VILLAGE PRESIDENT WELCOME I hope that you are finding Lombard to be more than you ever expected, just like I have in my 30 years as a resident. As your Village President, I am proud to serve the residents of Lombard and the business community in a town that is like no other. From the thriving regional mall to an evergrowing downtown to several strip malls located throughout the Village, business development and growth is present in Lombard. We are privileged to have a strong relationship with our business community and the Lombard Area Chamber of Commerce, as well as numerous other community partners. Together, we all contribute to the success that Lombard enjoys. Our community partnerships are a strong part of providing additional visitors and shoppers to Lombard to help our business community thrive. Please patronize our businesses and thank them for being an important and vital part of our community. Life in Lombard is well-rounded with excellent options for education, an award-winning park district, active library, interactive historical museums and much, much more. These aspects of our community help us to realize that in Lombard, there’s no place like home. Lombard’s proximity to the expressways makes travel for business or pleasure one more reason why Lombard is a great place to live or work. Raising a family in Lombard is now spanning generations with a variety of housing – both historic homes and new construction – that may be found in our community.
All around, the Lilac Village has much to offer its residents, businesses and visitors. I hope that like me, you will find that it’s much more than you ever expected. Sincerely, Keith Giagnorio Lombard Village President

the vacant Village-owned property at 101 S. Main St.,” Heniff added. Four long-time vacancies along Roosevelt Road were also filled during 2014. DriveTime took over the old Westgate Auto Sales at 500 E. Roosevelt Road; Casa Real Mexican restaurant opened a few months ago in the longempty former Lone Star restaurant space in the High Point Shopping Center; Sleepy’s –The Mattress Professionals, moved into the Hollywood Video space in that same shopping center; and Kentwood Office Furniture took over the former PM Bedroom Gallery space across the street from Kmart.
In addition, Noon Whistle Brewing opened at 800 E. Roosevelt Road. It is primarily a brewery, but they do have a tasting room, too, Heniff said. Yorktown completed its interior renovations during 2014 and is continuing exterior work this year. The AMC Theatre also rehabbed their facility, introducing a state-of-the-art, dine-in concept with lounge chairs and enhanced food and drink areas. “They worked closely with their existing tenants on freshening up their spaces and repositioning some of them within the mall. They have had a very good response from their tenants, many of which have ▲
Retail is the lifeblood of Lombard’s economy with three major shopping areas in the community – historic downtown, Yorktown Shopping Center and along Roosevelt Road. All three areas are demonstrating increasing strength and vigor as consumer confidence returns and the recession wanes, according to William Heniff, Lombard’s Director of Community Development. “Approximately 140 businesses came to, expanded within or relocated within Lombard during 2014, bringing approximately 1,300 additional full- or part-time jobs to the community, based on the data they have given us,” Heniff said. “We also issued over 2,400 building permits during 2014 for renovations, facades, signs and more as both new and existing businesses freshened up their spaces.” Three new businesses opened in the downtown – Clasha, an accessories retailer; DryTini, a hair styling salon; and The Gathering Lighthouse, a facility housing spiritual healers, hypnotists, acupuncturists, mediums and life coaches. Heniff expects that in 2015 the Balkan Bakery and Deli will open with an outdoor seating area. In addition, Mesa Home Video, Mesa Electronics and Lori’s Jewelry, as well as a family restaurant soon to be named, will also open in Downtown Lombard. “I am also pleased to say that the old 1860s hotel at 101 W. St. Charles Road has been sold. The new owners are committed to preserving it as an historic building and plan to do some renovations so that they can attract new retail/restaurant tenants. The second and third floors will probably be used for offices or for residential space,” he revealed. “And the Village Board has authorized the Community Development staff to look at the market viability of different uses for

ECONOMIC DEVELOPMENT extended their leases,” Heniff explained. “We are happy to see these businesses continuing to invest in the community. It is just as important to save a business as to attract a new one.” But new ones have also been flocking to Yorktown. Among those that moved in during 2014 were The Billy Goat Tavern, Sarku, Skinny Sweet Yogurt, Freshii and Armand’s Italian restaurant. Those expected to move in during 2015 include BZ’s Twisted American Cuisine, Francesca’s Accessories, AT&T Wireless and 25 Silver, an accessories boutique. Elsewhere in the Village, Native Floral, a wholesale florist which supplies packaged flowers to retailers, completed construction on a new 59,000 square foot warehouse/assembly facility in the North Avenue Business Park. This longterm commitment to Lombard preserves approximately 90 jobs. “So far, 2015 has also been busy. We are seeing a significant up-tick in building and property improvements, like tenant build-outs. These are very positive signs for our economy,” Heniff said. In addition, the Lombard Community
Development staff is reaching out to existing business owners in an effort to find out what is going on in the market and to anticipate what might be happening in the future. “We are also forming close partnerships with new and existing businesses who are considering build-outs and other renovations.

notice similar design characteristics in the underpass that you will find on the three Great Western Trail bridges that we did last year,” he explained. The project also includes new covered and heated train platforms, new stairways and new ADA-accessible ramps. “We believe that the entire project will enhance the functionality of the downtown, connecting it to the library, the historic sites
and Lilacia Park,” Goldsmith said. “It will provide a strong bridge between Lombard’s civic amenities and its business community.” And then, according to Jordan, there are the homes themselves. In Lombard, there is virtually something for every taste. There are the older neighborhoods with a good mix of architectural styles to appeal to a wide range of buyers, from 1950s ranches to 1960s and ’70s split-levels. There are even a few grand

Lombard is one of DuPage County’s most popular communities thanks to its highly rated schools, small town atmosphere, central location near interstates, nice selection of homes, Yorktown Shopping Center, great dining options and plentiful community programming, events and amenities, according to Jeanne Jordan, a realtor with J.W. Reedy Realty. “Lombard literally sells itself. Many people see it as a nice alternative to Glen Ellyn where the houses are much more expensive. And Lombard has been working really hard on its downtown to make it cuter, plus they have great events like Lilac Time and beautiful amenities like Lilacia Park,” Jordan said. The new, nearly $8 million pedestrian underpass, located just west of the Lombard Train Station, which will open in spring, 2015, is the most recent example of Lombard’s effort to create a safe, unified and scenic downtown. Metra, the Illinois Commerce Commission and Union Pacific proposed the project several years ago as part of its ongoing strategy to eliminate pedestrian at-grade crossings up and down their rail lines, according to Carl Goldsmith, Lombard’s Director of Public Works. Lombard’s Village Board contributed $294,000 toward the project in order to enhance the tunnel’s aesthetics and security with flagstone finishes and pilasters, upgraded ceiling material, LED lighting, a concrete knee wall, bronze medallions featuring the Lombard logo and additional security cameras, Goldsmith said. “The idea was to have the underpass aesthetics consistent with our design guidelines for the downtown. So you will

LIVING IN LOMBARD Victorians in the center of town, mixed with lovely old bungalows and Cape Cods. There are some newer and often larger homes and small subdivisions built in the 1990s and 2000s, primarily located at the south and northwest ends of the Village. New construction can be found throughout the community, primarily on vacant lots or through tear downs. There are several very nice townhouse and condominium developments located near Yorktown Shopping Center or in the downtown area. “People of all ages are drawn here,” Jordan said. “Nationally, we hear that first-time buyers are not yet buying but that has not been my experience. Young people who have been renting or living with their parents are deciding it’s time to buy. We are also seeing move-up buyers again, looking for a bigger home for their growing family. The large inventory of distressed properties that has pulled down the housing market is finally disappearing and along with it many of the investors who purchased those homes.” During the last quarter of 2014, the average three-bedroom, single family home listing price in Lombard was $237,462, making it perfect for both first-time buyers and empty-nesters who are looking to downsize. That price was a $9,800 increase over the same period in 2013. Several elementary school districts and high schools serve Lombard’s children but most attend the schools within Lombard Elementary District 44 and Glenbard High School District 87. There are also several parochial schools. Both districts are highly rated and their schools are sought after by parents for their offspring, according to Jordan. The very well-funded Helen Plum Memorial Library, under the direction of Barbara Kruser, is another strong draw to Lombard. It offers both educational and entertainment programs for all ages, a summer reading program for children, book discussions for young adults in local coffee houses, senior
social events and abundant programming for those interested in career and business-related assistance. They also have an unusually large collection, electronic resources such as databases, which includes CD and DVD collections, video games and even the Zinio magazine service which allows patrons to download from home any magazine they offer. The Lombard Park District is another draw for potential residents. It offers a wide variety of organized sports teams, dance and fitness classes, walking clubs and special events, as well as a fitness center, personal training, massage and nutritional counseling. During the summer season they also offer
swim lessons, both swim and dive teams, adult lap swim, water aerobics, water walking and water Zumba for teens at the water park. ❉

PARK DISTRIC T The Lombard Park District offers a wide variety of organized sports, dance and fitness classes and special events, as well as a fitness center, personal training, massage and nutritional counseling to residents of its district. “We offer swim lessons, both swim and dive teams, adult lap swim, water aerobics, water walking and water Zumba for teens at the water park during the summer season,” explained Jill Wejman, communications manager. “Sports teams, walking clubs, and dance and fitness classes like yoga and Zumba are offered for all ages year-round, at facilities all around the park district,” she continued. In fact, they are now offering “Physical U” group fitness training for ages 5 to 18. Students will be grouped according to age, ability and fitness goals, explained Debbie Whitcher, aquatics and facilities manager. The district’s fitness center, located at Sunset Knoll Recreation Park, 820 S. Finley Road, is open to everyone, age 10 and older. But children between the ages of 10 and 15 must be accompanied by a parent. Massage therapy for stress-relief, as well as individual nutrition wellness counseling by a registered dietitian and personal training are all offered to help residents stay well. Personal trainers help those with a doctor’s order identify what they are currently doing, the changes they need to make in their activity level and then help them follow through. Nutritionists do the same thing for people whose physicians feel that they need to change their diet for health reasons. Special events that are fitness-related are also held throughout the year. Each January the park district holds its Health Fair and Fitness Expo at Sunset Knoll Recreation Center. Each May they hold the 5K Mutt Strut during which runners and their canine friends race through the neighborhoods around Lilacia Park. There is also a one-mile walk for those who don’t like to run. This year the event will be held on May 18. And this fall the district plans to introduce a day of Family Fitness Fun with a wide variety of active events to encourage fitness. CRUISE NIGHTS Summertime fun starts with Cruise Nights on Saturday evenings from June 13 through Aug. 29, (except for July 4), in Downtown Lombard. Featuring a classic car show along with a free concert series, Lombard Cruise Nights are held near St. Charles Road and Main Street. A wide variety of entertainment is featured including showcase bands, theme nights and family nights. Walk around and see the classic cars, starting at 6 p.m. To find more information on Lombard Cruise Nights, go to www.villageoflombard.org or call (630) 620-5718.
LILACIA PARK Lombard owes Lilacia Park and its collection of lilacs to Colonel William Plum and his wife, Helen Maria Williams Plum. The Lombard Park District was founded in 1927 when the people of Lombard voted to accept the stipulations set forth in Colonel Plum’s Will which bequeathed his property to the citizens. Soon thereafter, the new Park District commissioned Jens Jensen, the famous landscape architect, to design what is now known as Lilacia Park, located at 150 S. Park Ave. It’s impossible to separate Lombard from its lilacs. Lilac Time, a village-wide festival held each May, is held in Lilacia Park. It celebrates the history of Lombard’s lilacs with a coronation, historical tours, tastings, entertainment and a 5k race. Throughout the year, the Lombard Park District maintains the horticultural showcase which hosts wedding ceremonies, movies in the park, and Holiday Lights in Lilacia. For additional historical, programming or rental information, visit www.lombardparks.com.

FUN THINGS TO DO IN LOMBARD LOMBARD ROLLER RINK
ALE FEST The Lombard Ale Fest is Lombard’s premier craft beer festival. The second annual fest will take place on Saturday, June 13, 2015. Situated in the heart of downtown Lombard at Lilacia Park, the fest will feature over 80 unique beers from craft breweries around the country and some of Chicagoland’s favorite food trucks. The fest will be a celebration of summer seasonal beers, food and live music. Kick off your summer right with the Lombard Ale Fest.
The Lombard Roller Rink has been around for nearly 35 years. It is a family-oriented facility that offers fun for everyone from birthday parties for kids and teens, to a relaxed Friday morning Adult skate, complete with the music you remember. Teens particularly like our Friday and Saturday night sessions where we light up the skating floor with our special lighting, add some glow sticks, great music and adult supervision and they have a great time hanging out. Skating lessons for children and adults, Zumba classes, Roller Derby classes for women, a men’s Roller Derby team and an Artistic Skate Club are also offered. Lombard Roller Rink also sells skates and does private events and fundraisers for schools, churches, Girl Scouts and more.
HISTORICAL ATTRACTIONS The Lombard Historical Society maintains two historic house museums, the Victorian Cottage and the Sheldon Peck Homestead. Visitors to the Victorian Cottage will encounter a look at life in the mid-1800s when the days of the pioneer farmer in Lombard were giving way to the industrial age. Additionally, a new permanent exhibit showcases themes throughout Lombard’s history. The Sheldon Peck Homestead highlights the life of artist and abolitionist Sheldon Peck, whose house was a stop on the Underground Railroad. Exhibits focus on Peck’s folk art, pioneer life, and involvement in the abolitionist movement. The Homestead is part of the National Park Service Underground Railroad Network to Freedom.
BIKING ON THE PRAIRIE PATH AND GREAT WESTERN TRAIL The Illinois Prairie Path (IPP) and the Great Western Trail (GWT) are rail-to-trails that are easily accessible to Lombard residents. The IPP and GWT link 10,000 acres of county forest preserves, local parks, and 500 miles of recreational trails. These trails are an integral part of our identity and a priceless amenity that runners, cyclists, equestrians, dog walkers and nature lovers treasure. Exercise, enjoy nature, meet neighbors, or run errands along these green ribbons. For more information on DuPage County trails or to request a County Trail Map, contact the DuPage County DOT at (630) 407-6900 or email TrailPathCoordinator@dupageco.org.

YORKTOWN UPDATE 2015
Improvements and updates completed last year at Yorktown Shopping Center – like the renovated center court, the new food court, newly-renovated restrooms which include a comfortable family lounge, new soft seating and the drive-up and drop-off area at Arcade Entrance Five – are resonating with shoppers and diners, as indicated by an upswing in both traffic and sales, according to Todd Hiepler, general manager. “The metrics are proving that the investment was worthwhile,” he stated. “Customers will see additional investment into the property in 2015 on the exterior of the center where we plan to complete improvements to all of our surface lots and shoppers will soon see stunning new pylon signs and directional signs. We are also exploring with the Village and our anchor tenants new vehicular circulation improvements in the hopes of getting people into and out of Yorktown more easily.” Yorktown Center has been a centerpiece of Lombard since it was constructed in 1968, regularly attracting the residents of the western suburbs to its doors for important personal milestones like visiting Santa and the Easter Bunny, buying that special prom dress and outfitting a new home. But in the world of shopping malls, no one can remain static. There must be a constant process of reinvention in order to attract the public to one’s doors. A mall must not only be a place in which to buy goods, but must also be a place to socialize, dine, be entertained, explore the world and be educated. “Yorktown offers an easy-to-navigate shopping experience. We offer something for everyone under one roof, ranging from value-oriented items to aspirational goods. We also have a huge line-up of dining opportunities so that you can stay and shop all day and even into the evening,” Hiepler stated. “We also expect to add an iconic family-friendly entertainment amenity to the interior of the Center soon,” he said, “and will continue to host the events for
28
which we are known. We also plan to create new signature events like the holiday tree lighting that we held in early December near the newly renovated drop-off area. We are always looking for new opportunities to drive traffic to the Center and create new memories for our shoppers.” “And we are actively listening to our customers,” Hiepler continued. “Feedback from conducted focus groups placed importance on updated restrooms and common areas, better food choices and fresh retail concepts – and we have delivered. In response to their comments and suggestions, we are considering several new initiatives and services to make shopping at Yorktown Center more convenient via technology and guest service solutions. One example of a new technology initiative is the introduction of electric vehicle charging stations, done during the 2014 holiday season.” New tenants added to Yorktown Center in 2014 include H & M, Noodles & Company, Freshii, Noria Sushi, The Beer House, Rue 21, Paul Mitchell and Kay’s Jewelers, to
name a few. Those expected to open in 2015 include Armand’s Pizzeria, Francesca’s, a clothing and accessories store for women and 25 Silver, an accessories boutique. Additional concepts in The Eatery such as Salseria and new dining destinations including BZ’s Twisted American Cuisine. In addition, several long-standing tenants introduced new store prototypes to Yorktown during 2014 including The Gap, LOFT, Eddie Bauer, Victoria’s Secret and Land’s End. Last, but certainly not least, AMC Theaters recently completed a multimillion dollar renovation to its complex, adding new seating, a reservation system and an upscale dine-in experience, all in an effort to provide a quality entertainment experience. “We are pleased to see these tenants investing in Yorktown Center and the community,” Hiepler said. “Retail is about staying fresh and innovative, and Yorktown Center plans on taking this continuous approach to keep relevant in the eyes of our shopper.”

WESTIN GIVING BACK It is difficult to imagine a business which could give back to its community in a larger way than the eight-year-old Westin Lombard Yorktown Center does. Charity and sustainability have become a way of life for the management and staff of the 500-room hotel. Its 190 employees constantly look for ways to benefit the larger community, according to Michael Feigenbaum, general manager. “We are one of the largest businesses in the Lombard area and because of that, I feel that we have the means and platform to have a large impact on our community. So I have actively worked to educate our team and staff about ‘corporate citizenship’ and the importance of supporting those who support us,” he stated. The ways in which the hotel and its staff give back are wide ranging and they include employees in all departments. For instance, every Friday for the past five years employees have been able to pay $5 to dress down and wear jeans. Each month the money collected is donated to a different cause – ranging from huge charities like the Susan G. Komen fight to end breast cancer to small causes identified by employees. Last year hotel employees also raised funds to assemble 33 “move-in buckets” for Wheaton’s Midwest Shelter for Homeless Veterans. Department “teams” raised money in various ways in order to buy supplies for the buckets which cost between $60 and $80 each, Feigenbaum recalled. The housekeeping team, for example, held a “Guacamole Fiesta” in the lobby to raise money. Other departments held
30
bake sales and other fundraisers. Then they worked together to shop for and assemble the buckets. Toys for Tots, the Northern Illinois Food Bank in Geneva, Feed Our Starving Children and a local park have also been the recipients of the Westin employees’ generosity and hard work in recent years. About a dozen employees also run each year in the Susan G. Komen 5K Race for the Cure held at Yorktown Center, raising money from
pledges. The hotel also houses the race staff and provides refreshments and other good will measures, according to Feigenbaum. Similarly, the Westin supports Lombard’s annual Mutt Strut as a sponsor and many associates participate in the race. Individuals in management and on the staff also lend their expertise to the next generation by mentoring high school and college students who might be interested in a career in hospitality. They offer both externships and internships and regularly attend college fairs and help students with projects. The hotel also donates space for the annual Lombard Community Blood Drive and promotes the blood collection effort to staff and guests; donates free stays to hundreds of charity auctions and other events; and donates a brand new hotel-style bed each year to the Heart Association for use as a fund-raiser. Finally, the Westin Lombard Yorktown Center works tirelessly to save the earth, partnering with SCARCE in Glen Ellyn. They routinely collect and re-purpose signs, foam board, pens and other supplies left behind after meetings held in the hotel. In addition, they have a box outside of the human resources office where employees can drop off books, Christmas lights and other materials for recycling. In addition, the Westin hosts SCARCE’s annual gala at a reduced rate; lends its employees to the planning and donation solicitation effort; and encourages talented employees to make unusual items for the silent

WESTIN GIVING BACK auction. One woodworker made a beautiful Jenga table from heavy wooden chopping boards that were no longer needed in the hotel kitchen. Another made a checkerboard table from used corks, Feigenbaum recalled. The housekeeping staff also collects partially used soaps, shampoo bottles, etc. so that they won’t be thrown away; boxes them up; and ships them to a company that homogenizes the materials and re-uses them. “Our Green Committee is wonderful about giving us ideas, Feigenbaum stated. “One of the major tenets of the Starwood hotel chain is “corporate citizenship’ and locally, we carry that through, believing that we can really make a difference in our community, he said. “Our employees are very hard-working people who are willing to share their hard earned money with the community. It is nice to see them making a difference in the lives of those around them, Feigenbaum added. The Westin Lombard Yorktown Center is located at 70 Yorktown Shopping Center and can be reached at (630) 719-8073.

TAX DOLLARS The Village of Lombard receives one of the smallest shares of property tax of any taxing district. The Village’s property tax as a percentage of each property owner’s total tax bill is less than 8 percent of the total tax bill, meaning that less than $0.08 of every dollar paid in property taxes went to the Village in 2013. The majority of the Village’s property taxes go toward educational services, which includes Districts 44 or 45, 87 or 88, and COD 502. The remainder goes toward the Village, other local governmental entities (York Township, library, and Park District), and DuPage County (including the Forest Preserve District and DuPage Airport Authority). The Village uses these funds to provide services such as police and fire protection, community development and capital improvements. The Village’s portion of property taxes is also used to cover annual pension and debt service costs.

The five young women chosen to represent our lovely town each year are among Lombard’s finest. Selected on the basis of community and school involvement, poise, grace, speaking ability and personal presentation, each receives a scholarship awarded by the GFWC IL Lombard Junior Women’s Club, organizers of the contest. Young women between the ages of 16 and 21 who reside in Lombard (including the Butterfield area and unincorporated environs) are eligible to compete. Lombard’s Lilac Queen is selected from among the five princesses and her identity is kept secret until it is revealed at a special Coronation held the first Saturday in May amidst the heady aroma and breathtaking beauty of Lilacia Park. This time-honored tradition has been in existence in our community since 1930 and has become an important part of the wonderful experience that is Lilac Time in Lombard.
