San Joaquin Valley Partnership Program August 2010 Focus: San Joaquin Valley kWh and peak kW reductions This Month’s Major Accomplishments: • The monthly Partnership meeting was held on August 5th where SCE representative Ashley Sauer presented on income-qualified programs, including the California Alternate Rates for Energy (CARE) program. • The MEU 2nd unit was present at the City of Hanford’s August 12th Farmers Market / City Employee Appreciation Night. • Implementing staff met with subcontractor to finalize agreement and work plan for Strategic plan menu selections 4.1.1 and 4.1.3. • Implementer worked with account manager to obtain account data for the City of Woodlake to begin loading building information and determining process and procedures for strategic plan menu selections 3.1.1 and 3.1.2. • Implementer provided utilities with the progress report on strategic planning efforts as requested by the CPUC. • As of the August 5th meeting savings projections are as follows: 6,000,875kWh; 721.6kW and 0 therms. • Implementer and analysts of both utilities held a conference call to discuss delays in payment processing and how to tighten up the time between reimbursement requests and processing of payment so that it is in line with the 2010-12 San Joaquin Valley Partnership Program Agreement, section 10.3.5. Key Issues or Emerging Concerns: • The County of Kings Partner does not have the staff time to devote to a Jurisdiction Needs Assessment follow up meeting. The Utility Partners and Implementing Partners will probably have to schedule a time to travel to the County of Kings’ Partner’s office if a face to face meeting is preferred. • City of Visalia was informed that they would experience tier regression from Silver to Value level due to calculation error in the SCE incentive tier level structure. Edison and the City identified a LED traffic signal project that would prevent tier regression with an estimated annual savings of 276,000 kWh. In order to assist the City, SCE suggested technical assistance, which the City accepted. An additional agreement between the utility and City to support and to help bring the SCE small business direct install to the City in the 4th quarter of 2010 or 1st quarter 2011. • Partnership is continuing to see the effects of staff cuts and reduced budgets in all our partner jurisdictions. Meeting attendance is waning and volunteer participation is more of a challenge. As one partner aptly put it, “it's just where we are these days between this program and the economy, staff reductions, etc. But, we will find a way!” The challenge for the partnership is to help make that way more reachable. In conversations with the Kern Energy Watch the implementer learned that their partnership is looking into using a web-meeting service, like WebEx to help increase

attendance from outlying partners. The VIEW implementer and KEW implementer will stay in contact to determine if the results make it worth effort for the Partnership Late in the month the implementer learned from the utility program manager that the Holiday Light Exchange program was being reduced, as the focus is now on municipalities, not residential. As this is a popular program the Partners will need to determine the amount of effort and energy should be put into the promotion during discussions at the September 2nd meeting.
Upcoming Milestones • Implementer will work with jurisdiction partners to update and finalize the Detailed Partnership Plan. The DPP has been under review and revision over the summer months, as it had not been updated since the 2009 bridge funding period. • Implementer has been developing an education outreach opportunity for community involvement in the schools. This VIEW’s Greenest Campus concept will be presented at the September 2nd marketing task force meeting. • The Partnership will hold its quarterly Marketing and Outreach Meeting and monthly Partnership Meeting on Thursday, September 2nd where the upcoming LED Holiday Light Exchange will be discussed. • A Jurisdiction Needs Assessment face to face meeting has been scheduled for September 2nd with the City of Woodlake. A Needs Assessment meeting will be scheduled with the City of Lindsay. • The Partnership will participate for the second time in the Visalia Fall Home Show in September where the MEU 2nd unit will be present. Implementer is working with jurisdictions and utilities to make sure partnership interests are evenly represented. • The County of Tulare Health Fair will be held on September 30th where VIEW will have a booth staffed by County of Tulare Partner, Gail Henry, and Implementing Partner, Maureen Hoff. • Implementing Partner, Courtney Kalashian, plans to attend the October 13-14 Statewide Energy Efficiency Best Practices Forum in Burbank, if no other partners are able to attend and the travel is approved by the utility partners. • The 2010 LED Holiday Light Exchange will begin in November and continue through December.
