The proposed consolidation of the Fallbrook Public Utility District and the Rainbow Municipal Water District was discussed at the December 19 meeting of the Special Districts Advisory Committee of San Diego County’s Local Agency Formation Commission. The committee found that financial savings would occur if FPUD and Rainbow consolidated, and the December 19 recommendations also included that the proposed consolidated district should transition from a seven-member board to an eventual five-member board although the issue of whether directors should be elected by the entire district or by territorial units was deferred to the committee’s February 20 meeting as were several other issues. “It was helpful for the two districts to be together in a formal setting,” said LAFCO executive officer Mike Ott. LAFCO’s Special Districts Advisory Committee, which consists of 16 members in the absence of vacancies, makes recommendations for the LAFCO board to consider. “We take this advice seriously,” Ott said.
