Local governments can often face budget and financial constraints. Improving the energy efficiency of government and institutional facilities may help reduce operating costs, making additional funds available for the community’s public needs. Southern California Gas Company (SoCalGas®) is glad to be part of the solution. Through our SoCalGas Local Government Programs, cities receive resources that will allow them to identify unique ways to promote energy efficiency at the local government level. That can be through green building codes and standards, community programs and retrofitting municipal facilities with energy-efficient technologies.

ENERGY EFFICIENCY PROGRAMS Energy efficiency often makes sense as a business investment. Many energy-efficient projects can have quick paybacks. Let our specially trained team get you started by performing a no-cost energy assessment at your facility. We can help you identify energy-efficiency projects that may qualify for rebates and incentives to help you realize your energy-savings goals while keeping you in compliance with state and federal ordinances. Municipal buildings can take advantage of rebates offered on a variety of energy-efficient equipment including: Rebates for Commercial Equipment*

Solar Water Heating Rebates

ZERO-PERCENT FINANCING

Customers of the four investor-owned utilities who heat their water with electricity, natural gas or propane are eligible to receive rebates of up to $500,000 when they purchase and install qualifying commercial solar water-heating systems. The On-Bill Financing (OBF) Program from SoCalGas offers unsecured, zero-percent financing of $5,000 to $250,000 per meter to qualified local government customers (taxpayer-funded institutions such as counties, cities, school districts, etc.) that participate in our energy-efficiency programs, in addition to rebates and incentives they receive.

CALCULATED INCENTIVE PROGRAM SoCalGas also offers incentive programs that can meet the unique needs of local government customers. This program encourages local governments to move forward with customized comprehensive energyefficient projects, process improvements and/or equipment replacements that are not represented by our rebate program. The incentive amount can reach up to $2 million per premise, per year. Criteria to consider:

SoCalGas gave a $9,700 incentive to the City of Thousand Oaks to help recover heat from its cogeneration system that runs on digester gas. “Now we get essentially free space heating for our administration building,” said Chuck Rogers, plant superintendent.

• Contact a SoCalGas representative prior to starting project. • Projects require energy saving calculations before purchasing equipment. • Incentives are based on $1 dollar per them saved or 80 percent of the project cost, whichever is the lesser amount.

The loan repayment amount is conveniently billed through your monthly utility bill and is nontransferable. An OBF application could include multiple energy-efficiency projects on multiple meters at a single location if this combining of projects helps customers meet OBF requirements. For taxpayerfunded institutional customers, this combined group may include projects on different premises of the same customer. Part of the Clean Energy Solution Much of California relies on natural gas every day. Natural gas is the primary fuel source in homes for space and water heating. Natural gas is also California’s fuel of choice for electricity. Nearly half of all electricity consumed in the state is generated with the help of natural gas. And 45 percent of all natural gas used in California is for electric generation. The use of gasoline and diesel fuels for transportation represents 40 percent of California’s Greenhouse Gas (GHG) inventory. SoCalGas’ natural gas vehicle (NGV) program reduces GHG emissions by 750,000 tons/year. Larger operators of transit buses, garbage trucks, local delivery and long-haul trucks save 30 to 40 percent in fuel costs compared to those using diesel fuel. Make the switch to an NGV fleet. Benchmarking: Benchmarking is the sharing of energy performance and operational information on your facility to continuously compare activities among similar type of customers nationwide. It is a resource to identify “best practices” and improve building energy performance. Additionally, local governments will soon be required under California law (AB1103) to benchmark their facilities before they can be sold, leased or refinanced. Benchmarking has benefits to help ensure that you are running your facilities at optimal conditions. These include: • Managing the energy performance of your facilities • Determining if your buildings can qualify for recognition with the ENERGY STAR® label, or with a certification from LEED® • Calculating your facilities GHG • Tracking energy and water use trends as compared with actual costs of these resources
