Bolivarian Republic of Venezuela Ministry of Popular Power for Foreign Affairs Communique The Bolivarian Republic of Venezuela categorically rejects the statements by the British High Commissioner to the Cooperative Republic of Guyana, Greg Quinn, concerning the territorial dispute between the Bolivarian Republic of Venezuela and the Cooperative Republic of Guyana. The statements of Mr. Quinn seek to hide the historical truth that reveals how his country, taking advantage of the prevailing condition of imperial power of the time, along with the US government, lobbied and executed an arbitration fraud that violated the territorial integrity of Venezuela, setting one of the cases of power abuse that most seriously transgressed cardinal principles of international law. It is striking to see the synchronicity –in terms of time and content– between the statements of the British government representative and the US government representative on 1899's arbitral fraud. Both hastily insist in demanding respect for an award urged by the hands of actors of their governments, ignoring both the current and valid 1966 Geneva Agreement as the existing legal instrument to regulate the territorial dispute between the Bolivarian Republic of Venezuela and the Cooperative Republic of Guyana. The Bolivarian Republic of Venezuela demands to the British authorities a genuine respect for the law and urges them to abandon their anachronistic attitude, very similar to its grim legacy of territorial disputes, as a result of colonial, slavery and predatory policy in Africa, Asia, Latin America and the Caribbean, forging a disgrace to humanity of which no one could be proud of. United Nations report lauds Kenya's broadband plan
A United Nations global report has heaped praise on Kenya's broadband plan for being up to date with current developments in the ICT industry. The UN Global Commission’s report, ‘The State Of Broadband 2015,’ states that Kenya has consistently signalled national commitment to the broadband plan across policy makers and stakeholders. EFFECTIVE ICT PLAN The report points out that a good plan includes consideration of infrastructure deployment and telecommunications key performance indicators. The Kenya National ICT Master Plan which has set targets to be realised by 2017 has the mentioned considerations. “Introduction and adaptation of a broadband plan is associated with 2.5 per cent higher fixed broadband penetration, and 7.4 per cent higher mobile broadband penetration on average,” said the survey. The UN points out that Kenya among other countries should incorporate more detailed performance indicators in its plan to ensure transparency and accountability. The key focus of the broadband plan should be on subscription rates, network resilience and quality, according to the UN International Communication Union.
Monitoring by tracking broadband network deployment to increase internet penetration should be done regularly. Key indicators to be checked from consumer’s end should be coverage, capacity, technology take-up and price. The United Nations against 148 other plans worldwide, the global body however notes a deplorable digital divide. DIGITAL DIVIDE The study also notes that despite strong master plans, and increased connectivity, the digital divide remains deep in developing countries. Only 35 per cent of the population developing countries have internet access. Kenya for instance is still struggling to increase internet penetration in marginalised areas through the Universal Service Fund (USF). The USF project is however facing setbacks in implementation because of a lack of solid framework to guide the regulator. According to Communications Authority Director-General Francis Wangusi, Kenyans are having communication challenges because some do not internet access while others experience poor quality service. The Communications Authority 2013/2014 Quality of Service report states that Safaricom, Airtel and Telkom Kenya are all offering voice and broadband services that are below the set target for quality of service. www.nation.co.ke

Venezuela promotes the FILM FESTIVAL on the south With the participation of the Embassies of Egypt, Iran and Venezuela, the Non-Aligned Movement Film Festival of "Cine del Sur" was launched on Tuesday 6th October, 2015, in the auditorium of the Alliance Francaise, with the projection of the Venezuelan film "a Look at the Sea" of the director Andrea Rios. This initiative takes place within the framework of the Non-Aligned Movement in which Venezuela will assume the presidency of this body next year. This activity was attended by the Chief Justice of the Republic of Kenya, Dr. Willy Mutunga, as well as representatives of the Kenyan Foreign Ministry, Ambassador of the Islamic Republic of Iran, Hossein Malek Givzad, Ambassador of the Arab Republic of Egypt Talaat Mahmoud, members of the diplomatic corps in Kenya and the Network of Friendship and Solidarity Venezuela-Kenya, as well as representatives of the community of Mathare and the general public. Ambassador Jhony Arismendi Balza highlighted in his speech the importance of this event, for its historical significance by bringing together members of the
Non-Aligned Movement in this country, in order to rekindle the spirit that inspired the creation of this organization and to inform the Kenyan society of the efforts of the founders of this body to build a world of peace and solidarity.

Ambassador Jhony Balza Arismendi took the opportunity to acknowledge the film career of Iran and Egypt that has claimed worldwide references in the cultural sphere, adding that Venezuela is joining countries with high recognition in the field of cinema, thanks to the support given by Commander Hugo Chavez to the Venezuelan cinema productions. Ambassador Balza said that cinema is a strategy to show a different overview of our cultural diversity. This Festival will be held from the 6th to 8th October 2015. Iran will project the productions "Do not get tired" of the directors and Gharaie Mohsen and Afshin Hashemi and "Sounds of Sparrows" by director Majid Majidi, Egypt, will screen the film "the Best of the Times" of the director Hala Khalil. After the transmission of the Venezuelan film, the production received applause and audience recognition, receiving the highest praise for the story told by the protagonists of this film.
