Immediate Past President’s Letter Hello to all, As the CCWA former President, I want to say thank you for your continued support. I know it has been very difﬁcult for all of us to decide where every penny should go. When CCWA is one of your choices, it makes us, the board of directors, want to do the best we can to provide you with as much training and opportunity for advancement in your careers. CCWA is here to give our members the opportunity to make choices for themselves. If you are ready to take advantage of every opportunity to educate yourself, whether it is by continuing your college education, taking that special assignment for the experience, or attending one of the many training conferences sponsored by CCWA, we are here for you. Our membership consists of all levels of state employees. We strive to help everyone make a better future for themselves. We do this by having fundraisers that help bring in funds for community donations and youth scholarships. When the CCWA chapters have events, we encourage everyone to bring their families to participate. This allows us to have family time and it shows our family there is always someone out there that needs our assistance. When I became the Imperial Chapter President in 2000, I had both of my daughters and husband helping me at every event; CCWA was a part of our family. I know that our family was not the ﬁrst, nor will they be the last. My daughters are all grown now with families of there own, and yes, they still help when I need them!

It saddens me to announce my resignation as Association President effective July 1, 2009. My decision to step down was not taken lightly. However, it was the only thing I could do to allow me to address some personal matters. I would have never considered resigning if I didn’t have conﬁdence that the Association would be placed in capable hands. Sylvia Cordero, Association Treasurer, will step up to the position. Sylvia has always had the Association’s best interest. I am conﬁdent that Sylvia and the Executive Board will do a great job. Please let them know they have your support. In closing, I want to thank everyone in CCWA for letting our Board of Directors show them that we can move forward no matter what obstacles cross our paths. Thank you for all your continued support. Association President (pro-temp) Dear Members, As I reflect on all of the unprecedented and unpredictable events that have transpired over the past six months I am reminded of the quote from one of my favorite movie characters, “life is like a box of chocolates you just never know what you’re going to get”. I must say there is no other way to describe the unprecedented events of the past six months. Significant changes have occurred not just within the Department of Corrections and Rehabilitation, our Nation, but also within our personal lives. Never before have our members been obligated to endure such a significant wage reduction. Undoubtedly the decisions of our legislators have had a significant effect on your household and personal lives and yet your commitment to the Association remains unwavering. Your loyalty humbles me and it compels me to work harder, strive to obtain the Association’s goals and objectives, and allocate the Association’s assets prudently. The Executive Board and Chapter Representatives worked very hard this year. They have sponsored numerous events statewide. On May 2009, the Association co-sponsored a magnificent training conference with our partners in law enforcement, the National Latino Peace Officers Association, (NLPOA). The event was phenomenal. Your local chapters have also been working harder than ever sponsoring events such as golf tournaments, crab feeds, tamale sales, and so much more. The events raised thousands of dollars for scholarships. They also helped support other community and institutional activities. I would like to thank those of you that rolled up your sleeves to assist your local chapter in these events. This year the Association also experienced the loss of a great friend. On January 22, 2009, our brother Albert Rivera, Parole Agent II, succumbed to his battle with cancer. Albert, like many of you, devoted endless hours to the Association. Albert was instrumental in developing many of the training tracks for our conferences, obtaining the course certification so that those that attended the classes received college credits, raised money for multiple scholarships and endless other contributions. Albert gave us his all and we will always miss him.

The second half of the year promises to bring yet more exciting events. Many of your local chapters will finish off the year with fund raisers and their annual Christmas Parties. The Southern Region will host a training conference on October 10, 2009 in Laughlin, Nevada. In addition, the Association will hold their general elections to select Association Officers. Nominations close August 1, 2009. I encourage you to participate in your local chapter activities and take advantage of the training opportunities offered by CCWA. Also, I ask that you contact your institution representative and provide them with any address updates. It is difficult to include you in our events or provide you with updated information regarding upcoming events if we are unable to locate you. In closing, I’d like to thank Margaret Gandara, CCWA immediate past president, for her outstanding dedication and commitment to the Association. Margaret’s “can do attitude” motivated those that served under her. She made us press on during those moments of doubt and encouraged us to stand firm. Her spirit of cooperation with other non-profit organizations, NLPOA, ABCW and CPOF, brought about many joint ventures between us. Margaret reversed the membership trend of decline by mobilizing the Associations Recruitment Team and focusing her recruitment efforts at our institutions. She was also instrumental in holding a recruitment drive at the training facility in Galt for the first time ever. Undoubtedly, Margaret has left her mark within this Association. I am proud of all her accomplishments and I am honored to have served with her. Her untimely resignation has left some really big shoes to fill. She will be greatly missed. On behalf of the CCWA Membership I’d like to thank Margaret and her family, (Albert, her daughters, granddaughter, and mom), for giving one hundred and ten percent. CCWA - History, Goals, Mission Statement & Future The Chicano Correctional Workers Association (CCWA) was established in 1972. The Association was instituted by nine people, seven men and two women, California Department of Corrections Hispanic employees who were concerned about the under-representation of Latinos. CCWA Founding Fathers established the Association as a General Non-Profit Corporation. CCWA is registered with the Department of Personnel Administration as a “Bona Fide State Employee Association” and with the California State Personnel Board as a “Professional Organization”. CCWA adopted the motto “Somos Familia,” which means “We are Family”. CCWA is committed to be an advocate of equal representation and encourages the personal and professional advancement of its members. CCWA’s membership consists of approximately 2500 members statewide. CCWA continues to grow steadily. Monthly membership fees are $10.00. The dues are automatically withdrawn from your pay warrant if you are a regular member. Associate Members must pay their dues, cash or check, no later then January of every year in order to maintain their membership. CCWA represents its membership by engaging in positive dialogue and maintains a professional working relationship with the California Department of Corrections and Rehabilitation (CDCR), other law enforcement agencies and the legislature, in order to resolve common issues and concerns. CCWA believes that every member and state employee should have the right to receive an equal and just opportunity to enhance their professional growth. Every qualified and well prepared individual should have a fair opportunity to compete for a position regardless of age, race, sex, color, religion, national origin, political affiliation, ancestry, marital status, sexual orientation or disability. To achieve this goal, CCWA continues to lobby and advocate for employment opportunities and superior training for all of its members.

CCWA’s responsibility and commitment to our members does not end or come to a complete stop at the front gates of our institutions. CCWA is also committed to the communities that its members inhabit. CCWA invests in the future of California’s children. Each year, CCWA’s members raise thousands of dollars. These funds are awarded to young children participating in extra curricular activities and to young adults ready to enroll in college.

CCWA has dedicated itself to be an advocate for equal representation of Hispanics as well as the pursuit of upward mobility from it’s inception. CCWA has been and will continue to be one of the fastest growing organizations within CDCR. The association has sponsored multiple training conferences, workshops and seminars to assist members in expanding their knowledge, developing skills to make you more qualiﬁed then those that seek the same opportunities. CCWA hopes to be the vehicle to assist you in achieving your professional goals. 6

Recruitment Drives

CCWA’s recruitment drives have paid off. When the Executive Board was elected into ofﬁce January 2007, our membership count was 2,177 statewide. As of April 2009, our membership count is 2588 statewide. CCWA recruited over 150 new members during the ﬁrst quarter of 2009. Below are the stats of each chapter for the last 2 years. The CCWA Journal has been utilized as the vehicle to communicate with its members. Retirement Corner The CCWA Founding Fathers/Associates will meet on Sunday, August 9 for breakfast (on your own) at Denny’s Restaurant at 8:00 a.m.and then meet at 10:00 a.m. in Mary Duran’s suite at the Doubletree Hotel 222 N. Honoring Retired Warden Rosie Garcia-Ochoa The Chicano Correctional Workers Association welcomed the opportunity to acknowledge a special woman of exceptional quality who demonstrated her willingness to overcome traditional barriers as a woman, and as a Latina. Rosie was recognized at the NLPOA/CCWA luncheon on Friday, May 26, 2009. Retired Warden Rosie Garcia-Ochoa, now referred to as Rosie Ochoa, has established a long career as a pioneer and ground breaker in the California Department of Corrections. In 1977 Rosie was hired as a secretary for the C.E.T.A. program, a job program geared toward giving young people an opportunity to get their foot in the door as entry level employees. Rosie began working for the Correctional Appeals Division at the Correctional Training Facility in Soledad, California. She was encouraged to take the correctional officers exam. She successfully passed and was appointed as a Correctional Officer. Later, she was invited to work in a special assignment as a member of the institution’s security squad. Rosie was the second woman to be asseigned to a security officers position and she was the first woman ever to complete the 2 year commitment. Truly, this was a ground breaking effort on her part. Rosie’s hard work and dedication paid off. Rosie was promoted to Correctional Sergeant and developed her skills and worked in a variety of assignments, she also became a member of the

Prison’s Special Emergency Response Team (SERT), as a sniper. Her leadership and professionalism lead to a promotion and she became a Correctional Lieutenant in 1984. In 1984 Rosie transferred to San Quentin where she worked various positions, promoted to Prison Gang Coordinator. She was also promoted

to Program Administrator and she went to work at the California Rehabilitation Center in Norco, California. She oversaw the Inmate Classification process and implemented health and safety programs for the institution. In 1989 Rosie took on one of the most important assignments of her career. She was promoted to Associate Warden at Pelican Bay State Prison. In 1991, Rosie was promoted to Chief Deputy Warden at Sierra Conservation Center in Jamestown, California. In 1993, during increased prison expansion, Rosie was asked to become the new prison manager at Centinela State Prison. On January 13, 1994 Rosie was appointed and confirmed by the California Legislature as the first female warden of California Department of Corrections. After a long and groundbreaking career, Rosie retired from state service on April 30, 2000.

Executive Board Members toured the State Capitol after the Board of Directors meeting in May. We introduced ourselves to several legislators and shared information and ideas as to how we can be of assistance to each other--(we need info from Dennis Alvarado, he was the spokesperson for the group). 9

Feature Story

CCWA Contributes to the Success of NLPOA Conference CCWA co-sponsored the NLPOA 36th Training Institute and Convention on May 27 – 29, 2009. CCWA was responsible for the Correctional Track which consisted of classes on Prison Gangs, Leadership, Stress Management, and Retirement Planning. The convention also had numerous law enforcement agencies across the Nation and Puerto Rico. It has been several years since CCWA co-sponsored this event with NLPOA. On Wednesday, May 27th, there was a Question and Answer Panel with several Department heads from different related law enforcement agencies. Mr. Scott Kernan, Under Secretary of CDCR, represented our department. When the panel session was completed, there was a networking mixer. Mayor Antonio R. Villaraigosa welcomed everyone to the convention. Also in attendance were Sheriff Lee Baca, LAPD Chief William J. Bratton, and U. S. Congressman, Xavier Becerra. Training classes began on Thursday, May

28th and continued through Friday, May 29th. CCWA hosted Friday’s luncheon. Our keynote speaker was Deputy Director Marisela Montes. She is the ﬁrst Latina to hold that position.

We also acknowledged Rosie Garcia-Ochoa for her achievements in CDCR, one being the ďŹ rst Latina to promote to Warden through the custody ranks. Saturday, May 30th NLPOA had their National Board meeting followed by an Award Banquet. Several law enforcement staff were recognized for their continued dedication to the cause of NLPOA. Our own Albert Rivera, Jr. was also recognized. After the convention, we have had several members talk about how impressed they were with the whole conference. I am to this day getting emails from members who were very happy that we participated in a convention of this caliber. If you were unable to attend, I hope you will try to participate in CCWAâ&#x20AC;&#x2122;s Southern Region Training which will be held in Laughlin, Nevada on October 10. CCWA Survey

CCWA Membership CCWA is committed to the growth and success of the association. We are forced to look at the past practices of the organization in the internal foundation of the Association and ask ourselves: • What has the Association done to promote its members? • How has one member benefited from their membership? • Where is the Association today from when it was established? • How far has the Association progressed, matured, and developed since its birth? We understand we must evaluate the Association’s current status. There are several tasks that must be addressed, one of which is the fact that CCWA has not had the same growth as CDCR. Another very important issue we must re-evaluate is to determine if our members are experiencing difficulties growing/promoting within CDCR. The Executive Board Members concluded that we must get back on track with the Association’s mission. But we need your assistance. In order to refortify one’s foundation and build upon it, we must first know more about our members! What are their goals and objectives? With that information, we can efficiently use our resources to help achieve their goals. Together we can move the Association forward. It is difficult for one person alone to build that foundation. We are asking all of our members to assist us in building a better Association for those who will be walking in our shoes someday. When we asked ourselves these question’s we concluded that we have not traveled far from the starting mark. • What have we learned from our past? • What can we do to move forward with a quicker positive impact? As I have mentioned, we need your assistance. I have enclosed a survey with this letter. Please complete and return it as soon as possible. I was the Southern Vice President when the L. A. Paroles Chapter President stepped down. Albert took on the position even though he had plenty on his plate. Margaret Gandara, President Chicano Correctional Workers Association The Association of Black Correctional Workers (ABCW) organization is a professional association that was established in California in 1972. The organization is dedicated to promoting an awareness of value, contributions and potential of the Black Correctional Worker and allied professionals in the criminal justice system. Our goals include serving as strong, visible advocates for recognition of members and their contributions, and effecting positive changes in training and promotional policies within the criminal justice system. Our membership is open to all correctional employees and allied professionals, regardless of race and we have approximately 2000 members. The ABCW is proud of its long standing affiliation and partnership with the Chicano Correctional Workers Association (CCWA). Both organizations were established more than two decades ago within the California Department of Corrections to be acknowledged and celebrate the contributions and achievements of the minority employees they respectively represent. Although initially formed as â&#x20AC;&#x153;watchdogâ&#x20AC;? organizations to ensure the maintenance of equal treatment for all in the work place, their roles have grown over the years to encompass much more. ABCW and CCWA are dedicated to pursuing upward mobility for its members and advocating for equal representation of black and Hispanics within the agency. Recognizing the power in numbers, our two organizations have joined forces in the past to pursue many issues of mutual interests. Some examples include, attendance and support at annual and regional training events and conferences, sponsorship for organization activities, joint fund raising projects and membership drives, to name a few. Both organizations have developed and maintained positive working relationships with the CDCR leadership, local and state legislative representatives and community organizations. As we pursue organizational goals, it is beneficial to have the kind of partnership that fosters mutual respect and integrity. These two organizations under the current leadership have built a solid reputation and have regular communication with representatives within the agency and the community. This model of collaboration ensures problem resolution at the lowest possible level and provides quality service to the members. We look forward to the opportunity to work with the dedicated leaders in the CCWA organization as we continue to provide quality training and representation for our members in the coming years. Chapter Update

Staying Active is the Key to well defined chapter Delano I first annual crab feast was held on February 14, 2009 in the armory hall in Delano. About 100 people attended and had a great time. The prisoners of love played the live jams and DJ Guerrero supplied the mixes. We had regional vice president Ester Lara assisting the bartender and future CHP/CCWA member, Bernardo Villegas with the drinks. We can’t forget about the fabulous MECHA Club ladies whom helped us serve the great feast. We had lots of help from many areas including Rosalyn selling tickets all night long. Special thanks to Chapter vice president Vicente Guerrero and Sergeant at arms David Huerta for building a jail cell as part of one of our fund raisers. Sorry to say that we didn’t profit as much as we expected but we did make it a learning experience. Now we know what works and what we can improve. Hopefully by starting and a new tradition in Delano, we can gain support of new and current members and put ourselves on the map and a strong chapter.
