New Language Proficiency Regulations Transport Canada has made changes to how language proficiency is evaluated The new ALPD system became effective June 1st. The major changes with this system is that there are now two types of Language Proficiency Demonstrations: Informal, and Formal. Informal demonstrations can be conducted during a Flight Test to Canadian Citizens who can provide proof of “Canadian Post-Secondary” education. The Formal evaluations will be conducted by one of 25 delegated “Assessors” across Canada to candidates who are not Canadian Citizens. These demonstrations will be conducted by telephone after the Candidate has been verified by a "Verifier." Candidates cannot undergo a formal evaluation by an Assessor af-

filiated with the school where the student is enrolled. Formal evaluations will be audio recorded and submitted to Transport Canada for review. A Civil Aviation Safety Alert (CASA 2017-08) was issued in December 2017 encouraging students to undertake their aviation language proficiency exam prior to solo. With the new system in place, the regulations will be amended to require Formal assessments on non-Canadian Citizens prior to solo. Essentially, prior to conducting any Flight Training in Canada candidates must meet a certain level of proficiency before even utilizing a radio. Because this is a part of Aviation Safety, learning

English while learning to fly will no longer be acceptable. Candidates will be required to: #1 Learn English to an Operational Level, then #2 Learn to Fly. There will be a bit of a transition time towards this end goal, but in a nut shell yes IELTS or TOEFL (which is not mandated by Transport Canada) is strongly advised.

Plane Maintenance Wet or dry wash? When do you do which? Contributed by Leslie Hunter, Sea & Sky Eco Detailing.

Traditional wet wash for airpalne cleaning is becoming less popular as it poses extra complications for the user, such as leaving behind mineral and dirt deposits on surfaces, kind of like the rings left by beverages on a coffee table. You can add agents to the water to help break up the deposits or use demineralized water, but depending on the size of your aircraft, this can be burdensome! There is also potential for damage to landing gear component seals, corrosion on electrical connectors and water getting into pitot and static systems. In addition, using pressure washers on aircraft, can force water into faying surfaces (surfaces contacted by a joint) and seals which can damage the aircraft. Increased federal government involvement with airport wash pits and a movement to stop harmful degreasing

agents from flowing into airport drains has developed a greater desire for the use of dry wash. For these reasons, many professional detailers are switching to dry wash products. Dry wash makes sense for the aircraft and the environment. Aviation specific products (Dry Wash, Post Flight, Wind Man and Soot Master, available at VFC from Sea & Sky) are developed with a focus on the environment and results. Though dry wash requires considerably more effort than a wet wash, it carries benefits for the aircraft as well as the owner. When you clean an aircraft, you get the opportunity to touch and see parts up close and personal, allowing you to catch problems when they are small and manageable. For every detailing job we complete, we send out a detailed report on all our findings, including any

issues observed (if you are cleaning you own aircraft, keep good notes!). Dry wash is good for the environment too, with gas savings of up to 0.2% and the elimination of the need for complex and intensive filtering of the water contaminated with dirt and cleansing agents. Dry wash is well established in the UK, Australia, and the US. Canadian airports are also beginning to encourage dry wash methods. The fact is, a clean plane is a very important tool in aircraft care. A clean aircraft is easier to inspect; crud can hide cracks, working rivets, damage, and many other potential problems. Yes, a good and thorough clean may just save your life! By: Leslie Hunter, Sea & Sky Eco Detailing www.SeaAndSkyEco.ca

CPL Ground School, Spring 2018 Round one of the new format has wrapped up

On June 9th, students in the VFC CPL Ground School program toured both the Victoria Harbour FSS and Harbour Air. Our first tour was led by Nav Canada Team Supervisor Michelle Philp who welcomed us to their tower and introduced us to controllers Randy and Ron. Together they provided key insights into the safe operation of Victoria's bustling Inner Harbour aerodrome.

July 2018

Following our in-depth discussions, we made our way over to Harbour Air for a tour of their aircraft. Facilitated by Eric Scott, Harbour Air's VP Flight Operations and Safety, we were met by aircraft mechanic Henry and pilot Graham who gave us a great overview of their fleet and operations. Thanks to all involved in providing this opportunity for our VFC students.

Feature Article

There are many aviation museums in Canada, USA and other parts of the world. Many of them have aircraft that you can fly in if you make a suitable donation to the museum. My wife Kim and I were recently in Oregon on a motorbike tour, and while rummaging on Google for fun stuff to do, I found the Erickson Aviation Collection in Madras. They can be found at http://www.ericksoncollection.com/ This is a great place to visit if you love vintage aircraft. Bring your licence and you can put your hands on the controls and see what it is like to fly one of these beauties. I tried out an open cockpit bi-plane from the late 30's that was used extensively as a Primary Trainer during WWII by the USA and several other countries. The PT-17 is pure joy to fly. It is very basic and doesn't go very fast - about 80MPH - but responds nicely to the controls. It is surprisingly roomy inside as well. There is no tower at Madras, there is no radio in the plane, and no intercom. All communication is by hand signals. There is just nothing like flying an open cockpit biplane on a nice day! FLY-OUT BUG COPA Flight 6

The COPA Flight 6 Board consists of: Flight Captain (President): Rob Shemilt Co-Captain (Vice President): Allan Rempel Navigator (Treasurer): Art Reitsma The June COPA Flight 6 meeting was attended by 9 members and the evening centered around a variety of upcoming future aviation events to be hosted by COPA Flight 6.

The next COPA 4 Kids event will be Saturday, September 8th. As with past COPA 4 Kids events it takes many volunteers to make the day a success. In October 2017, COPA Flight 6 successfully flew 50 kids, with some being there very first ride in a single engine aircraft. This coming September we are looking to fly 100 kids and will require more planes and pilots to achieve this goal. If you would like to volunteer on this day or have an aircraft to fly kids, we're looking for your support. All pilots must

hold a current Canadian Owners & Pilots Association membership to be eligible to act as PIC. Please reply to copaflight6@gmail.com if available. Another discussion centered around under utilized aircraft on the field at CYYJ. If you are an aircraft owner and looking to either increase the utilization of your plane or looking to reduce costs, there are experienced pilots with many hours as PIC who are always looking to go places but sometimes find it difficult

in renting aircraft. If there are aircraft owners interested in plane sharing your aircraft and possibly reducing costs, some insurance policies allow for an additional pilot to be added to the policy if they meet certain requirements and in some cases at no additional cost. If you're interested in finding out more about this opportunity, please send an email to copaflight6@gmail. com. Although unsuccessful in launching a fly out to Port Hardy back in May, we did have a lot of interested pilots and passengers looking for rides. We will try again in the near future and hope to have more planes available to participate to places like Port Hardy, Pemberton, Powell River, Texada Island, and further.

Aviation Excellence Since 1946

The next COPA Flight 6 meeting will be Tuesday, July 3rd and will be a BarB-Que at the Victoria Flying Club pilots lounge starting at 6:00 PM. If you plan on attending you need to RSVP to copaflight6@gmail.com before Sunday, July 1st. as we need to ensure we have enough food, beverages and condiments for the evening. You neither need to be a member of COPA National nor the Victoria Flying Club to attend the meeting. As your local voice for the freedom to fly in Canada, we encourage your participation and membership.
