2018 Village of Bensenville Community Survey
Purpose and Methodology ETC Institute administered a survey to residents of the Village of Bensenville during the summer of 2018. The purpose of the survey was to help the Village of Bensenville ensure that the Village’s priorities continue to match the needs and desires of residents. The information provided will be used to improve existing services and help Bensenville better understand the evolving needs of its residents. The seven‐page survey, cover letter, and postage paid return envelope were mailed to a random sample of households in the Village of Bensenville. The cover letter explained the purpose of the survey and encouraged residents to either return their survey by mail or complete the survey online. At the end of the online survey, residents were asked to enter their home address, this was done to ensure that only responses from residents who were part of the random sample were included in the final survey database. Ten days after the surveys were mailed, ETC Institute sent emails and placed phone calls to the households that received the survey to encourage participation. The emails contained a link to the online version of the survey to make it easy for residents to complete the survey. To prevent people who were not residents of Bensenville from participating, everyone who completed the survey online was required to enter their home address prior to submitting the survey. ETC Institute then matched the addresses that were entered online with the addresses that were originally selected for the random sample. If the address from a survey completed online did not match one of the addresses selected for the sample, the online survey was not counted. The goal was to obtain completed surveys from at least 400 residents. The goal was exceeded with a total of 452 residents completing the survey. The overall results for the sample of 452 households have a precision of at least +/‐4.5% at the 95% level of confidence. The percentage of “don’t know” responses has been excluded from many of the graphs shown in this report to facilitate valid comparisons of the results from Bensenville with the results from other communities in ETC Institute’s DirectionFinder® database. Since the number of “don’t know” responses often reflect the utilization and awareness of city services, the percentage of “don’t know” responses have been provided in the tabular data section of this report. When the “don’t know” responses have been excluded, the text of this report will indicate that the responses have been excluded with the phrase “who had an opinion.”

An executive summary of the methodology for administering the survey and major findings, charts showing the overall results for most questions on the survey and trend data from the 2011, 2014 and 2018 community surveys, benchmarking data that shows how the results for Bensenville compare to other communities, importance‐satisfaction analysis; this analysis was done to determine priority actions for the Village to address based upon the survey results, tables that show the results of the random sample for each question on the survey, a copy of the survey instrument.
Overall Satisfaction with Village Services The major categories of Village services that had the highest levels of satisfaction, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: the quality of customer service received from Village employees (80%), maintenance of Village buildings and facilities (79%), efforts of the Village for emergency preparedness (79%), and quality of services provided by the Village (79%). The Village of Bensenville’s quality of customer service ranked 33% above the national average for the Great Lakes Region (80% Bensenville versus 47% Great Lakes Region). The top three rated Village services that should receive the most emphasis over the next two years, were: maintenance of Village streets (48%), value received for Village taxes and fees (48%), and management of Village finances (38%).
Overall Ratings of the Village Residents were asked to rate the Village of Bensenville as a place to live, work, and raise children. Based upon the combined percentage of “excellent” and “good” responses among respondents who had an opinion, the highest ratings for the Village, were: as a place to live (76%), as a place to raise children (69%), and as a place to work (49%). From the respondents, who had an opinion, the quality of life in Bensenville “as a place to live” has trended upward 11% from 65% in 2014 to 76% in 2018. The quality of life in Bensenville “as a place to raise children” has also trended upward 17% from 52% in 2014 to 69% in 2018.
Overall Perception of the Village The items that influence the perception residents have of the Village with the highest ratings, based upon the combined percentage of “excellent” and “good” responses among residents who had an opinion, were: the quality of library services (82%), quality of park district facilities (79%), access to religious institutions (77%), and maintenance of public property (74%). The quality of library services was 6% above the national average for the Great Lakes Region (82% Bensenville versus 76% Great Lakes Region). The quality of park district facilities was 11% above the national average for the Great Lakes Region (79% Bensenville versus 68% Great Lakes Region). The items that influence the overall perception of the Village show a positive trend upward of at least 6% from 2014 to 2018.

Public Safety. The highest levels of satisfaction with public safety provided by the Village, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: the quality of local fire protection (88%), quality of local ambulance service (84%), and overall quality of local police protection (80%). The top three rated public safety and emergency services that should receive the most emphasis in the next two years, were: the Village’s efforts to prevent crime (47%), visibility of police in neighborhoods (46%), and the overall quality of local police protection (34%). The satisfaction with the overall quality of local fire protection trended upward 6% from 82% in 2014 and 88% in 2018. The satisfaction in the Village’s efforts to prevent crime trended upward 8% from 61% in 2014 to 69% in 2018. Satisfaction of the quality of local police protection was 13% above the national average for the Great Lakes Region (80% Bensenville versus 67% Great Lakes Region). o Residents were asked to rate their feelings of safety in the Village of Bensenville, based upon the combined percentage of “very safe” and “safe” responses among residents who had an opinion, the situations with the highest ratings of safety, were: in the neighborhood during the day (92%), in downtown Bensenville (78%), and in the neighborhood during the night (72%). The feeling of safety in neighborhoods during the night has trended upward 7% from 65% in 2014 to 72% in 2018 and the feeling of safety in neighborhoods during the day trended upward 7% from 85% in 2014 to 92% in 2018.
Police Services. Respondents were asked, from a list of four different Village Police programs, if they were aware or had participated in these programs. o Police Programs Awareness and Participation: Forty‐six percent (46%) of respondents were aware of the neighborhood and business watch and 30% indicated they have participated in the program. Thirty‐nine percent (39%) of respondents indicated they were aware of the prescription drug drop off and 29% of respondents have participated in the program.
Communication. The highest levels of satisfaction with Village communication, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: the Bensenville Community News Newsletter (74%), the availability of information about Village programs and services (72%), and the Bensenville Gateway Newsletter (70%). The satisfaction in Bensenville’s efforts to keep the community informed about local issues and/or events ranked 17% above the national average for the Great Lakes Region (66% Bensenville versus 49% Great Lakes Region). o Respondents were asked to indicate, from a list of 12 different sources, which primary sources they or their households have used to access information about Village issues, services, and events. The top three rated primary sources residents indicated they use, were: the Bensenville Community News Newsletter (62%), Bensenville Gateway Newsletter (47%), and by word of mouth (43%).

Satisfaction with Specific Village Services

o The use of social media as a primary source to access information about the Village issues, services, and events has trended upward 9% from 7% in 2014 to 16% in 2018.
Trash Services. The highest levels of satisfaction with trash services, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: residential trash collection services (91%) and yard waste collection (89%). Satisfaction with yard waste collection trended upward 15% from 74% in 2014 to 89% in 2018 and satisfaction with brush removal services trended upward 9% from 75% in 2014 to 84% in 2018. Satisfaction with brush removal services ranked 22% above the national average for the Great Lakes Region (84% Bensenville versus 62% Great Lakes Region).
Public Works. The highest levels of satisfaction with public works in Bensenville, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: the overall quality of sanitary/waste water services (76%), overall cleanliness of streets (77%), and maintenance of street signs/pavement markings (73%). The top three ranked public works services that should receive the most emphasis over the next two years, were: maintenance of neighborhood streets (40%), adequacy of street lighting (27%), and maintenance of major streets (26%). The satisfaction with the overall quality of stormwater management/flood control system has seen the largest trend, of 14%, from 51% in 2014 to 65% in 2018.
Transportation. The highest levels of satisfaction with Village transportation, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: how well the traffic signal system provides for efficient traffic flow (80%), ease of north‐south travel (73%), and the quality of transit (train, bus) service in Bensenville (72%). Satisfaction with the ease of east‐west travel has made an upward trend of 22% from 50% in 2014 to 72% in 2018 and satisfaction with the ease of north‐south travel has trended upward 14% from 58% in 2014 and 72% in 2018. o Fifteen percent (15%) of respondents indicated they regularly use the Metra train service and the top two primary reasons respondents take the train were: to go to/from work and to go to/from social activities.
Recreation Programs and Facilities. The highest levels of satisfaction with recreation programs and facilities, based upon the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion, were: quality of Music in the Park events (85%), quality of Redmond Recreation Complex (79%), and the quality of Fourth of July Parade and Libertyfest (77%). Satisfaction with the quality of the Bensenville Theatre has trended upward 7% from 67% in 2014 to 74% in 2018.

Recreation Services. Respondents were asked, from a list of nine different Village Recreational programs and facilities, how they related to each one. o Recreation Programs and Facilities Awareness and Utilization: Ninety‐six percent (96%) of respondents indicated they were aware of Music in the Park and 73% have utilized the program/facility. Ninety‐four percent (94%) of respondents indicated they were aware of the Bensenville Theatre and 76% have utilized the program/facility.

Additional Findings and Recommendations Seventy‐four percent (74%) of respondents indicated they would recommend to a friend to live in Bensenville. This is an 11% positive trend from 63% in 2011 and 2014 to 74% in 2018.

From respondents who had contact with Village staff within 12 months of taking the survey, based on the combined percentage of “excellent” and “good” responses among residents who had an opinion, the ratings for Village staff, were: politeness and respect (84%), fair treatment (83%), and promptness of service (83%). Ratings of Village staff all had a positive trend; fair treatment from Village staff trended upward 10% from 74% in 2014 to 84% in 2018, promptness of service from Village staff trended upward 9% from 74% in 2014 to 83% in 2018, and the politeness and respect of Village staff trended upward 8% from 76% in 2014 to 84% in 2018. Eighty percent (80%) of respondents indicated they believe the Village is headed in the right direction. This is a 6% upward trend from 74% in 2014 to 80% in 2018. Fifty‐four percent (54%) of respondents are aware that they can request overnight street parking permission on the Villages website. Eighty‐five percent (85%) of respondents indicated they use Facebook as one of the social media platforms/services as their source to access information about the Village. Ninety percent (90%) of respondents have access to internet at home. This is an 8% upward trend from 82% in 2014 to 90% in 2018. Respondents were asked how many vehicles are typically parked at their residence; twenty‐ one percent (21%) indicated “one”, 42% indicated “two”, 22% indicated “three”, 8% indicated “four”, 5% indicated “five”, and 1% indicated “none”. Sixty‐one percent (61%) of respondents feel the Village is addressing the opioid epidemic effectively. The highest level of satisfaction with Village processes, based upon the combined percentage of “excellent” and “good” responses among residents who had an opinion, were: building permit process (50%), conditional use permit process (41%), and variance and inspection process (42%). Satisfaction with the building permit process increased 6% from 44% in 2014 to 50% in 2018 and satisfaction with the conditional use permit process increased 6% from 35% in 2014 to 41% in 2018. Respondents were asked what type of development they would most like to see added to the community and the top four additions they would most like to see, were: restaurants (72%), retail (66%), entertainment (49%), and medical facilities (41%).
Thirty‐nine percent (39%) of respondents currently pay Village utility bills online. Thirty‐six percent (36%) of respondent’s desire to make more Village transactions online.

The top three Village goals that residents believe are the most important, that were ranked the highest, were: safe and beautiful Village (71%), financially sound Village (65%), and enrich the lives of residents (48%).

Recommended Priorities for the Next Two Years. In order to help the Village, identify investment priorities for the next two years, ETC Institute conducted an Importance‐Satisfaction (I‐S) analysis. This analysis examined the importance residents placed on each Village service and the level of satisfaction with each service. By identifying services of high importance and low satisfaction, the analysis identified which services will have the most impact on overall satisfaction with Village services over the next two years. If the Village wants to improve its overall satisfaction rating, the Village should prioritize investments in services with the highest Importance Satisfaction (I‐S) ratings. Details regarding the methodology for the analysis are provided in Section 3 of this report. Overall Priorities for Major Village Services. This analysis reviewed the importance of and satisfaction with major categories of Village services. This analysis was conducted to help set the overall priorities for the Village. Based on the results of this analysis, the major services that are recommended as the top priorities for investment over the next two years to raise the Village’s overall satisfaction rating are listed below: o o o

Overview ETC Institute's DirectionFinder program was originally developed in 1999 to help community leaders across the United States use statistically valid community survey data as a tool for making better decisions. Since November of 1999, the survey has been administered in more than 300 cities in 49 states. Most participating cities conduct the survey on an annual or biennial basis. This report contains benchmarking data from two sources: (1) a national survey that was administered by ETC Institute during the fall of 2017 to a random sample of more than 4,000 residents across the United States and (2) a survey administered by ETC Institute in the fall of 2017 to over 350 residents living in the Great Lakes Region which includes the following states: Pennsylvania, Ohio, Indiana, Illinois, and Michigan.

Village of Bensenville, Illinois Overview Today, Village officials have limited resources which need to be targeted to activities that are of the most benefit to their citizens. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to citizens; and (2) to target resources toward those services where citizens are the least satisfied. The Importance‐Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision‐making criteria for each of the services they are providing. The Importance‐Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low, and the perceived importance of the service is relatively high.
Overview The rating is calculated by summing the percentage of responses for items selected as the first, second, and third most important services for the Village to provide. The sum is then multiplied by 1 minus the percentage of respondents who indicated they were positively satisfied with the Village’s performance in the related area (the sum of the ratings of 4 and 5 on a 5‐point scale excluding “Don’t Know” responses). “Don’t Know” responses are excluded from the calculation to ensure the satisfaction ratings among service categories are comparable. [IS=Importance x (1‐Satisfaction)]. Example of the Calculation: Respondents were asked to identify the major categories of village services they thought should receive the most emphasis over the next two years. Forty‐eight percent (48%) of respondents selected overall value that you receive for your Village tax & fees, as one of the most important services for the Village to provide. With regard to satisfaction, 53% of respondents surveyed rated the Village’s overall performance in the overall value that you receive for your Village tax & fees, as a “4” or “5” on a 5‐point scale (where “5” means “Very Satisfied”) excluding “Don’t Know” responses. The I‐S rating for the overall value that you receive for your Village tax & fees, was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example 48% was multiplied by 47% (1‐0.53). This calculation yielded an I‐S rating of 0.2261 which ranked first out of 9 major service categories. The maximum rating is 1.00 and would be achieved when 100% of the respondents select an item as one of their top three choices to emphasize over the next two years and 0% indicate they are positively satisfied with the delivery of the service.

The Importance‐Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low, and the perceived importance of the service is relatively high. ETC Institute developed an Importance‐Satisfaction Matrix to display the perceived importance of major services that were assessed on the survey against the perceived quality of service delivery. The two axes on the matrix represent Satisfaction (vertical) and relative Importance (horizontal). The I‐S (Importance‐Satisfaction) matrix should be interpreted as follows.
Continued Emphasis (above average importance and above average satisfaction). This area shows where the Village is meeting customer expectations. Items in this area have a significant impact on the customer’s overall level of satisfaction. The Village should maintain (or slightly increase) emphasis on items in this area.
Exceeding Expectations (below average importance and above average satisfaction). This area shows where the Village is performing significantly better than customers expect the Village to perform. Items in this area do not significantly affect the overall level of satisfaction that residents have with Village services. The Village should maintain (or slightly decrease) emphasis on items in this area.
Opportunities for Improvement (above average importance and below average satisfaction). This area shows where the Village is not performing as well as residents expect the Village to perform. This area has a significant impact on customer satisfaction, and the Village should DEFINITELY increase emphasis on items in this area.
Less Important (below average importance and below average satisfaction). This area shows where the Village is not performing well relative to the Village’s performance in other areas; however, this area is generally considered to be less important to residents.
