THE STORY BEHIND THOSE POTRERO HILL STREET NAMES In the late summer of 1849, an advertisement appeared in the Daily Alta Californian describing the City of South San Francisco. At the time, San Francisco extended only as far south as “Rincon Point,” approximately Fourth and Berry Streets today. Dr. John Townsend and Corneille De Boom invited folks to view their newly completed survey of this “city” at their offices on Clay Street. The land was well situated, with a harbor more “securely protected from the wind” than the current harbor at San Francisco. They went on to describe the land in more detail: “The land rises in a gentle slope from the water, and is composed of a rich clay soil. There are extensive stone quarries, and springs of fine running water are found on the hill in many places. The character of the soil always keeps the air free of dust, or sand. The surrounding scenery is highly picturesque, and a more pleasant place for residences, or a more convenient place for business is not to be found on the bay.” They noted that the only practical road from San Francisco to San Jose would pass through South San Francisco. They also speculated that the lots they were selling “will shortly equal in value those in the city of San Francisco.” “Go out and see for yourselves,” and then call on the “subscribers, at the store of DeBoom, Townsend, & Co.” That was the hard sell. The soft sell occurred at that Clay Street store where the survey map detailed the streets of their new city. North-South streets named after the far away United States and the east-west streets named after the counties of California. Surely these homesick 49ers would plant their earnings from “the diggings” on a lot named for their home state. They didn’t, the plan fizzled out as the lots were considered too far away. But the street names stuck in a unique juxtaposition symbolizing the merger of California and the United States. In this first “suburb” of San Francisco, Potrero Hill’s street names were a culmination of patriotism born at the height of the Gold Rush; a true monument of early San Francisco history, later decimated by the Post Office. The Hill’s lower streets may have been named after the states through which Townsend traveled, with extrawide Pennsylvania Street getting special treatment as his home state. However, some streets were not even states yet, including Kansas, Minnesota, Nebraska, and Utah. Wisconsin Street, over the top of the Hill, had just recently been admitted to the union in May, 1848. Iowa, Texas, Michigan, Arkansas, Missouri, in reverse order, were all new states. But Townsend was never near Texas. De Boom arrived from Venezuela by sea and Francisco De Haro was born in Mexico and never traveled beyond California. The east-west county street names survived until 1895. New streets were being developed and named all over the City as San Francisco’s borders expanded. The U.S. Post Office couldn’t keep track of all the streets and wanted to simplify the street grids. The numbered streets that began downtown had curved around into the Mission area and were merged with the Potrero county names. But the street grid didn’t line up exactly, so a few county streets survived. Mariposa, Alameda, Marin and Amador continue to bear traffic today. On the old maps, Sierra Street reached the Mission from the bay, but topography doomed it to a small stub between Texas and Missouri. Even little El Dorado Street survived until the Mission Bay project pushed it into oblivion, now resurrecting it as a connector between Channel Street and Long Bridge Street. Other county streets survived as well; Madera Street near the top of Wisconsin Street, Tulare Street runs parallel to Marin Street below Chavez St. There is a stub of Humboldt Street just off Illinois Street near 22nd Street; these are all remnants of Potrero Hill’s Gold Rush era. POTRERO HILL & DOGPATCH HISTORY For thousands of years, Ohlone Indians were the inhabitants of Potrero Hill and Dogpatch. Agriculture was unnecessary because plant and animal life were plentiful. In 1776, the Spanish founded Misíon San Francisco de Asís (Mission Dolores). When land was needed for growing herds of mission livestock, Native Americans built a stone wall (now on the site of Potrero del Sol Park) completing the natural boundaries of Mission Creek and Bay, the San Francisco Bay and Islais Creek. This enclosure became the new pasture, Potrero Nuevo, and included what we know today as Dogpatch. Mexico gained independence from Spain in 1821 and mission lands were granted to well-to-do Spanish-speaking “Californios.” The Potrero Nuevo was granted to the twin sons of San Francisco’s first mayor, Francisco de Haro, in 1844. The 1848 Gold Rush made San Francisco property suddenly valuable. Fights over ownership of the Potrero Nuevo continued in courts until 1878. Also in 1848 under Mayor Townsend, the north-south streets of the Potrero were named for U.S. states and the east-west streets named for California counties. In the 1860s, a bridge, Long Bridge Railway, was built along what is now Third Street linking the Potrero to the rest of San Francisco. In 1895, names of east-west Francisco de Haro streets were renamed for the numbered streets they linked up with west of Potrero Avenue and south of Market Street to facilitate mail delivery. Mission Bay was gradually filled in, first with garbage, then with debris from the 1906 earthquake and fire. Potrero Hill is a huge mass of serpentine rock, and there was little damage in 1906. With three-quarters of the city destroyed, many people moved to the Potrero and built new homes here. Businesses grew up along the neighborhood’s eastern shore. Initially they were businesses that weren’t welcome in the city center such as the du Pont de Nemours and the Hazard gunpowder companies. Tubb’s Cordage built a 1,000-foot-long rope-making building. Shipbuilding grew around Pier 70, first at Union Iron Works and later at the Bethlehem Shipyards. This area would become one of the most important industrial centers on the West Coast and included Spreckles Sugar, the American Can Co., Southern Pacific Cattle Yards and Pacific Rolling Mills. Old-timers still remember seeing streams of workers making their way down Potrero Hill each morning to their jobs in Dogpatch. Workers from many countries formed small enclaves in the neighborhood – Irish Hill, Dutchman’s Flat, Scotch Hill and even a Russian Hill. There were markets and bars on almost every block. During WWII, housing was built for workers in war-related industries on the hill’s southern slopes. This later became public housing. Plans are moving forward to completely rebuild this part of the hill. Gardens and community programs are already in place. The neighborhood was divided by the construction of two freeways – Highway 101 in the 1950s and Highway 280 in the 1960s. Many artists and writers, attracted by low rents, sun and views, moved here. Lawrence Ferlinghetti, Charles Farr, Ruth Cravath, Blanche Thebom, Rhodessa Jones, Wayne Thiebaud and Robert Bechtel all once lived here or still do. The annual Open Studios, local theaters, galleries and art and performance schools continue this local connection to the arts. In 1970, construction of Victoria Mews signaled a process of gentrification which, fueled by the dot-com boom of the 1990s, has continued. New and planned housing developments will bring thousands of new residents to the neighborhood. New restaurants, galleries and businesses open regularly. Pier 70’s historic buildings will eventually rival Fort Mason with a mix of restaurants, nonprofits and small businesses, all with spectacular bay views. Today, Potrero Hill and Dogpatch face a challenge – how to grow while not losing the qualities that have made this such a great place to live and do business.
