Rafael Ramirez outlaws the imposition of unilateral sanctions. New York, February 11th, 2016 (MPPRE) .Rafael Ramirez, Venezuela's permanent representative to the United Nations (UN) termed as illegitimate the sanctions unilaterally imposed by some countries for political purposes, considering them outside of international law and the UN Charter. In the context of the presidency of the Bolivarian Republic of Venezuela in the United Nations Security Council, an open discussion at the ambassadorial level was carried out in which the functioning of the sanctions committees and the problems of political and economic destabilization generated in countries where these measures are imposed were analyzed. The Venezuelan diplomat referred to the importance of having sanctions as a last resort to address the issues that threaten the peace and international security, as stated in article 41 of the Charter of the United Nations – a critical document of the organization-and in this way avoid the deviation from their central objective. Concerning this issue, Ramirez said that despite changes in recent years in these subsidiary bodies, there continue to be negative effects in the humanitarian situation of the civilian population, high economic costs to neighboring countries and the criminalization of economic activities. For the first time the Security Council was opened to the nations that are currently subject to the sanction regimes, including: Ivory Coast, Sudan, Libya, Central African Republic and Eritrea, as well as the Islamic Republic of Iran, a nation that has recently had sanctions lifted with regard to the development of its nuclear program. These nations had the opportunity to express their national position and the reality their economies are going through as a result of these measures imposed by the Security Council, which sometimes tend to aggravate the internal situations in their countries. Currently, of the 16 existing sanctions committees, 62.5% of these are applied against African countries and 9 of them have been in force for more than 10 years, of which Ramirez said that there are difficulties to end a sanctions regime once it has been created, thus becoming an injustice to the concerned nations.
The Venezuelan ambassador urged increasing the participation of the countries concerned and that the views and opinions of these are included in the report periodically made by each of the committees. "The chairmen of the sanctions committees should stop being mere mouthpieces of the opinion of the committee members and the information provided by the panels of experts, they should have an extra prerogative and space to offer their ideas and recommendations on how to deal constructively with causes that led to the imposition of sanctions and to work hand in hand with the States concerned to establish clear criteria and steps to facilitate the lifting of the same "he said. Moreover, Ramirez reiterated that Venezuela defends the sovereignty of nations in the management of natural resources, according to what was stated in the resolution 1803 of the UN General Assembly, which reflects the importance of using the wealth for national development and welfare of the people, so he said the Security Council cannot prejudice the sovereignty of nations. Additionally, he said that sanctions often become punitive measures against countries and people, which serve in many cases the political interests of other countries, which impose their selection criteria in the Security Council. www.avn.info.ve
