T
he east side of Baltimore County is an exciting place to do business! Our Chamber is dedicated to working with our members— small and large—to develop and support a vibrant business climate. We’re all about serving our members and promoting our businesses. With Route 43 providing a link across the major arteries of our area, we are located strategically to embrace the Base Realignment and Closure (BRAC) growth opportunities with new business parks, new housing developments, new schools and new plans to truly make our area the gateway to the Chesapeake Bay. Recognizing these opportunities and our membership growth in nearby communities, we have adopted a new trade name, “Chesapeake Gateway Chamber of Commerce.” Our commitment to our Essex, Middle River and White Marsh members is not diminished at all, and the Essex-Middle River-White Marsh Chamber of Commerce remains our official corporate name. We now have the best of both worlds! Our Chamber works for you. Our Legislative Committee keeps an eye on issues before the Maryland General Assembly that affect our businesses and communicates with our elected representatives. We sponsor several events each year to offer our members opportunities to meet their officials face-to-face to talk about what matters most to them. Our Workforce Development Committee supports the education of our next generation of workers and sponsors an annual principal’s breakfast and a major teacher awards event. They also oversee our annual holiday effort to help needy families. Our Events Committee has its finger on the pulse of business issues and plans meetings and events designed to bring expertise and build relationships that benefit members. Our Marketing Committee spreads the news about how our Chamber can work for you. Our website, www.emrchamber.org, promotes our members and serves their needs to find workers and connect to other businesses in our area. Our Membership Committee members are just the folks you want to talk to if you aren’t already part of our Chamber! And if you are a member, share this with a friend or colleague that would benefit from joining us. Our Salute to Hometown Heroes dinner honors police, firefighters, National Guard and medical personnel throughout our area, showing our appreciation for their daily dedication and sacrifice. Our new Business Hall of Fame dinner celebrates the achievements of our members. I encourage you to get involved in your area Chamber and your community. We can do even more together! ssex is one of Baltimore County’s first suburbs. Originally granted to five separate gentlemen on five separate plots of ground in the late 1600s, the property was not consolidated until 1908 when Elijah Taylor of Taylor Land Company bought the entire 12,000 acres, which he named Paradise Farms. That property was bounded on the east and west by what are now Mace Avenue and Marlyn Avenue and on the north and south by Stemmers Run Road and Back River. In 1909, the Taylor family had Paradise Farm resurveyed and broken up into building lots for a new development called Essex, which became known as “The Rising Suburb of the East.” Essex became well-known when Glenn L. Martin built an airplane factory in Middle River in 1929. In the 1940s, during World War II, thousands of people were employed at Martin’s and Bethlehem Steel, prompting a surge of housing construction, including developments such as Aero Acres, Victory Villa and Stansbury Estates.
Since the 1950s, Essex has experienced steady growth in new housing, which has become increasingly desired by the recreation-minded family. Essex-Middle River and Dundalk are the only waterfront communities in Baltimore County and offer 175 miles of wonderful shoreline. In 1965, the largely undeveloped northeast corridor was identified by Baltimore County as an ideal site for intensive development, to incorporate a variety of land uses and community services including residential, retail, business and industrial. In 1969, a planning analysis of regional growth found development potential in the northeast brought about by the construction of I-95. The plan was for a town center in an area created by a triangle of arterial roads. A mall would be at the center. The density of residential and business development would decline as it moved away from the mall. A residential sector was designated to the north, between Silver Spring Road and the planned White Marsh Boulevard. The welldevised strategy is evident today in the prosperity, diversity and general appeal of the Essex-Middle River-White Marsh area, and dramatic improvements continue.

altimore County is located in the geographic center of Maryland and surrounds the City of Baltimore almost completely. Its location is in a metropolitan area with a population in excess of 2.6 million. The City of Baltimore and Baltimore County are separate political units. Over the past two decades, the county has shifted from predominantly rural to a suburban and rural mix. Within its 612 square miles (plus an additional 28 square miles of water) are situated at least 29 identifiable unincorporated communities, which, as of 2000, ranged in population from approximately 5,000 to 63,000. The county’s seat of government is located in Towson. Today, the county maintains the third-highest population and the largest land area of any political subdivision in the state of Maryland. Baltimore County enjoys convenient access to various modes of transportation. Major interstates 95, 695, 83, 70 and MD Route 43 all make for quick commutes to numerous destinations. Baltimore County is also close to the Port of Baltimore, which is responsible for many overseas importing and exporting activities. Rail services are provided by MARC, which offers local commuter service, and Amtrak, which allows for interstate travel. The Maryland Mass Transit Administration is responsible for public transportation in the form of bus, light rail and subway service. In addition,

ith its convenient proximity to the Chesapeake Bay, countless historic attractions and the best in modern entertainment, Baltimore County offers a wealth of opportunities for residents and visitors alike.
Attractions Essex, Middle River and White Marsh all owe their heritage and prosperity in part to the aviation industry, and as such, proudly honor the pioneers who put Baltimore County on the map. The Glenn L. Martin Aviation Museum pays homage to one of Maryland’s most influential businessmen and his impact on the community and world alike. The museum commemorates the entire history of aviation in Maryland, from the earliest airports to World War II innovations to the present. With numerous planes and artifacts on display, as well as regular speakers, the museum is a fun and educational experience for all. The museum puts on educational demonstrations, hosts musical events and features great hiking trails and natural scenery. Located just north of White Marsh is an area that has managed to transcend time. Jerusalem Mill Village is a National Register-listed rural village that has preserved its way of life since the days of the Revolution. The village is a microcosmic view of a time passed, centered on a gristmill and a museum. The village features a restored water-powered mill, copper shop and the only remaining covered bridge in Baltimore and Harford counties.

he communities of Middle River, Essex and White Marsh were originally established to accommodate the large labor force drawn to the area’s airplane manufacturing industries. Since then, those communities have developed into self-sufficient metropolises with vibrant economies and a safe way of life. White Marsh is a planned 2,000-acre, mixeduse community adjacent to I-95. Designated an official growth area in 1983, White Marsh is one of the fastest-growing areas in the county, with a present population of more than 213,000. old forest, gentle meadows and the sheltered waters of Dundee Creek. It is a magnificent place for hiking, bird watching and communing with nature. Every third Tuesday of the month, wellknown writers, photographers and naturalists lecture and present slides. On weekends, the staff and volunteers offer bird walks, plant and animal identification workshops, canoe trips and demonstrations of skills and crafts. Golfers can also find challenging courses in Baltimore County. Rocky Point Golf Course in Essex offers a new “Dock and Drive” program, wherein golfers can arrive by boat and immediately enjoy the challenging waterfront links. A new 50-acre park, named the Fields at Renaissance Park, is under construction in Essex and will feature basketball and volleyball courts, athletic fields, picnic areas, walking trails and a community center. Marshy Point Nature Center is Baltimore County’s pristine waterfront nature center, located on the Dundee and Saltpeter Creeks. The 400+ acre park encompasses a mixture of wetlands and woodlands and thus is home to a wide variety of flora and fauna, especially migrating waterfowl. From summer camps and weekend canoe trips to discovery hikes and demonstrations, the Center provides visitors with many opportunities to explore the Chesapeake Bay ecosystem. Every 5th grader in the Baltimore County Public School system visits Marshy Point through the EcoTrekkers environmental education program. Festivals and other special events are highlights throughout the year. The Nature Center features a variety of native Bay animals, a beautiful butterfly garden, trails, canoe-launching dock, and canoes/powerboat for field trips. ssex, Middle River and White Marsh all have thriving business communities, thanks in part to an active Chamber of Commerce and involved business owners and residents. In the downtown area, one can find anything from quaint gift shops and antique stores to allpurpose marts and professional service providers.
The focal point, however, is the White Marsh Mall in Baltimore. altimore County residents are fortunate to have access to one of the nation’s top educational systems. The county’s committed public schools, range of private alternatives and opportunities for higher education are second to none. The Baltimore County Public Schools are dedicated to providing a quality, comprehensive educational program designed to address the needs of a diverse student population. Building on current successes, the system’s Blueprint for Progress outlines the vision, mission, belief statements, performance goals, performance indicators and key strategies. The Blueprint for Progress, a framework for improving student achievement, provides clear direction for everyone involved in
education in Baltimore County. The Blueprint for Progress is built on a foundation of clear standards, quality instruction and individual accountability. Implementing this blueprint is essential to meeting state and national standards and accomplishes the goals of increased student achievement and continuous school improvement. Furthermore, the Chamber has an Education Committee that is comprised of local educators from the public and private sector and members of the business community who work together to promote communication between both groups for the good of the community. The focus of the committee is to foster working relationships between educators and business leaders, which, in turn, affect the youth in our schools and
community. A shared vision enables the committee to learn, develop and study ways that will enhance the outlook of our youth. A number of technical, private and parochial schools are also available in the area. The Community College of Baltimore County (CCBC)-Essex Campus offers hundreds of exciting academic and career training programs for those pursuing education toward an associate’s degree or to open doors to a well-paying job through noncredit courses. One of 12 Vanguard Learning Colleges, CCBC is noted nationally for its commitment to student learning. The college consists of three comprehensive campuses and five extension centers in metropolitan Baltimore County. With such a broad range of available programs, students can receive certifications that will propel them into a successful career or transfer to a four-year college.
Library The Baltimore County Public Library meets all educational, recreational and informational needs of the community. The White Marsh branch of the County library offers readers easy access adjacent to the White Marsh Town Center. The recently renovated Essex Library offers a Chesapeake Bay theme, complete with aquarium, lighthouse and sand tables. Located in the Middlesex Shopping Center, the library has more than 14,000 square feet of space, including books, multimedia, computers and meeting rooms. Every library provides a number of Internet resources and databases whether on location or off premises.

altimore County grew from its agricultural origins. Because of a rapid and steady increase in population and commerce, due in large part to industries such as Martin’s airplane factories, new institutions were necessary to direct public affairs and economic development.
The Baltimore County Department of Economic Development was organized in order to create employment opportunities that benefit its citizens in the most comprehensive and long-term manner. The department addresses these goals by focusing on business retention, expansion and attraction, economic investment, workforce development, technology support and small business assistance. The department is a comprehensive resource for all economic concerns and offers a rich database of information in the most
prevalent sectors of Baltimore County business. The department also extends financial assistance, legislative support and real estate services. The Economic Development Department represents the major contributors to Baltimore County’s economy and shares its resources for the sake of encouraging further progress in the area. The new extension of MD Route 43, linking Essex with White Marsh, is a particularly desirable growth area that is projected to attract businesses that will employ up to 15,000 people. This new Middle River Employment Center hopes to draw high technology, major-brand types of operations with a limitation on retail development in order to promote a major employment hub.

altimore County is undergoing a major infrastructural and development project. The White Marsh-Middle River area’s potential for commercial expansion had long been unrealized as a large, development-ready business site near metropolitan Baltimore City. With the $60 million extension of MD Route 43, funded by the State of Maryland and Baltimore County, all of the necessary components for positive economic growth came together. The extension spans four
miles, from White Marsh at U.S. 40 to Eastern Boulevard at Middle River, creating great industrial corridors with developmentready properties, unbounded transportation options and limitless potential. Baltimore Crossroads at 95 is a 5.5 millionsquare-foot business community, which, as the result of a cooperative effort of public infrastructure and private development, promises to attract high-end business through its clear vision, careful planning, high
standards and prime location. Set on 1,000 acres, the 2.5 million square feet of flex and office space, 2.5 million square feet of manufacturing-industrial space and 500,000 square feet of retail space plan are predicted to create up to 10,000 high-wage, value-added jobs and will stimulate $460 million in new capital investment over the next 10 to 20 years. Baltimore County’s forward-thinking collaboration between public infrastructure and private development shows why the area is one of Mid-Atlantic’s best available industrial sites, given its ready access to major transportation routes and how it is “moving business through the 21st century.”

he Chesapeake Gateway Chamber of Commerce was founded and incorporated in 1948. The membership originally consisted of 16 merchants located in the Essex business district. Over the years, membership has grown to include larger geographic boundaries, which now include Essex, Middle River, Back River, Chase, White Marsh, Golden Ring, Rosedale and surrounding areas. The purpose of the Chesapeake Gateway Chamber of Commerce is to serve as an advocate for the business community and to promote economic development and the socioeconomic growth of the overall community. The Chamber is entirely non-political, non-partisan and non-sectarian, and is not operated for profit. The Chamber is comprised of business professionals, government officials and community-minded individuals who work together to enhance the community through better business and industry. Presently, the area is experiencing an exciting period of positive growth. The Chamber is ready for the opportunities of the expanding business and residential community.
Currently the Chamber supports: d The recent Route 43 Extension to Eastern Boulevard, which opened 2,000 acres for economic development and provided opportunities for expanding new ventures in Middle River and the entire shoreline area.
d Port of Baltimore and C & D Canal, a critical source for economic stability of the entire region and state. ssex, Middle River and White Marsh are all unincorporated communities and census-designated places. As members of Baltimore County, the communities benefit from the county’s outstanding public services.
The Baltimore County Fire Department provides fire protection, emergency medical aid and emergency rescue to the county’s 754,000 citizens. The department includes more than 1,000 paid, trained emergency response personnel, housed at 25 career fire stations. These career responders work at fire and rescue scenes alongside volunteer firefighters from the county’s 33 volunteer fire stations. The mission of the Baltimore County Sheriff ’s Office is to maintain the integrity of and provide service to the Baltimore County Circuit Court; to provide assistance and support to the citizens of Baltimore County; and to cooperate with all law enforcement agencies in their quest to maintain order in our community. Through a strong community presence, caring education system and cooperative efforts, the Sheriff ’s Office protects the citizens of Baltimore County.
