Shane Gibon photo Frank Winton, MD, is sworn in to the governing board of the Fallbrook Healthcare District by attorney Blaise Jackson at the district’s March 11 meeting. Winton replaces Lynette Shumway, who resigned effective Jan. 15. He will fulfill her term until the Nov. 2016 general election. Andrea Verdin Special to the Village News Dr. Frank Winton was sworn in to the Fallbrook Healthcare District (FHD) board of directors as a replacement to Lynette Shumway on Wednesday, March 11. Shumway felt it necessary to vacate her position because her employment obligations took her out of the community for extended periods of time.
The term filled by Winton extends to the general election of November 2016. Five individuals presented letters of interest in application to fill the current board vacancy. The board interviewed each candidate at the March 11 board meeting. Three applicants, David McKinney, Margaret Singleton O’Leary, and Frank Winton, were introduced as individuals interested in filling the director
position. Two other applicants, William Leach and Kelly Jameson, did not appear for the meeting. “These are new and exciting times in this district,” said FHD board president Stephen Abbott. “It is a great time to be involved.” Board counsel Blaise Jackson explained that as a way to quell concerns about advantages of a group interview and competitive questioning, the applicants were asked to step out of the meeting
as the individual applicants were interviewed. The applicants were each asked to give a general presentation regarding how they believed they would help improve the FHD, and gave a general explanation of their qualifications. Ultimately, the board unanimously voted to swear in Dr. Winton, who is a local resident and has served in the Fallbrook community for

Brianna Rodriguez and coach Paul Bell, left, are playing defense. See more photos on page A-10. FALLBROOK – The fourth annual Prom Dress Rugby Match was played on March 7 by members of the Fallbrook Girls Rugby Club (FGRC) including the coaches. The “friendly” game consisting of U15 and U18 players, and coaches, showcased fashionably outfitted players in formal and semi-formal dresses. The girls and coaches chose
the dresses at local thrift shops or from Coach Marin Pinnell’s bag of frocks, and accessorized with ribbons, bows, and cleats. Tackles were not easy on the dresses, and it was not unusual to see a player running the ball with dress parts flowing behind her. Parts of lace, tule, satin, and Peau de Soie littered the field amidst amazing rugby plays and laughter.
Coach Pinnell introduced Prom Dress Rugby after hearing about similar fun events at colleges where rugby is played. Upcoming FGRC matches, played in rugby jerseys and shorts, are: March 14/15 (Fullerton tournament), March 20 (TriCities Oceanside), and March 28 (Fullerton). The next home game will be on Saturday, April 4 at
4 p.m. when the team will play ICEF at the Fallbrook High School stadium. April 6 will be an evening home game, at 5:30 p.m., against Vanier from Canada. Upcoming FGRC fundraising events will include their third annual Yard Sale to be held on Friday, April 3. For more information, watch for the classified ad in the Village News.
