The Anza Friends Uniting Neighbors (F.U.N.) group continues to offer low-cost and free boxes of nutritious food every Thursday afternoon at the Community Hall. Organized totally by volunteers, this band of community helpers unload, unbox, sort, and organize into boxes foodstuffs from cookies, milk, bread, canned goods and snacks to meatloaves, fish filets, beverages and wheels of cheese. The variety of offerings is quite astounding. The event begins early in the week, with Robyn Garrison’s Equal Rights Amendment office acting as a collection point for paid boxes of food. For a large box, the cost is $30, with a smaller box offered at only $15. And the value is apparent. A typical $15 box will have crackers, canned vegetables,

The Santa Fe Hunt club held a clinic at the Garner Cattle Company’s fields, pastures and forests in Garner Valley Sunday, Oct. 22. The club “hunts” or more appropriately, chases, the fox with hounds, horses and riders. The chances are definitely in the fox’s favor and no animal is harmed in the sport. At this clinic, the hounds were not present, but skills were introduced, practiced and honed, in anticipation of the upcoming hunt season that runs from November to April. Basic horsemanship, assessment of the riders’ abilities, safe riding in a group of horses, the ability to traverse uneven Don Parker and his warmblood gelding Manser look forward to getting started at the Santa Fe Hunt clinic at the Garner Cattle Company ranch in Garner Valley Sunday, Oct. 22. Dollar General Store ‘officially’ coming to Anza Tony Ault TAULT@REEDERMEDIA.COM The Community Hall Board of Directors at its Thursday, Oct. 26, meeting “officially” announced that a 16,000-square foot Dollar General Store is coming to the city with construction beginning early next year. The general merchandise store will be built adjacent to the Community Hall on Highway 371 and will be sharing the Halls water well, Noel Donahue, Community Hall board president. The agreement reached between the Community Hall board, Rubicon Design Group for Dollar General, 3rd District Supervisor Chuck Washington and staff, and the Cahuilla Band agreed to a plan that sidesteps a Riverside County prohibition against drilling any new wells in the Santa Margarita River (includes Anza) Watershed until a federal water rights case (U.S. v. Fallbrook Public Utility District)

before the U.S. 9th District Court is adjudicated. Making the construction of the Dollar General possible is the design plan to connect the new business to the established high capacity Community Hall well, which is not considered “new” since the ownership will be maintained by the Hall and partnered by the RDG. Most pleasing and bringing claps and cheers from those attending the board meeting and board members is the agreement by RDG to pay all the costs of connecting the well, repairing and problems with the well including a new pipe casing to replace the aging casing that is rusting out. In addition, the agreement allows for repaving the Halls parking long and adding ADA ramps required by statute and enforced by the county. The cost of the repairs and additions, according to Bill Donahue, who is heading up the needed repairs to the aging

structure for the board, is estimated at $100,000. “It’s a cost we won’t have to pay,” said Donahue. “This is the best news we have ever had.” The Community Hall that was initially built by all community hands is now under regulation by Riverside County with new health and safety standards. Code Enforcement, following numerous inspections, found the aging Hall had many problems that by regulation had to be corrected and by licensed contractors. The board gained a number of grants to help with many of the necessary repairs but still found themselves behind in completing those repairs. The new agreement will help cover the cost of many of those repairs. “There were dozens of hurdles from the County Planning Department to overcome and we needed to make sure there was no issue that might drag us into the water lawsuit,” Donahue said. “RDG reports that a representative of the Tribes has recently contacted

them, expressing their support for this plan. RDG has overcome every other hurdle presented by the Planning Department and has submitted its water study (which they believed to be the final requirement from the County) before receiving County approval to move forward. “Because we are finally at the point where it appears this project will move forward, it is time to make it public.” She said Mike Railey of RDG will be coming to the Nov. 8 Anza Valley Municipal Advisory Council (AVMAC) meeting to answer any questions. “It appears that through cooperation between RDG, the Community Hall Board and Supervisor Chuck Washington’s office, we may finally see a new business built in Anza,” Donahue said. “This will provide jobs in the community and lower costs for products that many residents need.” In other business the board

reported that its $15,000 loan it had taken out for repairs should be paid off by Nov. 1. even though the bank account is still short by $1,100. Board member Donald Seddon noted that someone had nailed signs to the large pine tree in front of the parking lot that serves as the communities Christmas tree, possible endangering it. He said the tree is considered sacred by the neighboring Indian tribe should not have been used as a signpost. The board ordered the sign removed and noted would enforce the rule never to nail anything to the tree or other large old trees along Highway 371 because “they are all considered sacred” by the tribes. The treasurer reported there are currently 147 Community Hall members and discussed membership renewal processes that may soon be improved and tracked by computer systems being designed for the Hall.

The blustery day did not prevent children and parents from attending the Lake Riverside Estates Halloween Fun Show Saturday, Oct. 21, in Lake Riverside. The event centered around the community’s Equestrian Center and featured horse-themed activities for the children. Besides several live horses to meet, there were games, costumes, face painting, pumpkin painting and stickhorse racing. A bake sale provided sweet treats for everyone, and the proceeds were donated to the Lake Riverside Estates Equestrian Committee. The winds were brisk and posed a challenge to the collapsible temporary shelters and lightweight decorations, but the fun prevailed regardless. Children wore their Halloween costumes, and the many cowboys, cowgirls, doctors and even Star Wars characters busily took part in the games and activities. The horses were also decked out in their Halloween finest. One horse was dressed like a cup of Starbucks Frappuccino and another looked like a doughnut with sprinkles. Pumpkin painting was a hit, with colorful jack-o’-lanterns sporting bright red, blue, green, yellow and purple designs. An egg race was held, and a “build a stick horse and race it” competition was a wonderful mess of confusion as

the young jockeys rushed about, much to the delight of adults, parents and siblings. “We had a good time today. It’s great to see people doing more as a community. I hope to see more things like this,” Melissa Bell said, who bought her young son Dylan dressed up in a doctor’s outfit. The attending equestrians competed in a small show of horsemanship, with ribbons dispersed to the winners. But the main focus of the event was on the younger children and the Halloween fun. The bake sale featured fresh desserts, and the extras were auctioned off at the end of the event by organizers Cezanne RyersonJodka and Stacy Kuhns. Hot dogs were supplied and prepared by longtime residents Nyna and Charlie Cheek. LRE Equestrian Committee member Diana Quinlan was not able to attend much of the festivities at the arena, as she was attending the LRE open board meeting that morning to advocate for the community’s equestrians and for improvements to the arena grounds. She did drop in with good news, however. “The board has approved our 60-foot round pen, so hopefully that will be in soon, and we will take excess sand from the arena to make it usable. We are also working on the conditional exemption permit for the property, so we are able to put our pavilion and other outbuild-

The contents change from week to week, but the items are all selected to create as many well-rounded meals as possible. The food is purchased by the FUN group and unloaded at about noon time on any given Thursday. The volunteers attack the cases of goodies, opening them and organizing the contents. Noel Donahue is in charge of the paid boxes, carefully selecting the various items to be included in them. Volunteers eagerly assist in loading the boxes and wait patiently for their name to be called to pick up their own share of the food. “When I am off work I go and help at the food giveaways. The FUN group is awesome. I have made the boxes and help hand them out. You can see the appreciation on the faces of the people who get the food! It is a ministry I wish I could devote more time to! The FUN group needs to be commended for what they do for the community,” said Robert Hoffstot, a frequent helper at these events. Need is great in this under-served community where there are many retirees and underemployed families. For those unable to attend the activities at the Hall, volunteers will deliver their boxes to them. No one should be hungry in Anza. “We believe in the biblical principle of ‘gleaning.’ Anyone capable of helping themselves is expected to do some of the work of gleaning. These persons have the ability to help me help them,” said Bill Donahue of the FUN group. “We try to sell enough boxes to recoup the $190 we pay for the food but we take no money for ourselves.” The FUN group also hosts a free and festive community dinner on the last Sunday of the month from 1 p.m. until 3 p. m. in the Community Hall. Donations of time, money and food are always welcome. The meals are always the talk of the town for many days afterward and the dinner served Oct. 30, consisted of beef stew, salad, dinner rolls, spaghetti with meat sauce, chicken

Remembering ‘Mom,’ Donna Schumacher Jodi Thomas SPECIAL TO THE ANZA VALLEY OUTLOOK

Tuesday, Oct. 17, at the age of 87 Donna Schumacher passed from this world into heaven. She leaves those who knew and loved her with a grateful heart for the time we had to share, laugh, love and fellowship together. She created home for the homeless of heart, an anchoring place that touched the lives of many. She loved her family and was very proud of her sons, grandchildren and greatgrandchildren. Donna Schumacher was a precious gem, a shining light, a gold star mom and was a woman who made a difference. She touched the lives of many as she passed through this life. Her life had been an adventure. Cooking was her passion and she was considered a gourmet cook. Her culinary talents were noticed where ever she lived. In Big Bear she cooked at a local restaurant visited by a movie cast and crew who were on a film shoot in the area. Donna was delighted when the star of the movie ‘The Night of the Grizzly’, Clint Walker requested that she cook for him and his friends, a family style meal each night during filming. In the High Desert there were more interesting encounters with the famous while cooking for a muchloved nightclub and lounge in the area. It was there she met and fell in love with Daniel Schumacher better known as Don. The newlywed couple moved to a trailer park on the coast at Laguna Beach called Treasure Island. It was there the Schumacher’s rubbed elbows with those in the movie industry; from actors to producers and more.

Donna was the chair/social director of the community gatherings. These gatherings led to close relationships and encounters. For instance, a visit from the Frugal Gourmet was an unexpected and welcomed surprise and getting to know Pilar Wayne who became a close friend along with her children after admiring a wedding cake she made. Donna even had her own column in the local trailer park paper titled Donna’s Corner where she wrote about and printed her favorite recipes. When the property sold the Schumacher’s eventually moved to a trailer park in Anza. Back then the Anza trailer park was the hub of the traveling social scene. Trailer Clubs often frequented the park and called the park there home away from home. Potlucks were held often with the weekenders and permanent residents alike leading to tight bonds that lasted years. Community was important to Donna. Over the five years I had the privilege to know her she would reminisce about those days when the fellowship of community flowed and she and Don live happily together in the park. That sense of community built around a good meal brought her great joy and though the park’s community changed over the years her commitment to share and be there for others never waned. Daily in her later years she and her son Terry Pearcy would open their home as they prepared awesome meals and deserts to share. Feeding locals who wandered in; warming their hearts and minds with good food and fellowship. When needed, Donna would give an attentive ear and if asked sound advice in turn. Her Faith

in the Lord Jesus Christ was a comfort and a partner in all her endeavors, helping her deal with the loss of her son Robert Pearcy who died in the last days of the Vietnam conflict and comforted in the face of years without her beloved husband Don. Her sense of community in her younger years were spread outside of the park too; cooking for the VFW, church events and fundraisers was a common thing. Donna was called “Mom” by many and people often came far and wide to experience her specialties like her peanut butter pie and for those who like the hot stuff; homemade Habanero sauce. Over Donna’s lifetime she had perfected and literally collected hundreds of recipes. Some were her own; others came from family and friends. Of course, Donna always put her own

delicious twist on things. In truth getting to taste the dishes coming from her kitchen – full of love – was a delightful experience. Here food was always filled with a taste of wonder. Donna also had a big heart this was the case as she decided to share in her 80s, to share some of her wonderful recipes with the readership of the Anza Valley Outlook. These recipes shared were combined with excerpts from her Treasure Island Journal. This made for an interesting twist; great recipes mixed with personal experiences with Hollywood’s elite. Property tax refunds transferred to general fund RIVERSIDE – The Riverside County Board of Supervisors authorized the transfer of property tax overpayments totaling just over $700,000 into Riverside County’s general fund, leaving no further opportunities for the funds to be claimed by would-be eligible recipients. In a 5-0 vote without comment, the board ordered that $704,385 in refunds from 2012 and prior tax years go to the treasury. The Office of the Treasurer-Tax Collector listed nearly 600 individuals and businesses as eligible to receive the funds, in amounts ranging from about $12 to more than $45,000 per person or entity.

The county began circulating notices in early May about the funds’ availability and how the people and businesses owed should go about filing claims. In previous years, the board postponed action on transfers to give prospective recipients additional time to file a claim. But this year, former Treasurer-Tax Collector Don Kent and board Chairman John Tavaglione decided to get the word out well in advance in the hope that taxpayers would act. The county placed advertisements in area newspapers, posted links to county web portals and contacted some prospective claimants by letter

Scientists see potential quake threat lurking in ‘Anza Gap’ RIVERSIDE – A relatively inactive segment of the San Andreas Fault system known as the “Anza Gap” in south central Riverside County could set loose a moderate to severe earthquake due to deep tectonic plate shifts that aren’t fully understood, according to research published by a pair of University of California Riverside scientists. Professor Abhijit Ghosh and graduate student Alexandra Hutchinson, both affiliated with the College of Natural and Agricultural Sciences, zeroed in on tremors occurring in the Anza Gap, occupying a 12-mile space within the San Jacinto Fault zone, where fault lines course between Hemet and Idyllwild. According to Ghosh and Hutchinson, the area has been tranquil for 200 years, with no quakes of any consequence originating from the location. However, using amplified sensors that involve “multi-beam, back projection,” developed by Ghosh, the scientists were able to identify a “spontaneous tectonic tremor,” which could suggest that plates eight to 14 miles below the surface are in motion, releasing stress yearly – or even daily. “Many experts suspect that this

area is ripe to produce a damaging earthquake,” Ghosh said, adding that a magnitude-5.5 or greater earthquake is possible anytime. “While relatively little is known about tectonic tremors, in part because they have historically been difficult to detect, we know that these tremors are being caused by slow slip deep in the fault, and that when the deep part of the fault slips, it adds stress to the shallow part,” the professor said. “This may ultimately help to cause a damaging earthquake.” The San Jacinto Fault zone encompasses the San Jacinto Valley, running north into San Bernardino, as part of the San Andreas Fault system, which is regularly identified as the likely source of the future “Big One” in California. Ghosh said his and Hutchinson’s research – which was published in the most recent edition of the Bulletin of the Seismologic Society of America – points to the need for further study of “deep slow slip and damaging earthquakes closer to the surface.” In so doing, “it may be possible that tectonic tremors will enable us to forecast major earthquakes in the future,” he said.

Board OKs grant to pay for fire hazard mapping RIVERSIDE – Riverside County supervisors authorized the fire department to accept $184,153 in state grant to pay for fire hazard maps detailing geographical and topographical features of unincorporated areas. The grant from the California Fire Safe Council will also enable the county to document and map the impacts of non-native insects on native landscapes. The money originated from the U.S. Forest Service and other federal agencies, according to fire officials. “These funds are dedicated to protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards in the unincorporated areas,” according to an agency statement. “The map-

ping and surveying projects will identify risk hazards and increase effectiveness of initial attack response by fire department personnel.” Surveyors will create the fire hazard maps over an unspecified period of time. After the charts are finalized, they will be distributed to county fire personnel and surrounding agencies that may assist the county and Cal Fire under mutual aid compacts. The maps will aid in establishing action plans and optimizing “defensible space” in certain communities, according to the fire department. RIDERS from page A-1 territory (hills, ditches, soft sand, rocky creek bottoms, etc.), opening and closing gates and determining how well the horses behave in the hunt field were all covered. This clinic, which was a precursor to events planned for the upcoming hunt season, was scheduled to begin at 9 a.m., however, a number of riders arrived late, and the event didn’t actually start until about 10:15 a. m. It ran for about four hours, ending at about 3:15 p. m. for those who had to break down the tables and clean up the landowner’s property. A regular hunt day does not wait for late arrivals and usually finishes about 2

p. m. or so. Many of this year’s hunts are planned for the Garner Ranch location, or “fixture.” Horses and people from every walk of life and every size and shape took part in the clinic. Horse breeds such as Thoroughbreds, Arabians, quarter horses, ponies, draft breeds and more were all represented. The Pony Club children were also invited to take part in the day’s activities and made an excellent showing. Both seasoned equestrians and beginners were present for this valuable educational opportunity. Riders from as far away as Palos Verdes and as close as Idyllwild showed up that sunny morning. “The majority of our hunt mem-

bers drive more than two hours one way to get to our fixtures in Anza and Garner Valley,” said Clarice Grado, honorary secretary of the Santa Fe Hunt. The opening hunt is scheduled on Nov. 11 at the Garner Valley fixture and the group will return again Wednesday, Nov. 22. The December schedule for Garner Ranch is: Saturday, Dec. 2, Wednesday, Dec. 13, and Saturday, Dec. 30. “The pack of hounds will be present for these hunts,” Grado said. Foxhunting is an equestrian sport where horseback riders chase a wild fox with a pack of hounds. The riders follow the hounds

as they scent and chase the fox, sometimes at breakneck speeds. The “prey” scrambles through the countryside cunningly evading its pursuers. Jumps, water crossings, gates, hills and other obstacles are all to be encountered on a hunt. Hunt members are also expected to follow strict rules of courtesy, safety and etiquette. The day was very successful with an impressive 57 riders in the field; 21 Santa Fe Hunt members and 36 guests. “With the help of many volunteers, the Oktoberfest style punchbowl [meal] was also a success. I have been Membership Chairperson for the past 20 years and Honorary Secretary for the past

four years. However, I am retiring and my apprentice, Clare Williams, will be taking both those positions this year,” Grado said. The Honorary Secretary position is to keep a census of each hunt, collect capping fees from guests in the field and is the ambassador of the hunt who communicates with other local hunts in the Western states. Grado is the media contact and proponent for the club. “It even makes a great spectator sport,” Grado said. Matt Gaetz, R-FL, and is presently working its way through four committees: Agriculture; Energy and Commerce; Transportation and Infrastructure and Science, Space and Technology. If passed, it will save taxpayers over $8 billion a year and send over 15,000 employees looking for new jobs. Gaetz wrote defending his bill, “Our small businesses cannot afford to cover the costs associated with compliance, too often leading to closed doors and unemployed Americans. It is time to take back our legislative power from the EPA and abolish it permanently.” But those who oppose the bill, like a hornet swarming out of a disturbed hornet’s nest, are those who benefit from the agency, the 15,000 people who with its passage will soon to be looking for new jobs, profiting corporations, Hollywood activists and big government advocates both Democrat and Republican – essentially the biggest donors in elections. A quick look on the internet shows the hornets coming with every gun in the arsenal, even they believe in gun rights as long as they have all the guns, and they do, even the establishment media and socialized universities. Without huge public support, career politicians will fold on this one. Gaetz wrote, “States and local communities are best positioned to responsibly regulate the environmental assets within their jurisdictions.” He is right, but he has a stronger argument. The Constitution does not list the environment as a federal function of government, according to Article I, Section 8. By not being listed, it automatically remains a state, county and city prerogative, as per Amendment 10. If environmentalists want such power, they must use the Fifth Amendment, which requires any new power to get threefourths of the state conventions to move the power from the states to the federal government so that it can be listed with the other federal powers. Power grabbers of both major political parties do not like these parts of the Constitution because they rightfully do not allow them to do anything they wish. Moreover, the EPA was never enacted by Congress as required in Article I, Section 1, which said, “All legislative power herein granted shall be vested in a Congress of the United States,” no exceptions. It was nothing more than an executive order penned by former Republican President Richard Nixon, Dec. 2, 1970. Years ago in visiting with a local contractor I learned that his biggest obstacle in providing reasonably priced middleclass housing for the community was the EPA. He told me that in a $300,000 home approximately one-third of that cost was fulfilling the myriad of rules that were mandated by this organization. He took

time to share some of those rules with me. They were so unreasonable, and without them I could have saved $100,000 on a new home. Without his willingness to go through these hoops, there would be few single-family homes older than the sixties in this modest oil-town community. After five years of hearings battling the EPA over a single endangered flower that had popped up on his property next to a public park, he finally received permission to build. Once, construction workers attempting to update an elementary school found in a distant part of the schoolyard a kit fox den. All work stopped for at least six months, while school authorities worked through the web of EPA rules before they could proceed. Costs mushroomed and human needs, even for children, were immediately placed on hold for an animal that locals knew was not really endangered. I used to tell my students that if they wanted an eye-opening experience just drive through the alleys at night; they would see a kit fox before they saw a common cat. The problem ended when those trying to get the school functioning again were allowed to purchase a kill permit. Yes, a kill permit, and the animal, presumably protected because it was on an endangered list, was killed anyway. To obtain a kill permit, the property owner is required to purchase land elsewhere, sometimes three times as large, next to a reserve and donate that property to the reserve. There is no attempt made to capture the offending animal or transplant the unwanted flower to another place. That would be too practical and reasonable for the government. What I have shared is common knowledge to 90 percent of those over 30 and not associated with a college or university. Indeed, I have never met a defender of the EPA outside the latter category. Colleges are too often havens for teachers teaching, and students learning that only the federal government can or will protect the environment and that states, counties or cities are too influenced by corporations and developers to do the job. The opposite is true. States have far more incentive in protecting their backyard than do unelected bureaucrats living 2,000 miles away who are not personally impacted by the rules they impose on others.
