break the unity of our America. The conspiracy of Lima intends, according to imperial dictates, to impose a policy of tutelage and threats against Venezuela, which does not correspond or belong to this historical time, and represents the main risk for the peace and stability of Venezuela and Our America. The Bolivarian Republic of Venezuela warns the people of this group of countries about the role played by their governments as the executing arm of the US empire to re-issue the sad story of the Monroe Doctrine, now called "America First" With which the Government of the United States of America intends to recolonize the independent people of the continent. The Venezuelan National Constituent Assembly and Parliament will to coexist
On the decision of the National Constituent Assembly dated August 18th regarding coexistence with the Venezuelan Parliament.. SUMMARY
The Venezuelan Parliament has not been dissolved, suspended, or eliminated. The Legislative was invited to live with the National Constituent Assembly and to work within the framework of its competences in the functions of the country. It is the Legislative that denies not to recognize the National Constituent Assembly nor respecting it's call. The National Constituent Assembly has assumed specific Legislative functions for which it is constituted to be enforced. On August 18th, the National Constituent Assembly (NCA) as an expression of the original power of the Venezuelan people elected by popular, universal, direct and secret vote on July 30th and in the exercise of its powers, to appear in this body to the Board of Directors of the Venezuelan Parliament. The purpose of this call was to agree on the terms of institutional coexistence between National Constituent Assembly power and constituted power of the Venezuelan Parliament during the period of validity of the constituent process. The Legislative Board of Directors, headed by Deputy Julio Borges, disregarded National Constituent Assembly call to establish rules of coexistence, cohabitation and coordination necessary for institutional work in order to solve the country's problems. NATIONAL CONSTITUENT ASSEMBLY COMPETENCES According to the Constituent Assembly, the Constituent Power can assume any competence or power attributed to a constituted power without this implying usurpation of powers, dissolution of the constituted power or impairment of its specific powers. Since the Constituent Assembly represents the supreme will of the people and it can not be limited by the Constituted Powers. If it were so, it would not be CONSTITUENT POWER. According to the decree issued, the National Constituent Assembly assumes legislative functions to guarantee the preservation of peace, security, sovereignty, the socioeconomic and financial system, the purposes of the State and the preeminence of the rights of Venezuelans
It should cite the provisions of article 349 of the Venezuelan Constitution: "The President of the Republic can not object to the new Constitution ,the constituted powers can not in any way impede the decisions of the National Constituent Assembly" Despite the refusal of the Venezuelan Parliament to discuss its coexistence with the National Constituent Assembly", this supreme body of our constitutionality has not adopted any decision that could be interpreted as dissolution of the Venezuelan Parliament. On the contrary, the president of the National Constituent Assembly" made a public call to the Venezuelan Parliament to resume their functions within the framework of the law according to the provisions of the Venezuelan Constitution and put to work and to legislate according to the country. It is again a #FakeNews that the political spokesmen of the Venezuelan opposition disseminate with the support of the countries of the world that have declared themselves in conspiracy against Venezuela and the international mass media. The Venezuelan Parliament continues with its legislative functions and must heed the peace call made by the National Constituent Assembly and the Venezuelan people Venezuela rejects this new campaign of manipulation and distortion of domestic political reality. Foreign Minister Jorge Arreaza has alerted the international community to this new media operation and urges the international community to handle the truth responsibly and avoid falling into the media traps of the Venezuelan oligarchy Paradoxically today the political parties of the Venezuelan Parliament deputies who have denounced an alleged "dissolution" of the Legislative were in the morning at the headquarters of the Venezuelan Electoral Power in an event that consists of the selection of the position they will occupy on the electoral card that will be used in the election of Governors, to be held in October. It is also striking that several of the opposition MPs of the Venezuelan Parliament (including a member of the Board of Directors) have been nominated as candidates for the election of Governors, which makes the declaratory today of the alleged occurrence of a more absurd and incomprehensible "Coup d'etat" through the "dissolution of Parliament" Statement by the President of the National Constituent Assembly Delcy Rodríguez Gómez: "The Venezuelan Parliament is not dissolved and must work according to its functions,the head of the National Constituent Assembly urged the members of the Venezuelan Parliament to assert their functions as one of the five branches of government adapted to their strict constitutional functions. Rodriguez urged parliamentarians to further respect the will of the people currently represented by the Native Constituent Power in the National Constituent Assembly. Indonesia 72nd Independence day August 17, marked the 72nd anniversary of the Proclamation of Independence of the Republic of Indonesia in 1945. Referred to as Hari Merdeka, it celebrates the foundation of Indonesia as an independent nation in 1945. Independence Day is marked with various activities including flag-raising ceremonies, parades, neighborhood games, cooking competitions, palm tree climbing, and kerupuk (shrimp cracker) eating contest. Historical tours are also organized through which participants learn about the Indonesian Revolution. Many theaters show historical films. Among the most popular films are “Tjoet Nja’Dhien” and “Soekarno.” The solemn ceremony was attended by the President of the Republic, Joko Widodo, the Diplomatic Corps, State officials, special guests and the general public who celebrated the Independence of the Southeast Asian country. The Communist Refugee Party - European Left condemned threats of Donald Trump against Venezuela In a statement, the Communist - European Left - Wing Party expresses the strongest condemnation of the threats of Donald Trump President of the United States, to intervene militarily in the Bolivarian Republic of Venezuela, increasing the aggressions already witnessed by his government against the country . The document states that "threats of military intervention against a sovereign nation violate international law and offend the sovereignty of Venezuela, whose people have elected institutions and authorities in a democratic and constitutional manner." He also refers to the statements made by Vice-President Mike Pence (on an ad hoc visit to South America), in addition to the grave statements by CIA chief Mike Pompeo, who recently admitted pressure on Mexico and Colombia to participate in an offensive strategy towards Venezuela. www.mppre.gob.ve
The Communist Party of Bolivia rejected interference statements of USA against Venezuela The Communist Party of Bolivia, expressed their support for the people and Government of Venezuela, and repudiated the infamous statements made by the President of the United States in a statement. Egypt seeks revision of Nile treaty to safeguard water source
Egyptian president Abdel-Fattah El-Sisi had attended a Nile Basin States Summit in Kampala. This was to bring to an end of the contention over a new framework for sharing and use of the waters of River Nile. Egypt and Ethiopia have had long-standing disputes over the sharing of the Nile waters, a matter that has sucked in other Nile Riparian states of Burundi, Rwanda, DR Congo, Uganda, Kenya, Tanzania, South Sudan, the Sudan, and Eritrea, which all share the river’s catchment area. About River Nile Spanning an estimated 4,132 miles long, River Nile is considered the longest river in the world. Sources privy to the details of the meeting indicated that Sudan was represented by Vice President Hassabo Mohammed Abdurrahman, Burundi by second vice president Joseph Butore, South Sudan by vice president James Wani Igga, Rwanda by the minister of minerals and natural resources Vincent Biruta, and Kenya by water minister Eugene Wamalwa. Tanzania was represented at the summit by foreign affairs minister Augustine Mahiga, and DR Congo by the minister of environment and sustainable development Ambatore Nyongolo. President Museveni called the summit to arbitrate the matter, maintaining that disagreements that “never come to end are either because of disinformation or misinformation.� The Riparian States 17 years ago established the Nile Basin Initiative (NBI), an intergovernmental body to iron out differences over sharing of the Nile waters, and in 2010, a new charter known as the Cooperative Framework Agreement (CFA) or the Entebbe Agreement, was adopted to guide a new course of cooperation. musisif@ug.nationmedia.com 7
Rwanda’s President Kagame sworn in for third term
Rwandan President Paul Kagame was sworn in last Friday for a third term in office after a crushing election win. African heads of state were present at the ceremony which took place in front of a packed crowd in the national stadium in Kigali, entertained by a military parade and drummers. "Africa is on the right path, and we are going to do just fine," the newly elected president Paul Kagame said during a ceremony in the capital, Kigali. "I will continue to work for Rwandans with pride and honour," the president added. Kagame was able to seek a third term after a 2015 referendum saw 98 per cent of the electorate in favour of changing the constitution to allow him to run in the August polls. The president's has governed the country since its armed wing defeated the country's ruling civilian and military authorities in 1994, ending the genocide of 800,000 Tutsis - Kagame's ethnic group - and moderate Hutus. But Kagame also enjoys widespread popularity, having transformed the country ravaged by genocide and civil war into one of Africa's stablest nations. Kagame has overseen strong economic growth, at an average of 8 per cent between 2001 and 2015, while also turning Rwanda into a technological hub and uprooting corruption. Among the heads of state present are presidents Faustin Archange Touadera of the Central African Republic, Brahim Ghali of the Sahrawi Arab Democratic Republic, Ismail Omar Guelleh of Djibouti, Mahamadou Issoufou of Niger. The Prime Minister of São Tomé and Príncipe, Patrice Emery Trovoada is also representing his country for the swearing-in including the Vice-President of Ivory Coast, Daniel Kablan Duncan; and Acting Vice-President of the Gambia and Minister of Women’s Affairs, Fatoumata JallowTambajang. Kenya’s president Uhuru Kenyatta was also in attendance.
