We also use vegetable oil based inks, low VOC solvents and alcohol free fountain solutions in the press room. Through October 2010, MultiAd has recycled 860,467 pounds of paper which translates to saving: 7,314 trees, 3,011,610 gallons of water, 163,487 gallons of oil, 1,291 cubic yards of landfill space, 1,720,920 kilowatt hours and 25,814 pounds of air pollutants. We also recycled 21.5 tons of aluminum plates.

elcome to DeSoto! It was around 1848 when T. J. Johnson, fresh from Tennessee, built a tiny general merchandise store near the “crossroads”—at what is today the intersection of Belt Line and Hampton Road. For the 163 years since the first store was built, DeSoto has been a meeting place where members of the community live and work together, pursuing their common dreams and goals.

In 2006, the City of DeSoto was named an All-America City by the National Civic League. Each year, cities from across the country apply for this prestigious award but only 10 cities receive it. The All-America City Award recognizes exemplary grassroots community problem-solving and is awarded to communities that identify their challenges and collaboratively work together to achieve results. DeSoto was the only city to be unanimously chosen as an All-America City.

Today, DeSoto is a uniquely prosperous community of over 50,000 citizens.

Though the pace is faster than ever before, that “crossroads” where friends and neighbors meet and do their business still thrives. The natural beauty and strategic location that drew early settlers are just part of what brings people to DeSoto. ive, work and play in DeSoto—a progressive community with a small-town feeling, rich in diversity and the cultural arts. Located in the “Best Southwest,” (the southwest corner of Dallas County), DeSoto offers fine housing, friendly neighborhoods, a great school system, expanding health facilities, multiple family and sports parks and restaurants and shopping. Nestled in an area sometimes referred to as the Hill Country of North Texas, DeSoto is peacefully sheltered from big-city congestion, but has all the benefits of a “small-town” atmosphere.

The largest of four communities in Best Southwest Dallas County, DeSoto exemplifies the advantages of living and working in the area with five key attributes: tremendous housing values, shorter commutes, clean air, excellent schools and quality health facilities and services.

With a population of over 50,000, DeSoto is a diverse community of neighborhoods and families where planning for the future is a priority. The city is constantly improving its park system to accommodate many active youth sports programs and family activities. Public safety is a priority in DeSoto as well, evidenced by the state-of-the-art police facility and recent passage of a bond election, which includes renovations and improvements of two fire stations.

DeSoto Town Center exhibits the innovative thinking of city leaders. In the early 1990s, officials converted an abandoned strip center into this unique central business district. The Town Center has become an anchor of the community, housing city administrative offices, the recreation center, civic center, library, a 180-seat theater and an outdoor amphitheater. Renovations were made on Town Center in 2005, adding picture windows in the civic center banquet hall (overlooking Ten Mile Creek), a water fountain and additional parking.

Since 1998, the City of DeSoto has been studying ways to revitalize the Hampton Road Corridor, the main artery through the city’s central business district. Over the years, this corridor has begun to look old and dated. New businesses were moving into other areas and the heart of the city was dying.

In 2005, the city hired RTKL Associate, Inc., an architectural firm, to conduct a study to recommend changes for the future. RTKL’s first recommendation was to talk to the citizens of DeSoto. A series of public input meetings targeting residents, Chamber members, the business community and property owners along Hampton Road were held, and the information gathered at these small group meetings was shared at larger public meetings for the entire community.

Once complete, the RTKL study called for three catalyst projects on Hampton Road, which were intended to spur further development along

municipal complex. This concept provides consumer traffic for retail establishments both during the day as patrons visit the library, City Hall and recreation center and in the evening as Town Center residents return home to patronize shops and restaurants in the development.

This project is a vision that was created with the help of our citizens and community leaders. Fulfillment of this vision will require continuing involvement by the community, the Chamber and the leadership of the DeSoto Economic Development Corporation. We look forward to our partnership with High Street Residential who shares that vision. The city council and staff stand ready to continue facilitating the economic health and growth of our community.

the corridor. The first project, on the northern end of Hampton Road, called for a mixed use residential/office/retail development in the parking lot of our municipal Town Center complex. Midway on Hampton, RTKL suggested a large greenbelt area that could host festivals and outdoor concerts ringed by townhomes. The third catalyst project is another mixed-use development at the corner of Hampton and Belt Line Roads.

After more than a year of meetings, design work, planning and number crunching, the vision of the first catalyst project had become a reality.

Trammell Crow’s High Street Residential Division partnered with the City of DeSoto to develop a mixed-use project just west of DeSoto Town Center (the former parking lot for the city complex). The project includes 35,600 square feet of retail space, 135 one- and two-bedroom residential units and a 360-space parking garage. The development embraces the new urbanism trend with a mix of retail and residential units tied to our existing

As the city continues to boom with new businesses, DeSoto maintains its sense of community. Annual events—such as the Christmas Parade, Fantastic Fourth of July Celebration, Toad Holler Creekfest and other events—keep DeSoto’s hometown spirit alive.

A rallying point for the DeSoto community is its dynamic public school system, which has achieved success academically and in a variety of extracurricular activities. The DeSoto Independent School District, which serves students in DeSoto, Glenn Heights and Ovilla, has bonded with the community to develop a system of schooling where all students are expected to graduate with character, intellectual preparedness and personal leadership as outlined in the district’s Portrait of a Graduate. With public and private schools and a vast number of colleges and universities in the area, DeSoto residents take pride in academic achievement.

HISTORY D

eSoto is one of the oldest settlements in North Texas. In 1847, just 11 years after Texas won its independence from Mexico, families first settled in the area that is now DeSoto. Around 1848, T.J. Johnson, fresh from Tennessee, built a tiny general merchandise store near the “crossroads,” located at the intersection of a road stretching north/south from Dallas to Ellis County and another running east/west from Lancaster to Cedar Hill (now Hampton and Belt Line Roads).

In 1881, a post office was established, and the settlement was given the name of DeSoto in honor of Dr. Thomas Hernando DeSoto Stewart, a beloved doctor dedicated to the community. During those early years, people in the community worked on farms and went to church, and not much changed until the 1940s.

After World War II, the area began to grow, as did all of the towns and cities in Dallas County. Because of the growth that the community was experiencing, the people felt the need to incorporate to improve an inadequate water distribution system. On February 17, 1949, a petition requesting an election for incorporation (signed by 42 eligible voters) was presented to Dallas County Judge W. L. Sterrett. The election was held March 2, 1949 with 50 votes in favor of incorporation and two opposed.

On March 3, 1949, the results of the election were entered into the records of the Commissioners’ Court of Dallas County, creating the City of DeSoto. On March 15, 1949, a city officer’s election was held. Wayne A

Chowning was elected mayor, and T.O. Hash, Malcom Hamm, S.I. Vaughn, Roy E. Spurgin and A.P. Bagby were elected councilmen.

The first called city council meeting was held at the schoolhouse on E. Belt Line Road on March 17, 1949, with C.H. Estes appointed as city secretary. It was determined that the City of DeSoto had a population of approximately 400, thus DeSoto became the 19th organized municipality in Dallas County.

eSoto hosts a variety of housing options to meet the needs of everyone’s style and budget.

Homes in DeSoto range in value from $90,000 to more than $1 million, allowing for affordability for the first-time homebuyer as well as upscale luxury to match the executive lifestyle.

A new 1,800-square-foot home in a neighborhood of mid-management residents can be purchased for about $120,000.

Recent home sales have concentrated in the range of $90,000 to $150,000, although a significant number of homes have been sold for more than $200,000.

Active retirees will find stress-free living at a number of residential areas in DeSoto,

including the community of Hickory Manor, which opened in 2005. Those requiring more personal care have assisted living and full-care options available in the community.

trategically located south of I-20 between I-35 and Highway 67, DeSoto is only 15 minutes from downtown Dallas, offering convenient access to the Dallas-Fort Worth Metroplex. Interstate 20 crosses just north of DeSoto, connecting the Best Southwest area to Fort Worth and the Mid-Cities. Interstate 35 (the NAFTA gateway from the south) runs along the eastern city limits of DeSoto.

Access to downtown is easy via freeway.

Dallas/Fort Worth International Airport is only 30 minutes away, offering daily flights to all parts of the world. Dallas Love Field, offering domestic flights within the contiguous United States, is just minutes from DeSoto. For private plane enthusiasts, Executive Airport, Lancaster Municipal Airport and MidWay Regional Airport in Midlothian are convenient to DeSoto.

n DeSoto, recreation is part of life and something the city strives to promote. The outstanding recreational facilities available in DeSoto make it the envy of surrounding communities.

With 11 parks and additional improvements on the way, DeSoto’s residents are never far away from taking a nice stroll. Park facilities feature picnic and playground areas as well as nature and walking trails.

DeSoto’s parks help support its vast number of recreational sports. Sports fields cater to baseball, football, soccer and softball, and tennis and basketball courts are available as well. Organized programs include youth and adult baseball and softball, T-ball and youth football—all offered through the Parks and Leisure Services Department of the city.

The swimming pools in Mosley Park provide relief from hot summer days and feature water slides and fountains.

DeSoto also boasts the first covered and longest track BMX bicycle racing facility in the United States. The site hosts several national and state competitions each year, and racers use the facility every weekend. The dirt track consists of carefully constructed hills and sharp turns, and is the only BMX track in the south Dallas area.

The DeSoto Recreation Center, located in Town Center, offers residents a variety of ways to stay in shape. The center features two full-sized gymnasiums, an indoor walking track, three racquetball courts and a state-of-the-art equipped fitness center. A range of classes is available yearround, including dance, karate, dramatics, painting, self-defense, spin-cycling, aerobics and music.

The DeSoto Public Library, located in DeSoto Town Center, is fully automated with Internet access, and offers a quiet getaway for book lovers or those who need a place to study. The library is open six days a week and hosts programs throughout the year, including book fairs, Story

Time and Summer Reading Program, which features weekly performances by authors, clowns and magicians.

First-class facilities for golf and tennis can be found at Thorntree Country Club. Thorntree, located at 825 W. Wintergreen Road in DeSoto, offers 18 holes of challenging golf and private tennis and swimming facilities. Banquet and meeting rooms also are available.

Those who wish to spend the day at the lake need only travel a few minutes to Joe Pool Lake and Cedar Hill State Park, which offer fishing, boating, camping and water sports.

In addition, families are just minutes away from movie theaters, bowling, miniature golf, rollerskating and ice-skating. For an entire day of fun, Six Flags Over Texas and Hurricane Harbor (in nearby Arlington) offer roller coasters and water slides. Easy access to I-35 and I-20 puts DeSoto residents within minutes of clubs and attractions in downtown Dallas and Fort Worth as well.

ooking for a little culture or just some oldfashioned family entertainment? DeSoto has it all. The city hosts a number of events and festivals throughout the year to provide residents something to do without a long drive. Activities include something for everyone—from dances to fishing tournaments to concerts.

DeSoto also promotes hometown spirit and involvement with its annual festivals. These events give residents a chance to mingle with their neighbors while having a great time in their own community.

Held in June, Juneteenth kicks off the summer with arts and crafts, children’s activities, entertainment and food.

Starting in July and continuing through the summer, free concerts will be held at local parks, and residents are invited to bring their picnic

baskets and lawn chairs to enjoy these concerts.

The Fabulous Fourth Fireworks Celebration is hosted by DeSoto and Lancaster in alternating years, allowing visitors to celebrate the nation’s independence with live music and a spectacular fireworks show.

The Easter Bunny visits DeSoto every spring for the Annual Easter Eggstravanganza, while Santa Claus makes time in December to attend the HomeTown Holiday and Parade of Lights festivities.

When it’s time to take a break and experience a little culture, the Corner Theatre in DeSoto Town Center is the place to go. A state-of-the-art performance facility, the Corner Theatre features a 185-seat auditorium with full lighting and sound capabilities. The venue hosts plays, murder mystery dinners and a variety of other performances throughout the year. Every April, the Corner Theatre hosts the DeSoto Star Search,

where DeSoto’s finest talent competes for various prizes and chances to perform at city events. The Corner Theatre is also available for rental by citizens, businesses and community groups. The Corner Theatre offers a large projection screen for corporate conferences as well.

Campuses are maintained at the highest standard for learning to be the “main thing.” While we continue to grow and build new campuses, we also enhance existing schools with current technology and facility improvements for security and energy efficiency.

Mission Statement

DeSoto ISD continues to grow at a steady pace, adding approximately 300–500 students per year. The district structure was modified during the summer of 2007 to transition the previous two intermediate campuses into elementary campuses, expanding the number to seven elementary schools with grades PreK–5. Both current junior high schools were reconfigured to include sixth graders, and with the addition of McCowan Middle School, the district has three middle schools serving students in grades 6–8. Two new elementary schools and additional space for grades 9–12 will follow.

ith a current enrollment of just under 8,900 students, the DeSoto Independent School District is a small, suburban district 15 miles south of Dallas. The 23-square-mile district serves students in the communities of DeSoto, Glenn Heights and Ovilla with 12campuses. The district enjoys small town support of academics and athletics, along with taxpayer support for upgraded facilities, technology and instructional support.

The district’s mission, values, goals and objectives are clearly defined. To that end, all campus, department and district improvement plans provide opportunities for students to achieve for academic excellence. Every school provides outstanding academic instruction supported by pyramids of instructional intervention, enrichment, behavior intervention and privileges.

eSoto’s location makes it accessible to a number of public and private colleges for students seeking a higher education.

Located at 7300 Houston School Road, the University of North Texas Dallas Campus (972-780-3600) offers four-year degree programs and graduate studies in counseling and student services, information science and library science. The UNT Dallas Campus Weekend College program provides working adults and traditional students greater flexibility to meet their educational goals.

This program offers undergraduate- and graduate-level courses in programs such as business, criminal justice, education and sociology.

On-site enrollment at the University of North Texas Dallas Campus has reached an all-time high headcount of 1,876 students, which represents a

Cedar Valley has a 350-seat performance hall, gymnasium, baseball field and a surgery facility and barn for the Veterinary Technology program.

Commercial development in DeSoto has remained strong and steady in recent years. However, the city has particularly experienced an abundance of activity in the hotel business. Newly built hotels include the Holiday Inn Express Hotel & Suites at Wintergreen & I-35E, the Hampton Inn & Suites at Centre Park Boulevard and I-35E the LaQuinta Inn & Suites south of Pleasant Run Road on the west frontage road of I-35E, and TownePlace Suites by Marriott at Highway 67 and Wheatland Road.

Additionally, the former Holiday Inn at I-35E and Wintergreen was purchased by a firm out of Odessa going through over $2 million of extensive renovations while becoming the MCM Grande Hotel/FunDome.

Other key commercial development projects include a potential new retail power center south of Belt Line Road on I-35E, a recently completed

shopping center and grand entrance into the city on the southwest corner of I-35E, a planned 37,000- to 60,000-squarefoot shopping plaza adjacent to the Wal-Mart on Belt Line, a potential mixed-use development at Wintergreen and Cockrell Hill and the Trammel Crow High Street Residential mixed-use project at City Hall.

Significant growth is also taking place in the city’s medical area. Quorum Equities Group, LLC is developing a $40 million medical office park at U.S. Highway 67 and Wheatland Road by Methodist Charlton Medical Center. Hickory Trail Hospital, center for mental health and chemical dependency care, is nested on five beautifully landscaped acres in DeSoto. Their highly trained professional staff provides a broad range of mental health and chemical dependency services, including specialized treatment programming. ncorporated in 1949, DeSoto operates under a council-manager form of government with six city council members and a mayor. The city council is the governing and law making body of the City of DeSoto and consists of a mayor and six (6) council members. All are elected at large by qualified voters of the entire city, and members must reside in the district they represent. The mayor represents the city as a whole and is not required to live in a particular district. The daily operations of the city are carried out by an administrative staff, headed by a city manager that is hired by the council.

DeSoto’s residents expect the best in public service, and more than 300 city employees work to meet that challenge every day.

The DeSoto Action Center—(972) 274-CITY (2489)—is open during the week to provide a hasslefree method for information and services to citizen questions and concerns.

DeSoto has partnered with neighboring Duncanville and Cedar Hill to form Southwest Regional Communications, an innovative program that provides police, fire and emergency dispatch services for cities in the Best Southwest area. One facility (located in DeSoto) provides services to all three cities, resulting in a significant cost savings.

Personal safety and emergency management are top priorities for the DeSoto Fire Rescue Department. Fire safety personnel travel across the state to train at the DeSoto Fire Training School. Nine warning sirens provide 100 percent coverage to alert residents in the event of bad weather or other emergencies. This system includes a low-wattage radio station at 890 AM with the capability for live broadcast to residents in case of an emergency.

With an ISO rating of 2, DeSoto Fire Rescue is considered above average, which serves to dramatically lower insurance premiums for businesses and homeowners.

DeSoto also boasts an excellent bond rating, resulting in substantial savings on capital investments needed to maintain a high quality of life.

Contributing factors to bond ratings are the strength of the local tax base and the city’s financial management practices. High ratings with agencies, such as Standard and Poors and Moody’s, means lower costs on bonds, a primary tool in building DeSoto’s future.

Residents can also access information online at www.ci.desoto.tx.us. Eservices include online water bill payment, access to the library’s catalog, garage sale listings, public document access and new resident information. DeSoto City Council meetings are broadcast live in their entirety on the city’s website and Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7 p.m. A taped broadcast is aired each day on Channel 16 at 10 a.m., 2 p.m., 7 p.m. and 11 p.m. following the live broadcast.

The hub of the city’s operations can be found at DeSoto Town Center, 211 E. Pleasant Run Road, located in the center of the city at the corner of Hampton and Pleasant Run roads. Within the complex is DeSoto City Hall, which houses administrative offices, city council chambers, the Economic Development Corporation, the water utilities department and the municipal court. The library, civic center, recreation center and a performance hall are also in the Town Center. An amphitheater, ideal for outdoor concerts and plays, is nestled behind the complex along the banks of Ten Mile Creek.

DeSoto has been proclaimed one of the safest cities in Dallas County, and boasts a state-of-the-art police department. The $6.4 million facility contains a community meeting room and a full gym for police officers. The department takes an innovative approach to public safety through community outreach programs, including its Neighborhood Enforcement Team and motorcycle and bicycle patrols. DeSoto’s police department is proud to be fully accredited by the Commission for Accreditation of Law Enforcement Agencies.

hurches have always been an integral part of the community spirit that thrives in DeSoto. The city’s first church was a “community” church. Built around 1891, Union Church was shared by Baptists, the Church of Christ, Methodists and Presbyterians until each was able to construct their own building.

Today, more than 30 churches make their home in DeSoto. The community still boasts a variety of denominations for anyone looking for a place to worship.

Church members are active in all aspects of the community—from festivals to charity events. Congregations also offer programs for all ages, including youth and teen activities, marriage enrichment classes, Vacation Bible School and seminars.
