Plane crash test for rescue services

Story and pictures by Ruby Malverus

IT looked dramatic, with bodies sprawled around the airport as the paramedics urgently moved in… But fortunately it was not a real disaster, rather a training exercise at Four paramedic-manned ambulances arrived at the scene of the ‘plane crash’ from the airport’s control room. On the Rescue Operation Victor Lima India (VLI) exercise last Thursday, paramedics with the help of other rescuers gathered casualties and continuously assessed all patients as they are transported to the ‘hospital’. One of the 30 casualty actors who wanted to remain anonymous said the paramedic service was gentle but immediate. “If this was a real plane crash, I would have been alive because the paramedic services were fast, gentle and serious about what they were doing as they stuff,” said the actor. Goiset case may fall over

by Richard Michael THE forgery case that has been brought against the Vanuatu’s roving ambassador to Russia Mme Goiset Thi Tham may be withdrawn if notorious ship owner Pascal Ahn Quahn Saken fails to report to the prosecution in Port Vila. Prosecutor Alfred Bice said that Saken, the alleged owner of the luxury yatch

135. Both charges carry up to 10 and 15 years imprisonment. In a Preliminary Inquiry this week, Mr Bice sought an adjournment before Magistrate Peter Moses until he could get a clear report on Saken’s stance on the case. He gave Saken until 2pm yesterday and unfortunately The Independent could not get updated information before going to press. But it was considered highly unlikely that Saken would appear in this country at this time. Mr Bice said according to some police

than VT2.2 million.

He said the allegation in the case has shown that Saken is claiming for a vehicle that has been given to Mme Goiset for her use but Saken found that the vehicle’s ownership had been tranferred and is now registered under the name of the Vanuatu ambassador. Mr Bice said Saken spotted the alleged illegal transfer after he sent his two debt collectors, Ira Mateupage Donald from Samoa and Michael Tangataolakepa from Tonga, to collect his debt from some leaders and famous business houses in Port Vila. He said that Donald and Tangataolakepa needed a vehicle for their assignment. He said that Saken instructed his debt collectors to go and ask for his vehicle from Mme Goiset but she claimed the vehicle

New tug of war between govt and opposition

by Hilaire Bule THE Opposition group led Vanua’aku Party of Edward Natapei has not stop claiming having the support of the majority of 52 newly elected MPs despite its clear defeat this week. Before the election, the then outgoing Prime Minister Sato Kilman had the support of 29 MPs against 23 for Mr Natapei. After the general elections , Kilman and Natapei both claimed that they had the numbers to form a the new government. On Saturday November 17, Mr Kilman signed the clear support of 29 MPs but on Sunday night, numbers have shifted to Natapei’s camp. Mr Natapei then claimed he had the support he needed to become new prime minister this week.

Women take lead on food preservation and climate change A GROUP of 25 women from all around Nguna and Pele in North Efate gathered in the village of Unakap on Nguna this month to attend a ‘solar dryer, food preservation and climate change adaptation’ training.

the participants learned the intricacies of producing quality dried products for food security and extra income generation. The 5-day workshop was divided in three phases: - Preparation of the food by peeling and

Vanuatu is known for its bountiful harvests of fruits and nuts like mango, coconut, papaya and tamarind, but climate change is threatening these very important sources of food and income. Climate change and variability are already affecting the timing and success of growing and fruiting of many of these crops. For example, this year’s mango season has been affected by the heavy rains caused by two consecutive La Nina events. Climate extremes can also cause trees to fruit early, late or not at all. The high vulnerability of fruits and nuts to climate change makes them a great place to start adaptation activities. In Vanuatu, very little value adding of

Developing ways to store and preserve these excess fruits and nuts for use during cyclone periods when little food is available is a critical climate adaptation strategy. Some islands of Vanuatu have very well developed traditional food storage techniques, like

A spokesperson from the Nguna Pele Marine Protected Area said that during the workshop, the local trainers from the Nguna-Pele Marine and Land Protected Area Network took participants through the basic elements of fruit drying and value adding for the most valuable fruits and nuts. “Indeed, there is now a real demand by individuals to build dryers and use their new skills. At the moment, there are two solar dryers on Nguna Island and three on Pele. The NPMLPA network will now further assess the food security needs and preservation opportunities around Nguna and Pele to install more solar dryers.” The training was supported by a grant from the European Union, with materials and technical advice from the German Government through the SPC-GIZ Climate Change Program.

She said women are more often arrested on charges of stealing from employers, churches or community organisations. “Their dominance is likely a result of the positions they occupy such as bookkeepers and bank tellers that allow greater access cash,” she said. “And a perception that women are more trustworthy than men may lead to even more opportunity to misappropriate funds. “I don’t think it’s that the morals of men are any better but it’s just that they are not in jobs where they handle money.” She said the biggest fraud case involving a woman that public prosecution had dealt with this year involved more than VT30 million.

Reasons that cost Natapei’s downfall...

THE night of Sunday, November 18, the mood in the Natapei camp was very strong and solid. However, the following day, a different story - one part of his group decided to leave and join Sato Kilman’s group, and to vote him as the Prime Minister of Vanuatu. There might be other reasons also that cost Natapei’s downfall. The Independent when there are only few hours left before elections, yet MPs who have been with Natapei have moved so fast to be with Kilman’s group. Political observers recalled that was exactly what happened in 2008, as mentioned in this newspaper’s political analysis a week ago. It is just the repetition of the event of members have decided to change their camp, changed their allegiance and signed a Memorandum of Understanding (MOU) to form a government. Some of those MPs at the time, although it was their forward with other members just because of political interests. For them, there must be something that had forced them to leave the camp. They just followed what their leader Ham Lini said. Ham Lini needs them for their party to be part of the new coalition in the government. What has been said in the surroundings of members, although they were ready to support and work with Edward Natapei, disliked Mr Serge Vohor and did not want him to be part of the coalition. Those are members of the ‘Rassemblement des mouvements pour le changement’ or RMC – ex moderates, and those of

Political observers look at he puzzle of the late switch of MPs to Kilman that landed him the PM’s job again and share their thoughts with The Indepedent. Nagriamel, who were former members of the Union of Moderate Parties or UMP. They are six altogether. And if their calculation was correct at that particular time, they should exclude Mr Vohor. As they had along with them the Vanua’aku Pati (VP) of Edward Natapei, the Graon mo Jastis Pati (GJP) of Ralph Regenvanu, the Melanesian Progressive Party or MPP (although their president Barak Sope lost in Port Vila constituency), they have two elected MPs, and the President of Liberal and Democratic Party (LDP) Willie Jimmy. That group would be a very strong group – and it should not look for any other members to join to make up the required numbers – taking also on board the group of Ham Lini that consisted of six former moderates - namely, Charlot Salwai, Steven Kalsakau and Paul Telukluk, all from RMC, and three from Nagriamel, Havo Moli, Samson Samsen and John Lum. On November 14 the executive of Ham Lini’s National United Party (NUP) met and approved that four of his elected members, including himself, his vice president Morkin Stevens, the party’s treasurer James Bule and Bruno Leingkon (member) would support the Natapei’s group. Then negotiations had been going on between Ham Lini and his members. At the same time, ex moderates (ex UMPs) hadn’t moved from where they were, and hadn’t made up their mind as to which party to join. Ham Lini, although he hadn’t made up his mind, to take a single move, chose to let the other two, RMC and Nagriamel, play and decide on his behalf. To decide to withdraw from Natapei’s camp, the NUP members, (although this would be a honourable thing to do), they had no mandate to decide on behalf of the party’s executive.

Christopher Emelee, the newly elected from Banks-Torres from the Vanuatu National Party (VNP) also decided not to join any other groups after he had signed an agreement with RMC - at the very the elections. RMC, the same as Nagriamel, have waited till VP, GJP, MPP and VLDP, have November 11, the RMC president Vincent Boulekone, along with the re-elected MP from Malekula, Paul Telukluk were at Natapei’s camp, and signed an agreement with VP, UMP and the four other parties mentioned above. The RMC’s vice president, Charley Nako, was also present to witness the signing ceremony. These three leaders were taking those moves, without involving Charlot Salwai, Steven Kalsakau and the other three members from Nagriamel. While the RMC President and the MP for Malekula, MPs along with the ex moderates (RMC) maintained their strong stand. By that time, Natapei and his group did not know anything or were not informed about their However one of the negotiators from VP’s camp said that VP’s president wasn’t aware of those moves, especially from the ex-moderates including Paul Telukluk. Until Sunday evening, Natapei’s camp had the highest score. At the same time, Sato Kilman’s camp had to undertake some changes and took in RMC and Nagriamel. Both were given two portfolios each, from the Kilman side, including the post of the to Nagriamel. They waited until one of the two main camps offered them the best to move in.

Vanuatu in pictures WORK OF ART... the annual Nawita Artist Association exhibition, being held at the cultural space of the French embassy, opened this week to much acclaim. A stunning array of paintings, sculptures, tapa and jewellery by ni-Vanuatu, expatriate and Solomon Islander artists is now on display. Included in the exhibition are works by world-renowned indigenous artists such as Moses Jobo, Alvaro Kuautonga, Sero Kuautonga, Juliette Pita, and Emmanuel Watt. Nawita, Vanuatu’s only registered art association, was founded in 1989 and provides a platform for contemporary artists to exhibit their works locally and internationally. Members display their works globally with exhibitions having been held in countries such as Australia, France, New Caledonia, New Zealand, and Switzerland. The exhibition runs until Tuesday and Nawita President, Sero Kuautonga, invites all members of the public to visit the display and celebrate contemporary art in all its forms. By that time, Natapei’s camp hadn’t next coalition. However, a reliable source within the camp said that Natapei’s group had offered only one portfolio to RMC. However, with two ministries in the new coalition, RMC would be happy and played his cards. The NUP even without its vice president, (who was sitting at the centre of the parliament chambers), on Monday during the re-election of Sato Kilman as Vanuatu’s prime minister. While RMC and Nagriamel, would want to avoid Serge Vohor in a situation where Vanuatu is on its way to elect a Prime Minister, following the tenth general elections, the newly elected Tanna MP, Silas Yatan, hesitated over which of the two time to enter into the national parliament, he entered the entrance door leading to the government side of the chambers, and directly joined the Green Confederation. Yatan was elected under the UMP ticket. Following the re-election of Sato Kilman, the new parliamentary opposition have put blame on Ham Lini’s group, alleging dishonesty. A source within the Opposition said that in Natapei’s camp, leaders have been warned and advised that if they or one of them decided later to withdraw from the group, he has to advise every coalition partners before taking such move. Some of the MPs present agreed, while others only nodded their heads to show their approval to the advice. The source said that this is to show Vanuatu that leaders are accountable and responsible for their political engagement and commitment. Vanuatu had a lot of experiences of MPs moving from one camp to another, that shows that they, as national leaders, were not honest with the people and the country. “If they are not honest with or in their political commitment, they would do the same as MPs and also if given a ministerial portfolio,” a political supporter warned. The current parliamentary opposition said the current new coalition is not representing the national interest of the people of Vanuatu. Meanwhile, there is rumour that be possible soon, to oust Prime Minister Kilman and his coalition. Concerning the life of parliament, the national constitution stipulates that ‘parliament may at any time decide, by resolution supported by the votes of an absolute majority of the members at a special sitting, when at least three fourths of the members are present, to dissolve parliament. At least one week’s notice of such a motion shall be given to the Speaker before the debate and the vote on it.’ The constitution also states that ‘there shall be no dissolution of parliament within 12 months of the general elections following a dissolution under the above mentioned section.’ Reports within the Opposition show that debated soon, that should be made before December 20 - the end of the year holiday. It is understood that the budgetary session will resume in March. However a close source within the national parliament said that it is likely for the session to be held early in January, 2013.

Two-year plan to tackle violence against women

the elimination of violence against women and girls ended in Fiji with a mandate to step up advocacy and prevention measures to address the issue across the region. Among the resolutions of the Women’s Network Against Violence Against Women was that programs aimed at preventing violence against women and girls should be grounded in a sound understanding, analysis and dynamics of the problem for these programs to be effective. The meeting marked the 20th anniversary of the founding of the network in 1992 and gathered 45 participants from in network member countries over the past four years and agree on strategies to address violence against women and girls before the next meeting. Women’s network members from Cook Islands, Fiji, Kiribati, Papua New Guinea, Marshall Islands, New Caledonia, Samoa, Solomon Islands, Tonga, Vanuatu attended Participants rejected the welfare model of addressing sexual and gender-based violence, instead advocating for a rightsbased approach. A call was made for prevention programs to move beyond the prevention of physical violence to include

the prevention of coercive control, and the recognition of the rights of women and girls. Resolutions addressed the meeting’s theme of “prevention and responses” to sexual and gender-based violence. One of the responses mandated by participants included the call for governments to make budgetary commitments that would be maintained over the long term to implement legislation on violence against women and girls. The resolutions recognised the importance of the training of traditional leaders, leaders of faith-based organisations and political leaders for a stronger and more committed approach to eliminating violence against women and girls. A call was made for compulsory gender and human rights training for members of traditional justice systems. Protocols within the health sector should be developed to enable them to respond appropriately to victim/survivors of violence against women and girls. In this regard, health personnel should be trained and sensitised to ensure appropriate responses when they access health services. Given the momentum and scale of the work addressing violence against women and Network Against Violence Against Women resolved to meet biennially rather than every four years, with the next meeting scheduled for 2014.

Free trade to open up soon

THE Melanesian Spearhead Group (MSG) is now ready to implement its Free Trade Agreement between at least three of its four members IT follows a recent breakthrough from Papua New Guinea, who agreed to dramatically scrap duties on almost all of its protected goods. In a recent interview with Radio Australia’s Sean Dornney, Ms. Merewalesi Falemaka, Port Vila based Director of Trade and Investment, Melanesian Spearhead Group Secretariat, said the MSG Trade Agreement is based on a negative list where all the MSG Countries have agreed to trade duty free on all products except a list of sensitive products which would gradually be reduced over time to zero. Since 2009 Fiji had been applying duty free status to all MSG products. Vanuatu started in 2010, Solomon Islands started in 2011 and Papua New Guinea, with its recent gazettal in September, has now completed the process of its implementation. So all

the MSG countries are now applying and according preferences under the Agreement when Papua New Guinea gazetted its negative list they have actually accorded duty free on all products rather than gradually reducing duties over time which was allowed in the Agreement because of the lapse of time that had happened since the Agreement was signed in 2005, PNG has now decided to grant duty free on all those products except three. There were about 50 products that were on that list. So now they have actually gone to duty free on all those products except for those three, three products which are mackerel, salt and sugar which are the only exceptions. So now all the four countries are implementing the Agreement fully. So Vanuatu will actually go to zero next year in 2013. At the moment its tariffs on the negative list is at 6 per cent. So three of the MSG countries will virtually be trading duty free amongst themselves in 2012 - Fiji, PNG to be followed by Vanuatu next year.

Revival of witchcraft in Tonga IN Tongan it is called “Uiui Tevolo”, translated as “calling up the dead” or more literally “calling up the devil.” It is a practice that has been known in Tonga from time immemorial, but in the past two centuries, it has been regarded as something of pagan origin, and seriously frowned on by churches and Christians in general. However, in recent weeks there has been a revival of this practice among some villagers in Tongatapu, and even church people have been involved. It is so serious that last week; police were called on to investigate this latest phenomenon in the kingdom’s social intercourse. This practice, which is a form of witchcraft, has been used to defame relatives and “enemies” of the practitioners. Wizard boards, cards, palm reading, etc. have been forms used to communicate voices from the nether world.Practitioners boast of being able

to move objects by some form of mental telepathy.Voices, alleged to be “from the grave” are heard and communicated by the practitioners. And to defame families and other villagers who may have been on the fall-out with practitioners, they have used information that alleges crimes of incest, thievery, adultery, etc. An increasing number of people have made complaints to the police for damages to their reputation by false information supposedly gotten when “calling up the dead.” What is also disturbing to many church leaders is that some of those lured by this witchcraft practice are church elders.

VANUATU NEWS

in Brief

Opposition expects better work by new government THE leader of Vanuatu’s largest political party, Vanua’aku Pati (VP) Edward Natapei, says he hopes the newly re-installed government’s performance is better this time around. The People’s Progress Party leader Sato Kilman was elected as Prime Minister in a vote in parliament, beating the Vanua’aku Party’s Edward Natapei by 29 votes to 23. Mr Natapei said he believed his side had the numbers, but MPs switched at the last minute. “We hope very much that it’s going to be a different government this time, with new people in and we hope that the performance that was in the last two years is going to be different this time round,’’he said. “Hopefully there will be some improvement in the performance, so that we can mend the problems that we have in the economy, so all we’re hoping is that things will change.”

Sato Kilman hangs onto power With 16 political parties and four independents in the 52-seat parliament, there are many competing interests in the house and Prime Minister Sato Kilman will have to allocate ministerial portfolios carefully to keep his coalition happy. The Prime Affairs Minister George Wells, has been elected the Speaker of Parliament. On the other side, the coalition government faces strong opposition led by the biggest party in the parliament, the Vanua’aku Pati, and including the emerging Ground and Justice Party led by Ralph Regenvanu who received more votes during the election than any single candidate in Vanuatu history. Mr Kilman named Ham Harry Iauko is the minister of public utilities. Two ministers facing charges that they illegally boarded the super yacht, Phocea, Alfred Carlot and Marcellino Pipite will stay in cabinet. Mr Carlot retains foreign affairs while Mr Pipite becomes the minister of ni-Vanuatu business.

MP says planned constitutional amendment based on fear ONE of the new MPs for Epi in Vanuatu says a call by the Nagriamel movement for constitutional change to prevent naturalised citizens contesting general elections is based on unfounded fear of a “takeover” by foreigners. The call follows last month’s success of in parliament. The Nagriamel secretary general Jeff Patunvanu said naturalised citizens don’t understand the Melanesian values that Vanuatu’s constitution is based on. But Mr Bohn, who has lived in Vanuatu since before independence, believes he has a general understanding of Melanesian values. “Are we going to as a country accept naturalised citizens but somehow relegate them to a second class status,’’ he said. “I somewhat disagree that our constitution is based solely on Melanesian values. Certainly they are there and certainly they need to be respected, but there are democratic values, there are lots of other values that need to be thought about and brought into play.”

Jimmy claims election of new Vanuatu PM illegal THE president of the Liberal Democratic Party in Vanuatu, Willie Jimmy, is continuing his push to have the election of Prime Minister Kilman, declared unlawful. Mr Kilman’s name, along with Mr Jimmy’s, was left off the initial list of candidates for the election, ostensibly because of outstanding debts. Mr Kilman reportedly owed rent to the government but he disputed that and no payment was made and he was allowed to stand. Mr Jimmy faced a similar situation and settled a bill of just under US $ 500 before he could be added to the candidates’ list. Mr Jimmy said he has the backing of several of the opposition parties in his push to get the matter to court. He says a ruling against Mr Kilman would most likely lead to a change of government.

New MP wants air fare subsidies for people THE newly elected MP for Banks and Torres constituency in Northern Vanuatu says the government should seriously consider the cost of airfares to his part of the country.

Mr Emelee said one his priorities is to ask the new government to subsidise the fares. He said a subsidy would also attract tourists to Torba. He said local people have built because of the high cost of transportation. He said the government already subsidises ships to collect copra in the outer islands so they should provide a similar service to airline passengers.

Former PM blasts Fiji over Indonesia’s inclusion in MSG A former Prime Minister says the move to bring Indonesia into the Melanesian Spearhead Group (MSG) is unacceptable because Fiji, as the current MSG chair, does not have a democratic government. Under the chairmanship of Fiji’s Prime Minister Commodore Frank Bainimarama, the MSG granted Indonesia observer status last year. This is despite indigenous West Papuans in Indonesia’s Papua region unsuccessfully lobbying for MSG observer status over many years. Barak Sope said Indonesia manipulates diplomatic relations with regional governments to silence concern about human rights abuses in Papua. “We are very worried that Indonesia is at the MSG. Fiji does not have the mandate to take such action,’’ he said. “It is a military dictatorship. So I’m worried that a dictator comes in and brings Indonesia into this organisation. All of us are democratic countries, we all get ourselves elected, except Bainimarama. That decision cannot be accepted.’’

MPs are servants, Mataskelekele tells workshop

by Hilaire Bule VANUATU’s newly elected Members of Parliament have gone through a three day induction program aimed at enabling them to better understand and more effectively perform their roles as parliamentarians. The 10th Parliament of the Republic of Vanuatu is made up of 52 MPs, 24 of induction program covered a range of areas including the constitutional basis of Parliament, the separation and balance of powers, the roles and responsibilities as MPs, how the parliament operates, parliamentary services available to MPs, as well as the work of Vanuatu’s accountability agencies and the relationship between MPs and these agencies. “The aim of this induction program is to help you understand and perform your role as parliamentarians. We all have important responsibilities and our nation expects us to

these responsibilities,” said the Speaker of the Vanuatu Parliament, George Wells. Former President of Vanuatu Kalkot Mataskelekele, in delivering the keynote, address said that MPs had more responsibilities than ordinary citizens, both collectively and individually. He told them that their duty as an MP is not easy. “From now on, your primary responsibility is to work as a servant of the nation; servant of the community; and servant of your constituency. As you know, some of your other duties are constitutional duties, some are legal duties, some are parliamentary duties, and some are constituency duties,” said Mr Mataskelekele. The induction program is an initiative of the Vanuatu Parliamentary Secretariat in partnership with the Australian National University’s Centre for Democratic Institutions and the United Nations Development Programme.

Knut Ostby, who is the UNDP Resident Representative and UN Resident Coordinator, in a message to the parliamentarians delivered on his behalf by UNDP’s Brian Lenga, congratulated them on their election. He said the important lesson that UNDP has learned from its presence around the world is that only when the people, and especially the disadvantaged, the marginalized and the poor, can participate in the political decisions of their country is their economic and social status adequately addressed. Mr Ostby said there are many ways to ensure the participation of people, including through opportunities to participate in public hearings, through the media and through their political parties. “As parliamentarians, part of your job will be to represent the wide variety of views that exist in society,” he said. “A vibrant, democratic society will always have people who differ with each other. Different views and different ideas are some of the fundamental factors that create development – it allows a country past. To allow these different views to come out, and to harness them into constructive solutions for the country, is a main task for Parliament. This is indeed a great challenge, but it is also one of the most important contributions that a Parliament can make.” The Centre of Democratic Institution’s

Deputy Director Grant Harrison said the theme of public leadership was covered in many of the sessions in the induction program. He said MPs around the world are confronted with the challenge of balancing local priorities with national interests in a way that respects accountability obligations and the program has provided opportunities for participants to discuss these issues with international counterparts and to explore the particular leadership and representational challenges faced by The parliamentarians also got the opportunity to hear from Rick Barker, former Minister and member of the New Zealand Parliament, Steve Chadwick, former Minister and member of the New Zealand Parliament, as well the Deputy Speaker of the Queensland Parliament, Dr Mark Robinson and Robert Hansen, Committee Secretary of the Queensland Parliament. The Parliament of Vanuatu is twinned with the Queensland Parliament through the Commonwealth Parliamentary Association. UNDP supports Parliaments in several of them. UNDP partnered with CDI to deliver a similar induction program for Vanuatu Parliamentarians in 2008. Last year, UNDP organized a similar induction program for parliamentarians in Tonga, Kiribati, and Tuvalu and for the Senators in the Federated States of Micronesia Congress.

Opinion

Foolishness shown by Members of Parliament by Evelyne Toa THE people have spoken by electing the members of parliament, some of the old hands, that many have complained against, and some new blood, that from the start are behaving just as some of those who were in before. Before the election there was a lot of campaigning about what each will do when voted in to parliament, but this is out the window and it’s back to the old habit of leapfrogging from one group to the other. It is very sad that it seems that many have no idea why they were elected into power, They have their policies or platforms that they used to convince the people to vote for them, but how they switch from group to group, they are not even thinking how they are to achieve what they campaigned for. We do not see or hear Members of Parliament saying that they are joining this or that party, because they have the same or similar policies so they can agree to carry out their policies. It is truly sad indeed not to hear any members saying that the parties that they join with have agreed to ensure that their policies are implemented. From the start it seems that these members of parliament have no clue as to how or whether they will implement what they have told the people that they will do. It looks like these are more lies, and they are not really interested in ensuring that they are implemented. Many join one group, or the other, for no good reason at all. Some or most join one group, just to be in the government, for what? In the past, many who joined the government never carried out what they campaigned for, just being there and get fatter than before they got in. It is a sad situation but the people who have been THE issue of naturalised citizens standing for Parliament in Vanuatu should be such a positive that it should never have raised an eyebrow, let alone created headlines. It should certainly not even be an issue, gracing this column or space in any other media outlet. But before the ink was dry on this year’s general election result there was disquiet in some uninformed quarters about Robert Bohn winning a seat in the new Parliament. Once WW caught wind of this, via Radio New Zealand initially, amazement and dismay turned to disgust and white hot anger. Comments about someone not understanding custom in this country after living here for 33 years simply beggar belief. Equally ignorant is the drivel about foreign domination in the corridors of power - with three MPs who are not Ni Vanuatu-born out of the 52 - and WW includes Moana Carcasses who is not Ni Vanuatu at all. If doing of the majority of Ni Vanuatu MPs in their dealings with foreign powers in recent times. For decades naturalised citizens have been able to stand for parliament in key neighbouring democracies like New Zealand, Australia, PNG and Fiji. WW a naturalised background, although he has been assured that going back to the 1940s, there have been numerous exemplary Kiwi MPs who have added a great deal to the growth, stability and direction of their country of choice. But as far as Australia goes, WW has a raft of knowledge about naturalised MPs whose birthplaces included England, Ireland, Scotland, Wales, Italy,

Behind the news taken for a ride, by the very people they voted in, seem not to learn. There were some glimpses of hope when there was a lot of talk about voting for change for the better, but unfortunately people still vote for some of the same parliamentarians who brought this country low both morally and economically. Now the people once again have put in a government of the old bloc, decorated by a few newcomers, but with more fragmentation than before. The present government is made up of 16 different parties. The fact that most major parties had very little numbers this election showed that there is just too much division. How will this government function,

What a tragedy to see from the start, a government willing to spend money that it does not have, or will it crawl on its knees to the Aid Donors again, begging for assistance. This “lellu” playing by the members of parliament has gone from bad to worse. It is best described by a Chinese or African the grass dies. The people are suffering because our members of parliament are busy jumping around rather than focusing on the national interest and settling down to do the work they are mandated by the people to do, and that is to bring prosperity to this beautiful country. This country cannot afford to have another four years repetition of the last four years,

campaigned for? From what happened in the last government, more or less, each minister was allowed to do what he pleased. This led one prominent politician to comment that there were too many prime ministers in the government. It is likely that this will also happen, and of course nothing much will change until there might be some glimpse of hope come the next election, and hopefully people will be awake and vote for good policies and the people that could implement these, not for those will just warm up the chairs in the parliament and milk the country dry. A new ministry was formed out of the blue, with no budget and one that caters for more than half of the population, the youths, was removed without consultation. Is this another maneuvering to please some members of parliament, to keep the fragmented coalition together?

Many and federal parliaments around Oz and their contribution to that nation is immeasurable. Of course, Australia curently has a naturalised citizen as Prime Minister. Now to the present and WW wants everyone to know that Americanborn Robert Bohn did not seek to become an MP. He was approached by Epi chiefs and leaders and had to be persuaded to stand. As one of the country’s leading businessmen, he was not motivated by the lure of big Vatu, which has been the major motivation of many MPs, but by an urge to help people. How refreshing! However, the Secretary General of Vanuatu’s custom political party, the Nagriamel movement, Jeff Patunvanu has jumped up and down saying that the country needs to amend its constitution to prevent naturalised citizens contesting general elections in the future. WW has grave doubts about the motives behind Mr Patunvanu’s comments and is convinced that for personal reasons they they are far from being unbiased.

WW wants the people to know that Robert Bohn is CEO of PITCO and Vanuatu Maritime Service, the company that runs the international shipping registry that puts about US$ one million into the government coffers annually, and that Tom Bayer is the owner and chairman of both companies. For the record Mr Bayer is also chairman of the board that runs The Independent newspaper, a registered charity. He was for many years also the chairman of the Vanuatu Financial Services, Financial Services Commission and chairman of European bank Limited, Earlier this year Mr Patunvanu was quickly on the attack when Mr Bayer, also an American-born, naturalised Vanuatu citizen, was appointed to the Board of Directors of the Reserve Bank of Vanuatu. The motive for these personal attacks becomes clear when WW recalls for the public of today, that Mr Patunvanu’s Vanuatu Financial Commission retainer as a contract cleaner of what was then the Foreign Affairs building (now Companies House of the VFSC) was terminated by Tom Bayer in his capacity as Chairman of the VFSC. Why? Well, WW understands that Mr Patanvanu had convinced the Ministry of Foreign Affairs to pay him the monthly rental, saying he would pay the rent into the VFSC bank account – but some number of month’s rent were not of more than VT one million was suddenly stopped and he was facing a potential court case for theft. WW believes that Mr Patanvanu never paid the VFSC the rental income he pocketed. WW thinks the above information explains a great deal about the current line of rubbish

Let us hope that the government and these many members of parliament stop fooling around and get on with the job of directing and governing this country to prosperity.

being peddled around some media outlets by Mr Patanvanu. WW is however saddened by some seemingly, intelligent Ni Vanuatu who were also quick to get stuck into Mr Bohn in what can only be described as a racist attack. As far as WW is concerned, Epi will be one of the true winners from the 2012 elections.

WW has watched with some degree of sadness at the alarming amount of timber that is being felled alongside the round island road in the name of progress. As UNELCO prepares to extend its electricity grid north to Mangalilu and Tanoliu, so does a swathe of trees disappear from the roadside landscape. In most Western countries the case against putting power lines underground is the crippling cost of the labour. WW doubts that is a valid argument here. And given our propensity for having cyclones, WW feels underground power should be the catch cry of the future. WW has heard that some villages have refused to have their village trees culled and are demanding the lines go underground through their roadside villages. WW is also curious as to why sections on both sides of the road are being cleared. None of these questions has been answered because when WW rang UNELCO the dropped out. The next three calls to the main land line simply rang out. Pretty poor service for a major company.

Part of the solution

ONE of the core values underpinning the strong character of Margaret Macfarlane stems from two philosophies, of her father Ken and legendary American president John F Kennedy.

where she quickly gained a reputation for being dab hand at being able to reach and teach children with special needs. Then in 1989, Margaret arrived in Port Vila on a nine-month contract to see if she could take the Port Vila Correspondence Centre forward to become a permanent school. At that time, the Centre had 27 students.

Margaret said that when people used to say, “Someone should do something about that’ – Ken replied: “Margaret, you’re someone.’’

“My brief was to see if we could set up a proper school instead of a correspondence centre and we held a meeting in the conference room at The Rossi and we booked out the new school immediately,” she said.

“And Dad would go on to say ‘you’ve got broad shoulders, carrying burdens is character building’,” she said. Allied to that, she places great store in the oft-repeated 1960s quote of JFK who said: “If you are not part of the solution, then you are part of the problem.’’

Thus Port Vila International School (PVIS) was born and today it is regarded as one

“Since I was young I have listened to those words and I have felt I was morally responsible to be part of the solution,’’ she said.

She said they started with composite classes or Grades 1 and 2, Grades 3 and 4, adding each year as the pupil numbers grew, and by 1992 the school boasted 50 students.

To those who do not know this highly impressive woman, those words in isolation may sound a tad pompous, but they were spoken with great sincerity and conviction. And they are the words of a high achiever, another one of those people interviewed on this page that Vanuatu has been blessed to have as part of its solution.

“At the beginning I was the dragon lady elsewhere,” she recalled with a smile. “In those early days it was run on a shoestring and I had to fund-raise my own salary each month.”

Margaret is the eldest in her family with three younger brothers and grew in the small, but fertile farming community of Mt Mort, near Laidley and Toowoomba in Queensland.

Margaret said at the beginning there were two Ni Vanuatu students per class, who were there on scholarships.

“There were only six families living in the whole valley and we had a mixed farm that is still in the family today,’’ she said. “We also had businesses in town.’’

“Today the school has about 375 students and 30 per cent of them are full fee paying Ni Vanuatu students.” Margaret was instrumental in the school purchasing land opposite the Central Primary School in late 1991, moving later to an architect designed school complex near Erakor Bridge where it still operates its junior school and preschool. Margaret remains on the Board.

By her own admission, Margaret was not much of a student during her primary and early high school years, languishing near the bottom of the class. Her secondary schooling was at the prestigious Ipswich Girls Grammar and she credits a marvellous Year 9 teacher Alison Goleby for a major turnaround in her academic status. “It really was a life changing experience for me as she made everything we studied seem so interesting,” she said. From there Margaret never looked back, in fact she powered all the way to the top, year. She followed this success with a Bachelor of Arts degree at the University of Queensland and a Diploma of Education and during this tertiary phase, she was lucky enough – or perhaps gifted enough is a better expression – to have her work published at the age of 22. Her love of writing led a professor to add her to his writing team for a history textbook series - Foundations, Horizons and Outcomes. “It was a history of the world type book aimed at secondary students with learning

We had to write it to a very strict formula and every alternate page had to have cartoons and graphs, and we were given researchers to carry out the task, which was really painstaking. “No sentence could be more than 15 words and we even had a psychiatrist advising us as we went along.” As a history book it became a best seller across Australia. Margaret began teaching in 1977 and her early years on the job were spent in Queensland secondary schools.

She taught at the King George VI National High School, the nation’s most prestigious school. At this school she facilitated the development of an intensive 12-month, life skills course where boys learnt to cook and all students were taught practical skills like opening a bank account. “These skills were taught beside the traditional subjects of English maths and Science and each new class went through this special course during the four years I was there,’’ she said. Asked if the teaching was different in the Solomons from Queensland, Margaret replied: “No, discipline problems! Every student and their family saw education as a privilege and the critical key to a good life.” Later she returned to Queensland and taught at high schools in her own home areas around Laidley and Rosewood,

She said the school receives no direct assistance from the Vanuatu Government though it does get a work permit exemption, which is a considerable saving. was running in the manner she required, she decided to continue her studies and do a Masters degree in Education back in Queensland. “While doing my studies I thought I would try my hand at teaching in Queensland again as I hadn’t taught in Australia for some time and wanted to see how much it had changed,” she said. “People said nothing would come of it but after putting my credentials around I quickly had three choices, because I was prepared to teach children with special needs, and I took up a position at Toowong High School in Brisbane.” This began the toughest teaching assignment of Margaret’s career and ‘one that nearly broke her’. Dreams become a force for success

by Ruby Malverus for music turned business management diploma student Stanleyson Antas into Vanuatu’s top reggae artist. His passion for music proved to him that studying business management was not his career, but spreading important messages to people through music is what he was meant to do with his life. Now his childhood visions of being a reggae artist have been realised: he is at the top of the reggae bands in Vanuatu and his songs are currently popular around the region. Stan was born on July 4, 1987 at Vila Central Hospital. His mother is from Malo and his father is from South Santo. He attended Nangreh kindergarten at Nambatri in 1991 and did years one to six at Vila East Primary School from 1994 to 1999. In 2000, he furthered his studies at Malapoa College, then in 2002 his father got a job for the Forum Secretariat in Fiji so his family moved to Fiji. He attended Fiji International School in Suva from 2002 to 2006 and gradStan obtained a scholarship and continued his education at Laucala University of the ma in Business Management and returned to Vanuatu. But he could not continue his studies because he was too distracted by his music career and social life.

In 2010, he spent six months working in consultancy with his father at the World Bank, then went back to Fiji and took courses in the second semester.

Stan said the message behind this song is to remind citizens of Vanuatu not to sell their lands to foreigners for something that will not last.

He returned to Vanuatu in 2011 and focused on his dream of becoming a top reggae artist.

“But keep our lands that were set free to us through the struggles of our grandfathers for

Stan shared his idea of establishing a reggae band with his associates and together ties.

“We want Ni-Vans to stand on their own feet, not depending on foreigners. I’m not chasing foreigners but empowering Ni-Vans to care for our land because land issues are common in Vanuatu today. Our land is our identity, it is where our ancestors have lived and gave us history, so if we lose all our land we lose all our history and we will belong nowhere.”

Stan and the Earthforce reggae band was formed in March, 2011. The band recruited Stan’s friends and family members who agreed with his idea of starting a reggae band. “In March 2011, I gathered all the boys (band members) at my residence and conducted a meeting discussing the band’s tactics,” he said. ing with whatever instruments were available and structured their music according to the lyrics of the songs that were composed by Stan long ago. There are seven players in the band – Stan as lead singer and guitarist; Kenneth Natapei and Johnson Antas, pianists; Tony Atnelo, lead guitarist; John Leeman Naviti, drummer; Yannick Hinge, percussion; and Cynthia Malachi as back up vocalist. “Being a reggae artist was my dream since I was in primary school, and I grew up with the love of music, especially reggae,’’ said Stan. “As a child, I always admired the performances and songs of Naio’s lead singer Jero and Bob Marley, wishing I’d be like them one day. I was inspired by all these great people.” Stan said the best part about his music is to get the message to the audience.

His music career started as an 11-yearold child playing guitar at home. He subsequently took compulsory music courses when he was in International High School in Suva and started performing in school music shows and festivals. Slowly, his music skills were upgraded to a more professional level. He then met up with the lead singer of a reggae band Roots Trater which used to perform at festivals around Fiji.

“Performing in front of a huge crowd is just so amazing. When people start to move with the music, I also feel the energy, and I feel free,’’ said Stan. “I forget everything and sing with inspiration when the crowd reacts positively. There is no difference performing in New Caledonia and Vanuatu. An audience is an audience.” In his spare time Stan loves listening to music, socializing with friends in kava bars, watching movies, reading the Bible and composing new songs.

His passion for music has greatly contributed to the formation of Stan and the Earthforce group and reaching its current stage of success.

Most of the lyrics of the songs he composes are extracted from the Book of Psalms in the Bible and his favorite is Psalm 23.

“Bringing up this band requires discipline, concentration, cooperation, and a lot of hard work, but we enjoyed it,’’ he said.

Not to be confused with Morinda, the Moringa tree is another one of those amazing cureall tropical plants. The seeds can be eaten immature like peas or peanuts The mature seeds provide a high protein cake or oil. The wood produces a blue dye. The young roots can substitute horseradish root but should be consumed in small quantities only. The leaves can be eaten raw with the slight a spiciness of radish or watercress. Keeping a Moringa tree pruned is a great way to ensure that the leaves are within reach as well as providing tons of natural mulch and a weed suppressant. the high grade dark green Tamanu oil is on offer for USD$1440 per gal or in our language 36,000vt per litre. A mature tree will yield 100kg of nuts per annum with an oil extraction rate of 5 per cent. The beauty of the tree is its ability to grow along the coast and on sandy loams, retain its strong, glossy leaves and provide a good quality timber as well as nuts. Within Vanuatu products containing Tamanu oil can be found in the Port Vila Market, The Summit, Volcanic Earth, and Active outlets, to name a few.

A delight to drive

By DEREK OGDEN and EWAN KENNEDY

WITH 12 million sales around the world since its introduction in 1975, the BMW 3 Series is the Bavarian marque’s best selling car. It has recently been launched in its sixth generation and looks set to continue its popularity, especially with its generous suite of standard features. As well as a standard features list that’s longer than many times in the past, BMW also offers a range of trim and equipment options – Sport Line, Modern Line, Luxury Line, for example – to add more class to the car, while the M is on the list for the serious driver. These option packages combine the variety of accessories and extras the company had previously found to have the most boxes ticked when buyers made their individual choices. Thus making choices less complex than in the past. The all-new BMW 3 Series is slightly larger than before. Greater cabin dimensions particularly favour rear passengers where extra space has resulted in 15 mm more leg room and 8 mm more headroom and larger door openings for easier entry and exit. We tried the seat for size and while it’s certainly better than before this is still Three kids and two grown ups works nicely. The driver is made to feel very much in control of any BMW model, with the cockpit layout being angled towards them to ensure controls are ergonomically positioned and fuel gauge, speedometer,

rev counter and oil temperature gauge are easily visible. A full colour monitor that’s integrated into the top of the dashboard for all iDrive operations has information, entertainment, communication and navigation functions on offer. Below, on the centre stack are buttons for the dual zone climate control with the iDrive controls at hand on the centre console. The choice of standard upholstery is between beige and black Sensatec manmade leather trim. Dakota hides are an option. The new BMW 3 Series comes with a choice of three petrol (two fours and a six-cylinder) and two four-cylinder diesel engines ranging in capacity from 1.8 to 3.0 litres. the BMW 320i we tested has plenty of performance. Its 2.0-litre four-cylinder TwinPower Turbo engine pumps out 135 kW of power and 270 Nm of torque, 20 kW and 70 Nm more than the motor it replaces. At the same time it clips 2.2 seconds off the sprint time to 100 kilometres per hour - covering it in an almost sporting 7.6 seconds. BMW has long been one of the leaders in minimising carbon dioxide output from its cars. All models in the new 3 Series have a start/stop function that automatically cuts

Sleek, with plenty of sporty touches, the all-new BMW 3 Series has excellent styling. auto mode it’s almost as if the car has a constantly variable transmission.

class. Further fuel saving measures include brake energy regeneration that ensures power for the vehicle electrical system is generated predominantly during braking and overrun. Electrically assisted power steering that calls on power only when needed in cornering also helps reduce fuel usage. An Eco Pro mode that alters throttle response and transmission shift points can be dialled up by a driver really keen on cutting their impact on the environment. As well as keeping the draw by heating and air-conditioning to a minimum it also controls the use of the (optional) heated seats and the door mirrors working at optimum levels. BMW has measured a cutting of fuel consumption by as much as 20 per cent when Eco Pro is used. Axle weight distribution is the optimum 50:50, giving the 320i the balance and handling ability to give the owner a highlevel driving experience. Talking of driving experience, the new 320i features BMW’s own Driving Experience Control which, via a switch on the centre console, can shift between four driving modes – Comfort, Sport, Sport+, which pretty much are self explanatory, and Eco Pro as just described. An Adaptive M Suspension, available as an option, lowers the car by 10mm and brings in electronically controlled damping that adjusts for road surfaces and driving conditions. automatic transmission incorporating Sports Automatic function with steering wheel-mounted paddles, is standard. The close cog ratios mean that in fully

If it’s playtime the driver seeks, use of the shift paddles go some way to upping the driving input but the tranny gives the impression it is still in control. Safety is never far from BMW’s mind and a standard across the 3 Series. The system is automatically activated above18 km/h when it gently tensions the driver and front passenger seatbelts. If a crash is likely the seatbelts are further tightened and windows and sunroof the event of a crash the system will also automatically brake the car beyond the initial impact for 1.5 seconds to reduce the likelihood of a second collision. BMW ConnectedDrive also offers optional technology to help drivers and avoid any potential collisions. This includes a full-colour head-up display in which key driving information is projected onto the Further safety options include a Lane Change Warning System and Lane Departure Warning System, including Collision Warning that warns the driver of a possible collision during a lane change manoeuvre or if the car strays out of its lane. Bluetooth is standard and the BMW Professional six-speaker and this audio unit also incorporates an MP3 compatible CD drive. An excellent prestige car at a modest price for its class, the BMW 320i provides a lot of driving pleasure, yet achieves this with a minimum of damage to the air we all breathe.

Australian drunk survives attempt to ride crocodile A DRUNK man who climbed into a crocodile enclosure in Australia and attempted to ride a 5m (16ft) long crocodile has survived his encounter. The crocodile, called Fatso, bit the 36-yearhim as he straddled the reptile. He received surgery to serious wounds to his leg and is recovering in hospital, police say. He had been chucked out of a pub in the town of Broome for being too drunk. The man, Michael Newman, climbed over a fence and tried to sit on the 800kg saltwater crocodile. “Fatso has taken offence to this and has spun around and bit this man on the right leg,” Sgt Roger Haynes of Broome police told journalists. “The crocodile has let him go and he’s been

able to scale the fence again and leave the wildlife park.” Malcolm Douglas, the park’s owner, said that the crocodile was capable of crushing a man to death with a single bite. “The man who climbed the fence was fortunate because Fatso was a bit more sluggish than normal, due to the cooler nights we have been experiencing in Broome,” said Mr Douglas. “If it had been warmer and Fatso was more alert, we would have been dealing with a fatality. “No person in their right mind would try to sit on a 5m crocodile, Saltwater crocodiles, once they get hold of you, are not renowned for letting you go.” The man staggered back to the pub bleeding heavily. Ms Lole-Taylor says she knows of instances where people haven’t been able to sell their houses. “I even know of one shop that has had its front window smashed 11 times by prostitutes who trade directly outside.” She says her party will draft law changes to give authorities “the necessary legal clout” to deal with street soliciting. The only way it could get the law changes onto parliament’s agenda is to put up a members bill or persuade the government to act. - AAP

In its heyday in the 1950s the machine was the workhorse of the UK’s atomic energy research programme. A happy accident led to its discovery in a municipal storeroom where it had languished for 15 years.

public debut at a special ceremony at The National Museum of Computing (TNMOC) in Bletchley Park on 20 November. Attending the unveiling will be some of its creators as well as staff that used it and students who cut their programming teeth on the machine. Design and construction work on the machine began in 1949 and it was built to aid scientists working at the UK’s Atomic Energy Research Establishment at Harwell in Oxfordshire. The 2.5 tonne machine was created to ease the burden on scientists by doing electronically the calculations that previously were done using adding machines.

as the Harwell Dekatron - so named for the valves it used as a memory store. Although slow - the machine took up to 10 seconds to multiply two numbers - it proved very reliable and often cranked up 80 hours of running time in a week. By 1957 the machine was being outstripped by faster, smaller computers and it was handed over to the Wolverhampton and Staffordshire Technical College (more recently Wolverhampton University) where it was used to teach programming and began to be called the Witch (Wolverhampton Instrument for Teaching Computation from Harwell). In 1973 it was donated to Birmingham’s Museum of Science and Industry and was on show for 24 years until 1997 when the museum closed and the machine was dismantled and put into storage. By chance Kevin Murrell, one of the TNMOC’s trustees, spotted the control panel of the Witch in a photograph taken by another computer conservationist who had been in the municipal store seeking components for a different machine. Life style

Life Style Hands can age very quickly – if you don’t pay attention to them. My anti-aging and skin care tips will help keep your hands looking their best. Most importantly, be sure to wear lined rubber gloves when doing all housework “ from dusting to dishes “ even laundry. Detergents, bleach, and even water, can cause peeling and splitting nails. Did you also know that frequent exposure to water, strips hands of moisture, and may be one of the causes of arthritis in joints of the hands? Apply antioxidant or peptide rich creams on hands frequently especially during cold, winter months.

Try These Popular Hand Rejuvenation Tips Once a week dip your hands in warm milk for about 15 to 20 minutes. The lactic acid in milk helps exfoliate skin, fades age spots, and the fat in milk moisturizes hands. Milk also softens cuticles and exfoliates dry skin. Another quick and effective way to exfoliate your hands is baking soda. Simply wet hands and gently scrub them with a small handful of baking soda, then rinse. I also highly recommend and personally use LED Light Therapy (Light Emitting Diodes) on my hands to keep them looking youthful. Check out the 2-panel DPL Therapy Unit listed on this website.

Anti aging and skin care tips: Rejuvenating your hands

Choose shampoos that moisturize your hair and are gentle.

Rinse hair, then shampoo one more time. Rinse and condition.

My new favorite cleansing and conditioning products are made by Your Crown & Glory (YCG). They are over 80% natural, contain no sodium laurel sulphates and are ideal for those with thinning or falling hair.

Natural Brunette Hair Rinse

Sodium laurel sulfates (SLS), found in most shampoos, can fade and strip color, cause dull, dry, brittle hair, can even damage the scalp or cause falling hair. YCG hair products will add sheen, luster, strength and hydration to hair. In addition, by avoiding products with SLSs your scalp will be less dry.

Black tea contains tannic acid that can help dark hair look shiny. Place two black tea bags in 2 cups of hot water. Let steep, then cool and remove tea bags. Shampoo and condition hair as normal then use the

Always use conditioner on ends of hair and use cool water when rinsing hair. This closes hair follicles and adds shine. Do not scrunch or rub hair with a towel after washing, as this very gently squeeze out excess water and wrap hair in a towel. wet hair. To comb out long, tangled hair, start at the ends and work your way up. Before blow drying, apply a protein-infused product to protect hair. Use a medium heat setting to blow dry hair. Hold dryer four to six inches away from hair to prevent damage. Finish drying with a blast of cool air to close hair follicles and add shine. Consider investing in an ion blow dryer. The ions in the warm air break down water molecules and lock in moisture. Ion dryers dry hair faster, preventing dry, frizzy or damaged hair.

Natural Red Hair Rinse For natural red heads, lemon juice and cranberry tea can add highlights to hair. Place two cranberry tea bags in 2 cups of boiled water with 2 tbsp. freshly squeezed lemon juice. Let steep, cool and remove tea bags. Shampoo and condition hair as usual, then use

If you currently have soft or splitting nails, be sure to keep hands out of water and purchase a product called Nailtiques Formula 2 at your local beauty supply shop. This remarkable nail protein product helps dramatically harden nails. Apply twice daily and your nails will be much stronger in just two weeks. And it dries in just 30 seconds so you can quickly apply it at any time. An effective and affordable way to brighten yellow or stained nails is with my baking soda and lemon juice recipe below:

Nail Brightening Recipe: Combine 1 tbsp. lemon juice with 2 tbsp. baking soda to make a paste. Wet hands and rub each nail for two minutes

Then rinse. If you have pigmentation spots on your hands you may wish to gently scrub them with the paste.

For natural blonde hair place 2 chamomile tea bags in two cups of hot water and 1/8 cup of apple cider vinegar. Let cool and remove tea bags. Shampoo and

Hold it at a 45 degree angle, gently pushing the comb back and forth, to loosen dead skin cells. Then mix 2 tbsp. Vitamin E oil with 2 tbsp. almond oil. Warm the mixture in the microwave for about 5- 10 seconds or use the oils at room temperature. Section the hair about a ½ inch apart. Apply oil mixture onto scalp using a dropper. Place a shower cap over hair. Leave on for minimum one hour or overnight. Then shampoo hair as normal.

Update Your Look Instantly During this economic time, purchasing a new wardrobe may not possible for some of us. But a great way to instantly look and feel better is to update your current wardrobe with affordable, chick-looking accessories. Health

Girls and Puberty You may notice more body fat along the upper arms, thighs, and upper back. Your hips will grow rounder and wider; your waist will become narrower.

Girls, see if this sounds familiar. You look in a mirror one morning and notice you’re taller -- and rounder. Through your nightgown, you see your breasts are bigger. You don’t remember looking like that a few weeks ago! Over the next few weeks, you start noticing hair in places you’ve never had hair before. You’ve heard girls at school talk about getting their periods, and you wonder if that will happen to you soon. You same day. What in the world is going on? Welcome to puberty. Technically speaking, puberty is nature’s way of transforming a child into an adult, all for the sake of reproduction. While both girls and boys go through puberty, girls reach puberty and sexual maturity at earlier ages than boys do.

Your doctor will check your height and weight each year to make sure you are growing properly. If you are gaining weight too fast, you may need to increase your exercise and substitute fruits and vegetables for junk foods.

Cramps and Your Period

Puberty Breast Development Breast development is an early sign of puberty in girls. This can happen before age 9 in some girls, but later in others. If you are self-conscious, you might want to start wearing a “training bra,” which is a soft bra with no real support. Talk to your mom, older sister, or an aunt about buying a training bra. They can take your bust measurement to make sure you have one that is comfortable and that .

So what’s causing all of these changes? Hormones! Actually, the female hormone estrogen is the main one that’s triggering all the changes in your body. Let’s look at some of the changes girls can expect at puberty.

Keep in mind that not all women shave their body hair. In some cultures, it is acceptable to leave the armpits and legs unshaven. You have to decide what is best for you and your family’s customs.

Increase in Height and Weight

Back pain

Because of the surges in hormones during puberty, many girls feel moodiness at times, especially right before their periods. This is called premenstrual syndrome (PMS). PMS may cause:

on a date (“That’s so nice of you, but I just don’t have any time right now”) to the trickier logistics of cooling things down when you and your boyfriend are making out. Think...

Cramps are caused by the increased production of hormones during your period. This causes the muscles of the uterus to contract. You might also notice:

Once your period starts, the PMS symptoms usually disappear. It’s helpful to exercise during PMS and your period in order to boost your mood and help you feel your best. If your mood is lower than normal, talk to your health care provider about your feelings. Some girls have a decrease in self-esteem and body satisfaction if they hit puberty earlier than their friends. Other girls feel different if they enter puberty later than their friends do. That’s why it’s important to understand what’s happening in your body, and realize that every girl goes through the same changes -- some sooner, some later. But if you have not gone through puberty by age 14, including menstruating, you should see your primary health care practitioner. It’s important to eat a balanced diet, exercise daily, get plenty of sleep, and stay at a healthy weight during this time. Continue to see your primary health care provider for regular checkups, so you can feel your best and have someone knowledgeable to go to with your questions.

Menstruation happens to all girls, so try not to be embarrassed in learning more about it. Talk to your mom or an adult you trust about having your period. During your period, you’ll need to wear a sanitary pad or tampon. Your mom (or other adult) can purchase these products and show you how to use them. Be sure to keep extra pads or tampons in your school locker in case your period starts suddenly during the school day. If you forget, ask to see a school nurse or ask a female teacher for help.

‘Cold-blooded’ ice cream lady a double murderer

In the morning she “asked him to forgive me for what I had done”. She then proceeded to dispose of the body.

A WOMAN dubbed the “Ice Killer” by the Austrian media has confessed in court to murdering two men and setting their sawn-up body parts in cement in the cellar of her ice cream parlour.

When arrested, Carranza was two months pregnant by another man, whom she married in prison in March this year. The baby was born in January but the boy, called Roland after the father, was immediately taken away from her and is now reportedly being looked after by her parents in Barcelona.

At times breaking into tears, Goidsargi Estibaliz Carranza Zabala, who has joint Spanish-Mexican citizenship, told the hearing in Vienna how she shot and sliced up with a chain saw her ex-husband in 2008 and then in 2010 her new partner.

“He is totally different. He is very gentle, the opposite of macho,” Carranza said of her new husband. “He would not bring me into such a situation.”

apartment that also served as a store room for the ice cream parlour, she concealed them in chunks of concrete that she mixed up in the cellar of her “Schleckeria” shop in the Austrian capital. The grisly remains were discovered by chance during maintenance work in June 2011. After going on the run to Italy, Carranza was captured several days afterwards and later extradited. Carranza shot ex-husband Holger Holz - who she said was violent, lazy and a bully who refused to move out after their divorce - at close range with a .22-calibre Beretta pistol three times in the head as he worked on his computer. “I never thought I would be able to go through with it,” Carranza, wearing a grey dress and glasses, told the packed courtroom. “It was

3pm. There were children outside, it was nice weather, someone must have heard. “I thought the police would come. Then my mobile phone rang. It was the ice cream parlour, saying they needed me to come over.” After several failed attempts to dispose of the corpse, including the “crazy idea” of setting a chain saw. “I cleaned and cleaned in the days afterwards,” she told the court. But her new relationship with Manfred Hinterberger, an

ice cream salesman some 20 years her senior, quickly deteriorated until she felt “like in a prison ... like my head was in a plastic bag”. Before killing him she took shooting lessons as well as a course in mixing concrete at a local hardware store. She shot him as he slept after a drunken argument in November 2010 with the same Beretta. “He turned his face to the wall and started snoring ... I was so angry. I had the gun under the mattress. I took it out, loaded and shot,” Carranza told the court.

How a dog overcame paralysis AS HE strolls across the lawn, it is hard to believe Jasper the dachshund was unable to use his hind legs just two years ago. Paralysed in an accident, he needed years of physiotherapy and a special trolley to get around. But scientists conducting a study at Cambridge University have helped him walk again with a pioneering treatment that offers hope for human patients with spinal injuries. Injecting cells from the dog’s nose into the injured part of his spine helped repair the damage. After the treatment, Jasper was able to move his previously paralysed hind legs and coordinate movement with his front limbs. The ten-year-old dog is now “whizzing around” unassisted and can also swim. Early trials involving humans have taken place, and Professor Robin Franklin, coauthor of the study from the Wellcome TrustMRC Cambridge Stem Cell Institute, said:

“My task is to show you her other side ... That she is a singularly cold-blooded and unscrupulous killer,” Ms Freh said. “Do not be fooled.” A psychiatric report commissioned by the court said that Carranza, now in a unit for the “mentally abnormal”, was dangerous and was like a “princess ... who just wants to be ‘rescued’ by a man”. The trial was scheduled to last several days, with around 50 witnesses and seven experts due to testify - AFP

treatment, which could offer hope to people with spinal cord injuries. Those injected with olfactory ensheathing cells (OECs) from their noses showed a considerable improvement, moving previously paralysed limbs. Some also regained lost bowel and bladder control. A second group treated with a placebo showed Previous research suggests OECs, which maintain the communication pathway between the nose and the brain, can help form a bridge between damaged and undamaged parts of the spine by regenerating nerve

animals at least 12 months after their spines were damaged in accidents. Scientists say this more closely resembles a scenario that would involve human patients. Jasper suffered a slipped disk that left his hind legs paralysed in 2008. His owner, May Hay, said: “Before the trial, he was unable to walk at all. When we took him out we used a sling for his back legs so he could exercise the front ones. It was heartbreaking.

these types of cell into a severely damaged improvement.

“This woman has two faces,” prosecutor Petra Freh told the packed courtroom. “She will try to play here the part of someone wellbehaved, who would never do something like this.

“But now we can’t stop him whizzing around the house and he can even keep up with the two other dogs we own. It’s utterly magic.”

able to restore at least a small amount of movement in human patients with spinal cord injuries, but that’s a long way from saying they might be able to regain all lost function.

Professor Geoffrey Raisman, chairman of neural regeneration at University College London, said: ‘This is not a cure for spinal cord injury in humans.

“It’s more likely that this procedure might one day be used as part of a combination of treatments, alongside drug and physical therapies, for example.”

But this is the most encouraging advance for

In the study, published in the journal Brain, scientists looked at 34 pet dogs with severe spinal injuries that left them unable to use their back legs to walk.

The former Tory treasurer made a more modest claim against the publicly-funded BBC but is looking for a bigger damages deal against ITV, a private company.

Mr Cameron did not read the list and said accusations against senior members of his party risked becoming a “witch-hunt” against gays.

Thousands of Twitter users who went on to implicate the peer are also facing legal action, including popular Jonathan Creek and QI television star Alan Davies.

Davies tweeted to his 440,000 followers “Any clues as to who this Tory paedophile is …?” followed by a retweet naming Lord McAlpine.

“If anyone has any information about anyone who’s a pedophile, no matter how high up in society they are, that is what the police are for.”

The X47B is a plane-sized drone able to take off and land on aircraft carriers without a pilot and even refuel in the air. Perhaps closest to the Terminatortype killing machine portrayed in Arnold sentry robot already being used in South

Korea, with the ability to spot unusual activity, talk to intruders and, when authorised by a human controller, shoot them. Going fully autonomous would spare human troops from dangerous situations. The downside, though, is that robots would then be left to make highly nuanced decisions on their own, the most fraught being the need to

The problem with handing over decisionmaking power to even the most sophisticated robots is that there would be no clear way of making anyone answer for the inevitable mistakes, said Noel Sharkey, professor of “If a robot goes wrong, who’s accountable? It certainly won’t be the robot,” he said. “The robot could take a bullet in its computer and go berserk. So there’s no way of really determining who’s accountable and that’s very important for the laws of war.” - AFP

Drunk schoolie takes nap just centimetres from fatal fall A DRUNK schoolie has learnt the hardest lesson of his life after he decided to sleep off his hangover on a narrow ledge on the 11th

Somerset College graduate Cameron Cox, who said he was 18 years old, caused an internet sensation this week after a photograph of him lying on the Gold Coast ledge was uploaded on social media site Instagram. The photo, taken by another schoolie on the afternoon, showed Mr Cox, originally from Bankstown, positioned perilously close to the Holiday Apartments in Surfers Paradise.

Can’t believe all the fuss ... schoolie Cameron Cox, 18.

Apocalypse survival hope killed off FRANCE has dashed the hopes of those who had planned to take refuge in one of the few places on Earth some believe will be spared when the world ends on December 21.

Freysselinard said the 100 police and approaches to the tiny village of the same name at the foot of the mountain, and if too many people turn up, they will block access.

Bugarach, a mountain in the southwest where rumour has it the hilltop will open on the last day and aliens will emerge with spaceships to save nearby humans.

“We are expecting a few visionaries, a few people who believe in this end of the world, but in extremely limited numbers,” he said in the nearby city of Carcassonne.

Eric Freysselinard, the state’s top representative in the area, said he was blocking access to the mountain for public safety reasons to avoid a rush of New Age fanatics, sightseers and media crews. Believers say the world will end on December 21, 2012, and they see Bugarach as one of a few sacred mountains sheltered from the cataclysm.

“We are expecting greater numbers of people who are just curious, but in numbers we cannot determine. Above all, we are expecting lots of journalists,” he said.

Films, documentaries and websites have promoted the idea that the ancient Mayan calendar predicts that doomsday is on December 21.

His dangerous nap came despite repeated warnings from police and Schoolies organisers about a spate of balcony deaths on the Gold Coast. The Gold Coast Bulletin spoke exclusively to Mr Cox, who said he was surprised by the furore.”I didn’t think anybody saw me except for the guys in the unit next to us who took the photo,” Mr Cox said. “I was drunk and climbed out there through the window for the thrill and to get some fresh air. I was out there for about half an hour until a security guard came to do a room check and I didn’t want him to know I’d been out there. “The window slides open. There’s no security screens.” The photo, which went viral, led to Mr Cox being branded “dumb” and a “dope” but he said he was more concerned about how his dad would react when he found out: “I knew in past years there had been problems

with balconies but I didn’t think it would get this much attention. My dad might be angry when Roomate and fellow schoolie James Chard, 17, also from Somerset College, said he considered moving Mr Cox but did not want to he’d just gone for a walk because we couldn’t sitting outside. “Nobody could convince him to come inside and we didn’t want to make him move so people just watched him until he decided to come in.” Somerset College headmaster Craig Bassingthwaighte declined to comment on Mr Cox’s behaviour. The teenager’s mother is a teacher at the prestigious school. Gold Coast Superintendent Paul Ziebarth said police would continue to monitor dangerous behaviour across the week. “The police helicopter has been doing patrols of balconies, as well as the beach precinct,’’ he said. “Where we can we will stop the kids doing something stupid.’’ Schoolies chairman Mark Reaburn said teens should think twice before posting pictures on social media. “Social media is the way these kids communicate but they have to think twice before putting inappropriate pictures up - it could ruin their futures,” he said. “Most employers will get online and check kids could be ruining their chances at future jobs.

Dining Out

Good on you, sport

WHILE it’s not the sleepy hollow it once was, Port Vila is still not exactly ‘nightlife central’, especially if you want to avoid the thumping music and atmosphere of an actual nightclub. And where on earth do you get something fresh and tasty to eat late at night... or early in the morning, for that matter.

Those in the know vote with their feet and more often than not they vote for Emily’s Cafe Takeaway, located opposite the Parliament House in central Vila, which is open 24/7, and offers a warm welcome, whatever the hour. What could be better than a hearty burger or bacon and egg roll and a serve of fries after a night on the town, or even a juicy steak to Of course, if you’ve really made a night of it you can go straight to the breakfast menu, and start the new day the right way, with cereal, toast, eggs, or even the Big Aussie Breakfast. Having said that, we are more in the habit of visiting Emily’s during more ‘normal’ hours, and very reasonably priced lunch or dinner. Emily’s is part of the Sportsman’s Hotel, owned and run by Bob and Emily Newham, and as well as Emily’s and the accommodation side of things, it also includes the Bamboo Bar and Bistro, which features live music every Friday until

“It’s A Must”

midnight, plus big screen TVs for when you want to catch the latest sporting action. The hotel is running at around 90 per cent occupancy, which must be the envy of many other accommodation houses, and the cafe and bistro are usually bustling, particularly in the evenings. It’s not the most beautiful

aren’t paying for one either. But the setting is comfortable, the atmosphere relaxed and the location convenient. Always looking to add a little extra value, Bob and Emily have a new children’s playground under construction and the kids’ club will open soon, giving mums and dads a chance to relax over their meals knowing the kids are happy and safe. Value is certainly something you get in spades at Emily’s Cafe, with burgers, hot dogs and sandwiches priced from just VT 350-950, snacks from VT 250-500, soups from VT 300-900, salads at a tiny VT 750, and main courses starting from just VT 1000 can enjoy massive meals like the 500g rump steak. Emily’s sources its rump and scotch and the steaks are aged for seven weeks, meaning they’re lovely and tender. Whole of the most popular things on the menu, with the cafe turning more than 100kg a week!

Another recent addition at Emily’s is rotisserie, which is turning out 150 roasted chooks a week to appreciative customers. It’s more or less a permanent special and we popped in for lunch this week to try the special of half a BBQ chicken served with veggie fried rice, salad and tomato salsa for skinned chook, lovely and juicy, with a lightly a mound of fried rice and a big pile of salad, making for a more than satisfying meal at a truly pocket friendly price. Also on special was beef curry with rice,

salad and pawpaw chutney for the same love price, but we opted for one of the dishes from ‘noodle corner’, which are all just VT 1000. They include faves like chicken satay, pork and prawn, tropical, pad Thai and honey and soy chicken, as well as Thai green curry chicken. We chose the ‘combo’, which comprised thin egg noodles wok tossed with slices of roast pork and lean beef, pieces of roasted chicken, prawns and a variety of fresh veggies, with a tasty garlic and oyster sauce to bring the dish together. Piping hot and generously portioned, it Another thing we always hear good comments on is the staff at Emily’s, who are friendly, experienced and helpful, making whom there are many. The kitchen team has recently gained the services of chef Avock Mahit, who joins chef Louis Amos, and between them they have 40 years of experience. That’s just one more string to for yet more improvements in the coming months. - Tony & Elaine Wilson

Wine of the week RED TUSSOCK – Pinot Noir 2009, Central Otago, NZ, is a lovely example of this wine. For those who don’t know Central Otago is the place for NZ Pinot Noir. This red is deep ruby coloured and it has aromas of dark cherries, berries, dried thyme with a hint of chocolate, followed by dark cherry and plum This is all backed by good spicy oak and the sweetness of the fruits Enjoy with roasted chicken or duck. Normally retailing for VT 2250, this a snip at the special price of VT 2000 and is drinking well now. - TW
