Anza residents enjoyed a perfect day of visiting horses, honing riding skills and having a bowl of award-winning chili at Heavenly Horse Haven’s annual Chili CookOff and Anza Trail Obstacle Practice, Saturday, Oct. 28. Horses and riders, both young and old, took part in the riding practice events and Halloween-themed costume contests. Vendors sold collectibles and jewelry at their booths, completing the festival atmosphere. Mike Hitchcock, who was dressed as Wyatt Earp along with his faithful mount Bertoli, won a $25 gift card for best costume. Renee Bentson earned the coveted $100 cash prize for her mouthwatering “Three Boys Chili” and a 50/50 raffle was won by R. C. Miller. Heavenly Horse Haven owner Gina Perrin said she was pleased with the turnout. “We brought in about $1,000 in donations,” Perrin said. “I thought it was a really fun event, and I loved meeting the people that came out to

do the obstacles.” Besides chili, obstacles and costumes, Heavenly Horse Haven’s adoptable horses were presented in hopes of finding new homes. Many of these animals are acquired by the rescue in poor condition and in need of rehabilitation. Others are owner relinquished in perfect health and in various phases of training. The horses are assessed and vetted, and their individual needs are met. Additional training is provided if needed. When they are ready, the horses are offered for adoption to loving homes. “It is our mission to help meet the need for a ‘safe haven’ for horses or other farm animals who are at risk, neglected, abused, too expensive to keep, unwanted or otherwise in need of special care,” according to the Heavenly Horse Haven website. “We are a diverse team of donors, supporters and volunteers from all walks of life who have stood up and said, ‘Not on my watch!’ We are united in the belief that ‘I can help save this animal.’” The horses housed at the facility were in good health and

It’s not hard to find Anza resident Sacha Hope in a gallery filled with people. Her vibrantly dyed hair is often a hue of orange-pink that’s as powerful as the colors that can be found in her artwork. “I am somewhere between a pop artist and a surrealist, so I like really loud, vibrant colors,” Hope said. “I don’t do natural. I feel like if you want something that’s unbelievably realistic, you’ll go buy an amazing photograph from one of my friends who’s a photographer.” Hope showed off three of her pieces Friday evening, Nov. 3, in the Gallery at The Merc in Old Town Temecula as part of an art show that displayed entries in the

Program seeks to enable welfare recipients to receive restaurant meals RIVERSIDE – The Riverside County Board of Supervisors approved implementation of a program, Tuesday, Oct. 31, under which the homeless and low-income seniors and disabled residents of Riverside County would be able to purchase hot meals from restaurants, using their public welfare debit cards. “We’re looking forward to implementing this,” Department of Public Social Services Director Susan von Zabern said. “This will help low-income individuals purchase prepared meals.” The Restaurant Meals Program is a CalFresh initiative managed by the California Department of Social Services and was first put forward in 2004 in various locations throughout the state.

The program permits holders of electronic benefit transfer or EBT debit cards to procure freshly made breakfast, lunch and dinner trays from participating restaurants, according to DPSS. EBT cards replaced food stamps under the federal Supplemental Nutrition Assistance Program or SNAP in the early 2000s. “With this arrangement, we’ll be outreaching to restaurants interested in enrolling in the meals program,” von Zabern said. She said the main concern will be signing on eateries willing to refrain from selling alcoholic beverages to EBT users. “The program has been refined over the years,” von Zabern said. “We’ve learned from other counties.”

Supervisor Marion Ashley said he was pleased that SNAP benefits will be exercised outside of grocery stores. “There are so many reasonable and nutritious meals available now in restaurants out there,” Ashley said. According to county figures, more than 11,000 homeless, lowincome seniors and disabled SNAP recipients countywide will be eligible to take advantage of the Restaurant Meals Program once it’s operative. The state must review and approve the county’s proposed program implementation. There was no timetable for when that will be completed.

Frequency changed, KOYT 96.3 community radio to return within weeks Tony Ault TAULT@REEDERMEDIA.COM Anza’s only community radio station, KOYT 96.3, which has been off the air since July, may be coming back to the airwaves soon with a new frequency, stronger signal and better coverage, following an antenna move now in progress. The new radio frequency at “KOYT 97.1 means more fun,” members of the Anza Community Broadcasting council of directors said, during their regular meeting, Nov. 1, at the radio station studio. It was all good news for the council who reported that the antenna that was moved from its previous location on former council director Robert McCloud’s property to its new location is now ready to be installed and wired for transmission. “We are at the finish line, and that is amazing,” ACB President Erinne Roscoe said in a Skype conference at last Wednesday’s meeting. The council is waiting for the 10-foot antenna to be mounted atop the 46-foot pole, so it can be connected and tested within the next two weeks. “Once testing is done, we are ready to roll,” ACB Director Bob Giffin said. KOYT 96.3 has not been heard on the airwaves since the antenna was taken down earlier this summer, but the station continues to provide live streaming music and programs on the internet at www. KOYT963.org. ACB Secretary Flavia Krieg said

the antenna move will improve the community station’s broadcast reach toward the west including the Lake Riverside Estates. With the help of the Anza Electric Cooperative, the antenna pole was moved to its new location with the approval of the Federal Communications Commission and broadcasting was temporarily halted. The 25-watt transmitter antenna once calibrated and approved by the FCC will go back on the air, broadcasting seven days a week with music and new programming at the new 97.1 frequency. Krieg said the station already has its construction permit for the pole, and once it is done, the ACB automatically gets the new frequency licensed from the FCC. The license is currently held by the Anza Civil Improvement League under a partnership agreement with the ACB. The license will become solely the property of Anza Community Broadcasting in February 2019. In order to expedite the frequency change, the council hired an FCC representative and electrician to be sure the antenna and equipment are up to FCC standards for community broadcasting. The move requires testing the broadcast range of the radio station to be sure that it will not interfere with other larger radio stations in Mexico and Southern California. Krieg said two powerful stations, one in Mexico and the other in Los Angeles, sometimes reach into the KOYT broadcast area, but the

signals are weak. The low-powered 97.1 KOYT community station should not interfere with them, the engineer reported. Final word on the issue will be forwarded by the FCC. The council will be printing new posters and banners with the logo change. The KOYT coyote silhouette will remain the same on the logo; only the frequency number will be changed. Updates will regularly be given on the station’s website. Krieg said the ACB is hopeful that once the station begins broadcasting again and the testing is complete, they can reapply to the FCC for a more powerful 50 to 100-watt license that will reach out even further into the Anza, Aguanga and Garner Valley areas. The largest radio stations broadcast from 50,000 to 100,000 watts of power. The Nov. 1 meeting of the ninemember ACB council brought together a quorum of six, partly through the electronic media. Meeting at the station headquarters on Barham Road were Krieg, Giffin, Compliance Officer Annika Knoppel and Director Merrie Kraaz. ACB President Roscoe, who was at home ill, joined the meeting through a video Skype, while Director Liese Carney listened and participated through a mobile phone. In other business, the ACB council discussed the treasurer’s report that showed ACB had a balance of $4,008.51 in the bank. The recent golf tournament fundraiser

brought in a gross of $2,384.34 before expenses that still were being reported. “We are in the black for sure,” Giffin, who heads up the fundraising efforts for the council, said. The golf tournament prizes were made possible through a grant from the Pechanga Indian Tribal Council, Giffin said. Anza Community Broadcasting is reviewing a number of new programs. Underwriting opportunities are available for local businesses as well, Giffin said.

To enhance the stations transmitting ability, the studio will be upgrading their mixing boards soon, it was reported. The ACB council voiced some concern that the new ACIL board was requesting by letter more detailed information on the council’s recent activities when the board already receives monthly and quarterly financial and operational reports. The Southwest Riverside County Heart & Stroke Walk Leadership Breakfast was held at the Temecula City Hall Conference Center, Wednesday, Oct. 25, with a group from the Anza Electric Cooperative in attendance. Kevin Short, the AEC general manager and executive leadership team member for the walk; Erinne Roscoe from KOYT-FM 96.7 in Anza; Steve Manseau and AEC Government Relations Liaisons Jennifer Miller attended the invitation-only event. The Heart & Stroke Walk is a fundraising event held by the American Heart Association and local sponsors. Companies like Abbott Vascular, Temecula Valley Hospital and Southwest Healthcare System are but a sampling of the organizations invited

to participate. Representatives from these companies spoke of their experiences with heart disease and stroke and the progress they are making in their fundraising endeavors. Short was a special guest speaker at the gathering and pledged the cooperative’s support in the upcoming walk, April 28, 2018. The AEC raised $4,000 at the 2017 5K walk event. “We’re hoping to make the 2018 event more community focused and continue to look for ways to expand awareness of heart health to all of our members,” Short said. He spoke of his personal experiences with heart disease and the support of friends, co-workers and family. He discovered the American Heart Association as a result, he said. “I’m fortunate to have the best group of co-workers imaginable,” Short said. “On top of that, our democratically elected board of directors has always been very generous to charitable groups. So, when I approached all of these folks last year and said I was organizing a team to participate in the 2017 heart walk, they joined the cause. We ended up with most of the company and their friends and families walking. Together, we raised more than $4,000 for the association. It may not sound like much, but at the time it seemed like a pretty good start. This year, we’ve set the bar a lot higher.” According to the American Heart Association Heart & Stroke Walk website, almost 1 million Americans at 305 events across the country will walk to build healthier lives, free of cardiovascular diseases and stroke.

The American Heart Association does not conduct research; it utilizes donations to fund research projects. Research applications are carefully selected by teams of scientists and health care professional volunteers. The AHA has funded 13 Nobel Prize winners and important medical discoveries, such as techniques and standards for CPR, the first artificial heart valve, implantable pacemakers, cholesterol inhibitors, microsurgery and drug-coated stents. The American Heart Association funds more research into these diseases than any organization except for the federal government. The AHA has contributed more than $4 billion in research since 1949. Heart disease statistics are alarming. Cardiovascular disease accounts for nearly 801,000 deaths in the United States alone, about one of every three deaths annually. About 2,200 Americans die of cardiovascular disease each day, an average of one death every 40 seconds. According to AHA figures, approximately 92.1 million American adults are living with some form of cardiovascular disease or the after effects of a stroke. Direct and indirect costs of these diseases are estimated to be more than $316 billion, and that estimate includes

Even the pair of rescued emus seemed to enjoy the occasion. “I really enjoyed every minute seeing everyone enjoying their horses. I truly enjoy being a photographer of horses and seeing rescues being loved and ridden,” Donna Stauffer said; she has been a volunteer photographer for the rescue for the past seven years. Laurie Stanton said, “We had 26 riders for the Open Trail Obstacle section. Everyone performed well with no accidents.” Stanton volunteered to setup and to manage the trail obstacle event. She supplied the obstacles, such as the wooden “bridges” for the horses to walk on and even a neat contraption made from foam “pool noodles” that extend toward the horse and rider. The purpose of the obstacle course was to improve the bond of ultimate trust between

According to the AHA’s website, “The American Heart Association is the nation’s oldest and largest voluntary organization dedicated to fighting heart disease and stroke. Founded by six cardiologists in 1924, our organization now includes more than 22.5 million volunteers and supporters. We fund innovative research, fight for stronger public health policies and provide critical tools and information to save and improve lives. Our nationwide organization includes 156 local offices and more than 3,000 employees.” The AHA is the leader in CPR education and training and helps educate the public of the importance of healthy lifestyle choices. The organization provides treatment guidelines and educates lawmakers, policymakers and the public as they advocate for changes to protect and improve the health in all communities. The Anza Electric Cooperative is not only participating in fundraising for the Heart & Stroke Walk, they are being educated and encouraged to adopt the heart-friendly lifestyle choices offered by the AHA. The effort is a heartfelt mission for Short, whose life has been touched by heart

disease. “Not only are we coming out in force for the walk,” Short said, “But our company has taken major steps toward our own employees’ wellness. I’m talking about major steps, literally.” The AEC Human Resources department launched a “Fitbit” challenge, providing two-thirds of the cost of a Fitbit device for every employee. Fitbits measure steps taken, heart rate, calories burned and other healthy facts and is worn on the wrist like a watch. “I’m proud to report that we have 100 percent participation, and our little company of 22 employees is racking up almost 5,000,000 steps per month – that’s 2,000 miles,” Short said. Short said his desire for the entire community was for them to become involved on some level in the 2018 Heart & Stroke Walk. More information will be made available as the event nears. Volunteer Patty Kendall organized and performed registration duties, entry direction and parking. Denise Nelson-Finster of Daan Sport Horses oversaw the obstacle exercises as the arena and safety monitor. She is a certified riding instructor with the American Riding Instructors Association and has won silver and bronze medals with the U.S. Dressage Federation. “I would love to do this a couple of times a year if people would like to help us build new obstacles and get all the equestrian groups

The Cahuilla Mountain Market in Anza was transformed into a creepy, spooktacular gathering of ghouls, princesses, hillbillies, zombies and even a grim reaper, Saturday, Oct. 28. Owner Jorge Rodriguez hosted a Halloween party as Mark Huston and the Workin’ Men entertained the crowd and party goers dined on pulled pork sandwiches, coleslaw, jalapeno ginger corn and Jack Daniels apple cobbler provided by Hog Gone Ranch. The whole hog cooked for hours preceding the event, and the end result was juicy and delicious. Part of the proceeds from the sale of the dinner plates was donated to the High Country Boys and Girls Club. “A big thank you to all that came out for a great night of Halloween fun,” Rodriguez said. “What a wonderful show of support for the High Country Boys & Girls Club. For such a short notice, we accomplished exactly what we wanted – a fun, safe night with great friends and neighbors!”

People arrived in inventive and creative costumes to celebrate the occasion. Children enjoyed bobbing for apples and gathered lots of candy treats as their parents chatted it up with one another. Mark Huston and the Workin’ men performed their extensive collection of country and rock-‘n’-roll hits from 6 to 10 p. m. Special guest John Knori of the Barnyard Boyz filled in for bassist Jerry Dell. The musicians got into the spirit, wearing scary costumes of their own. “We had loads of fun and had a blast! We can’t wait for the opportunity to rock the night again,” guitarist Rocky Carrasco said. The cooks and servers from the Hog Gone Ranch made sure that the pork was tender and the side dishes were fresh as they handed out meal after meal for hours on end. The slow-cooked pulled pork was home grown and perfectly seasoned. Beer was available for purchase, provided by the Cahuilla Mountain Market. “Everyone seemed to enjoy the music and food,” Linda Tinics Micu of the Hog Gone Ranch said. “And

we were glad to have an event for the community and hope they enjoyed as much as we did. Thanks to Mike and Michelle Aarivg and Mandy Tinics for their time and energy. We could not have pulled this off without them.” Michelle Arvig said, “It was wonderful! Getting together with the Anza community for great music and food to celebrate Halloween and support a great cause. Looking forward to next year!” Proceeds from the sale of the $12.99 per heaped dinner plate were donated to the High Country Boys and Girls Club. One patron commented that he would have gladly paid $100 a plate for such a worthy charity. “Many thanks to all that help put this Halloween bash together,” Rodriguez said. Funding shortfalls plaguing realignment program RIVERSIDE – Riverside County agencies are carrying heavier burdens stemming from state public safety realignment enacted six years ago, partly because funds provided by the state to cover increased costs borne by the county are shrinking annually, Chief Probation Officer Mark Hake said to the board of supervisors, Nov. 1. “I have cautiously warned over the last several years that decisions on how to fund realignment would become more difficult,” Hake said during a hearing on the 42-page Public Safety Realignment & PostRelease Community Supervision Implementation Report for the last fiscal year. “As we have ramped up AB 109, the costs continue to exceed what the state is allocating,” he said. The county’s most recent disbursal from the state totaled $68.67 million – an amount Hake complained was “significantly less than in years past.” He said the county had requested $89 million in appropriations from accounts established under Assembly Bill 109. Thanks to “one-time” funding received elsewhere and rollover sums from sources not exhausted in fiscal year 2016-17, officials were able to largely close the gap, but a $3 million shortfall remains on the books, Hake said. “Every year, there are so many moving parts, you don’t know what you have until the very end,” Supervisor Marion Ashley said. “There’s a little bit less money each time, and our costs are not going down.” The county’s Community Corrections Partnership Executive Committee, comprised of Hake, District Attorney Mike Hestrin,

Sheriff Stan Sniff and other parties, has approved a distribution formula that reserves $28 million for sheriff’s operations, $18 million for the probation department and $27 million for the Department of Public Health. Smaller sums will be disbursed to area police agencies and the office of the public defender. The report noted that Assembly Bill 109, the Public Safety Realignment Act of 2011, which took effect Oct. 1, 2011, continues to have the most substantial impact on sheriff’s operations, mainly from increased demand for scarce correctional space in the county’s five detention facilities, as well as greater need for mental health services for detainees. “The impacts of AB 109 for the sheriff’s department continue to include increased jail overcrowding, funding challenges and inmate program expansion,” according to the report. “The county jails have seen a drastic increase in the inmate population as a direct result of AB 109.” During 2016-2017, 17 percent of all inmate beds were occupied by AB 109 offenders, some of whom were serving yearslong sentences. The law, touted by Gov. Jerry Brown as a means to reduce state prison overcrowding, shifted longtime state responsibilities onto counties, including jailing lowlevel offenders and parole violators who fall into the so-called “3N” category – nonviolent, non-serious and non-sexually-oriented in their criminal conduct. “With the increase of AB 109 realignment inmates, the sheriff’s department has seen a continued increase of inmates requiring treat-

ment for a serious mental illness,” the report said. “The corrections division currently has 504 beds dedicated for seriously mentally ill inmates. This is a 358 percent increase since the implementation of AB 109. Those beds are consistently at maximum capacity.” The agency has been under a consent decree for two years guaranteeing the delivery of specific services to cognitively and behaviorally disturbed detainees under the terms of a federal lawsuit settled with a Bay Areabased prisoner rights’ law group. Over the last six years, sheriff’s officials have released tens of thousands of inmates before they completed their sentences or had their cases adjudicated due to realignment-related overcrowding. A federal court decree requires the sheriff to have a bed for every inmate or to free detainees to make room for incoming ones. AB 109 enabled the state to stop monitoring convicted felons after their release from prison, transferring that responsibility to counties under so- called “post-release community supervision.” The law also created alternatives to jail, including “mandatory supervision,” a more restrictive form of probation managed by counties’ probation departments. Since AB 109 went into effect, probation agents have had to monitor more than 11,000 post-release felons, according to the report. Officials further pointed out that the number of individuals on mandatory supervision increased from about 900 at the end of fiscal year 2015-2016 to 1,070 individuals at the end of 2016-2017 – a 19 percent jump.

The report said that “day reporting centers,” operated by multiple county agencies offering societal integration programs, had netted some positive outcomes in the last fiscal year, with 276 of the 1,263 offenders served obtaining full-time employment and a dozen others entering college or vocational train-

ing programs. According to data, the average recidivism rate for post-release felons over the last three years was 34 percent, and 51 percent for those placed on mandatory supervision. The majority of recidivists committed property and drug- related crimes, figures showed.

ing didn’t become her true passion until her son started school, she said, and she learned there were no art or music programs there. “I was livid,” she said. “I was like, ‘how is that possible?’ So I started teaching art at their school for free as a volunteer and through that that made me paint over and over, constantly. For the last 10 years, it really has been building and building and building.” Hope said what she especially liked about the plein air art competition in Temecula was the opportunity to explore something that was outside her comfort zone. “This is pretty much new to me,” she said. “And I needed to push myself out of my box. I was like, ‘I have to try something else because that’s how you grow.’” For more information about

Another painting of indistinct dots of purples, blues, greens and yellows is meant to represent the different flowers that Hope saw while she was at the winery. Her third painting is of a harvest moon over the Temecula Civic Center. Hope said she dragged her husband out with her late one night when everything in town had closed to paint the picture, which shows the black silhouette of the civic center against a glowing moon and dark blue sky. Hope said that plein air painting is not something she usually does. She more often works indoors in a studio. One of her recent projects was a series of paintings depicting gods and goddesses from different cultures. “It was sort of a depiction of how all religions sort of base down to one thing: do the right thing,” Hope said. “I’ve done about 15 different gods and goddesses from all over the world for every single religion you could imagine.” She paints bright, surrealist depictions of animals, trees and cars. Hope said she started painting in the early to mid-90s, and at that time was just learning basics. Paint-

The CIA showed total contempt of Congress and the president, Oct. 25, by not releasing all documents in their possession dealing with the Kennedy assassination, even when ordered to do so by President Donald Trump himself. Trump compromised by giving them an additional six months to comply. The intensity of long-term CIA defiance says two things. One, what the CIA knows is far worse than what is likely imagined. Second, if they are allowed redaction for six months, what else might they redact and how would the public know? If they feel this strongly about not disclosing after 54 years, the public will never know from them what they do not want known. Remember that from the beginning the CIA has been implicated in the assassination. documents. Here is what we know. The government’s inscription on the wall of the Texas School Book Depository reads: “On Nov. 22, 1963, the building gained national notoriety when Lee Harvey Oswald allegedly shot and killed President John F. Kennedy from a sixth story window as the presidential motorcade passed.” The word allegedly is an admission that the government remains uncertain that Oswald did the deed or acted alone. Most scholars on the assassination view the Warren Commission’s review of the data with great skepticism and some view it with contempt, especially in light of its numerous omissions. As for example, the testimony made by Dr. Charles Crenshaw who placed Kennedy in the coffin at Parkland Hospital, but he testified years later that the neck wound had been tampered with to look like an exit rather than an entry wound. An entry wound would have proved whether there was more than a single assassin and would have provoked more investigation. In 1976 The U.S. House Select Committee on Assassinations concluded, “President John F. Kennedy was probably assassinated as a result of a conspiracy.” Congress themselves used the word conspiracy. They, like the Warren Commission, did their investigation mostly in secret. Unbelievably, they too sealed their evidence for 50 years under Congressional rules. As the years fly by and as seen from the hundreds of new books on the subject, it is increasingly more difficult to dismiss as an accomplice, Lyndon Baines Johnson and his CIA and FBI friends. Newer historians are not as willing to give him a free pass on the subject. My journalist friend, Don Clark, has personally read most of the 2,000 books on the subject and is a

noted speaker on the assassination. He told an audience in San Francisco that while the government has not, or will not, pursue the subject, private investigators have done so, and he feels that the public does not have to wait for the sealed records. What follows are his “must reads” on the subject. First, Clark suggests viewing the director’s cut of the motion picture “JFK” by Oliver Stone. Despite the profanity, the “movie contains more spoken words, more script, than any film in history,” he said. Second, “On the Trail of the Assassins” by Jim Garrison, a former FBI agent, treats Oswald’s time in New Orleans and the four government agents identified as “handlers” that seemed to “shadow” him. Third, read “JFK and the Unspeakable: Why He Died and Why It Matters.” It is a stunning piece of original research published in 2008 by James Douglass. Fourth, read “Mary’s Mosaic: The CIA Conspiracy to Murder John F. Kennedy, Mary Pinchot Meyer and Their Vision for World Peace,” by Peter Janney. The work, published in 2012, found that the author’s own “CIA father,” was among the conspirators orchestrating the deaths of Kennedy and his friend Mary Pinchot Meyer. The latter’s death is also “in a veiled way” in the recent movie, “An American Affair.” Fifth, read “JFK: The CIA, Vietnam and the Plot to Assassinate John F. Kennedy,” by Air Force Col. L. Fletcher Prouty, who served at the time of Kennedy’s death as the key liaison between the Pentagon and the CIA. Sixth, the following three books will help tie together many loose ends.
