SUMMARY OF DISCUSSION Welcome & Introductions Courtney Kalashian, SJVCEO, welcomed the group and introductions followed.

Partnership Business Follow-up from September Water Presentation CK thanked those that attended the WISE presentation at the September partnership meeting. She asked those that attended how they benefited from the presentation. Victor Calderon, Tulare County, stated that he gained a wealth of information and he will be connecting with Cody, Lincus, in the coming months. Mario Orosco, City of Hanford, stated that he enjoyed the presentation but that the city does not have any water projects in mind at this time. CK also informed the partners that if they know of someone who missed the meeting that Cody will be presenting again in December at a METU informational meeting.

Review of the CenCal LGP Meeting & Feedback CK first wanted to thank the IOU’s for the help in putting this year’s CC LGP meeting. This year’s meeting had record attendance with great topics. VC was able to attend so CK asked him his thoughts on the meeting. He stated that the meeting was great since it was solely focused on central valley projects. He stated he gained more information at this meeting than attending the SEEC Conference due to that fact. Frank Yanes, SCE, was not able to make the meeting and asked what the agenda items were. CK stated that the meeting covered, what works for partnership as well as what their worth is to LGP’s, how to file formal comments with the CPUC, what the BP’s are looking like for the IOU’s as well as how to approach EE collaboration. FY stated he would like to view the presentations if available. CK pointed him to the CC LGP page on the VIEW website.

SCE/SCG All Partners Meeting While on the topic of meetings Holly Merrihew, SCE, plugged next week’s SCE/SCG all partners meeting. Cities and counties are welcome to this meeting. She stated that she would send out the registration information to those that were interested. One issue that the partners brought up was the timing of the meeting. Many of the partners are very busy during the month of October. They stated if the event was earlier it may work with their schedules.

Some also stated that they would be open to traveling to the Tulare Energy Education Center and watching it

streamed live. They feel them and they’re staff are more able to make that travel versus to LA. CK and HM stated that they would be open to idea and will propose it for next year’s meeting.

Working in the Partnership: Funding Planning Efforts Overview of VIEW efforts to date, and sunset plans CK began the discussion of strategic plan items that the partnership has accomplished/working on since 2010. The group went line by line on efforts that have been accomplished as well as close to closing out. Three items on the listing have been completed. The other 8 line items continue to be on-going. Those items include: ESPM set-up and maintenance as well as municipal EAP’s. All of the on-going items will be closing out at the end of 2016 and may spill over into Q1 of 2017. CK stated that in the past the partnership had been able to roll-over strategic plans but with SCE’s new ELP model 2017 must begin a new cycle. Some of the past funded items may be revisited and or refreshed.

Review of upcoming SCE opportunities After covering past strategic plan items CK went on to covering where the partnership would like to solicit strategic funds for 2017 and 2018. She asked that once she runs through the list that partners present feedback as she would like to make sure the SP items fit with partners plans. One item would be to refresh the current benchmarking how to guide created by VIEW which would go hand in hand with the planned item of turning over ESPM to jurisdictions so that they can self-maintain in the long run. Other items include moving into more policy work with partners. The Partnership would like to have 3 of the 13 partners adopt a benchmarking policy. The policy may state,” the city of blank will be make informed CIP and maintenance decisions based on the benchmarking data.” CK stated that the best fits would be the City of Visalia, Hanford and Tulare. Another policy piece would be to have one city adopt a tree canopy plan. CK stated that for the pilot project to work SJVCEO will need two interested partners. The City of Clovis is already on board and we will then look for the second partner in the VIEW territory. CK did want to clarify that funding for this will only cover the planning part and not the purchase of the trees. Rhonda Mann, Kings County, stated that Kings may be interested as they are already working with the APCD on tree replacement. CK, SF and HM to connect to see how other SCE pieces can help the funding of this effort.

Other planned items include developing a revolving loan fund for the County of Tulare. CK stated this item is already in the works, but in 2017 there will be SCE funding available to help with the set-up effort. Then in 2018 the partnership would like to have two partner’s set-up on a revolving loan fund. Another piece to the puzzle is setting up a Civic Leader EE training program. This program would be to help keep the engagement and institutional knowledge of the partnership with each city/county during the time of board or council turnover. CK stated that the partnership could use the assistance of the Great Valley Center leadership academy to help shape the program.

Discussion of group priorities and plan Once all items were covered all partners in attendance were in agreement and on board with the ideas. HM, SCE, did give CK a heads up that it is best to prioritize items as SP funds will be going fast.

Next steps HM, SCE, informed the partners of the changes that have happened to the ELP Model. All changes made were to help improve the engagement and movement of the smaller more rural communities. She stated that the new model will be implement beginning Jan. 2017. The baseline will continue to be the 2006 measurement, but the tiered incentives will be dropping back down to the .3, .6, .9, .12 levels. Also DR and EE MEO items will be combined making an IDSM menu. Partners will need to fulfill two of the three requirements to move forward. HW also had great news that all back dated DI energy savings will county toward the city/counties kWh savings. CK stated that Samantha Dodero, SJVCEO, will send out the ELP model updates next week after the all partners meeting.

Project Review and Updates PG&E Staples Report September Did not cover.

SCE Project Updates and Reviews Before covering SCE project Omar Faris, SCE, wanted to inform the group that he is happy to announce that Kings County has received approval for nine EV chargers through the Charge Ready program. RM stated that her and her boss are very excited for the project. The EV chargers will be used for fleet vehicles and not open to the public.

While on the other hand the City of Porterville was approved for two to three EV chargers through the same program. CK stated that the partnership would like to highlight the success story and pass it along to SCE. After hearing the story VC and MO were interested to hear what the parameters were to participate. OF informed them of the requirements and they stated that they will take it back to the higher ups.

As for projects and potential projects the conversation moved quickly. OF stated that there aren’t any projects that would work for the City of Hanford’s courthouse update. Gustavo Sevilla, SCG, also stated that with the budget outlined he does not think that there is gas savings potential. OF also informed the group that all exterior lighting under 40 ft. has to have an occupancy sensor. Will on the line of updates, FY let the group know about the upcoming SCE water conference on November 2nd from 8am to 1pm at the Tulare Energy Education Center. He will be sending a formal flyer to SD to distribute to partners.

SCG Project Updates Did not cover.

Other Business Event report for: Armona & London SD, SJVCEO, gave a quick update on the events and thanked the partners for all of their hard work on putting together the events. She stated at the next meeting she will be giving an update on Kettleman City as well as Tipton.
