It contains tools and step-by-step guidance for local governments developing climate action plans. Included in the toolkit are: • GHG inventory protocols and links to tools for developing climate action plans. • Cost saving actions, sample ordinances, and policies. • Reporting systems to monitor and track progress. • Recognition and award programs to distinguish leaders.

Recently Released Tools • VMT Impact Tool – Estimates changes in vehicle miles traveled (VMT) due to changes to 8 policy-relevant land use and transportation system variables that are unique to each city, county, and MPO in California. • Land Use and Residential Energy Tool – Estimates the residential energy use and GHG emissions associated with future development based on planned land use scenarios.
