Mayor’s Update The Village of Hoffman Estates continues to build upon last year’s success in many ventures. From major infrastructure improvements to exciting changes in the business community to the initiation of construction on the full Barrington Road interchange on I-90, Hoffman Estates is bustling with activity and progress. The Barrington Road interchange, expected completion in late 2016, has been a primary priority for many years. With the completion of access to and from the west, lots of community members stand to benefit. Not only will Alexian Brothers Health System gain much needed public safety and patron access from the tollway, but existing businesses and residents lose long trips east or west from Barrington Road in order to make their way back to the tollway. According to Hoffman Estates Mayor Bill McLeod, “In addition to the benefit of improved life-safety, the Barrington Road interchange will provide further promise of development potential to the immediate vicinity. I think that this transformation will be very positive for existing businesses previously impacted by customers with a difficult trip back to the Tollway.” As part of the interchange construction, a PACE Bus Park & Ride facility will be built alongside the interchange. The design of the interchange is considered innovative because it includes this feature, alongside major improvements to pedestrian and bicycle access. Companies nearby will have direct accessibility to the Park and Ride facility and to bike trails, allowing employees additional transit options and reducing some area traffic congestion. “The Village continues to pursue improvements to its bicycle network through various grants and development opportunities;” added McLeod, “especially for people who live and work here that need to cross the tollway, safe connectivity is paramount for the health, safety and well-being of our community.” Two more pedestrian and bicycle crossing of I-90 at Bartlett Road and underneath Hoffman Boulevard will join the Barrington Road crossing in providing more connections between Hoffman Estates residents and businesses. Other major infrastructure improvements include a storm water improvement project that will reduce flooding in the Jones-Highland subdivision. Mayor McLeod offered that, “the residents in the JonesHighland neighborhood have had flooding issues for years. We are so happy to be able to provide necessary improvements to the area.” The improvement comes in the form of a $900,000 grant from the Metropolitan Water Reclamation District of Greater Chicago (MWRD) for rehabilitation of the water and sewer infrastructure in problem areas. As in other years, the street improvement program will coincide with other storm water and bicycle and pedestrian projects, however 2015 brings the largest streets program yet, with approximately $8.7 million dollars to reconstruct and resurface 23 streets throughout the Village. The largest component of the project will include the reconstruction of Bode Road, which includes $3.3 million of the program total, in federally granted funds. “Making improvements to intersections, repaving the streets and repairing sidewalks all make our community an attractive place to live and work, whether people walk, ride or drive to their destination,” said Mayor McLeod. More people will be living and working in Hoffman Estates soon. Two new subdivisions were approved by the Village Board in 2014 in the northern area of the Village. with 17 single-family homes is planned for construction. A second subdivision with 81 single-family homes is proposed by M/I Homes of Naperville, for 37 acres of the old Bergman farmhouse property at Algonquin and Ela roads. Families need to eat, and in 2015, the Village is anticipating at least four new restaurants in town. Ala Carte Entertainment purchased two vacant restaurants on the southeast corner of Barrington and Higgins roads and, after renovation, will open a Moretti’s Ristorante and Pizzeria and a Whiskey River BBQ, filling out the five-restaurant “mall”, which currently includes Macaroni Grill, Steak N Shake, and TGIFriday’s. Just around the corner, at the southeast corner of Barrington and Higgins roads, a Burger King will be constructed later in 2015. If the community likes burgers, they’ll be pleased to hear that a Culver’s adjoined to a Mobil gas station has been approved on the west side of the Village, off Hoffman Boulevard. The Village was also pleased to take part in the now Chamber of Commerce-run Taste of Hoffman in fall 2014. “The event was well done and an educational experience for the taste-testing guests and the students making desserts as part of the Tate and Lylesponsored contest,” noted McLeod, “I’m certain that many guests found a new favorite local place to try for dinner.” As anticipated last year, Omron, a Japan-based electronics firm, finalized their relocation from Schaumburg to the six-story Greenspoint building. Mayor McLeod visited their operations and remarked on how impressed he was with their philosophy on community involvement. “They told me all about the things they’re doing for various local and international groups; I hope that we can work with them and other Village businesses to continue to better our community”, said McLeod of Omron. Local businesses have been keeping busy and going green. The Village recently recognized four Chamber of Commerce member businesses for their contributions to providing a sustainable workplace or environment for their customers. Businesses are awarded Green Business status for achieving a high level of reducing waste, energy or water usage, transportation policies encouraging efficiency, or educating staff on simple ways to be more environmentally friendly. Some recognized Green Businesses have participated in Village events, such as Village Improvement Day. Mayor McLeod said, “When we present the award, I always end up knowing more about the businesses than before. They’re doing some really great things that should be recognized.” Green Businesses are recognized in the Village newsletter and linked on the Village website. To make the community more aware of the great things happening in Hoffman Estates, “we’re trying to be effective in our communication between the businesses and Village, and also communicate effectively with our residents by using all of the tools available to us” McLeod stated. The Village uses their website, newsletter, community signage, social media accounts, a YouTube channel, and email news as just a few ways of getting the word out. In 2015, the Village is looking forward to many action-packed events and hopes to stay involved with Hoffman Estates businesses, the Chamber of Commerce, the Hoffman Estates Park District, and the schools, among other local organizations. Continues McLeod, “We want to keep up this pattern of coordination with our Hoffman Estates community partners; helping each other will bring our community together.”

Economic Development Addition of tollway interchange spurs growth in Hoffman Estates The phones in Hoffman Estates’ economic development office are ringing once again, thanks to an up-tick in the national economy and excitement over the pending expansion of the I-90 interchange at Barrington Road. Ala Carte Entertainment purchased two vacant restaurants on the southeast corner of Barrington and Higgins roads and, after renovation, opened a Moretti’s Ristorante and Pizzeria in January and a Whiskey River BBQ on the long-vacant former sites of a Max and Erma’s and a Lone Star, respectively. “These new additions complement the larger five-restaurant “mall” which also includes a TGIFridays, a Steak and Shake and a Macaroni Grill. Ala Carte ended up buying both restaurants when we formed a public-private partnership, using TIF funds to rebate some of their TIFeligible renovation costs,” said Kevin Kramer, Economic Development Director for Hoffman Estates. “The prospect of the new full interchange at I-90 definitely played a part in bringing in Ala Carte because they know that soon people coming from both the east and the west will have ready access,” he said. Omron, a Japanese electronics firm, has also moved into the Village, bringing 200 jobs to one of the three Greenspoint Office Center buildings in August. They took 70,000 square feet on three floors of the six-story building to consolidate three of their divisions into one location.

“We were pleased that we could help the new owners of Greenspoint bring in a desirable tenant for such a large portion of their space. While Omron moved many of these jobs to Hoffman Estates from Schaumburg, we consider it a ‘win’ that we found a new home for Omron here in our immediate area,” Kramer stated. There has also been quite a bit of serious interest in properties in the 59/90 Entertainment District from retailers and entertainment providers, according to Kramer. “I hope that in the next three to six months, we will have some exciting announcements to make that will add to the energy and life in that district,” he said. In addition, a number of industrial users have expressed interest in the 400 acres of open land on the west side of Beverly Road. The current owners are interested in selling and prospective buyers are currently working on concept plans. “All of this interest reminds me every day that the economy is coming back,” Kramer stated. He is also pleased that single-family home builders are once again stepping forward to present plans for new homes. Two are currently on the drawing board.

Seventeen single-family homes are slated to be constructed on the north side of town, in a subdivision to be called Bradwell Estates. Another 81 single-family homes are proposed by M/I Homes of Naperville for 37 acres of the old Bergman farm at Ela and Algonquin roads. “We are thrilled to see new home construction coming back because when that happens, the rest of the retail economy naturally follows. New home buyers then need to buy furniture, home décor, hardware, etc. and the sale of everything increases,” Kramer explained. While the recruitment of new businesses is an important part of the economic development process, so is retaining existing businesses. Kramer makes a point of visiting large existing businesses at least once every three years, giving businesses a contact within the Village hierarchy and helping them with issues such as permits, zoning, utilities, and contacts and information on county and state programs, even offering ideas for tax breaks. “I like to get to know the businesses that we have in town so that I can express our appreciation for locating in Hoffman Estates; promote them whenever possible; and maybe can even try to attract some of their suppliers to town which might help cut their supply chain costs,” he said. Hoffman Estates and Kramer are also actively involved in the Golden Corridor Advanced Manufacturing Partnership (GCAMP) which includes Elk Grove Village, Schaumburg, and Hoffman Estates. That group is actively working to change the perception of manufacturing among young people and to increase opportunities for high school students to earn the necessary certifications to get a high-paying job in manufacturing once they graduate. They have also helped spearhead a manufacturing technology program with plentiful internships at Harper College. “When we are all trying to attract manufacturers to our communities, it is a big selling point that we have a young, skilled workforce in the area. If a company moves here, they need a great workforce. Everything else, even great logistics, is secondary,” Kramer stated. “So we are taking the time and making the effort to develop a great, enthusiastic and skilled workforce in the Golden Corridor communities.”

“Getting a full interchange at I-90 and Barrington Road has been a large public project that has been a long time in the making and we felt that it was really important for the health system to offer $1 million of our own money to show how serious we were about its importance. We weren’t just adding our names to a petition. We were making a symbolic statement,” she stated. “Alexian Brothers Health System is extremely thrilled that something we have worked on with so many local officials for so long is finally going to become a reality,” Clancy said. McLeod and other local officials are also eagerly anticipating a shot in the arm for the local economy from the increased tollway access. “I am already getting more phone calls from brokers on parcels of vacant land in the area and from possible tenants for un-leased office space in the vicinity,” said Kevin Kramer, economic development director for Hoffman Estates. “They have heard about the full interchange and have clients who are now interested in possibly locating here. This just bumps Hoffman Estates up higher on their site list.” Hankey recalled that hotel owners close to the exit also were advocating for the enhanced interchange over a decade ago as a way to substantially increase their traffic. They saw the benefit from increased accessibility by both employees and customers who would no longer have to exit further west at Route 59 and then proceed via surface streets to their Barrington Road locations for lodging and food. “I expect it to enhance the value of all the property in close proximity to the interchange and to be very helpful to the future of Hoffman Estates in terms of the quality of life and the economy,” McLeod explained. “That is why we in the Village authorized spending over $1 million dollars for the preliminary engineering on a project that we knew might never happen. It scared the heck out of me, but we knew we had to spend the money if we wanted the project to have any chance at all.” “I actually find it hard to believe that it is finally happening. It is one of those projects that took a huge group of people to accomplish. No one person got this done. It was a group effort involving Ed Goldberg, Mark Frey and Len Wilk at Alexian Brothers Health System, State Rep. Fred Crespo, former Governor Pat Quinn, George Moser Sr. and George Moser Jr. of Stonegate Properties and many, many others,” McLeod said. “The biggest challenge was making it an official State of Illinois

An infrastructure improvement that has literally been years in the making is coming to Hoffman Estates in late 2016. The Jane Addams Memorial Tollway (I-90) will finally have a full interchange at Barrington Road, allowing residents, shoppers and diners, area employees, along with both patients and visitors for Alexian Brothers Health System’s three Hoffman Estates hospitals more direct access to the Barrington Road corridor from the west. They will also be able to quickly and easily depart the area and head back to the suburbs further west and will have access to new expanded I-90 transit services and a new Park & Ride facility at Barrington Road that is planned by PACE. A funding agreement between the Tollway Authority, IDOT and Hoffman Estates for the $68 million project was finalized in mid-2014. The Tollway is contributing $40.8 million of the necessary funds while IDOT is providing $22.2 million and Hoffman Estates is coming up with the remaining $5 million. “Every day we work tirelessly to help people who need to get places faster through more efficient travel,” former IDOT Secretary Ann L. Schneider said when the project was announced in early 2014. “This interchange will do just that with better access to key areas and services.” “When the Tollway was originally built in the 1950s, its purpose was to give area residents access to and from Chicago and to facilitate regional traffic through the area. Suburb-to-suburb travel was not really considered to be its function, not was access to the west,” explained Michael Hankey, Director of Transportation and Engineering for Hoffman Estates. But things have changed and different needs must now be addressed. “I remember when I came here in 1993 it was one of the first projects that I worked on and others had been working on it for several years before that,” Hankey added. “Travelers have an expectation that when they get off at an exit to have a meal, stay the night or get gas, that they will be able to get right back on and continue their travel. That has not been the case at Barrington Road and that has hindered our area businesses,” he continued. St. Alexius Hospital, under the leadership of former CEO Ed Goldberg, was one of the earliest proponents for the change, commissioning an impact study in 1989. And as it turned out, one of the key selling points for the construction of a full interchange was one of public health and safety, according to Mayor Bill McLeod. “Time is life and people hurt on the tollway west of here or those hurt in suburbs further west are currently forced to continue another 12 or 14 minutes east to Northwest Community Hospital in Arlington Heights or to Alexian Brothers Hospital in Elk Grove Village, bypassing our wonderful hospitals in Hoffman Estates because of the lack of an exit,” he explained. St. Alexius Medical Center, the Alexian Brothers Women and Children’s Hospital and the Alexian Brothers Behavioral Health Hospital are all located on a large campus that is only three blocks from the Barrington Road exit on I-90. That is why they were large supporters of the effort to get a full interchange at Barrington Road, even committing $1 million of hospital funds to the construction effort. “The Northwest suburbs have a very large population and the residents’ access to emergency services is vital. In the case of a stroke or a heart attack victim, in particular, a few minutes can mean the difference between life and death or between having a permanent disability and going back to work,” explained Kelley Clancy, Vice President of External Affairs for Alexian Brothers Health System.

project with an ID number so that we could then assemble the funding from IDOT and the Tollway Authority,” recalled George Moser Sr., chairman of Stonegate Properties. “The emergency services aspect of the project was my biggest concern but the full interchange will certainly help general commerce in the area, too.” State Representative Fred Crespo admitted that the project seemed like just a “pipe dream” nine years ago when he was a Hoffman Estates trustee, talking about it with his fellow Village officials. “It was very difficult to get traction on the project because everyone knew it was going to be so expensive. But our goal was to keep the idea alive. So we went everywhere and talked to everyone because we knew how important it was for access to St. Alexius Hospital, especially once Sherman Hospital in Elgin moved further west, and for the economic growth and development it would bring to the whole region,” Crespo said. “This will be much more than just an interchange. It will put us on the map and the PACE public transportation project that goes along with the interchange enhancement will provide public transportation to a population that has been underserved,” he continued. “A PACE Park & Ride facility, which will initially provide space for 75 vehicles, to serve new and expanded I-90 bus service evolved as a component of the interchange project,” explained Hankey, “so that people in the area could enjoy public transportation with an increased frequency of service. Buses, which may eventually be allowed to operate on the inner shoulder during heavy traffic times, will allow residents access to the Blue Line el at Rosemont. This will be very helpful because commuters in this area reside in an area between Metra lines where there is no easily accessible train service.” “As the Tollway rebuilds I-90, the plans reserve space in the median for the construction of a possible future transit line. If the demand dictates and it ever becomes a financial possibility, they won’t be boxed in by a lack of space,” Hankey stated. Calling it “another tremendous example of state and local governments working together to advance transportation projects with regional benefits,” Illinois Tollway Executive Director Kristi Lafleur said that the full interchange will “not only improve access for Tollway customers traveling to and from Hoffman Estates, it will also offer opportunities for new jobs and economic development along Barrington Road and beyond.” Crespo agreed. “This full interchange at Barrington Road is a great project which proves that if you work well with others and stay on top of projects, you can get things done.”

Giving back to the community is the mantra for at least one Hoffman Estates-based corporation. In August, 2014 Alexian Brothers Women and Children’s Hospital (ABWCH) unveiled a colorful, interactive sculpture, commissioned through a donation from Claire’s Stores, Inc., and designed to create a welcoming environment for young patients and to help them have some fun while receiving care at the hospital. The large-scale, kinetic and kid-friendly sculpture in the hospital’s lobby is named “Bloom.” It features flowerlike forms and includes a control dock at youngsters’ height to allow them to rotate large flowerlike forms mounted over two stories tall. According to the artists Joe O’Connell and Blessing Hancock, of Creative Machines Inc. in Tucson, Arizona, the sculpture “celebrates life and the impulse to enjoy it.” “Bloom will help our patients be more comfortable beginning the moment they enter our doors and will help create a more engaging and less clinical atmosphere between the hospital and the children we serve,” said Melanie Furlan, Vice President of the Alexian Brothers Foundation. Claire’s has a strong commitment to corporate social responsibility and local charitable activities, according to J. Per Brodin, Executive Vice President and Chief Financial Officer at Claire’s. Supporting ABWCH, which opened in April 2013 “just down the street from Claire’s headquarters,” is a natural extension of that commitment, he added.

St. Hubert’s Catholic School awarded National Blue Ribbon in 2014 St. Hubert Catholic School, located at 255 Flagstaff Lane in Hoffman Estates, was one of 337 schools nationwide to be awarded a National Blue Ribbon award by the U.S. Department of Education during the fall of 2014. Only 50 of those schools, or an average of one per state, was a private school. Opened in 1961, St. Hubert School has an enrollment of 477 children in preschool through eighth grade. “This award validates our faculty’s hard work and our parents’ dedication,” said Principal Vito DeFrisco. “It proves that we are performing at a high academic level, so our parents are delighted. track their academic progress. Assistant Principal Marcia Larson and I added professional development opportunities that supported our goal to become a National Blue Ribbon School. Finally, we explained the importance of standardized testing to the children and created testing conditions that allowed for success. When we felt we were ready, a committee completed an extensive application with supplementary materials. It was a four-month process, but well worth the effort.” DeFrisco and Larson traveled to Washington, D.C. to receive the award and triumphantly brought it back to the faculty and students who earned it. In fact, the faculty and staff even surprised the students at an assembly with an impromptu “flash mob” dance to the popular song “Happy” to celebrate the school’s recognition. DeFrisco feels blessed to be a part of a school community that consists of dedicated parents, teachers and students and feels that he could not have accomplished this award alone. 2015 Top 10 Community Events Hoffman Estates annually offers numerous special events designed to draw people together to celebrate, network, recreate, preserve cultural traditions and generally, to enjoy life. Many of these events primarily attract those who live and work in Hoffman Estates. Others draw participants, vendors and performers from far and wide. Remaining true to its motto “Growing to Greatness,” Hoffman Estates is a busy, active community with much to offer its residents and those who live nearby. The top ten events annually planned by the Village of Hoffman Estates and by the Hoffman Estates Chamber of Commerce and Industry are as follows: CELEBRATION OF EXCELLENCE Jan. 29, 2015 Chicago Marriott Northwest, 4800 Columbine Blvd., was the site of the fourth annual Celebration of Excellence dinner during which the outstanding achievements and contributions of Chamber of Commerce and Industry members were recognized. The new Chamber board of directors for 2015 was also presented at the dinner. Tickets are $50 per person.

ANNUAL MAYOR’S BREAKFAST Feb. 25, 2015 Held each February in varying locations around the Village, this is Hoffman Estates’ version of the State of the Union address. Mayor William McLeod and the Village staff make a brief multimedia presentation to update residents and business people on what is happening and expected to happen in Hoffman Estates. New opportunities are outlined. New construction plans and businesses are introduced. New projects and initiatives are announced. This year’s breakfast was held at the Sears Centre Arena. The cost is $25 for Chamber members and $35 for non-members.

2015 Top 10 Community Events NORTHWEST CELTIC FEST March 22, 2015 Celebrate the heritage and traditions of Scotland, Ireland, England and Wales at the Sears Centre Arena. This free, day-long event for people of all ethnicities features Celtic dancers and musicians, demonstrations of popular Celtic sports, like rugby and soccer, as well as vendors and clans selling and demonstrating all things “Celtic.” Bring the family. There are free children’s games and activities, as well as genealogists who are willing to help you trace your Celtic roots. Affordable Celtic treats like corned beef sandwiches, Shepherd’s pie and other favorites are available through the Sears Centre’s concessionaire. Adults will enjoy the Scotch and beer tasting available, for a fee, in the arena’s club area. Don’t miss watching border collies herding geese and Irish wolfhounds – the gentle giants – running to “catch” a pretend lure in Lure Routing demonstrations while you enjoy a pint!

NORTHWEST FOURTH FEST July 1-5, 2015 Hoffman Estates annually teams up with the Hoffman Estates Park District and Hanover Township to sponsor “the Burbs’ Biggest Fourth of July celebration,” the Northwest Fourth Fest at the Sears Centre Arena. The week-long celebration of the Fourth of July includes a parade, carnival rides and games, live entertainment, food vendors providing every taste you could imagine and a fireworks show on the Fourth that will blow your mind! This sprawling setting offers lots of great spots to see the fireworks or spread out on a blanket and enjoy the music. The Sears Centre Arena is open as a cooling center and restroom facility during the event. So come out and enjoy the “coolest” place in town to spend the Fourth of July – literally!

COMMUNITY FISHING DERBY June 6, 2015 This catch-and-release derby is held the first Saturday of June on Illinois’ “Free Fishing Day” when no one needs a fishing license to enjoy angling. The Community Fishing Derby annually attracts over 500 registered fishermen of all ages. Prizes are offered for the longest fish caught by registered fishermen in four different age groups. The lake is stocked with tagged fish, sponsored by local businesses, and the lucky winners get cash! This is truly a community event with a local Boy Scout troop selling bait; Cabela’s offering fishing pole rentals for the day as well as fishing tips; the police and fire departments doing demonstrations; and local restaurants selling food. The benefactor sponsor for the event is Sears Holdings Corporation and major sponsors are Hoffman Estates Community Bank, Cabela’s and Alexian Brothers Health System. ALEXIAN BROTHERS’ FITNESS FOR AMERICA SPORTS FESTIVAL July 25-26, 2015 No event in Hoffman Estates draws more widely than the Fitness for America sports festival, sponsored by Alexian Brothers Health System and put on by the Village of Hoffman Estates working with All Community Events and the Hoffman Estates Park District. This weekend of in-line skating and running competitions in late July draws thousands of participants from professionals to recreational enthusiasts. Thanks to the generous sponsorship of the Alexian Network, all children’s events are free to encourage youngsters to get up and get active. There is no fee to come out and cheer on the participants. You’ll meet people from around the world as runners and professional skating teams arrive to participate in the Friday night race and the nation’s second largest in-line skating marathon on Saturday. There are $10,000 cash purses for both events. Volunteers can earn funds for their nonprofit agency by volunteering. SUMMER SOUNDS ON THE GREEN July and August Enjoy seven weeks of Thursday night concerts at the Village Green, located next to the Sears Centre Arena, during July and August. 2015 Top 10 Community Events PLATZKONZERT GERMANFEST Sept. 12, 2015 Autumn is the time for celebrating all things German and that is what the Hoffman Estates Arts Commission does each September with its free Platzkonzert Germanfest, an event filled featuring German singing, musicians, dancers and food at the Village Green, 5510 Prairie Stone Pkwy. Platzkonzert (pronounced Platzkonzert) literally means “open air concert” in German, so this unusual name is certainly appropriate for this annual event which features brats, sauerkraut, potato salad, strudel and other German fare; beer and wine on sale; German entertainment for all ages; and activities for the children. The Hoffman Estates Park District even brings its portable climbing wall which is transformed into the “Matterhorn” for the day, while a raucous stein-carrying contest adds to the fun for adults. This year the committee is adding a 5K run through the Prairie Stone campus, as well as additional contests, entertainment and concerts.

FOOD TASTING FESTIVAL 2015 Oct. 29, 2015 The fourth annual Food Tasting Festival will take place from 5 to 8 p.m., Thursday, Oct. 29 at the Stonegate Conference and Banquet Centre, 2401 W. Higgins Rd. This exciting annual event showcases restaurants and food/ liquor providers from around the area offering samplings of their unique cuisine and liquors. In addition, culinary students from Harper College and Elgin Community College are challenged by Tate & Lyle, the manufacturers of Splenda sweetener, to bake the perfect cupcake using Splenda instead of sugar. Attendees participate in the judging as each school prepares mini-cupcakes to taste and then everyone casts votes for the best at the festival. 10 FASHION SHOW/SCHOLARSHIP LUNCHEON November Each autumn the Hoffman Estates Chamber of Commerce and Industry holds a Fashion Show Luncheon to raise funds for its community educational scholarship program.
