Local Government Toolkit Climate Action Planning Guidance and Tools The Local Government Toolkit is an online resource to help cities and counties save money and protect the climate. It contains tools and step-by-step guidance for local governments developing climate action plans. Included in the toolkit are: • GHG inventory protocols and links to tools for developing climate action plans. • Cost saving actions, sample ordinances, and policies. • Reporting systems to monitor and track progress. • Recognition and award programs to distinguish leaders.

Recently Released Tools • VMT Impact Tool – Estimates changes in vehicle miles traveled (VMT) due to changes to 8 policy-relevant land use and transportation system variables that are unique to each city, county, and MPO in California. • Land Use and Residential Energy Tool – Estimates the residential energy use and GHG emissions associated with future development based on planned land use scenarios.
