SUMMARY OF DISCUSSION Welcome & Introductions Lew Nelson welcomed the group and introductions were made.

Business Items Cool Center 2013 Update – Due to unresolved regulatory issues, the Cool Center program is on delay and will likely not operate at the same capacity as previous years. The funding for the program was drastically reduced but Maureen will stay in touch with the organizers and update partners as decisions are made. Report back from May events – The Partnership had a booth at both the Kings County Employee Appreciation BBQ and the Porterville Prospect Education Center Earth Day. The Kings BBQ was a very well attended event and the booth completely ran out of materials before the event was over. This was the third year the partnership had a booth at the Porterville PEC event and, while still well attended and successful, the event seemed a bit more regimented so participants did not spend as much quality time at the booth. Recap of Marketing Taskforce meeting – A Marketing Taskforce meeting was held on May 6th at the Tulare County RMA building. Unlike other marketing meetings, the focus was on connecting strategic plan efforts to regular outreach. The partnership will incorporate green building codes and standards per CPUC direction. Ideas included a green building challenge (the Kill-a-Watt Crackdown) launching in October 2013 and an educational Roadshow for 2014. Public Affairs Update

San Joaquin Valley Energy Leader Partnership (VIEW) Barbara Spoonhour from the Western Riverside Council of Governments (WRCOG) presented on the Home Energy Renovation Opportunity (HERO) program and Laura Franke with The PFM Group addressed any financial questions as she is the financial advisor for the program. With Barbara’s permission, the partnership will send out her PowerPoint presentation to all partners. HERO is a residential (and now commercial) Property Assessed Clean Energy (PACE) program. It provides a ‘no money down’ approach to financing, attaches payments to property taxes, and has thousands of eligible products for energy efficient upgrades. The breakdown of types of projects indicates that about 70 percent are energy efficient projects and 30 percent solar projects. Interest rates are based on the terms of the loan (5, 10, or 15 years) and range from 5.95 percent to 8.25 percent. A one-time fee of about 6.35 percent of the cost of the project is a ‘closing cost’ that covers administration fees. The HERO program is not currently in Tulare or Kings Counties, but Barbara is looking to help bring it to the region. She would be interested in working with the San Joaquin Valley Regional COG. Kim Loeb noted that Tulare County is adamantly against residential PACE. Barbara said that a city could still participate even if a county does not. The City of Fresno is currently in discussions regarding the program. Southern California Regional Energy Network (SoCal REN) David Cohen presented on the SoCal REN and how it will fill in the gaps and needs for local governments without competing with partnerships. Using the Strategic Plan as a guideline for activities, the SoCal REN will provide the following offerings: free staff and resources, expedited project delivery, energy management tools, community engagement and education, financing assistance, third party advising services, and much more. Doug O’Brien will serve as the REN contact for the Central Valley. David Myer presented on Build It Green, a non-profit organization that is working to build consumer awareness in relation to real estate transactions and green building practices. A goal is to capitalize on real estate transactions and involve the entire team of real estate professionals (brokers, agents, loan officers, etc.) through education and outreach. David also spoke to their multi-family program that will launch next month. The program is consultantdriven, will target over 8,000 multi-family units, has a tiered improvement incentive, and will include audits, scope of work, and education regarding the options for improvements. Other Business There will not be a regular monthly partnership meeting in June and instead all partners are encouraged to attend the Statewide Energy Efficiency Collaborative (SEEC) Best Practices Forum in Sacramento. The partnership will provide roundtrip transportation from Visalia to Sacramento on June 20th if enough partners are interested. Upcoming meeting topics are as follows: Demand Response and SCG’s Advanced Metering in July; PEV Readiness for September; and the VIEW the Success! Luncheon in November. Betsy Garcia suggested that the focus for October be benchmarking, Energy Star Portfolio Manager updates, and specifics for the green building challenge.
