Local New law requires drivers to give bicyclists more room “Three Feet for Safety Act” became effective Sept. 16 SACRAMENTO – The California Department of Motor Vehicles (DMV) is alerting drivers about a new law that requires them to give bicyclists, traveling in the same direction, three feet of clearance when passing. The “Three Feet for Safety Act” takes effect Sept. 16. According to the new law (AB1371, Bradford), signed by Governor Edmund G. Brown, Jr. on Sept. 23, 2013, if traffic or roadway conditions prevent motorists from giving cyclists three feet of space, drivers must “slow to a speed that is reasonable and prudent” and only pass when a cyclist will not be in danger. Violations are punishable by a $35 fine. Motorists who collide with cyclists and injure them while violating the Three Feet for Safety Act can be subject to a $220 fine. Under the previous law, a vehicle was simply required to pass to the left at a “safe distance.” Each year in California, more

than 100 people are killed and hundreds of thousands more are injured in bicycle collisions. Some bicycle related crashes are connected to the bicyclist’s behavior, while others are due to the motorist’s lack of attention. Bicycle riders on public roads have the same rights and responsibilities as motorists, and are subject to the same rules and regulations. Refer to the California Driver Handbook to become familiar with these rules. Motorists must look carefully for bicyclists before turning left or right, merging into bicycle lanes, and opening doors next to moving traffic. Motorists must respect the right-of-way of bicyclists because they are entitled to share the road with them. California is among 24 states that require motorists to give bicyclists three feet of clearance while passing, according to the National Conference of State Legislatures.

FALLBROOK – Soroptimist International of Fallbrook is currently accepting applications for two scholarship awards: $500 Violet Richardson Award and $1000 Live Your Dream Award. The Violet Richardson Award program recognizes young women ages between 14 and 17 who volunteer in the community to make the world a better place. The $500 cash grant is awarded in honor of the winner to her volunteer organization. The Live Your Dream Award is a $1,000 cash award given to a motivated woman who is the primary

financial supporter of her family. The recipient of the award seeks to improve her life by gaining additional skills, training or education, but does not have the resources to do so. The award is meant to offset any costs associated with the recipient’s efforts to attain higher education, including tuition, books, supplies, child care or transportation costs. The Soroptimist Live Your Dream Awards is the signature project of Soroptimist International of the Americas. Soroptimist International of Fallbrook is one of nearly 1,400

Opinion End of session action on the Second Amendment

Assemblymember Marie Waldron Assembly District 75 (R) For those of us who support Second Amendment rights, the legislative scorecard in Sacramento has been on the negative side for years. Fortunately, this year’s results were more positive. As many of you know, Senate Bill 53, introduced last year by Senator Kevin De Leon (D – Los Angeles), sought to impose a licensing requirement for ammunition purchases. SB 53 passed the Senate with overwhelming support from the Democrat majority and was forwarded to the Assembly. As in the Senate, the bill seemed destined

for final Assembly approval. It easily passed the Appropriations Committee, and, despite my “no” vote, also passed the Public Safety Committee. However, I was pleasantly surprised when SB 53 failed to pass in a final Assembly floor vote on Aug. 30. While that was one victory for the Second Amendment, we still have work to do. Assembly Bill 1014, introduced by Nancy Skinner (D – Berkeley), received final legislative approval on Aug. 29 and has been submitted to the Governor for his signature. This bill weakens constitutional guarantees governing private property rights and establishes new regulations regarding the confiscation of firearms. As a strong Second Amendment rights advocate, I will continue to oppose all legislation that undermines the right to keep and bear arms, one of our most fundamental civil rights.

Since the club specializes in minerals and not faceted stones, the club has put these gemstones up for auction through Heritage Auctions in Dallas, Texas. earlier in the year,” said Sheriff’s Sgt. Patrick Yates. “We always examine the statistics and look for trends so that we can address them.” Out of the 10 crime categories listed in the report, the greater Fallbrook area only had decreases in two areas: rape and larceny/theft with the loss being under $400 in value. Percentage increases in some categories vary greatly when it comes to Fallbrook, due to the

small number of those crimes. Understanding that, Fallbrook had one homicide in the first half of 2013 and two in the same time period this year; statistically, that reflects a 100 percent increase. In the 2013 time period used for comparison, eight rapes were recorded; in the 2014 period, seven were reported, reflecting a 12.5 percent decrease. Categories with higher incidents that are significant to note include aggravated assault, burglary, grand theft (larceny over $400 in value), and vehicle theft. Aggravated assault rose 20

percent in the first half of 2014, with 55 cases. In 2013, that number was 45. “An example of aggravated assault would be a fight with greater potential for injury, people punching each other, possibly with a weapon involved,” said Yates. Burglaries, overall, increased 54 percent this year versus last. Residential burglaries were up 21 percent (73 this year; 60 last year). “This equates to one more every two weeks,” said Yates. “These crimes are generally committed by the same people and they go until they are caught. All it takes is for one guy to get out a jail who is supporting a drug habit. One person in that situation can be very prolific and do one or two

burglaries a week.” Non-residential burglaries (such as vehicle and commercial burglaries) skyrocketed 105 percent (76 this year; 37 last year). “We knew we would see a spike in this category,” said Yates. “We had one offender that was responsible for 20 of those burglaries. He was arrested in the spring.” “We also had a rash of vehicle thefts and burglaries as a result of a group of suspects that came from out of the area and were focusing on Fallbrook,” he added. While thefts under $400 in merchandise value went down eight percent (from 117 to 108), those over $400 in value escalated 66 percent (94 this year; 65

last year). Vehicle theft increased by almost 70 percent in the first half of 2014 with 44 cases compared to 26 in that time period for 2013. “Again, this is some out-of-town groups targeting Fallbrook; we have had some significant arrests in this area, but the investigation is ongoing,” said Yates. In San Diego County, only four cities/towns posted increases in crime in this report. Fallbrook and Coronado reflected increases of 27 percent each, followed by Lemon Grove at 13 percent, and the San Diego Harbor jurisdiction area with 10 percent.

James Moy, a representative for the Fallbrook CNA Facility Bargaining Council, presented the board with an open letter that had been given to Community Health Services CEO Kapua Conley, calling for the reinstatement of services. Moy stated that the nurses raised several issues and concerns that came with the closure of labor and delivery. “Without an Ob/Gyn doctor, there are certain procedures we cannot do, such as an emergency C-section,” said Moy. “For many

of those patients, there is an overlap of time between procedures that can be performed here and when patients can’t safely be transferred legally.” Moy stated these issues were raised during the bargaining session, but no answers were given. Moy also said the hospital’s directors had acted with an “outrageous cavalier attitude.” “Without a dedicated nursery, newborn infants would have to be resuscitated in the same room as their upset mother,” continued Moy. “[Fallbrook Hospital] has an Ob/Gyn nurse to act as a resource, and they are transferred with patients that can be transferred, leaving the unit with no coverage.” In a statement issued by Fallbrook Hospital Corporation (Community Health Systems) after this meeting, administrators addressed and clarified the decision to suspend the labor and delivery services, and detailed how they will handle those patients that seek assistance locally. “The safety of our patients is our highest priority in making decisions about the care we provide. The number of women delivering babies at Fallbrook Hospital has steadily declined in recent years, reflecting smaller numbers of childbearing age women in our community. As the birth rate has declined, so, too, has the number of obstetricians on our medical staff. Currently, only two obstetrician/gynecologists serve on our medical staff.” “Our process around suspending this service was thoughtful and thorough. We developed our plan to suspend OB services in cooperation with the California Department of Public Health and Fallbrook Healthcare District to ensure they had no concerns. We notified our OB nurses and physicians of the pending change and reviewed our transition plan, giving all an opportunity to provide input. Each obstetric registered nurse was individually asked, but none offered suggestions for the plan.” “We follow national standards of care and staff our ER in accordance with Title 22 guidelines which do not require an OB-trained resource nurse. Physicians and staff in our ER are trained to safely manage any patient who presents in active labor. Equipment to screen and assess mothers and/or newborns is available in our hospital including Doppler, ultrasound, and infant warmers. This is consistent with many U.S. hospitals that don’t offer active obstetric programs.” “Because our hospital has not had a neonatal intensive care unit, we have historically stabilized and transferred any high risk patients in cooperation with the Rady Children’s Hospital Emergency Transport team (CHET). CHET has both neonatal and pediatric advanced life support teams who are dispatched based on the patient’s condition. We will continue to use this affiliation when needed.” Healthcare agencies interested in providing services in Fallbrook have submitted proposals to the Fallbrook Healthcare District and those are currently under consideration.

Don’t get in a rush when barbecuing chicken Debbie Ramsey Managing Editor Barbecued chicken is one of the many favorites Californians enjoy year-round, but is one of the meat choices that is tricky to have turn out perfectly. When brushed with barbecue sauce too early in the process, barbecued chicken will burn easily. The element of sugar (or honey) in the sauce and fatty skin makes keeping flames at bay difficult. The ideal result is chicken that is done (no pink), but juicy, with a

slightly flamed exterior, but not incinerated. Top grill chefs concur that the secret to nicely barbecued on-thebone chicken is not rushing the process. First, this means simply season the chicken first and put it on the grill on a low heat setting for an extended cooking time. Second, resist the urge to apply the barbecue sauce until the last few minutes of cooking. With a maintained temperature of between 230 and 250 degrees, there should not be any need to

(Not recommended for boneless, skinless chicken breasts) When the chicken tests done, then begin basting it with the chosen sauce. The sauce should appear to be “glazed” on the chicken in about five minutes. Some like to turn the flame up a

bit at this point so a few licks of flames can sizzle the edges for a perfect end result. At this time, one should constantly monitor the process and be prepared to douse flames as needed. Two very different recipes are noted below.

½ cup finely chopped yellow onion 2 teaspoons minced garlic 1 cup ketchup ½ cup lemon-lime soda (not diet) ¼ cup fresh lemon juice ¼ cup packed golden brown sugar 2 tablespoons whole-grain mustard

ingredients and stir to combine. Bring the sauce to a simmer, reduce the heat to low, and cook until slightly thickened, 10 to 15 minutes, stirring often.

*Recipe suitable for four whole chicken legs (cut into thighs and drumsticks)

Rachel Ray’s Honey-Mustard and Red Onion Barbecued Chicken

Instructions: 1. Dry rub: In a small bowl mix the rub ingredients. Sprinkle the rub evenly all over the chicken pieces.

Dry rub: 2 teaspoons smoked paprika 2 teaspoons kosher salt Finely grated zest of 1 lemon ½ teaspoon granulated garlic ½ teaspoon freshly ground black pepper

Preparation: Pre-heat grill pan or grill over medium-high heat. Pour two tablespoons vegetable oil into a small saucepan over medium heat. Add red onions and sauté for 3 to 5 minutes. Add vinegar and reduce by half, about 1 to 2 minutes, or longer, if necessary. Add brown sugar and cook one minute to incorporate. Whisk in broth and honey mustard, allspice and curry. Bring sauce to a bubble and reduce heat to lowest setting. Coat chicken with a drizzle of oil and salt and pepper, to taste. Place chicken on hot grill and cook 4 to 5 minutes, then turn. Baste chicken liberally with sauce and cook another 4 to 5 minutes. Turn once again and baste. Cook 2 to 3 minutes more to cook through. Transfer chicken to a platter and serve.

Freaney and Presto friends to perform at library FALLBROOK – A special concert will be given by Robert Freaney and Presto friends on Sept. 28 at 2 p.m. at Fallbrook Library, 124 S. Mission Rd. The Presto piano group was established seven

years ago by a group of master class piano students studying at Palomar College. Since 2007, Presto has met every month at a member’s San Diego home to perform classical

piano repertoire for their fellow associates. All levels of pianists are welcome to Presto. Members’ ages range from 19 to 102, with talents ranging from beginners to doctors with music degrees.

Although there are professional musicians and piano teachers attending the meetings, most Presto members work in very different professions, practicing the classical repertoire in their spare time. All

Warrior gridders persevere in 55-52 victory Joe Naiman Village News Correspondent F a l l b r o o k H i g h S c h o o l ’s football team improved its season record to 3-0 Sept. 12, but not before being thoroughly tested by a La Jolla High School squad which forced the Warriors to score a final-minute touchdown to take the lead and then make a final-play pass deflection to secure the 55-52 victory in Fallbrook. “Greatest high school football game I’ve ever seen. Our boys showed great toughness and resiliency, for they battled back from an early 13-0 deficit. The players never lost their composure throughout the game as we had to continue to answer their scores so we could stay in the game,” said Fallbrook head coach Kyle Williams. Fallbrook’s previous victories had been by 42-18 and 55-0 margins. The Vikings’ 52 points was the most scored against Fallbrook in a non-league game since a Helix team with future National Football League players Reggie Bush and Alex Smith defeated Fallbrook by a 55-21 score in the Warriors’ 2001 opener. “Never was it ever really a breakdown in coverage. We kind of lost the match up battles,” Williams said of allowing 52 points. “Their offense posed some match up problems. They had some real tall receivers.” One of those La Jolla receivers is 6’3” Brandon Bonham, who caught four touchdown passes from La Jolla quarterback Collin Rugg. “He just continued to out jump us and he made some miraculous plays,” Williams said. Rugg threw for seven touchdowns. His 570 yards passing in the game is exceeded in CIF San Diego Section history only by the 597 yards El Capitan quarterback Tanner Rust gained through the air in the Vaqueros’ 48-14 road win against Santana in 2007. “Our pressure wasn’t getting to the quarterback like we hoped it would,” Williams said. Williams, his assistant coaches, and the Fallbrook players responded by replacing the pressure with a zone defense. “It did result in a couple of stops in the second half, and ultimately that was all we really needed,” Williams s a i d . “ We k n e w that our offense was going to continue to score.” The Vikings took their 13-0 lead on 80-yard and 25-yard touchdown passes. The conversion kick attempt for the second touchdown was unsuccessful. Fallbrook’s special teams unit also caused the Vikings to miss a third-quarter field goal attempt. “We’ve been very successful on special teams. That’s

kicks gave the Warriors their first lead of the game at 21-20. A sixyard touchdown pass to close out second-quarter scoring gave the Vikings a 27-21 halftime cushion. Acosta’s third touchdown of the game gained two yards into the end zone, and R o b e r s o n ’s k i c k once again gave the Wa r r i o r s a l e a d . Rugg’s 37-yard pass to Bonham put the Vikings on the high end of the 33-28 score, although the two-point pass attempt for the conversion was unsuccessful. F a l l b r o o k regained the lead when Enrique Barreto ran 54 yards for a touchdown, and although the extra point attempt was unsuccessful an 80-yard touchdown run by Roberto Ramirez and Roberson’s kick gave Fallbrook a 41-33 lead entering the fourth quarter. Rugg’s seven-yard pass to Bonham brought the Vikings to within two points, although the conversion pass attempt to tie the game failed. La Jolla’s only rushing touchdown of the game, a five-yard play with Joseph Vang carrying the ball, gave the Vikings a 45-41 lead. The conversion run attempt was stopped, which was La Jolla’s fourth unsuccessful conversion effort of the game. “For us to win by three that’s really what made the difference,”

Williams said. The Warriors took a 48-45 advantage on Olivo’s one-yard touchdown run and Roberson’s extra point. Rugg connected with Bonham for a 77-yard score, and the kick gave the Vikings a 52-48 lead. On Fallbrook’s ensuing possession James Nicholas crossed the end zone with 44 seconds remaining to conclude a 29-yard run, and Roberson kicked the extra point. Rugg tried a “Hail Mary” pass on the final play, but Fallbrook’s Trevor Rainwater knocked the ball out of the receiver’s hands. “We played one play at a time and never worried about the outcome. This is why we were able to ultimately win the game,” Williams said. “What we preach and what we practice is that we never worry about the outcome of the game,” Williams said. “I think our kids had their first real opportunity to work these kind of thinking skills.” Williams noted that the mental priorities were the result of a long-term plan. “We’ve done a lot with our kids. Last year was about changing the culture,” he said. “This year we’re a much calmer football team.” The focus on each specific play rather than the ultimate outcome led to a preferred ultimate outcome. “We were just worried about playing one play at a time and eventually we were able to win a game because of it,” Williams said. “We never intended on giving up 52 points,” Williams said. “They still won the game, and that’s the ultimate goal.”

Warrior gridders shut out Conquistadors at Serra Joe Naiman Village News Correspondent Fallbrook High School’s football team obtained its first shutout win since 2008 by defeating Serra High School on the Conquistadors’ field Sept. 5. The Warriors’ 55-0 victory over Serra included eight touchdowns, two takeaways and no turnovers, five sacks, and a defense which held the Conquistadors to 50 total yards, including three in the second half, and four first downs. “The kids were extremely focused,” said Fallbrook head coach Kyle Williams. Serra won last year ’s City League championship and had a 7-3 regular-season record prior to a first-round playoff loss. “We overwhelmed a very experienced football team. We executed at an extremely high level on both sides of the ball,” Williams said. Fallbrook opened its season Aug. 29 with a 42-18 home win over University City in which the Warriors led 42-6 at halftime but were outscored 12-0 in the second half. After that game, Williams and his staff emphasized having the team play hard in the second half as well as the first half. “They did that, so we were pleased,” Williams said. “We were excited to see our kids come out and play for the full 48 minutes.” The Warriors had a 20-0 halftime

lead against Serra before scoring 21 points in the first 10 minutes of the third quarter and an additional two touchdowns after the running clock was activated for the game’s final 14 minutes. Fallbrook began the game with a 71-yard drive consuming nine plays and concluding with Roberto Ramirez gaining the final four yards for the touchdown. Parker Roberson followed with the kick for the extra point. The Conquistadors were held without a first down on their first three offensive plays of the game. Fallbrook took possession at midfield, and after an initial first down the Warriors were faced with fourth down and two yards needed for a first down. Bryce Olivo ran for the necessary yardage, and on the twelfth play of the drive Ramirez ran six yards for the score. Roberson’s kick increased Fallbrook’s lead to 14-0 and concluded first-period scoring. The game’s only second-quarter score began after Sierra Arteaga intercepted a pass at the Warrior 33. Fallbrook’s offense gained six yards on the first two plays before Ramirez broke away for a 61-yard touchdown run. Injuries on Fallbrook’s special teams unit led to Williams’ decision to try for a two-point conversion, although the Warriors were unsuccessful. Roberson was successful on all seven of his extra-point attempts,

Olivo ran one yard into the end zone to cap an eight-play, 50yard drive which opened scoring in the second half. Fallbrook’s defense held the Conquistadors without a first down on the ensuing possession, and the Warriors responded with a six-play, 30-yard scoring drive in which Stephen Branham’s two-yard touchdown run preceded Roberson’s extra point. Branham, who as a center in 2013 earned Avocado East League offensive first team recognition, has been moved to fullback for his senior year. Although initial fundraising for this project began as early as 2010, at a “Wild Game Dinner” hosted by Sam and Ann Logan and attended by many community members, the press box project became a reality in September of 2012. It was when Fallbrook resident, Mr. John Ransbury of Complete Tenant Improvements, stepped in and volunteered his time as general contractor that the project became a reality. The Fallbrook Football Boosters, Inc. facilitated the

project and assisted Mr. Ransbury with additional volunteer labor and donations of materials. The County of San Diego Supervisors were also instrumental in this project with a grant of $20,000 dollars. Although Mr. Ransbury and many community volunteers were able to complete a major portion of the construction, the project was completed by Erickson-Hall, the contractor hired for the Ivy High School renovation. Many school and community activities will benefit from the completed press box. It will remain as a long-standing symbol of pride for many years. All are invited to come see for themselves what a difference a community collaboration can accomplish!

CWA approves professional services contracts Joe Naiman Village News Correspondent The San Diego County Water Authority has contracted with four firms for construction management and in-plant inspection support services for various SDCWA capital improvement projects. A unanimous CWA board vote May 22 approved professional services contracts to Simon Wong Engineering for $4 million, Richard Brady and Associates for $2.5 million, and Nolte Associates for $2.5 million for construction management support services while authorizing a professional services contract for up to $3 million with On-Site Technical Services for in-plant and field inspection support services as needed. The construction management support services contracts are for five years and the in-plant and field inspection support services contract is for three years. The CWA’s scheduled projects through 2019 which may require contract staffing include the relining of the Second Aqueduct pipelines due to the State Route 76 construction, the San Luis Rey River mitigation site, the Pipeline 4 Moosa Canyon Thrust

Restraint, and the rehabilitation of the Fallbrook 4/Rainbow 5 and Rainbow 7 flow control facilities. The CWA staff and board felt that building project-specific teams using a blend of consultants and CWA staff would be preferable to soliciting independent requests for proposals. The contracts will allow the CWA to meet needs such as claim support services, electrical and instrumentation support, tunneling expertise, geotechnical support, mitigation biologists, welding inspection, and stormwater environmental expertise. The contracts will also ensure support for emergency repair projects, which require immediate staffing to minimize shutdown times and return service to the CWA’s member agencies as soon as possible. The in-plant and field inspection support services will include certified welding

inspectors, rotating equipment, large-diameter valve specialists, and electronics inspection. T h e C WA a d v e r t i s e d t h e professional services contracts for bid on March 18. Six firms submitted proposals for the construction management support services contracts and three companies responded to the solicitation for in-plant and field inspection support services. CWA staff reviewed the proposals and invited the applicants to participate in interviews. The selections were made based on past experience in performing similar work, comprehensive understanding of project needs, and a proposed scope of services demonstrating the ability to meet anticipated and unanticipated needs. The Warriors also proved that they can win close games as well as lopsided ones. “Now we know that we can win in any type of battle,” Williams said. “We’re just fortunate that we were on the winning side of it,” Williams said. “A game like this can help to define the rest of the season. In order to have a special season we need to win games like this sometimes.” The last time the Warriors scored at least 50 points in consecutive games was in 1953, when Fallbrook defeated Brown Military at home by a 52-0 score and prevailed in a road game against Mountain Empire by a 51-0 margin. Those two wins contributed to Fallbrook’s 4-0 Southern League record which gave the Warriors the league championship that year. “Our kids have worked really hard and we’re trying to bring pride back to the program and to the school and to the team,” Williams said. “For the fans it was an exciting football game for them to watch,” Williams said of the home win over La Jolla. “I don’t think I would have wanted it to go any other way. Our kids were tested, and they answered the call.”

William Larry Knibbe, born Sept. 10, 1939, died Sept. 10,

2014. A Fallbrook resident for 21 years, Larry served in the Navy and retired from So. Cal Edison as a nuclear instrument technician July 1, 1999. He is survived by his wife, Cathy (Van Nostrand) Knibbe; daughters Carrie and husband Tom Lapsansky, Rene and husband Tim Chinn; stepson Ray and wife Annie Axtt; brothers Jerry (Joan) Knibbe and Doug (Laura) Knibbe; nine grandchildren and seven great-grandchildren. He was a good-hearted person, always ready to help a friend or stranger. He and his abnormal sense of humor will be missed by all who knew him.

Richard “Rich” Codling passed away September 8, 2014 in Paso Robles, Calif. Rich was

raised in Downey, Calif. and attended Downey High School. He purchased 20 acres in Fallbrook and started an avocado nursery. He continued to purchase land and develop avocado groves from 1972 to 2004. For the past 10 years he has lived in Paso Robles with his wife Eileen and extended family. A Memorial Service was held on September 11, 2014 at Creston Community Church. Rich is survived by his wife Eileen; son Jeff Codling of San Diego, and daughter Nicole Jakubauskas of Blaine, Wash. along with extended family and 13 grandchildren. He was much loved and respected. He will be missed.

Robert (Bob) L. Klar passed away on September 8, 2014, at the age of 91. Robert was born in Groten, S.D. in 1923 and raised in Huron, S.D. During WWII he enlisted in the Navy Air Force and became Lt J.G. pilot/navigator. After the war he attended Huron College and the University of Minnesota to earn a degree in mechanical engineering. He is survived by his wife Joan; his sister Betty; and his

children Joanie Klar-Bruce, Jeanne Burroughs, Beverly Sherman and Scott Klar; seven grandchildren, and three great-grandchildren. He was preceded in death by his daughter Barbara Hochrein. The Klar family resided in South Dakota and Minnesota where he was employed by Honeywell Inc. In 1962, they were transferred to Glendora, Calif. and resided there for 28 years. In 1990, he retired and they relocated to Fallbrook, Calif. Robert and Joan were members of Zion Lutheran Church. He was interned at Miramar National Cemetery on September 11; there will be a memorial service on September 30 at Zion Lutheran Church at 11 a.m., 1405 E. Fallbrook St., Fallbrook, CA 92028. Bob will be deeply missed and remembered for being such a gentle, sweet man with a great sense of humor. Memorial donations may be sent to Zion Lutheran Church and School in Fallbrook.

Education BWC supports restoration of Bonsall Schoolhouse

to Desiree Burkhart, president of the Bonsall Education Foundation, for the continued restoration of the Bonsall Schoolhouse. This latest gift from the BWC brings their total donation for the

schoolhouse to $74,000 this year. The exterior of the schoolhouse is the next phase of the restoration. Due to the lead in the old paint, the process will involve extensive lead abatement, wood repair,

BWC to learn about plant-based meals BONSALL – The Bonsall Woman’s Club (BWC) will meet on Thursday, Oct. 2 and hear a program by Karen Houghton, RN, BSN, of Naturally Gourmet. Houghton’s presentation will feature simple plant based recipes that are healthy and delicious as she teaches healthy cooking. Her cookbook will be available for sale at the meeting. DUI crash injures three adults and baby

CHP says, “This was not an accident; it was 100 percent preventable” Debbie Ramsey Managing Editor The California Highway Patrol (CHP) has released information regarding a crash caused by a Fallbrook man who was driving under the influence that resulted in three adults and a baby being injured Saturday night, Sept. 13 on South Mission Road. According to CHP public information officer Jim Bettencourt, Manuel Palma Vazquez, 42, of Fallbrook was driving a 1999 Ford Expedition on South Mission Road near Baja Mission Road at about 11:25 p.m. that night when he crossed the center line and crashed head-on into a 2000 Ford Mustang. The Mustang was being driven by a 36-year-old Fallbrook man who had three passengers in the vehicle with him, a 42-year-old female, a 72-year-old female, and a 10-month-old baby girl. The intoxicated driver sustained only a laceration to his thumb. “ Va z q u e z r e f u s e d m e d i c a l treatment,” said Bettencourt, therefore he was immediate taken into custody and charged with felony driving under the influence, causing great bodily injury. The driver of the Mustang sustained multiple broken bones and a laceration to his left hand. He was transported to Palomar Medical Center. The 42-year-old female passenger, also a resident of Fallbrook, was taken to Sharp Hospital via medical helicopter with multiple broken bones and lacerations to her head. The 72-year-old female passenger sustained abdominal trauma and lacerations to her left leg. She was transported to Palomar Medical Center. The 10-month-old baby girl (first reported to be younger), appeared to have sustained a broken leg. According to Bettencourt, the driver and all passengers in the Mustang were properly restrained, including the baby being in an infant car seat. Bettencourt classified the incident as “a pretty significant crash” that all victims have survived as of this writing and reflected on the many innocent people affected by a driver choosing to drink and drive. “I want to emphasize to people – please don’t drink and drive; their actions don’t just affect them,” said Bettencourt. “Felony DUI is a big thing; look at all the people this affected; this little baby that has to suffer.” “It’s so frustrating as an officer to have to respond to these crashes because the individual who is under the influence does not realize the extent of what just occurred,” he continued. “Usually a person is so under the influence they don’t realize how their life and those they affected are going to change forever.”

FALLBROOK PUBLIC UTILITY DISTRICT DECLARATION OF WATER SHORTAGE CONDITION Effective immediately, the Board of Directors of the Fallbrook Public Utility District has declared a LEVEL 2 WATER SHORTAGE ALERT CONDITION. This level applies when the San Diego County Water Authority notifies its member agencies that due to cutbacks caused by water shortages or other reduction in supplies, a consumer demand reduction of up to 20 percent is required in order to have sufficient supplies available to meet anticipated demands. WATER SHORTAGE RESPONSE LEVEL 2 – WATER SHORTAGE ALERT CONDITION During a Level 2 Water Shortage Alert Condition, all persons using District water shall comply with Normal and Level 1 Water Shortage Watch water conservation practices during a Level 2 Water Shortage Alert, and shall also comply with the following additional conservation measures: 1. During the months of June through October, limit residential and commercial landscape irrigation to no more than three (3) assigned days per week on a schedule established by the General Manager and posted by the Fallbrook Public Utility District. During the months of November through May, landscape irrigation is limited to no more than once per week on a schedule established by the General Manager and posted by the Fallbrook Public Utility District. During extreme Santa Ana conditions (temperature > 80 and easterly winds > 20 mph), one additional day per week of watering is allowed. This section shall not apply to commercial growers or nurseries. This provision does not apply to landscape irrigation systems using water efficient devices, including but not limited to: weather based controllers, drip/micro-irrigation systems and stream rotor sprinklers. 2. Real Estate & Home and Garden Remembering Great Local real estate market ends summer selling season Britain’s Princess Diana with price increases original asking prices. The average August selling price was nearly 10 percent lower than the original asking price. E n t e r i n g S e p t e m b e r, t h e residential inventory dropped to 316 properties. Based on August results, the market currently has more than a six-month supply of homes. During August, 50 homes here came off the market, bringing the number of homes in escrow up to 75 properties. The average asking price of those in escrow dropped to $578,000. The average time on the market for homes that sold here rose to 70 days after holding at less than two months for most of this year. The average elapsed time of those in escrow was 50 days while those still on the market rose to 86 days. Two properties sold for more than a million dollars and six properties priced at this end of the market entered escrow after averaging 50 days on the market. Another 70 high-end homes were in the active inventory, 22 in Bonsall. Meanwhile, four condominiums sold in August, two in each community, with an average price of $246,000. They averaged 60 days on the market. Five more were in escrow and 11 were active listings, eight in Fallbrook. Kalman noted that 18 percent of the August transactions were for cash, averaging 56 days on the market; meanwhile, 18 percent of those sold were under VA/

FALLBROOK – Prices in the Fallbrook and Bonsall real estate markets improved in August after two months of sagging results, Jerry Kalman, a Realtor® with HomeSmart Real Estate, reported last week. Comparing August real estate activity in Bonsall and Fallbrook with prior periods, the average selling price of $559,000 was six percent higher than July and 13 percent better than August 2013, bucking a dismal regional trend. Sales volume here dropped 33 percent from August 2013 and 17 percent below July of this year, a typical decline for the season. Joe Naiman Village News Correspondent The Vista Palomar Riders group uses its Cuyamaca Camp Out at Rancho Cuyamaca State Park as its annual major fundraiser, and five Vista Palomar Riders members attended an Aug. 22 meeting in Lakeside regarding concerns about ensuring that the equestrian group camping areas remain available for equestrians. Vista Palomar Riders secretary Marilee Lowe attended the meeting and brought petitions back for signatures by members of the Bonsall-based equestrian group as well as by members of the Fallbrook Pony Club of which Lowe is also a member. “I just want these people who are making the laws to understand what they’re doing,” Lowe said. The meeting, which drew approximately 75 people, was the first meeting of the equestrian community in response to concerns about the opening of Los Vaqueros Group Horse Camp and Green Valley Horse Camp to non-equestrian users. The Los Caballos Horse Camp in Rancho Cuyamaca State Park was established in 1951 as a way station/camp on the California Riding and Hiking Trail, and in 1972 it was relocated and rebuilt. The 45-corral Los Vaqueros Group Horse Camp opened in 1961 to provide a gathering area for equestrian clubs or groups to camp together. In the early 1980s, an equestrian campground at Merigan Trailhead i n D e s c a n s o a t t h e p a r k ’s southern edge was designed, but construction costs and opposition from the Descanso community caused the plan to be abandoned. The October 2003 Cedar Fire burned most of Rancho Cuyamaca State Park. Los Caballos suffered minimal damage – the only structure which burned was a restroom – but Kumeyaay Indians requested that the camp remain closed and the California Department of Parks and Recreation closed the camp, rerouted some trails, and removed all of the buildings and corrals without significant consultation with the equestrian community or a plan to construct a replacement. The Cuyamaca Equestrian Association was formed in 2004 to work with the California Department of Parks and

Recreation and represent the equestrian groups and individuals impacted by Los Caballos. Discussion about an equivalent camp in the same general area led to proposed sites which turned out not to be feasible for size, terrain, road access, or cultural reasons. In May 2011, a loop of Green Valley Campground was modified into Green Valley Horse Camp, which has 14 sites. Although the state parks department installed corrals and made some campground improvements, the facility was not designed as an equestrian camp and large stock trailers with living quarters have trouble accessing the site which also has limited access from the campground to the park’s trail system and a limited amount of flat ground to set up a camp. Rancho Cuyamaca State Park began the process of a new general plan in 2012, and an Equestrian Stakeholders Committee was established to help determine policy concerning trail use, access, and camping. In July 2014, members of the committee were made aware of two issues affecting Green Valley and Los Vaqueros. The equestrian community had tolerated occasional nonequestrian groups reserving Los Vaqueros for activities such as fundraisers or Native American group gatherings, but reservations by non-equestrian groups were becoming more frequent. Non-equestrian campers were also utilizing Green Valley sites, which created potential safety and liability concerns due to dogs or children who do not understand the dangers of horses, and the presence of “toy hauler” trailers often used to transport off-road vehicles has reduced the number of sites which can accommodate larger horse trailers.

District superintendent Dan Falat told a group of stakeholders led by Peggy Martin that the camps were open to anyone who wanted to reserve them. Lowe once boarded her horse at Faubus Farms in Bonsall, which closed in April after the 62-acre facility was taken by eminent domain as part of the process to widen State Route 76. “Listening to this was like dealing with Caltrans when they closed Faubus Farms,” Lowe said. This year the Cuyamaca Camp Out took place July 10-14. In 2013, the Vista Palomar Riders held their fundraiser in August. “It’s a tough deal,” Lowe said. “We can’t get the dates that we want.” The Cuyamaca Equestrian Association and the Backcountry Horsemen of California’s San Diego Unit are leading the efforts. The non-equestrian Paso Picacho group camp has also been closed since the Cedar Fire, so Los Vaqueros is the only group camp for equestrians or others in Rancho Cuyamaca State Park and the equestrian interests have expressed a willingness to allow non-equestrian groups to reserve Los Vaqueros until Paso Picacho is re-opened if the equestrian groups are subsequently guaranteed exclusive use, or at least first opportunity with the camp being opened to non-equestrian groups if no equestrian group has reserved the site less than two months before the camping date. The equestrians are also willing to allow non-equestrian campers at Green Valley Horse Camp if the non-equestrian Green Valley areas and Paso Picacho are both full. Army Corps of Engineers waits on draft BEI regarding Moosa Creek Mitigation Bank Joe Naiman Village News Correspondent The future San Luis Rey Mitigation Bank in Morro Hills received approvals in August from both the Regional Water Quality Control Board (RWQCB) and the Army Corps of Engineers. The RWQCB voted 5-0 Aug. 13, with Eric Anderson absent and one vacancy on the board, to approve the Clean Water Act Section 401 certification, a water quality certification which includes the establishment of conditions to return approximately 53.84 acres of agriculture farmland and modified river channel to streambed and riparian habitat. The Army Corps of Engineers issued a Banking Enabling Instrument (BEI), which approves the area as a mitigation bank, on Aug. 21. “The project before you today provides a great opportunity for restoration of the San Luis R e y R i v e r, ” s a i d RW Q C B environmental scientist Alan Monji. A mitigation bank allows developers of property elsewhere to purchase mitigation credits which would fulfill those projects’ off-site mitigation requirements. RWQCB staff considered project need, project alternatives, and avoiding and minimizing impacts

in its decision to recommend the Section 401 permit. The San Luis Rey River streambed within the project boundaries has been channelized and the adjacent floodplain was filled to accommodate agricultural production. Wildlands, Inc. will create, operate, and maintain the San Luis Rey Mitigation Bank which will re-establish, rehabilitate, and permanently protect approximately 45.25 acres of riparian wetland waters and 8.59 acres of riparian floodplain and upland buffer habitats in the San Luis Rey streambed and banks. The property on which the project will occur totals 56.54 acres. The mitigation bank project will remove approximately 684,000 cubic yards of fill material from agricultural fields within the riverbed, excavate the restoration areas down to match adjacent riverbed and floodplain elevations, and plant native wetland riparian plants. The soil removed from the wetland restoration area will be transported to adjacent agricultural fields for re-use at various sites. After the soil is graded to approved specifications, those sites will be returned to agricultural use. RMWD-Caltrans agree on sewer line work Cost to Rainbow likely over $2.5 million Joe Naiman Village News Correspondent The Rainbow Municipal Water District approved an updated agreement with the California Department of Transportation for the utility relocation and resizing of the sewer line between Sweetgrass Lane and Gird Road. Rainbow will be responsible for $2,558,858 of the cost if contingency and inspection expenses match what the district has budgeted. Caltrans will contribute $800,000 towards the sewer work and will also pay for the water line relocation. Rainbow’s board

approved the modified agreement Aug. 26 on a 5-0 vote. Rainbow had a water line easement prior to the construction of the existing Highway 76 alignment, so Caltrans will cover the entire cost of relocating Rainbow’s water line. Rainbow did not have prior sewer line rights. Rainbow will utilize the replacement opportunity to upgrade the sewer line diameter from 12 inches to 18 inches. Hauser will discuss “Apple trees for Hot Climates and the Tropics” and will be lecturing on apple culture for a warm climate, including suitable varieties, planting, training, fertilizing, thinning, and harvesting, as well as culinary uses of different varieties. He will also provide an informative look into the world of how apples are grown in the tropics, with zero chilling hours

and seasons governed by rainfall, not temperature or day length. Hauser is an amateur pomologist who specializes in growing apples in hot climates and the tropics. He grows over 100 varieties of apples at his home in Riverside, Calif. and is the author of “Growing Apples in the City: Growing Apples in a Warm Climate.” The North County Chapter of CRFG, a non-profit educational group, holds meetings once per month and has a variety of educational and social events throughout the year. director of entitlement and compliance for Wildlands, Inc., expects the work to restore the area to begin in December and be complete in March. “There are clearances they need to do first before they can actually sell credits,” said Army Corps of Engineers senior project manager Shanti Santulli. The sales of the mitigation credits will fund an endowment which will maintain the San Luis Rey Mitigation Bank. Santulli is also the project manager of the proposed Moosa Creek Mitigation Bank in Bonsall which would replace the San Luis Rey Downs golf course. Moosa Creek, LLC, had an option to purchase the land from the Vessels family, but the partnership withdrew the option and San Luis Rey Enterprises, LLC, which is also the land owner, will be the sponsor of the Banking Enabling Instrument (BEI). Santulli said that the Army Corps of Engineers is awaiting the draft BEI from San Luis Rey Enterprises, LLC, which is working with Conservation Land Group, Inc., and that the Army Corps of Engineers will begin the review process after the draft BEI is received. which Rainbow would reimburse Caltrans for the relocation and re-sizing of a sewer line between Sweetgrass Road and Gird Road. Under that agreement Rainbow would reimburse Caltrans an estimated $13,920,000 over a three-year period. Jack Griffith cast the dissenting vote due to his disagreement that the district is required to pay the full amount to Caltrans. The $13,920,000 figure was based on an engineer’s estimate which did not take into account synergies such as heavy equipment already being on the site and road work being performed regardless of the relocation. Caltrans released the bid package for the widening work April 28, and the bids included subtotals for approximately 350 items including labor and overhead for each item as well as materials and other expenses. Bids were opened June 19, and Ames Construction of Corona submitted the low bid at $75.2 million. Caltrans reviewed the bid to ensure that Ames Construction and the subcontractors could perform each of the tasks for the prices submitted and that the bid met the 10 percent disadvantaged business enterprise requirement. After Caltrans and Ames Construction finalized the contract documents, a notice to proceed was issued August 18. The breakdown of separate items provided an actual cost of $2,885,964 not including contingency or inspection. “The Caltrans contract was a great relief,” said Rainbow general manager Tom Kennedy. “It’s definitely a major savings for the ratepayers.” The reimbursement agreement allows all work to be performed by a single contractor. Ames Construction or a subcontractor will perform the work, while Rainbow will provide inspection oversight. Rainbow will make annual payments to Caltrans. The agreement for Caltrans to provide $800,000 towards the sewer replacement resulted in a construction cost of $2,085,964 for Rainbow. Rainbow staff felt that a 15 percent contingency, or $312,894, would be appropriate due to the fast-paced nature of the project and the potential for construction change orders. The inspection costs added $160,000 to the budgeted amount. The agreement is for the first of two Caltrans phases and does not cover a sewer line adjacent to Live Oak Creek Bridge.
