Hamilton K-8 Fall Festival whistling in Oct. 21 Tony Ault TAULT@REEDERMEDIA.COM
The pumpkins are being painted by children, corn stalks stacked and brightly colored leaves arranged that will decorate the playgrounds for the Hamilton K-8 Fall Festival coming Saturday, Oct. 21, at 57550 Mitchell Road in Anza. The fun and fundraiser for the school, sponsored in part by Anza Electric Cooperative, will be held 11 a.m. to 2 p.m. Local vendors and service organizations will join the Anza K-8 Parent Teachers Association in offering visitors the opportunity to enjoy food, fun, games and entertainment for children and adults at the special event. Parents and local businesses are busy putting together theme gift baskets that will be raffled off to the highest bidder while the Hamilton K-8 band is practicing for the event. The children have painted pumpkins that will also be offered to parents for donations. The pumpkins were painted and
decorated by the students in all the different classes. No carving was permitted for safety reasons. New this year will be a dance show put on by the children in Kim Thompson’s dancing classes. Also, the festival will be held in the kindergarten play area instead of the sports field this year. Catalina Lopez from the school said the children appreciated Anza Electric Cooperative and their $500 sponsorship donation to help put on the festival. She said interested vendors are still welcome to check in with the school for the festival. Last year, almost every parent and relative of the children attending the school arrived to support the Hamilton PTA and the many events they offer to help the school and its students through the year. More guests are expected at this year’s festival. Call the school (951) 763-1840, ext. 208, for more information about the 2017 Hamilton K-8 Fall Festival.
Hamilton School kindergartener Victoria Pierce, 5, daughter of Ericka Pierce proudly points to one of her classes’ pumpkin decorating project for the 2016 Fall Festival. Each school class decorated pumpkins that were up for auction at the Festival. Miss Bishop and Miss Grant are the school kindergarten teachers. Parents who bid the highest for the class pumpkins received the decorated pumpkins and book that would help encourage them start a home library for their children, according to Hamilton K-8 Principal Carol Robilotta. Supervisors set meeting schedule for 2018 RIVERSIDE – Riverside County supervisors approved their 2018 schedule, designating days on which no meetings will be held. Incoming Chairman Chuck Washington, who will take over from current Chair John Tavaglione Jan. 1, proposed no board meetings on 19 Tuesdays -- the day of the week when the board is in regular open session. Unlike in previous years, when the supervisors discussed making adjustments to the schedule, Washington’s proposal was unanimously approved without comment. Most of the Tuesdays when no meetings are planned generally
coincide with, or immediately follow, holidays. However, three days will fall during the board’s summer recess in August. A few other days were added to the list to clear supervisors’ calendars in February and April, when legislative conferences are planned, as well as in July in anticipation of the summer slowdown. Washington also called for a suspension of county business around Thanksgiving, Christmas and New Year’s Eve. He left the Tuesday after Memorial Day open for business, which is irregular, but the board may vote next spring to strike the day from
the meeting schedule as it draws closer. Only one meeting has been taken off calendar for June, likely portending another hectic budgetary cycle. The supervisors’ list of planned “dark days” for 2018 include Jan. 2 and 16; Feb. 13 and 20; March 6; April 3 and 17; May 15; July 10 and 24; Aug. 7, 14, and 21; Sept. 4; Oct. 9; Nov. 13, 20, and 27 and Dec. 25. The board had only planned 21 days without meetings for 2017, but they will be up to 23 days by the end of December due to unforeseen circumstances that prompted cancellations.

JURUPA VALLEY, Calif. – Residents who are interested in helping the environment or enjoy composting or recycling can become an outreach volunteer with the Riverside County Department of Waste Resources. Outreach volunteers assist with classes or events by interacting with the public, answering questions on outreach programs and distributing materials. The department said that the ideal volunteer enjoys meeting people, likes to learn new things and is passionate about the environment. The total volunteer commitment is attendance at the two-hour orientation and training meeting and four hours of volunteer time donated each quarter while participating in the program. Opportunities to volunteer at classes and events exist across the entire
county, plus volunteers can select the events, dates and times that work best for them. Outreach volunteers can also choose to attend extra training and to volunteer more hours in order to become certified as a master composter. Once a volunteer reaches master composter status, the volunteer is allowed to teach classes on their own or work with schools and community gardens as a composting mentor. Outreach volunteers are integral to the success of county recycling and composting programs and are recognized by the county annually for their dedication and hours worked. For more information, potential outreach volunteers can visit www. rcwaste.org/volunteer or call (951) 486-3200.

division,” AYSO Regional Commissioner Brooke Blackmore said. “With all of these divisions, players are encouraged and coached to practice touching the ball with their feet and learning the general rules of the game. Ultimately, even without goalies in these divisions, the mission is to score goals. The organization does not keep standings or records of wins and losses as a region. The coaches, players, and parents take care of that aspect.” “The games are a great way for our parents and residents to get out there and cheer our little ones on,” Tesse Benson, a 6U coach, said enthusiastically. “It makes the community stronger!” For the divisions that include the older children, the game is taken a little bit more seriously. Wins are important, but so is the teaching of the dynamics of soccer. The main focus of the upper divisions is teamwork and communication. Player development is one of AYSO’s core philosophies; they take what the children bring to the field and teach them how to use it to the team’s advantage in order to score goals. Games are held at the Hamilton High School baseball field and Hamilton Middle School athletic field. Coaches for the AYSO Region 1641 are Daniel Betts, Playground; Chris Freel, Playground; Brian Linderholm, 6U; Tesse Benson, 6U; Garrett Dunn, 8U; Pam Thrapp, 8U; Don Salazar, 8U; Adil and Brittany Nasseer, 8U; Tara Butchart, 10U; Kelli Hacket, 10U; Vicente Ramirez, 10U; Steve Fichtelman, 10U; Brian Blackmore, 14U; Ashley Markert, 14U; Jenny Villalobos, 14U and Belinda Molloy, 14U. AYSO does not have official sponsors, but the local teams have received donations from many businesses in the community, including Blackmore Electrical, Anza Lions Club, Heritage Well, The Bank of Hemet, Anza Gas, Cali Produce, Anza Electric Cooperative, Circle K, the Boys and Girls Club, Snizzle Leggies, Rubio’s, Kohl’s and Pizza Factory. “Another aspect of support are the donations received from our sister regions in our area,” Blackmore said. “Bags, balls, cones, goal sets, nets... Our region has been well taken care of and completely blessed by the generosity of all of these entities. And, if you really want to get technical, every volunteer that shows up and helps out to provide a world class soccer experience for these kids have given of their time and energy to make a fun and safe sports program work in Anza.” The season began at the first part of August and will end Nov. 11. Games begin 8:15 a.m. and 9:30 a.m. every Saturday depending on the division. The 14U and 10U teams switch game times biweekly, with one group playing early, 8:15 a.m. and 9:30 a.m., and the other division playing late, 10:45 a.m. and noon. Support our Troops finds new home, announces sponsorship details Kim Harris VALLEYEDITOR@REEDERMEDIA.COM
Every year in December, Judy Harter and her crew of jolly elves come together in a show of support for military families through Temecula and the surrounding communities. This year’s Support Our Troops event, scheduled for Sunday, Dec. 3, from 11 a.m. to 2 p.m. promises to be bigger and better than ever, according to Harter. “This year we will be in a hangar at Camp Pendleton,” she explained. “I’m really excited about being on Camp Pendleton, it feels like coming home. It’s just great that they don’t have to come up to us, we get to go to them.” This year, All From The Heart will celebrate its 14th annual Support Our Troops event, bringing together active-duty military families, disabled veterans, community organizers, local businesses and volunteers in a celebration of the Christmas holidays. Each year a group of military families, 30 to be exact, are selected by Family Readiness Officers to www.anzavalleyoutlook.com

receive Christmas gifts, based off a wish list each family member submits, and a free holiday dinner. Each family has a special circumstance such as combat injuries, medical issues or special needs children, just to name a few. For many of the families, this could be their only opportunity to receive Christmas gifts. So, what does it take to make it all happen? Lots and lots of volunteers, and lots and lots of sponsors, said Harter, who is also the founder and president of All From The Heart. Sponsorship opportunities are available at a variety of levels, from sponsoring a family’s Christmas wish list, to shoppers and wrappers and even “hosts” who dedicated their day to spending time with their “family” the day of the event. “We spend $100 on each family member and are honoring 30 active military families this year,” Harter said. “Sponsors can choose the size of the family they wish to honor anywhere from two to eight people.” Harter said it is a privilege to sponsor a family’s holiday shopping list.
“It gives you the opportunity to shop for members of an active military family with a special circumstance,” she said. “They have big stuff going on in their lives and sponsors have the opportunity to make their holidays a little bit brighter.” Sponsors are invited to attend the event and meet the family they sponsor, spending time with each family member, making sure all the family’s needs are met. For those who are looking to be a part of the event, but who may not have the time to spend at Camp Pendleton Dec. 3, they can be part of what Harter calls, “the big surprise.” “It’s something that happens at the end of the event after all the families have opened their gifts,” she explained. “A simple donation of $150 ensures that every child receives a special gift. I can’t tell you what it is, because I don’t want to spoil the surprise, but it is age appropriate and includes the child’s favorite colors or fictional character. We take the time to choose something that they are going to absolutely love.” Harter said there is no limit on

the number of “Big Surprises” sponsors can donate for. Other needs include monetary donations, or donations of services such as face painters, jolly jump and kid’s corner attendants and virtually anything else that can make the party fun for children. “There is no number too small,” Harter said. “We would love you have you attend and participate at any level; Sponsor, shopper and/or

Trump wants states to pay more for infrastructure Harold Pease, Ph.D. SPECIAL TO ANZA VALLEY OUTLOOK President Donald Trump has promised to spend a trillion dollars on infrastructure, but he wants to leverage this money to provide the extra from the states and cities to make their projects possible and not have the federal government pay the whole thing. This way he gets the most bang for the federal buck. Whether Trump understands the Constitution or not, this move leaves infrastructure to the states and cities. He seems to be working toward that end or at least having them pay much more for such, but he is likely to get resistance because they are used to handouts. Three reasons justify his position. Residents are the primary users of what is built, thus they should sustain its cost. Infrastructure, or anything like it, is not listed in Article I, Section 8 as a function of the federal government nor has it been added by way of amendment to the Constitution, and thus, it is entirely a state, county and city function. Finally, the federal government is over $20 trillion in debt, a debt that cannot be paid in a lifetime and even then not without quantitative easement of the currency, the process of inflating existing money. Of course, the argument that the nation has been funding infrastructure for well over a century beginning with the transcontinental railroads after the Civil War, the numerous
construction projects of the President Franklin Roosevelt era and the interstate freeways under President Dwight D. Eisenhower is a powerful argument. Still, since the president went against the Constitution just once in 1869 to help the Union and Central Pacific railroads complete the first transcontinental railroad, and subsequent presidents have justified going against it two more times in 20 years for other transcontinental railroads who expected the same benefits. Every special interest group makes its case based upon what was given previously to others. For this reason, it is almost impossible to cease giving once they began and to get back to the Constitution. When railroad tycoons realized that they could get the federal government to help pay for their developements, ensuring greater profits for them, other tycoons sought and expected the same benefits. James J. Hill of the Great Northern Railroad crossed the continent without federal help, because he did not want federal control, and he proved that, sooner or later, it could be done without federal help and without damage to the Constitution. All of the vast federal infrastructure projects of the 1930s were also not constitutionally based. The federal government had no authority to finance infrastructure projects or job creation. Many also question whether these were absolutely necessary for economic survival. Others, including
myself, believe that they prolonged the Great Depression to 12 years, instead of the usual two to three years, and that it was World War II that ended the Depression, not anything that Roosevelt did. Federal job creation, formerly left entirely to the private sector, is now expected by voters as is the forced retirement plan, Social Security. Two new amendments to the Constitution would have authorized these drastic changes in the distribution of power and the ability to authorize them, but no amendments were even sought. We have had extensive national debt since. Eisenhower, presumably troubled by the stark constitutional departures of his two predecessors, based his extensive interstate freeway infrastructure project on national security. Why not make landing strips for military planes everywhere, available by merely closing down a section of the freeway to public travel as needed? It has never been used for such. It was a brilliant stretch of the Constitution, but national defense is at least a federal government responsibility, since it is empowered “to make rules for the government and regulation of the land and naval forces.” Still, given the cost and that its primary function was to promote interstate travel, in practice it had very little to do with national security. Constitutionalists would have sought other ways of landing of jets, for example, at military air bases or even at

commercial airports. Some have defended these huge constitutional departures by referring to interstate commerce. “The Congress shall have power … to regulate commerce … among the several states,” according to the Constitution. Under the original interpretation, commerce among the states did not begin until goods commenced their final movement from their state of origin to their destination. It was to ensure that states did not impede commerce, the movement of things, by regulation. This interference had been a problem necessitating the Constitutional Convention. Who had authority at the border, more especially when the border was a river and a place for moving commerce, such as the Potomac between Maryland and Virginia? But there was never authority given to create the river or the road? Like postal delivery, which is another itemized federal power, commerce would use existing roads. Now, the states are addicted to federal handouts. Rather than raise state taxes, they instead have become accustomed to seeking a federal Transportation Investment Generating Economic Recovery grant and becoming a federal slave, as long as the federal government does not dry up their federal teat, they do not complain. Fifty years ago they would have resisted losing their independence from the federal government. Now dependent, the states are likely to resist Trump’s measure to be otherwise. Trump wants to stretch federal dollars to provide the extra percent to put the project over the top. Dr. Harold Pease is a syndicated columnist and an expert on the United States Constitution.
