“Moving Forward” Its been fun and its been real but its hasn’t been real fun. The Presidents Letter: Dear Friends and Members, It’s been several months since the implementation of Assembly Bill (AB) 109. The impact has been felt by all employees. Some employees were re-directed to other job assignments while others were laid off. AB 109 has impacted everyone regardless of our classification. We have all felt the added stress, but have managed with the added case load, despite staff shortages. It is exciting to know that we are all going to play a role in the implementation of the change. Let us “ let the dust settle”, roll up our sleeves and prepare to play a role in refining the changes in the future. The department is not the only agency undergoing change. The whole world is evolving and the way we conduct business is changing. CCWA is working to prepare our members for the future. We hope to grow future leaders. I encourage you all to develop your promotional pathway. Remember, “You don’t drown by falling in the water. You drown by staying there”. Don’t be afraid to move forward and embrace change. Many of our long time members have decided to retire after 25-30 years of service. I want to congratulate you and wish you the best as you embark on your future plans. CCWA thanks you for your unwavering support of its goals and objectives. Thank you! The retirement of many of our experienced members has opened up many new promotional positions. The need has come for those of us that have not reached retirement age to step up! It’s time for the Correctional Officer, CRT and CRA to assume the supervisory role. In closing, I am extending and invitation to all of our CCWA friends and members. Mark your calendar and make plans to attend our 2013 CCWA Training Conference. The theme of this year’s conference is “Embrace the Future, Seize the Opportunities”. The conference is scheduled for November 8, 2013, at the Holiday Inn Capitol Plaza Hotel, Sacramento, California. Richard Alvarado Chief Deputy Warden (retired) California Institution for Men Richard Alvarado was hired by the Department of Corrections, now known as the California Department of Corrections and Rehabilitation (CDCR) in October, 1985 as a Correctional Officer at the California Rehabilitation Center (CRC). Two years later he promoted to California Correctional Institute as a Correctional Counselor I. In 1993, he promoted to the Supervisory Rank. Danny Macias (one of the CCWA Founding Fathers) handed Richard Alvarado an CCWA application to join in November 1985, one month after he was hired by Corrections. Mr. Alvarado has been a member of CCWA since November 1985. Mr. Alvarado has over 30 years experience in the Criminal Justice System. He began his career in 1979 as a Group Counselor with the Riverside County Juvenile Hall and eventually promoted to Deputy Probation Officer for Adult Investigations in 1984. During this period Mr. Alvarado received a Bachelor of Arts Degree with a Major in History from the University Of Riverside, California. He joined the California Department of Corrections (CDC) in 1985 as a Correctional Officer. He promoted through the ranks and later received a Career Executive Appointment as the Chief Deputy Warden at the California Institution for Men. He had executive oversight of a 225 million dollar budget with over 2200 employees. Highlights of Mr. Alvarado’s career include eight years as a member of the Negotiations Management Team, Training-for-Trainers in Career Development and Labor Relations Specialist. He also has the distinction of being the Incident Commander for the August 8, 2009 Reception Center West Riot--the largest in the department’s history. Before his retirement Mr. Alvarado was a member of the Office of Correctional Safety, Southern Region Incident Command Team. Mr. Alvarado is one of a few selected department employees who was certified by Phi Theta Kappa to facilitate college level Leadership and Ethics Training for Law Enforcement, Firefighters and his Correctional Staff. Additionally; sits as a Board Director for the CRC Federal Credit Union over 12 years. At the time of the interview, Mr. Alvarado was pursuing his Masters Degree in Public Administration course work at the University of La Verne, and was scheduled to graduate in the spring 2012.

Mr. Alvarado recalls a job he was seeking early on in his career; he wanted to be a Senior Group Counselor. He applied for that position but was denied by his supervisor. His supervisor’s decision forced him to change his attitude. He applied for another position and was hired. Mr. Alvarado believes that if someone said no; you should not be discouraged and stop seeking your goal. You should continue to apply until you are successful. Mr. Alvarado’s aunts instilled in him strict discipline and taught him to focus on his goals, early on. He could never have imagined then that the discipline and drive to succeed instilled in him by his aunt would shape his future. Even now he recalls his aunt’s firm discipline, and he has nothing but praises and words of gratitude for her. As a supervisor he learned that in order to be a good manager you must first learn to be a good learner. You need to give your subordinates an opportunity to provide you all necessary information. Then you must deal with the problem. Lastly, after the problem is resolved you must provide meaningful counsel. Mr. Alvarado commented on the love/hate relationship that most correctional employees experience. We “love” the financial security and the career choice that we’ve made but we “hate” the daily institutional demands associated with the job . He offered these helpful tips. First, leave work at the institution and your personal life at home. You have two separate obligations. You have an obligation to the employer and an obligation to your family. You must be able to balance the two in order to be successful and confident at both.

Mr. Alvarado held the position of CCWA Chapter President at the California Correctional Institution at Tehachapi and as the CCWA Statewide Scholarship Coordinator for five years. Mr. Alvarado has been an advocate of career advancement, he encouraged CCWA members to apply for open positions and provided valuable training during the CCWA conferences. Mr. Alvarado believes that in any organization members must have a balance between their power and their duties. Organization Board Members and leaders must not focus on their own power, ego, or greed. They need to focus on the organization that they serve. Mr. Alvarado believes the biggest challenge for individuals seeking to promote is their perspective of how they see themselves. They put up barriers rather than facing the challenge. Individuals wishing to promote must be able to go over, under, around and through a problem. A problem is nothing more than a problem without a solution, so find the solution. Sometimes a good attitude could be the solution to getting a promotion in this job atmosphere.

Luis Hernandez CCWA MEMBER IS RECOGNIZED FOR HIS HEROISM Responding to a call for help....A Life-Saving Kidney Donation LUIS HERNANDEZ, Correctional Officer and CCWA member responded to the call of need. One of his fellow officers required a Life-Saving Kidney Transplant and a Donor. Luis was guided by his big heart and love of God and answer the call for help. Luis is an Officer employed at the California Department of Corrections and Rehabilitation (CDCR) at Calipatria State Prison. He is the father of two children, Esther and James. Luis, without hesitation, sacrifice his life in order to save another fellow officer. Luis has been a CCWA member for over 15 years. He joined CCWA in 1996. Luis was recognized for his bravery above and beyond the call of duty at Project 2000 XXII. Additionally, Luis is a shining beacon in his community. Luis has donated numerous hours to his community, Brawley and El Centro areas. He coaches various sport teams and is actively involved with the Imperial County “Shop with a Cop” program. Luis is a volunteer for the California Correctional Peace Officers Association ‘Tuff Teddy’ mascot for kids events. This heart warming story started in October 2010, when Correctional Officer Gaston Benjamin of Lancaster California learned his kidneys were failing due to a genetic condition. Gaston’s sister was also stricken by the same condition. She was on dialysis. Benjamin, a single father of four young children, worried about his future, and that of his family. Mr. Ken Lewis, Community Resource Manager-Calipatria State Prison, generated a flyer by e-mail to about 40,000 CDCR fellow employees alerting them of a need for a kidney donation for a fellow officer. Nearly 20% responded and agreed they would be willing to donate a kidney. There were more than 100,000 people on the waiting list pending a kidney donation, and Officer Benjamin believed the odds were not in his favor.

Luis proved to be a perfect match. The two met for the first time about a week before their March 8th surgery. Strangers until the call for help was made. Luis and Benjamin have become fast friends, and family to each other. Calipatria State Prison Warden Leland McEwen said, “I am extremely proud of Luis Hernandez for his exceptional act in donating the gift of life to Gaston Benjamin. I am delighted that the operation was successful and that both Officers Hernandez and Benjamin will be able to maintain a fruitful life with their families, enjoy their children’s embraces and continues to be valuable members of the department.” Warden Brenda Cash, California State Prison, Los Angeles County, in Lancaster (LAC) said that Officer Hernandez’ act of human kindness is a great reflection upon his character and demonstrates that there are people willing to make extraordinary sacrifices for one another, and expressed a sincere gratitude to Officer Hernandez. CCWA Members... Helping Others in Need. Over the years, CCWA’s 23 Chapters, established from Sacramento to Blythe, have conducted countless fund raising events to benefit their communities. The needs in these communities are great. Selecting a single worthy cause is sometimes challenging because of the great needs. Providing an individual or group a hand up, to assist them in meeting the challenge in their life, is gratifying. Each chapter reaches out to their community and seeks individuals. Many of the chapters give scholarships or sponsors other noteworthy causes. The fund raising events include: baseball, football, soccer games, and BBQ, dinners, dances, raffles, and candy sales. Fund raising is just one of the many ways CCWA members generate funds. CCWA members step up to the plate during the time of need. Scholarship Applications

The CCWA chapters donate thousands of scholarships dollars each year. Each individual chapter has an eligibility criteria. Scholarships have been awarded to members, immediate family members of the community, and local high school students. The CCWA Chapters have awarded students thousands of dollars yearly. CCWA is comprised of thirty-two chapters. The chapters are located statewide. Each individual chapter holds fund raising events in their communities and monies raised goes to promote the pursuit of higher education. CCWA hopes to prepare our future leaders for the challenges ahead. The Scholarship amounts very and are designed to assist students in their educational needs. Members are encouraged to submit their applications to their local chapters. We are very proud of the contribution we have made in the life of many young men and women. We hope that the gift we gave them has benefited them and provided them the opportunity to a enhance their future. We hope that students take advantage of the benefits that we and other Hispanic organizations offer. Corporations like IBM, Microsoft, Apple, and many more also offer generous scholarships. We encourage you to search the web and contact local companies for available scholarship funds. To look on the web just type “scholarship funds”, and this will take you to a list of available scholarship opportunities. Most large companies will set aside 5 to 10 percent yearly for scholarships.

El Dia de los Muertos (The Day of the Dead)

In Mexico, “El Dia de los Muertos” is a great celebration. El Dia de Los Muertos (the Day of the Dead), is not a day for mourning, rather it is a day of celebration and remembrance of the loved ones that have passed away. Families gather and prepare special foods in honor of those who have departed. This tradition was only observed by people of Hispanic descent and in Latin countries such as Mexico. However, this practice is celebrated in some parts of the United States. On this day in Mexico, the cemeteries are adorned with decorations and flowers. Families bring musicians and candy, calaveras (skeletons and skulls) to the grave site. Hispanics believe the spirit of the dead visit their families between October thirty one through November second. On the third of November they deliver the ofrenda; (offerings), baskets of food and fruits, to the grave site. At the completion of the celebration, the food offered honoring the departed love ones is shared with family members or donated to a needy family in the community. Families also prepare altars, which display a picture of their loved ones in their homes. They set the ofrendas (offerings) of food such as bread in shapes of skulls, wine, tequila, candles, incense, and yellow marigolds known as cempazuchit (yellow flowers). The families bring “the spirits” their most favorite eatable items and the things they enjoyed while they were alive. One of the most popular dishes prepared during the celebration is the mole; (red sauce). The mole uses as many as twenty five ingredients to prepare. As in many other cultures, special tribute is paid to the dead immediately upon their death, but in the Mexican culture three days are set aside yearly, to pay tribute to the loved ones that have passed away.

IN MEMORY of Senon Enriquez Palacioz Senon was born in Florence, Kansas on June 23, 1923 in Mexico, to Alejandro and Lucia Palacioz. He passed away peacefully at the age of 83 on March 18, 2013 in Sacramento, California, surrounded by his children. Beloved father, grandfather, great-grandfather, brother and uncle, Senon was preceded in death by his wife Guille, various siblings and two sons Patrick and John. Senon is survived by his two sisters Pat Martinez of Fresno, California and Rosie Camargo of Newton, Kansas: Children, Ramona Navarrete, Carol Ann Arredondo, Robert Palacioz, Tom Palacioz, Elizabeth Adams, and Ana Lucia Palacioz; ten grandchildren and six great-grandchildren and a host of good friends. He will be remembered for his active involvement in the quest for social justice for the Mexican American community. His participation in the movement led by Cesar Chavez in favor of the Farm Workers Union was an important milestone in his life. As a testament to his faith, Senon was an active member of the Catholic Church. After 33 years of service to the State of California in numerous agencies he retired from the Department of Corrections as a Warden at Susanville. After his retirement Senon continued working at various entrepreneurial activities that kept him selfemployed for many years. His education started in Florence, Kansas, and for Mexican kids school starts at first grade. He was able to learn enough English to go on with his education. He lettered in track, basketball, football, and graduated from High School. After High School, he worked for the railroad for two years, and then went to California and worked for the Army Depot, and then worked at Tracy Prison as Correctional Officer as a typist for the Deputy Warden of the gladiator school. He saw what went on in the prison, and said to him myself, “That’s what I want to do one day, getting into management.” He promoted to Sergeant, later to Lieutenant. Senon helped solve a murder while he was a Lieutenant. Our safety devices were only

a whistle and big keys. He promoted to Correctional Counselor, went to Delta College and took correctional classes, conversational Spanish, and correctional counseling, and then to UCLA and Berkeley, promoting to Training Manager. He would recruit trainers, and let them present the material. He got involved with CCWA and was also a CCWA President, and that phrase “Somos Familia” came from him, and he was also news letter director for CCWA. Senon Palacioz helped set the foreground for what CCWA is today.

Words of Wisdom to CCWA Membership by Senon Palacioz I was fortunate enough to be one of the founding fathers of CCWA. We are very proud of what we did and never realized that someday CCWA would be as strong and healthy as it is today, starting with about a dozen people and today having over 2000 members. We salute all of you who have done the recruiting of new members and helped them to stay in the organization and learn the best way to represent themselves for the best opportunity for promotion, and those of you who have helped them by simply being there as friends and listeners. We came to the realization early on that CCWA was the only way that we as a group was going to benefit from this organization was through unity, calling ourselves such things as “Somos Familia.” We are family, we work together to solve our own problems that exist, providing training and promotional opportunities. There are lots of opportunities for continued growth for Hispanics and other members of our organization to best represent themselves during interviews and to prepare themselves for promotion and to use all the resources that are available through the organization and through the membership. The quarterly meetings are an opportunity to express the concerns that are happening at your institution so that the administration of CCWA can confront those problems and find a solution. I believe to stay with CCWA is the easiest thing in the world because it is the greatest organization in the world. It’s there to help you and was devised solely to help our members. There is nothing to be ashamed of; the Chicano Correctional Workers Association is a bona fide organization recognized by the prison system, by the government offices, by the personnel board and other people in other departments. So be proud of CCWA and do talk about it to all your friends. Continue to bring in new membership and help them understand why the organization exists and how the organization can help them.
