SUMMARY OF DISCUSSION Welcome & Introductions Betsy welcomed the group, introductions were made and the discussion was turned over to Courtney to discuss Partnership Business. Partnership Business The April meeting was originally going to be a longer, quarterly meeting for all Partners in each of the 3 utility territories. However, April is a normal meeting month and the quarterly meeting has been pushed to May 15th. Visalia was approached by Joseph Oldham and the Local Government Commission to hold a webcast from 10am to noon at the Fresno Pacific University, Visalia Campus. The draft agenda is attachment #2 of the meeting packet, but will contain information on the State’s Energy Efficiency Strategic Plan. We are encouraging elected officials, EDC members, etc. to join. Don said he’d like to reach out to the City of Tulare Chamber of Commerce. SJVCEO to send Don a cleaner version of agenda to distribute. The annual SEEC Conference will be in San Diego this year June 18th and 19th. There are direct flights to San Diego out of Fresno. SJVCEO will reimburse travel expenses (not staff time) through the utilities for any Partners interested in going. PG&E will sponsor two and SCE/SCG will sponsor two, so this is a first
come first serve basis. Kim Loeb from the City of Visalia has requested one of those four spots. The first day of this conference is smaller and for Partnerships only. It’s a great way to network and learn about what other Partnerships are doing and how they roll out programs. The second day is more inclusive. All local governments from California are invited and it’s back-to-back information all day. Courtney will be moderating a panel on how to work with the CPUC. Project Updates PG&E and Staples didn’t do a ton of work (Direct Install for SMB and Muni) in Tulare and Kings Counties in the first quarter of 2014, but the program is gaining momentum and Staples is doing more in the second quarter. Savings from this program count for the Partnership. Betsy asked about occupancy sensors offered through this DI program. SCE’s DI program only has single toggle occupancy sensors available, but there are several rooms with multiple switches. PG&E can fit multiple sensors into one space. SCE should take this feedback for its DI program. SCE DI has been rolled out in the Valley and Mark Okino has been doing outreach and talking to all jurisdictions. SMB account reps will be coming out next week (see last page of Attachment #4/5). Courtney will be coordinating with their schedule to perform outreach with them and SJVCEO will continue to do outreach through June. So far, Visalia has 3,655 eligible DI customers, but only 200 have signed up. Tulare has 1,316 eligible customers, but only 155 sign ups. Don asked if any Chambers of Commerce were involved and, if not, we should rope them in. Courtney wants to make sure Mark hasn’t approached them yet. If he hasn’t, she will pass all necessary information on to Don. Betsy asked for the areas that have been canvased so we know where to perform outreach next. Betsy noticed some mistakes with the CRI numbers for the City of Visalia that Michael provided; audits are complete, but Michael’s notes show that some are not. Michael and Mark to look into this. Michael is tracking two projects for Visalia and a couple for Porterville. He is tracking well retrofits in the City of Tulare, but they are contingent on budget. Michael to send Don project information. SCG doesn’t have many project updates. Bob wants to have another meeting with Visalia to see what’s on the horizon for next year. He would like to do this with all the cities and will be sending emails out soon to set something up. Don mentioned wanting to set up more regular meetings about construction in the City of Tulare. Don should use Bob for the time being for these meetings. Residential Energy Efficiency Support See all flyers. The SoCal REN will do outreach for these programs on behalf of SJVCEO. They’ll use their outreach dollars for home upgrades. Matadors Credit Union is the financing option for the Greater Los Angeles Region. They say they’ll extend their financing to our region, but we don’t know if this will definitely happen. There is a Fresno-based Credit Union that will also support financing options for these programs through the EDC. Samantha Robinson from the SoCal REN will be in Visalia for their Earth Day event and will also visit Hanford and the City of Tulare.
Other Business CARE about The Oval rural outreach event. The Oval is a high-need, low income neighborhood in Visalia, which Devon Jones, Economic Development Manager at the City of Visalia, recommended. Proteus and RHA will attend these events. SJVCEO to have meeting with Betsy, Devon and Brian Thoburn about this. Gabrielle suggested the south side of Hanford for a similar event and Don suggested the west side and especially schools for the City of Tulare. The APCD approached SJVCEO to be a financial supporter of the VIEW Partnership. They like the history and structure of VIEW and would like to join as a paying partner. More on this to come.
