MEMBER DIRECTORY

From the Chair As I celebrate my second year as chair of our organization I am truly proud of all we have accomplished. Your membership has had a hand in making a significant impact in the past year on the greater business community in the Capital region.

The complexity of the issues we address can be staggering and the need to adhere to the objectives our membership have prioritized over a longer term have proven extremely important. We have seen tremendous success from two long-term initiatives that The Chamber started well before my time as Chair: Common Natural Gas Rates and the creation of the Auditor General for Local Government office.

We have successfully lobbied with our partners for a Common Natural Gas Rate for the province and in 2014, after almost three years of direct work, have achieved success. This success will result in over a 30 per cent savings in natural gas rates for all users on Vancouver Island. This effort has benefitted businesses and residents alike. The money saved in this reduction will be invested in our economy in a variety of ways and I am proud of that success.

The Chamber will continue to advocate policies by meeting regularly with elected officials. In addition, The Chamber is developing new policies within the 2015 policy priority areas (read more on The Chamber’s policy priorities on p.5) that will further promote a strong business and more robust and sustainable community.

Our efforts in support of members are continuous. We have met with the vast majority of the mayors in the region as they have assumed their new roles.

We have lobbied heavily on behalf of business in stewardship programs, regional governance, harbour airport, skilled trades, minimum wage, etc. I find myself wondering which of these will, over the longer term, see results like the two above. I truly hope that the issue we make a real impact on is regional governance (amalgamation).

New in 2015 is YYJ Eats in June, which will be a Chamber summertime event with beer, food, and wine from Chamber members.

By all accounts, 2015 is shaping up to be an even more successful year.

Members are more engaged than ever before, during Chamber Week this year The Chamber hosted its largest member breakfast to date, as well as many other Business Leader events. Members are also engaging more and more online, with increased readership for our BizNews newsletter and Business Matters magazine. We will also be offering more seminars that have practical applications for members as well as their employees.

I will certainly do my part and assure you The Chamber will continue to work on behalf of our members.

Advocating for Your Business The Chamber plays a significant role in advocating for our members. Chamber advocacy requires long-term planning and discussion with the membership before developing well-thought out policies and objectives that will ultimately benefit both our members and the community at large. To achieve the objectives of our membership, The Chamber meets with elected officials at all levels of government to weigh on issues of importance.

Much of the advocacy work that goes into developing Chamber policies begins with The Chamber’s Policy and Government Affairs Committee. With the support of staff, the committee listens to members, scans the business, economic and political environment to identify emerging issues of interest to The Chamber and its members then provides advice on policy development and recommends policies to the board of directors.

Advocacy work is not a short game. It often takes long-term and consistent efforts over years – sometimes decades – to achieve positive outcomes, much like our policy win on common rates for natural gas.

While many public policy issues are important to our members, every year the board of directors adopts policy priority areas to focus our efforts for the year. The 2015 Policy Priorities identified with input from our members include amalgamation, regional services, transportation, labour supply and retention, municipal financial accountability, and local economic development.

Amalgamation and service regionalization have been longtime priorities for The Chamber. The Chamber believes that many of our local services could be more efficiently delivered. We have several service regionalization and integration model examples that have worked right here in the Capital region including the regional water system. There are many other opportunities to achieve regional gains and The Chamber hopes to drive change around the delivery of services that are regional in nature.

Although The Chamber has been supportive of amalgamation in the past, we now look to opportunities that can achieve the outcomes we want to see.

We have identified several problem areas including fragmented policing and

transportation concerns. The Chamber is open to finding solutions that directly address the problems at hand – regardless of what that solution is called – because improved efficiencies, a unified long-term vision and plan are vital to economic prosperity.

The Chamber has created the Capital Region Governance Review committee, which will be involved in the consultation process set by the provincial government to study the issue.

The 2014 municipal election demonstrated that these issues are top of mind and important to citizens.

With overwhelming overall support at 75 per cent for the 2014 non-binding referendum questions, it is important for the region to examine governance models that will best fit the needs of our community for now and into the future.

Labour supply and retention has been a Chamber policy priority area for two years. Over the past year, the region has experienced unemployment rates in the 5 per cent range with a rapidly improving economy. Members are finding it increasingly difficult to find qualified staff. Continually, sector leaders and businesses cite challenges in hiring qualified staff as a barrier to growth. BC is set to lead the country in economic growth for 2015, which is good news; however, the challenges with staffing will exacerbate that goal, particularly in our region. In order to meet our needs as a community, we will have to increase our labour supply while replacing workers that are leaving the workforce. In addition to the supply of labour being limited, the region is further challenged by an extremely high cost of housing. Working to retain the labour we have and adding to the ranks of the workforce is key.

In addition to the long-term goals above, The Chamber also nimbly responds to emerging issues that need to be

addressed on an immediate basis such as a proposed CRD-wide 12.6 per cent property tax increase for regional transit that The Chamber was able to shine a light on and reverse before it happened.

Members continue to be concerned about the decisions that at are made at the municipal government level.

Municipal governments often have the largest effect on businesses. From property taxes, and business licences to parking and permits, municipal governments effect businesses and residents in a tangible way. As a result of this, The Chamber continues to advocate for municipal government to provide services in the most efficient and effective way possible. Further, we need to hold elected officials accountable for all aspect of municipal financing. This includes revenue sources, taxation, user fees, capital expenditures as well as concerted efforts to reduce costs.

Recent and growing concerns over closing businesses, particularly with store-front locations has put local economic development at the forefront of Chamber concerns. Although this issue is most visible in the downtown, it is an issue across the Capital region. It is important to find opportunities for local business to be developed or expanded.

In addition, business retention strategies as well as local opportunities for business succession need to be a focus.

The Chamber will continue to work with community stakeholders to identify areas for policy development.

As outlined above, these policy areas will be The Chamber’s primary focus.

Oh, the Transportation Possibilities…

Envision a community, our community, with enhanced livability and a further improved quality of life on the South Island. A region where anyone can live and work in any municipality they chose. This would include improved mobility for everyone, including workers, students, seniors and businesses. All made possible by finding solutions to our regional problems and providing positive economic benefits by reducing congestion. Benefits such as moving goods and people in a reasonable time frame, attracting people to the region to live and work, attracting investors and reducing the environmental impact caused by traffic congestion.

When discussing transportation, we need to realize that it is more than being tied up in the Colwood crawl.

Transportation is more than roads, cars and buses, it includes multi-modal transportation such as walking, cycling and infrastructure like bridges and overpasses. Most importantly all of these things need to have connectivity and integration for the most efficient results. But, why is transportation a growing concern in the Capital region?

Currently, there is no single organization with both an overarching mandate and the authority to oversee transportation planning and implementation on a regional basis. Instead, our unique region with many bordering municipalities creates a transportation network with overlapping jurisdictions including 13 municipalities, a transit authority, Ministry of Transportation and a regional district. This current structure is based on collaboration among jurisdictions on individual projects and has also resulted in the inability to address regional transportation needs.

Transportation issues in the Capital region are worsening year over year and will likely increase further with population increases. We have already seen significant growth on

the Westshore. Between 2006-2014, Langford grew by 47 per cent, and was cited as one of the fastest growing communities in BC. Sooke also saw significant growth with 22 per cent in the same time period. The growth trend isn’t at an end. There are projections for the Capital region to hit 450,000 by 2036 — that’s 100,000 more people travelling on roads that are already clogged and slowing down the movement of people and commerce.

Transportation continues to be a Chamber priority area and as such, The Chamber commissioned a study on Regional Transportation Authorities. In part, the research identified key areas in peer-review studies on regional transportation authorities and regional governance. As part of the study, a stakeholder analysis was conducted and it identified some areas of concern relating to regional transportation.

Issues included additional levels of government as well as concerns relating to local autonomy. Regional governance, as citied in the peerreviews studies, can provide a better way to coordinate relationships among governments. These structures can promote regional efforts and are often used in metropolitan regions where municipalities are adjacent to each other, much like we have in the Capital region.

There is a view that to work effectively, regionalism and localism must complement each other. Both the literature review and the stakeholder analysis were consistent in citing the need to “give up” some authority to work regionally. This is seen as a means to achieve regional cooperation; potentially an opportunity to maintain local autonomy for individual municipalities while working regionally on issues that transcend municipal borders.

The majority of stakeholders did feel that the benefits of a regional transportation authority outweighed any drawbacks. This is good news for efforts to cooperatively find transportation solutions.

Solutions for the Capital region Conclusions from the study clearly indicated that community stakeholders feel that transportation is a priority in our region.

Based on the result of the study, potential solutions include a new regional governance model that includes the following attributes: direct accountability and authority, integration, regional view of transportation as well as land use. A directly-elected regional body could provide the best option for regional transportation planning and implementation. This would also alleviate issues concerning local autonomy, as municipalities remain intact. A structure of this nature at the regional district level can provide direct accountability and authority that is needed to provide regionally deemed services. In addition, depending on stakeholder engagement and consensus this leaves room for a transportation provider that is led by a skills-based board.

Some important areas to consider when moving forward on regional transportation include transportation priorities and planning, cooperation, regional and local issues, accountability and authority, integration, connectivity and land use.

Vibrant, livable communities rely on efficient transportation networks. As a community, we have an opportunity to commit to a regional transportation vision. It may require giving up a little to gain a lot. And in the words of Spock, the needs of the many outweigh the needs of the few.
