ASH MEADOWS PROVIDES

ACCESSIBLE NEW CONSTRUCTION HOMES

The team developing one of Vicks burg's newest housing develop ments has a central goal in mind: creating a place where families can thrive. The Ash Meadows development is being built by Russ Builders, LLC, a Lou isiana-based renovation and construction firm. The owner, Joseph Russ, runs the company with his two sons.

“We want to make sure that it's a family-oriented (neighborhood) as much as we can … people get away from that nowadays,” Russ said. “But that needs to come back into society.”

A total of 32 homes are planned on the site, which is located on Indiana Avenue near the Oak Park neighborhood. The single-family homes are between 1,700 and 2,400 square feet and have three to four bedrooms and two to three baths. The neighborhood also features sidewalks, streetlights and underground gas lines.

“A lot of track builders come in and give you one or two (designs),” Russ said. “I don’t like that. I want my community to look special. We strive to make that happen.”

A variety of architectural styles are available for home buyers to choose from, as well as the option to use floor plans of their own choosing. The company is working to make the homes unique from one another, Russ said.

“We love Arcadian, we love ranch,” Russ said. “We do all kinds.”

Construction began after the ribbon-cut ting ceremony for the development in March 2022. Mary Jane Fant is an agent with Curb Appeals Real Estate, the listing agent in charge of selling the new homes.

“It will be a very cute neighborhood,” Fant said. “Probably the biggest advantage that people need to know about is that they're going to get a new-construction

house without having to get a construction loan.”

Fant explained that when someone takes out a construction loan to build a new house, the lending agency will normally only loan about 80 percent of the value of the struc ture. This means the individual would have to put 20 percent down in upfront cost just to begin building. However, there are sev

eral programs available to lessen the down payment.

“Russ Builders is putting up all the money to build the houses. When you go to get your loan to buy the house, you're not going to have to get a construction loan where you've got to put 20 percent down,” she said. “You can go get a rural development loan, you can get an FHA loan, you can get

a conventional loan and all of those are much more affordable.”

The homes start around $275,000 and go up according to size.

The neighborhood is being built in part because of a push from the city government to make more housing available to families of people employed in Vicksburg but living outside of the city.

Vicksburg’s Hidden Gem

Nestled in midtown Vicksburg is a neigh borhood many describe as a hidden gem: Fostoria.

Originally established in 1881 by Thomas Foster and Frederick Speed (for whom Speed Street is named), Fostoria was one of a handful of municipalities that once existed in Warren County before being absorbed into the city of Vicksburg.

According to legend, the neighborhood got its name as the result of a coin toss between Foster and Speed. Each wanted to name the 210-acre town after the other, but Foster won the coin toss and "Speed's Addition" was born. It is unclear when the neighborhood transitioned to its current moniker, Fostoria, but the town was annexed into the city of Vicksburg in 1905 on the promise of running water, electricity, sewer and public transportation.

THE HOME THAT FOSTER BUILT

Joe Giambrone, 2022 Fostoria Neighborhood Association President, purchased Foster's Queen Anne cottage in 2001. Although the home had been relocated from its original lot across the street and had undergone a series of additions, Giambrone said he couldn't imagine a better place for himself and his wife, Mindy, to raise their daughter Ashtin.

But first, he said, they had to restore it to its former glory.

"We bought the house in 2001 and moved into the house a year later after extensive renova tions," Giambrone said. "When we bought the house, Herb and Mary Ruth Jones (its previous owners) handed me a stack of documents about the history of the home. When I say it was in dis repair, we had to replace the entire roof, among other extensive repairs.

"When we completed renovations, we actually received a Vicksburg historic preservation award

for it."

Today, Fostoria has made its mark as one of Vicksburg's most architecturally diverse and active neighborhoods. With historic homes built in styles ranging from Victorian vernacular to craftsman — and Vicksburg's largest remaining example of Queen Anne architecture — one would be hard-pressed to find a neighborhood with more original charm.

HAVEN FOR SOCIAL BUTTERFLIES

Encompassing three blocks of Drummond and Cherry Streets and the side streets that connect them, Fostoria plays host to a wide array of events for residents and the broader community alike. It's something residents Don and Elizabeth Nelson said drew them to the area.

As transplants from Dallas, the couple not only purchased the mission revival-style Fannie Willis Johnson home, they transformed their residence into an income-producing property, Oak Hall Bed and Breakfast.

"We saw the house online first and then we were able to come by and see the neighborhood," Don said. "I was stunned when we got on the street.

The crown jewel of Fostoria gather ings is Porchfest, the neighborhood's signature arts and music festival that takes place on the last Saturday of October each year. The event brings live music to front porches, arts and food vendors to the sidewalks and thousands of attendees to Drummond Street to revel in it all.

Founded in 2019 by the Fostoria Neighborhood Association at the urging of Elizabeth, the event has grown handover-fist each year since it began.

"If you've got a front porch, you know you're going to get to know your neighbors. Forming relationships with neighbors is a key component to some thing like Porchfest," Elizabeth said.

"Our neighborhood in Dallas started a Porchfest event. And when we got here, we realized we were in a pocket of town that was almost hidden in plain sight.

"So I planned it the first year, with a lot of help, and after that, the neighbors

have become so enthusiastic about it," she added. "Porchfest has become this reunion of sorts for people. Everybody's running into people, which is fun to watch."

In addition to Porchfest, Fostoria residents participate in a number of block parties each year and holiday celebrations such as Yardi Gras and the trimming of the Fostoria Christmas Tree.

Every event the neighborhood hosts has a philanthropic component, with residents preferring to keep donations in the Vicksburg and the Warren County area. A portion of Porchfest proceeds one year even helped fund brand-new LED streetlights for Fostoria and neighboring streets, including Speed and Letitia streets to the west of the neighborhood.

Vicksburg native Cliff Geter and his wife, Melissa, own what many Vicks burgers know as "the Sweet House," a craftsman-style cottage located on a corner lot in the 2400 block of Drum mond Street once owned by the late Mary Sweet.

The pair met in 2008 in Baghdad, Iraq, while on assignment with the U.S. Army Corps of Engineers, and settled in Vicks burg in 2013.

They initially lived in a home on De Witt Street, one of the connecting streets between Fostoria's main thoroughfares, but purchased the Sweet House in 2018 and spent the next three years making necessary renovations.

For Cliff, who grew up in the Porter's Chapel area, living in Fostoria is a dream come true.

"When I was young, we would come to town and would always come down Drummond Street. And I remember telling my mom, 'One day, I'm going to own one of these houses,'" Cliff said. "I've always had a love affair with architecture and the Victorian period and the Craftsman period in particular. And knowing the neighbor hood had such potential.

"It's not the neighborhood it was in the 50s, but with the neighbors here now, there is so much potential."

Purchasing the dream home is only half

the battle, however — tailoring to suit one's needs is quite another matter. With the help of local craftsmen, the Geters have mod ernized their home while still retaining its historic charm with lacquered tiles around each fireplace and ornate moldings along the perimeters of each wall.

It's a labor of love, Melissa said, but one she would gladly take on again.

"We love the area. It's convenient and it's a walkable neighborhood. It can be a charming little place," Melissa said.

"When I told Cliff, 'I want the Sweet House,' I had no idea what all would go into fixing it up like we wanted it, but it has been so great for us."

Cliff is also quick to say they're not the only ones in Fostoria who have taken on the rewarding task of owning an older home.

"When people come to Vicksburg, especially for the first time, they always say, 'I had no idea. It's so charming and the people are so nice.' We want to be a part of that," Cliff said. "When we started Porchfest, I think we counted up 12 or 15 houses in this four-or-five-block area. But after that first Porchfest, there were five houses that sold within a year's timeframe. Now, I think there are maybe three empty houses."

VWSD EARNS B RATING

Students learn best when they are en gaged, and as a designated Ford Next Generation Learning Community, high school students in the Vicksburg Warren School District benefit from an innovative hands-on curriculum that provides training in various career fields.

The Vicksburg and Warren County com munity has had ambitious goals to pursue for the past several years, and one of the most important ones was to improve the rating of the school district. Over the years, hard choices have been made in order to improve educational outcomes without sacrificing the quality of education of the local student population.

This approach saw the school district make bold moves to push back on “teaching to the test” strategies in order to provide wholesome and innovative learning strategies for its students. In this effort, the business community joined the district in loudly expressing the importance of the effort by fundraising more than $500,000 to kickstart the Leader in Me program, which has provided huge advantages to students throughout the entire system.

Leader in Me was just the beginning, as the administration pursued additional innovative programs like the Ford Next Generation Designation and the implemen tation of the Career Academies, which offer hands-on training in various career fields. The compounded benefits of these innovative programs are now showing up in the data, as the community celebrates the recent designa tion of the Vicksburg Warren School District as a B district, two levels up from the latest designation provided in 2019.

The Office of District and School Per formance provides state, district and school level accountability (performance) measures on an annual basis. These data measures are used to help stakeholders make decisions regarding areas of improvement and need within our state education system. The Mississippi Statewide Accountability System assigns a performance rating of A, B, C, D and F for each school and district based on established criteria regarding student achievement, individual student growth, graduation rate and participation rate. Statewide assessments are used to measure proficiency and growth for students in grades 3-8 and high school students taking end-ofcourse subject area assessments in Algebra I, English II, Biology and U.S. History.

Schools and districts are expected to have an assessment participation rate of 95 percent or greater.

The Vicksburg Warren College and Career Academies were first offered in 2017 after Warren County was designated as a Ford Next Generation Learning Community.

Currently, the VWSD is the only school

district in Mississippi that has earned that designation.

Career academies are taught alongside a student's core classes with students selecting a field of interest — ACME (Architecture, Construction, Mechatronics and Engineer ing), CAB (Communications, Arts and Busi ness) or HHS (Health and Human Services) with the end goal of providing high school graduates real-life skills that will aid them in the next phase of their life, whether that is attending college, going straight into the workforce or serving their country.

Carl Hearn, manager at Batesville Casket, and co-chair of the workforce engagement council — an entity supported by the Vicks burg Warren County Chamber of Commerce — said a major part of the career academy structure is the partnership it offers between the VWSD and industries throughout Warren County.

Hearn said the workforce engagement council businesses meet with the academy coaches and give them feedback on what skills students need. In turn, students have the opportunity to interact with businesses.

“Basically, we are building a bridge,” Hearn said.

The academies provide a steady progres sion to engage students with businesses.

In ninth grade, Hearn said, guest speaker engagements are offered to students where they can learn about a company and the jobs and job skills needed to work for them. High school sophomores complete on-site visits

to various industries and juniors have the opportunity to job shadow for an entire day.

“That’s when you can really pull the curtains back so students can see what happens in accounting or the engineering depart ment,” Hearn said.

By senior year, mock job interviews are held after students have had the chance to work with their respective academy coaches and homeroom teachers on interview skills.

“We bring in business and community members to sit down with students,” Hearn said. “So this is very educational for them.”

Kilroy said students are given the opportu nity in the eighth grade to learn about all the career academies before selecting one that best suits their career aspirations. Students learn about the daily tasks of a job and the salary it would garner.

he wanted to “do something in mu sic,” so when it came time to select an academy, he chose the CAB academy.

“It (the CAB academy) kind of shaped my education to help me achieve my goals,” Standish said — so much so, the college freshman is at Hinds Community College studying music with aspi rations of furthering his education at either Louisiana Tech or Missis sippi College.

suited for another academy. Hughes said she moved to Vicksburg her sophomore year and initially chose the HHS academy because, at the time, she thought she wanted to be a psychiatrist.

“But halfway through my junior year, I decided to change my ca reer path because I wanted to be a choir director. I wanted to go into music,” she said.

With Hughes' move from HHS to CAB, she was also assigned to a different homeroom.

“I think this was really benefi cial because I wasn’t just sing ing,” she said.

Kilroy said that, in an effort for students to build stronger rela tionships with teachers, not only are they placed in homerooms according to their academies, but students are matched with a teach er or teachers who will advise them on career options and help to set goals for their future.

“To help them move toward that decision before going into high school, they will do research and a career exploration by acade my,” she said.

An academy showcase is also held, which Kilroy compared to a job fair.

“People in the booths are high schoolers and those touring are the eighth-graders,” she said.

Gavin Standish, a 2022 Warren Central High School graduate, said he was first intro duced to the academies while at the district’s Academy of Innovation, a STEM-based program of study for seventh- and eighthgrade students.

VICKSBURG KEEPS ON ROCKING TO THE RHYTHM

As part of the Mississippi Blues Trail, Vicksburg's place in music history is well-documented — and the city is still adding to it.

Vicksburg is host to an active live music scene. Musicians from around the country, as well as a wide variety of local acts, regularly perform in the city's many venues.

One prominent local band, The Chill, has been active for 37 years and is still going strong. They can often be seen performing at large events in Vicksburg, including the Independence Day celebra tion and Porchfest.

While the band has played in many

parts of the region including Jackson, Hattiesburg and Memphis, lead singer Lee Abraham said there is something special about performing in Vicksburg.

“The band originated in Vicksburg. So we've got a lot of friends and fans right here (in town). So whenever we play, we usually have a great crowd,” said Abraham, who has been with the band since 1996. “When you play in front of a bunch of friends and fans, you can't help but have a good time.”

Abraham said the crowd is often middle-aged. Much of the band's setlist is from the 1960s and 70s, but they do a few newer hits as well.

“A lot of (the songs) are old standard Motown and a little bit of Rolling Stones and stuff like that,” he said.

Abraham said he is thankful for all the support from the community the band has experienced over the years.

“We appreciate everybody that's ever come out to hear us. (There have been) many, many years of people coming out to hear us,” he said. “Somebody will show up to town that we haven't seen in years and somebody will say, ‘Well, The Chill’s still playing’ and they’ll say, ‘Re ally? I can't believe those guys are still playing.’ We're still here, man. We plan on going ‘til we can’t go no more.”

There is a variety of Vicksburg venues that regularly host live music. Key City Brewery and Eatery has a rooftop bar called The Roof at 1311, located on the third story of its building at 1311 Washington St., where musicians perform in front of a backdrop of the Yazoo River.

Sarah Johnson, the venue's event manag er, is excited about providing the opportu nity for locals and visitors to have a unique experience there. Every Thursday night, musicians perform on the roof. Every Friday and Saturday evening, the eatery downstairs turns into a venue.

Another musician who performs around Vicksburg is up-and-coming singer-song writer Booth Buys. He spoke about his musical influences and how he finds it difficult to classify his songs.

“I write what’s in my heart, and some of it comes out country, because I have country influences, like Chris Stapleton. And some of it comes out in a more pop style. I’m a huge John Mayer fan,” Buys said. “Whatever emotion I’m feeling, it just kind of comes out differently.”

Buys regularly performs at Key City Brewery and Eatery, as well as local venues The Beechwood, Billy’s Italian Restaurant and at the Southern Cultural Heritage Center.

While Buys has performed in many places around Mississippi including Starkville, Hattiesburg and Brookhaven, he said the enthusiasm he receives from a Vicksburg crowd is a unique experience.

“It always feels like a reunion of sorts.” He added, “I love coming out and bringing some friends. Just eat some food, play some music, you know, just have a good time.”

4The Vicksburg Soccer Organization (vsosoccer.org) has seasons in the fall and spring for children ages 6-18. Its competitive Cannon program serves as a feeder program for the local high schools

4The Vicksburg Warren Athletic Association (vwaabaseball.org) fields both traditional youth baseball leagues and competitive travel teams. About 200

children ranging in age from 5 to 15 play in the VWAA’s leagues, which run from April to June at Sports Force Parks on the Mississippi.

4Halls Ferry Park is home to the Vicksburg Girls Softball Association. The league formed in the mid-1990s and now has more than 200 players ages 4-16. The association also offers teeball for boys and girls ages 4-6. The VGSA season runs from March to the end of May, and tournaments are played throughout the year.

4The City of Vicksburg Parks and Recreation Department sponsors a youth tennis program at the Halls Ferry Park courts. The program includes a daily summer tennis camp as well as fall and spring sessions. The program director is Rick Shields, who can be reached at 601618-4757. The Halls Ferry Park facility was expanded to include nearly a dozen lighted courts and is open to the public daily. In addition to the youth program, the facility hosts several adult tourna ments throughout the year.

4Halls Ferry Park is home to a disc golf course that winds through the paths and fields of the park. It is an 18-hole

4Vicksburg is home to a vibrant running, walking and cycling community. A number of loose-knit groups often gather for runs through the Vicksburg Military Park in the late afternoon and early evening hours. More formally, the city is host to several running and walking races throughout the year. The Run Thru History 10K (runthruhistory.org) kicks off in March and the Chillin’ in the Hills 10K (gracechristiancounselingcenter.com) is

in May. The Run Thru History celebrated its 43rd anniversary in 2022. The summer features the Star Spangled Night Run 5K in June (southernculture.org/events/nightrun.htm), and the schedule picks up in the fall with a string of races. The ERDC Mad Scientist 5K is in October along with the Over the River Run 5-miler, where runners and walkers race across the Old Mississippi River Bridge and back (southernculture.org/events/otrr.htm).

Then the Spooky Sprint 5K, a lightheart ed run through downtown Vicksburg in late October, is held where participants are invited to run in Halloween cos tumes. The running year concludes with

the Reindeer Run 5K a run downtown that benefits local animal shelters.

The annual Bricks and Spokes bike ride (bricksandspokes.racesonline.com) also takes place in late September or early October. The recreational ride wanders throughout Warren County and into Louisiana on 10-, 23-, 30-, 50- and 62-mile routes. All types of bikes are welcome.

A GEM FOR CANOEING AND KAYAKING

Vicksburg’s location along the Mississippi River is one of the many attributes that make it unique. The river allows for a beautiful sunrise and sunset, picturesque scenery and access for kayaking and canoeing.

A number of Warren County residents engage in family-friendly water activities.

The city provides easy access to rivers and lakes to explore. Eagle Lake, Steele Bayou and the Yazoo River, in addition to the Mississippi River, provide an escape for healthy activity on the water.

“That’s where a majority of people go, but then a lot of people are just naturally afraid of the Mississippi River,” said Tim McCarley, manager of Dimco amphibi ous surveying.

Each year, adventurers pass through Vicksburg as they travel all or part of the Mississippi River.

McCarley advises as long as someone has strong boating knowledge and wears a life jacket, there should be no problem venturing into Warren County’s waterways.

Vicksburg is home to the annual BluzCruz Kayak and Canoe Race, which donates its proceeds to the Chris tian-based youth service organization Service Over Self. The event averages about 125 participants every year.

HUNTING, FISHING MADE EASY

Vicksburg’s location and proximity to woods, lakes and rivers offer a wide variety of hunting and fishing opportunities.

Hunters can find fish and game in the Mississippi Delta, the hill region, or right in the backyard with the Mississippi River.

“You have a number of large fishing lakes with an easy one-hour commute,” said Ricky Flynt of the Missis sippi Department of Wildlife, Fisheries and Parks. “In my opinion, there’s not another city in the state that offers the variety like Vicksburg.”

The variety Flynt talks about includes waterfowl hunting in the delta, turkey hunting in the hill region and alligator hunting near the Mississippi River. Catfish and bass fishermen can find a big catch in the Mississippi, Yazoo and Big Black Rivers and hunters can track down everything from trophy deer to small game and water fowl at one of the area’s many hunting clubs or Wildlife Management Areas.

Vicksburg and Warren County also have deer, squir rel, rabbits and doves, which is perfect for bird trapping and fur-bearing, a classification of game trapped for their fur.

Hunting and fishing provide a huge economic impact to the city alone because of the abundant wildlife resources. Vicksburg is situated in a place that benefits from the Mississippi River and people from other coun ties and states flock here to hunt and fish.

Boaters can enjoy Eagle Lake by launching from Warren County's public boat ramp, or they can launch from Vicksburg's riverfront into the Yazoo Diversion Canal.

CHILLIN’ IN THE HILLS

RUN THRU HISTORY

The Run through History 10K road race is held every year on the first Saturday in March. It began in 1980 and has grown each year. It now has nearly 800 runners and 150 volunteers. The challenging course winds through the Vicksburg National Military Park on two paved loops. Race direction is provided by the Mississip pi Track Club and Vicksburg YMCA, and the10K course is certified by USA Track & Field. VICKSBURG NATIONAL MILITARY PARK

Vicksburg National Military Park preserves the site of the American Civil War Battle of Vicksburg, waged from March 29 to July 4, 1863. The park also commemorates the greater Vicksburg Campaign which led up to the battle. Reconstructed forts and trenches evoke memo ries of the 47-day siege that ended in the surrender of the city. Victory here and at Port Hudson, farther south in Louisiana, gave the Union control of the Mississippi River.

The park includes 1,325 historic monuments and markers, 20 miles of historic trenches and earthworks, a 16-mile tour road, a 12.5-mile walking trail, two an tebellum homes, 144 emplaced cannons, the restored gunboat USS Cairo (sunk on December 12, 1862, on the Yazoo River) and the Grant's Canal site, where the Union Army attempted to build a canal to let their ships bypass Confederate artillery fire.

THE CAIRO MUSEUM

The mission was to destroy Confederate batteries and clear the channel of torpedoes (underwater mines) but when the USS Cairo was rocked by two explosives that tore gaping holes in the hull, the ironclad gunboat sank within 12 minutes on the cold morning of Dec. 12, 1862.

The gunboat was forgotten over the years, and as members of the crew died the whereabouts of the vessel became a matter of speculation.

But in 1956, after studying contemporary documents and maps, Edwin C. Bearss, Historian at Vicksburg Na tional Military Park, was able to plot the approximate site of the wreck. With the help of a pocket compass and iron bar probes, Bearss and two companions Don Jacks and Warren Grabau discovered the grave of the

Cairo.

The partially reconstructed Cairo now rests on a concrete foundation near Vicksburg National Cemetery.

Artifacts including a treasure trove of weapons, muni tions, naval stores and personal gear of the sailors who served onboard can now be seen at the USS Cairo Museum inside the Vicksburg National Military Park, 3201 Clay St.

The museum is open from 8:30 a.m. to 5 p.m. daily and is closed on Thanksgiving Day, Christmas Day and New Year’s Day.

OLD COURT HOUSE MUSEUM

Confederate flags, including one that was never surrendered, the tie worn by Jefferson Davis at his inau guration as Confederate President, fine portraits, china and silver, exquisite antique furniture, the trophy antlers won by the steamboat Robert E. Lee in an 1870 race, antebellum clothing, toys, Indian and pioneer imple

ments and an original Teddy Bear given to a local child by Theodore Roosevelt are just a few of the thousands of artifacts housed in the Old Court House Museum.

The Old Court House was constructed by skilled slave labor between 1858 and 1860 and stands today as Vicksburg’s most historic structure.

The Court House has hosted guests and speakers that include Jefferson Davis, Ulysses S. Grant, Booker T. Washington, Teddy Roosevelt and William McKinley.

The Court House, at 1008 Cherry St., was aban doned for a new courthouse, which is across the street, in 1939 and was converted into a museum by the Vicksburg and Warren County Historical Society. The museum opened on June 3, 1948.

Admission is $7 for adults, $4 for students in grades 1-12, free for preschoolers and $6 for seniors 65 and older. Discounts are available for groups of 10 or more, but reservations are preferred. Hours of operation are 8:30 a.m. to 4 p.m. Monday through Saturday and 1:30 to 4:30 p.m. Sundays. The museum stays open until 5 p.m. during Daylight Savings Time.

THE OLD DEPOT MUSEUM

Brought to life by a 250 square-foot diorama, 2,300 miniature soldiers and the film, “The Vanishing Glory,” vis itors at the Old Depot Museum can better understand the terrain, the leaders and their strategies of the Vicks burg Campaign and Siege, Vicksburg National Military Park and the people who endured the 47-day siege.

The museum, formerly a depot for the Yazoo and Mississippi Valley Railroad, also includes 250 ship models, with exhibits for towboats and riverboats, a large WBTS gunboat collection and U.S. Navy vessels.

The old depot also has an architectural display with models depicting the different styles of architecture in Vicksburg, 150 named model cars spanning the devel opment of the automobile, model railroads in “HO” scale, “N” scale and “O” gauge, with railroading artifacts, more than 40 original paintings of war on the river and WBTS artifacts.

The museum is open from Monday through Saturday from 10 a.m. to 5 p.m. and admission is $5.50 for adults, $5 for seniors, $3.25 for students in grades 1-12, and a $20 maximum per household.

CATFISH ROW MUSEUM

The Catfish Row Museum introduces a cultural heritage experience that showcases the unique and diverse aspects of Vicksburg — from its music, history and storytelling to its vibrant food heritage, worship and the visual arts. Staying true to David Cohn’s decla ration that the Mississippi Delta ends on Catfish Row

in Vicksburg, the museum brings the Catfish Row of historic Vicksburg back to life through a broad cultural exploration of the events, places, stories and vices that helped shape its culture.

MCRAVEN HOUSE

Dr. Steven and Kendra Reed are the owners of McRaven House. The home is located at 1445 Harrison St., formerly McRaven Street, at the end of the street where the gate is almost obstructed from view by surrounding greenery.

The house has a rich history dating back to 1797, before Mississippi was a state. It is said to be the most haunted house in Mississippi and the third-most haunt ed in America.

Navigate your own course through the Lower Missis sippi River Museum and Riverfront Interpretive Center at 910 Washington St. and learn how people and animals have depended on the river for food, communi cation, travel and overall living.

Maintained and housed in a fully restored, drydocked riverboat, the LMRM and Riverfront Interpre tive Center is the first and only museum of its kind in the U.S.

The Motor Vessel Mississippi was once a working towboat that served as the flagship for the Mississippi River Commission from the early 1960s to the early 1990s.

Providing visitors with a look at life surrounding the mighty Mississippi River with interactive and static displays, the LMRM includes a model of the main Mississippi River channel that was built by the Corps of Engineers. Visitors can walk along the channel display and learn about how the river and mainline levee system interact. Other offerings include a seven-minute orientation film and models of life along the Mississippi River.

Museum hours are 9 a.m. to 4 p.m. Monday through Saturday, and from 1 to 4 p.m. Sunday.

Closed Thanksgiving, the day after Thanksgiving, Christmas Eve, Christmas Day, New Year's Eve and New Year's Day. Admission is free.

VICKSBURG CIVIL WAR MUSEUM

The newest museum in Vicksburg opened its doors in May 2021. The museum features millions of Civil War

artifacts that owner and proprietor Charles Pendleton has acquired.

The museum pays special attention to the Colored Troops which served in the siege of Vicksburg. Museum hours are 8 a.m. to 6 p.m. Monday through Saturday and from 9 a.m. to 5 p.m. Sunday. Admission is $7 for adults, $3.50 for ages 12 to 7, and free for children 6 and under. The museum is located downtown in the former Corner Drug Store, 1123 Washington St.

RIVERFRONT MURALS

The panels of the Vicksburg floodwall are the canvas capturing the City of Vicksburg’s past, present and future roles in American history, commerce, culture, religion and technology.

The 32 lifelike pictorial murals were painted by artist Robert Dafford. The paintings include the steamboat era, the Great Bear Hunt with President Teddy Roos evelt and African-American History.

The murals can be seen in downtown Vicksburg along the Yazoo Diversion Canal. Visitors can hear more about the murals and the historic Vicksburg riverfront by turning their car radios to 90.5 FM.

THE JACQUELINE HOUSE MUSEUM OF AFRICAN-AMERICAN HISTORY

Donated in memory of Jacqueline Robbins Rose, as a gift to Vicksburg’s Black community, a little frame house at 1325 Main St. stands as Vicksburg’s only museum for the exclusive study of history and culture of people of African descent.

The Jacqueline House Museum of African-American History holds more than 20,000 items in all formats in cluding photographs, books, manuscripts, music, posters, newspapers, rare ephemera and selected artifacts and items dating back to the slave period.

THE VICKSBURG CONVENTION CENTER

The Vicksburg Convention Center, at 1600 Dr. Briggs Hopson Blvd., opened its doors in 1997. The center holds such events as the monthly Chamber of Commerce luncheon in addition to various banquets, conventions, job fairs, receptions, festivals and other events. The biggest attraction it hosts is the Miss Missis sippi Competition. During Hurricane Katrina, the facility housed refugees for almost a month.

The facility, managed by VenuWorks, is 50,000 square feet. The first floor features two exhibit halls, which can be used as one room, and a kitchen. The second floor has seven meeting rooms and a boardroom.

CATFISH ROW, MURALS AND RIVER ACCESS

Watercraft can enter the Yazoo River Diversion Canal from Levee Street. Located just south of the Old Depot Museum near the riverboat dock is Vicksburg’s only drop-off point into the Mississippi.

The area is hidden by the city’s floodwalls, where the community created a series of riverfront murals depicting historic and modern images unique to the city of Vicksburg.

On the other side of Levee Street sits a park and splash pad for families to enjoy the view of the canal and try to avoid the heat of summer. The entire area is known as Catfish Row Art Park.

Washington Street also features a massive "Welcome to Vicksburg" mural and near the city's downtown park ing garage, artists and students combined on a beautiful series of murals.

WASHINGTON STREET

Washington Street in downtown Vicksburg is a hot destination for shopping, dining, art galleries and museums.

Fine dining options such as Rusty’s Riverfront Grill, Relish, The Biscuit Company, 10 South and Key City Brewery are located within blocks of each other and offer many seafood selections as well as a variety of

dishes on their menus.

Multiple locally owned shops line the streets offering clothing, shoes, antiques, stationery, décor home goods and much more.

A rich art culture centers on the H.C. Porter Gallery and the Attic Gallery. Below the Attic Gallery is High way 61 Coffeehouse, and next door is Lorelei Books. The Jackson Street Gallery at The Mulberry is located just around the corner at 1310 Mulberry St.

The Vicksburg Farmer’s Market is held seasonally in Washington Street Park, just a block north of these businesses.

The Jesse Brent Lower Mississippi River Museum and Riverfront Interpretive Site and the Biedenharn Co ca-Cola Museum are also located on this historic street.

BIEDENHARN CANDY COMPANY AND MUSEUM OF COCA-COLA MEMORABILIA

Lined with wood-paneled shelves and marble slab countertops, visitors will be transported back in time when entering the Biedenharn Candy Company and Museum of Coca-Cola Memorabilia — home to the first bottled Coca-Cola.

The former confectionery and soda shop at 1107 Washington St. has been restored to resemble its former days in 1894 when Joseph Biedenharn was successful in transforming a soda fountain drink into a

bottled beverage that could be offered for trade.

Coca-Cola was developed outside of Atlanta, but was sold only in a glass at soda fountains. Biedenharn and his family owned and operated three soda foun tains and candy stores in Vicksburg.

After deciding to stock the Coca-Cola syrup at his wholesale and retail confectionery, Biedenharn came up with the idea to bottle the popular syrup since he was already in the soda water bottling business.

The first bottle that was used was a Hutchinson Blob Top and it was embossed with "Biedenharn Candy Company, Vicksburg, Miss." It was capped with a rubber disk and held in place with a curved thick wire. Inside the museum, visitors can see the types of machinery it took to bottle the drink, as well as early advertising items and Coke memorabil ia, and also enjoy an ice-cold bottle of Coca-Cola or a Coke float.

The museum is open every day except New Year’s Day, Easter, Thanksgiving and Christmas. Hours are from 9 a.m. to 5 p.m. Monday through Saturday and from 1:30 to 4:30 p.m. Sunday.

On July 1, 1987, the Warren County School Dis trict and the Vicksburg Municipal Separate School District consolidated to form the Vicksburg Warren School District. PORT OF VICKSBURG

The Port of Vicksburg is the 15th-largest inland port in the country based on millions of tons han dled, according to the United States Army Corps of Engineers' latest available data.

The port is a designated Foreign Trade Zone, Port of Entry and maintains a United States Customs Service to process cargo from as far as Australia and Japan. Commodities currently handled at the Port include metal, steel, aluminum, ores, wood chips, pellets, paper, chemicals, phosphate and fertilizer, grains, beans and meal, among others.

Located on a slackwater harbor, this 422-acre (and growing) port consists of a harbor channel 9,550 feet long, with a minimum 300-foot width and a 12-foot minimum depth. The approach channel is 4,850 feet long with a 150-foot minimum width and a 12-foot minimum depth and connects the harbor channel to Vicksburg Harbor. The port maintains a 150-ton crane, two 15-ton overhead cranes, all-weather loading and unloading and 129,000 square feet of insured and sprinkled warehouse space.

The Vicksburg-Warren County region is making great strides in the areas of job creation, industrial development and educational advances, with a multitude of projects slated for the coming year.

These changes are led by the Vicksburg Warren Economic Development Foundation (EDF), local governments, the busi ness community and other regional forces that have developed a long-term vision and plan for the community currently being implemented. The EDF is one of three organizations that form the Economic Development Partnership, which was created in 2017 to bring together the Chamber of Commerce with the Warren County Port Commission and to revitalize and include the EDF.

After forming the Partnership in 2017 and inspired by the idea that a vision for the region was essential to guide its long-term success, the Partnership rebuilt the EDF garnering support from a long list of investors who have supported the organization as it implements its wide-ranging plan which was initially unveiled in the summer of 2018. Today, the EDF boasts more than 40 private companies and individuals among its members.

This strategic plan, now in its fifth year, created space for the implementation of a holistic economic development pro gram to support job creation through the recruitment of new businesses, the fostering of ongoing close relationships with existing companies and the creation of new businesses through broadly available entrepreneurship training.

The completion of the Mississippi Center for Innovation & Technology (MCITy) is undoubtedly a centerpiece of a new economic model that should be pursued by the region

in order for the community to capitalize on the presence of ERDC and the U.S. Army Corps of Engineers in Vicksburg. MCITy is a space where tech transfer, education, tech nical training, economic development and entrepreneurship can collaborate and produce market innovations and STEM business spin-offs. Additional initiatives of the plan include increasing the region’s competitive ness by developing more sites and buildings to recruit new and growing companies and building a community culture that supports growth through quality of life and community improvements.

Since the unveiling of the plan, the Partner ship (under the direction of Pablo Diaz and the board of directors of the EDF, the Cham ber and the Port Commission) has focused on implementing the many goals of the plan with positive results for the area. In the past four years alone, the Partnership has implemented most of the goals set in the plan including developing a new image for the community, a new and robust website, new marketing mate rials and programs that support the successful recruitment of new companies and the expan sion of existing ones. So far, the efforts have

produced results for the entire region with the announcement of 956 new jobs in the area through 14 successful economic development projects. The projects have an associated capital investment of $227.1 million and more than $37.7 million in annual payroll. These results were realized after the successful development of an “ED Delta Team” that rep resents the community in front of prospects and through fruitful partnerships with allies like the Mississippi Development Authority, Entergy, Hinds Community College, the city of Vicksburg, Warren County and the Delta Regional Authority, among others.

The Partnership also attained other import ant goals including the passage of legislation to support the growth of the marine and river industries, the sale of the CERES spec building and the creation of a robust existing industry program that supports existing com panies and responds to their needs. Addition ally, the Partnership developed and deployed the Vicksburg Entrepreneurship Bootcamp Program, which supports the creation of small businesses through entrepreneurship educa tion in the region.

ENTREPRENEUR BOOTCAMP CREATES, REVISES BUSINESS PLANS

The Vicksburg Warren County Chamber of Commerce has a plan to help big dreamers with small businesses through its Entrepre neur Boot Camp.

The Entrepreneur Boot Camp pro gram gives participants a three-month crash course in creating a business, with weekly classes focusing on a variety of topics. The classes cover marketing, finance, accounting, legal, distribution channels and market settlements to give participants the skills and knowledge needed to create a solid start for their endeavors.

“You’re supposed to be learning and testing the feasibility of your idea. Could this idea you have be successful in the market?” said Pablo Diaz, President and CEO of the Vicksburg Warren Economic Devel opment Partnership.

Diaz said he highly encourages people in the community with a de sire to start a new business to invest in the Entrepreneur Boot Camp. The camp costs $85, which covers mate

rial costs. At the end of the program, in con junction with Hinds Community College, a small graduation ceremony is held.

All participants have the opportunity to submit their business plans for the Boot Camp Business Plan Competition. Diaz said the competition is used to pitch and sell ideas to a panel of bankers, and the winners receive a $1,000 seed grant from the Vicksburg Warren County Chamber of Commerce.

“We pay those $1,000 for them to pur chase computers or the sign outside their

building or anything that has to do with start-up costs,” Diaz said.

The Entrepreneur Boot Camp has suc cessfully graduated four classes so far. Ken dra Reed, the first winner of the business plan competition in December 2020, won with her company Delta Dirt Shirts, which uses orange Yazoo clay to dye T-shirts that are made of cotton and are designed by local artists.

MCITY VISION FULFILLED AS TENANTS MOVE IN

Five years after the concept of the Mississippi Center for Innovation and Technology was presented to the Vicksburg Board of Mayor and Aldermen, three organizations have made the center — better known as “MCITy” — their home.

Two of the organizations, the Vicksburg Warren Partnership and ERDCWERX, moved into their spaces in March. The third, Hinds Community College Work Force Development, is in the process of moving a branch into the building.

ERDCWERX, which works as an inter mediary to develop relationships between the U.S. Army Engineer Research and Development Center and academia and industry, is the anchor tenant for MCITy and occupies the building’s entire third floor.

The Partnership, Warren County’s eco nomic development organization, occupies offices on the second floor. Hinds will occu py space on the ground floor.

“There has been a vision for some time that as the ERDC-Partnership intermedi ary we would have an outside the fence presence, meaning that would be off station from ERDC and occupy space in Vicks

burg,” said Paul Sumrall, ERDCWERX director.

“We needed to set up an outside the fence program, and when you look at the vision and composition of MCITy, we fit in it well as the anchor tenant here in helping build relationships for ERDC between industry and academia,” Sumrall added. “It’s the right fit for us to be here with the chamber of commerce, and Hinds and other future tenants of the building.”

Besides its work for ERDC, Sumrall said, ERDCWERX's location helps create “a magnet effect; an economic driver and eventually attract companies to the city of Vicksburg and Warren County to help create a positive economic development impact here.”

MCITy, he said, is seen as the right place for ERDCWERX to make that contribution to ERDC and the community, and provides easy access for its partners to reach ERD CWERX and ERDC.

“A big part of our job is to help commer cialize and promote ERDC technology that is available for licensing. There is a lot of technology transfer work because of the

great research being done by ERDC that has spun out into the commercial marketplace in a number of ways,” Sumrall said. “We’re looking for external partners to help ERDC solve problems for the warfighter and to develop things that can be commercialized in the general marketplace.”

A big part of ERDCWERX's mission, Sumrall said, is to find partners to work with ERDC. Soon after moving in, the company began holding meetings for ERDC and its different labs with members of other federal agencies, academia and industry.

“I would say the positive things that we recognized immediately was just creating an atmosphere where it was easy to get to us and therefore easy to get to ERDC. Plus, it put us in a position to start working really closely with the partners who would be in the building,” he said.

Long-range, Sumrall said, the open space of its third-floor offices will allow EDRCW ERX to hold events designed to develop more relationships between ERDC and industry and academics.

“What folks will see us doing here is hosting events and that’s one of the reasons

that we’re in the square footage we’re in, the space that we have,” he said. “It has to be large for us to bring in large groups and convene them and have conversations with academia and industry and host events — small meetings, with a couple of people; meetings that are 10-20 people; or events with 100-200 people.

“Eventually, we will grow into that and it will take a few more months for us to be fully built out. We’re not quite there yet,” he continued. “We’ll begin hosting those meetings with industry and academia for ERDC here. It will have what we hope is an immediate impact on the local economy. That’s one of the reasons we’re here and one of the reasons that we’re in the size space we’re in.”

David Creel, associate vice president for workforce development for Hinds Commu nity College, said Hinds officials decided to lease space in MCITy because they “saw this as a great project to support the commu nity and our business partners.”

And while Hinds is still moving into its space at MCITy, Creel said college offi cials plan to eventually hold programs and

classes there.

“We are confident that the training oppor tunities we will offer at MCity will be bene ficial to the community, entrepreneurs, new industries and our existing business partners in the development of their workforce,” he said. “We will be offering a variety of workforce training classes at MCity.”

Anyone who wants to address the city board must first be placed on the agenda or be recognized by the mayor during a meeting.

To be placed on the agenda, a person must contact the City Clerk’s Office and present a written request, including the subject matter to be brought before the board. Public comment sessions are held the day of the second meeting of the month immediately following executive session items, if any.

The mayor and aldermen also appoint the city’s division heads including the po lice chief, fire chief, city clerk, city attorney and city sexton. Those division heads answer directly to the board that directs the departments and sets budgets.

Vicksburg residents may access information about the government or get answers to problems online or by phone through two services.

Each city household is issued a 96-gallon garbage container for regular household and nonhazardous garbage. Most items, including yard clippings and furniture, may be placed out on the second day of service.

Most of the calls taken at the Action Line are from residents needing services such as repairing burned-out street lights and replacing street signs, or calls for water and gas service. Those calls are entered into a computer and gener ate work orders for the appropriate departments.

The computer system is tied into most city departments and residents may call back to the Action Line to check on the progress of their requests.

“Info To Go” is an automated system that can also fax forms and applications and take messages to be passed along to city departments.

Residents who find the 96-gallon gar bage containers too large or heavy may request 32-, 48- or 64-gallon containers by calling the city’s Action Line. Residents may also order a second container for an additional $5 per month.

People with medical conditions who are unable to roll a container to the curb may apply for door service.

Rules also require businesses to have enclosures around commercial garbage containers. Enclosures must be made of wood, brick or concrete and have a

latched gate. The idea is to keep garbage from blowing away from the containers.

Outside the city limits, Warren County has a con tract with Waste Management for garbage collection. All garbage collected in Vicksburg and Warren County is taken to the Waste Management transfer station on U.S. 61 South and hauled to a landfill outside the county.

The City of Vicksburg issues permits to make sure buildings are safe for intended use and meet fire, safety and sanitation codes, as well as to regulate the sale of alcoholic beverages.

COUNTY GOVERNMENT

Organized as a political subdivision of the state in 1809, Warren County government generally follows the basic structure of other Mississippi counties.

The Warren County Board of Supervisors is made

up of five members elected to four-year terms. They appear on ballots during the state-level election cycle. Salaries are set by the Legislature and follow population totals. The base salary of a Warren County supervisor is $50,000 a year.

Political boundaries between the five districts cover roughly the northwest, northeast, southeast and south west quadrants of the county, with one covering only central Vicksburg. Changes in district lines stemming from population shifts must be pre-cleared with the U.S. Department of Justice, in accordance with the Voting Rights Act of 1965.

Supervisors make appointments to six positions that serve at the will and pleasure of the board. Those posts are an administrator, a chief engineer, a road department manager, an attorney, a fire coordinator/ environmental protection chief and an emergency management director.

The administrator acts mainly as the overseer of the county’s finances and is instrumental in setting its operating budget. An array of infrastructure duties are handled by the county engineer, including road and bridge improvements, subdivision development plans and coordination with state highway officials on state-funded road projects.

An outgrowth of a nearly statewide transition from a localized beat system of county government to a departmentalized unit system in the 1980s, the road manager has a support staff of four and a work crew of about 85.

Legal representation is handled by the board’s attor ney, who crafts agreements and contracts between the board and entities, both private and public.

Six fire protection districts are overseen by the fire coordinator, and supported by fees included in property taxes. The fire districts at Culkin, Fisher Ferry, LeTourneau, Bovina, Northeast and Eagle Lake are rated by the Mississippi Insurance Department.

The emergency management post administers the office responsible for response to natural disasters or industrial accidents. As the official arm of the state during declared emergencies, the office is responsible for maintaining a comprehensive emergency manage ment plan.

Official meetings of the Board of Supervisors are on the first and third Monday of each month on the third floor of the Warren County Courthouse. They begin at 9 a.m. and are replayed on VTV, a local cable channel. Informal sessions where issues are discussed but no formal votes are cast are at 8:30 a.m. on the second and fourth Monday of each month.

Elected officials in 14 areas of county government have their spending approved by supervisors, while personnel decisions within those departments remain with the elected heads. Those offices include the sheriff, chancery clerk, circuit clerk, coroner, district attorney, prosecuting attorney, tax assessor, tax collector, three constables and five election commissioners. This extends to judges in circuit, chancery, justice and county courts, but orders from the bench involving salaries must be approved by supervisors.

Revenue for the county comes from property taxes and from a portion of taxes levied on casinos in Vicksburg.

Services for residential and commercial sanitation, water, gas and electricity are handled by private compa nies outside Vicksburg.

Water providers serving county residents include the Culkin, Fisher Ferry, Hilldale, Yokena-Jeff Davis and

Eagle Lake districts. Electricity for most of Warren County is provided by Entergy Mississippi, with pockets of areas in the county’s northern edges handled by Ya zoo Valley and Twin County electric power associations.

Garbage collection outside Vicksburg is handled by Waste Management, the city’s contract server.

TAXES

Warren County homeowners have several options for viewing tax records or paying taxes.

Homeowners may pay taxes with a credit card or through the Mississippi state website at www.ms1stop. com.

The deadline to file for homestead exemption is April 1. Most residents will get a deduction of $300 from their tax bills. All residents are eligible for a home stead exemption if they live in the home.

In Warren County, property owners are taxed by the county and local school district. Properties inside the city limits of Vicksburg pay an additional millage for city services that include fire and police protection.

Tax bills are sent out in December, and payment is due by Feb. 1 at the Warren County Courthouse on Cherry Street or online. Starting Feb. 2, interest is added to the bill until August when properties are sold at auction at the courthouse.

LICENSES AND TAGS DRIVER’S LICENSES

To obtain a driver’s license in Warren County, ap plicants should go to the Department of Public Safety Driver Services Bureau at 1100 Grove St. Applicants must be at least 15 1/2 years old.

The cost is $21 for applicants 18 or older, and it var ies for younger drivers and those applying to operate commercial vehicles or motorcycles.

Applicants younger than 18 must have: A completed application with notarized signatures of parents or guardian if younger than 17. If parents are divorced, the parent with custody must sign the form.

A certified copy of the applicant’s birth certificate. Social Security card or printout from the Social Security Office.

An education form from the applicant’s school of attendance.

LICENSE PLATES

Warren County license plates are sold in the Tax Collector’s Office at the Warren County Courthouse, 1009 Cherry St.

Residents moving from another state have 30 days to buy a tag.

If the vehicle is paid for, owners should provide the original title and registration papers from the state where they previously lived and the vehicle’s mileage without tenths.

If the vehicle is not paid for, residents should provide a duplicate title and registration papers. If the owner has no duplicate title, he or she should provide the name and address of the lienholder where payments are sent and the vehicle’s mileage without tenths.

Residents moving to Warren County from another county in Mississippi can wait until the current tag ex pires and submit the actual tag and registration papers.

HEALTH DEPARTMENT

The Warren County Health Department, 807 Monroe St., provides immunizations and maternity and health education.

Children’s services include immunizations, well-child assessments, fluoride mouth rinses, genetic screening and early intervention services for infants and toddlers. An environmental control program checks health hazards such as radioactive materials, sewage, unsafe boilers, mosquitoes and other carriers of disease.

Family planning and reproductive health education and screening are provided at the health center as well as education on worksite health issues, tobacco preven tion and reduction of mortality and morbidity resulting from cardiovascular disease.

The WIC program for women, infants and children is also available at the center. Through nutritional counseling and food supplements, the program aims to improve a baby’s health during pregnancy, infancy and early childhood.

The health center is open 8 a.m. to 5 p.m. Monday through Friday, and services such as immunizations and vaccine records are offered from 8 to 10 a.m. and 1 p.m. to 3 p.m. The phone number is 601-636-4356.

VOTING

There are 23 voting precincts in Warren County. To register to vote, visit the Circuit Clerk’s Office in the Warren County Courthouse to fill out the registra tion form. WARREN COUNTY EXTENSION OFFICE

The Warren County Extension Office, an affiliate of the Mississippi State University Extension Service, pro vides educational programs for volunteers, professionals and homemakers.

Program subjects include agronomic crops, garden ing, health and nutrition, child care, forestry, food safety and financial management.

State services and information for people who are looking for work are consolidated in one building at Hinds Community College in Vicksburg. Referral services for job-seekers and employers, administration of unem ployment-insurance benefits and worker-training programs are among the services provided at the Mississippi Department of Employment Security office at 755 Highway 27 South.

The Warren County Department of Human Services at 1100-E Grove St. provides services for people in need by using available resources to maintain the family unit and to encourage traditional family values. DHS’ goal is to promote self-sufficiency and personal responsibili ty for all Mississippians.

WARREN COUNTY INDUSTRY EMMITTE W. HAINING INDUSTRIAL CENTER

Not long after World War II ended, a need for industry in Vicksburg was realized.

Anderson-Tully Co., a major producer of hardwood lumber, had mills here. R.G. LeTourneau Co. was building earthmov ing machines in south Warren County. A few industries were along the Yazoo Diversion Canal. But there was no place for an industrialist to build a factory without having to make all the arrange ments for utilities. On top of that, there was no place that the same industrialist could go if he needed to receive and ship goods by water.

The war helped remind people of the value of the Mississippi River as a conveyor of bulk cargoes. A result was a growing need all along the river for sites with direct access to the water.

One of the local leaders who recognized the city’s needs was Emmitte W. Haining. Haining came to Warren County as a teacher and was elected the county superintendent of education. He also was mayor of Vicksburg. Following

his public service, Haining went into banking and rose to the presidency and chairmanship of the board of directors of First National Bank of Vicksburg.

He led the drive to provide the community with a new harbor and land where factories could be built without the danger of flooding.

After the spot was selected north west of the city center near Waltersville, the first chore was to clear the land and build a levee, but it was not to encircle the industries. Rather, into that ring levee was pumped the material dredged from what was to become a slackwater har bor channel a little more than two miles long, 300 feet wide, with a minimum depth of 12 feet. Today, it is 15 feet deep.

When the channel was complete and all the water drained, the community was left with 245 acres of flat industrial land safe from all but the most cata strophic flooding.

During its construction, the site was known as the Harbor Project and still is called that today by many. When it opened in 1961, planners said the in dustrial land raised from what had been swamp would be sufficient to foster the industrial growth of the community for 25 years. They were wrong — the park filled in about 10 years.

To provide more industrial land, in the 1970s, the five-member Warren County Port Commission proposed and spearheaded the digging of another slack water channel and elevation of about 80 more acres off the northwest corner of the harbor.

When that was complete, the com munity took one more step and named the complex in honor of one of the men who was instrumental in its planning and execution. It is now the Emmitte W. Haining Industrial Center.

Among the first buildings constructed was a terminal warehouse that could unload goods from barges for transfer to either rail cars or trucks and vice versa. WATCO, Inc. now operates the terminal.

The area is a U.S. Customs port of entry and a Foreign Trade Zone.

The major products handled through Vicksburg are steel, paper, grain, crude petroleum, lime, fertilizer, cement, sand, gravel and manufactured goods and products.

The annual shipping is more than 3 million tons.

Three tracts on the industrial center are owned by governments.

The city of Vicksburg Water Treatment plant is on the east end of the filled area. The U.S. Coast Guard is directly on the channel. The installation consists of a shore support facility and the Coast Guard Cutter Kickapoo and its deck barge, which are used to re cover, move and place navigation buoys

and maintain aids to navigation on the river banks. The farthest west is the repair facility of the Army Corps of Engineers Vicksburg District and the Mat Sinking Unit, used to place concrete mats on the river banks.

Other occupants are: Vicksburg Forest Products, Big River Shipbuilding, CAM2, Citgo Petroleum, Ergon Refinery Inc., Ergon Asphalt, Falco Chemical, Gavilon Fertilizer, Magnolia Marine Transportation, Neill Gas, PETCoke, Power Transport, Smith Towing Co., Waring Oil and Yazoo River Towing. In all, the companies pro vide more than 4,000 jobs.

CERES RESEARCH AND INDUSTRIAL INTERPLEX

When it was proposed in the 1980s, the Ceres Research and Industrial Interplex was to be the answer to the dwindling industrial space at the E.W. Haining Industrial Center.

The project began with the 1986 purchase of the Ceres Plantation at Flowers in eastern Warren County from U.G. Flowers. The land encompassed a little more than 1,200 acres, of which about 1,000 were consid ered suitable for development for industrial sites.

The first tasks to be accomplished after the Warren County Port Commission took possession of the land in the name of Warren County was to install paved roads, a water distribution system and other utilities. Even with everything seemingly ready for an industry to buy land and construct a building, it was slow going in those early years.

In April 1990, McCarty Foods broke ground for a plant at Ceres and soon opened a chicken-cooking facility and became the first occupant of the industrial park.

Not long after McCarty opened its plant, the company was bought out by Tyson Foods of Springdale, Ark. It brings fresh chicken from other Tyson plants and cooks and packages chicken entrees, primarily for the restaurant and mass-feeding market.

Union Corrugated became the third firm to buy land and build a plant, established in 1997. Two years earlier, port commissioners decided to construct a building in hopes of finding a company to buy it.

The Mississippi National Guard approached the Port Commission for the first time in the mid-’90s with the idea of purchasing land for a new center to house the two Guard units in Vicksburg, the 168th Engineer Group and a detachment of the 114th Military Police Company.

Ground was broken for the Vicksburg Readiness Center in 2000.

The building is about 48,000 square feet and cost about $8 million, from the federal government and State of Mississippi..

The announcement that Nissan was to build a plant near Canton in 2000 brought hope that some of the companies that supply parts might look to Warren County as a possible site for a facility. In 2001, CalsonicKansei North America was established as a top supplier to the Japanese automaker’s North American arm. Two years later, Yorozu Automotive Mississippi, another Nissan supplier, opened at Ceres and made front and rear suspension assemblies in an 83,000 square-foot plant.

By 2008, both facilities were closed, leaving two large properties on the market for future development.

In 2004, two more properties were purchased at Ceres. The first, Magnolia Metal & Plastic, broke ground that year on its production plant that began operating

a year later.

The second, the Mississippi Department of Trans portation, purchased 10 acres for its engineering and maintenance offices. MDOT moved from its de cades-old home on U.S. 80 to a new building at Ceres in March 2005.

In 2011, Laclede Chain located a manufacturing plant in the building once occupied by Yorozu. The Mis souri-based maker of welded chain products employs about 40 people.

In 2015, Mississippi TanTec Leather Inc. located in Ceres. It provides leathers to recognized footwear brands such as Timberland, Wolverine, Deckers, Clarks, Merrell, Sperry, Rockport, The North Face, Keen, New Balance and others.

In 2018, Unified Brands, a company that produces commercial kitchen equipment, opened at Ceres.

In 2019, Eco-Pak and WinField United, both ware house and distribution companies, announced they would locate at Ceres.

In February 2020, Ceres welcomed a new Love's Travel Stop.

Ceres has water supplied to its occupants by Culkin Water District and has its own sewage treatment system. Natural gas service is also available on site. The park is just off Interstate 20, which allows occupants to easily receive and ship products.

The Port of Vicksburg river terminal, operated for the Port Commission and Warren County by WATCO, is about 10 miles away by road in the event that Ceres occupants need to receive or ship goods by rail or water.

Ceres and the port are operated by the five-mem ber port commission.

Two members are appointed by the Warren County Board of Supervisors, two by the city of Vicksburg Board of Mayor and Aldermen and one by the gover nor.

INTERNATIONAL PAPER

The International Paper Vicksburg Mill has been a deeply rooted mainstay in the local community and economy for more than 50 years. Built in 1967, just 15 miles north of Vicksburg, the mill is a manufacturer of classic kraft linerboard and is an integral part of Interna tional Paper and the overall pulp and paper industry.

The Vicksburg Mill is one of the most cost-effective and efficient paper mills in the world, housing one of the most productive containerboard machines. The mill produces linerboard (inside/outside layers) and corrugating medium (the wavy layer between the linerboard layers), which is used in boxes for corrugat ed container industrial packaging (e.g. food, beverages, appliances). Vicksburg ships finished rolls of paper by rail and truck to customers nationally. In the last few years, the Vicksburg Mill has implemented several strategic capital projects, allowing the mill to increase its annual production to more than 600,000 tons per year and remain a competitive manufacturer of kraft linerboard.

With a culture rooted in safety and engagement, the Vicksburg Mill has proudly maintained its VPP Star status for more than 20 years, which was originally awarded to the mill by the Occupational Safety and Health Administration (OSHA) in 1994. The mill has been rec ognized by the state, industry, OSHA and International Paper as an exemplary leader in safety.

The Vicksburg Mill employs about 350 people, many of whom volunteer in the local community. The mill has been one of the largest contributors to the United

Way of West Central Mississippi for the past several years and has been an active participant in the annual Day of Caring.

In October 2017, the Vicksburg Mill celebrated its 50th anniversary. With the commitment and dedication of its employees and the support of the local community, the Vicksburg Mill is looking forward to its next 50 years.

FOAM PACKAGING

Founded in 1971 by Raymond B. English and Jesse Davenport, the company on U.S. 61 South makes foam egg cartons, compartment cafeteria trays, hinged-lid take-out food containers and foam plastic panels for home construction. In 2021 the company celebrated 50 years in Warren County.

The facility has employed up to 100 people.

COOPER LIGHTING SOLUTIONS

A division of Ireland-based Eaton Corp., it is one of the leading manufacturers of track and recessed lighting in North America and one of the largest fixture manufacturers of incandescent, fluorescent, H.I.D., exit and emergency, vandal-resistant, sports, landscape and complex environmental lighting. Its plant on U.S. 61 South has employed 350 people.

HARCROS CHEMICALS

The Rifle Range Road plant is a major distribution center for shipping industrial chemicals, including sealants for the petrochemical industry and key chlorine-based ingredients in swimming pool cleaning products. Its Vicksburg location employs a little more than a dozen people and is a distribution hub for its locations in the south central United States.

In all, the company operates 28 distribution sites.

ISA TANTEC

ISA TanTec, a German company established in 1995, opened its first American leather tannery in the former Calsonic site at Ceres Research and Industrial Interplex, which is operated by the port.

The site, known as Mississippi TanTec Leather Inc., represents a $10.1 million corporate investment and is expected to create 366 new jobs, company officials have said.

ISA TanTec supplies leathers to globally recognized footwear brands such as Timberland, Wolverine, Deck ers, Clarks, Merrell, Sperry, Rockport, The North Face, Keen, New Balance and others.

Together with its award-winning sister facilities in Saigon, Vietnam and Heshan, China, ISA TanTec now has three tanneries in the key geographic manufacturing regions.

ADS/HANCOR INC.

One of the nation’s largest suppliers of stormwater management systems, Hancor manufactures plastic drainage products for the commercial, residential, construction and agricultural markets. Founded in 1887 in Findlay, Ohio, Hancor operates 34 manufacturing facilities and service centers across the country and four overseas.

It employs about a dozen people at its U.S. 61 South facility, from which deliveries are made to an Advanced Drainage Systems facility in Jackson.

CAPPAERT MANUFACTURED HOUSING

The Vicksburg-based firm on U.S. 61 South makes modular housing units for customers nationwide. Up to

350 have been employed by the company.

VICKSBURG FOREST PRODUCTS

The sale of Anderson-Tully to Vicksburg Forest Products was announced in March 2018 and became final two months later.

The sawmill has been undergoing extensive renova tions as the facility undergoes a switch from hardwood to southern yellow pine products.

Once in full production, the sawmill will be able to produce 100 million board feet of pine annually and is expected to employ 125 people.

Unified Brands made a $9.5 million investment at the Ceres Industrial Complex when it arrived in 2018.

The commercial equipment manufacturer consol idated three of its company locations to the former Simpson Duravent Building located on 88 Armory Road.

The company produces refrigerated preparation tables, steam kettles, steamers and commercial dish washing sinks at its Vicksburg facility.

CAM2 INTERNATIONAL

CAM2 International LLC opened in the port in May 2014 and moved its corporate base to Vicksburg from Evergreen, Colo.

The company’s plant occupies the former Shell

Lubricants plant in the 93,000-square-foot building at 685 Haining Road, which is being used as a prime blending and packaging operation for its Southern region of clients.

The site’s 42 storage tanks are expected to handle 7.2 million gallons of oil annually.

The CAM2 brand of lubricant products began in 1975 with high-end oils used in auto racing, including a blend that powered the engine of the winning car in the Indianapolis 500 multiple times in the late 1970s and early 1980s.

It also supplies brake fluids, power steering fluids, greases and gear oils, aerosol and liquid pour chemicals, antifreeze, washer fluid and an extensive and complete line of automotive, commercial and industrial lubricants.

CAM2 International is the largest independent bulk lubricant supplier in the United States.

ERGON

Headquartered in Jackson, Ergon Inc. was founded in 1954 by its chairman, Leslie B. Lampton, as a petroleum retailer with only two employees. The company has grown into a network of market-lead ing companies employing more than 2,300 people.

Ergon, which has its refinery at the Port of Vicks burg, operates as a crude oil processor, transporter and marketer of refined products and as a producer and marketer of specialty asphalt products, as well as an oil and gas explorer and real estate developer. The company also manufactures state-of-the-art road maintenance products and equipment.

The company’s roots are in the petroleum in dustry service areas, including trucking and propane

distribution, marine transportation and petroleum marketing services.

It has grown and diversified through acquisitions and mergers to form subsidiary companies, including activities in refining, terminals, asphalt marketing, mid-river operations, exploration, maintenance support and real estate.

BUSINESS & COMMUNITY SUPPORT VICKSBURG-WARREN COUNTY CHAMBER OF COMMERCE

The Vicksburg-Warren County Chamber of Com merce was started in 1894, first as the Board of Trade of the city of Vicksburg, by a group of area businessmen who were concerned about high fire insurance rates.

The group grew and expanded its scope, and today’s Chamber includes in its membership about 450 compa nies and more than 1,000 representatives.

VICKSBURG MAIN STREET

Vicksburg’s Main Street program is one of the orig inal six founded in the state for promoting downtown areas and businesses.

The district, created in 1984, includes commercial properties in the downtown area along Washington, Walnut and Cherry streets. The program is funded through a special 5.05-mill assessment on commercial property.

The organization also sponsors several downtown events.

Downtown offerings include restaurants and bars, upscale apartments above retail buildings, the City Riverfront murals, the Art Park at Catfish Row and Play ground at Catfish Row and a splash fountain.

Dockside gaming came to Vicksburg in August 1993 when Isle of Capri Casino opened on the Mississippi River off Washington Street.

Now an integral part of the local economy, the industry’s arrival came three years after the Legislature legalized it on “navigable waterways” and two local-op tion elections held county-wide.

Four casinos now operate along the Mississippi River near the city’s busiest thoroughfares.

Vicksburg’s casinos pay a 3.2-percent revenue tax to the State of Mississippi that is divided with 10 percent to schools, 25 percent to Warren County and 65 percent to the city.

A second revenue tax is a .8 percent share of the state’s 8 percent revenue tax. It is split based on population proportions between Vicksburg and Warren County. Also, the casinos pay annual property taxes to the city and Warren County and a $150 annual fee per gaming position at various times each year.

The nearest casinos outside Vicksburg are in Nat chez to the south, Greenville to the north, Philadelphia to the east and Bossier City, La., to the west. Casinos also are in Tunica and along the Gulf Coast.
