Joe Naiman Village News Correspondent The San Diego County Board of Supervisors voted 5-0 May 5 to approve the allocation of $716,000 from the Neighborhood Reinvestment Program (NRP) budget of Supervisor Bill Horn, including $26,000 which will be used for Village Square in Downtown Fallbrook. The grant agreement is with the Fallbrook Village Association and will be used for items such as lighting, expanded storage facilities, a three-compartment sink installation, umbrellas, chairs, tables, and relocation of the kiosk.

Hot rod fans were able to see all makes, models, and colors of their favorites, as well as hundreds of other classic vehicles at the 50th anniversary Fallbrook Vintage Car Show held Sunday, May 24 at Pala Mesa Resort.

Fallbrook High School administrators have reported that an investigation into the sanitary condition of the school’s wrestling room has been concluded, after parents addressed their concerns to the district’s board of trustees at their April 27 and May 11 meetings. According to Fallbrook Union High School District (FUHSD) superintendent, Dr. Hugo Pedroza, “FUHSD has conducted a thorough investigation regarding claims by some parents that the high school’s wrestling room was the source of a ‘ringworm epidemic,’ affecting more than 30 athletes.”

Debbie Ramsey Managing Editor The 50th annual Fallbrook Vintage Car Show was indeed pure gold. Breaking all attendance records and number of classic car entries, the spectacular event, held Sunday, May 24, on the grass at Pala Mesa Resort was a sight to behold. Live music, multiple food booths,

a beer and wine garden, raffles and an outstanding children’s play area, made the event sponsored by the Fallbrook Vintage Car Club perfect for the entire family. It appears that between 25,000-30,000 people attended the event. The show consisted of over 400 vintage and classic vehicles of all colors, makes, and models. The 60 available swap meet booths were sold out and numerous local

organizations were provided with an opportunity to educate attendees on Fallbrook. Live entertainment and featured events during the show also increased dramatically from past years. The Fallbrook High School rock band opened the show, with the young talent being admired by many. When Sgt. Pepper’s Beatles’ tribute band took the stage in the

afternoon, dancers took to their feet and showed their enjoyment publicly. Fallbrook Car Club president Roy Moosa started the show with a welcoming address, after which the Colors were presented by Veterans of Foreign Wars (VFW) Post 1924. The National Anthem was sung by local singer, Sasha La Russo.

The County of San Diego has an annual Public Health Champion recognition ceremony, and this year’s ceremony April 10 included the presentation of a Public Health Champion Award to Fallbrook Healthcare District administrator Vi Dupre. “It’s a great honor,” Dupre said. Dupre was one of 16 recipients of a Public Health Champion Award during the ceremony at the County Administration Center. “It was a recognition of a lot of people for a lot of work that they do,” Dupre said. “It was great to be included on that list with other communities.” Dupre was accompanied by Fallbrook Healthcare District board president Stephen Abbott and vice-president Gordon Tinker, by her daughter, Tanja Bickel, and by Bickel’s companion, James Donohoe. Dupre received the North Coastal Award. “I was very honored,” Dupre said. Dupre noted that the award was in her name but was for programs the healthcare district provides. “Mine is the face that they see,” she said. “It was accepted for the healthcare district.” The Live Well San Diego Public Health Champion awards recognize public and private

WOW program to feature speaker on eye care

FALLBROOK – The next Woman of Wellness (WOW) event will take place on Thursday, June 4 with eyesight as the topic. Inland Eye Specialists, a partner in the WOW program, will have an ophthalmologist and an optometrist providing the presentations in the Community Room at Fallbrook Library from 6 to 7:30 p.m. Fallbrook Healthcare District is pleased to sponsor this program for women. Its purpose is to educate women in matters of physical, mental, and emotional health and

well-being by offering a variety of monthly programs to women of all ages regarding their personal health and wellness choices. There is no cost to join or to attend. In June, R. Duncan Johnson, M.D. will talk about “Cataracts and Lifestyle Lenses” and Abby Brotherton, O.D., will explain how “The Eyes Have It.” There will be a Question and Answer opportunity. Linda Furry will tell how she creates one-of-a-kind pieces made from Swarovski crystals, semi-precious gemstones, metallics, shells, pearls, and wood. She also reconstructs, redesigns, and repairs pieces. The program will take place at the Grand Tradition Estate & Gardens from 10 a.m. to noon. The guest speaker is Charisse Williams who will talk on “The Gift of Friendship.” Williams will introduce three gifts that women

Pedroza said it is important for parents of wrestlers to refer to the 2014-2015 CIF Wrestling Preview to learn more about skin health and wrestling, proper grooming, skin check protocols, and the medical releases necessary for wrestlers to participate when skin lesions are noticed. Paula Musso, one of the parents who had addressed the board, said, after learning the result of the investigation, “No matter what, there was a negligence in the wrestling room. Children and adults were affected and at this time some still are suffering. These protocols/procedures should have been in effect years ago. Regardless of the findings fact is fact.”

“FUHSD hired Andrew Bryson, a certified industrial hygienist to fully assess the wrestling room for ringworm and other related issues,” explained Pedroza, who submitted Bryson’s findings below. “The space is clean, orderly and all necessary safety and health equipment is in place as required by health and safety standards,” wrote Bryson. “Perhaps, the review and compliance with safety, health and personal hygiene recommendations suggested in the Centers for Disease information sheets conveyed to the citizens concerned will clarify their presumed cause and effect allegations and assumptions. The facility is not the source of the fungal infestation.” According to Pedroza, the district “will continue to adhere to CIF safety and cleanliness standards for wrestling athletes

May 28, 2015 “I also have an email from the athletic director saying that maintenance had cleaned the room [prior to inspection],” she said. “It’s sad that there was no accountability from the very beginning from these school officials. Hopefully they will follow through with these procedures and protocols. Perhaps they should start the new school year with new mats!” Parent Lora Torres, who also had addressed the board, said she and other parents were also aware that the school had cleaned the room before the inspection took place. “But I don’t care, because the most important thing is that the room is clean and protocols are being put in place,” said Torres. “My son is still on medication for a few weeks for ringworm.” Gary Backe, the president of the Fallbrook Wrestling Association and the Warrior Wrestling Club for youth, said, in his opinion, parents and their children need to become better educated on how to prevent ringworm. “Regarding the increased outbreak of the ringworm fungus this year, and more specifically the last five months of the

season – after speaking with the school’s administration, athletic department, facilities department and the coaching staff, I believe that this situation is directly related to our fast growth and the number of kids in our programs,” said Backe. “At the beginning of the season, I handed out an information packet that detailed the common skin issues related to wrestling, their identification, and the personal hygiene responsibilities of every athlete. A big portion of mitigating any issues with skin infections is through a four-step process; education, prevention, identification and action. I am currently working with the district and administration to take the handout I provided this season and develop it into a more comprehensive four-step program.” “At the high school level, there are regulations in place set forth by CIF that require athletes to be subjected to a thorough full body skin check by a referee before all sanctioned events,” he continued. “We, as coaches, also performed this same skin check on a weekly bases, any questionable skin issues are sent to the athletic trainer of the

school for confirmation and then the appropriate action is taken. This did not eliminate the issue completely, no wrestling program is immune from some level of skin infection, but it helped us control it before it got out of control. Unfortunately there is not the same level of skin check procedures at the kids level, some events perform full body checks others only check exposed skin, this means that the responsibility falls upon the parents and us coaches to help identify any issues.” “[Some parents] take all precautions, and I can verify that almost all parents were, unfortunately it only takes one or two cases to slip by, either because it is not caught or a parent is unaware of what to look for and the fungus will begin to spread,” said Backe. “With the large growth of our program, it will be more likely that an infection will slip by the parents and coaches. Dupre was also cited during the Public Health Champion recognition for promoting community involvement and ensuring that local residents are a part of the district’s decisionmaking processes. “I work for and represent the district,” Dupre said. “It’s a reward that belongs to all of us in the Fallbrook Healthcare District.” The Public Health Champion awards are presented during National Public Health Week and were established 20 years ago to recognize the contributions to public health and to highlight important issues. “It’s nice that we are recognized, but the work that others do is equally important,” Dupre said. “We are one of many doing good things.” This year’s National Public H e a l t h We e k t h e m e w a s “Healthiest Nation 2030: Let’s Make America the Healthiest Nation in One Generation.” The award recognition also noted Dupre’s involvement in North Coastal Public Health Nursing. “It’s the product of the people of this community, the board, and the volunteers that make it happen,” Dupre said of her award. “It belongs to the district and the people,” Dupre said. “It belongs to all of Fallbrook Healthcare District.”

“The Fallbrook Village Square is such a great asset to the community, and I am happy to support the Fallbrook Village Association’s efforts to make improvements there,” said Supervisor Bill Horn. “This $26,000 NRP grant will help the association purchase new lighting and equipment to enhance the atmosphere and make future events at the square even better.” The Neighborhood Reinvestment Program is intended to provide grants to non-profit organizations for the furtherance of public purposes at the regional and community levels. In addition to non-profit organizations, county supervisors can also fund schools and fire departments, and supervisors can also use money from their budgets to supplement other county funding for specific county projects such as parks, roads, and libraries. Each county supervisor recommends the allocation of his or her Neighborhood Reinvestment Program funds, although those allocations must be approved by a majority of the board. Village Square is a multi-use park and special event facility which is owned and maintained by the non-profit Fallbrook Village Association but open to the public. The special events at Village Square include weekly crafts, farmers markets, music, and art fairs.

frozen, keeping a promise made to voters when Proposition 30 passed in 2012. With California mired in a long drought, the budget sets aside $2.2 billion for drought-related programs. Water infrastructure projects, including desalination, and water recycling plants will receive millions in additional revenue. Even so, legislators and the Governor must work together to ensure these projects are fasttracked. While the operating budget is balanced, California still faces billions in unfunded liabilities. The recovery remains precarious. We still have one of the nation’s highest unemployment rates. The slightest economic hiccup will generate decreasing revenues, more spending and a return to double-digit deficits. Given that, the May Revise continues to build the state’s “Rainy Day Fund,” a necessary precaution in these uncertain times. As a hedge against future economic downturns, that reserve must grow and remain secure. With its focus on schools, higher education and water infrastructure, the “May Revise” provides a constructive blueprint for the coming fiscal year. I am optimistic about prospects for passage of a balanced budget by the June 15 deadline.

Large-scale law enforcement effort on May 17 dubbed ‘Operation Surge Gang Sweep’ Debbie Ramsey Managing Editor

The San Diego County Sheriff’s Dept. is continuing its aggressive practice of monitoring and suppressing gang activity and checking on individuals currently on probation from committing crimes. Last weekend, a large effort between multiple Sheriff’s stations and substations was conducted throughout the county to further battle recurring crime.

According to Sheriff’s Lt. Scott G. Black, ‘Operation Surge Gang Sweep’ was conducted from 4 p.m. on Saturday, May 16 until 2 a.m. on Sunday, May 17 in the following communities: Fallbrook, Valley Center, Vista, San Marcos, Poway, Lemon Grove, Encinitas, Solana Beach, Santee, Del Mar, Ramona, Imperial Beach, Spring Valley, and Rancho San Diego. In summarizing the success of the operation, Black said, “The operation resulted in 51 arrests in

North San Diego County along with 13 arrests in South San Diego County. The arrests ranged from possess of controlled substances for sale to probation violation, auto theft, and warrant arrests; 172 field interviews were conducted and 26 traffic citations were issued.” Deputies conducted 71 compliance checks on post-release offenders, Black said, and also “conducted directed, focused patrol in areas identified as the current highest crime areas with

the goal of contacting, identifying, and arresting prolific offenders in those areas.” In regards to gang activity, Black noted a current trend. “Historically, gangs have been territorial, but in recent years have been extending their criminal enterprises to outside jurisdictions. Gang members have been migrating to other North and South County towns/cities and have been identified as suspects in active criminal investigations,”

Black also noted that cities and towns in the county have seen a rise in offenders since the inception of Prison Realignment and Proposition 47. “In order to combat the progression, the State of California, through the Board of State and Community Corrections has provided funds to help monitor post release offenders,” said Black. Fallbrook Marine killed in Nepal helicopter crash By Kim Harris and Debbie Ramsey

Captain Dustin Lukasiewicz, 28, a pilot of UH-1 Hueys, who was living with his wife in Fallbrook, was one of eight who perished in a helicopter crash May 12 during a humanitarian mission in Nepal. Lukasiewicz, a member of HMLA-469, Marine Aircraft Group 39, 34d Marine Aircraft Wing based on Camp Pendleton, was a Nebraska native. According to the World-Herald newspaper in Omaha, Nebraska, Lukasiewicz’ family members said his wife is expecting a child in June and he also has a young daughter. The Marine was also an online graduate student in political science at the University of Nebraska, Omaha.

Officials announced on Friday, May 15, that eight bodies had been recovered from the site where the Marine Corps UH-1Y Huey helicopter crashed in a Himalayan hillside on Tuesday, May 12. The wreckage was located at approximately 11,000 feet in extremely dense forest and exceptionally rugged terrain, Wissler said, adding that the discovery was made by Nepalese partners flying patrols in the area. The cause of the crash remains under investigation. The Huey, along with the crew were part of Joint Task Force 505 – as part of Operation Sahayogi Haat – deployed to Nepal following a request from the Napalese government after a magnitude-7.8 earthquake struck the country on April 25. killed more than 8,000 people. According to reports, the helicopter and squadron were diverted from a Joint Task Force exercise in the Philippines to assist with search and rescue. The helicopter and crew were participating in disaster relief missions following a 7.3 aftershock that occurred on Monday, May 11 when the incident occurred. “They were determined to go forward with their duties eager to contribute to our mission and to alleviate suffering and to come to the rescue of those in need,” Wissler said. Aircraft from the United States, including two other UH-1y Hueys and two V-22 Ospreys, as well as Nepalese military and police had searched for the missing helicopter before it was found. “They were courageous,” Wissler said. “They were selfless individuals dedicated to the

international humanitarian aid mission here in Nepal.” Others who perished in the crash were Eric Seaman, 29, a Murrieta resident and UH-1Y helicopter crew chief with HMLA-469, Capt. Christopher L. Norgren, a UH-1Y pilot, Sgt. Ward M. Johnson, IV, a UH-1Y helicopter crew chief, all stationed with HMLA-469, Cpl. Sara A. Medina, a combat photographer and Lance Cpl. Jacob A. Hug, a combat videographer. Wissler asked for continued prayers during the “difficult time.” “We also ask the public to please respect the families and allow them time as the investigation continues and the next of kin are respectively notified,” he said. “The sacrifice that these Marines and Nepalese soldiers have made for their respective countries will not be forgotten. Their memories will live on through the lives

Fallbrook Woman’s Club installs new officers

Russells honored with tree planting for significant service to community FALLBROOK – Save Our Forest, a branch of the Fallbrook Land Conservancy has worked in cooperation with The Fallbrook Garden Club to dedicate a tree in the lower parking lot between the Fallbrook Library and the Art Center. Jim and Barbara Russell are honored on the brick at the tree site. This is well-deserved as Jim and Barbara were both significant in their contributions to the community they chose to live in, in 1978. Who knew then that these were two of the most community minded people one might meet. Buying acreage on the southwest side of Fallbrook, Jim and Barbara developed The Russell Family Farm, growing macadamia nuts, persimmons, gourds and other crops. Jim’s macadamia drying equipment also dries his persimmon crop.

Commitment to their new hometown was immediate. Jim became active and was elected to serve on the Fallbrook Community Planning Group. To date, he has served the community for 28 years, many as president of the group. His contributions extend beyond Fallbrook, serving on the board of directors of the Paralyzed Veterans of America(PVA), which has 34 chapters across the U.S. and in Puerto Rico. He is also on the Cal-Diego Chapter’s Board. In his capacity with the San Diego chapter, he manages sports shooting programs for the National Veterans Wheelchair Games, the largest wheelchair sports event in the world sponsored by PVA and the VA. He also serves as a board member of the San Diego County Farm Bureau and as president of the California Macadamia Society. Additionally, he is a founding

member of the Fallbrook Art Center, awarded Volunteer of the Year by S.D. County in 1996, Citizen of the Year by the Fallbrook Chamber of Commerce in 1998, Veteran of the Year by Cal-Diego PVA, 2001, and Citizens Leadership Award by the American Planning Association for 2006. All the while, they were involved

in the Fallbrook Garden Club. Barbara, a retired school teacher, ably served as president of the club for two years, in addition to other offices. She mentored many new members, and steered the group through their well-known Flower Show, which is held every two years. Jim still assists with Garden Club audio-visual and, as a very talented gourd artist,

has conducted a three-day gourd art workshop for club members. Barbara passed away in 2013 and is sorely missed by family and friends. The Garden Club and Save Our Forest feel that the Russell family has made a tremendous contribution locally and nationally, bringing honor to the community of Fallbrook.

One arrest made in probation compliance checks on May 21 Debbie Ramsey Managing Editor

T h e F a l l b r o o k S h e r i f f ’s substation has reported that one arrest was made in a probation compliance operation conducted Thursday, May 21, from 6 p.m. to midnight. According to Sgt. Patrick Yates, Miguel Munoz, 26, was arrested for a probation violation and battery. Yates said the Fallbrook Crime Suppression Team and detectives from the Sheriff ’s Fallbrook Substation conducted compliance checks on nine Fallbrook residents. “All of the compliance checks were done on known offenders and AB-109 (Assembly Bill 109) early release probationers,” said Yates. “Those targeted were identified through crime and intelligence

Vintage Car Show turns golden from A-1 At the show, Mrs. Kathleen Stiles was honored. Her husband, the late Paul Stiles, was the founder of the Fallbrook Vintage Car Club.

She spoke to those in attendance about the beginning years when a small group of men gathered together to share their interest in

automobiles and develop a show that would produce funds for the needy people in Fallbrook. Stiles also said how “proud and impressed” her husband would be if he were alive to witness the expansion of the car club into the large social and charitable organization that is today. The team of hard-working car club volunteers that planned this year’s show began back in October making strategic decisions. Cochairmen Mike McGuire and Doug Allen recruited approximately 20 people to service on their committee in various capacities.

The committee worked diligently throughout the fall, winter and spring seasons in order to bring the car show to fruition at Pala Mesa Resort. The vintage show cars (25 years or older) that were on display ranged from those of the brass era, Model A’s and T’s, to domestic vehicles, stock cars, woodies, hot rods, trucks, motorcycles and even un-restored models that gave all those attending the opportunity to see at least one or two of their own personal favorite set of wheels. Twelve 1965 model vehicles, of various manufacturers, were

selected by the committee from the show car entry list to be the featured cars that represented a cross section of the autos manufactured 50 years ago, the same year the first Vintage Car Show was held in Fallbrook. Work of Ivy High photographers enroute to the big show

“Giving the Evil Eye” by Sonia Hernandez Debbie Ramsey Managing Editor Art talent is steadily developing in Fallbrook and it’s not just in the adult sector of society. Fifty-five students in the Ivy High School photography program will have their work represented in this year’s San Diego County Fair at Del Mar from June 5 to July 5. The theme of the 2015 fair is “A Celebration of World’s Fairs and Balboa Park.” Ivy High photography teacher D. Bodhi Smith said he was transporting a total of 88 student photographs on May 19 to submit for the competitive event. “Our students have done very well at the fair in previous years,” said Smith. “It’s great to see them do so well.” This year, Smith said, 33 students submitted two entries each and 22 entered one each. The photography program, now in its third year, has evolved and become articulated with Palomar College. “ T h i s s p r i n g , M r. S m i t h articulated the class with Palomar College which allows Ivy’s photography students to earn college credit for our class,” said Ivy High School principal Melissa Marovich.

Smith, who is a professional photographer, gives the students as many opportunities as possible and shares his expertise with them in various techniques. “In three years, our Digital Photography classes have grown to allow Ivy High students the opportunity to explore art and master the industry standard editing technology skills and software,” said Marovich. “I teach them how to use programs like [Adobe] Photoshop and Lightroom because that’s what I use as a professional photographer,” said Smith. “They learn about luminosity layers, brightness, and contrast layers. We study dodging and burning (lightening and darkening parts of an image) to emphasize a subject, noise reduction (sharpening) for landscape photos, and spot removal, to reduce imperfections in a photo.” For Marovich, the students’ growth in the art of photography is satisfying. “They are really doing amazing work,” she said. Warning: Salmonella outbreak linked to raw fish or sushi

SAN DIEGO COUNTY – Seven San Diego residents and two visitors to the county have been diagnosed with infections with Salmonella Paratyphi B after eating raw fish or sushi, the County Health and Human Services Agency (HHSA) announced today, Friday, May 22. The nine cases are part of a multistate outbreak of Salmonella Paratyphi B variant L(+) tartrate(+), which, according to the Centers for Disease Control and Prevention (CDC)has sickened 53 people in nine states. There have been no deaths, but ten people have been hospitalized. Most of the people who have gotten sick people live in or recently traveled to the southwestern United States. Investigations by CDC, HHSA and several other local and state health departments have not conclusively identified a food source, but nearly all of ill people interviewed reported eating sushi containing raw fish in the week before becoming ill. Many of these people reported eating spicy tuna sushi.

“Anyone with Salmonella symptoms such as nausea, diarrhea, fever and abdominal cramping, especially after recently eating raw ground tuna, should seek medical attention,” said Dr. Wilma Wooten, County public health officer. “Healthcare providers are advised to get stool cultures from patients who have diarrhea and fever.” The CDC estimates that various Salmonella strains cause one million illnesses in the United States each year, with 19,000 hospitalizations and 380 deaths. Illness from Salmonella lasts about four to seven days and most people recover without treatment. Although Salmonella is not common in raw fish, consumption of raw or undercooked meats and seafood can cause foodborne illnesses including Salmonella. The most common sources of infection are undercooked poultry,

eggs and meat. Pet birds, turtles and reptiles can also transmit Salmonella. To prevent illness, wash your hands thoroughly with soap and water prior to preparing or eating food and after using the bathroom. Salmonella can be killed by cooking foods to an internal temperature of 165°F. People at higher risk for serious foodborne illness should not eat raw fish or raw shellfish, regardless of an ongoing outbreak. These groups include: children younger than 5 years; adults older than 65 years; pregnant women; people with weakened immune systems; people with low acid levels in the stomach. Live Oak holds Leadership Day FALLBROOK – On April 30, Live Oak Elementary (LOE) opened its doors and invited guests from within the school district and surrounding community to share in its first Leadership Day. The Leadership Day gave students and staff an opportunity to showcase the transformation in the school’s culture inspired by the Leader in Me process. Over 100 students played active roles as greeters, speakers, guides, and performers that day. Prior to the event, students created posters, hand-made invitations, and produced academic work linked to the principles of the Leader in Me 7 Habits for Happy Kids. When the 100+ guests arrived, they were treated to a dynamic display of the empowerment of students as leaders. After being welcomed by students with a firm handshake and a clear, wellspoken greeting, guests gathered

in the multi-purpose room to hear articulate speeches – also written and delivered by students – about how the 7 habits have affected them. The presentations were followed by a tour of the school. Inspirational signs and artwork celebrating the 7 habits decorated the entire campus. Student work displays throughout the school demonstrated creativity and academic rigor blending the precepts of the Leader in Me with college and career ready learning goals. The energy and “can do” spirit at Live Oak was palpable and contagious. Graduating “with honors” is the sign of a student who has made the most of their time at SDSU, enjoying transformational experiences and preparing them

for a successful future, whether they are joining the workforce or exploring an advanced degree. Local students graduating with honors from SDSU include Krista Sather, who received a degree in hospitality and tourism management and graduated cum laude, and Janeva Sandoval, who received a degree in nursing and also graduated cum laude. The graduates are also Fallbrook High School alumni.

Based on a 4.0 GPA scale, the distinction of summa cum laude is awarded to undergraduate students with an average of at least 3.8; magna cum laude is awarded to undergraduate students with an average of at least 3.65; and cum laude is awarded to undergraduate students with an average of at least 3.5. The Bonsall Unified School District will be utilizing the myON digital library as a pilot program for a summer reading initiative. A 4-0 BUSD board vote April 22, with Erin English absent, authorized a memorandum of understanding between the school district

and myON. “It’s a digital format that kids can get on to,” said BUSD superintendent Justin Cunningham. “This is an online program that has thousands and thousands of selections for the kids to go with at their Lexile levels.” The Bonsall district utilizes a Lexile comprehension metric. myON has an interactive digital

library of more than 8,000 books oriented for pre-kindergarten through 12th-grade levels. The interactive program allows students to read and also to engage with digital texts. “The good part is that it can all be done online,” Cunningham said. The pilot program is free; the approximate cost of on-site professional development is $2,000.

Fallbrook Hospital is Celebrating 55 Years of Passionate Service to the Community!

Over the past 55 years Fallbrook Hospital Auxiliary is extremely proud of the many services it has provided to the community:  1959 - 2015 Total Volunteer Hours 1,179,760.  Blood Bank Drives started in 1964. Held 4 times a year. To date in 2015, we have collected approximately 8,000 pints of blood.  Our Free Courier Service started in 1986. We have taken patients to their doctor appointments in private cars and our wheelchair van. To date, we have provided 76,000 rides.  Our Scholarship Program started in 1965, for students in the Fallbrook area going into the medical field. Our first year we gave one student $200. In 2015, we have come a long way We are giving and dividing $72,000 among 16 students. Now You Know Why We Are Proud of Having Served Fallbrook for 55 Years! Mellano named 2014 Farmer of the Year Bob Vice given Service Award

ESCONDIDO – Michael Anthony Mellano, Ph.D., vice president of production for Mellano & Company, a third generation cut flower production and distribution operation in San Luis Rey Valley has been named the 2014 Farmer of the Year by the San Diego County Farm Bureau. He joined the family business in 1988 after graduating from University of California, Riverside. From grad school, Mellano returned to Mellano & Company and worked alongside five other family members to build the business. Today, the heart of the operation is 375 acres in the San Luis Rey Valley where Mellano oversees plant production, while Mellano & Co continues to run the wholesale Los Angeles Flower Market originally begun by Giovanni Mellano, and wholesale markets in Carlsbad and Las Vegas. Mellano & Co also oversees farm

operations and harvests flowers at the Carlsbad Flower Fields. M e l l a n o ’s d a y - t o - d a y responsibilities are significant, given the scope of activities Mellano & Company is involved in, but he’s made it a priority to serve the industry he is part of. “The drive for me is having the opportunity to try and make an impact to something larger and bigger than my own day to day farm activities,” he said. Mellano served as president of the San Diego County Farm Bureau (SDCFB) from May 2009 to May 2011. During his term as president, SDCFB created the San Diego Region Irrigated Lands Group, the San Diego County Water Authority’s Special Agriculture Water Rate was extended for two years, and Farm Tour Day was initiated. He is currently chairman of the California Cut Flower

Commission, member of the USDA Floriculture Initiative Task Force, on the board of directors of the Kee Kitayama Research Foundation, and has served the last six years as the representative to the “Council for Agricultural Research, Extension & Teaching” for the University of California. Mellano has also served as chairman of the California Ornamental Research Federation (CORF), on the UC Davis Environmental Horticulture Department Advisory Committee, and as a grower representative to the USDA-Pacific Area Wide Program for Methyl Bromide Alternatives. He is married to Valerie Mellano, Ph.D. and they have four children: Chris, Joey, Kathleen and Suzanne. Mike Anthony Mellano received his award as Farmer of the Year at the San Diego County Farm Bureau annual meeting and picnic on April 25.

That same day, the San Diego County Farm Bureau Service Award was given to longtime Fallbrook resident Bob Vice. The award is presented to a Farm Bureau member who has made an extraordinary contribution to or on behalf of the organization to the benefit of all members. Vice has given the Farm Bureau his time and resources in extraordinary measure over the past 42 years. In 1972, a neighbor approached Vice to ask if he would travel to the Young Farmers and Ranchers national meeting and return with a report to the Farm Bureau board. “I was busy and wanted to get rid of him, so I said yes,” recalled Vice, “and in the spring he came back to remind me I’d said I would go. I went to the meeting and returned with a report, and was invited to come back to the next board meeting. The next month I was invited to join the board.”

Since then, he has served as a board member, officer, and president of SDCFB, president of California Farm Bureau, American Farm Bureau board member, Irrigated Lands Group board member, and current SDCFB board member. All while maintaining his avocado groves in Fallbrook and Valley Center. Vice said he sees the Farm Bureau as, “a great organization doing a lot of positive things for ag. The first thing I hear from people who are starting to get involved is they’re worried about how much time it will take. I tell them, you’ll get far more out of Farm Bureau than you ever put in, and I still think that’s true today. No matter what work you do or how much time you spend, the rewards will always be greater than you think they will be.”

landscaping. The 6.7-acre parcel has A70 Limited Agriculture zoning and a Semi-Rural SR-1 land use designation. The false tree and equipment will be located along the northern portion of the property. The nursery and horse corrals which currently exist on the property will be retained. The remote radio units will be placed behind the panel antennas to shield their visibility from outside the property, and each panel antenna will be covered with a “sock” looking like a leaf and matching the branches of the false tree. The branches will extend at least two feet past the panel antennas to reduce the antennas’ visibility. The trunk of the false tree will have a heavy bark texture. A concrete masonry unit enclosure 10 1/2 feet high will house equipment cabinets and will be fully enclosed. That enclosure has been designed to appear as an accessory structure and will match the existing accessory structures. An exemption to the 10-foot height limit was granted so that the structure can maximize architectural integration, and the additional six inches for the structure 630 feet from Guajome Lake Road were not considered to create a negative impact. Heating, ventilating, and air conditioning units along with a 30-kilowatt generator will be screened inside a concrete masonry unit wall 10 feet high. The enclosure and wall will be painted a matte earth tone color finish which will match the nearby accessory structures. Landscaping which will include five coast live oak trees and 22 lemonade berry and toyon shrubs will screen the facility and reduce visibility by motorists along Old Colony Road. The facility will be accessed by a private driveway off of Guajome Lake Road. Existing mature trees in the area are between 25 and 50 feet tall. The work will also include approximately 285 feet of utility trenching for telephone, cable, and power lines. The reduction in height from 40 to 35 feet and the landscaping were among the conditions the Bonsall Sponsor Group requested in December 2014 when the sponsor group voted 4-0 to recommend approval of the permit. Radar-enforced 45 mph speed limit on West Lilac Road approved Joe Naiman Village News Correspondent

The San Diego County Board of Supervisors took the first step towards enacting a 45 mph speed limit on West Lilac Road which will be certified for radar enforcement. A 3-0 Board of Supervisors vote May 13, with Greg Cox involved in California Coastal Commission matters and Ron Roberts delayed following a Red Cross event earlier that morning, approved the introduction and first reading of the ordinance for the speed limit and radar enforcement for the 4.4-mile distance from Camino Del Rey to Old Highway 395. The second reading and adoption is expected June 10, in which case the ordinance would become effective July 10 although the county’s Department of Public Works would install signs prior to the enforcement date. “West Lilac Road met the criteria necessary for a 45 mph speed limit and radar enforcement,” said Supervisor Bill Horn. No speed limit had ever been posted on the striped two-lane road which has two-way left turn pockets and varies in width from 26 to 40 feet, although the area around Sullivan Middle School (which now includes Bonsall High School) has an automatic school zone speed limit of 25 mph and some of the curves have posted advisory speeds of 35 mph. The road also has a seven-ton weight limit for trucks or other vehicles not traveling to a destination along the road. West Lilac Road is classified as a Light Collector on the Mobility Element of the county’s general plan. A pair of October 2014 traffic surveys revealed a two-way average daily volume of 2,330 vehicles east of Camino Del Cielo and a westbound average daily volume of 2,125 vehicles west of Old Highway 395. The previous traffic survey was taken in April

2002 and resulted in two-way average daily volumes of 1,890 vehicles east of Camino Del Cielo and 1,610 vehicles west of Old Highway 395. The 21 reported collisions along the roadway during the 70-month period from Jan. 1, 2009, to Oct. 31, 2014, included nine which involved injuries. Most of the collisions took place within the curves, including some in which the driver was exceeding the speed which was safe for conditions. A school zone speed limit can be enforced by radar without a supporting speed survey, but for a non-automatic speed limit to be certified for radar enforcement a speed survey must show that the speed limit is within an adjacent 5 mph increment to the 85th percentile speed. The speed surveys cannot be taken at curves where advisory speeds are posted. A pair of speed surveys were taken in 2002 during a review of the road. The speed survey 300 feet west of Via Ararat Drive had an 85th percentile speed of 44.3 mph with 86.6 percent of drivers traveling within a 10 mph pace of 37-46 mph. The speed survey taken 200 feet west of Camino Del Cielo indicated an 85th percentile speed of 48.8 mph with 70.7 percent of the drivers within a 3948 mph pace. Formal speed limits are generally not posted on roads with traffic under 2,000 vehicles per day, which was the case in 2002. The 2015 traffic volume exceeding 2,000 vehicles led to the decision to formalize a speed limit. The two 2002 locations were used for Feb. 24, 2015 speed surveys. The speed survey 300 feet west of Via Ararat included 113 vehicles which crossed that location between 9:55 a.m. and 11:40 a.m. The 85th percentile speed was 47.9 mph with 72 drivers, or 64.0 percent, traveling within a 39-48 mph pace. The most common speed, with 11 drivers, was 42 mph, while nine drivers

passed the location at 39 mph. The fastest motorists were one driver apiece at 55 mph and 54 mph and seven drivers at 53 mph while the slowest motorists consisted of two drivers traveling 28 mph and two at 32 mph. The average speed was 42.8 mph. The speed survey 200 feet west of Camino del Cielo was taken between noon and 1:15 p.m. and also included 113 drivers. The 85th percentile speed was 46.7 mph with 78 drivers, or 69.0 percent, within the pace of 37-46 mph. The most common speeds were 44 mph with 14 motorists, 43 mph with 13 drivers, and 42 mph with 10 vehicles, and the average speed was 42.0 mph. A driver at 57 mph was the fastest, although the nexthighest speed was from one driver at 53 mph. One driver made 28 mph the lowest speed while three vehicles traveled at 30 mph. On March 13 the county’s Traffic Advisory Committee unanimously recommended that a 45 mph speed limit be posted and certified for radar enforcement. The Department of Public Works (DPW) has the discretion of where to post speed limit signs; normally those are posted at one-mile increments. Because of the curves and the school zone along West Lilac Road, DPW will likely place the signs at the first opportunity past a curve. DPW will also likely post signs after major intersections so that drivers turning onto the road can be made aware of the speed limit. Periodic speed surveys will be necessary to continue radar certification; DPW typically conducts speed surveys every seven years. “The speed limits on our roads require periodic checks to ensure the limit is appropriate and the road remains eligible for radar use by local authorities and the California Highway Patrol,” Horn said. FPUD land outfall leak detection contract awarded to Pure Technologies Joe Naiman Village News Correspondent

Pure Technologies has been awarded a contract to provide leak detection services for the Fallbrook Public Utility District’s (FPUD’s) land outfall. A 5-0 FPUD board vote April 27 approved the contract for up to $245,000. Pure Technologies will identify air pockets as well as leaks along the 18-mile outfall which runs from FPUD’s water reclamation plant to the Oceanside ocean outfall. “The Fallbrook to Oceanside outfall line is a critical part of our reclaimed water and reclamation program,” said FPUD general manager Brian Brady. “It’s imperative that we maintain the outfall in good operating condition.” The Fallbrook Land Outfall was constructed in 1981 after the Regional Water Quality Control Board required the Fallbrook Sanitary District, which merged with FPUD in 1994, to stop discharging wastewater into Fallbrook Creek. Because of the outfall’s location and depth and because it must remain in service to dispose of unused recycled water, the outfall has never been inspected for structural deterioration. The early detection of leaks and air pockets can identify areas of corrosion before significant structural damage occurs. FPUD prepared a request for proposals (RFP) to complete leak detection of the pipeline and sent the RFP to four firms with expertise in water treatment and supply. Proposals were received from Pure Technologies and from Utility Services Associates. The proposals were reviewed, and after further discussions with Utility Services Associates the Seattle company determined that their approach was unlikely to be successful due to the specifics of the project including the

pipeline’s depth and the lack of appurtenances. Utility Service Associates, which has a contract with FPUD for main line leak survey services, recommended that the district use the Smart Ball technology Pure Technologies proposed for the project. Pure Technologies’ Smart Ball technology is used inside the pipe while Utility Services Associates utilizes an external acoustic approach. The external acoustic approach works better with a higher number of appurtenances such as meters and valves to attach listening devices. The Smart Ball technology is more effective to detect leaks and air pockets in deeper pipelines with limited appurtenances. FPUD staff worked with Pure

Technologies to refine the scope of the project and the contract charges before bringing the proposed contract to the board for approval. The board approval did not include a timeline. “How long it will take will likely depend on some of the permits we have to get from Camp Pendleton and the Naval Weapons Station,” said FPUD assistant general manager Jack Bebee. Bebee expects that the permitting and planning phases will take approximately two months and that the leak detection survey will take approximately one week. “The actual work won’t take very long,” he said. Tree care accidents: When are homeowners liable? FA L L B R O O K – A r e homeowners responsible for tree care-related accidents on their property? Unfortunately, the answer isn’t simple. It depends on several factors, including state law, the circumstances of the accident, and the type of insurance coverage the homeowner and contractor each possess. “Liability is a complicated issue, but even so, there are several steps all homeowners can take to reduce the risk of litigation,” says Tchukki Andersen, BCMA, CTSP* and staff arborist with the TreeCare Industry Association (TCIA). “Tree work can be dangerous, even for experienced professionals, so homeowners should always take extra precautions to ensure their assets are protected.” Learn from three common mistakes that homeowners make: Homeowner mistake #1: Forgetting to verify contracts and credentials Not all tree care companies are trustworthy businesses. Before hiring someone, always ask for current certificates of liability and workers’ compensation insurance. This is a crucial step - if one hires a company without insurance or with inadequate insurance, one may be liable for accidents or injuries, and may have no means for recourse if the property is damaged. Disreputable tree care companies may not have this documentation. Some may even forge these documents or exaggerate their coverage, so it is always a good idea to contact their insurer directly to verify their claims. Next, insist on a signed contract as to cost, dates when work is to be performed, and exactly what is to be done. Reputable tree care companies will have no issue complying with these requests. Public opinion is also important.

Research the company online or check with the Better Business Bureau to see what past customers have to say. This can provide insights that are not always evident on paper. Homeowner mistake #2: Ignoring obvious hazards Even if all the necessary paperwork is in order, one may still be liable for injuries if obvious hazards on the property have been neglected. Helen Jeffers Jones, a Fallbrook resident since 1949, gently and quietly passed away in her daughter’s arms on April 24, 2015. She was 94. Helen had a zest for life. She was vivacious, adventuresome, nurturing, and compassionate. Having been born in Kansas in 1920, her family relocated from Ness City, Kans. to Denver, Colo. when she was 19. It was there that she captured the heart of Wilson Jones. After a short and romantic courtship, they were married in May, 1941. A short time later, Wilson received his commission as Ensign in the Navy and they relocated to San Francisco, Calif., where Helen saw the vast Pacific Ocean for the first time in her life. Wilson and Helen wrote letters to each other daily during the entire two years he was stationed in England during World War II. After the war, they settled in Los Angeles, but were worried about the effect of the thick smog on the health of their two young children. In the late 1940’s, they decided

to move to quiet, clean Fallbrook where the rest of their children were born and raised. In addition to raising four children, they raised goats, chickens, and pigs. They also grew an abundance of semitropical fruit trees: mango, jujube, sapote, pomegranate, cherimoya, pineapple guava, and carob bean, just to name a few. They rehabilitated several acres, created a small lake, and created a resortlike paradise out of degraded farmland. Helen was involved in the Fallbrook Chapter of the Eastern Star, the Fallbrook United Methodist Church, and the Fallbrook Women’s Democratic Club. She was an artist and was a round dance instructor for many years, clear up into her 80’s. She ran several 5K’s when in her 80’s and always placed, even running faster than the 60-70 year-olds. She was never too old to learn something new. She took her first ski lessons at the age of 82. Also in her 80’s, she took up archery, pool, and sailing, which she described as “95 percent boredom and 5 percent sheer terror.” Helen had an amazing sense of humor, and was good-natured and jovial right up to the end. Helen was preceded in death by her husband, Wilson Burdette Jones, in 2000. She is survived by her children; Jeffrey Jones, Jeremy (Jera) Jones Igo, Kerry Jones, and Kasey Jonesrebandt; nine grandchildren, and eight greatgrandchildren with two more on the way. A memorial service will take place at the lake on the family property off of Alvarado on Saturday, June 13 at 11 a.m. Donations can be made in her name to The Fallbrook Adult Day Care, P.O. Box 2155, Fallbrook, CA 92088.

Water main break closes sections of S. Mission Rd. and Fallbrook St.

Workers from Fallbrook Public Utilities District work in the intersection of South Mission Road and Fallbrook Street Monday, May 25 to repair a 12-inch water main break that became noticeable shortly after midnight. Debbie Ramsey Managing Editor Due to the diligent work of Fallbrook Public Utilities District (FPUD) responders, a major water line break in the heart of the South Mission Road and West Fallbrook Street intersection only disrupted traffic for one day, Memorial Day, Monday, May 25. Emergency calls started coming in shortly after midnight, notifying authorities of the break. At the scene, FPUD supervisor Donald Parker said a 12-inch water main had ruptured, leaving a section of town without water. According to FPUD public

information spokesperson, Noelle Denke, “We estimate that we lost approximately 1.5 million gallons of water.” While the crew was working on Monday, Parker said the repair would be done by the end of the day, but due to the water damage to sidewalks (sinking) on the south side of Fallbrook Street, it looked like a daunting task. When morning traffic began on Tuesday, May 26, all the affected roadways were open and patching had been done for the safe travel of vehicles and pedestrians. But more work will continue to be done. “Our crews will be going back

Five arrested during probation check, officers find woman had just given birth in drug flophouse Debbie Ramsey Managing Editor

When Sheriff’s officers with the Fallbrook substation conducted probation compliance checks on Saturday, May 23, they ended up arresting five individuals and finding a woman who had just given birth to a baby girl, without medical assistance, in a drug flophouse. San Diego County Sheriff’s Fallbrook substation Crime Suppression Team, detectives, and probation officers conducted compliance checks that day on 12 Fallbrook residents. All of the compliance checks were on early-release probationers and those on formal probation who were identified through crime and intelligence analysis as likely to re-offend. During the checks, four suspects, Victor Reyes, 25; Pasqual Perez, 21; Julias Keeler, 31; and Roberto Baltazar, 20, were arrested for probation violations. Guadalupe (27) was arrested for being in possession of drug paraphernalia. At one compliance check of a chronic, drug flop-house in

the 500 block of Ammunition Road, a woman had just given birth to a baby girl. The mother, a drug user, with recent arrests for drug-related offenses, gave birth in the home with neither a doctor nor midwife present and disposed of the afterbirth in the trash. Paramedics were called to medically evaluate the infant. The mother and baby were driven by ambulance to Palomar Hospital for further evaluation. Hospital staff estimated the baby to be between 12 and 15 hours old. Once cleared by the hospital, the baby will be released into foster care. The Sheriff’s Department and Child Protective Services are investigating the welfare of the child and considering criminal charges against the mother. After completing the compliance checks, the deputies and probation officers conducted a directed patrol in the Fallbrook area where 15 field interviews were written on potential criminal subjects. Fallbrook Football Camp open to incoming eighth graders and all high school students FALLBROOK – Fallbrook Tomahawk Football Camp will begin Monday, June 8 at Fallbrook High School and is open this year to all high school students and 2015-2016 eighth graders. Run by Fallbrook Football Boosters, Inc., and coached by many of the high school football coaches, including head varsity coach, Kyle Williams, this camp has traditionally been mandatory for all freshman through senior football players planning to play in the fall. In an effort to recruit new players at the high school as well as beginning to assist Fallbrook Pop Warner in preparing their players for the high school program, the camp has opened its doors to the public. Because this camp is designed to be a non-contact techniques and conditioning camp with a weightlifting component for ninth through twelfth graders, it is helpful for the novice to gain an introduction to the sport and determine whether they may like to play the coming season. And of course, it assists the experienced player to prepare for the season. Since the camp is non-contact, there is no need for equipment other than football cleats, athletic shorts, and a shirt. So there is little investment other than the registration fee of $250 which can be paid in one payment at the beginning of camp or in three installments. Camp will run Mondays through Thursdays. Depending on the level of experience and age, the campers will participate in the mornings from 7:30 to 10:30 a.m. or afternoons from 4:30 to 6:30 p.m. Camp dates are June 8 – July 16. Nine Warriors placed on boy’s lacrosse all-league teams FALLBROOK – The Fallbrook High School boy’s lacrosse team completed the regular season with a 4-2 record in Valley League play, which gave the team second place in league standings. At league meetings held May 18, Valley League coaches selected nine Fallbrook players as having earned All Valley League

They all have worked hard in the off-season to better their skills and it is great for them to reap the benefits of it. Sandoval has made 990 saves during his career at FHS and earned Second Team All-Avocado League last year. He will be attending NCAA D2 North Greenville University on a scholarship in the fall of 2015. “Our program has been very fortunate to have had Matthew between the pipes the past four years, he is a special player and will do great things at NGU,” said Morgan Mattecheck leads the Warrior offense heading into playoffs with a program record 87 points which includes 55 goals, 32 assists, and 73 ground balls. “Isaac was our workhorse this season; he played roughly 80 percent of the game and rarely left the field. I’m proud of the obstacles he has overcome to help make this season special for our program,” said Morgan. Walker Moran is the teams’ number one defender and is always assigned the opposing teams’ top offensive player. He has amassed

48 ground balls, two goals, and two assists this season. Morgan described Moran’s role on the team as “being an integral part of our chances to gain possessions on 50-50 ground balls. Walker does his best work between the offensive and defensive boxes, clearing the ball and giving our offense more opportunities to possess the ball and score.” Chalut is the Warriors first freshman to receive All-League honors and currently has 34 goals, and one assist this season. “Nathan is the product of hard work and determination, he is easily the smallest player on the field at all times but I have never let him think his size is a disadvantage,” said Morgan. “His role on the team was to play within himself and use his strengths to get himself scoring opportunities. Nathan has a very strong complement of players that aided in his success but Nathan has a Lacrosse IQ that I haven’t seen from a Fallbrook freshman in a long time, if he commits himself to the weight room in the off season, the sky is the limit for Nathan.” The two Second Team AllValley League performers attack man Painter and midfielder Mangio were both major contributors to the team as well. Painter missed half the season due to recovering from a torn ACL suffered in the offseason. He was a Second Team All-Avocado league selection last year and finished the regular season with 23 goals, 10 assists. Mangio was an All-Avocado League Honorable mention last

season and finished the regular season 36 goals, 18 assists. “Chris and Cortland have had to overcome a lot of obstacles the past couple of years, I am glad that they have been able to end their high school careers on a very positive note,” said Morgan. Mangio will continue playing Lacrosse at the next level and be attending NCAA D2 Norte Dame de Namur University in Belmont, Calif. Warrior seniors Kuran and King also earned All-Valley League Honorable mention this season. Kuran was the Warriors primary defensive-midfielder and King was a close defender for the Warriors. Freshman Tyler Jenkins was also chosen All-Valley Honorable mention this spring. “This has been a very special season for our program and great for our players and program to receive this recognition,” said Morgan. Morgan also said the team appreciated the assistance of FHS athletic director Pat Walker, athletics secretary Shar Larsen, and facilities secretary Cheryl Wheeler for giving FHS students opportunities to develop in the off-season through programs run through FHS. “Our athletic department at FHS has been extremely supportive and this success is a credit to their faith in me as a coach and commitment to my goals to keep my studentathletes playing year round,” said Morgan.

Warrior girls win sixth consecutive Southern California Youth Rugby championship Joe Naiman Village News Correspondent Fallbrook High School’s girls rugby club won its sixth consecutive Southern California Youth Rugby under-18 championship May 2 in Long Beach. “Pretty neat to be doing that,” said Fallbrook co-coach Marin Pinnell. The Warriors won the title with a 59-14 victory over the Carsonbased South Bay team. “Although the forwards weren’t necessarily scoring, they were opening up the field,” Pinnell said. The championship tournament was preceded by the SCYR league season. Fallbrook won all four of its games, earning the top seed for the post-season competition. Fourth-seeded Fullerton traveled to Potter Junior High School for the April 25 semifinal match. Fallbrook defeated the Lions by

an 87-7 score. “The girls played really well. They came out firing from the beginning. They played their game plan,” Pinnell said. Ten of Fallbrook’s 15 tries were scored by backs while the Warrior forwards accounted for the other five tries. “The forwards were really doing their work opening up the field for the backs,” Pinnell said. The April 25 competition at Potter also involved an under-15 semifinal match. A 60-10 victory over the Camarillo-based Rising Eagles team advanced Fallbrook to the finals. “It was probably the best game they’ve played the entire season,” Pinnell said. Pinnell cited forward Arrielle Munsinger as the Warriors’ primary standout in the win against the Rising Eagles. Both the under-18 and the under-15 championship games were played at Cal State University,

Long Beach. Fallbrook’s under-18 girls held a 35-0 halftime lead against second-seeded South Bay, allowing the Warrior substitutes to see significant action during the second 35-minute half, and the Spartans’ second try wasn’t scored until the game’s final minute. “We had some pretty standout players,” Pinnell said. The Fallbrook standouts included fly half Kayla Canett, scrum half Alex Beckett, and forward Jenny Smidt. The under-15 Warriors also faced South Bay. The Spartans leveraged a 12-0 halftime lead into a 17-0 victory at Fallbrook’s expense. “They definitely developed some good skills,” Pinnell said of the under-15 Warriors. Lenaway beats Harrison in finals, Lopez in semifinals for league tennis singles championship Joe Naiman Village News Correspondent

Fallbrook High School not only hosted the Valley League individual tennis tournament May 11-13 at the Fallbrook Tennis Club but also had both singles finalists and three of the four singles semifinalists. Riley Lenaway won the league singles title May 13 with a 6-0, 6-2 victory in the finals over fellow sophomore Declan Harrison. In the semifinals, Lenaway won a 6-1, 6-1 match against junior John David Lopez. “I was very happy for him,” said Fallbrook coach Bill Lenaway. All league singles and doubles semifinalists qualified for the following week’s CIF tournament at the Barnes Tennis Center in San Diego, as did the quarterfinal singles and doubles losers who recovered by winning the playoff games for fifth place. Max Alperstein and Casey Eich, both Fallbrook sophomores in their first year of tennis, captured the fifthplace position and the final Valley League doubles berth in the CIF tournament. “We did wonderfully,” Bill Lenaway said. “To have five of nine players on our team going into CIF, I think that was great.” In dual matches, each school fields three singles players and three doubles tandems. In the league tournament, each school is allowed up to four singles players and four doubles teams. Fallbrook did not utilize a fourth singles player or doubles team. “I have only nine players, so that’s all we can do,” Lenaway said. Mission Vista and Oceanside do not have boys tennis, so the Valley League has four teams. Ramona won the Valley League team title with a 6-0 record in league dual matches while Fallbrook’s 3-3 record placed the Warriors second. Ramona and Fallbrook closed out the regular season against each other April 28 on the Riviera Oaks courts in Ramona; the 13-5 Ramona victory included Bulldogs freshman Brandan Ruland winning all three of his sets to complete league play undefeated. Ruland would have been the top seed in the league tournament,

but two days before the league tournament began he broke a knuckle on his right hand in a nontennis accident and was unable to participate in the tournament. “I was actually kind of hoping Riley would get to play him again,” Bill Lenaway said. Riley Lenaway was given the league tournament’s top seed; Harrison was seeded second; Ramona senior Adam Mazzola was the third seed, and Orange Glen junior Tin Phan had fourthseed status. Had the Valley League consisted of five or six teams, singles and doubles play would have consisted of five rounds apiece and the tournament would have been a four-day event. The four-team league allowed for four rounds of play and eliminated the need to play May 14, when rain would have imperiled play that day and the following day. The first two singles rounds were played May 11, the first two doubles rounds took place May 12, and the semifinals and finals for both singles and doubles were contested May 13. Because Fallbrook did not have a fourth doubles team, only 15 doubles tandems participated in the league tournament and topseeded Jonathan Glassell and Joseph Stehly from Valley Center had a first-round bye. Ruland’s absence left Ramona as well as Fallbrook with only three singles players, so Lenaway and Harrison were both given first-round byes. Lopez began singles play with a 6-0, 6-0 victory against Valley Center sophomore Mark Villalobos. That earned Lopez a quarterfinal match against Phan. Lopez took a 6-4 victory in the first set, but Phan prevailed in the 6-3 second set. If the players split the first two sets, a tiebreaking game to 10 points is played. Lopez won the tiebreaking game by a 10-8 score to advance to the semifinals

Harrison followed his firstround bye with a 6-0, 6-1 victory against Valley Center sophomore Ty Ashworth. The winner of the tiebreaking game must not only score at least 10 points but must also win by two points, and Harrison’s final point made the score 11-9 in his favor. Ashworth was the eventual winner of the playoff for fifth place. Alperstein and Eich were seeded fourth among doubles tandems and were scheduled for a first-round match, but an Orange Glen injury default advanced the Fallbrook duo to the quarterfinals without any play. Fallbrook freshman Brett Johnson and Stephen Shedd faced Ramona’s Eric Taft and Josh McDonald in the first round and were on the losing end of the 6-2, 6-1 match. The third Fallbrook doubles team, sophomore Erik Garcia and freshman Drew Mings, lost a 6-3, 6-2 contest to Valley Center freshmen Alek Archipov and A.J. Zamora. Alperstein and Eich faced Ramona seniors Chandler Mackenzie and Tyler Webb in the quarterfinals. Alperstein and Eich won the 6-4 first set, but Mackenzie and Webb countered with a 6-3 victory to force the tiebreaking game they won by a 10-0 margin. Alperstein and Eich began the playoff for fifth place with an 8-5 win against Ramona players Chris Cook and Alessio Macias before capturing the fifthplace game against Archipov and Zamora. “It was a good day, a good tournament,” Bill Lenaway said. fundraising. A school may not receive a California Casualty Thomas R. Brown Athletics Grant two years in a row. Bonsall High School opened in August 2014 with ninth-graders only. The CIF San Diego Section’s Board of Managers also had an April 22 meeting and unanimously voted to approve CIF membership for Bonsall High School. The Legionnaires are expected to field boys and girls cross-country, girls and boys golf, girls and boys tennis, girls volleyball, and boys and girls soccer during 2015-16, when the school will have ninthgrade and tenth-grade students and Bonsall High School will be in the Apollo League. The Bonsall school district’s project-based learning program included the 2013-14 eighth-grade students selecting a proposed nickname for the new high school and providing a presentation to the school board justifying that nickname. The nickname Legionnaires was chosen because of legionnaires’ traits including discipline, training, and working together. “That’s what we want to build this high school,” Cunningham said.

Bonsall High School’s athletic program will be supplemented by a $1,000 California Casualty Thomas R. Brown Athletics Grant. A 4-0 Bonsall Unified School District board vote April 22, with Erin English absent, accepted the grant for the high school athletics program which will begin in Fall 2015. “Every little bit helps. Athletics are expensive,” said BUSD superintendent Justin Cunningham. The California Casualty Thomas R. Brown Athletics Grant was established to provide support for public high school sports programs which have been negatively impacted by reduced budgets. (Thomas R. Brown is the grandson of California Casualty founder Carl Brown.) The competitive grant program offers awards of $1,000 to $3,000. The grant award money must be used to subsidize public school sports programs. The purchase of equipment and competition travel costs are eligible expenses. The grant money cannot be used for construction projects, individual student awards, or organizations whose primary purposes is

The California Education Code and other state regulations prevent certain types of food or beverages from being sold in public schools during school hours, although the after-school exemption allows for concession sales at sporting events or other extracurricular activities. The Bonsall Unified School District voted to clarify its policy regarding food and beverages at special events, including expenditures spent on such items. A 4-0 BUSD board vote April 22, with Erin English absent, approved a resolution which allows the district to provide meals and refreshments at special events for the purpose of encouraging attendance and creating an overall favorable impression of the district and of public schools. “It’s pretty much aligning things and tightening up the regulation,”

said BUSD superintendent Justin Cunningham. “It’s really lining up with current Ed code.” Cunningham noted that the special events covered by the policy include recognition of retiring employees, teacher of the year ceremonies, and other honors of individuals. “You could have refreshments,” he said. The district won’t spend more
