CITY MANAGEMENT
he city of Mauston is the county seat of Juneau County, located 73 miles north of Madison. It is next door to Wisconsin’s second- and fourth-largest lakes, Petenwell and Castle Rock lakes. The city was founded by Milton M. Maugh and had the original name of Maughs Town after the founder. The city’s beginning was based on the lumber industry of early Wisconsin.
Mauston operates under a MayorCommon Council-Administrator form of government, which has become the traditional and dominant type of organization in the state of Wisconsin. By statute, the Mayor is the Chief Executive Officer, presides at meetings, votes in case of a tie and has veto authority. The Common Council is the legislative body. It establishes policy and approves the budget. There are seven elected council members, and each serve a two-year term.

The City Administrator is an appointed official, and serves as the Chief Administrative Officer of the city for an unspecified term. The Administrator is responsible for the management, direction and coordination of the day-to-day administration of the city government and all its departments. Incorporated in 1887 with a population of 1,857, the city today has a population of approximately 4,500. Mauston is a full-service municipality providing police and fire protection, water/wastewater utilities, solid waste collection, curbside recycling, a small airport, parks and recreation, public works, planning/zoning and other services.

EDUCATIONAL & HEALTHCARE FACILITIES The Mauston Area School District serves the city and surrounding area, providing education for four-year-old pre-K through senior high education. District schools include West Side Elementary (grades 4K2), Grayside Elementary (grades 3-5), Olson Middle School (grades 6-8) and Mauston High School. In 2011, the district initiated an iLead Charter school, with a curriculum focused on innovation and entrepreneurial development. Other important educational community assets include the Western Technical CollegeExtended Campus, and St Patrick’s Private School (grades 4K-8). Juneau County’s only hospital is located in Mauston. Major local providers include Mile Bluff Medical Center and Mile Bluff Clinic.

Tourism auston hosts the Juneau County Fair the third weekend in August. The fair is in conjunction with the Greater Mauston Area Chamber of Commerce parade. The original Mauston Pumpkin Bash, which is held at its new location, Riverside Park, is the third weekend in October. We are looking to add more events at the Riverside Park.

The Mauston Community Band has its own home now at Riverside Park Bandshell during the summer. Every Saturday morning and Tuesday evening, from May to October on the Juneau County Courthouse Lawn, the

Mauston is the home of the “Original Pumpkin Bash.” The Mauston Room Tax Committee began this annual event in 2005. The Mauston Room Tax Committee has been committed to this event to become one of the top fall festivals for Mauston, Juneau County and South Central Wisconsin. The Mauston Original Pumpkin Bash is held at the Riverside Park, its new home. The location offers new opportunities for events and activities, sharing properties owned by the city of Mauston.

Sports Complex WOODSIDE
oodside Sports is a premier sports complex that offers camps, clinics, tournaments and other events for all ages. A western themed sports complex featuring eight all-turf baseball fields located in Mauston, WI. The second facility will include soccer and baseball fields, as well as the Wisconsin Dells Center located just down the road in Wisconsin Dells. The Wisconsin Dells Center is an indoor dome large enough to hold one football field! Besides sports activities it can also host tradeshows and conventions.

HISTORY Humble Beginnings Today’s famous Ranch Guest House started out as a simple two-story farmhouse built in the 1850s. Driven by aspirations of becoming a farmer, Davenport, IL railroad worker William Feldman, his wife Sophie, and their five children bought the farm in 1914. Known as Woodside Farm for the next 15 years, the Feldman’s saw their dream expand as more of the friends and family vacationed at the Ranch as a “getaway” from the city. For the next 60 years Woodside Ranch would be owned and operated by the Feldman family. Winter 1998 Damon Zumwalt, owner of Woodside Ranch and owner/developer of Woodside Sports Complex, came to visit Woodside Ranch as a guest over the winter and while on horseback he ventured through the woods and into the meadows. Damon’s first thought was, “How many soccer fields could I build here?” Like the visionary and entrepreneur that he is, Damon envisioned hundreds of youths playing sports, and believed that Woodside Ranch had the potential to become the most unique sports complex in the country. As a father of five children, all of whom were involved in sports growing up, Damon had an idea of what worked and what didn’t work. Damon’s vision was to create a state-of-the-art 20

complex where youths would compete and learn valuable lessons taught through sports, lessons and principles he also learned through his career as a high school and collegiate athlete.
THE PRESENT AND FUTURE In 2002, Damon purchased the land from Lucille Feldman Nichols, one of the original five Feldman children. It has been over 10 years of persistence, commitment and patience that Damon’s vision has begun to formalize into a reality. On November 13, 2010 one half mile from Woodside Ranch, Ground Breaking Ceremonies were held at the construction site where over 100 community officials, residents, media and celebrities attended, including then Chicago White Sox manager Ozzie Guillen, hall-of-famer Paul Molitor and future hall-offamer Frank Thomas. Since 2010, Woodside Sports Complex has grown to include the 245-acre facility in Mauston, WI as well as soccer and baseball fields in Wisconsin Dells, WI. Future plans also include championship stadiums for baseball and soccer as well as tennis courts. Opening in June 2014 with eight fully synthetic turf baseball/softball fields in Mauston, Woodside eventually plans to host over 80 events per year when complete, and is committed to becoming the premier complex that provides programming for youth and athletic development, and attractions for the entire family.
A LITTLE MORE ON WOODSIDE RANCH RESORT The Woodside Ranch Resort & Conference Center of today is an all-inclusive guest ranch and is open year round. The all-inclusive rate includes your meals, lodging, activities and of course horseback riding, pony and wagon rides! An Artist
IN MAUSTON
ll communities have local artists. We have a special one here in our community. The local artist is Albert “Burt” D. Schmiege. He was 32 when he lost his central vision. He has a form of macular degeneration called Stargardt’s disease, the onset of which typically begins before age 20. Although Scmiege said it’s “no fun” not seeing things the way they’re supposed to look, he did not take his vision loss sitting down. Instead, he used his limited vision as an opportunity to push the boundaries of his abilities, which included taking up oils and canvas.

Schmiege has found his real vision for painting. He paints mostly landscapes, using limited colors because Stargardt’s left him

with a red-green deficiency. He creates more by feel than sight, using his fingers and hands as brushes to move the paint to create his landscapes, sunsets and visions of beauty. He cannot see the finished painting like a sighted person can. He paints in quadrants, moving clockwise around the canvas using peripheral vision. When supplies and ideas are plentiful, he often paints for 10 hours a day. Other times, he may take a break for a week and then return to apply the finishing touches. Painting is a stress reliever that gives Albert independence and a sense of accomplishment. When he is painting he is in control, instead of the disease. A RICH AND FOCUSED LEARNING EXPERIENCE Students in the Mauston Schools experience a high quality and coherent instructional program in Reading, Language Arts, Math, Science, and Social Studies. Each school has a school improvement plan that defines its goals and priorities as a school. Teachers, administrators, and support staff are evaluated on an annual basis to ensure that each staff member is growing professionally and that their work is aligned with District and school defined priorities. In addition to strong teaching and learning for student success in college, career, and life, students at all schools also participate in instrumental and vocal music, adaptive and general physical education, visual arts, integrated technology, and library and media instruction. At the secondary schools students have the opportunity to study these specific interests in more depth through clubs, co-curricular, and other academic and non-academic activities. Classrooms at all grade levels are equipped with SmartBoard technology and multiple laptop and one-to-one technologies. WEST SIDE ELEMENTARY SCHOOL Mauston Schools wishes to connect with parents and their children as early as possible. West Side Elementary School serves approximately 340 students in a 4-Year-Old Kindergarten program, and full day Kindergarten and grades one and two, five days a week. Years of research show the critical relationship between a positive early childhood education and successful later school performance. Mauston’s West Side School focuses on establishing a strong learning foundation for our youngest learners. West Side staff work hard at sustaining a solid educational bond between school and home, and our staff offers the support and intervention necessary for each individual child to flourish in learning. OLSON MIDDLE SCHOOL Olson Middle School offers an enthusiastic and engaging learning environment for 300 students in grades six, seven and eight. Olson Middle School focuses on improved academic preparation as well as community service work and exploratory learning in the classroom and co-curricular activities. Technology integration is a focus with classroom sets of Chrome Books, and mini iPads in all mathematics and English Language Arts classrooms, sophisticated document cameras, student response systems and SmartBoard technology. Olson Middle School has a special year-long orientation and transition program called WEB – Where Everyone Belongs. This student-led

MAUSTON HIGH SCHOOL Mauston High School’s motto is “Learn, Grow and Succeed.” Mauston High School was built in 2001, and serves approximately 460 students in grades nine through twelve. The school features a state-of-the-art, 600 seat auditorium and two gymnasiums. Complementing a comprehensive college and career preparatory set of course offerings including Advanced Placement courses, Mauston High School has invested in developing learning opportunities that reach beyond the traditional high school. These pathways are new and innovative learning experiences for high school students: • ROADS Program – A competency-based hands on learning program housed at MHS. • GEDO II – An accelerated educational program designed for students who have not found success in the traditional high school academic offerings. District-Wide Alternative Learning Progams: • iLEAD Charter School – A project-based leadership and entrepreneurship school that houses 40 students in grades 7-12. iLEAD is touted by many outside school districts and businesses as a model of charter school success. • Mauston K-12 Virtual School – Offers an on-line virtual school experience that personalizes learning by using trained coaches and individual learning plans for students and families.

ABOUT THE LIBRARY The Hatch Public Library was made possible by generous contributions of both time and money from many citizens in our community. Notably, Bill and Jean Hatch stepped forward to make a $1 million pledge toward the building of our new library in memory of their grandaughter, Deena Hatch, motivating the community to make the dream a reality. The Hatch Public Library provides free materials and services to help area residents meet their personal, educational, professional and recreational needs. In addition, we offer magazines, audio books, music CD’s and DVD’s. The Library also has a state-of-the-art computer lab with 16 internet computers and free Wi-Fi access. From its beginning as the La Crosse Continuation and Adult School, teaching 800 students in one building in downtown La Crosse, to a multi-building, multicampus college serving 18,000 students, Western’s emphasis on hands-on, relevant training has not changed.

Western has a 15-building campus at its main campus in La Crosse, with regional locations in Black River Falls, Independence, Mauston, Tomah and Viroqua, and a public safety training center in Sparta. The ALP has had over 88 graduates since it started. The program provides a broad perspective on personal, political, economic, leadership and social issues impacting Juneau County and its citizens.
Juneau County’s University of WisconsinExtension offers 4-H and youth programming, Advanced Leadership training, volunteer training support and development, educational resources, environmental resources, farm and agricultural business support, food-nutritionhealth education, horticultural training (Master Gardener Program) and support, home and family assistance, as well as starting a business and support of economic development. Our programs wrap around life stages and respond to the concerns of citizens.

THE ADVANCED LEADERSHIP PROGRAM IN JUNEAU COUNTY The Advanced Leadership Program strives to identify, cultivate and support leadership development in Juneau County. The ALP program collaborates with other organizations and businesses to deliver leadership training for area citizens. The program has 10 sessions over a 10-month period, with each session geared toward a certain topic and/or community issue. Pre-seminar assignments, classroom and experiential visits and activities are used in the learning process.

The purpose of the monthly series is to bring relative topics to the citizens of Juneau County, to allow them to be more informed and understand the changes that are happening in our society and area. The second TIF is the city’s business park located on the east side of town. The park has easy access to Interstate 90/94, offers the basic public amenities (street, water, sewer, electricity) and provides a variety of parcel sizes for future development. The city, county and private entities own lots open for development. Downtown Redevelopment: The city has cleaned and prepared two downtown sites for re-development. Both sites are shovel-ready, over an acre in size and in a good location. One is a corner lot located at the intersection of two state highways (12/16 and 58) and the other is next to the Justice Center, one block from State Street. Revolving Loan Fund: The city maintains a revolving loan fund to provide gap financing for small businesses and start-ups. The primary purpose of the program is to provide additional jobs. The loan amount is subject to the availability of funds. There is no set minimum or maximum, but generally loans will not exceed the 20 percent of available funds. Private funds must be leveraged at least one dollar for every dollar of RLF funds.

In addition, at least one permanent full-time equivalent position must be created or retained for every $20,000 of RLF funds requested. Economic Development Corporation: The city is serviced by two development corporations, the Greater Mauston Area Development Corporation and the Juneau County Economic Development Corporation. GMADC is the primary contact for development opportunities within the city.
CITY DEVELOPMENT PLANS Most importantly, the city has the infrastructure to support additional growth. The school system infrastructure is also positioned for growth. The city recently has developed several strategic plans for both Downtown Revitalization and Entryway Corridor Enhancements. The city has aggressively sought after grants, and continues to identify funding sources to achieve many of the aesthetic and infrastructure improvements those plans address.

cross the U.S., Habitat for Humanity has built or renovated over 400,000 homes for low-income working families, impacting over 850,000 children who live in those homes. Habitat started working in Juneau County in 2009 and has built or renovated five homes for low-income working families in just the last two years.

Who Habitat Helps: Habitat helps families who have a steady income and agree to put in 500 hours of sweat in helping to build or renovate their home. Juneau County Gains Forever: When construction is completed, the selected family purchases the home from Habitat with a nointerest mortgage. The monthly mortgage payments provide capital to Habitat for building more homes to help yet additional families. As a result, any donations or volunteer effort contribute to decent and affordable housing for low-income families in Juneau County for many years to come.
