News Around the Club HOLIDAY HOURS Although the Club will be closed December 25th, 26th, and January 1st, you can book plane rentals for those days. Arrange with Dispatch ahead of time. FOOD BANK CHALLENGE - MISSION COMPLETE We did it! We joined 34 other businesses in Victoria in participating in VIATEC's yearly Food Bank Challenge, with food and donations going to the Mustard Seed. In this Challenge, taking place over three and a half weeks, over $82,000 was raised by the collective group of companies! The winner of the Challenge was Carmanah Technologies (maker of solar powered taxiway lights used at airports around the world) for the highest cash and food donation.

On November 19th, around 100 people came together to celebrate the Victoria Flying Club's 70th anniversary. We enjoyed a fantastic catered meal put together by Food for Thought Catering. Afterwards we all gathered in the hangar for a paper airplane contest, won by Rodger H. Door prize winners, dessert, and dancing followed into the night! A huge thank you to Kathy Hargreaves for all her tireless work in organizing and arranging all the fun and good eats for us. Thanks also goes to her family, Rodger, Jamie, Krista, and friend Leah, for setup, serving, and cleanup help. Guide Dogs and Service Dogs – Information for the Public From VFC Management On January 18th, 2016, the Province implemented the new Guide Dog and Service Dog Act and Guide Dog and Service Dog Regulation.
misbehave, you can ask someone to remove his/her dog from your premises. You may also consider making a complaint to the Registrar of the Guide Dog and Service Dog Program as set out below.
As a service provider to the public we have an obligation to reasonably accommodate persons with disabilities. This includes visually impaired persons requiring guide dogs and persons with disabilities requiring service dogs to assist them with daily living. We are providing this information for the benefit of both our members and our staff and trust you will find it helpful.
You can also expect to see certified dogs-in-training out in public with dog trainers. If you have any questions about whether the dog-in-training and dog trainer are certified, you may ask them to produce a government-issued certificate. Although the dog is still in training, the dog should still be under control of the dog trainer at all times.
In accommodating persons with disabilities, it is reasonable to expect that a guide or service dog be clean, well-groomed, free of offensive odours, and appear healthy. The guide or service dog should behave in an appropriate manner while on the premises. For example, the dog should not show aggression or pose risk to others or property; the dog should not solicit attention or food, run freely, urinate or defecate in inappropriate areas, disrupt business transactions, bark, or growl.
Retired guide or service dogs are allowed to continue to live with their owner handlers and are issued a separate certificate. Retired dogs do not, however, have the same access rights to businesses, transit, etc. as a guide or service dog team. Unless you are selling, preparing or serving food, you may choose to allow non-certified guide and service dogs, dogsin-training, and/or pets onto your premises. For example, you may be approached by an uncertified dog-in-training and handler/dog trainer as part of their skills training in public to practice at your business location. Permitting the team to practice their skills on your premises may assist them in preparing for an assessment to become a certified dog and handler team. If you sell or serve food, you are bound by section 25 of the Food Premises Regulation which only allows public access to those guide or service dog and handler teams with government-issued certificates.
If the guide or service dog is not behaving in an appropriate manner and you are unsure if the dog is certified or trained to a high standard, you may ask to see a person’s government issued certificate or other documentation showing that the dog has been suitably trained. Guide and service dog and handler teams carrying government issued certificates will have undergone training to a high standard and are monitored and assessed. If you have raised concerns about the behaviour of the guide or service dog with the handler and the dog continues to

The Human Rights Code also requires you to reasonably accommodate persons with disabilities. Victoria Flying Club 2016 Income Tax Procedure Please Note: Canada Customs and Revenue Agency (CCRA) has recently been requiring proof of enrollment in the Commercial Pilot Program before allowing a deduction for the hours under the Private Pilot Licence. A letter from the Club confirming enrollment in the CPL is available to students actively pursuing a CPL (i.e., a Category 1 Medical, enrollment in Commercial Ground School, working towards a Night Rating or actively completing the dual requirements of the CPL). Members are reminded that all deductions taken are the responsibility of the person claiming the deduction on their tax return. Instructions: Complete all areas of this form. There is no need to complete the form if you reached the maximum deductible hours per course in 2016. Mail/fax/or drop off this form to Dispatch. Allowable deductions:

NEW VOICES COMING TO THE TOWER AND CUSTOMER SERVICE SURVEYS ’Tis the season. The beacon light on top of the tower goes on with its definitive thud a little earlier each passing day, the airport authority uses the rain advantageously to sweep and clean our runways while the rest of the country uses something called a plough (Google it, don’t ask me), and we get our bodies used to frigid single digit day time highs. We all make sacrifices. It is also the time of the year that we naturally look back on the calendar that was, what we accomplished, what we didn’t, and what we intend to. Here at YYJ tower, it has been a busy year. As many of you know, a challenge over this past year that has affected you is one of tower staffing - specifically a lack thereof, to the point where it has at times imposed temporary restrictions on general aviation aircraft. Contributing to this is an issue facing the entire aviation industry and also industries beyond ours: a whole generation retiring, creating a void of skilled employees. A pilot can not be trained within a short amount of time, and neither can a controller. If they are successful, it can take upwards of four years for the combined application, testing, training, and qualification phases of an ATC.

While new voices are introduced on our frequencies and the trainees embark on their respective training programs, we will still face the possibility of short staffing days through at least the upcoming spring and summer. As always we will do the most we can to accommodate all traffic and requests. It is, and will continue to be in 2017, a fine balance between workload and staffing. We are working through our processes to ensure our staffing level is increased in a timely and thorough manner. We will also be entrusting all users to provide our new voices on air the respect and patience that you afford all of us controllers, for we all remember what it is like to be a student. I firmly believe that we are all in fact students of aviation, and to be as safe as we can, we must continuously be students. So in a way, we are simply welcoming new peers to our YYJ community.

I can not stress that enough, and the service that we are mandated to provide should extend beyond the confines of frequency bands and headsets. Through PrepAIR, we are very pleased to introduce to the local YYJ flying community a Victoria Tower Customer Service Survey. Nav Canada has never before released an initiative such as this at a local YYJ tower level, and it is yet another way that we intend to increase constructive communication with our users. Feedback isn’t truly useful unless we disseminate the results back to those that provided it. With this in mind PrepAIR will do so by way of a brand new round-table discussion forum, to be first held at the Victoria Flying Club in either January or February of 2017, before our annual pilot refresher seminar.
Until then, I have some pre-Christmas vacation and travel coming up, so you will not hear from me on air until I return mid-December. Continued thanks for striving to make yourself a better pilot, for your patience with us at the tower as we all work and fly through short-staffing days, and for your support of PrepAIR. Again, please take the time to participate in our new survey via our website. Your comments and voice will be heard more than ever before.
This three hour session will become a regular fixture throughout the year, to be held every one to two months on a weekend afternoon and be mediated by myself and possibly other tower representatives. It will provide yet another way for controllers and pilots to effectively communicate off air and face to face.
Look back upon the year that was, on the challenges both in and out of the cockpit that you faced and overcame, on those still in progress, and ultimately upon what you have learned. Continued learning is so important in everything that we do, but especially in the tower and skies. Fly safe, take care, and best of the season.
Along with a continuous dissemination of our survey (which will be permanently available via the URL above), the discussion during these sessions will be centred around a question and answer format, giving pilots more of a forum than our more structured annual seminar to simply ask questions. During our seminars, there never seems to be an end to the demand for the closing Q and A session, and it is only due to time that we have to cut it short. These ‘miniseminars’ will provide a continuation of this discussion and

In conjunction with James’ presentation, COPA Flight 6 held its annual meeting, with one result of no changes at the Board of Directors level. Rob Shemilt will remain in the Captain (President’s) role along with Allan Rempel as CoCaptain (Vice-President) and Art Reitsma as Treasurer.
Eighteen members of COPA Flight 6 showed up for the November meeting featuring James Bogusz from the Victoria Airport Authority. We last heard from James about a year and a half ago and James brought us up to speed on further changes planned at YYJ. Although the focus of the VAA is managing the property and facilities, they are certainly open to helping the General Aviation community exist at this very busy airport.
The next COPA Flight 6 meeting will be Tuesday, December 6th 7:00 PM at the Victoria Flying Club. Meeting topic TBA. From the BOD, we wish you a very Merry Christmas and all the best VFR/IFR weather in 2017.
Aircraft movements continue to grow at YYJ making it sometimes difficult to manage the commercial and general aviation side of the business, but should questions or concerns arise, James will address them. One COPA Flight 6 member brought forth a proposal to alleviate inbound and outbound traffic by proposing a shorter runway beside 09/27 for general aviation use, but this was met with some resistance from the VAA.
