SJVCEO and PESC have been in a formal relationship since 2007, when Cynthia Downing, the Chairman of the Board, PESC, assisted the SJVCEO to file Articles of Incorporation with the State of California and apply for 501 (c) 3 filing status with the United States Internal Revenue Service. Ms. Downing also assisted the organizing founders in drafting the Bylaws of the Organization as well as developing board


San Joaquin Valley Clean Energy Organization seats that aligned with workgroups of Governor Schwarzenegger’s California Partnership for the San Joaquin Valley (the former parent organization of the SJVCEO). In 2008, PESC hired Courtney Blore Kalashian to serve as the primary and continuing staff member assigned to the SJVCEO to ensure consistency and continuity with the organization while it developed under the PESC umbrella. In 2010, Ms. Kalashian accepted a full-time, interim director assignment when the Organization’s Executive Director, Paul Johnson, went out on an extended sabbatical. In May 2011 Ms. Kalashian was named as the full-time Associate Director and senior most staff assigned to the SJVCEO by PESC upon Mr. Johnson’s retirement as Executive Director. At present, Ms. Kalashian oversees the PESC staff assigned to serve SJVCEO in varying contractual obligations. Those staff members, their duties, and qualifications are listed below: Maureen Hoff, Project Coordinator. Ms. Hoff joined the SJVCEO in March 2010 to serve as the Project Coordinator on the Valley Innovative Energy Watch (VIEW) Partnership. In this role, Ms. Hoff assists communication between the two investor owned utilities and the eight partner jurisdictions to ensure realization of the savings goals set forth by the California Public Utilities Commission. Ms. Hoff provides direct support to the Project Manager for overseeing the $1.6 million program to achieve 4,476,469 kWh, 1,018 kW, and 85,000 Therms savings. Ms. Hoff maintains monthly reporting and invoicing to the two utility partners, as well as quarterly reporting to the California Public Utilities Commission. In her role with the VIEW Partnership, Ms. Hoff has lead efforts to provide all eight partner jurisdictions with a comprehensive, and coordinated view of their complete energy portfolios, in addition to assisting those jurisdictions input 100% of eligible utility accounts into the EPA Portfolio Manger program. Additional duties with the SJVCEO include, administrative and financial reporting for the Fresno Regional Comprehensive Residential Retrofit (FRCRR) Program, including monthly progress reports summarizing accomplishments; monthly invoice; and contribution to final report. Ms. Hoff holds a Bachelors of Arts in Cultural Anthropology from the University of California, Santa Barbara, as well as certificate as a Holistic Heath Coach from Integrative Nutrition, New York. Her passion for bringing balance and wellness to individuals is often incorporated to her work with the SJVCEO, in efforts to improve the quality of life for Valley residents through the adoption on healthier and cleaner energy use practices. Courtney Kalashian, Associate Director. Ms. Kalashian primarily describes herself as an energy efficiency enthusiast. As a Valley native, she is committed to improving the quality of life in the San Joaquin Valley. By working in coalition with cities and counties, community-based organizations, environmental and business organizations, and regulatory bodies Ms. Kalashian has helped the Valley to realize savings in excess of 16,000,000 kWh and secure more than $6,ooo,ooo in clean energy project funding. Since joining the clean energy industry in 2008 she has been able to work collaboratively with a network of governmental, political, and community stakeholders to achieve success across energy efficiency adoption, renewable energy acceptance, and green workforce development.


San Joaquin Valley Clean Energy Organization Ms. Kalashian considers her strong yet personable management approach, results oriented professional ethic, and clear communication a benefit to individual or collaborative efforts to build agreement. She is a confident public speaker with experience presenting for industry and community groups, local governing councils, and on camera interviews. As the senior most staff member of the Organization, Ms. Kalashian’s responsibilities are focused on oversight of the Organization’s work contracts with 44 of the 69 Valley jurisdictions to assist in project implementation and policy development to make our local governments more efficient, more sustainable, and more competitive. Her core operations duties include: • Ensure compliance for six grant funded contracts exceeding $2,500,000 • Manage a four person team and oversee all stages of program implementation • Attend relevant industry events for the purpose of partnership development • Collaborate with agencies (public and private) to strategize opportunities • Effectively manage, monitor, and report on activities of 44 partner local governments • Oversee the Organization social media activities—Facebook/Twitter interaction and blog development and delivery • Lead monthly and weekly meetings to maintain team accountability Other duties include serving as the Project Manager for the San Joaquin Valley Energy Leader Partnership, aka “Valley Innovative Energy Watch (VIEW)”. In this role she facilitates communication between the two investor owned utilities and the eight partner local governments to ensure realization of the savings goals set forth by the California Public Utilities Commission. As the lead implementer she is responsible for managing the $1.6 million program to achieve 4,476,469 kWh, 1,018 kW, and 85,000 Therms savings. Additional duties include: • Collaboration with utility Project Managers, Account Managers, local Public Affairs, and jurisdiction personnel to ensure energy efficiency projects are completed and meet the needs of all invested parties. • Development and design of local marketing materials; coordinate energy efficiency workshops and community events. • Support for the California Long Term Energy Efficiency Strategic Plan through development and adoption of a benchmarking policy to meet the requirements of AB 1103, designing and coordinating a regional Energy Action Plan, drafting energy efficiency language for inclusion in General Plan updates, and educating local elected officials and government employees to ensure the acceptance, adoption and long term application of these forward planning documents. While with the SJVCEO, Ms. Kalashian’s notable achievements include: • Design of an Energy Efficiency Awareness Campaign for municipal employees to increase knowledge of office related energy use and efficiency measures and reward the achievements of top performers. The program is built to enhance utility programs and services, provide support for reduction goals, and build cohesion across departments.

Authored “Benchmarking Made Easy”, a how-to manual for benchmarking government facilities using the EPA Portfolio Manager and presented the tool at the 2011 Statewide Energy Efficiency Collaborative conference in San Jose, California. Participated as a key member on a team of internal and external stakeholders to gather a network of 36 local governments to leverage Energy Efficiency and Conservation Block Grant funding. Featured panelist at the 2011 California Partnership summit in Bakersfield, California speaking on the role of clean energy in smart growth.

Sanford “Sandy” Nax, Project Coordinator. Mr. Nax came to the SJVCEO in February 2010 after a 30+ year career as an award-winning and top-producing Business and Metro reporter. Mr. Nax was with The Fresno Bee, a daily newspaper that covers the Central San Joaquin Valley, for more than 20 years. In that time he came to understand the intricacies and unique characteristics that make up the political and economic climate of the Valley. At the SJVCEO, Mr. Nax works as a Project Coordinator on the San Joaquin Valley Clean Energy Partnership, a unique partnership formed to aggregate the implementation efforts of the Energy Efficiency and Conservation Block Grants for 36 local governments. In this role Mr. Nax is responsible for the following activities: • Monitoring and maintaining procurement policies for participating jurisdictions, ensuring work complies with the local government standards. • Collection and submission of Davis-Bacon wage forms. • Assisting the Project Manager with monthly and quarterly reporting. • Providing outreach support to local government staff to ensure goals of the project are met. Mr. Nax has also worked on the Workforce Investment Act, Valley Legacy Grant. He has researched and developed content for a first-of-its-kind web resource for teachers, students, and employers. The site is populated with reports, studies, a video vault and links to job sites and green employers. Mr. Nax’s greatest contribution to the Organization has been expansion of social media systems. Because of his efforts the Organization has over 1,000 followers on Twitter, 400 Facebook followers, and together with Mike Nemeth, a blog with more than 36,000 views. He creates original content on the Clean Energy industry that has catapulted the SJVCEO into a position of being a “leading resource” for Energy in the Valley. Mike Nemeth, Project Manager. From September 2009 to the present, Mr. Nemeth has worked as Project Manager at the San Joaquin Valley Clean Energy Organization. In this role he administers a number of grants, the largest being the Clean Energy Partnership, and servings as the liaison between the San Joaquin Valley Air Pollution Control District, two Investor Owned Utilities, and the 36 local governments that make up the Partnership. Mr. Nemeth additionally serves the Cities of Ceres and Delano on their Department of Energy direct-fund EEBCG projects, and maintaining reporting standards as the apply to funding from the American Recovery and Reinvestment Act.


San Joaquin Valley Clean Energy Organization Mr. Nemeth has served as the Project Manager for the Workforce Investment Act, Valley Legacy Grant since late 2009. In this role, he has narrowed the communication gap between educators and employers, contributing to an improvement between workforce development training and employers needs in the Valley’s “green” industry. Mr. Nemeth’s efforts on the project helped to establish a beneficial and enduring working relationship with West Hills Community College, allowing the two entities to work together to improve the training for future workers and build capacity of locally-grown employees. Prior to joining the SJVCEO team, Mr. Nemeth spent 24 years at various newspapers on California’s west coast, and Alaska. His most recent position was as the last Business Editor of The Fresno Bee. Jose Torres, IT Manager. Mr. Torres is an experienced technologist, communicator, and marketer with more than six years of experience with start-ups, non-profits, and education. He has an acute understanding of online communications technology, performance measurement and management, business development, strategic branding, and project management. Mr. Torres came to Professional Exchange Service Corporation, and subsequently the SJVCEO, from the Organic Farming Research Foundation in Santa Cruz, California. While with the Foundation he worked within the communications department to develop online outreach strategies, managed website development, and designed email newsletters. Additionally, he managed database (CRM) operations, email newsletter distribution systems, and drove social media efforts. Mr. Torres is trained and has experience in: • Web Development/Design: HTML, CSS, RSS, PHP, Javascript. • Graphics: Adobe CSS (Photoshop, Dreamweaver, Illustrator, InDesign). • Information Technology: Apache, IIS, Windows Server, Windows, Mac OSx, Linux, DNS, DHCP, Microsoft Access, SQL, MySQL. Additionally, and in great benefit to the organization, Mr. Torres is fluent in both English and Spanish.
